    JACKSON HOLE, Wyoming, Aug 28 (Reuters) – Federal Reserve Chairman Kevin Warsh will address an audience of international economists and central bankers on Friday, with investors globally watching for him to offer more details about the economy, recent ​volatility in bond markets, and the risks facing the U.S. and global outlooks.

    Warsh’s speech at the U.S. central bank’s high-profile economic symposium in Jackson Hole, Wyoming, has emerged as an important test just three months ​into his tenure as Fed chief. At issue is whether he can maintain his less-is-better approach to monetary policy communications or feels compelled to provide at least a rough roadmap of how he views elevated inflation and — critically — what might prompt him to conclude that higher interest rates are needed to contain it.

    It’s a question other Fed policymakers have been willing to discuss publicly, often in blunt terms. That more open approach has been the norm in an era of greater central bank transparency, with Warsh’s reluctance to delve too deeply into the details seen as a missing element.

    Hours before ​the conference’s opening dinner on Thursday night, some of Warsh’s colleagues laid out the case for why rates might need to rise, including Kansas City Fed President Jeffrey Schmid, the host of the Jackson Hole event.

    “I don’t ​know what we’re restricting currently with the rate policy that we’re at today,” he said in a CNBC interview, indicating he feels the Fed’s current policy rate, fixed in the 3.50%-3.75% ⁠range since December, is not holding back spending and investment as it would need to do to slow inflation. Inflation is “still stubborn and it’s still sticky and we’ve got to continue to find ways to break through,” he said.

    “Now is the ​time to act,” Cleveland Fed President Beth Hammack said in a separate CNBC interview, while Boston Fed President Susan Collins was more tempered.

    In an interview with Reuters, Collins said recent inflation data was “mixed,” with headline inflation remaining too high but the details showing ​some more promising signs, and the need for a rate hike still an open question.

    ‘INFLATION IS JOB ONE’

    Discussion of a possible quarter-percentage-point rate hike may seem trivial in terms of any immediate influence on the economy, whose growth outlook appeared to brighten this week after the release of solid data for consumer spending and durable goods orders in July.

    But Warsh at this point needs to make clear he is willing to do what’s needed if inflation remains stalled significantly above the Fed’s 2% target or begins to rise again, said Adam Posen, president of the Peterson Institute for International ​Economics and a former member of the Bank of England’s policymaking committee.

    “What he should do is quote himself from previous speeches, press conferences, confirmation hearings: ‘Inflation is job one. A number of my colleagues on the (Federal Open Market) Committee have raised concerns. ​I think these concerns are legitimate, and we will not fail to act in the near term,’” Posen said.

    Posen said such a stance would allow Warsh to be blunt about his willingness to raise rates, if needed, without abandoning his prior statements that he believes ‌rising productivity and ⁠other factors will help keep inflation low over time.

    Warsh is scheduled to begin speaking at 10 a.m. EDT (1400 GMT) in a keynote address kicking off two days of discussion at a forum that has evolved over nearly half a century into a premier setting for central bank debate and economic research.

    The topic this year is financial innovation, but as in most years the sidebar and dinner discussions are likely to be focused elsewhere: On Warsh and, in particular, the emerging question of whether Treasury Secretary Scott Bessent’s recent intervention in the bond market signals difficulties ahead for the Fed leader.

    In the extreme, the needs of monetary policy to temper inflation with rate hikes could conflict with the management of the $40 trillion in outstanding U.S. public debt and President Donald ​Trump’s desire to borrow the money to finance it as cheaply as ​possible.

    Global central bankers, always a healthy contingent at Jackson ⁠Hole, have their own interests at stake, since the Fed’s interest rate decisions influence currency values, inflation, and interest rates worldwide.

    GUIDANCE VERSUS REACTION FUNCTION

    Warsh’s reticence to provide guidance on coming policy decisions is by design. Even some of his Fed colleagues agree it is unwise to lean too heavily towards any particular outcome and risk setting expectations that later have to be ​changed because of an evolving economy.

    Recent inflation data has shown little improvement. The Personal Consumption Expenditures Price Index, the measure used by the Fed to set its inflation target, ​remained steady but well above target ⁠at 3.7% in July. But the strength of the job market remains a question mark; some economists expect consumer spending to weaken and temper economic growth and prices; and others think the current pressure on inflation from tariffs and oil prices could ease and push inflation lower.

    In an essay earlier this week, International Monetary Fund Financial Counsellor Tobias Adrian said the use of forward guidance to make commitments about interest rates “can become costly in an environment marred by supply shocks” that quickly change the outlook and the policy response.

    But ⁠he also drew ​a distinction with guidance that outlines how policymakers view coming risks or scenarios, and how they would likely react as data show what path the ​economy is following — elements of public understanding he argued were essential for effective central banking.

    “They still need to explain which data matter, specifically, and how such data affect their policy decisions,” Adrian wrote. “Reaction functions rarely imply a straightforward formula, as central banks tend to avoid mechanical rules. Judgment remains indispensable. Yet ​qualitative reaction function communication is foundational for these institutions’ credibility and accountability.”

    That’s an area where some observers feel Warsh has fallen short, and are looking to his speech on Friday for a possible fix.

    Russia’s harrowing history has bred a dark sense of humor in its citizens.

    CIA Director John Ratcliffe’s hosts therefore surely appreciated the irony when he flew into Moscow this week, reportedly to tell the Russians that they are losing their debacle of a war in Ukraine.

    Russian spy chiefs might have pointed out that President Donald Trump, like President Vladimir Putin, is also embroiled in a war — in Iran — that he can’t win and can’t end.

    Two leaders in two different conflicts face a similar dilemma: They can’t achieve their war ends. But they can’t walk away and save face.

    Each launched hostilities after apparently underestimating the tenacity and capacity of adversaries whose militaries were dwarfed by the conventional power and matériel of US and Russian forces.

    Both Putin and Trump saw their tactical military advantage undermined by unconventional asymmetrical tactics by Ukraine and Iran that pioneered cheap new technologies like drones and a new era of warfare.

    In its report describing Ratcliffe’s visit, the New York Times noted a concern long shared by many in the Washington foreign policy community that Putin is not getting honest assessments of the war’s trajectory. Many observers wonder whether Trump’s sunny assessments of US victory in Iran mean he’s also poorly served by an inner circle unwilling to give him bad news.

    Washington and Moscow are no strangers to costly foreign entanglements; both, for example, were humbled by wars in Afghanistan. Russia’s disaster in Ukraine in some way recalls the US defeat in Vietnam.

    Still, the parallels between two strongman leaders now stuck in wars they started, while apt, only go so far.

    Trump has not copied Putin’s grave error of pouring ground troops into a quagmire — a decision that has left more than 1.4 million young Russians dead, injured or missing, according to the Center for Strategic and International Studies.

    Putin, a true authoritarian leader, is less constrained than Trump by domestic dynamics. Such a toll would be politically unsustainable in the US.

    And while Putin is raining terror and death on Ukrainian cities and power plants with missile and drone raids, Trump has largely avoided deliberately targeting civilians and civil infrastructure in his war. He has declined, however, a full public accounting of a missile strike that hit an Iranian school in February, killing nearly 200 children and adults, which apparently resulted from the use of outdated intelligence.

    Ratcliffe’s surprise visit to Russia came at a moment of flux and somber omens in international relations as the wars in Ukraine and Iran destabilize the wider Middle East, entangle the world’s great powers and raise fears of widening geopolitical conflict.

    The CIA chief had a broad agenda.

    He warned Russia against any overt or covert attacks on NATO territory amid growing fears in Europe that Putin might test the alliance’s defenses, two people familiar with the matter told CNN. Ratcliffe also used his meetings with Russian espionage officials to encourage Russia to cut off economic and military support for Iran.

    His mission could offer a measure of relief to US allies who’ve long fretted about Trump’s commitment to NATO and its security guarantees. And a fresh US attempt to end the Ukraine war would be widely welcomed, even if the president’s downgrading of military aid to President Volodymyr Zelensky’s government raises suspicions about his motives. Trump still hasn’t followed through on an apparent offer this summer to allow Ukraine to license the production of Patriot anti-missile systems.

    Trump once predicted he could end the war in Ukraine in 24 hours, but his peace efforts have gone nowhere. His repeated claim that Putin wants to make peace is incessantly disproved by events.

    The United States has been an arm’s-length player in the Ukraine war since the start. Russia has its own over-the-horizon role in the Iran war.

    US missteps in Iran are especially in the spotlight this week because the war has hit its six-month mark as the administration turns from military action to all-out economic warfare.

    Russia may have little strategic interest in easing Trump’s plight in Iran. Any quid pro quo involving Ukraine would founder on the US president’s previous failure to browbeat Kyiv into territorial concessions.

    CNN reported in March that Russia has provided Iran with intelligence about the locations and movements of American troops, ships and aircraft, according to multiple people familiar with US intelligence reporting on the issue. Much of the intelligence Russia has shared with Iran has been imagery from Moscow’s sophisticated constellation of overhead satellites.

    Putin’s anti-Western posture means Russia is constantly combating US and Western influence in the Middle East and elsewhere. He’s likely playing a longer game than Trump, whose term ends in two-and-a-half years.

    Still, Washington could use the help of Moscow — and Beijing — with its new policy of utter economic isolation for Iran.

    “For the economic pressure to bear fruit, (Trump) has to be able to get some cooperation with the Chinese, the Russians, and other regional actors that are the main trading partners for the Iranians,” Firas Maksad, Eurasia Group managing director for the Middle East and North Africa, told CNN International on Thursday. “I think he’s going to have a real hard time getting the Chinese to cooperate … It’s a similar situation with Russia.”

    As the implications of Ratcliffe’s trip sunk in Thursday, the Washington Post reported that his visit was preceded by fresh US intelligence suggesting the Kremlin sees the US as weakened by the Iran war.

    Trump’s failure to decisively win the conflict has not only bruised US credibility; it has also depleted munitions and strained naval and air forces. It would not be surprising therefore if US adversaries like Russia and China question Washington’s capacity for or interest in responding to any crisis in Europe or Asia.

    “Because Donald Trump decided to go to war against the Iranians, without a strategic goal, without a plan, without a timeline, without a way out, and now he is stuck — yes, sure, that helps the Russians,” Democratic Sen. Mark Kelly of Arizona told CNN’s Brianna Keilar on Thursday. “And by the way, the Russians are helping the Iranians.”

    Trump, however, argues that his friendly relationship with Putin makes the world safer. He insisted on Thursday that there was no danger of Putin taking any action that could cause a conflict with the West. “I’ve had good talks with him. He’s not going to be attacking a NATO territory,” he told CNN’s Kristen Holmes in the Oval Office.

    Still, multiple layers of intrigue surrounding Ratcliffe’s trip to Moscow represent a fascinating new twist in the extraordinary relations between two leaders who face a common strategic conundrum that may define their legacies.

    The Iran war may not be as existential for Trump’s political and personal survival as the conflict in Ukraine is for Putin. But like his friend in the Kremlin, he’s cornered by his own war.

    The U.S. military this week used a laser to shoot down three drones along the U.S.-Mexico border that were allegedly operated by drug cartels, the Pentagon said Thursday.

    The three unmanned aircraft systems were shot down late Tuesday night and early Wednesday morning using an “Army Multipurpose High Energy Laser system,” according to U.S. Northern Command, which is responsible for overseeing certain military defense operations in North America.

    The drones were downed by the U.S. military’s southern border Joint Task Force, a unit of USNORTHCOM, which did not specify exactly where the drones were shot down, or which cartels they were believed to belong to. No details on the operation were provided.

    Asked if the drones were shot down over U.S. or Mexican airspace, a USNORTHCOM spokesperson told CBS News that “the shots were taken in coordination with all partners operating along the border. Due to operational security reasons and ongoing counter cartel and counter drone operations, we do not have additional details to provide at this time.”

    The drones were determined to be “hostile” because they were in “support of activities posing a physical threat to U.S. military personnel” and U.S. Customs and Border Protection, USNORTHCOM said.

    “Cartel networks are increasingly employing unmanned aircraft systems to facilitate illicit human-smuggling and actively spy on our personnel and law enforcement partners,” Maj. Gen. Curtis Taylor, commander of the southern border’s Joint Task Force, said in a statement. “By integrating layered countermeasures alongside advanced directed-energy capabilities like this laser system, we have made it clear that we will not tolerate hostile surveillance.”

    In February, a U.S. military laser accidentally shot down a U.S. Customs and Border Protection drone in the Fort Hancock area in southwest Texas.

    And earlier that same month, the Federal Aviation Administration briefly shut down commercial airspace around El Paso following an internal safety disagreement between the FAA and Pentagon over military drone tests that were being conducted near Fort Bliss that sources said involved a high-energy laser system.

    At the time, Transportation Secretary Sean Duffy said that the FAA and Defense Department had “acted swiftly to address a cartel drone incursion” and that the “threat has been normalized.”

    Austin Doctor, an associate professor at the University of Nebraska at Omaha and the director of strategic initiatives at the National Counterterrorism Innovation, Technology, and Education Center, told CBS News in February that the cartels primarily use drones near the border for surveillance purposes “to support their other illegal criminal activities, including smuggling of narcotics, smuggling of persons, firearms, and other illicit goods.”

    Doctor noted the cartels have not used weaponized drones inside the U.S., but they do use them inside Mexico to target rival cartels.

    The southern border Joint Task Force, which has about 8,000 U.S. service members, was formed last year in support of President Trump’s immigration crackdown.
