    Washington — A sweeping Russia sanctions bill overcame opposition in the House on Wednesday, after many Democrats expressed concern that it would expand President Trump’s tariff authorities.

    The House passed the bill in a 262 to 159 vote on the final day that the lower chamber is in session before lawmakers leave Washington until after Election Day. Some 58 Democrats voted in favor of the bill, while seven Republicans voted in opposition.

    The Senate passed the legislation with overwhelming bipartisan support in August after more than a year of negotiations that were spearheaded by the late Sen. Lindsey Graham of South Carolina. It now heads to Mr. Trump’s desk.

    “This bill sends a powerful message of American unity and gives the administration every tool in the toolbox to help bring this war to a just end, and we are proud to send it to the president’s desk,” House Speaker Mike Johnson said in a statement after its passage.

    The effort to penalize top Russian figures and the biggest buyers of Russian oil over the war in Ukraine gained fresh momentum after Graham’s sudden death in July. Graham died shortly after returning from a trip to Kyiv and announcing that a deal had been reached with the White House to move forward on an updated version of the legislation.

    The bill, titled The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, allows the president to impose tariffs of up to 100% on the top five purchasers of Russian oil or natural gas. There are exceptions for countries that import less than 15% of their natural gas from Russia and are taking “significant” steps to reduce the imports. It also includes sanctions on Russian President Vladimir Putin, officials within his government, oligarchs and Russian banks and financial institutions.

    China and India are the largest buyers of Russian crude oil, according to the Centre for Research on Energy and Clean Air think tank. Europe has historically been Russia’s largest natural gas customer, though the European Union has cut its imports significantly in recent years, and sales to China have grown.

    At the request of Mr. Trump, the bill also extends sanctions on Iran’s energy and weapons sectors.

    It gives the president authority to waive the sanctions if he certifies to Congress that it’s in the national interests of the U.S.

    Several House Democrats in leadership positions were opposed to the measure in its current form. In a joint statement explaining their “no” votes, House Democratic leaders said Mr. Trump “has shown no willingness to be strong on Russia.”

    “He cannot be entrusted with new powers to impose tariffs that will further raise costs for American families,” House Minority Leader Hakeem Jeffries, Democratic Whip Katherine Clark and Democratic Caucus Chair Pete Aguilar of California said.

    Another group of Democrats argued last week the bill would “dramatically extend presidential tariff authorities.”

    “These flaws would raise Americans’ prices while undermining support for Ukraine in the long term,” Democratic Reps. Gregory Meeks of New York, Don Beyer of Virginia and Richard Neal of Massachusetts said in a statement Friday after GOP leaders added the legislation to this week’s floor schedule. “The President has ample authority to expand sanctions on those fueling Russia’s war machine, including those targeted by this bill, and we renew our call on him to do so without further delay.”

    Meeks said after the vote he hopes Mr. Trump proves him wrong and implements the bill as intended.

    “But, in the likely event he doesn’t, I will do everything in my power to make sure Congress holds him to account, the American people do not get further crushed by his inflationary tariffs, and that Ukraine receives real support,” he said in a statement.

    Republicans noted during floor debate on the measure that it had the support of Ukrainian President Volodymyr Zelenskyy.

    “As we’ve heard from President Zelenskyy’s team, you can evade sanctions — which the Russians have done for years — but you cannot evade tariffs,” Republican Rep. Michael McCaul of Texas said on the House floor. “Tariffs are a powerful way to amplify the impact of sanctions. That’s why they are the teeth of this bill.”

    The legislation narrowly avoided a potential hurdle Tuesday during a procedural vote to tee the bill and several unrelated measures up for debate as a small group of conservatives voted in opposition or withheld their support. Two moderate Democrats — Reps. Jared Golden of Maine, who is retiring, and Marie Gluesenkamp Perez of Washington, who holds a competitive seat — split with Democrats in what is typically a party-line vote to help propel it forward.

    “This is our last week in session until November. The stakes for Ukraine are too high to let this good bill — which already passed the Senate with overwhelming, bipartisan support — die as a result of a procedural vote,” Golden said in a statement about the defection.

    Gluesenkamp Perez pointed to her Ukrainian constituency, saying, “I’ll always stand with my community’s values.”

    Sept 16 (Reuters) – U.S. states are facing delays in obtaining COVID-19 vaccines for children through a ​federal immunization program, the Wall Street Journal reported Wednesday, citing people familiar ‌with the matter.

    The U.S. Centers for Disease Control and Prevention has not started accepting orders for COVID-19 shots, according to the report.

    States provide free vaccines to children through the Vaccines for ​Children program, which covers about half of the country’s youths, and to ​uninsured or underinsured adults through a separate government program.

    Commercially insured patients ⁠can already get shots at pharmacies such as CVS (CVS.N).

    Government orders for COVID-19 shots ​are typically placed within two weeks of the vaccines becoming available for commercially insured ​programs, the report added.

    A U.S. Department of Health and Human Services spokesperson said COVID-19 does not follow the same predictable seasonal pattern as influenza and other respiratory viruses, and that an arbitrary ​September date should not be treated as a public health deadline for vaccine procurement.

    The ​CDC is finalizing decisions on COVID-19 vaccine procurement through the Vaccines for Children and Section 317 ‌programs, ⁠and more details will be available soon, the spokesperson added.

    The holdup comes as the Trump administration scales back vaccine guidance. The CDC no longer recommends that all children get a COVID shot and is instead urging parents to consult their doctors. The agency ​had previously recommended that ​everyone age six ⁠months and older receive the vaccine.

    A federal judge earlier this year blocked the administration from enacting a narrower vaccine schedule.

    Health Secretary ​Robert F. Kennedy Jr., who has publicly criticized the COVID ​vaccine, has ⁠pushed the administration to broadly step back from vaccine recommendations.

    Vaccine hesitancy is rising nationwide, and measles outbreaks are spreading, with four measles-related deaths reported in Pennsylvania earlier on ⁠Tuesday.

    WASHINGTON, Sept 16 (Reuters) – The race for AI supremacy is set to hang over next week’s meeting between U.S. President Donald Trump and Chinese President Xi Jinping in Washington.

    Washington and Beijing view advances in AI as critical to their economic and military competitiveness, but they remain at odds over access to advanced chips, allegations of technology copying and regulation of the AI industry.

    U.S. Treasury Secretary Scott Bessent said he will meet Chinese Vice Premier He Lifeng this weekend to discuss AI-related issues before the leaders’ summit. Here are some of the key talking points and disputes.

    MILITARY ATTACKS

    An AI system that interfered with a nuclear command network or launched a military cyber operation could leave either government with minutes to decide whether the other government had attacked.

    U.S. and Chinese security experts are urging both governments to prepare for such scenarios. They have proposed red lines around nuclear systems, human control over consequential cyberattacks, and a hotline for incidents involving autonomous AI.

    Open questions include how to stop an accident from being mistaken for an attack, which military decisions machines should never make and how nuclear-armed rivals communicate when technology behaves unexpectedly.

    COPYING U.S. TECHNOLOGY

    Copying U.S. technology through a technique known as “distillation” has become a flashpoint in the battle over AI model development.

    Distillation is the process of training smaller AI models using output from larger, more expensive ones to lower the costs of training a new AI tool.

    The U.S. government accused six Chinese companies in September of maliciously copying American AI products using distillation, with law enforcement officials saying in a statement that the firms did so “likely with Chinese government awareness.”

    The U.S. made a similar accusation in April ahead of Trump’s visit to Beijing. The Chinese embassy in Washington called the allegations “baseless.” CHIP EXPORTS TO CHINA

    Chinese access to key U.S. technologies underpinning the artificial intelligence boom is a point of friction between the two countries.

    Since 2022, the U.S. has imposed sweeping restrictions on shipments of advanced chips and chipmaking equipment to China.

    There is evidence of advanced AI chips being smuggled into the country, though the scale is unknown.

    The U.S. has been considering restrictions on the ability of Chinese companies to remotely access data centers in other countries to prevent those firms from benefiting from Nvidia’s advanced chips.

    There have been some exceptions to this effort. Late last year, Trump decided to allow sales of Nvidia’s H200 AI chips. H200s are not the most sophisticated chips available, but their sale prompted concerns from China hawks in Washington who argued the chips could bolster China’s AI capabilities. REGULATION

    The two leaders have fundamentally different perspectives on how involved they should be in the AI sector.

    Trump has brushed aside calls for new federal AI rules, saying on Monday that the U.S. only needs a strong president, which the country has “in spades.” He said calls from AI executives for regulation of the technology are a “hoax.”

    The Chinese government has rules governing AI algorithms and the data used to train them, including requiring content generated by AI to be clearly labeled.

    US VS. CHINA AI DEVELOPMENT RACE

    The estimates U.S. officials typically give put Chinese AI models just a few months behind their American counterparts, although industry leaders increasingly describe them as neck and neck.

    In 2025, then-White House AI adviser David Sacks said China was likely three to six months behind the United States on AI development. Earlier this year, the U.S. Commerce Department put DeepSeek V4 Pro

    Many in the industry say the gap is shrinking quickly. Last month, Hugging Face Chief Executive Clement Delangue said China was winning the race as far as open-weight models were concerned — and likely was not far off in terms of frontier models either. Frontier models are the most advanced AI tools and open-weight models have publicly accessible core elements that can be downloaded, inspected and modified.

    “I wouldn’t be surprised if they start dominating at the frontier either by the end of this year or next year at the rate of progress,” Delangue told broadcaster CNBC on August 3.

    Sept 16 (Reuters) – Two women ‌whose images as girls were found in pornography seized from Jeffrey Epstein filed a class action lawsuit on Wednesday seeking damages from the late sex offender’s estate for individuals featured ​in his collection of thousands of pictures and videos of child sexual ​abuse material.

    The lawsuit seeks at least $6 million on behalf of more than 40 ⁠people, some of whom were in Epstein’s so-called “modeling book,” a collection of sexualized ​images of children seized by federal investigators in 2019 from his New York ​home, according to the filing in Manhattan federal district court.

    Others were shown in over ten thousand downloaded videos and images of child sexual abuse material and other pornography taken from the late ​financier’s properties, according to the action.

    Epstein was convicted of soliciting sex from ​a minor in 2008 and charged with sex trafficking of minors in 2019. He was never ‌prosecuted ⁠for creating, obtaining and distributing child sexual abuse material for himself and others.

    The lawsuit was filed against Epstein’s former attorney Darren Indyke and his former accountant Richard Kahn, the co-executors of the Epstein estate. Daniel Weiner, a lawyer representing Indyke, ​declined to comment. ​An attorney for ⁠Kahn did not immediately respond to a request for comment.

    One of the plaintiffs, identified as Jane Doe, alleges Epstein stole ​partially nude photographs of her taken when she was 12. ​The other, ⁠using the pseudonym “Amy,” says she is featured in child sexual abuse material seized from Epstein’s properties in 2019 that is still being traded.

    The lawsuit asks the court ⁠to create ​a program to notify people pictured in Epstein’s ​collection and order his estate to pay class action members $150,000 each, as well as other financial ​penalties.

    Roughly three-quarters of voters have rated economic conditions negatively for the past year, and more than three times as many say they are falling behind financially as getting ahead, according to a Fox News survey released Wednesday.

    And by a wide margin, the Democrats are considered the party that would better handle inflation at a time when the cost of living and the economy are voters’ top concerns.

    Costs of everyday items are a hardship for voters: 61% say gas prices are a major problem, up from 48% two years ago, while 52% say the same for healthcare costs, up from 44%. Majorities also view housing costs (54%, down from 60%) and grocery prices (62%, down from 66%) as major problems.

    Views on tariffs have grown more negative since last summer, with a high of 64% saying tariffs hurt the U.S. economy, up from 57%. Most Democrats and independents say tariffs hurt, while views among Republicans are mixed (41% help, 36% hurt, 21% no difference).

    Overall, nearly two-thirds of voters (63%) say the Trump administration has made the economy worse, including a quarter of Republicans.

    All of this contributes to greater pessimism about the future. The portion saying life will be worse for the next generation has risen from 53% two years ago to 62% last year and 68% today, just two points below the high of 70% in 2022.

    Only 8% are enthusiastic about how the government is working, with another 23% satisfied. A 68% majority is unhappy, including a high of 33% who are “angry” — driven by 56% of Democrats and 36% of independents vs. just 9% of Republicans.

    Despite these economic headwinds and with 48 days until Election Day, maybe the good news for the Republicans is that the Democrats’ advantage on the congressional ballot has stayed in the single digits. If the election were today, 51% say they would back the Democratic candidate in their House district and 44% the Republican. The Democrats’ 7-point edge is just outside the survey’s margin of sampling error. Since January, the Democrats have been preferred by 5-7 points.

    Women, those under age 35, Hispanic voters and Whites with a college degree give Democrats their edge, while White men and non-college Whites are strengths for the GOP.

    Party loyalty slightly favors the Democrats, as more of them (97%) than Republicans (92%) support their party’s candidate.Independents favor the Democratic candidate 53-31%, with 14% undecided.

    Higher engagement boosts Democrats: 64% are extremely interested in the election compared to 53% of Republicans (+11 D margin). And more Democrats (71%) than Republicans (65%) rate their likelihood of voting as a 10 on a 10-point scale, meaning they feel certain they will vote (+6 D margin).

    Among those certain to vote, the Democrats’ lead in the generic ballot grew to 11 points (54-43%).

    The edge holds among those in “close” counties, where the 2024 presidential vote between President Trump and former Vice President Harris was within 10 points; the Democratic candidate is favored by 9 points, 52-43%.

    “When pundits and analysts talk about the fundamentals favoring the Democrats in this midterm, they are mostly referring to the economy,” says Republican pollster Daron Shaw, who conducts the Fox News Poll with Democratic pollster Chris Anderson. “Time is running out for the administration and its supporters to convince voters that things are improving.”

    Those with a negative view of both the Democratic and the Republican Party (“double haters”) favor the Democratic candidate in their district by a 26-point margin.

    Voters trust Democrats on most issues in the survey: inflation (by 15 points), large AI data centers (+14), corruption (+11), and foreign policy (+10). The parties are about evenly rated on immigration (R +1).

    Prior to this summer, the Republicans held a four-year advantage on immigration, and they led on foreign policy until January of this year. Four years ago, Republicans were preferred by 9 points on inflation.

    Democrats have improved their ratings on inflation by 5 points just since July.

    Voters trusting Democrats on inflation are more likely to attribute this to Republican failures (51%) than confidence that Democratic policies are likely to reduce prices (47%).

    Those views contribute to Trump’s 39% job approval (61% disapprove). His approval has not exceeded 39% since April, when it stood at 42%. His current rating trails former President Biden’s 43% at this point in 2022 and aligns with former President Obama’s 38% before the 2014 midterms. Trump received 43% approval on immigration, 37% on foreign policy (one point above his record low), and 24% on inflation (matching a previous low).

    Trump’s standing puts him in a difficult spot to help GOP candidates this year. He lags his party in popularity, holding a 24-point net negative favorability rating (38-62%), unchanged since July.

    Sixty percent of voters think the U.S. made the wrong decision in taking military action against Iran, and 77% of that group favor the Democratic candidate in their district.

    Four years ago, more voters said a Trump endorsement made them less likely to support a candidate by a 15-point margin. Today, that’s a 26-point gap (25% more likely, 51% less likely).

    Still, Trump’s approval matters within the GOP: 52% of Republicans and 75% of MAGA Republicans say it increases their support.

    In addition, 53% say the Trump administration is more corrupt than previous administrations compared to 26% who say it is less corrupt.

    Both major parties are viewed negatively: the Democratic Party is underwater by 11 points (44% favorable, 55% unfavorable) and the Republican Party by 17 (41-58%).

    Nearly two-thirds support raising taxes on the wealthy to expand government programs (65%) and redistribute wealth (63%). However, 52% disagree with increasing taxes on the wealthy so that “nobody gets too rich.”

    Still, dissatisfaction with capitalism has grown. Fifty-seven percent say the way capitalism works in the U.S. these days doesn’t give people a fair shot, up from 42% in 2019. That shift spans political views, increasing among Democrats (by 17 points), Republicans (+13), and independents (+22).

    When asked what the most important issue is facing the country unprompted by a list, 34% of voters say the cost of living and 14% say the economy/jobs. The next closest are immigration (8%) and Republicans/Trump/MAGA (7%). Only a handful mention issues like the war with Iran (4%), corruption (4%), healthcare (4%), or AI/data centers (1%).

    MAGA holds a 5-point favorability edge compared with the Democratic Socialists of America (35% vs. 30%), although 15% are unable to rate the DSA. Nearly 3 in 10 Democrats view the DSA negatively, and 3 in 10 Republicans view MAGA negatively.

    Overall, 59% view labor unions favorably, including 48% of Republicans and 73% of Democrats.

    Eighty-one percent of voters favor banning Congress members and their immediate family and staff from trading stocks (up from 75% in January), including 8 in 10 Democrats, Republicans, and independents.

    Conducted September 11-14, 2026, under the direction of Beacon Research (D) and Shaw & Company Research (R), this Fox News survey includes interviews with a sample of 1,211 registered voters randomly selected from a national voter file. Respondents spoke with live interviewers on landlines (96) and cellphones (821) or completed the survey online after receiving a text (294).

    Results based on the full sample have a margin of sampling error of ±3 percentage points. Sampling error for results among subgroups is higher. In addition to sampling error, question wording and order can influence results. Weights are generally applied to age, race, education and area variables to ensure the demographics are representative of the registered voter population.
