New York City Mayor Zohran Mamdani announced the launch of an internal review of the New York Police Department’s use of force on Monday, but the initiative falls short of fulfilling several of his campaign promises, including pledges to disband a controversial police unit and eliminate a database of suspected gang members.

“When the government uses force against a New Yorker, the standard for accountability must be at its highest,” Mamdani said in a press release. “Every New Yorker deserves to know that force will be used lawfully, carefully and only when necessary.”

More than nine months after taking office, Mamdani has yet to fulfill several campaign pledges, including disbanding the NYPD’s Strategic Response Group, eliminating its database of suspected gang members and shifting police resources away from low-level offenses.

The review comes after the May 2026 retirement of one of the officers involved in the 2024 shooting of 19-year-old Win Rozario — a development that came before any disciplinary trial could take place.

Video footage of the confrontation, captured in March 2024, shows officers responding to a house call, placed by Rozario himself. An altercation ensued when Rozario, who was experiencing a mental health crisis, reacted adversely to the police presence, prompting the police to use Tasers on him. Unsubdued, Rozario then grabbed a pair of scissors and advanced on officers, who shot him at close range.

New York Attorney General Letitia James’ office declined to bring criminal charges against the officers in December 2025, concluding that prosecutors could not disprove beyond a reasonable doubt that their use of deadly force was justified under state law.

The mayor framed his initiative as a way to strengthen and improve accountability.

Mamdani’s initiative comes with an additional $2.6 million in funding for the Office of Inspector General for the NYPD. Additionally, the NYPD will also notify state authorities when officers facing disciplinary charges retire, allowing the state to consider decertification and helping prevent those officers from avoiding scrutiny by joining another law enforcement agency.

Those changes will accompany a use-of-force review which, according to Mamdani, is the first of its kind in over a decade and will include a “robust community engagement process.”

“We have an obligation to Win’s family and to every New Yorker who calls for help in a moment of crisis. This review is about making sure our policies reflect that responsibility,” Mamdani said.

MAMDANI WALKS BACK PLAN TO INCREASE NYPD HEADCOUNT FOLLOWING DSA PRESSURE

Notably, the proposed adjustments fall short of campaign promises that Mamdani made to eliminate certain policing activity.

In particular, Mamdani called for an end to NYPD arrests on charges of lower–level crimes like public urination and open container violations, noting that such activity was making it harder for officers to tackle violent crimes.

“The fact that every year we ask them to take on additional responsibilities – we are making it more and more difficult for them to respond to the very responsibilities that drew them to the job in the first place,” Mamdani said last fall.

During his tenure, public urination summonses have gone up, climbing 18%, according to recent reporting.

Mamdani also promised to end a database of suspected gang members. He also demanded an end to the Strategic Response Group (SRG), a policing task force that had received public attention for aggressive tactics in subduing protests.

“As Mayor, I will disband the SRG, which has cost taxpayers millions in lawsuit settlements + brutalized countless New Yorkers exercising their First Amendment rights,” Mamdani said in a post to X shortly after announcing his bid for mayor.

In addition to keeping those elements in place, Mamdani also retained Police Commissioner Jessica Tisch, who was appointed by Mamdani’s predecessor, Eric Adams.

Mamdani’s office did not immediately respond to requests for comment on whether his police reform plans have taken a different path than the one he originally outlined before taking office.

Ukraine’s Zelenskyy says it’s “increasingly evident that Russia is unwilling to accept an energy ceasefire”

Ukraine’s President Volodymyr Zelenskyy said Monday that so far, “there is no indication that Russia is complying” with an energy ceasefire announced by President Trump the day before.

Just hours after Mr. Trump’s announcement, Zelenskyy said Russia struck a power plant in eastern Ukraine. By Monday afternoon, Russia had attacked six additional energy facilities across Ukraine.

“Ukraine is ready to guarantee the energy ceasefire, as announced by the American President, and Russia must take corresponding steps,” Zelenskyy wrote on X. “As of now, there is no indication that Russia is complying with the conditions outlined by the American President.”

Asked Monday about reports that Russia had violated the energy ceasefire, Mr. Trump said: “I’m not sure about that, and we’ll take a look. But all I know is that Zelenskyy and Putin have to get together and end that ridiculous war.” He also said “there’s been violations on both sides.”

The U.S. president later told reporters that he believes Russian President Vladimir Putin “wants to make a deal more than Zelenskyy.”

Over the last year, Mr. Trump has made several attempts at brokering deals to halt strikes on energy infrastructure between Russia and Ukraine that failed to materialize or were quickly violated.

In January, Mr. Trump claimed that Putin agreed not to strike Ukrainian energy infrastructure for a week, but Russia attacked Kyiv’s power and heating plants four days later. In September, Mr. Trump said both Putin and Zelenskyy had agreed to refrain from striking one another’s energy infrastructure, but neither side halted attacks.

Zelenskyy told CBS News in an interview after the September proposal that Ukraine would be willing to agree to such a moratorium but doubted Russia would ever reciprocate.

One reason for the Kremlin’s intransigence is that Russia’s attacks on Ukrainian energy infrastructure have a relatively greater impact than Ukraine’s. Ukrainian strikes primarily target Russia oil and gas infrastructure, attempting to cut into the energy revenues Russia uses to fund its war effort.

The attacks have brought Russian oil refining to a 20-year low and reduced diesel production by 30% in 2026, according to the International Energy Agency, but Russia’s economy has shown little sign of collapse.

“For Russia, Ukraine’s attacks are an inconvenience and an inflationary pressure,” Alexander Kolyandr, director for Europe at Eurasia Group, told CBS News. “It is definitely damaging Russia’s economy, but it isn’t putting it on the verge of collapse.”

Russia — with more drones and missiles and an economy 10 times the size of Ukraine’s — is able to inflict more relative pain on both the country’s economy and its civilians. Ukraine has already begun to experience power outages this fall as Russia hammers its power grid heading into winter.

“Because the Ukrainian economy is so much smaller than the Russian one, the relative effect is much higher,” Kolyandr said. “And the Russians by and large do not distinguish between civilian and military infrastructure. Their theory is that any kind of infrastructure is used or can be used for military purposes.”

Last winter, as Ukrainians faced frequent power and heating outages through one of the coldest winters in recent memory, Mr. Trump requested Putin stop striking Ukraine’s energy infrastructure. This week, though, he has directed pressure toward Ukraine.

The pressure comes as Mr. Trump grapples with high global energy prices — a situation he has argued has more to do with the Russia-Ukraine war than the Iran war. Last week, Mr. Trump announced a deal to allow Russia to sell some diesel to the U.S. and global markets, a change of course after years of U.S. efforts to block Russia from financing its war effort by selling petroleum products abroad.

A European official and a Ukrainian official told CBS News that the Trump administration has threatened to stop sharing intelligence and to halt the purchase of U.S.-made weapons by European allies for Ukraine via the PURL procurement system if Ukraine does not stop deep strikes against Russian energy infrastructure.

The Ukrainian official said that Ukraine’s government is taking the threats very seriously as intelligence sharing allows Ukraine to know where and when Russia launches its ballistic missiles from, and the PURL program is the only way Ukraine can purchase its Patriot air defense missiles, already in short supply.

The Financial Times was first to report the American threats to pause intelligence and weapons shipments to Ukraine.

CBS News has reached out to the White House for comment.

Zelenskyy said progress toward an energy ceasefire hinges on the White House’s willingness to impose more pressure on Russia.

“A lot depends on America’s position for de-escalation to actually succeed,” he wrote on X. “Pressure on Russia is needed.”

Trump is playing to his base in red-state campaign swing. But he’s often been dismissive of those voters

It’s been more than 10 years since President Donald Trump quipped, “I could stand in the middle of Fifth Avenue and shoot somebody, and I wouldn’t lose voters.”

His base isn’t nearly so devoted to him these days. But he still returned to the theme this weekend during one of his many recent stops in deep-red territory where Republicans hope he’ll turn out the base for the November midterms.

“When you stand up here, it’s just like the love,” Trump said at a rally in Tennessee. “I could say the stupidest things, and you clap. ‘Oh, I love you so.’”

Both comments were couched as jokes, but both also pointed to a perception that Trump is happy to feed: that his base is almost cultishly devoted to him — as if they are unthinking automatons.

A number of former Trump associates and advisers have said these kinds of comments betray a certain contempt that Trump has for his voters.

And over the years, he has assembled a lengthy volume of comments that could be understood to be similarly dismissive of the base voters who Republicans are pinning their midterm hopes on.

Let’s recap.

Before Trump’s “Fifth Avenue” comment, he tried out a different version.

“One of the things that came out in the one poll — nobody’s ever leaving me,” he said in New Hampshire in 2016, according to NBC News. “I could be the worst person in the world, they’re not leaving.”

Trump said that even if he did “some really inappropriate things, my people stay.”

“I have the most loyal people — did you ever see that?” Trump said in Sioux Center, Iowa, adding: “I could stand in the middle of Fifth Avenue and shoot somebody, and I wouldn’t lose voters.”

He added: “It’s, like, incredible.”

“Even the really dishonest press says Trump’s people are the most incredible,” he said in Sparks, Nevada, just before the state’s caucuses.

“I mean I had already 68% would not leave under any circumstances,” he added. “I think that means murder. I think it means anything.”

After winning the caucuses, Trump pointed to his superior polling numbers among voters with less formal education, which has been one of his most loyal demographics over the years.

But he rather provocatively called them the “poorly educated” — repeatedly.

“We won with young. We won with old. We won with highly educated. We won with poorly educated,” Trump said, adding: “I love the poorly educated.”

In making an appeal to Black voters, Trump offered a pretty dismal review of their conditions.

“Look, what do you have to lose?” he said in Michigan. “You live in your poverty, your schools are no good, you have no jobs, 58% of your youth is unemployed. What the hell do you have to lose?”

As CNN’s Kevin Liptak noted late in the 2020 campaign, Trump’s pitch to voters often included saying he wouldn’t have visited their locales if he didn’t have to. He often pointed to the freezing weather.

“Before the plague [Covid] came in, I had it made. I wasn’t coming to Erie,” Trump said in Pennsylvania. “I mean, I have to be honest: There’s no way I was coming.”

In another jokey comment, Trump told people assembled in stifling heat in Las Vegas that he needed them to live so they could deliver for him at the ballot box.

“Do you feel the breeze? ’Cause I don’t want anybody going on me,” Trump said. “We need every voter. I don’t care about you; I just want your vote. I don’t care.”

A joke, sure. The crowd laughed. But six rallygoers were hospitalized for heat-related illness.

“Their new SCAM is what we will forever call the Jeffrey Epstein Hoax, and my PAST supporters have bought into this ‘bullshit,’ hook, line, and sinker,” Trump wrote on social media about the push to release more documents related to Jeffrey Epstein. “They haven’t learned their lesson, and probably never will, even after being conned by the Lunatic Left for 8 long years.”

Trump called these people “weaklings” who “do the Democrats work.”

(Left unsaid: The fact that many of those who had pushed this story before he returned to office were his own high-profile supporters. That included some who went on to serve in major roles, such as FBI Director Kash Patel.)

Saturday: ‘I could say the stupidest things, and you clap’

“When you stand up here, it’s just like the love,” Trump said in Tennessee. “I could say the stupidest things, and you clap. ‘Oh, I love you so.’ It’s true.”

After some laughter, the president assured that isn’t what he actually does.

“But we don’t say the stupidest things,” he said. “We say things of common sense.”

Democratic National Committee Chairman Ken Martin defended his party’s big-tent approach Monday, arguing Democrats must continue expanding their coalition even as Republicans target the party over its ties to democratic socialists.

Martin was pressed during an interview on MSNOW about whether the Democratic Socialists of America (DSA) is a liability for the party ahead of the midterm elections.

“So let me just say, I’ve always taken a big-tent approach to how you build a party,” Martin said. “That’s why I was successful for all these years in Minnesota. I believe you win through addition, not subtraction. You win by growing your coalition, not shrinking it.”

“And sometimes, is there a middle ground, though, when Americans see that…” interjected MSNOW anchor Peter Alexander.

“No, not at all, because that’s where the vast majority of Americans are at,” Martin replied. “Maybe right in the middle, or a little center-left, or a little center-right. But it doesn’t mean we can’t bring new voices into the party, right? Of course, we have to keep growing and we have to keep expanding this tent,” Martin reiterated.

The DSA has advocated far-left policies, including abolishing police, prisons and U.S. Immigration and Customs Enforcement (ICE), as well as eliminating immigration restrictions and expanding public ownership.

President Donald Trump and Republicans have frequently targeted the DSA ahead of the November elections. Earlier this month, Trump’s Council of Economic Advisers released a report estimating that adopting seven major DSA policies would add $49 trillion to federal deficits over 10 years, equivalent to more than $350,000 per American household.

Data center boom puts Republicans in a bind before midterm elections

A year ago, there weren’t many voters talking about data centers. Now, the massive facilities being built to satisfy the enormous energy needs of the AI boom have become one of the most explosive issues of the 2026 midterms, and their construction is opening a divide between the Trump administration and Republicans running in state and federal races this fall.

When ChatGPT launched in late 2022, most data centers were being built in blue states. But by 2025, 68% of data centers online were in red states. Now, 75% of data centers under construction and 80% of data centers in the planning stage are in predominantly Republican states, according to new data from Cleanview Research, an independent energy market intelligence company tracking data center development.

“Red states have more of a history of accepting large, energy intensive, infrastructure projects — even those that might have detrimental effects on communities,” said Chris Millay, a data center analyst at the macroeconomic consultancy Greenmantle. He also points to the relative lack of environmental regulation and the availability of open land as reasons rural states are receiving more investment.

President Trump sees the AI race as critical to the economy and national security, and he’s one of data centers’ biggest boosters. At a recent Ohio rally, he said of data centers, “We want them … look, there’s so much money to be made for Ohio — you can’t just turn them off. They’ll go to China.”

He has repeatedly dismissed public opposition to data centers, posting on Truth Social that “the only reason that communities throughout the U.S.A. should not want Data Centers is if they want to end up being backwards and poor.” Mr. Trump has also resisted regulation, though he has called on developers to give back to local communities through education, lower taxes, job creation and energy cost protections.

Red states may be hosting most of the boom, and increasingly, communities living next to data centers are pushing back. People who live near data centers have reported concerns about their property values, noise, higher energy bills and resource depletion. Meanwhile, calls for moratoriums are spreading through communities across the country.

Overall, opposition to data centers outweighs support by 30 points, with polls showing the majority of Republicans oppose the construction of data centers near them.

“It’s such a consensus issue it’s really impossible to take the other side,” said Millay. “When voters see a politician who supports data centers, they think, ‘Well, how am I going to trust him with my job?’”

Some of the president’s closest allies have begun to break with him on the issue. In Texas, which has the most data centers under construction, GOP Gov. Greg Abbott has paused environmental permits and grid connections for new data centers. Abbott, who is seeking a fourth term, is in a surprisingly close race against Democrat Gina Hinojosa.

In Texas’ tight Senate race, the Republican nominee, state Attorney General Ken Paxton, wants to end Texas’ sales tax break for data centers. He has also said they should be held criminally liable if they power AI chatbots that endanger children.

Data centers seem to be the single issue where Democratic and Republican candidates sound nearly identical.

In Ohio, Amy Acton, the Democratic nominee for governor, said in a press release, “I am calling on our Statehouse to pass a conditional moratorium on data centers.”

Her GOP opponent, Vivek Ramaswamy, has gone further. He vowed to “issue an executive order on my first day in office to immediately halt the approval of any new data center project announcements in Ohio,” and to keep that pause in place until lawmakers pass his “Ohioans-First” law, which would require data centers to provide free electricity to surrounding residents.

A recent New York Times/Siena poll found that data centers are a weak point for Ohio Republican Sen. Jon Husted, with voters favoring his opponent by an 11-point margin on the issue.

Campaigns have spent $45 million this year on ads that mention data centers — most of them in opposition — according to AdImpact.

In Georgia, where candidates have spent nearly $13 million on ads mentioning data centers — more than any other state — the Republican gubernatorial candidate, Rick Jackson, is sticking with Mr. Trump. While the Democratic candidate, Keisha Lance Bottoms, is calling for a temporary moratorium on construction, Jackson says the decision should be left up to local officials.

Jackson made the case for data centers at a recent press conference, saying he wanted “to educate people on the benefit if they want a data center.” Some counties, he said, expect they “will have zero property taxes after the data center goes in.” Effingham County, where OpenAI plans a $20 billion data center, has pledged to use some of that revenue to cut homeowners’ property taxes.

Because most of the next wave of data centers is largely planned in states Mr. Trump won in 2024, the choices Republican candidates make, siding with voters or with the president, could decide whether those projects are paused, made more expensive or even canceled.

A survivor of the 2009 Fort Hood massacre says she wishes the mass shooter could be killed one time for every life he took that day – but even she is questioning the military’s decision to livestream his death.

Nidal Hasan, 56, is scheduled to face execution by firing squad on Dec. 3, 2026, and Secretary of War Pete Hegseth announced earlier this month that it will be made available to stream to the public.

“Why would people want to see that?” Julia Wilson, a former Defense Department civilian employee who survived the shooting 17 years ago, told Fox News Digital.

Wilson wants the mass shooter executed, and, as a victim, she wants to attend his execution and look him in the eye.

Hasan, an Army psychiatrist at the time, walked into a soldier readiness center on Nov, 5, 2009, on the Texas Army post and opened fire, killing 13 people and wounding 32 others. Following a military court-martial verdict, Hasan was sentenced to death on Aug. 28, 2013.

On Oct. 2, President Donald Trump approved the death sentence, and days later Hegseth announced it would be by a public firing squad.

“Personally, I do want to be there,” Wilson told Fox News Digital. “I do want to look him in the eye to let him know, ‘Look, I may have been your victim that day, but I’m not your victim anymore. I survived you. My child survived you, a lot of us survived you. You didn’t do as much damage as you thought you were going to.’”

“You did what you did,” Wilson continued of Hasan’s attack. “Too bad we can’t kill you 13 times over.”

But Wilson has reservations about the decision to broadcast Hasan’s execution to the public.

“I’m kind of shocked that they’re going to go so far as to televise it,” Wilson said. “I don’t really know how to feel about that.”

She fears broadcasting his death could pose a risk of exposing children to the kind of violence she has spent nearly 17 years trying to forget.

“Unfortunately, some children may end up seeing that, that don’t need to see something like that,” Wilson said. “Seeing my soldiers murdered that day, that was the first time I’ve ever seen anything like that. And I can never wash it out of my mind.”

“I don’t know why anybody would want to actually see something like that happen.”

Wilson’s concerns echo objections raised by lawmakers on both sides of the aisle.

“Hasan should face the death penalty, but making his execution public and streaming it? Beyond disgusting,” Sen. Thom Tillis, R-N.C., posted to X on Thursday. “Public executions are what oppressive dictatorships like Iran and Afghanistan do. It should not be happening in America.”

Trump said Saturday that he will make the decision of whether or not to livestream Hasan’s execution, acknowledging that he knows “what the military would like to do” following Hegseth’s confirmation.

Vice President J.D. Vance also said Friday that he was not sure that the federal government will be livestreaming the execution, also adding that he would not personally view the livestream.

“As far as the execution, I have a lot of mixed feelings on it, to be quite honest,” Wilson said. “Yes, I’m glad that it’s moving forward. No, I…don’t ever want to see another human being die.”

“But in the same fold, an eye for an eye.”

Wilson was working at Fort Hood’s Soldier Readiness Processing Center when Hasan opened fire. At the time, she was nine months pregnant and had reached her due date.

She recalled the moment when she first saw soldiers down and heard the gunfire after pulling into the parking lot upon returning to the center from a lunch break with her mom.

“Before I got the chance to shut off my engine and really get out of the vehicle, that’s when the gunfire started,” Wilson said. “I had several things go through my mind. You know, they say that you have fight, flight or freeze. I kind of had all three. “

She recounted the chaos during the shooting after going into the center building for the first time since taking cover in her car, which she says her supervisor advised her to do.

“Eventually he came back for me and I figured, ‘Okay, maybe… I’m a little bit out of the chaos.’ No, absolutely not,” Wilson said.

She continued, “I get into my building. Desks are tossed everywhere. It’s a total wreck. There’s blood on the wall, blood on the floor, people working on people. And I just kind of locked up.”

“A wounded soldier came in the door opposite of me and said, ‘He’s in the building, he’s shooting, get the f–– out of here. “

Wilson said that Hasan receiving the death penalty will still not bring full justice to the victims of the tragedy.

She called out the federal government for classifying the shooting as “workplace violence,” urging the shooting to be reclassified as an act of domestic terrorism.

“We’ve been betrayed by the government for 17 years,” Wilson said. “They left this as workplace violence. They never declared it domestic terrorism because it was all about, ‘Hey, we need to be politically correct and watch out for his rights.’ Well, what about my rights? And what about me? And what about my family? And what about those that were murdered? And what about those that were injured?”

Wilson has written a letter to Trump calling for the reclassification of the shooting to be recognized as domestic terrorism.

“It’s time for healing, Wilson said. “And that healing can not start until the situation is fully rectified, until there’s full justice.”
