Maps show where heavy rainfall poses flood risks across Northeast

More than 10 million people were under flood alerts across the northeastern United States on Wednesday, as a storm system that brought tornadoes to parts of the Midwest earlier in the week moves into New England.

The National Weather Service issued flood watches for large chunks of New York, Connecticut, Massachusetts, New Hampshire and Vermont that were set to remain in effect until Wednesday night or Thursday afternoon. A handful of metropolitan areas could be impacted, including New York City; Boston; Hartford, Connecticut; and Portland, Maine, forecasters said.

New York’s capital city, Albany, was also at risk. Forecasters issued a flash flood warning for the capital and surrounding areas Wednesday morning, as radar showed 1 to 3 inches of rain had already fallen and flash flooding was “ongoing or expected to begin shortly.” Up to 2 more inches of rain were expected by the afternoon.

In New York City, a flash flood warning for Tuesday’s intense thunderstorms had expired by Wednesday morning. But city officials warned that even brief downpours on Wednesday could cause rushing water through streets and inundate basements or first-floor residences, CBS New York reported.

Flash flood risks were highest for Hartford and Springfield, Massachusetts, where forecasters said there would be a moderate chance of excessive rainfall. Between 2 and 5 inches of rain could fall in different sections of New England, potentially imperiling a handful of places already drenched by previous storms in recent days.

“Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations,” the weather service’s office in Boston wrote in a flood alert covering much of Connecticut and western Massachusetts. It noted that creeks and streams “may rise out of their banks,” potentially triggering flooding in urban areas and others with poor drainage infrastructure.

There were 84 flash flood reports across the eastern U.S. between Tuesday and Wednesday. Upstate New York saw the highest rainfall totals in that period, with Albany receiving more than 6 inches, which was the greatest amount.

Forecasters urged people in areas under flood watches to keep up with possible storm developments throughout the day, as some of those alerts may be upgraded from watches to warnings, reflecting a shift from possible to imminent flooding impacts.

“Those living in areas prone to flooding should be prepared to take action should flooding develop,” the weather service said.

英国拟改革社会护理体系 首相伯纳姆暗示或需加税

A Democrat hoping to flip one of the country’s most competitive House seats called her state a “backwater” over Republican efforts to bar transgender athletes from girls’ and women’s sports, according to unearthed footage obtained by Fox News Digital.

House candidate Christina Bohannan made the comments during a 2021 legislative forum while opposing a GOP proposal barring biological males from competing on female sports teams.

Bohannan’s comments could provide fresh ammunition for Republicans as the repeat candidate seeks a third bid against Rep. Mariannette Miller-Meeks, R-Iowa, in a swing district that President Donald Trump carried by more than eight points in 2024.

“They’re introducing these bills and making these comments to try to make a point,” Bohannan, who previously served in the Iowa state legislature, said, referring to her GOP colleagues. “And I think even that is really damaging to people and sends a very bad message about our state that’s going to make the state look like a backwater.”

Iowa, under Republican Gov. Kim Reynolds, enacted a transgender athletes ban in 2022. Bohannan voted against the measure.

The comments are the latest instance of Bohannan torching Iowa for rejecting left-wing policies.

Bohannan also said in 2021 the Hawkeye State would be seen as “backwards” if lawmakers approved a bill prohibiting diversity, equity and inclusion (DEI) training at public schools and universities. Reynolds signed the legislation later that year.

“I think that it’s going to send a very bad message about Iowa and that it is going to seem like…this backwards state that doesn’t understand there are things like systemic racism,” the Democrat hopeful said on the “Under the Dome” podcast in 2021.

Bohannan notably served as chairwoman of the University of Iowa College of Law’s DEI committee, where she urged students to support the Black Lives Matter movement, Fox News Digital previously reported. In that role, she sent students a letter encouraging them to financially contribute to several activist funds, some of which supported defunding police.

Bohannan lost to Miller-Meeks by fewer than 800 votes in 2024, making it the closest House race in the nation. She also launched a failed run for the seat in 2022.

The nonpartisan Cook Political Report says the rematch contest is a “toss-up.”

The National Republican Congressional Committee (NRCC), which is aggressively working to re-elect Miller-Meeks to a third House term, sharply criticized Bohannan’s remarks in a statement to Fox News Digital.

“Liberal Christina Bohannan didn’t just vote against protecting girls’ sports, she mocked Iowans for standing up for women and girls,” NRCC spokeswoman Emily Tuttle said.

“Bohannan has made it clear she’s for they/them, not Iowa families,” Tuttle continued, invoking Trump’s signature attack line against former Vice President Kamala Harris.

Fox News Digital reached out to Bohannan for comment.

Bohannan’s remarks come as transgender issues continue to split Democrats, while public polling has shown broad support for limiting girls’ and women’s sports to biological females.

A New York Times/Ipsos poll released in 2025 found that nearly eight in 10 Americans opposed biological males participating in women’s sports. Roughly 70% of Democrats or Democrat-leaning respondents held the same position, according to the survey.

Miller-Meeks cheered the Supreme Court in June upholding state-level bans on biological males participating on female sports teams.

“Today’s Supreme Court decision is a win for girls’ sports,” the Iowa lawmaker said in a statement following the ruling. “I have and will continue to fight to ensure every female athlete has a fair chance.”

Bohannan, by contrast, did not appear to publicly comment on the ruling.

Schools are testing pepper-spraying, strobe-flashing drones to stop shooters

Several schools in three states will launch the new academic year with a new security measure: drones equipped with pepper spray, strobe lights and other features that their manufacturer says can be used against an active shooter within seconds.

The schools, located in Colorado, Florida and Georgia, will be the first to add drones from Mithril Defense, which has been developing and testing whether the devices can work alongside law enforcement to more effectively stop school shooters than a police response alone.

The drones zoom through school hallways at speeds of up to 50 miles per hour, guided by pilots at Mithril’s Austin, Texas, headquarters, with the goal of locating an active shooter within 15 seconds, Mithril CEO Justin Marston told CBS News. The drones are designed to use a combination of sirens, strobe lights and pepper gel to overwhelm the assailant. As a last resort, the drones can ram the shooter at 60 miles per hour, Marston added.

The drones are part of the growing business of providing security services to the nation’s thousands of K-12 schools amid the scourge of school shootings. American schools now spend about $4 billion annually on physically hardening their facilities by adding technology such as metal detectors and surveillance cameras, according to the Learning Policy Institute, an education research group.

“These are the first schools we’re deploying into now,” Marston said of the schools in the three states adopting the company’s drones. “We think every school should have some kind of active-shooter suppression system, and five years from now, you wouldn’t send your kids to a school that doesn’t have one.”

School shootings reached a peak of 352 incidents in 2023 before easing during the past two years, according to the K-12 School Shooting Database. In the 1970s and 1980s, there were typically fewer than 30 school shootings per year, the group’s data shows.

The drones, which are housed in secure boxes inside the schools, can be deployed within seconds — a potentially critical feature given that most school shootings are over within two to three minutes, Marston said. The drones can also enter rooms ahead of police officers, which he said could save lives, given that data shows officers are shot in about half of mass shootings.

“An officer should never have to risk their life doing something that a drone can do, because we don’t care if the drone gets shot. It’s a lump of plastic,” Marston said. “We just jump in with the next one. But an officer’s life is irreplaceable.”

Addressing root causes

Some experts say that dealing with the root causes of violence is a more effective response than using tech that may backfire by making students feel less safe or fueling their anxiety.

“Overwhelmingly, research indicates that the best way to keep students safe in schools is not just to attend to students’ physical safety, but to ensure their psychological sense of safety as well,” Jennifer DePaoli, senior researcher at the Learning Policy Institute, wrote in an April blog post.

These approaches include mental health support, building trusting relationships between teachers and students, and creating positive school environments, she added.

Marston favors addressing the factors behind school shootings. But he said that developing effective approaches to such incidents is also essential, comparing the issue to dealing with school fires.

“We should teach kids that they shouldn’t start fires … but I wouldn’t send my kids to a school that didn’t have a sprinkler system,” Marston told CBS News. “They aren’t mutually exclusive.”

What it costs

The five school districts in Georgia and three in Florida that are adding Mithril’s drones, called the Campus Guardian Angel, are being funded by the states, Marston said. The cost is about $20,000 a year for an 80,000-square-foot school, or less than hiring a security officer, he said.

The Colorado school testing Mithril’s drone, a public charter school called the John Adams Academy, is tapping private funding after the county backed away from providing $200,000 for the program. Some parents in Colorado objected to the system, raising questions about whether children could ultimately get hurt.

“What about a drone spewing these pellets and hurting a kid?” parent Jennifer Iversen told CBS Colorado earlier this month, referring to the pepper spray. “It brings in so many ethical and legal issues that I just think it’s a really bad idea.”

At least one other state is examining the use of drones in schools, with Louisiana recently passing a law that would fund a drone pilot program in four schools.

“The primary selling point for these drones is their ability to offer live footage to law enforcement from areas where it previously would not have been available and to deploy deterrents, like strobe lights and pepper spray,” said the Pelican Institute for Public Policy, a think tank focused on Louisiana.

Marston said demonstrations of the drones’ capabilities typically sell people on the product. “Everybody sort of says, ‘Show me,’ and then when we show it, it’s kind of like we invented electricity.”

Former National Institutes of Allergy and Infectious Diseases Director Anthony Fauci repeatedly refused to answer substantive questions from Senate Homeland Security and Governmental Affairs Committee Chairman Rand Paul, leaving the Kentucky Republican frustrated and critics enraged.

Fauci and Paul previously engaged in heated exchanges during an earlier hearing, when the lawmaker warned the immunologist against lying to Congress about his role in the nation’s response to the coronavirus pandemic and his support for gain-of-function research.

“I served at the NIH for over 54 years, 38 of those as director of the National Institute of Allergy and Infectious Diseases. Over that period, I proved that I believe in and respect the value of legitimate congressional oversight,” Fauci began his opening statement.

“In fact, I testified before and or briefed Senate and House congressional oversight, Senate and House committees well over 200 times over those 38 years during and after the COVID-19 pandemic,” said Fauci, who was appointed to his NIAID role by President Ronald Reagan.

Fauci said that because Paul has an “obsession” with demanding his prosecution and allegedly “slander[ed]” him, he felt he was going to be put in a trap to “vindicate [Paul’s] public pledges” that he “end up behind bars.”

When Paul began a series of in-depth questions, Fauci began repeatedly pleading his Fifth Amendment right against self-incrimination.

Paul argued that Fauci did not have that ability during a congressional investigation conducted under a lawful subpoena, noting that it is a crime under 18 U.S.C. § 1001 to knowingly make false statements to Congress.

When Fauci finished, Paul reiterated that point before Fauci’s lawyer began speaking out of turn and was eventually ejected by the chairman.

Reaction was swift as Fauci’s refusal to answer questions drew sharp rebuke from conservatives and other critics:

“Anthony Fauci is a monster and pleading the 5th is grotesque and every mainstream platform outlet that put him on a pedestal should be ashamed,” said Rep. Jimmy Patronis, R-Fla.

“The Fifth Amendment is not legitimate,” added conservative author and attorney Ann Coulter.

“The Fifth is for past crimes — for which Fauci has already been fully pardoned. I don’t think the Biden admin thought this through,” she said on X.

Conservative filmmaker Robby Starbuck commented on Fauci’s attorney, David Schertler, being ejected by Paul after refusing to return to his seat and leave the witness dais.

Schertler kept interrupting Paul’s commands until the chairman had enough and asked Capitol Police to remove him.

“Is anyone surprised that Fauci hired someone who broke the rules and shows contempt for American taxpayers? I’m not,” Starbuck said on X.

“Perfect attorney for the evil elf.”

Sen. Richard Blumenthal, D-Conn., later claimed Schertler had been wrongly “gagged.”

Investigative journalist Gerald Posner shared a clip of Fauci invoking the Fifth, criticizing the immunologist for doing so.

“This is not the transparency Americans seeking answers about COVID’s origins and the policies that upended the world wanted to hear,” Posner tweeted.

“The Fifth Amendment exists to protect the innocent from government overreach. It should never become a shield against the truth.”

“I called the shot this morning. Fauci will plead the fifth,” White House adviser Peter Navarro said in a separate message.

Meanwhile, calls mounted to hold Fauci in contempt of Congress.

Federalist founder Sean Davis said Congress should do just that, noting former President Joe Biden gave him a “blanket pardon” for all activities occurring prior to January 2025.

“There is zero legal justification for him pleading the Fifth Amendment on questions related to his conduct during the period covered by the pardon,” Davis said.

Former Illinois Gov. Rod Blagojevich questioned why Fauci would do so, suggesting congressional testimony is intended to inform the public.

“Interesting. It’s about COVID, public health, & the public’s right to know,” Blagojevich said.

Moms for Liberty co-founder Tiffany Justice said in a statement obtained by Fox News Digital that Fauci’s actions permanently harmed children affected by his pandemic policy recommendations:

“Parents were forced to live with the consequences of Dr. Fauci’s decisions every single day. Our kids lost years of learning, friendships, milestones, and opportunities they’ll never get back,” Justice said.

“Now, when it’s time for accountability, he refuses to answer questions under oath. That’s infuriating. The American people deserve answers now.”

美国将中国具领导地位的机器人和电力逆变器纳入进口管制清单，强调这类设备对美国国家安全构成“不可接受的风险”。

分析认为，此举是美国强力保护国内供应链、推动制造业回流的一部分，也凸显出中美科技竞争领域不断拓宽、给两国关系增添不确定性的现实。

美国联邦通信委员会（FCC）星期二（7月28日）更新管制清单，添加外国生产的“先进机器人设备”，包括人形机器人和四足机器人，以及能将太阳能转换成可用电力的联网逆变器。

FCC称，由白宫召集的跨部门机构认定，这些产品会给美国国家和公民安全带来不可接受的风险，包括可能造成供应链脆弱、扰乱美国经济和国家安全，并可能带来威胁美国关键基础设施的网络安全风险等。

外国电子设备须获FCC授权才能进入美国市场，管制清单上的产品无法直接获批。此前已授权的产品不受影响，已购买设备也可继续使用，但新型号则需要向美国国防部和国土安全部申请，在认定不存在不可接受风险后，才能获得有条件批准。

FCC主席卡尔（Brendan Carr）称，“FCC将继续尽职保障美国关键供应链安全”。FCC公告中未提及中国，但鉴于中国在机器人、逆变器领域的主导地位，这实际上构成针对中国的禁令。

中国人形机器人去年全年装机量与出货量占比均超过全球总量的八成。在逆变器领域，彭博数据显示，去年中国企业生产的逆变器，占全球产量的91%。

路透社分析，这两个关键领域关乎人工智能（AI）供应链，美国官员希望避免重演被中国的稀土“卡脖子”的局面。

美国外交关系委员会中国与新兴技术高级研究员麦奎尔（Chris McGuire）在社交平台X上分析，此举可以激励机器人供应链回流，也能防止中国低价机器人充斥美国市场，将对美国机器人产业产生“颠覆性”影响。

不过，目前中国机器人对美出口有限。中国工业机器人出口以东南亚市场为主，美国工业机器人长期由日本、欧洲品牌主导。新兴的人形机器人，则还未大规模商用，以中国明星企业宇树科技为例，公司去年出货5500台人形机器人，营收超过七成来自科研和教育客户。

逆变器领域情况不同。彭博社分析，中国生产商短期内会受冲击，美国新增太阳能装机容量也可能因此放缓，影响数据中心建设。

部分中国逆变器制造商股价星期三下跌，其中六成营收来自国际市场的行业龙头阳光电源下跌5%。中国机器人企业股价则基本未受影响。

这并非FCC首次将矛头指向中国领先的产业。去年12月，FCC禁止大多数外国制无人机及无人航空系统的关键零部件。

中国清华大学战略与安全研究中心副研究员孙成昊接受《联合早报》采访时指出，最新措施反映美国对华科技竞争正在从晶片、通信设备和无人机，进一步延伸到具身智能和新能源基础设施。

他说，中美科技竞争进一步深化，“从单一技术领域向整个技术生态和产业体系扩展”。

具体到机器人，孙成昊认为，长期单一市场限制未必会阻止中国发展，反而可能推动中国企业加速开拓欧洲和全球南方市场，“并进一步形成相互分离的技术生态”。

科技领域的摩擦正给中美两国努力维持的贸易休战状态带来新的不确定性。

美国此前指中国AI企业涉嫌通过蒸馏获取美国先进模型能力，并警告可能实施制裁。中国商务部星期一（27日）批评美国打压中国企业，是“AI霸权”，并反指美国企业也蒸馏了中国模型。
