    Rep. Eugene Vindman is among a generation of young Democrats who ran for Congress, in part, because of their experience fighting a forever war in the Middle East.

    These Democrats are some of the earliest and most vocal critics of President Donald Trump’s decision to enter the US into war with Iran — a view that puts them at odds with some of the more interventionist members of their party.

    “I will not be shedding a tear for the Iranian regime and the Ayatollah. I understand the threat but I also understand that wars are easy to start and hard to finish,” Vindman, a 25-year Army veteran, said Wednesday morning outside the US Capitol, standing shoulder to shoulder with a half-dozen fellow Democratic veterans. “This is a commitment of American blood and treasure to a conflict that we didn’t need to be engaged in.”

    “When elites in Washington bang the war drums, pound their chest, talk about the costs of war and act tough, they’re not talking about them doing it,” added Rep. Jason Crow of Colorado, who served three tours in Iraq.

    Party leaders, including House Minority Leader Hakeem Jeffries, are amplifying those voices as Democrats seek to navigate the fallout from the quickly escalating war. While Vindman and his fellow Democratic veterans know they have little chance of blocking Trump’s actions in the GOP-led Congress, they’re trying to speak to a skeptical American public – arguing that the Trump administration has betrayed a core promise with the midterms just months away.

    But it’s a difficult line for Democrats to walk. Party leaders are navigating sharp divisions within their ranks, particularly among a pro-Israel bloc that is expected to defy leadership in a key House vote on Thursday that will attempt to curb Trump’s military powers overseas. One Democrat, Sen. John Fetterman of Pennsylvania, opposed a similar vote in the Senate on Wednesday – the only Democrat to do so.

    For now, most Democrats are firmly condemning Trump’s decision to strike Iran without first seeking congressional approval. But the party will also soon be forced to contend with the reality of supporting US troops in the conflict in Iran, including questions about whether to spend billions of dollars more to shore up US operations.

    Party leaders are eager not to repeat history and sow divisions that plagued them over the Iraq war more than 20 years ago. They also know it is just the beginning of a conflict that could go on for weeks, if not months or even longer, that will test Democrats’ ability to stay united.

    In a closed-door meeting Tuesday night, Jeffries met with a bloc of roughly a half-dozen pro-Israel Democrats to make his case for backing the war powers measure, spending nearly an hour hearing the opposition from his fellow members, according to two people familiar with the meeting

    But that meeting ended without a commitment from those members to get in line behind the measure.

    “It didn’t change my mind,” Rep. Greg Landsman, who was one of those who attended the meeting, told CNN.

    Hours earlier, Landsman offered a surprisingly supportive assessment of the administration’s initial strikes in Iran, and vowed to oppose the bipartisan resolution to curb the president’s use of force in the country absent congressional approval, which he said could hamstring the military’s work abroad.

    “I’m more of a country-first guy, so whatever I think is best for the country and for my constituents, for the district, in this case, national security. To me, this was a no brainer. They had a window of opportunity to take out very specific military assets in order to defang the Iranian regime. We will be safer as a result,” Landsman said, though adding that Congress should have a say if the Iranian conflict “goes beyond” its current aims.

    Across the Capitol, Fetterman has gone even further, accusing his party of silencing their support for Trump’s operation because they’re “afraid” of the base.

    “Why can’t we all just say, ‘The world is safer’?” Fetterman told reporters, when asked about most Democrats’ opposition of the strikes. “Why can’t you just acknowledge the most evil people on the face of the earth were erased?”

    The views of Landsman and Fetterman, however, contrast starkly from many of their colleagues, including the bloc of national security Democrats who have argued Trump’s move makes the country dramatically less safe without considering the costs to US troops.

    “If I hear one more chicken hawk who’s never served a single day in uniform sitting in a gold plated office in DC or Mar-a-lago or anywhere else, try to talk tough having never seen what war is about, I’m going to lose my mind,” New York Democrat Rep. Pat Ryan, a combat veteran who was deployed twice to Iraq.

    Ryan is among the group of Democrats, mostly in their 40s, who were deployed throughout Iraq and Afghanistan in the roughly 25 years that the US had troops there. Vindman, who deployed to Iraq, served as an infantry officer, paratrooper and as a military lawyer. His twin brother, Alex, was wounded in an IED attack in Iraq by an “Iranian manufactured” projectile, Vindman said Wednesday.

    Democratic leaders firmly dispute Fetterman’s accusations that they are pandering to a liberal base.

    Sen. Brian Schatz, a Democrat from Hawaii, warned Democrats should be careful not to overthink the politics of this.

    “I think this is a strategic mistake in the geopolitical sense, I think it’s morally questionable and it’s politically incredibly unpopular, so don’t outsmart yourself,” he said generally about Democrats who are on the fence about the war powers resolution.

    But the fight over war powers is just the beginning. It is one thing for Democrats to stay united on a question of whether Congress should have more say over initiating a conflict with Iran in the first place, it is an entirely different question for Democrats to confront the reality that a prolonged battle in Iran may force them to contend with bigger questions over supplying US forces in the region.

    Already, there is a signal that Congress may need to pass legislation in the coming weeks or months to provide more funding and weapons to at the very least restock diminished ammunitions used in the conflict so far. That question could further divide Democrats just months before the midterm elections.

    “I want to make sure our service members and US citizens in the region are protected to the extent we could possibly do that,” Sen. Mark Kelly, a Democrat from Arizona and veteran said. “We gotta be able to protect our troops and there are a lot of people in harm’s way right now so we will take a close look at what they propose.”

    Arizona Democratic Sen. Ruben Gallego, a Marine Corps combat veteran who served in Iraq, said he will have to look at any supplemental funding request closely but contends it is a difficult question for lawmakers and veterans in particular. On Saturday morning when Gallego saw the news of the attack in Iran, he had one thought: “Here we go again.”

    “There is one side of me that wants to make sure that all the equipment our troops need to be protected is there, at the same time funding a war of choice for $50 billion when there is already a trillion dollar budget when they have already added another $175 billion to the DHS budget, it makes it very difficult,” he said.

    Homeland Security Secretary Kristi Noem forcefully defended her department’s immigration enforcement policies Wednesday before Democratic lawmakers — part of a heated and contentious House Oversight Committee hearing that, at times, grew deeply personal.

    The hearing is the second in back-to-back DHS oversight hearings centered on the agency’s actions on immigration enforcement and Noem’s leadership of the department, and comes as members of Congress remain deadlocked on how to proceed with fully funding the sprawling federal agency.

    Here are the top moments from the action-packed hearing.

    Dems home in on Lewandowski, ‘blankies’ and luxury jets

    Some Democrats on the panel zeroed in on the responsibilities Corey Lewandowski has assumed as a special adviser for the Department of Homeland Security. Rep. Sydney Kalmager-Dove, D-Calif., cited a Wall Street Journal report from last month, that said President Donald Trump allegedly rejected Lewandowski’s request to be Noem’s chief of staff “due to reports of a romantic relationship” between the two.

    Both Noem and Lewandowski have denied reports of an affair.

    Kalmager-Dove asked Noem, point-blank, about the nature of their relationship. “This person has no experience running anything close to the Department of Homeland Security, or even advising someone in your position,” Kalmager-Dove said, noting his role as a special government employee has extended a “well beyond the allowed 130-day” period.

    “He is unqualified, which has left my constituents and I wondering why he is your top official,” she added.

    “So, Secretary Noem, at any time during your tenure as Director of Department of Homeland Security, have you had sexual relations with Corey Lewandowski?”

    Noem turned to address House Judiciary Chairman Jim Jordan briefly before responding. “Mr. Chairman, I am shocked that we’re going down and peddling tabloid garbage in this committee today,” she said.

    To Kalmager-Dove, she said: “Ma’am, one thing that I would tell you is that he is a special government employee who works for the White House. There are thousands of them in the federal government.”

    Raskin says Noem is ‘flying too close to the sun’

    The panel’s ranking Democrat, Rep. Jamie Raskin, D-Md., pressed Noem for details about Lewandowski’s role at DHS, though in the context of the question of DHS’s use of so-called “luxury jets.” Noem had defended use of the jets one day prior during Senate testimony, noting they were used for both executive travel and mass deportations.

    Raskin said Wednesday that he had nearly been prepared to buy that story. “And then I heard about an airborne episode of entitlement, arrogance and contempt that I could hardly believe.”

    “Apparently, when your special blanket — your blankie — was left on one of the government jets and not transported over the new one, your special government employee, Corey Lewandowski, chivalrous, stepped forward to fire the pilot, mid-air,” Raskin said.

    “A 2003 Coast Guard Academy graduate and distinguished U.S. Coast Guard commander … [who then] had to be rehired immediately because there was no one else who could fly the two of you on the rest of the journey back home,” Raskin said. “Secretary Noem, you’re flying high now, maybe even a little bit too close to the sun.”

    The exchanges were markedly tense, largely due to the presence of Noem’s husband, who was sitting in the gallery for the duration of the hearing.

    Swalwell, Noem showdown

    Later in the hearing, Rep. Eric Swalwell, D-Calif., confronted Noem about the case of Miguel Lopez, a migrant who had been living illegally in the U.S. for some 30 years prior to his deportation last year. Lopez is married to a U.S. resident. “I went and saw Miguel in Mexico,” Swalwell told Noem. “He doesn’t have a job … and it’s hard for him to communicate” after being away from his home country for roughly three decades.

    Noemi interjected: “Did he have a criminal record?”

    Swalwell acknowledged that Lopez had pleaded guilty to a “lesser nonviolent charge” in 1995, but asked Noem to recognize “the pain” caused by the administration’s broader deportation policy.

    “The pain?” Noem responded. “And I wish people would do things correctly. If they’re not in legal status in this country, they can return home. We will pay for them to return home.”

    As for Lopez, she said, “I hope he got the $2,600 he could have” by choosing to self-deport.

    ‘Worst of the Worst’

    The sharpest exchange came when Rep. Steve Cohen, D-Tenn., pressed Noem on the Trump administration’s repeated pledge to target “the worst of the worst” offenders in its removal efforts.

    “Tell me about the worst of the worst,” Cohen said.

    Noem fired back: “The worst of the worst served. I think you’ve offended the families behind me today with that.”

    Cohen responded that he did not intend to offend anyone and said it was wrong for Noem to suggest he had. But Noem doubled down, arguing that critics were downplaying the consequences of illegal immigration.

    “I was commenting on the fact that the individuals aren’t violent offenders, and you keep talking about the fact that these individuals that are in this country illegally don’t harm families,” she said.

    Cohen noted that undocumented immigrants are statistically “less likely” than people born in the U.S. to commit crimes.

    Noem then gestured to family members seated behind her, invoking stories of children lost to fentanyl overdoses and fatal car crashes involving undocumented drivers.

    “The vast majority of these people behind me lost their children due to drugs, overdoses from drugs that came over the southern border,” Noem said. “They died from their kids being hit, accidents on the roads that illegal drivers were driving.”

    Cohen acknowledged the tragedies but argued they did not address his broader point. “All that’s true and given it’s true,” he said. “But you say you’re only going after the worst of the worst, and you’re not.”

    House to vote again on ending DHS shutdown after weekslong impasse, with GOP stressing urgency amid Iran war

    Washington — The House will vote again on Thursday on legislation to fund the Department of Homeland Security, as Republicans stress an urgency to ending the partial government shutdown amid the war with Iran.

    Republicans have put pressure on Democrats to support an agreement that appropriators reached on a bipartisan basis earlier this year to fund DHS through September. But that was before a second fatal shooting by federal agents in Minneapolis in January, which prompted Democrats to oppose any funding for the department without reforms to immigration enforcement.

    House Speaker Mike Johnson, a Louisiana Republican, said in a statement Tuesday that “military action in Iran makes it all the more urgent and crucial to have a fully staffed, fully funded Department of Homeland Security across all departments.”

    On Wednesday, Johnson accused Democrats of “playing political games” and called it “shameful” that anyone would vote against funding DHS.

    “If we’re being wise, now is the time to be vigilant at home and to ensure that all of our doors are locked, so to speak,” Johnson said. “Obviously everyone understands that it’s a heightened threat environment. Global tensions are high, threats are constantly evolving and America’s adversaries are watching for any sign of weakness on our part.”

    House Majority Leader Steve Scalise, a Louisiana Republican, echoed Wednesday that it’s “dangerous” to continue the shutdown amid heightened security concerns in the U.S. in wake of the attack on Iran.

    “Now that we’re at a heightened threat, it’s not just hypothetical threats … we need to be more vigilant than ever and have a fully functioning Department of Homeland Security with all the capabilities,” Scalise said, pointing to a deadly shooting at a bar in Austin, Texas, over the weekend.

    Funding lapsed for the department on Feb. 14, and Democrats and the White House continue to remain at odds on restraints for federal immigration agents. Both sides have been going back and forth with counterproposals, though the details have not been made public. According to Senate Minority Leader Chuck Schumer, a New York

    Democrat, both sides are “still far apart.”

    “But we’re still negotiating and exchanging paper back and forth,” Schumer said Tuesday.

    Last week, the Senate failed for a second time to advance a measure to fund DHS through September.

    Since federal agents fatally shot Renee Good and Alex Pretti in Minnesota in January, Democrats have remained firm in their demands for reforms, which include requiring immigration agents to wear body cameras and identification, banning them from wearing masks and mandating judicial warrants for arrests on private property.

    Though the standoff has centered on Immigration and Customs Enforcement and Customs and Border Protection, DHS also oversees the Transportation Security Administration, the Coast Guard and the Federal Emergency Management Agency. Workers who have continued to do their jobs during the shutdown have begun missing paychecks in recent days.

    The Trump administration’s immigration enforcement campaign has remained funded despite the shutdown, thanks to a multibillion-dollar cash infusion for ICE and CBP that lawmakers passed last summer as part of the One Big Beautiful Bill Act.

    House Minority Leader Hakeem Jeffries, who was asked about Democrats’ response to the House GOP strategy for funding DHS in the wake of the strikes on Iran, said, “the whole thing is insane.”

    “Donald Trump launches an unauthorized war in the Middle East, he characterizes it as endless, he decides that he wants to spend billions of dollars to bomb Iran, rather than spend taxpayer dollars to lower the grocery bills that are crushing the American people, and then wants to use his unauthorized war as an excuse to continue spending taxpayer dollars to brutalize or kill American citizens by continuing to unleash ICE without restriction on the American people,” the New York Democrat said at a news conference Tuesday. “Make it make sense, because it does not.”

    How the MAGA-ified Georgia elections board gave Trump a blueprint for seizing Atlanta’s 2020 ballots

    For most election administrators around the country, the FBI’s recent seizure of 2020 Atlanta-area ballots was shocking. But for some members of the Georgia State Election Board, the search was a welcome development.

    Led by the commission’s vice chair, Janice Johnston – a retired obstetrician who, according to court filings, had no experience working elections prior to 2021 – the board’s conservative majority has been relentlessly pursuing fraud theories about Donald Trump’s defeat in the 2020 presidential election.

    After subpoenaing some of the Fulton County election records themselves, the board invited the Justice Department’s assistance last year, itself, resulting in a Trump administration civil lawsuit in December that preceded the search warrant secured through a federal criminal probe.

    Johnston and another MAGA-aligned board member, former media personality Janelle King, were witnesses cited by the FBI in its application to justify seizing the records, as were other election deniers who have made frequent appearances before the board to allege a tainted 2020 result.

    Once the search was underway, Johnston, another Republican board member, as well as its sole Democrat, watched outside the facility from where the FBI collected ballots. She even objected when she was told she could not enter the inner storage room while the search was being executed, arguing that “it’s our subpoena,” according to David Worley, a former Democratic board member who was also there.

    Another source present during the search overheard Johnston, say on the phone that the FBI “should take just take all 700 boxes” of election records. (The FBI seized 656 boxes, according to court filings.)

    Johnston and King, who did not respond to CNN inquiries for the story, have praised the FBI’s move, while insisting they had no advance knowledge of the search.

    “It’s way past time for these matters to have been investigated,” said another Republican board member, Salleigh Grubbs, who pushed theories of 2020 vote tampering before joining the state board this year.

    Grubbs, the other Republican board member present outside the warehouse during the search, told CNN she had not been in touch with the federal government about the search, but said it was “great” that “somebody has taken a proactive step to gain access.”

    Prior to the Justice Department’s involvement, the conservative state board had been feuding for years with the Democratic-controlled county over the handling of the 2020 vote. Republican politicians have called on the state board to take over election administration for Fulton County, Georgia’s largest county and a chief target of Trump’s 2020 reversal schemes.

    Georgia is one of several states where 2020 election skeptics have ascended to state and local government perches, from where they have continued to cast doubt on Trump’s defeat, despite numerous reviews confirming the outcome. As Trump has pushed his administration into taking sweeping and legally dubious actions to get more involved in election administration, the Fulton County ballot seizure shows how that effort can piggyback on the work of election deniers who have enmeshed themselves within the bureaucracy of running elections.

    “The Republicans should say, ‘We want to take over,’” Trump told The New York Times last month. “We should take over the voting, the voting in at least many — 15 places. The Republicans ought to nationalize the voting.”

    The FBI’s search warrant application was built around claims of election irregularities that have long been a fixation of the Georgia State Election Board. There were some discrepancies in the election records, but the reviews by state authorities have found they were the result of administrative error and not intentional malfeasance. The FBI’s warrant did not put forward evidence that the alleged irregularities would have changed the presidential outcome – a point the Justice Department said in court filings was “irrelevant” to whether there was probable cause of a crime.

    “Recycling those debunked claims and running them through the Justice Department turns federal power into a tool for attacking the legitimacy of lawful elections,” said Max Flugrath, a spokesperson for Fair Fight Action, the political organization founded by failed Democratic gubernatorial candidate Stacey Adams that’s focused on voting rights in the state.

    Fulton County has filed a lawsuit seeking the return of the seized materials, and a federal judge last week directed the county and the Justice Department to pursue mediation to find a compromise solution.

    Just a week before the seizure, one of the witnesses the FBI cited in its warrant appeared before the state board to reiterate his suspicions of a fraudulent 2020 count based on duplicate ballot images in Fulton County’s records. The claim is also a focus of the FBI probe.

    The witness, Joseph Rossi, who filed a complaint with the board in 2022 raising the allegation, chastised state officials for missing the opportunity to get to bottom of his allegations “prior to this going to the DOJ.”

    Rossi, reached by CNN, declined to comment on his interactions with the Justice Department, but touted a 2021 report by Georgia’s governor agreeing with some of his analysis about discrepancies in Fulton County’s audit records and told CNN that it’s “all in the hands of the DOJ.”

    Election officials acknowledged some of the ballots may have been double-scanned due to human error, but a 2024 review by Georgia’s secretary of state that partially substantiated Ross’ complaint nonetheless stood by the overall accuracy of the 2020 results, noting the outcome was confirmed with a hand recount.

    While many claims in the FBI’s warrant application were familiar to those who follow the state election board, the affidavit notably made no claims of foreign interference – an allegation that has gotten play in Georgia courtrooms over the last five years – that could have explained why Director of National Intelligence Tulsi Gabbard traveled to Atlanta for the search.

    With the FBI limiting who was allowed in the room holding the ballots during the search, Gabbard – the only non-FBI federal official in the room – stood out, sources said.

    Gabbard has defended her involvement in the search and says that Trump has tasked her office with working on election integrity. Her office has also conducted a review of Puerto Rico’s election infrastructure for vulnerabilities to foreign intrusion.

    State election officials and members of Congress are increasingly concerned that Gabbard is poised to use her position atop the US intelligence community to spin a narrative that foreign actors have compromised US voting systems and, thus, tainted the results of future elections, sources told CNN.

    Her office has pointed to the “broad statutory authority” she has “to coordinate, integrate, and analyze intelligence related to election security” and “our known work on understanding vulnerabilities to foreign and other malign interference.”

    The FBI’s affidavit, once it was unsealed, revealed that another prominent election denier, now serving in the federal government, played a key role in the search. Kurt Olsen, who was deeply involved in some of the most bombastic plots to overturn the 2020 results, made the referral that launched the Fulton County probe from his current perch as White House director of election security and integrity.

    The White House declined to comment on Olsen’s Georgia ties.

    Prior to his White House gig, Olsen represented the DeKalb County Republican Party in an unsuccessful lawsuit that raised the specter of a “malicious” intrusion into the 2020 election while seeking decertification of the types of voting machines used in Georgia because of alleged vulnerabilities.

    An expert witness the county GOP put forward in the case is now working as a temporary federal employee for the Trump administration and offered an analysis that the FBI relied up on in its search application. The witness, Clay Parikh, had previously appeared before the state election board to allege vulnerabilities in Georgia’s voting systems.

    (Parikh could not be reached by CNN, but he declined to discuss his government role in an extraordinary interview last month with Talking Points Memo, in which he referred to the 2020 election as the “fedsurrection” and asserted that 315,000 ballots that “were fabricated” in Georgia.)

    One of the federal laws the Justice Department is citing to justify seizing the election materials requires that election officials preserve voting records for 22 months after an election – a requirement that for the 2020 election would have expired in September 2022.

    That the records still exist in Georgia is a result of the non-stop litigation in the Peach State over how the 2020 count was handled. Just a month before FBI’s seizure of the ballots, a state court judge sided with the state board, declining to block its subpoena of the Fulton County voting records, but with a caveat. His order said he would require the state board – rather than Fulton County taxpayers – pony up the roughly $400,000 it would cost to copy the documents for the subpoena.

    Fulton County has pointed to that litigation, among other reasons, to argue it was improper for the Justice Department to seize the materials. Its court filings have also highlighted recent Trump comments that his FBI had obtained Fulton County’s “crooked ballots,” as well as a looming threat that the state board is poised take over Fulton County election operations.

    “Without the ballots, Petitioners cannot rebut false narratives and are at risk of the state or federal government stripping them of the ability to administer Fulton County’s elections,” Fulton County said.

    But the board was unable to convince a federal judge to jump in immediately. US District Judge J.P. Boulee said last week that he was abandoning plans to hold an evidentiary hearing – where there was potential for live testimony from the FBI agent who wrote the affidavit – because, he said, case law instructed a “spirit” of “compromise” in the dispute that would allow the government to keep copies of the records while giving the originals back to the county. He gave the parties until March 18 to try to work on such a solution via mediation.

    At a hearing Friday, the judge encouraged the Justice Department to refrain from looking through the seized ballots while mediation was underway, given the risk that the FBI might ultimately have to return the materials, but he did not issue an order prohibiting that review.

    According to a transcript obtained by CNN, Boulee said that if mediation were to fail, he intended on holding arguments and taking evidence if necessary. “I really don’t think it should come to that,” he said.

    House to vote on curbing Trump’s Iran war powers

    Washington — The House is set to vote Thursday on a measure to block President Trump from taking further military action against Iran without congressional support, a day after a similar effort fell short in the Senate.

    The war powers vote comes amid concerns that the U.S. could be engaged in another lengthy war in the Middle East, and as a CBS News poll shows the majority of Americans disapprove of U.S. military action against Iran. And further, two-thirds say the administration should obtain approval from Congress for further military action. Barring any last-minute surprises, however, the resolution is expected to meet the same fate in the House as it did in the Senate.

    GOP Rep. Thomas Massie of Kentucky, who has been one of the few Republican critics of the Trump administration’s offensives against Venezuela and Iran, introduced the war powers resolution days before the U.S. bombed three of Iran’s nuclear facilities last June. He backed away from forcing a vote last year after a ceasefire was reached.

    The resolution directs the president “to remove United States Armed Forces from unauthorized hostilities in the Islamic Republic of Iran.”

    House Speaker Mike Johnson, a Louisiana Republican, said the vote “plays right into the hands of the enemy.” At a news conference Wednesday, Johnson argued the Iran operation has been “necessary, lawful and effective, and reversing it now would weaken America.”

    “Congress has a constitutional right to exercise its oversight authority, and we will, but we also have a duty and obligation not to undercut our own national security,” he said.

    Massie speculated that his colleagues don’t want a recorded vote on the issue because the U.S. has “a terrible track record of meddling in the Middle East.”

    “They don’t want their name associated with this when it doesn’t turn out well,” Massie said during floor debate. “But Congress cannot be bothered with its constitutional duty because for many in this chamber, it’s easier to simply allow someone else’s sons and daughters to be sent to combat without their vote. And to be clear, we aren’t even here to declare war today.”

    The Constitution grants only Congress the power to declare war. But presidents have undergone campaigns to avoid getting Congress’ authorization in recent years. And Republicans in Congress have so far shown little appetite in flexing their power to limit the president’s authority to conduct the strikes, though some have indicated that could change if the conflict lasts for more than a few weeks, or if Mr. Trump sends U.S. ground troops into Iran.

    The vote is likely to scramble partisan lines.

    At least one other Republican said he would break with Mr. Trump and several Democrats have indicated they could vote against the resolution.

    Republican Rep. Warren Davidson of Ohio announced his support for the resolution Wednesday on the House floor, saying “the moral hazard posed by a government no longer constrained by our Constitution is a grave threat.”

    “Unfortunately, Republicans now want to claim they can’t answer: What is a war?” Davidson said.

    GOP Rep. Don Bacon of Nebraska, who supported a recent Venezuela war powers resolution, said he plans to stick with Mr. Trump on this vote. But Bacon noted the military operation could last for weeks or longer and members could “always revise our opinions” as time goes on.

    Rep. Nancy Mace, a South Carolina Republican, said she’s open to changing her mind down the road if the war lasts longer than estimated or there’s ground troops.

    “If this thing goes beyond a few weeks, I’m going to have a lot more concerns,” she said. “If ground troops get involved, I think that’s a very different conversation.”

    Democrats, however, say the Trump administration has not provided sufficient answers on the rationale for attacking Iran or the imminence of the threat.

    House Minority Leader Hakeem Jeffries, a New York Democrat, predicted that “there is going to be very strong Democratic support for the war powers resolution across the ideological spectrum.”

    But several Democrats have signaled they could break with their party. In a statement last month, Democratic Rep. Josh Gottheimer of New Jersey said he opposed the resolution because it “would restrict the flexibility needed to respond to real and evolving threats and risks, signaling weakness at a dangerous moment.”

    Gottheimer and a handful of other Democrats are backing a separate resolution that directs the president to remove U.S. armed forces from hostilities with Iran within 30 days of the Feb. 28 attack without congressional approval.

    The lawmakers are aiming to block further military action without authorization under the 1973 War Powers Resolution, which Congress passed in response to the Vietnam War as a check on the president’s power to enter armed conflict without consent from the legislative branch. It requires the president to consult with Congress in “every possible instance” ahead of the introduction of any military forces. And it also requires the president to report to Congress within 48 hours of deploying forces if lawmakers haven’t authorized a declaration of war, while capping any unauthorized engagement at 60 days.

    Jeffries has emphasized lawmakers’ authority. He said Wednesday “there is nothing ambiguous” about Congress’ constitutional authority to declare war.

    “The president’s war — it’s unwise, it’s unpopular, unauthorized, unlawful and unconstitutional. And in the United States, we serve the rule of law, not the rule of man,” Jeffries said during floor debate. “Our Constitution requires the president get approval from the Congress before launching a war. That has not happened.”

    Johnson argued that the U.S. is “not at war,” and that the offensive is a military operation that is “limited in its scope.” He also warned of the “serious harm” the resolution could impose, saying it would “jeopardize the lives of our troops and all those who are involved in making these great sacrifices to defend us.”

    “I believe we have the votes to put this down, and I certainly pray that’s true,” Johnson said.
