    Two influential Democratic senators are demanding that the Pentagon investigate quality-of-life issues aboard Navy ships participating in the standoff with Iran, according to a letter shared exclusively with CNN.

    In the letter sent Monday to Defense Secretary Pete Hegseth and acting Navy Secretary Hung Cao, the lawmakers requested “an immediate independent strategic review” of the recent deployments of the USS Abraham Lincoln and USS Gerald R. Ford aircraft carriers and the USS Benfold destroyer, which spent four days last month without power in the South China Sea after an engineering failure.

    The two carriers experienced extended deployments, with the well-being of crew members on the Lincoln gaining scrutiny earlier this month amid reports of difficult conditions.

    The demand for an investigation came from the top Democrats on the Senate Appropriations Committee — Patty Murray of Washington, the committee vice chair, and Chris Coons of Delaware, who is also the top Democrat on the committee’s defense panel. The committee is considered powerful because it writes federal budget laws.

    The requested independent review, the senators wrote, “should examine readiness issues related to operations, manning, quality of life, including mental health, and culture on the ships as well as communications with the crews’ families.” The senators asked that the review, if authorized, provide recommendations “to improve future extended deployments for sailors and Marines.”

    The Ford recently completed a record-long deployment that included combat missions against Venezuela and Iran. The Lincoln is on its way home to San Diego to end a similarly long deployment that has featured virtually no shore time for sailors since a December 2025 stopover in Guam.

    CNN previously reported that extended deployments beyond the Navy’s own seven-month target length have become increasingly common in recent years, with the median length of US-based aircraft carrier deployments steadily increasing since 2020.

    Both the Ford and Lincoln experienced issues impacting their crew members, and the senators asked that the Navy detail plans to prevent similar issues in the future.

    The Ford suffered a major fire that started in the ship’s laundry department and required 30 hours to defeat, leading to roughly 600 sailors losing access to their bunks.

    And CNN previously reported that sailors aboard the Lincoln experienced disruptions to the mail system and intermittent shortages of supplies such as hygiene items and fresh food.

    Cao, in an August 14 statement on the Lincoln’s deployment, praised the crew’s endurance and argued that “our young men and women have been pushed to their limits — but they have never broken.”

    Aug 24 (Reuters) – A district attorney in California ​said on Monday his office has concluded a ‌criminal probe into a GKN Aerospace factory and announced a claims program of up to $100 million for more ​than 50,000 nearby residents who left their homes ​in May due to a chemical incident ⁠at the plant.

    The Orange County District Attorney’s Office ​said in a statement it is negotiating a safety ​plan and independent monitoring for the Melrose Industries (MRON.L), opens new tab factory in Garden Grove which produces aircraft windows.

    Orange County District Attorney Todd Spitzer ​also supports a September 28 target for resuming full ​manufacturing at the plant, assuming it meets conditions like a court-approved safety plan. The ‌U.S. ⁠federal government had also launched an investigation while California’s Occupational Safety and Health division has inspected the factory.

    GKN Aerospace halted production in late May at the ​suburban Los ​Angeles plant ⁠after an overheating tank raised fears of an explosion and prompted the evacuation of ​50,000 nearby residents for several days.

    The ​factory is ⁠a supplier of cockpit and passenger windows for planes, including Boeing (BA.N), opens new tab and Airbus (AIR.PA), opens new tab jet models.

    Reuters reported earlier this month that ⁠the ​incident worsened existing shortages and ​led planemakers, airlines and repair shops to conserve aircraft windows.

    President Trump’s 50% tariffs on certain Canadian products could raise their prices in the U.S., but the narrow scope of the levies is unlikely to trigger a broader spike in inflation, trade experts said.

    After the tariffs, first announced in late June, took effect on Saturday following a breakdown in trade talks, Canada pledged to impose retaliatory tariffs on U.S. imports beginning Sept. 8.

    U.S. businesses and consumers end up bearing the cost of tariffs, according to economists. For example, research by the nonpartisan Tax Foundation found that Trump administration tariffs imposed under the International Emergency Economic Powers Act — overturned by the Supreme Court earlier this year — cost Americans an average of $1,000 per household in 2025.

    The new 50% levy on Canadian goods was enacted under Section 338 of the Tariff Act of 1930, which grants the White House authority to impose duties on imports from a trade partner that is discriminating against U.S. commerce.

    But while the tariff rate is unusually high, it only applies to about 5% of Canada’s exports to the U.S. and does not constitute “a particularly broad U.S. trade action,” said trade attorney Patrick Childress, a partner at law firm Holland & Knight and formerly assistant general counsel at the Office of the U.S. Trade Representative.

    “If Canada’s retaliatory tariffs are similarly narrow, then neither set of tariffs would cause immediate, economy-wide upheaval, and both sides could live with them for some time,” he said.

    Another factor that could deter sharp price hikes is that businesses are often reluctant to immediately pass along tariff costs to consumers, especially given uncertainty over how long the Section 338 levies will remain in effect, according to trade attorneys.

    “Companies have taken a lot of different approaches to mitigate or share the cost of tariffs to try to avoid passing that on to the consumer,” Ernst & Young trade policy expert Blake Harden told CBS News.

    Here are some of the main categories of Canadian goods now subject to a 50% import tax in the U.S.

    Alcohol

    The White House stated in a document published to the Federal Register that Canada unfairly penalized American-made alcoholic beverages when Canadian provinces in 2025 stopped buying, distributing, and selling U.S. alcohol.

    From March 2025 through February 2026, U.S. alcohol exports to Canada fell by roughly 81%, harming businesses and workers, according to the White House.

    The new 50% duties apply to beer, wine, cider, pisco and singani, brandy, rum, whisky and other spirits exported from Canada to the U.S.

    Dairy goods

    The White House also said Canada disadvantages U.S. dairy farmers compared with other countries. In response, the Trump administration is imposing 50% tariffs on Canadian exports of milk and ice cream, including powdered varieties, as well as on other “non-solid” dairy products.

    Paper and wood products

    The U.S. is also imposing a 50% levy on paper and wood products, including items such as ice cream and popsicle sticks, tongue depressors, pickets, posts and a variety of paper goods.

    Ice hockey equipment

    Canadian-made ice hockey and field hockey sticks, plus other equipment related to the sports, are included on the White House’s list of tariffed products. Skates are excluded from the new levies.

    Home decor and fashion

    Tortoise shell, raw hides and horse hair — common fashion and interior design materials — are subject to the 50% levy. A wide range of clothing, including knitted and crocheted dresses, anoraks and windbreakers, gloves and mittens and other wardrobe staples, is also subject to the new duties.

    The new tariff will also apply to a range of Canadian exports, including flags, bookbinding materials, some types of vacuum cleaners and Christmas ornaments.

    A decade before Michigan Democratic Senate nominee Abdul El-Sayed appeared to question how JD Vance’s grandfather would have regarded Usha Vance, the vice president wrote that one of his “great regrets” was that his grandparents never got to meet his wife.

    “Last, but certainly not least, is my darling wife, Usha,” Vance wrote in 2016 in the acknowledgments of his memoir “Hillbilly Elegy.” He added, “… though it is one of the great regrets of my life that Mamaw and Papaw never met her, it is the source of my greatest joy that I did.”

    The passage was cited repeatedly on social media over the weekend as conservatives dragged the Michigan Senate candidate over his swipe at second lady Usha Vance. The controversy comes as El-Sayed fights for Michigan’s open U.S. Senate seat against Republican Mike Rogers, putting the Democrat’s rhetoric under a brighter spotlight as the high-stakes general election takes shape.

    El-Sayed invoked Vance’s family after the vice president criticized his past comments about Sharia law at an Ohio rally this month, arguing that the Michigan Democrat represented a version of the party his grandfather — whom Vance called “Papaw” — would not have recognized.

    “So do we think JD is taking Usha with him back in time to meet Papaw, or no…” El-Sayed said, a remark critics called racist and interpreted as an insinuation that Papaw would not have accepted Usha because of her Indian heritage.

    Critics were quick to call out El-Sayed, with many questioning his attitude toward women and others pointing to Vance’s book.

    “Why does Abdulrahman Mohamed El-Sayed just assume that all White midwestern grandparents are racist?” asked Rep. Brandon Gill, R-Texas.

    “El-Sayed is an absolute vile, abhorrent, PIG. Usha Vance is a beloved figure in our country and in my opinion Vice President Vance’s most powerful secret weapon,” said Meghan McCain. “Women in America truly love her – attack her at your own peril democrat psychopaths. It will backfire.”

    “If you’re a rural White American living in Michigan, just remember El-Sayed believes you’re a racist,” said commentator Ryan Girdusky.

    “You are a racist creep,” said journalist Emily Schrader in response to El-Sayed’s post.

    Supreme Court backs Trump’s order to curb mail ballots

    The Supreme Court on Monday said that President Donald Trump could begin carrying out parts of an executive order intended to restrict mail voting, but additional legal challenges could hinder implementation of his plan before the November midterm election.

    Though the court framed the order as limited, its decision injects new uncertainty about the voting rules for the midterms by keeping alive the possibility that Trump will ultimately be permitted to impose policies outlined in the March order that gave the US Postal Service and the Department of Homeland Security unprecedented roles in the running of elections.

    The high court’s 10-page order, handed down in an unsigned opinion over the dissent of the court’s three liberal justices, means that the Trump administration may move forward with a proposal for DHS to compile state-specific lists of people it believes are eligible to vote in the Democratic-led states that had challenged the plan in court.

    Another part of Trump’s executive order instructs the Postal Service to impose new mandates on states that want to send ballots through the mail, requiring that they submit their own lists of eligible voters to the agency and include information on ballot envelopes to allow those ballots to be tracked. The justices gave USPS the green light to implement that aspect of Trump’s plan, but a lower court blocked that effort nationwide in a separate case.

    That means more court action will likely be needed before the USPS can move forward. And that court action could result in new emergency appeals to reach the Supreme Court quickly, potentially in a matter of days. Put another way, the decision Monday will almost certainly not be the last word on Trump’s executive order on mail ballots.

    “If the Postal Service’s final rule harms the states, they may challenge that rule,” the court said in its order.

    The Supreme Court’s decision did not address the legality of Trump’s executive order, only the timing of the challenge to it. Trump for years has made baseless claims about widespread voter fraud while specifically attempting to undermine confidence in mail voting.

    “The court’s disposition of this application does not mean that any measure taken by the government to implement the order will necessarily be lawful,” the court wrote. “On that score, time will tell.”

    Still, the order Monday represents a loss for the Democratic states, which warned they will need to immediately begin diverting time and resources away from preparing for this year’s elections.

    “The ruling is a win for Trump for the moment, but it doesn’t fully clear the way for his effort to limit mail-in ballots to go into effect,” said Steve Vladeck, CNN Supreme Court analyst and professor at Georgetown University Law Center. “As soon as tomorrow, a Massachusetts district court may block the underlying USPS rule at issue — which is the real thing to watch heading into November.”

    Election cases have become particularly contentious this year at the Supreme Court, drawing sharp writing from members of both the conservative and liberal wings. In the highest profile case, the court’s 6-3 conservative majority gutted the Voting Rights Act in a significant ruling in late April dealing with Louisiana’s congressional districts.

    The liberal justices dissented from the decision. Justice Sonia Sotomayor, joined by Justice Elena Kagan, wrote that they believed lower courts had the authority to rule in favor of the Democratic states now, while stressing that the high court’s majority had not addressed the legality of Trump’s directives on the merits.

    “Today’s decision does not address whether the President’s attempts to interfere with States’ administration of the November 2026 elections are lawful. Nor does it suggest that the Executive Branch has any constitutional or statutory authority to implement the President’s directives,” Sotomayor wrote. “Instead, today’s decision merely postpones adjudication of those challenges.”

    Justice Ketanji Brown Jackson, meanwhile, penned her own lengthy dissent using stronger language to bash how the ruling “needlessly injects chaos and uncertainty into the upcoming midterm elections.”

    She described what she saw as an inconsistent approach by the conservative majority when it comes to the timing of challenges to election policies, describing the precedents as a “Kafkaesque nightmare.”

    While in the past, the court has turned away challenges to election rules for coming too late as voting approached, she wrote that “today’s revelation is that such claims can also come too early—never mind that an election is looming and related harms are presently occurring.”

    Trump signed an executive order in March that directed the Postal Service and the Department of Homeland Security to take on new roles screening voter rolls for potential non-citizen voters and regulating states’ mail ballot programs. The Justice Department framed the effort as necessary to secure “election integrity,” but the Democratic-led states that sued said the president’s effort to exert control over elections posed “extraordinary threats to our democracy.”

    Under the Constitution, it is states and Congress that determine voting procedures, not the White House or federal agencies.

    The president’s order required states to submit lists of eligible voters to the US Postal Service. The agency would be barred from delivering ballots mailed by states to people not on those lists. It also required states to use tracking barcodes on ballot envelopes. And it “prioritized” federal prosecution of state election officials who send or receive ballots to non-citizens or others ineligible to vote.

    The order also directed DHS to create separate lists of what it views as eligible, US citizen voters in each state. In court filings, the administration suggested that a state’s failure to use those lists to vet their voter rolls wouldn’t constitute a crime on its own but acknowledged that it could be used as “relevant evidence” in prosecutions of crimes related to non-citizen voting.

    Trump has for years touted conspiracy theories about mail voting as a way to discredit the 2020 presidential election that he lost. But improper voting remains exceedingly rare, and the administration has never provided evidence of widespread fraud on a scale that could influence the outcome of the 2020 election, or any other contest.

    Federal courts in Boston blocked the order’s implementation in the 23 Democratic-led states that had challenged it, but an appeals court in Washington, DC, allowed it to proceed. Trump filed an emergency appeal at the Supreme Court on July 27. The Boston court is also considering a separate challenge to the order brought by non-partisan voter advocacy groups. Judge Indira Talwani, nominated to the bench by President Barack Obama, issued a preliminary injunction in that case blocking the USPS directives nationwide.

    The Justice Department asked the Supreme Court to resolve the pending emergency case from the Democratic states in a way that would force lower courts to also rule in its favor in the separate lawsuit from the voter advocacy groups. But the Supreme Court in its order Monday offered little of that guidance Trump officials wanted.

    In appealing the Democratic states’ case to the Supreme Court, the Trump administration danced around questions about the order’s legality, framing the dispute instead around a question of timing.

    Trump’s Justice Department argued the lawsuit challenging the policy wasn’t “ripe” because the government hadn’t yet finished the process of deciding how the directives would be carried out. The Postal Service, for instance, had not yet issued its final regulations laying out how the order would be implemented. DHS, meanwhile, was still weighing whether it was even able to compile its lists, given the technical difficulties in amassing citizenship data from existing federal records systems.

    But that changed on Friday, when the USPS issued its rule. That 95-page document clarified that the agency would not deliver mail ballots unless envelopes included special tracking bar codes and the voter is enrolled in a new Postal Service portal with eligibility data provided by each state. That undercut the government’s argument that it was simply too soon for the states to file their suit.

    In some states, the deadline to begin transmitting mail ballots is just weeks away.

    The court’s conservative majority sided with Trump in concluding that when a federal judge blocked parts of Trump’s order for the midterms, the states had not proved they were being harmed by his directives yet.

    At the time, both the Postal Service and DHS had begun sketching out proposals for implementing it, but had not laid out their final plans.

    The Supreme Court noted that the president’s order doesn’t require the states to do anything with the DHS lists of eligible voters.

    “It does nothing to them,” the court said of the plans to create the DHS lists.

    And the court noted that when the states’ case was filed, it was not clear whether USPS would issue a final regulation carrying out Trump’s orders.

    The liberals disagreed, writing that even in the early stages of the litigation, states had shown they were being harmed by Trump’s instructions to his agencies. They pointed to how the administration has threatened to prosecute election officials for not adequately preventing non-citizen voting, with Sotomayor writing that the states have shown “credible threat that the government will initiate investigations and prosecutions because they refuse to use” the citizens lists assembled by DHS to vet their voter rolls.

    Supreme Court allows Trump to implement key parts of order restricting mail voting ahead of midterms

    Washington — The Supreme Court on Monday allowed President Trump’s administration to move ahead with implementing key portions of an executive order that seeks to tighten the rules for mail voting ahead of the November midterm elections.

    In a 6-3 ruling, the high court granted a request for emergency relief sought by the Trump administration late last month in a case involving 23 Democratic-led states. The Justice Department had asked the Supreme Court to lift a lower court’s injunction that stopped agencies from carrying out parts of Mr. Trump’s directive, which involves the Department of Homeland Security and U.S. Postal Service, in those states and the District of Columbia.

    The high court said in its unsigned decision that the states filed their lawsuit too soon.

    “The Court’s disposition of this application does not mean that any measure taken by the Government to implement the Order will necessarily be lawful,” the Supreme Court said in an unsigned decision. “On that score, time will tell. But the Order itself does not harm the States, so the District Court lacked jurisdiction to bar the Government from trying to implement it.”

    The move from the high court clears the way for the Department of Homeland Security to move forward with a proposal to create lists of residents in each state who are eligible to vote.

    In a separate case involving voting-rights groups, U.S. District Judge Indira Talwani issued an order earlier this month that prevents the Trump administration from implementing the executive order’s provisions that direct the Postal Service to develop new procedures for mail ballots for the upcoming elections. But the Justice Department will likely argue the Supreme Court’s decision applies to that case, too.

    The emergency appeal before the Supreme Court, meanwhile, arose after Talwani sided with the group of states that challenged Mr. Trump’s executive order and ruled the Constitution does not grant the president the authority to order changes to how they administer federal elections.

    The Supreme Court’s order does not preclude the states from filing lawsuits that challenge the policies finalized and ultimately put in place by the administration in response to Mr. Trump’s directive. Some states are set to begin sending mail ballots to voters for the upcoming midterms in the coming weeks.

    The three liberal justices dissented from the Supreme Court’s ruling. Justice Sonia Sotomayor, joined by Justice Elena Kagan, noted that the decision “merely postpones adjudication” of challenges to Mr. Trump’s policies.

    “Today’s decision does not address whether the President’s attempts to interfere with States’ administration of the November 2026 elections are lawful,” Sotomayor wrote in a dissenting opinion. “Nor does it suggest that the Executive Branch has any constitutional or statutory authority to implement the President’s directives.”

    Trump’s executive order

    Since returning to the White House for his second term, Mr. Trump has sought to exert control over aspects of federal elections. As part of those efforts, the president signed in March an executive order that he said aims to protect the integrity of U.S. elections in part by ensuring noncitizens are not casting ballots. Mr. Trump’s directive came just months before the November midterm elections, which will determine which party controls the House and Senate.

    The provisions at issue in the case direct DHS to compile “state citizenship lists” using federal databases and call for the Postal Service to deliver mail ballots cast only by individuals who are on its own voter-eligibility lists. The directive also lays out certain design requirements for mail ballot envelopes and instructs the attorney general to prioritize investigations and prosecutions of state and local officials who issue ballots to noncitizens or others who are not eligible to vote in federal elections.

    The Postal Service published a final rule Friday putting in place some of the plans laid out in Mr. Trump’s executive order. The rule lays out required design elements for federal mail ballot envelopes and directs state election officials to submit specific data to an online portal, including the names and addresses of voters they intend to send mail ballots to.

    Using that information, the Postal Service will then generate and send state-specific “Mail-In and Absentee Participation Lists” to states’ chief election officials on Election Day. The new rule said the lists are “primarily intended to assist election officials and law enforcement to understand who may have been mailed a ballot, in order to identify potentially anomalous incidents that may merit further investigation.”

    The Postal Service “will not play any role in determining voter eligibility, maintaining voter rolls, or counting ballots,” it said.

    The agency said it would act immediately to implement the new rule for the November midterms once the government obtained relief from lower-court injunctions.

    The legal challenge to Trump’s directive

    Days after the president signed the executive order in March, Democratic officials from the 23 states and D.C. filed a lawsuit seeking to block the proposals. The states argued that the president has no power to restrict voter eligibility or mail voting, and said the executive order attempts to interfere with their administration of elections in violation of the Constitution.

    A separate group of 12 Republican-led states intervened in the lawsuit and, with the Trump administration, argued it should be dismissed.

    But Talwani ruled in June that under the Constitution, only the states determine voter-eligibility requirements, and the president lacks any role in that area. The judge held that the provisions of the executive order governing DHS and the Postal Service are unconstitutional, and she blocked the Trump administration from implementing those portions for the Nov. 3 elections in the 23 states that sued.

    The Justice Department appealed the ruling, arguing that the states’ lawsuit is premature. But in a 2-1 decision late last month, the U.S. Court of Appeals for the 1st Circuit declined to let federal agencies move forward with implementing Mr. Trump’s executive order as litigation continues.

    The Trump administration then asked the Supreme Court to intervene. The Justice Department called the district court’s injunction “extraordinary” and “indefensible” because federal agencies are still considering how to implement the president’s executive order.

    In filings with the high court, Solicitor General D. John Sauer did not defend the legal merits of the president’s plans. Instead, he argued that the 23 states filed their lawsuit too soon. Federal agencies, Sauer said, are still implementing Mr. Trump’s directive, so the states are not harmed by “hypothetical future actions.”

    The executive order “functions as an internal directive from the President to subordinate officials and agencies to engage in future policymaking,” he wrote. “Respondents’ real concern is not with the Order itself — which does not require anyone outside the government to do (or refrain from doing) anything — but with possible harms that may arise depending upon what specific actions the agencies ultimately decide to take in implementing the President’s directives.”

    Sauer argued that it is the government that is harmed by the district court’s injunction, especially with mail voting starting in some states in just weeks.

    “Every day that the district court’s injunction remains in place, it blocks the government’s ability to finalize and implement the President’s proposed policies to promote election integrity for the upcoming federal elections in November,” he wrote.

    In response to the administration’s request, the Democratic-led states warned that allowing the president’s executive order would lead to confusion and risks disenfranchising millions of voters who rely on mail ballots.

    Granting the administration emergency relief “would allow the federal government to rush out an unprecedented, legally indefensible voter-verification and ballot-interception program that would, among other things, give the U.S. Postal Service far-reaching new powers and responsibilities,” the state attorneys general wrote in a filing.

    They also argued that the states are harmed by the executive order because it forces them to take steps to comply with its policies for the upcoming November elections.

    Without the injunction from the lower court, the state and local election administrators would be forced to divert time and resources away from election-preparation work “to compile and convert voluminous data for submission to USPS, train elections officials, educate voters, and change their ballot envelopes,” the attorneys general said.

    In addition to the 23 states, a coalition of Democratic campaign committees filed a lawsuit challenging Mr. Trump’s mail voting executive order. But in that dispute, filed in Washington, D.C., lower courts rebuffed Democrats’ request to prevent the directive’s implementation.

    In an unsigned decision last month, a unanimous panel of three judges on the U.S. Court of Appeals for the District of Columbia Circuit said that the case is not yet ripe for review.

    “If the defendant agencies take steps to implement the Executive Order in a manner that violates federal law or the Constitution, Plaintiffs can promptly seek relief,” the D.C. Circuit panel found.

    Mr. Trump has long criticized mail voting and asserted that significant numbers of noncitizens are voting in federal elections, though he has not provided evidence in support of that claim. It is illegal under federal law for noncitizens to cast ballots in U.S. elections, and instances of noncitizen-voting are rare.

    Still, with the midterm elections fast approaching, the president is pressing Congress to significantly curb mail voting and impose new requirements for voter registration. His administration has also overhauled a federal database maintained by DHS to verify citizenship and immigration status.

    But a different federal judge blocked the administration’s use of the centralized clearinghouse and found it had been used by some states to incorrectly remove U.S. citizens from their voter rolls.

    Meanwhile, the Justice Department has sued dozens of states to obtain their voter rolls, though judges have rebuffed those efforts.

    The Trump administration announced plans to add a $103,265 fee for H-1B visas, months after a federal judge voided the US government’s previous attempt to require a $100,000 application fee.

    In a proposed regulation posted Monday, the administration said the fee would go toward “recovering” the costs of running the immigration system and would encourage companies to hire American workers and pay them more.

    The rule is not final, and the process could take months before it is made official, especially if it faces legal challenges. The public has 30 days to submit comments in response.

    H-1B visas allow foreign professionals to seek work in professions that are considered more specialized. Applicants must hold a bachelor’s degree or a similar equivalent, and the visa is valid for three years and can be renewed for another three years.

    Economists have argued the program allows US companies to maintain competitiveness and grow their business, creating more jobs. US law allows for 65,000 H-1B visas annually, with another 20,000 reserved for people who hold advanced degrees from American higher education institutions.

    The Trump administration has insisted the program is overused and prevents companies from hiring American workers. Vice President JD Vance touted the new proposed fee in a post to X on Monday, writing, “If an American corporation needs workers, it should hire and train Americans.”

    The administration’s attempt to impose a hefty fee on the H-1B visas dates to September 2025, when President Donald Trump, seeking to rein in the program, signed an executive action imposing a $100,000 fee. The fee was previously about $3,000.

    Trump suffered a legal setback in June when US District Judge Leo Sorokin threw out the fee. The Boston-based judge found that the president lacked authority to impose the new policy and that only Congress had the power to change federal immigration policy to include such a requirement, which Sorokin viewed as a tax.

    “The President had no power or delegated authority to impose a tax on H-1B petitions,” wrote Sorokin, an appointee of former President Barack Obama.
