    COLUMBIA FALLS, Montana, Sept 16 (Reuters) – More than 15 years after the U.S. Supreme Court reshaped American politics with its Citizens United campaign finance ruling, Montana voters will decide this November whether to make their state the first in the nation to bar corporations from spending money on ​elections through a ballot initiative.

    It’s a test case for a novel legal strategy that sidesteps the 2010 ruling rather than challenging it head-on — and taps into growing, bipartisan anger over the pervasiveness of so-called dark money in elections.

    “Americans ‌are losing the belief that they have any influence over our politics,” said Tom Moore, a lawyer with the Center for American Progress left-leaning think tank in Washington and the legal architect of the movement.

    With similar, coordinated efforts underway in over 30 states, Montana could help set a critical precedent, experts say, and potentially lead to another showdown at the Supreme Court. Hawaii’s legislature passed a similar law earlier this year, inspired by those behind the effort here.

    That the measure made the ballot in Montana, a deeply conservative state that President Donald Trump won by nearly 20 points in 2024, may seem surprising at ​first. But in a place where robber barons once ran wild, people remain deeply suspicious of money in politics, according to interviews with voters, historians and political scientists.

    It’s a sentiment widely shared across the United States. A Brennan Center ​for Justice

    survey this year found 79% of Americans across parties would support a constitutional amendment to restore limits on political spending.

    No independent public polling has been done on Initiative 194, dubbed the “Montana ⁠Plan.” It has been championed by populist Democrat Sam Forstag in his run for the U.S. House of Representatives and former Republican Governor Marc Racicot, though the state Republican party and some business groups are opposed.

    Steve Hadnagy, a self-described conservative libertarian in the copper-mining town ​of Butte, said he plans to vote “yes” on I-194 to prevent corporate money flowing in from out of state.

    “They’re dumping millions of dollars into elections here, setting up the candidates they want in power who will do what they ask,” he said. “I think people ​want to do something about it.”

    DARK MONEY

    In Citizens United, the Supreme Court ruled that corporations and unions have a First Amendment right to spend unlimited money on elections independent of individual campaigns – giving rise to super PACs and 501(c)(4) nonprofits, or C4s, which can spend unlimited “dark money” on elections without disclosing their donors.

    Known corporate contributions to federal outside political groups rose from $13 million in 2010 to more than $600 million so far this year, according to OpenSecrets.

    In Montana, independent political expenditures rose from $33,000 in 2008 to $162 million in 2024, according to the Transparent Election Initiative, the group behind the Montana Plan, ​based on OpenSecrets data. And that’s just the money that’s possible to track.

    “No one knows how much corporate spending is pouring into elections,” said Craig Holman, a longtime campaign finance expert at Public Citizen, a consumer advocacy group.

    The Montana Plan doesn’t attempt to overturn Citizens United — ​it works around it by targeting corporate powers rather than corporate rights. Corporate powers are granted by state governments, which have the authority to redefine or revoke them.

    I-194 would bar all “artificial persons” from political spending, including unions, C4s and any corporation doing business in the state, even ‌if they’re not ⁠chartered in Montana.

    It would not stop wealthy individuals from spending freely — but they would no longer be able to do so anonymously.

    LEGAL SCRUTINY

    Opposition to the plan has been led by Montana’s business community.

    Lorraine Clarno, CEO of the Kalispell Chamber of Commerce, said her group has used contributions from local businesses to educate the public about other ballot measures, from school levies to jail funding.

    The Montana Chamber of Commerce filed an unsuccessful lawsuit to keep the initiative off the ballot and its president, Todd O’Hair, said he views I-194 as plainly unconstitutional.

    Legal experts are split.

    Loyola University law professor Justin Levitt called the initiative “bold and unusual,” saying it could force the Supreme Court to weigh the free-speech rights it granted corporations in 2010 against decades of legal precedent upholding the states’ power to define what corporations ​are permitted to do.

    Richard Hasen, a UCLA law professor, is more ​skeptical of the effort — calling it “an end run” around ⁠Citizens United that is likely to be rejected by the court’s conservative majority.

    There’s no question that what happens here could reverberate widely. Versions of I-194 are active or under consideration in some 32 states, either as potential ballot initiatives or pending legislation, according to Moore, who works directly with organizers nationwide.

    ‘THE POWER OF THE BALLOT’

    Distrust of corporate power runs deep in Montana.

    In the late 1800s and ​early 1900s, mining barons known as the Copper Kings bribed their way through the state legislature and bought a U.S. Senate seat, a scandal still taught in local schools.

    Montana voters responded ​in 1912 by passing the Corrupt ⁠Practices Act — also by ballot initiative — outright banning corporate election spending. The law held until it was struck down by the U.S. Supreme Court in 2012.

    Brenda Wahler, a fourth-generation Montanan and historian, said the big copper companies fought tooth and nail against the 1912 measure. It didn’t matter.

    “People in Montana have used the power of the ballot to take back power for well over 100 years,” Wahler said.

    Former Forest Service smokejumper and union leader Forstag, a Democrat running for Montana’s 1st Congressional District, has made the initiative central to his campaign.

    “This is the issue ⁠that’s woven throughout ​all of the broken systems that we’re stuck on the wrong end of as working people,” Forstag said in an interview during a campaign stop in ​Columbia Falls. This formerly blue-collar town was built around a now-shuttered aluminum factory, and locals complain they’re being priced out by wealthy transplants from Texas and California.

    Independent voter Keith Meehan, 52, snagged a pro-Montana Plan yard sign at Forstag’s rally and sank it into his front yard. He recalled a time when elections weren’t ​just determined by negative fliers, robocalls and TV advertisements.

    “People used to listen to what every candidate had to say,” he said. “It would be awesome to have a more level playing field again.”

    Sept 16 (Reuters) – The U.S. House of Representatives is expected to vote as soon as Wednesday on bipartisan legislation that seeks to rein in electricity bill ​increases tied to the expansion of data centers that support artificial ‌intelligence.

    The vote comes as government officials nationwide are under pressure to take steps to prevent the soaring cost of data center power needs from being passed on to ​average households.

    The Ratepayer Protection Act would require state utility regulators to ​consider whether large electricity users, including data centers, should bear the ⁠incremental costs of the power infrastructure needed to serve them. It was ​introduced by Representative Kathy Castor, a Democrat from Florida, and Gabe Evans, a ​Colorado Republican.

    The bill has bipartisan backing and is expected to pass the House, an uncommon point of agreement in Congress as policymakers seek ways to balance economic growth, grid ​reliability and consumer affordability ahead of the midterm elections in November.

    U.S. House ​Democratic Leader Hakeem Jeffries, at a press conference this week, gave his blessing to the ‌bill. ⁠He called it an “appropriate step forward” but added that “more clearly needs to be done.”

    Former Federal Energy Regulatory Commission member Allison Clements said the measure was not transformative, but sent an important message.

    “This particular ratepayer bill is really ​one relatively modest step ​in the right ⁠direction,” Clements said. “It holds value in that it’s signaling, should it pass on a bipartisan basis, that Congress continues ​to be aligned with the priorities of protecting customers ​in the ⁠face of all of this new needed investment and demand growth.”

    Environmental group Food & Water Watch, which favors a nationwide pause on new data center development, said ⁠the ​legislation focuses narrowly on electricity costs while failing ​to address broader concerns about data centers’ impacts on water resources, pollution and communities.

    Georgia execution put on hold for hearing under new law that could spare inmate’s life

    A Georgia judge has put an execution scheduled for Wednesday on hold, saying the condemned inmate is entitled to a hearing on whether his sentence should be reduced under a new state law that allows victims of abuse to have their sentences reconsidered.

    Stacey Humphreys, 53, was convicted of malice murder and other crimes in the 2003 killings of 33-year-old Cyndi Williams and 21-year-old Lori Brown. He had been scheduled to die at 7 p.m. EDT at the state prison near Jackson.

    But Cobb County Superior Court Judge Tyler Browning issued a stay of execution late Tuesday to allow for a hearing provided for under the Georgia Survivor Justice Act. The law directs judges to resentence people who are in prison and to impose shorter penalties during sentencing if the person can tie their crimes to abuse they suffered.

    A lawyer for the state told the judge that if he ordered a stay, they would immediately appeal in hopes of keeping the execution on track for Wednesday evening.

    During a hearing Tuesday, Humphreys’ lawyer, Brian Kammer, told Cobb County Superior Court Judge Tyler Browning that his client is a survivor of severe family violence and childhood abuse and “was severely damaged by this abuse and violence and it contributed significantly to his criminal behavior.”

    Browning wrote that if an appellate court rules before the scheduled execution time that Humphreys isn’t entitled to a hearing, he would consider lifting the stay so the execution could proceed.

    A parole board denied clemency for Humphreys on Tuesday, CBS News Atlanta reports.

    Humphreys’ execution was put on hold previously due to questions over the clemency process.

    The two women Humphreys killed were working as real estate agents for a new subdivision in the Atlanta suburb of Powder Springs. He entered the sales office in a model home around midday on Nov. 3, 2003, and forced them to strip naked and give him their bank PINs before fatally shooting them, according to evidence presented at trial.

    Humphreys withdrew more than $3,000 from the women’s bank accounts, according to court filings. He told police after his arrest that he had recently taken out some high-interest payday loans and needed money for a payment on his truck.

    Witnesses told police they saw a man fitting Humphreys’ description at the sales office and a vehicle in the parking lot that matched his black Dodge Durango. Police zeroed in on Humphreys and tried to question him at his Dunwoody home days later. He fled and was arrested in Wisconsin after leading police on a high-speed chase.

    WASHINGTON, Sept 16 (Reuters) – The U.S. House of Representatives is due to vote on Wednesday ​on a sweeping sanctions bill intended to increase economic pressure on Russia over its invasion of Ukraine, nearly 1-1/2 years ‌after the late Senator Lindsey Graham first introduced it.

    The bill, now called the “Lindsey O. Graham Sanctioning Russia and Iran Act of 2026” to honor the late South Carolina Republican, passed the Senate last month. House passage would send it to the White House, where President Donald Trump plans to sign it into law.

    The legislation would target ​Russia’s energy and defense industries, as well as its “shadow fleet” of tankers that evade existing sanctions.

    It also would authorize Trump to ​impose stiff tariffs on China, India and other countries to reduce their dependence on Russian oil and gas, as ⁠well as additional sanctions on Iran.

    Supporters expect the House to approve the legislation, even though it has faced considerable opposition since Graham and ​dozens of other senators introduced it in April 2025. It took Trump until July 2026 — days before Graham’s sudden death on July 11 — to allow Congress’ ​Republican leaders to schedule a vote on the bill.

    Since starting his second term in January 2025, Trump has generally favored keeping control over tariffs and sanctions, a central tool of his foreign policy, rather than working with Congress on legislation.

    The Graham act passed the Senate last month by 86-11 with strong bipartisan support, after Ukrainian ​President Volodymyr Zelenskiy met with lawmakers to urge its passage and took the unusual step of watching an early procedural vote from a seat ​in the chamber.

    KYIV GOVERNMENT URGES PASSAGE

    Zelenskiy reiterated his support for the bill in an address this week, saying it is “important that it becomes law. I thank ‌everyone around ⁠the world who supports this approach and who knows that strength works,” he said.

    But it has faced opposition from House Democrats, including some of the chamber’s senior leaders, who say the bill gives Trump too many new tariff powers that he could use against U.S. allies. They say Trump already has the authority he needs to impose sanctions on Russia, but has chosen not to do so.

    They also say the bill makes ​it too easy for Trump to ​waive any sanctions.

    “White House lawyers ⁠drafted the current text to maximize President Trump’s authority to impose new import taxes on the American people, and to minimize any obligation to actually impose new sanctions on Russia or its enablers,” Representative Gregory Meeks ​of New York, the top Democrat on the Foreign Affairs Committee, said.

    Some Republicans also oppose the bill ​because they view sanctions ⁠as unwarranted intervention in the free market and see U.S. support for Ukraine as contrary to a non-interventionist “America First” view of foreign policy.

    Some others also are concerned about political blowback against more tariffs and potentially higher consumer prices ahead of November’s midterm elections, in which polls show the party struggling to keep ⁠control of ​the House.

    Backers of the bill say it sends an essential message to Russia — and ​the world — that Washington continues to support Ukraine.

    Putin believes he can keep financing this war indefinitely, said Republican Representative Michael McCaul, a lead sponsor of the bill, of the Russian ​president. “We need to change that calculation and ensure there are consequences for helping him.”

    Attorneys for the family said Kirk’s death resulted from a string of “reckless decisions” by officials at Utah Valley University that left him exposed to a rooftop sniper, who fired a fatal shot from more than 400 feet away on Sept. 10, 2025. The university has faced harsh criticism for a lack of key safety measures on the day of the shooting.

    Kirk, 31, had been debating students in an outdoor courtyard surrounded by tall buildings and with several thousand people in attendance. An Associated Press review following the shooting showed the campus in Orem did not use several public safety practices that have become standard safeguards at events around the country.

    Campus police staffing was far below recommended levels for a school of that size. They also did not fly a drone to monitor rooftops or coordinate with local law enforcement to secure the event attended by about 3,000 people. There were no bag checks or metal detectors.

    “The risk of a rooftop shooter should have been especially top-of-mind given the attempted assassination of President Trump, Charlie Kirk’s close friend and political ally, by a rooftop shooter the previous year,” Kirk family attorney D. Loren Washburn wrote in the notice to state and university officials.

    The document, dated Sept. 9, a day before the one-year anniversary of Kirk’s death, is a required step under state law before his family can file a formal claim or lawsuit. It names the university and its then-president, Astrid Tuminez; the campus police department and its chief, Jeffrey Long; and the state of Utah.

    In a statement to CBS News on Wednesday, the university said: “We are aware of the notice of claim. UVU addresses legal matters consistent with our established processes. Our focus remains on supporting our campus community.”

    The Utah Attorney General’s Office said it does not comment on potential litigation.

    Attorneys for Kirk’s family alleged additional lapses by officials, including not conducting an adequate risk assessment before approving the event, failing to establish a secure perimeter and having no first responders immediately available, resulting in Kirk being taken to a nearby hospital in a private vehicle rather than an ambulance after he was shot.

    “Situation that rendered Mr. Kirk helpless”

    “Tragically, the UVU Parties took none of these safety measures – steps only they had the authority to take – resulting in a situation that rendered Mr. Kirk helpless before his assassin,” Washburn wrote.

    Long said after the shooting that six of his officers staffed the event and coordinated with Kirk’s eight-person private security team. The school said it was expanding its police force following the shooting.

    Utah resident Tyler Robinson turned himself in a day after Kirk’s killing. Prosecutors say he told his romantic partner that he “had enough of his (Kirk’s) hatred.” The state of Utah argued Robinson targeted Kirk because of his political beliefs, and knowing that children were present and would witness the shooting.

    Robinson is charged with aggravated murder, making him eligible for the death penalty if convicted. A judge on Sept. 1 ordered the case to proceed toward trial. A date has not yet been set.

    Prosecutors during a preliminary hearing in July presented what they characterized as overwhelming evidence against Robinson. That includes surveillance video of Robinson on the campus, DNA tests linking him to a rifle found near the assassination site and a handwritten note he allegedly left for his romantic partner that read, “I had the opportunity to take out Charlie Kirk, and I took it.”

    Kirk’s parents, Robert and Kathryn Kirk, and widow, Erika Kirk, attended the hearings.

    State law allows heirs or personal representatives of people who die to file lawsuits seeking damages if the death was caused by a wrongful act or negligence. The notice from Kirk’s family did not specify what damages they may seek.

    Kirk and the organization he co-founded, Turning Point USA, galvanized the conservative youth vote to help President Trump win a second term. At a Presidential Medal of Freedom award ceremony on what would have been Kirk’s 32nd birthday, Mr. Trump credited the political activist with helping him win a greater share of the under-30 vote in the most recent presidential race.

    Kirk’s widow, Erika Kirk, said during his memorial service that she forgives Robinson.

    At a December CBS News town hall, Erika Kirk was asked if she had any words for the accused killer.

    “Nothing. I have nothing to say to you. Nothing,” she said.

    She added that there’s a difference between forgiving someone and still wanting justice. “We serve a just God, and I rest easy in knowing that. He’s sovereign, but he’s just. And so let the Lord handle that.”

    Aly Raisman has competed at the highest levels as an Olympic gymnast, often pushing her body to the limits.

    A decade since she last competed, Raisman has been learning to take care of her body after years of overtraining and anxiety.

    “My body completely just gave up on me,” she said on the latest episode of “Healthful.”

    Now, Raisman is advocating for women, not just athletes, to prioritize taking care of themselves and speaking up for their needs even when they feel ignored.

    The importance of listening to your body

    When Raisman was training for elite gymnastics competitions, sessions would last up to “six and a half to seven hours” as often as six days a week. At the time, Raisman’s focus was on perfection and winning. There was little time to let her body recover.

    “I am a big people pleaser,” she said. “It’s a subjective sport, so I’ve always seeked validation,” from coaches and judges to strangers and close family members. Even today, she said she finds it hard to focus on what she wants and how she feels first.

    Day after day, Raisman was testing her physical limits to prepare for the Olympics. Burnout and exhaustion consumed her.

    “I don’t even feel like my body has fully recovered,” she said.

    Raisman now encourages people to prioritize taking care of their body before it gives up on them.

    She uses a mantra she saw online to help her not feel guilty about letting her body rest: “If you do not pick a day to rest, your body will pick it for you.”

    “One time is too many”

    Reflecting on the nearly 10 years since the #MeToo movement, Raisman said it’s been validating and devastating to learn how many people can relate to her.

    She revealed in November 2017 that she was assaulted by former USA Gymnastics team doctor Larry Nassar.

    But Raisman said she doesn’t want others to compare their experience to her own or anyone else’s, especially if it keeps them from speaking up.

    “No matter what you’ve been through, if someone has mistreated you in any capacity, one time is too many, and it’s not your fault,” she said.

    Raisman said she is often approached by other survivors who are “suffering in silence.”

    “I’ve had people come up to me in the grocery store that have said, ‘I was abused 50 years ago, you’re the only person I’ve ever told.’ I’ve had people you know run into the bathroom stall with me and say, ‘I was abused and you’re the only person I’ve ever told.’ I’ve had a male CEO come up to me and tell me that he was abused when he was younger,” she said.

    Hearing from others has given Raisman courage to keep talking about her experience, she said.

    “I think that I am one of the few survivors in the world who is supported,” she said. “So I do not take that lightly.”

    Keep advocating for yourself

    Raisman finds that advocating for herself in situations where she feels out of control makes her feel better. She revealed she’s been having pain with her period, which is only getting worse as she gets older. The waitlist to see a specialist has her frustrated, and she knows she’s not the only woman going through this.

    “I find it’s very unusual for me to talk to someone in my life that has their period and for them not to say that their pain is excruciating as well,” Raisman said. “And I think for me, when I start to notice as I get older it’s getting worse, that’s really worrisome for me because I wanna understand what’s going on with my body.”

    She makes it clear it’s not the doctor’s fault — it’s the system. “They must be so exhausted and so overworked,” Raisman said. “A doctor’s mental health is extremely important and something that should be talked about as well.”

    Asking for help

    Even with a strong support system, Raisman said she still struggles with asking for help and advocating for herself at times.

    “I have learned the importance of finding good people in my life that I can talk to and I can trust,” she said.

    She encourages others to “take a buddy” to something they are nervous about, like a doctor’s appointment.

    “I can’t tell you how often my mom comes with me to stuff,” Raisman laughed.

    She has also been a buddy for others, including someone who was having an IUD implanted.

    “I could tell this person on the table was feeling so vulnerable,” she said. She asked the person if they wanted the doctor to stop.

    “They said ‘yes,’ and so I told the doctor to stop, and he did,” Raisman said. “And the person that I was with said, ‘If you weren’t there and you didn’t, if you didn’t advocate for me, I would have pushed through and I would’ve fainted.’”

    Raisman acknowledged that speaking up to a doctor can still be a challenge for her because of her abuse.

    “I think the best way to advocate for ourselves is to get practice with doing it,” she said. “And it’s really hard, but to also know that when we do that, people aren’t always gonna listen.”

    That’s why finding a community that supports and encourages you is critical, Raisman said.

    “You don’t have to do it alone,” she said.
