    WASHINGTON, Sept 4 (Reuters) – A Tennessee factory that Washington had hoped to protect as part of a push to safeguard the ‌U.S. semiconductor supply chain is at risk of closure after the Trump administration’s new trade measures drove away its two remaining customers, according to sources familiar with the matter.

    Germany’s Wacker Chemie, which produces polysilicon that goes into chips and solar panels, will make a decision in the coming weeks on whether to close its Charleston, Tennessee, facility, which employs about 600 ​workers, the sources said.

    Reuters was not able to confirm the names of the two customers.

    The move follows a White House proclamation last month that ​seeks to incentivize purchases of American polysilicon, the sources said, declining to be named because the matter was not public.

    Wacker did ⁠not comment on the loss of customers or potential plant closure. It said it was too soon to assess the policy’s impact on its business ​but noted the proclamation “does not, as it reads now, effectively support the use of U.S. made polysilicon.”

    The company also said it was in active discussions with the ​administration about ways to achieve the policy’s goal of protecting domestic producers.

    The dilemma, not previously reported, is the latest example of a Trump trade policy failing to help one of the industries it had sought to aid. Steel and aluminum tariffs raised costs for U.S. automakers, damaging their ability to compete with imports until additional measures were taken.

    It also raises questions about ​whether the Trump administration can protect the U.S. chip supply chain from Chinese supremacy, as Chinese firms, long dominant in solar-grade polysilicon, have made inroads ​into the market for the more refined semiconductor-grade variety.

    The Coalition for a Prosperous America, which advocates for tariffs and industrial policies, argues the implementing rules for the trade measures, which take ‌effect in ⁠December, should reward purchases of U.S.-made polysilicon, noting only two companies produce the material domestically.

    “Without a clear signal that domestic polysilicon will be the foundation of both the solar and semiconductor supply chains, we risk ceding both to foreign competitors and adversarial nations like China,” said Nick Iacovella, a spokesperson for the group. “That is a direct national security threat.”

    Commerce did not respond to requests for comment. A Trump administration official said the government “continues to engage with industry stakeholders” to inform its ​strategy on reshoring polysilicon manufacturing.

    The trade measures, ​announced August 6, include a ⁠price floor and a tariff on inbound polysilicon ingots, wafers, cells and solar panels.

    But they apply equally to products made abroad with polysilicon from anywhere, treating Chinese and American-origin materials the same. That maintains the disadvantage for American polysilicon, which ​can cost four times more, according to market research firm Bernreuter Research.

    “We don’t expect the Section 232 tariffs, as ​currently structured, to boost ⁠demand for U.S. polysilicon,” said Elissa Pierce, a Wood Mackenzie research analyst.

    The measure was welcomed by foreign rival United Solar Polysilicon, an Oman-based company with China ties.

    Hemlock Semiconductor, the only other U.S. producer, is more insulated from the policy since its owner, Corning, purchases its solar-grade polysilicon to produce wafers domestically.

    Still, the proclamation authorizes Commerce to offer incentives ⁠for companies ​that invest in U.S. polysilicon production, but they must be negotiated on a company-specific basis.

    Munich-based ​Wacker’s German and American operations have been struggling with Chinese competition. Wacker cut jobs at the $2.5 billion Charleston plant last year, and CEO Christian Hartel warned investors days before the proclamation that the ​company could have “one plant too many” if the expected trade action was not beneficial.

    Sept 4 (Reuters) – President Donald Trump’s administration on Thursday asked the U.S. Supreme Court to allow it to enforce a new U.S. Postal Service rule tightening the use of mail-in ballots, leaving states in limbo as to whether they will ​be required to implement it for the November 3 midterm elections.

    The uncertainty has taken on new urgency as deadlines approach for U.S. states to send out mail ballots ‌ahead of the midterms, with Trump’s Republicans defending narrow majorities in both chambers of Congress. North Carolina was expected to send out its ballots on Friday, the first state to do so.

    Below is an explanation of what the rule does, where the court cases stand and what could come next.

    WHAT DOES THE NEW RULE DO?

    Trump signed an executive order in March requiring states to supply the U.S. Postal Service with lists of mail ballot recipients, and to place ​unique barcodes on all outbound and return ballot envelopes.

    The order requires USPS to deliver ballots only to voters on each state’s approved mail-in ballot list.

    Trump has long cast doubt on ​the security of mail-in ballots and has asserted, falsely, that his loss in the 2020 presidential election was due to widespread fraud.

    Trump himself has regularly ⁠voted by mail.

    Democratic Party officials say their supporters would be disproportionately affected by the restrictions because Democrats are more likely to vote by mail than Republicans, and say the measures risked disenfranchising eligible ​voters.

    Thirty-seven percent of Democrats voted by mail in the 2024 election, compared to 24% of Republicans, according to the MIT Election Data + Science Lab.

    WHAT HAS HAPPENED IN THE COURTS?

    The executive order drew legal challenges from ​Democratic Party officials, Democratic-led states and voting rights groups. The lawsuits said the USPS had no authority to reject mail ballots and that Trump’s executive order trampled on the individual states’ authority, granted by the U.S. Constitution, to administer elections.

    Boston-based U.S. District Judge Indira Talwani on June 25 blocked implementation of the executive order in the Democratic-led states that had sued, and on August 11 effectively expanded that order by preventing USPS from implementing its new rule nationwide.

    The U.S. ​Supreme Court last month voided Talwani’s June order because the states had brought their challenge before the USPS released its finalized rule detailing how it would implement the executive order. The top court, where ​conservative justices hold a 6-3 majority, left the door open for the states to sue again.

    The states and the groups then renewed their challenges, arguing that the issuing of a finalized USPS rule on August 22 meant ‌the case ⁠was ripe for adjudication. Talwani again blocked the USPS from implementing the rule.

    On Thursday, the Trump administration asked the Supreme Court to overturn Talwani’s latest order. The move was unusual, as the 1st U.S. Circuit Court of Appeals had yet to rule on the Justice Department’s challenge to Talwani’s decision.

    The Democratic Party has separately challenged the rule in Washington, D.C., federal court.

    WHAT WILL STATES’ ELECTION OFFICIALS DO?

    Many state election officials have been vocal in saying at this point they would be unable to overhaul their systems in time to comply with the USPS rule before the midterms.

    An online portal that states would ​use to upload their lists is not yet ​active, and numerous state election offices already have their ⁠envelopes and ballots printed.

    Sam Hayes, executive director of the North Carolina State Board of Elections, told reporters on Thursday that county election officials would mail out ballots on Friday as expected. Hayes said the USPS had already approved the design of the state’s ballot envelopes.

    “We’re watching to see what the ​courts do. If anything changes, we will be in compliance,” Hayes said.

    HOW IS THE TRUMP ADMINISTRATION RESPONDING?

    The Justice Department has said in court ​filings that the USPS has ⁠the authority to implement the rule, and said the decisions about who is eligible to vote would still be up to the states.

    It has also dismissed states’ concerns that the new rule would cause confusion and chaos close to the election, noting that USPS would help state election officials comply with the rule.

    The USPS has meanwhile moved forward with building the online portal, according to a whistleblower complaint made public by ⁠U.S. Senator Richard ​Blumenthal, a Connecticut Democrat, this week. The whistleblower said design flaws in the system could result in the USPS wrongly ​refusing to mail out ballots to eligible voters.

    In a court filing on Thursday, a USPS official said the service was continuing to refine the portal, and said that it may be available for states that wish to use it voluntarily next ​week.

    A Maryland sheriff is warning that the state’s new sanctuary law could put dangerous illegal immigrants back on the streets and leave more American families mourning crimes he says could have been prevented.

    “It’s just a matter of time,” Harford County Sheriff Jeffrey Gahler told Fox News Digital, warning that the restrictions will lead to more crime and more victims.

    Gahler delivered the blunt warning after testifying before a House Judiciary subcommittee about Maryland’s restrictions on cooperation between local law enforcement and federal immigration authorities. He is also leading 16 fellow sheriffs, representing two-thirds of the state, in a lawsuit challenging the Community Trust Act.

    The 40-year law enforcement veteran said his greatest fear is that the law will force correctional officers to release an illegal immigrant from jail even after U.S. Immigration and Customs Enforcement has flagged that person as a public safety or national security threat.

    Gahler said the law could force jail officials to release an inmate who is otherwise eligible to leave local custody instead of transferring that person directly to ICE.

    “I don’t want to have to open the jail door and say, ‘Welcome back to Harford County. Go victimize. Let’s create some more victims,’” he said. “That is insane.”

    If someone released under the law commits another crime, Gahler said responsibility would rest with the elected officials who imposed the restrictions.

    “So whose hands is it on?” he said. “The politicians.”

    Gahler said he testified to give lawmakers a view from the front lines after years of warnings from law enforcement leaders. He accused state officials of understanding the risks but choosing politics over public safety.

    “I think they understand. I think they don’t care,” Gahler said. “Those who are on the side of the issue supporting criminal illegal immigration, who voted for this nonsense of ending our agreements and coming up with the Community Trust Act … they do not care.”

    “We have a criminal-friendly legislature,” he added. “It’s all pro-criminal.”

    Gahler pointed to two families in his county whose lives were shattered by illegal immigrant killers.

    Rachel Morin, a 37-year-old mother of five, was raped and murdered on the Ma and Pa Trail in Bel Air in August 2023. Victor Antonio Martinez-Hernandez, an illegal immigrant from El Salvador, was convicted and sentenced to life without parole.

    Kayla Hamilton, a 20-year-old autistic woman, was raped and strangled inside her Aberdeen home in July 2022. Walter Javier Martinez, a suspected MS-13 member from El Salvador who entered the U.S. illegally as an unaccompanied minor, was sentenced to life in prison, with all but 70 years suspended.

    Gahler said neither woman should be reduced to a political talking point and accused supporters of Maryland’s immigration restrictions of failing to show genuine concern for their families.

    “No one called Patty Morin” after Rachel’s murder, Gahler said. He added that no one contacted Kayla’s mother, Tammy Nobles, to express condolences or promise to fight for the two Harford County victims.

    “I simply think that there are those in Annapolis and those in Washington who do not care,” he added. “It’s politics over public safety.”

    The Community Trust Act limits when Maryland authorities can question people about their immigration status, hold them over suspected civil violations or notify ICE that they are in custody.

    Gov. Wes Moore allowed the measure to become law without his signature.

    “Maryland will never be a sanctuary for criminals under Governor Moore,” Rhyan Lake, Senior Communications Strategist for Moore, said in a statement to Fox News Digital. “In fact, since Governor Moore took office, Maryland is seeing some of the largest drops in violent crime in the country.”

    “We will always work with the federal administration when it comes to making our communities safer, but untrained, unqualified, and unaccountable ICE agents arresting five-year-olds and ripping mothers from their families does not make anyone safer,” Lake continued. “In Maryland, we’ll continue holding violent offenders accountable and protecting Marylanders’ constitutional rights and basic dignity.”

    Gahler and the other sheriffs argue that the restrictions dismantled a safe, jail-based partnership with ICE under the federal 287(g) program. He stressed that his deputies were not conducting immigration raids or doing the work of federal agents.

    “We do not do ICE’s job for them,” Gahler said. “We work with our federal partners. We don’t replace our federal partners.”

    He said the program applied to people already jailed on criminal allegations and allowed ICE transfers to occur inside the secure facility instead of through potentially more dangerous arrests after their release.

    “Our 287(g) program identified those people who were here committing criminal offenses against our citizens and are in the country illegally,” Gahler said. “Then we turned them over safely in the security and safety of our jail after they were already in custody.”

    “Anytime we don’t have to do a raid in law enforcement, it’s safer,” he added. “You have the person secured. Turn them over to ICE because ICE says they pose a threat to public safety or national security.”

    Gahler said opposition to the program has ebbed and flowed with the political climate. He noted that Harford County joined under President Barack Obama, but said Maryland critics renewed their opposition when President Donald Trump returned to the White House.

    He compared Maryland with California, saying the two Democrat-led states appeared to be competing over policies he believes favor offenders over victims.

    The sheriff also tied his fight to the approaching 25th anniversary of the Sept. 11 terrorist attacks. A Maryland State Police commander on 9/11, Gahler said the tragedy exposed deadly communication gaps among law enforcement agencies, barriers he believes Maryland is now rebuilding.

    “The complete takeaway from 9/11 was that we didn’t communicate” effectively across local, state and federal agencies, Gahler said. Yet 25 years later, he argued, Maryland has moved dangerously far from that lesson.

    “The Community Trust Act … forbids us from talking to a federal law enforcement partner,” he continued. “It doesn’t get any more stupid than that. When you see terrible legislation, that’s as bad as it gets.”

    Gahler said the sheriffs will keep pressing their case in court and speaking out for victims. Unless state leaders change course, he warned, more families will join a grim and growing list.

    “Our job should be to stop increasing the number of angel families,” Gahler said, “and stop allowing American citizens to be the victims of crime committed by people who are in our country illegally.”

    Ten research teams were honored Thursday at a satirical science awards ceremony that was hosted outside the U.S. for the first time due to travel concerns.

    Researchers who studied milk from cockroaches and analyzed soil health using underwear received Ig Nobel prizes celebrating unusual and imaginative contributions to science.

    The awards, organized by a digital magazine called the Annals of Improbable Research, shifted to Europe after 35 years in the United States over concerns about attendees being able to get visas.

    At a convention center in Zurich, Switzerland, research teams received a custom trophy resembling a cross between a mushroom and a human foot. Among them were Matilda Brindle and Stuart West from the University of Oxford and the Florida Institute of Technology’s Catherine F. Talbot, who reconstructed the evolutionary history of kissing, and the late Dr. Tokuji Unno, who investigated the science of blowing one’s nose.

    Another research team buried 1,000 pairs of underwear in more than 25 countries to study how critters in the soil helped them decompose.

    For future ceremonies, organizers plan to alternate between Zurich and other European countries. The 2027 ceremony will be held in the Belgian city of Antwerp. Previous iterations took place at Harvard University, the Massachusetts Institute of Technology and Boston University, but there are no immediate plans to return to the U.S.

    “During the past year, it has become unsafe for our guests to visit the country,” Marc Abrahams, master of ceremonies and editor of the magazine, told The Associated Press in an email in March.
