作为去年贸易休战协议下的一项承诺，中国大规模采购美国大豆的计划可能因民营贸易商参与度不高而面临复杂局面。

据彭博社报道，在中国国家主席习近平与美国总统特朗普预计将于9月举行峰会前，中国的大豆采购步伐近几周有所加快。但这场采购热潮由中国大型国有农产品贸易商主导，民营企业大多持观望态度，因为从商业角度来看这类贸易并不划算。

作为中美元首去年10月达成的贸易休战的关键内容，中国承诺购买包括大豆在内的美国农产品。双方计划下个月在华盛顿举行会谈，届时将对协议的落实进展进行评估。

交易员表示，虽然民营企业未积极参与大豆采购并不意味着中国无法实现白宫提出的每年2500万吨的目标，但鉴于国家供应链的存储和压榨能力有限，任务的难度确实变大了。

物产中大期货分析师Liu Haowen指出，民营压榨企业大多在观望，随机应变，若无法及时获得更多美国大豆供应，第四季度国内豆粕供应可能会趋紧。

随着收获季临近，民营进口商通常从8月开始大量预订美国大豆，但美国产品仍面临较高的进口关税，加之中美关系脆弱，使相关贸易缺乏吸引力。

Two soldiers were killed when a U.S. Army Apache helicopter from Fort Hood crashed in Salado, Texas, on Wednesday, the Army and local law enforcement officials said.

Bell County Sheriff’s Office spokesperson Bill Coleman said two people were on board the helicopter and were pronounced dead at the scene around 2:30 p.m. local time. Coleman said the helicopter crashed into a field and didn’t hit any homes or other structures.

“You could tell this was a violent crash,” he said.

The AH-64 Apache attack helicopter was based out of Fort Hood, Brig. Gen. Ethan Diven, acting commanding general, confirmed in a statement.

“Our immediate priority is securing the site and supporting the initial response efforts,” Diven said. “Our thoughts are with the crew and their families as we await further information.”

There was no immediate information provided about a possible cause of the crash or the identities of the victims. The Army said names would be released 24 hours after the families were notified.

Coleman said the crash also sparked a wildfire, which was still burning out of control as of about 3:30 p.m. local time.

Fort Hood is located near Killeen, Texas, slightly northwest of Salado and roughly 70 miles north of Austin.

Trump signed memo to allow use of cyber tools to target transnational criminal organizations, White House says

Aug 12 (Reuters) – U.S. President Donald Trump signed a memo on Wednesday that the White House said was aimed at empowering federal law enforcement ​to use cyber tools against transnational criminal organizations that operate in foreign ‌jurisdictions to attack Americans.

Trump signed the national security presidential memorandum directing his administration to “leverage the capability and innovation of the private sector to help conduct these cyber operations under the direction, ​control, and authority of the U.S. Government,” the White House said.

The White House, ​in a fact sheet about the memo, cited ransomware attacks, financial ⁠frauds and other crimes run by foreign-based criminal organizations, referred to in the ​memo as “transnational criminal organizations.”

The memo creates a framework that encourages private sector companies to ​enter into agreements with other private entities, as well as federal, state, local, tribal, and territorial agencies to gather threat information on transnational criminal organizations and propose cyber operations to address those ​threats, the White House added.

The memo directs the Department of Homeland Security, through ​the Homeland Security Task Force’s National Coordination Center, to create a program “to conduct specific cyber operations ‌that ⁠disrupt foreign TCOs” that will be overseen by DHS and the Department of Justice.

Under the supervision of the federal government, participating companies, once vetted, will conduct “cyber surveillance operations” and “cyber effects operations” against specified targets, according to the memo.

“Cyber effects includes the potential ​manipulation, disruption, denial, degradation, ​or destruction of ⁠information systems, networks, physical or virtual infrastructure controlled by information systems, or information resident thereon,” according to the memo.

Participating companies will ​have to maintain a bond or escrow of at least $1 ​million, according ⁠to the memo.

The idea of private sector firms participating in cyber operations against criminal and other targets is not new, and has been controversial in the past, for fears of ⁠escalation, ​inadvertent consequences, and inter-agency coordination issues.

Washington — Last month’s elaborate ruse that saw President Trump secretly move from Air Force One to another plane by way of a catering truck took place within a day of U.S. and Turkish intelligence picking up on an Iranian plot to fire a missile at the presidential jet, CBS News has learned.

The decision to shift Mr. Trump to a different plane was made while the annual NATO conference was underway in Ankara, according to two law enforcement officials and a U.S. official. The president had flown into the Turkish capital on a newly retrofitted Boeing 747 donated by the government of Qatar, but an older white-and-blue jet that has served as Air Force One since the 1990s was also on the ground as a support aircraft.

Ahead of Mr. Trump’s July 8 departure from the summit, the National Security Agency, the CIA and Turkey’s MIT intelligence service picked up streams of information about a credible plot by Iran to fire a surface-to-air missile at Air Force One, according to two U.S. officials who spoke on the condition of anonymity because they were not authorized to discuss sensitive matters.

There were also reports of a team in Turkey tasked with firing the surface-to-air missile at the plane, the U.S. officials said. But after more probes, no team was detected.

As the U.S.-Iran war nears the six-month mark, there is a significant ongoing threat from Iran to kill Mr. Trump, according to the officials.

The president — who has faced multiple attempts on his life in recent years — has acknowledged the risk, calling himself “number one on the kill list for Iran” in a news conference shortly before leaving Ankara.

The National Security Council, the White House Military Office and the Secret Service made the decision to change planes, two law enforcement officials and a U.S. official said. The decision was coordinated with officials in Washington, D.C.

Before Mr. Trump departed Ankara, he said on Truth Social that he would take the older Air Force One over the newer Qatari jet for “old time’s sake.”

Press footage captured him arriving at the airport and climbing up the stairs of the old Air Force One. Then, a few minutes later, an airport catering truck can be seen backing away from the plane and driving off to a U.S. Air Force-operated C-32A jet.

Mr. Trump was inside the catering truck, along with White House aides Natalie Harp, Walt Nauta and Dan Scavino, people familiar with the matter previously told CBS News. Defense Secretary Pete Hegseth also joined them on board the C-32A before it flew from Turkey to a U.K. military base.

The plane that was publicly identified as Air Force One flew along the same route, carrying Secretary of State Marco Rubio, Treasury Secretary Scott Bessent, several other top-level White House aides and members of the press corps. Rubio and Bessent were aware that the plane wasn’t carrying the president, sources said, but the reporters and some White House staff were not.

While in the United Kingdom, Mr. Trump shifted to the new, Qatari-donated Air Force One for the second leg of his trip back to D.C.

The use of a decoy aircraft remained a secret until earlier this week, when The Washington Post, CBS News and other outlets reported on the move.

Law enforcement officials told CBS News the switch was part of a misdirection effort, but said it was not intended to put certain individuals at greater risk.

Mr. Trump addressed the decision on Tuesday, telling CBS News’ Nancy Cordes the military and Secret Service “wanted me to go in a different flight” due to threats.

Asked why it was too dangerous for him to fly on Air Force One, but not reporters or his staff, Mr. Trump said: “I think, actually, the plane that I flew on was at greater risk.”

The president told reporters he was not surprised or worried.

“I have a lot of threats,” he said. “Any consequential president has a lot of threats.”

A former top Southern Poverty Law Center (SPLC) official was arrested on charges Wednesday as federal prosecutors unveiled sweeping new allegations that donated money was allegedly secretly funneled to extremists and used for activities including recruiting members, staging rallies and buying materials for Ku Klux Klan robes and cross burnings.

Heidi Beirich, 59, of Palm Springs, California, was charged alongside the SPLC with conspiracy to commit wire fraud and conspiracy to submit false statements to a federally insured bank.

The second superseding indictment also charges Beirich with a conspiracy to commit concealed money laundering. Beirich was served with an arrest warrant Wednesday morning, according to the U.S. Attorney’s Office for the Middle District of Alabama.

Attorney General Todd Blanche confirmed the arrest during a news conference Wednesday in Washington, D.C., and said the federal investigation remains ongoing.

“I think, as alleged in the indictment, this individual participated in the scheme as alleged,” Blanche said. “I believe she was part of the effort to open bank accounts and complete fictitious companies names and make payments that to individuals for reasons that were not, that were not accurate as described.”

FBI Director Kash Patel also weighed in on the news via X, writing that Beirich was at the “center” of the bureau’s ongoing investigation.

“As alleged, Heidi Beirich was at the center of our ongoing investigation into SPLC and their previously alleged criminal activity – where SPLC knowingly misled donors, who believed their money was being used to dismantle violent extremist organizations – when in fact, part of those donations were instead being used to pay senior leadership within those extremist groups,” Patel wrote.

The 26-page indictment obtained by Fox News Digital alleges the SPLC secretly funneled at least $4.1 million in tax-exempt donor funds between 2007 and 2023 through bank accounts supposedly belonging to businesses unaffiliated with the organization. Prosecutors allege the money paid “field sources” who were leading or affiliated with violent extremist organizations.

Prosecutors allege donor money was used to attend and host extremist rallies, recruit members, grow and create extremist chapters, publish extremist literature and buy materials for KKK robes, hoods and cross burnings. The indictment also alleges two KKK members who wanted out of the movement were encouraged by the SPLC to remain and offered monthly payments and expenses.

One of the most explosive allegations centers on a source identified as “F-9,” whom prosecutors say infiltrated the neo-Nazi National Alliance and received more than $1.2 million from the SPLC during the period covered by the indictment. Prosecutors allege Beirich oversaw payments to F-9 while also having a romantic relationship with him, with the pair sharing a home and two bank accounts.

Between 2015 and 2021, approximately $140,000 in donor money flowed from the SPLC’s operating account through a “Tech Writers” account and ultimately into joint bank accounts held by Beirich and F-9, prosecutors allege. The indictment says the money accounted for approximately 66% of all funds deposited into their joint accounts and alleges Beirich used donor money to pay the couple’s personal living expenses.

The indictment also alleges F-9 broke into an extremist organization’s headquarters in 2014 and stole approximately 25 boxes of documents. Prosecutors allege that, with Beirich’s knowledge, donor money was used to copy the stolen material before it was returned and that Beirich used the copies as the basis for an SPLC “Hatewatch” story. The indictment alleges Beirich later paid another source approximately $6,000 in donor money to then falsely take responsibility for the burglary.

“The indictment unsealed today reflects the continued work of federal investigators and prosecutors in examining this alleged scheme,” U.S. Attorney Thomas Govan said. “We look forward to presenting the evidence in court and allowing the judicial process to determine the facts and the defendants’ responsibility for the alleged crimes.”

Beirich is expected in federal court in Riverside, Calif., Wednesday afternoon at 2:00 p.m. PT, sources tell Fox News.

The SPLC has previously denied wrongdoing and moved to dismiss the federal case. An indictment contains allegations, and defendants are presumed innocent unless and until proven guilty.

“Taking on violent hate and extremist groups is among the most dangerous work there is, and we believe it is also among the most important work we do. The actions taken by the DOJ will not shake our resolve,” the SPLC said in a statement to Fox News Digital. “We remain steadfast in our fight for justice and in our commitment to ensuring the promise of the Civil Rights movement becomes a reality for all. We are confident in our position and look forward to presenting the evidence and making our case in court.”

Sharia law generally prohibits adherents from taking out loans bearing interest. A popular alternative to mortgages among Muslim Americans is long-term payment plans that add additional value to the purchase price of a home in lieu of charging interest.

In addition to prohibiting interest, Sharia law also traditionally prescribed death for people who leave Islam, placed strict restrictions on what women can do and allowed child marriage.

“Abdul believes in the separation of church and state,” campaign spokeswoman Roxie Richner told the Washington Free Beacon, which first reported on the resurfaced comments.

“While he personally lives by the rules of his faith, as many Americans of various faiths do, Abdul opposes any effort by any religious community to write their faith laws into the laws of our country.”

El-Sayed has spoken out against bans on Sharia law, arguing such efforts are rooted in White supremacy.

“The state of Oklahoma voted in a referendum to amend the constitution to ban Shariah law. What does that mean? I don’t know. And yet the voters banned it anyway,” he said in 2022. “The same exact forces that drove Native peoples from their land two centuries ago, destroyed Black Wall Street a century ago, bombed a building decades ago and tried to ban Sharia law not a decade ago, those forces are alive and well today.

“The reason I wanted to go all the way back to the 1830s is because you can’t understand a Sharia ban without understanding the Trail of Tears. You can’t understand the efforts to uproot Muslim Americans without understanding the Tulsa massacre. You cannot understand the challenges we face today without understanding white supremacy.”

Though El-Sayed generally takes progressive stances on social issues, he has also maintained associations with multiple religious figures linked to Louis Farrakhan and the Nation of Islam, which Farrakhan leads. Farrakhan has made a number of controversial statements over the years, including calling Jews “termites” and suggesting that White people are not fully evolved.
