    Aug 12 (Reuters) – Meta Platforms, Google’s YouTube, TikTok parent ByteDance and Snap Inc are facing thousands of lawsuits brought by states, school districts and individuals alleging they intentionally designed their platforms to keep young users hooked.

    The companies have denied allegations that their products have contributed to depression, anxiety, body-image issues and a broader youth mental health crisis, saying they take ​action to protect the youngest users on their platforms.

    The companies have also argued Section 230 of the Communications Decency Act shields them from claims based on ‌the content their users post. But the lawsuits are increasing pressure on social media companies as lawmakers consider stricter rules aimed at protecting young users.

    Here is a look at the current state of the litigation in U.S. courts.

    STATE LAWSUITS

    Nearly every state in the country has filed claims against social media companies like Meta or TikTok over the platforms’ alleged impact on children. The lawsuits seek damages or financial penalties, as ​well as court orders directing the companies to make significant changes to their platforms.

    A lawsuit filed by the state of New Mexico against Meta accused the ​company of failing to protect young users from sexual exploitation on Instagram, Facebook and WhatsApp and misleading consumers about the platforms’ safety.

    In March, ⁠jurors ordered the company to pay $375 million in civil penalties. In a second phase of the case, a judge issued a ruling finding Meta had created a public nuisance in ​the state by harming children. He ordered the company to pay another $567 million and directed it to implement youth-safety measures. Meta has said it will appeal.

    A similar trial is ongoing in a state ​court in Nashville, Tennessee, over the state’s claims Meta violated its consumer protection law. The state is seeking financial penalties and a court order directing Instagram to modify aspects of the platform that the state says are harmful to teens’ mental health.

    A trial in California federal court that starts on August 12 will test Colorado, Kentucky, California and New Jersey’s allegations that Meta designed its platforms to keep young users ​hooked and misled consumers about their safety. It will also address claims by 29 states that the company illegally collected and used children’s data in violation of federal law.

    SCHOOL DISTRICT ​LAWSUITS

    More than 1,000 school districts across the country have filed lawsuits over claims the companies designed their platforms to keep young users hooked, contributing to anxiety, depression and self-harm and leaving schools to ‌deal with ⁠the fallout. The schools are seeking compensation for what they say they have spent dealing with social media’s effects on students, plus additional funding to limit its impact going forward.

    A small school district in rural eastern Kentucky was selected as the first school district case to go to trial, but the June proceeding was canceled after the companies reached settlements with the district. Public records revealed that the district was set to receive $27 million under the agreements.

    INDIVIDUAL LAWSUITS

    More than 3,300 lawsuits brought largely by individuals against the companies have been consolidated in ​Los Angeles state court, while a smaller group ​of individuals have sued in federal ⁠court.

    In the first trial to test an individual’s claims that social media caused personal harm, a young woman alleged that her addiction to social media led to depression and anxiety. The case was selected as the first bellwether, or test case, for the consolidated state court ​cases.

    Attorneys often use bellwether verdicts to gauge how juries may view similar claims, helping them assess the potential value of remaining ​cases and guide settlement negotiations. ⁠Snap Inc and TikTok parent ByteDance, which were also defendants in the case, settled before trial.

    In March, a Los Angeles jury found Meta and Google negligent and ordered Meta to pay $4.2 million in damages and Google $1.8 million. Both companies have said they will appeal.

    The second trial over an individual’s claims against the companies, scheduled for July in Los Angeles, involved a young Florida teen who ⁠said he ​began using social media around age 8 and suffered from depression and anxiety as a result. The trial ​was canceled after the plaintiff reached settlements with TikTok, Snap and Google and dropped his claims against Meta just days before the trial date.

    Three more bellwethers have been selected to move forward in California state court this autumn, and TikTok ​has tentatively agreed to settle those cases, a lawyer told Reuters. The plaintiffs’ claims against Meta, Google and Snap will continue.

    How Trump turned Homeland Security into an engine of his voter fraud crusade

    A puzzling email landed in Nevada’s state election office last month. A Fox News reporter wanted to know if the state had a response to the Department of Homeland Security’s purported discovery of more than 15,000 noncitizens on its voter rolls.

    Election officials circulated the request. No one knew where the claim had come from.

    “We just responded very plainly, like we have no idea what you’re talking about,” Nevada Secretary of State Cisco Aguilar told CNN.

    Three days later, they got their answer. DHS announced that an analysis of public voter data had found more than 250,000 potential noncitizens registered in Nevada, California, New Jersey and Pennsylvania.

    Officials in all four states said they were blindsided. They disputed the findings and said DHS had provided neither its methodology nor the names of the allegedly ineligible voters.

    “I can’t take something that’s made up out of thin air and try to justify it or defend it,” Aguilar said. “We operate off of facts, not allegations or anecdotal information.”

    The announcement coincided with a primetime address by President Donald Trump, who said he was declassifying information exposing vulnerabilities in the nation’s election system. His allies hailed the findings as a bombshell. Publicly and privately, some Republican officials balked at them.

    Homeland Security Secretary Markwayne Mullin, who has long echoed some of Trump’s election fraud claims, underscored his role after the president’s speech. At a press conference on the White House grounds, he touted his department’s noncitizen findings, urged more states to collaborate, and delivered a stark warning.

    “If the election officials – once we gave them the information they need to secure their elections, and they chose not to – then those individuals can also be held accountable by fines, by penalties, and even, depending on how far it goes, prison,” Mullin said.

    Since taking over DHS in March after Trump fired Kristi Noem, Mullin has accelerated efforts to make the department a central force in Trump’s crusade against purported widespread election fraud. DHS has pushed states to share their voter rolls for audit and vowed to withhold grant funding from those that refuse to adopt a broader set of election reforms.

    Last year, DHS tapped Heather Honey, a Trump-aligned election researcher who gained national attention for her efforts challenging the 2020 results, to lead an “election integrity” campaign.

    Honey’s influence has grown under Mullin, and in June, the department promoted her to senior counselor to the secretary.

    In Trump’s second term, DHS has pivoted away from its longstanding role to help with election security and focused far more resources on voter fraud allegations, claiming troves of noncitizens are registered – and likely voting – especially in Democratic-led states.

    Federal law bars noncitizens from voting as well as making false statements to register. The administration has sharply intensified efforts to uncover such violations – pursuing criminal charges and deportations.

    The department has leaned for investigative work on one of its federal agencies – Homeland Security Investigations – an arm of Immigration and Customs Enforcement that typically tackles major crimes like human trafficking, drug smuggling and child exploitation, not voter fraud.

    “HSI is actively rooting out and investigating election fraud wherever it can be found,” a DHS spokesperson said in a statement to CNN. “We have repeatedly demonstrated that illegal aliens can and do vote in our elections.”

    Communications obtained by CNN show that HSI agents have spent months pressing local election officials across the country for voter records to build criminal cases. Their inquiries have primarily centered on a slew of individual voters, but the probes have expanded to canvassing groups and even questions on debunked theories about the 2020 election – often with a sense of urgency.

    “I wouldn’t normally ask this of you if I was conducting an investigation with my usual methodology and speed, but there’s a bit of pressure on the timeline of things,” one HSI agent told a county election official in Ohio while requesting records for several names.

    The agent later acknowledged: “Voter fraud investigations aren’t typically what HSI works.”

    Under the Trump administration, agents have, for example, been assigned to investigate whether naturalized US citizens registered or voted before becoming citizens, according to an internal memo reviewed by CNN. Another memo directs HSI agents to coordinate with US Citizenship and Immigration Services to begin removal proceedings when a noncitizen is suspected of or linked to voter fraud.

    “All HSI offices are engaged in these important efforts,” the DHS spokesperson said.

    For months, agents have been working to trace the voting histories of tens of thousands of people flagged as potential noncitizens by a controversial federal verification system — the same pool of names Mullin cited at his news conference as definitive proof that large numbers of noncitizens are registered to vote.

    While Trump and his allies have made sweeping claims about widespread noncitizen voting, emails obtained by CNN reveal a messier reality. Agents repeatedly pursued leads only to discover that they had identified the wrong people or lacked enough information to know for sure — and in some cases, few had ever cast a ballot.

    In Franklin County, Ohio, several people flagged by HSI had never been registered to vote. After confusion over another person’s birthdate, the agent wrote: “Oops! Turns out the voter is actually his father.”

    The emails show the inquiry soon expanded to canvassing groups, including questions about the Ohio Organizing Collaborative, a progressive voter-turnout organization that federal agents raided in June – four months after the exchange.

    In Fort Bend County, Texas, HSI subpoenaed the election director for records before supplying a list of names to check, according to records obtained by Democracy Forward and shared with CNN. When county officials asked for more details to ensure they had identified the correct voters, the investigator replied: “At this time, the information I sent is all we have. If you could just proceed with the information provided, that would be great. We may have to do additional checks on our end.”

    “This looks like DHS scraping the bottom of the barrel,” said Brendan Fischer, Director of Strategic Investigations at Campaign Legal Center, a voting-rights advocacy group.

    Over the past 18 months, the administration has enhanced the citizenship records programs known as SAVE (Systematic Alien Verification for Entitlements) with data from other federal agencies, a move that was praised by Republican election officials who nonetheless have acknowledged that the data-matching can produce false positives and requires further investigation.     “The expansion of SAVE failed to substantiate claims of widespread noncitizen voting, so now the administration is trying to save face by directing HSI investigators to pursue a very limited number of potential cases,” Fischer said.

    A guidance document circulated within HSI last year, which CNN reviewed, tells agents working election-related cases to determine which federal laws give them authority to investigate before collecting evidence. It also directs them to consult prosecutors before issuing subpoenas or conducting interviews.

    The document warns against public actions that could influence an election and bars immigration enforcement that “chills” voting. It also prohibits agents from bypassing election officials who control records or Justice Department divisions that oversee election matters.

    DHS has also joined the administration’s continuing effort to find evidence supporting Trump’s unfounded claim that the 2020 election was rigged against him.

    In February, HSI contacted the Arizona attorney general’s office with questions about previous reviews of the election. The outreach, first reported by VoteBeat, came days after Noem, then the Homeland Security secretary, held an unusual news conference in Arizona promoting a stalled Trump-backed election bill.

    In the queries to officials working under Arizona’s Democratic attorney general, an HSI agent asked about claims involving late-arriving ballots in Maricopa County and supposed discrepancies in the ink used to print some ballots — allegations that had already been investigated.

    “I have to get a report in by (close of business) today, so was hoping to have some of the materials soon if at all possible,” an HSI agent wrote in a follow-up email.

    The attorney general’s office provided materials assembled during an earlier investigation by Mark Brnovich, the Republican who led the office until 2023, prompting additional questions from the HSI official on March 5.

    Noem was fired by Trump that day, with her replacement by Mullin announced simultaneously. HSI’s 2020-related queries to the state attorney general ceased, but separately, the Justice Department obtained records from another review of that election from Arizona’s Republican-controlled Senate. There has been no public investigatory action in the federal 2020 probes in Arizona since then.

    Under Mullin, DHS has made sweeping claims of foreigners polluting the voter rolls of Democratic-led states while at times overstating what has been uncovered while working with Republican election officials.

    Last month, DHS said it found more than 28,000 noncitizens (since revised to under 25,000) on the voter rolls of roughly two dozen mostly GOP-led states that voluntarily handed over their rolls.

    But officials in two of those states – Georgia and North Carolina – have questioned the findings, saying the numbers are likely inflated and require more scrutiny. Republican officials elsewhere have stressed that the matches produced by SAVE must go through additional rounds of vetting once the federal government hands them over to states.

    In Texas, one of the states DHS has touted for its cooperation, the secretary of state’s office recently informed local election officials that some voters whose registrations were cancelled because of the SAVE review might need to be added back to the rolls, because the state had records indicating they had already proved their citizenship at the DMV.

    Still, DHS is urging states to let the administration inspect their voter rolls, noting that only state and local election officials – not the federal government – can remove voters.

    In Nevada, meanwhile, DHS last week requested that state election officials meet virtually with Mullin to discuss the thousands of potential noncitizens purportedly registered to vote. In emails obtained by CNN, DHS said it appreciated Nevada’s “willingness to collaborate on this important effort” and hoped to schedule “as quickly as possible.”

    A Nevada official waved off that request, telling DHS it had not adequately explained how it came up with its claims about the state’s voter rolls.

    “Once we receive and evaluate that information, we will be in a position to engage in a productive and meaningful discussion with your office,” the official said.

    DHS replied that its analysis “was not done using SAVE” and offered to explain its process and provide a list of suspected noncitizens during the meeting.

    Eli Lilly said Wednesday it is suing six companies selling versions of its experimental weight-loss drug retatrutide, calling it the beginning of a concerted effort to crack down on a vast illicit market.

    That market has boomed even though retatrutide is still being studied in clinical trials and hasn’t been approved by the Food and Drug Administration as safe and effective. Federal law prohibits the commercial sale of unapproved drugs, but many telehealth firms, clinics and peptide vendors online have decided to offer the next-generation drug anyway, as promising results from Eli Lilly’s trials have fueled a craze for it on social media.

    “This is a global problem and it’s an enormous one,” Max Denning, an associate vice president at Eli Lilly, said in an interview, calling on regulators, social media companies, payment processors and others to help stem illicit sales of retatrutide. “Six lawsuits is not going to be the solution to everything, but it is a start,” he said.

    The lawsuits Eli Lilly announced target a variety of companies that market retatrutide, which Denning said is being supplied by “overseas manufacturers.” Four of the firms targeted by the drugmaker advertise the product “for research use” without a prescription: Astra Peptides, Legendary Peptides, Texas Peptides and Lone Star Peptide. Eli Lilly is also suing Aesthetic Envy, a California med spa that promotes retatrutide, and Striker Pharmacy, which has made a version of the experimental drug. Striker is one of several compounding pharmacies that have made imitation retatrutide identified by CBS News in a June investigation.

    The companies didn’t immediately respond to requests for comment early Wednesday.

    Eli Lilly is running late-stage clinical trials to study retatrutide as a treatment for obesity and type 2 diabetes, and results so far have shown that it could be more effective than the most potent weight-loss drugs that have been approved by the FDA. The drugmaker said last month that it plans to seek regulatory approval for the drug in early 2027.

    Wall Street analysts expect retatrutide to be a blockbuster, but have voiced concern about the illicit market. Asked last week by a financial analyst if the company had a strategy “to protect against whatever it is that’s apparently available today,” an Eli Lilly executive shrugged it off.

    “I think people are eagerly awaiting authentic retatrutide to be available in the market,” said Kenneth Custer, an executive vice president, according to a transcript compiled by S&P Global Market Intelligence.

    While Eli Lilly is hoping that regulators and law enforcement will take more action against companies claiming to sell retatrutide, some are increasingly doing so in the open, with apparently few if any consequences.

    CBS News reported last month that convenience stores were advertising and selling vials of research-grade retatrutide. As recently as Aug. 8, two bodegas in Brooklyn still displayed posters advertising it along with other peptides. A cashier at one of them, a store called Mr. Green, said they were sold out of retatrutide.

    (布加勒斯特综合电)英国《金融时报》星期三(8月12日)报道,乌克兰应美国要求,暂停使用无人机袭击从俄罗斯黑海新罗西斯克港出发的油轮。

    报道引述乌克兰官员说,美国副总统万斯上月要求乌克兰停止袭击非俄罗斯船只,以免扰乱石油市场及影响美国企业利益。乌克兰同意不攻击里海管道联盟(CPC)相关设施,也不袭击未受乌克兰制裁、没有运输俄罗斯石油或货物的外国船只。

    消息人士说,黑海无人机袭击导致CPC今年7月石油装运量最多减少约五分之一。

    另一方面,罗马尼亚国防部长米鲁察星期二(11日)说,罗马尼亚军方在黑海专属经济区、靠近海上天然气项目“海王星深水区”的位置,炸毁两架漂浮的“天竺葵”(Gerbera)型无人机。

    米鲁察未说明无人机的来源,但乌克兰确认无人机不属于乌方。

    米鲁察说:“为了航道安全,以及确保平台附近工程顺利进行,我们决定将无人机受控引爆。”

    罗马尼亚与乌克兰有着614公里的陆地边界;过去四年,罗马尼亚领空屡遭俄罗斯无人机侵入,黑海关键贸易与能源航道上也出现漂浮的水雷。
