    Washington — A federal judge on Thursday temporarily blocked the U.S. Postal Service from enforcing its new requirements for mail voting for the November midterm elections.

    The order from U.S. District Judge Indira Talwani is the latest development in the legal battle over President Trump’s efforts to tighten the rules for mail voting ahead of the November elections. That fight escalated this week, after the Supreme Court halted a decision in a different case that had blocked the Trump administration from implementing provisions of an executive order that aims to restrict mail voting.

    On the heels of that ruling from the nation’s highest court, a group of two dozen states and the District of Columbia filed a new lawsuit Wednesday seeking to block the new rule from the Postal Service, published last week, that regulates mail voting for the upcoming federal elections. A coalition of voting rights groups also challenged the new requirements, which were issued in response to Mr. Trump’s executive order.

    The states and voting rights groups argued that Congress has not given the Postal Service the authority to set the rules for federal elections or mail voting. Instead, the Constitution gives states the power to administer elections, the challengers said.

    For 14 days, Talwani agreed to halt enforcement of several key provisions of the Postal Service’s rule for the upcoming elections, which will determine which party controls the House and Senate.

    “Based on the record presently before the court, Plaintiff States face irreparable harm where they are required to comply with a likely unconstitutional regulation for which compliance is practically impossible as to the 2026 midterm elections, now little more than two months away,” Talwani wrote in her 11-page order. “Most Plaintiff States have already ordered their mail ballots, and some are required by state law to send them to eligible voters as early as next week.”

    The states, she continued, “have neither time nor funds to design new mail ballots, seek approval of the new designs, order production of mail ballots, update their own election management systems, train election officials to use the USPS portal, and upload citizen data to the portal, all before the midterms.”

    Talwani said Congress did not delegate authority to the Postal Service to regulate election mail. She found that the states are likely to succeed on the merits of their arguments that the agency lacked authority to issue the rule, which the judge said is likely unconstitutional.

    “If Plaintiff States are unable to comply with the Final Rule, an outcome that seems unavoidable given the timeframe, they will violate their obligations under the Constitution and State laws to administer elections,” the Boston-based federal judge wrote.

    The Justice Department is likely to appeal the decision, and the challenge to the new restrictions for mail voting could land before the Supreme Court.

    New York Attorney General Letitia James, who was among the 24 attorneys general suing, criticized the new regulations in response to Talwani’s order.

    “This rule is a clear attempt by the federal government to interfere in elections it has no power to control,” she said in a statement. “Today, a federal court halted it before this administration could wreak havoc on our elections. “

    The dispute arose out of an executive order Mr. Trump signed in March that sought to restrict mail voting, which the president frequently claims leads to widespread fraud, though he has not put forth evidence in support of his claims.

    The order directs the Department of Homeland Security to compile “State Citizenship Lists” of confirmed U.S. citizens who are eligible to vote and instructs the attorney general to prioritize investigations and prosecutions against election officials who issue ballots of people ineligible to vote.

    But at the center of these lawsuits is the Postal Service’s final rule that establishes design requirements for mail ballot envelopes, including trackable barcodes, and requires state election officials to submit to an online portal lists of intended mail-ballot recipients. The Postal Service will then compile that information into state-specific “Mail-In and Absentee Participation Lists.”

    The agency said in the rule that it “will not play any role in determining voter eligibility, maintaining voter rolls, or counting ballots.”

    Monday’s Supreme Court ruling involved an earlier lawsuit filed by 23 Democratic-led states that sought to block Mr. Trump’s executive order. While the high court sided with the Trump administration, its decision was procedural, and the high court did not rule on the merits of the mail-in ballot restrictions that Mr. Trump is seeking to impose. Instead, the Supreme Court’s conservative majority said the states had brought their lawsuit too early.

    The Postal Service rolled out its new requirements with the November midterms quickly approaching, leaving states with little time to implement them. North Carolina will begin sending mail ballots to military and overseas voters Sept. 4, and several other states will start making them available in mid-September.

    The states had warned in their lawsuit that as a result of the measure, election officials had to “accomplish multiple Herculean tasks, each necessary to address the disruption caused by the Rule, in a matter of weeks, with limited resources.”

    If not blocked, “the Rule will frustrate or outright prevent Plaintiff States from administering their mail voting programs in November and foreseeably disenfranchise voters who vote by mail. Indeed, this seems to be what the President prefers,” state officials said.

    But Justice Department lawyers told the court that the rule makes only “modest informational requirements on” states and localities sending federal mail ballots and argued states retain control over the administration of their elections.

    “The Rule does not displace a single State election law. And it need not and should not prevent a single voter from voting by mail,” they said.

    The Justice Department warned that if the rule were temporarily blocked, and then allowed to take effect before the November midterms, the states and the Postal Service would be even more rushed to implement it.

    “[T]his is ultimately a regulation of the U.S. mail, and a modest one at that — not a federal takeover of election administration by the Postal Service,” government lawyers wrote.

    A judge late Thursday permanently barred the Trump administration from enforcing a set of rules aimed at cutting off Anthropic from the federal government, ruling the administration had unconstitutionally punished the artificial intelligence company for protected speech.

    The ruling marks a victory for Anthropic in its monthslong legal battle against the administration over its push to impose guardrails on its powerful AI model Claude, which is used by the military. Anthropic sought to prevent Claude from being used for mass surveillance or fully autonomous weapons, but the military argued it should be allowed to use the model for all lawful purposes.

    With the two sides unable to reach a deal, President Trump ordered federal agencies to stop using Claude earlier this year, and Defense Secretary Pete Hegseth declared the firm a supply chain risk, aiming to prevent private defense contractors from using it to do work for the military. The administration argued those moves were necessary to safeguard national security.

    In her ruling Thursday, U.S. District Judge Rita Lin of San Francisco declared that those actions violated the First Amendment by punishing it for disagreeing with the government, calling them “unlawful retaliation against Anthropic for constitutionally protected expressive activities.” She also said the moves against Anthropic violated the company’s due process rights.

    Lin said her order does not require the government to use Anthropic or stop it from giving another AI firm its business, “so long as those actions are consistent with applicable regulations, statutes, and constitutional provisions.”

    “The government is certainly owed deference on weighty issues of national security,” Lin wrote in a 59-page opinion. “But Defendants’ contemporaneous words and deeds confirm that the challenged actions were based on a desire to make a public example out of Anthropic for its ‘arrogance’ in criticizing the government, not based on any articulable basis to believe that Anthropic would actually sabotage its model.”

    A highly radioactive material used to treat cancer is back on U.S. soil after American officials removed it from Guatemala over concerns it could be stolen and used to create a “dirty bomb.”

    The cobalt-60 source had been housed inside a disused medical radiation device before U.S. and Guatemalan teams removed the radioactive component and transported it to secure storage in the United States.

    The U.S. National Nuclear Security Administration (NNSA) announced the operation Thursday, saying it was part of a broader effort to prevent dangerous radioactive materials from falling into the hands of terrorists and other adversaries.

    The operation began in May, when specialists from the NNSA’s Los Alamos National Laboratory in New Mexico worked with a facility in Guatemala to remove part of a U.S.-origin teletherapy machine containing cobalt-60.

    Guatemalan officials assisted with transportation, logistics and physical security.

    Cobalt-60 is used in medical devices to treat cancer, but the NNSA said highly radioactive sources can pose a security threat if stolen. The agency said the material removed from Guatemala could have been used to create a radiological weapon, commonly known as a “dirty bomb.”

    The removal comes as the Trump administration emphasizes preventing terrorists from obtaining chemical, biological, radiological or nuclear weapons. The administration’s 2026 Counterterrorism Strategy identifies preventing terrorists from acquiring such weapons as a critical U.S. national security responsibility.

    “Our mission is simple: protect American citizens, secure our borders, and ensure our adversaries never get their hands on materials that could harm our country,” Matthew Napoli, deputy administrator for the NNSA’s Office of Defense Nuclear Nonproliferation, said.

    “This successful removal is a massive win for homeland security and demonstrates our positive relationship with the Guatemalan government. NNSA will do whatever it takes to defend America and keep our communities safe,” Napoli added.

    Guatemala’s National Centre of Radioactive Wastes and Ministry of Energy and Mines provided transportation, logistical and physical security support during the operation, according to the NNSA.

    “Thanks to our collaboration with NNSA and DTRA in removing high-risk radioactive material from our facility, we were able to eliminate the danger it posed to our community and country,” Mayra Villatoro, head of the Unit of Technical Laboratories at Guatemala’s Ministry of Energy and Mines, said.

    After the NNSA securely packaged the cobalt-60 component, the Defense Threat Reduction Agency (DTRA) provided secure transportation back to the U.S.

    “The successful repatriation of the cobalt-60 source is a product of vital U.S. Government interagency cooperation,” Robert Bridges, DTRA program manager of Nuclear Transportation & Disposition, said. “We are proud to work with NNSA to take meaningful action in their mission to eliminate radiological risk and keep America safe.”

    The operation is part of the NNSA Office of Radiological Security’s work with foreign governments and other partners to remove high-activity radioactive material and strengthen protections around radioactive sources.

    Dolly Parton’s sister, Stella Parton, said the country music icon offered to try experimental drugs if there was “no hope” in her cancer battle, in an effort to help others.

    “What the world saw is exactly who she was, so much so, she told me recently that if there was no hope for her, she would still allow her medical team to try experimental drugs in the hope of helping others in the future,” Stella Parton said in a Facebook post.

    “My sister was always thinking of others and if you want to honor her legacy, show more kindness, lift others up and give more of your time and resources as she continued to do to the very end,” Stella Parton wrote.

    Dolly Parton was widely recognized for her philanthropy. Through the Dollywood Foundation, founded in 1988, she worked to improve education in her hometown and later expanded those efforts by covering higher-education costs for Dollywood employees. She also created the Imagination Library, which provides free books to young children. In 2020, she donated $1 million to Vanderbilt University’s COVID-19 research, which contributed to the development of the Moderna vaccine.

    Dolly Parton died Tuesday after a brief battle with cancer. She was 80. Following her death, politicians, including President Trump, and celebrities, including her goddaughter, Miley Cyrus, mourned the loss of the country music legend and praised her as an icon whose legacy will never be forgotten.

    Last October, Dolly Parton’s sister, Freida Parton, raised concerns about the singer’s health by asking fans to pray for her, though Dolly Parton later said she was OK. In May, Dolly Parton said she was responding well to treatment for health issues, including kidney stones, but canceled upcoming Las Vegas performances because she wasn’t ready to return to the stage.

    Dolly Parton grew up in poverty in rural Tennessee as the fourth of 12 children. Stella Parton was the sixth sibling and also had a career in the music industry.

    Stella Parton said she and Dolly Parton had weekly coffee dates, adding that her “Tuesday morning coffee time will never be the same but [Dolly Parton’s] love, respect and goodness will remain.”

    “If anyone gets to heaven I’m sure she made it right on time. I know she’s showing out big time, in all her sparkles and shine. That was my sister’s way,” Stella Parton wrote.

    The murder trial of Duane “Keffe D” Davis in the 1996 killing of Tupac Shakur is headed to closing arguments after the defense rested Thursday following testimony from three former Las Vegas police officers.

    Jurors are scheduled to return Monday for closing arguments before beginning deliberations in the only prosecution brought in the killing of the hip-hop icon. The presentation of evidence ended after nine days of testimony.

    Davis, 63, did not take the stand.

    Shakur was riding in a BMW on Sept. 7, 1996, when a white Cadillac pulled up next to it at a red light near the Las Vegas Strip and gunfire erupted. Shakur was shot multiple times and died six days later. The driver of the BMW, Marion “Suge” Knight, survived.

    Years later, Davis would say he procured the gun and his nephew, who has since died, fired the shots. Prosecutors say Davis orchestrated the killing, and he faces life in prison if convicted of murder with a deadly weapon with the intent to promote, further or assist a criminal gang. He has pleaded not guilty.

    Defense attorney Michael Sanft has argued that Davis fabricated or embellished his accounts of the killing for money and notoriety and that investigators failed to independently corroborate his claims.

    Retired Las Vegas homicide detective Dan Long, the defense’s final witness, testified that he tried unsuccessfully to verify several details Davis provided during a 2009 police interview.

    Davis told Long that his nephew, Orlando “Baby Lane” Anderson, had gone to a Las Vegas hospital after being beaten by Shakur and others in a casino brawl hours before the rapper was fatally shot. Long said he was unable to find hospital records confirming Anderson was treated there.

    Long also tried unsuccessfully to locate records for a white Cadillac that Davis said had been rented before the shooting.

    Asked by a juror whether he had been able to verify that Davis was actually in the Cadillac the night Shakur was killed, Long said Davis himself told him he was in the car and that the shooting came from it.

    On follow-up questioning by Sanft, Long acknowledged he had no independent facts outside of what Davis told him confirming he was in the Cadillac.

    Prosecutors countered that Davis’ account matched information already developed by investigators. On cross-examination, Long testified that Davis identified the same four men investigators already believed were in the Cadillac when Shakur was shot.

    Long also said he returned to Las Vegas after interviewing Davis in 2009 intending to seek an arrest warrant for murder because he believed there was probable cause, but prosecutors at the time told him to stand down while they reviewed the matter.

    The defense also called two former Las Vegas police officers who were assigned to keep the peace at Knight’s home on the night of the shooting. They testified about vehicles entering and leaving the gated residence, including a cream- or white-colored Cadillac.

    The case remained unsolved for decades before Davis’ public interviews and 2019 memoir helped revive scrutiny of the killing.

    Prosecutors rested Wednesday after calling 24 witnesses. They contend Davis orchestrated Shakur’s killing in retaliation for the casino fight involving Anderson, and their case relied heavily on Davis’ own accounts over the years, including interviews, his memoir and recorded jail calls.

    Cyclospora outbreak linked to recalled iceberg lettuce tied to 3 more states, FDA says

    Parasitic illness cases linked to recalled iceberg lettuce have now been confirmed in 20 states, federal health officials said Thursday, expanding the scope of the largest outbreak of its kind in the U.S.

    The Food and Drug Administration said government scientists have now identified cyclosporiasis cases in three additional states: Georgia, Tennessee and Texas. Other states impacted by the outbreak include Arkansas, Iowa, Illinois, Indiana, Kansas, Kentucky, Massachusetts, Maine, Michigan, Missouri, Nebraska, New Hampshire, North Carolina, Ohio, Oklahoma, Pennsylvania and West Virginia.

    The tally of people sickened in the outbreak by the parasite cyclospora is now 11,458, the FDA said, up from about 10,900 reported last week. There have been two deaths linked to the outbreak, both reported in Michigan. The two residents had “significant underlying health conditions,” the state’s Department of Health and Human Services has said.

    The FDA, U.S. Centers for Disease Control and Prevention and state health officials have focused their investigation on lettuce grown at a farm in central Mexico operated by Taylor Farms, a major U.S. produce supplier.     The FDA said its staffers are continuing to inspect and test produce at the farm, in cooperation with officials from the Mexican government. The U.S. agency said it “remains confident that all recalled iceberg lettuce related to this specific cyclospora outbreak is off the market.”

    Cyclospora is a microscopic parasite that commonly causes watery diarrhea “with frequent and sometimes explosive bowel movements,” according to the CDC. Outbreaks tend to occur most often in the late spring and summer.

    The heat-loving parasite infects the bowels and spreads through feces. The illness, called cyclosporiasis, is less common than foodborne illnesses caused by other germs, including salmonella and E. coli. Many cyclosporiasis cases are never linked to a specific food or other source.

    Earlier this week, the CDC reported that there have been about 17,180 confirmed cyclosporiasis cases in the U.S. this year. There have been 922 hospitalizations, according to the agency. Previously, the worst year in the U.S. for infections was 2019, when about 4,700 illnesses were reported nationally.
