  • 德州移民海关执法局拘留所囚犯遭殴打虐待,人权组织指控

    华盛顿7月15日电(路透社)——根据周三发布的一份报告,美国两家人权组织收到举报称,得克萨斯州一处美国移民和海关执法局拘留所的囚犯遭到警卫殴打、拒绝提供医疗服务,且被禁止联系家人与律师。

    “东蒙大拿营的被拘留者举报称,警卫经常实施殴打和其他过度武力行为,囚犯长期营养不良,生活环境不卫生且有辱人格,”报告援引访谈内容称,“这些虐待行为共同违反了美国和国际人权法规定的基本保护条款。”

    该报告是针对该拘留所一系列虐待指控调查的最新一起,这里是美国规模最大的移民拘留中心。

    WASHINGTON, July 15 (Reuters) – Detainees at ​a U.S. Immigration and Customs Enforcement detention facility in Texas told two rights groups they were ‌beaten by guards, denied medical care and prevented from contacting family and lawyers, according to a report issued on Wednesday.

    The report, issued by Human Rights Watch and the American Civil Liberties Union, spans dozens of pages and is based on 80 interviews ​HRW conducted with detainees that focused on conditions at Camp East Montana, which is located at ​the U.S. Army’s Fort Bliss in El Paso.

    “People detained at Camp East Montana reported routine ⁠beatings and other excessive force by guards, chronic malnutrition, and unsanitary and degrading living conditions,” the report said, ​citing interviews. “Together, these abuses violate fundamental protections under U.S. and international human rights law.”

    The report is the latest ​in a string of investigations documenting abuses at the facility, the largest immigration detention center in the U.S.

    The U.S. Department of Homeland Security, of which ICE is a part, said in a statement that reports of inhumane conditions at the facility were “categorically false”.

    “No ​detainees are being beaten or abused,” it said, adding ICE took seriously the safety and health of those ​who are detained and did not deny anyone medical care.

    “All detainees receive full due process and are provided with proper meals, ‌water, ⁠medical treatment, and have opportunities to communicate with their family members and lawyers,” it added.

    One detainee, identified in the report as Ismael M., 28, from Honduras, was quoted as saying he experienced depressive episodes and suicidal thoughts during his more than five months in detention.

    “I sometimes look at my bed sheets, and I wonder if it ​would be easier to hang ​myself instead of trying ⁠to survive this torture,” he was quoted as saying.

    Camp East Montana has repeatedly faced criticism from immigration advocates.

    It failed to issue use-of-force reports, did not give medicine ​to seriously ill detainees and wasted tens of millions in taxpayer dollars through rushed ​contracts, a U.S. ⁠government watchdog report said last month.

    ICE has been the face of an immigration crackdown and deportation drive that President Donald Trump has pursued and which has been condemned by human rights groups as being in violation of free speech and due process rights.

    Human ⁠rights groups ​say the crackdown has created an unsafe environment, especially for ethnic ​minorities, who have raised concerns about racial profiling.

    Trump says his actions are aimed at improving domestic security.

    About 50 people have died in ICE custody around ​the country since Trump took office in January last year.

    President Donald Trump said Tuesday that Iran has released an American woman who he said was “wrongfully detained” in the country for the past year and a half.

    She was identified as Iranian-American citizen Dena Karari by her attorney Jared Genser, who confirmed her release to Fox News. She was reportedly accused of espionage over her work with an American nonprofit helping impoverished children.

    In a post on Truth Social, Trump said the woman was detained in December 2024, during the Biden administration and was recently allowed to leave Iran.

    “Iran has allowed an American Citizen, who was wrongfully detained in December of 2024 under the ‘presidency’ of Sleepy Joe Biden, to leave the Country,” Trump wrote.

    Karari is reportedly now safely outside Iran and in good condition following her release, according to Trump.

    Her release marks the first time an American has been freed from Iranian custody since 2023, and represents a notable development amid ongoing military confrontations between Washington and Tehran.

    Following her release, Trump thanked Iran for what he described as a “gesture of goodwill.”

    “The United States of America appreciates this gesture of Goodwill by Iran!” he wrote.

    Gesner released a statement shortly after Trump’s announcement, saying she had been “trapped in Iran on bogus charges of collaboration with a hostile state and espionage” but is now on her way back to the United States.

    According to Genser, Karari was targeted after Iranian authorities linked her to the Children of Mehr Foundation, a U.S.-registered nonprofit that provides books, literacy programs and other humanitarian assistance to impoverished children in rural Iran.

    Under the regime, affiliations with U.S.-based organizations operating inside Iran are often viewed with heightened suspicion and can lead to accusations of security-related offenses.

    Genser clarified that Karari was never formally imprisoned but was effectively held in Iran through a “coercive exit ban.” She was reportedly interrogated dozens of times by Iran’s Ministry of Intelligence and Security (MOIS) and “suffered enormous physical and psychological hardship.”

    “We urge Iran to drop all the remaining charges against those who worked locally in support of the Children of Mehr Foundation, who are innocent and committed no crimes,” Genser said. “And I personally call on Iran to release both all wrongly imprisoned Americans and those subjected to coercive exit bans and all Iranian political prisoners.”

    Sources previously told Fox News Digital in January 2026 that Iran may have been holding more than eight American citizens and residents in custody, exceeding publicly available data that listed five American hostages in Iran.

    Two of the current hostages include Kamran Hekmati, a 61-year-old Jewish man held since May 2025, and Reza Valizadeh, a 49-year-old journalist and dual Iranian-American national held since March 2024.

    A U.S. State Department official previously told Fox News Digital that “President Trump is working to secure the release of detained Americans around the world.”

    “The Iranian regime has a long history of unjustly and wrongfully detaining other countries’ citizens as hostages for use as political leverage. Iran should release these individuals immediately,” the official said.

    According to United Against Nuclear Iran, Tehran detains foreign nationals on vague charges and uses them as “bargaining chips” to extract concessions from other countries, such as securing the release of frozen financial assets locked up by international sanctions.

    Iran has frequently targeted individuals who hold both American and Iranian citizenship, as Tehran does not recognize dual nationality and often treats dual citizens solely as Iranian nationals, limiting their access to U.S. consular assistance, United Against Nuclear Iran said.

    WASHINGTON, July 15 (Reuters) – A former senior adviser to the U.S. Federal Reserve was sentenced to 38 months in federal prison for making false ​statements to investigators about sharing restricted information related to the ‌central bank with Chinese intelligence operatives, the Justice Department said on Wednesday.

    John Harold Rogers, 64, was arrested in early 2025 on charges he conspired to steal Fed trade ​secrets for the benefit of China, prosecutors said at the time.

    In his ​trial, a federal jury deliberated for two days before finding ⁠Rogers guilty on February 3 “of making false statements to government investigators ​at the Office of Inspector General for the Board of Governors of the ​Federal Reserve System and the Consumer Financial Protection Bureau,” the Justice Department said in a statement.

    “John Rogers spent years secretly funneling sensitive Federal Reserve information to Chinese spies, then ​looked investigators in the eye and lied about it. And when ​that wasn’t enough, he lied again under oath at trial,” U.S. Attorney Jeanine Pirro said.

    In ‌addition ⁠to the prison sentence, Judge Dabney Friedrich ordered Rogers to serve 12 months of supervised release. Federal prosecutors had requested a 60-month prison term.

    Rogers worked as a senior adviser in the Fed’s division of international finance from ​2010 until 2021. ​Prosecutors said he ⁠shared confidential information with Chinese co-conspirators who worked for the intelligence and security apparatus of China and posed ​as graduate students.

    China said at the time of his arrest ​last ⁠year that it did not interfere in the internal affairs of other countries.

    The Fed’s international finance division is responsible for basic research, policy analysis, and reporting ⁠in ​the areas of foreign economic activity, U.S. external ​trade and capital flows, and developments in international financial markets and institutions, according to the ​U.S. central bank’s website.

    A U.S.-Iran dual citizen who was trapped in Iran on allegations of espionage and collaborating with a hostile state has departed the country, CBS News learned Wednesday.

    The woman, Dena Karari, had been unable to leave Iran since December 2024 due to “bogus charges,” her attorney, Jared Genser, wrote on social media. Genser announced late Wednesday that Karari is now free, writing that she is “safe and traveling back to the United States.”

    Karari was under an exit ban, which means that Iranian authorities refused to let her leave, but did not have her imprisoned.

    She was never formally charged by Iran. Although her coercive exit ban expired in April, Iran did not allow her to exit at the time.

    She suffered a heart attack on July 8, two sources told CBS News.

    Two sources said Karari’s name was on a list of Americans that the U.S. State Department had given to U.S. special envoy Steve Witkoff — who is helping to lead U.S.-Iran diplomacy — to press for her release.

    President Trump wrote on Truth Social earlier Wednesday that Iran had released a U.S. citizen, but he did not identify the person.

    “She is now safely outside of Iran, and in good condition,” Mr. Trump said. “The United States of America appreciates this gesture of Goodwill by Iran.”

    The State Department declined to comment on the situation.

    Several Americans are imprisoned in Iran, two of whom have been legally designated as wrongfully detained: Kamran Hekmati and Reza Valizadeh. The State Department can label U.S. nationals as “wrongfully detained” based on multiple criteria, including credible evidence of their innocence or reports that they are being held to extract concessions from the U.S. government.

    Last month, CBS News obtained a recording of Valizadeh, an Iranian American journalist, pleading for his release from inside Tehran’s notorious Evin Prison.

    The release of detained Americans was not part of the memorandum of understanding signed by the U.S. and Iran last month, which extended the two countries’ ceasefire for 60 days. Fighting between the two sides has resumed over the last week.

    Houston– Ronaldo Salgado said he learned his father, 52-year-old Mexican immigrant Lorenzo Salgado Araujo, had been shot by an Immigration and Customs Enforcement officer last week through a video posted online that depicted him “screaming” for help.

    “He was actively bleeding. He was screaming for someone to help him,” Ronaldo Salgado told CBS News during an interview in Houston this week. “I just felt a lot of fear at that point. And I was running around the site trying to look for answers but those answers never came.”

    His younger brother, Lorenzo Salgado Jr., said he found out his father had died while on an airplane on the way to Houston to try to see him.

    “Maybe an hour into the flight, I opened the same article that reported that the person had been shot,” Lorenzo Jr. recounted. Then, he added, “the article updated to read, ‘shot, killed.’”

    “I was going back and forth between the bathroom to like clear my nose,” Lorenzo Salgado Jr. said. “And I really tried to stop the tears from falling because I didn’t want anyone’s attention. I really just wanted to get home and be with my family.”

    Lorenzo Salgado Jr. noted he was not able to say goodbye to his father, who had lived in the U.S. for over three decades.

    Ronaldo Salgado, meanwhile, said he feels deeply guilty about what unfolded last week.

    “I’m always going to feel some sort of guilt that I could have been there sooner, that I could have done something,” he said, breaking down in tears. “I fear that I will always live with that guilt, because who knows what would’ve happened if I had been there or if I had arrived at the scene much sooner.”

    Conflicting accounts

    The Department of Homeland Security said Salgado Araujo weaponized his work van during a traffic stop on July 7 in Houston, prompting an ICE agent to shoot and kill him. That allegation has been disputed by Salgado Araujo’s family and the three men who were in the van, including his brother. They remain detained by ICE in Texas, facing deportation.

    While DHS has said Salgado Araujo was in the U.S. illegally, it has also admitted he was not the target of the ICE operation that preceded his killing. Salgado Araujo’s relatives and friends have also said he lacked a criminal record, which has not been disputed by DHS.

    On Tuesday, the FBI revealed in court papers that it is investigating whether drugs were in the van. In an application for a search warrant granted by a judge, an FBI agent said he spotted several bags inside the van that contained a “white crystal-like substance” he believes is consistent with methamphetamine. At the time, the agent said that law enforcement had not yet entered the van, but had taken photos of the bags from outside the vehicle.

    There is no indication that ICE’s decision to pursue the Ford Transit van ahead of the fatal shooting was related to concerns about drugs. The FBI agent wrote: “The United States is currently gathering all facts related to this incident, including what may have caused the occupants of the vehicle to flee.”

    Less than a week after Salgado Araujo was killed, an ICE officer fatally shot another immigrant in Maine, also during a traffic stop. The killing of 25-year-old Colombian immigrant Johan Sebastián Durán Guerrero escalated concerns over ICE’s tactics, prompting the agency on Tuesday to pause most vehicle stops, pending a review.

    But that pause was short-lived. On Wednesday, after President Trump publicly criticized the moratorium, ICE agents were told they could continue to make vehicle stops and arrests.

    “Drawn by the promise” of America

    Ronaldo Salgado said his father came from “humble beginnings” in Mexico and immigrated to the U.S. to ensure his family, including his children, did not have to deal with the same challenges and backbreaking work he faced.

    “He wanted people to achieve the American dream, just like he gave us the opportunity to achieve the American dream, to become college educated, to become family men, men of good character,” Ronaldo Salgado said.

    Lorenzo Salgado Jr. said his father was a man who was proud of his family, loved music and valued “honest work.”

    “He was drawn by the promise that in America you can, if you put in the work, you’ll get paid what you deserve, and the idea that in America, you can build yourself up from nothing to become someone, and to give your family a better future,” he added.

    Both brothers are American citizens. Since their father was killed, they have been helped and represented by the American Civil Liberties Union of Texas and the League of United Latin American Citizens.

    Asked what justice would look like for them as it relates to their father’s killing, Lorenzo Salgado Jr. called it a “difficult question.”

    “I think we’ll have justice when my mom feels ready to go outside, without fear,” he said. “When people don’t have to live in shadows, and of course, the first step there, like my brother said, is completing an investigation completely transparent and in full.”
