    Stavanger, Norway — King Harald V of Norway, who went into exile in the United States as a child during the Nazi occupation of his homeland and refused a string of European noblewomen to marry his school sweetheart, died Friday. He was 89.

    The palace said he died at the National Hospital in Oslo at 6:35 a.m.

    Harald was Europe’s oldest monarch. The popular king modernized the royal house but refused to follow in the footsteps of other aging monarchs who have abdicated in recent times. His son automatically became King Haakon VIII.

    Like other royal houses in Europe, the Norwegian monarchs serve a largely symbolic role, enjoying celebrity status while real power in the democracy of 5.5 million rests with an elected parliament. Harald was crowned after his British-born father, King Olav V, died in January 1991, and reigned during an oil-and-gas-driven economic boom in his country.

    “A whole nation is in mourning and the people of Norway are left with a deep sense of gratitude for a long life in the service of Norway,” Prime Minister Jonas Gahr Støre said in a statement. “For more than three decades as monarch, Harald V demonstrated an unwavering faith in the Norwegian people. He helped us to see the best in ourselves — and in one another.”

    Harald was born in 1937 in Asker, near Oslo, becoming the first Norwegian prince to be born in the country since King Olav IV in 1370. In the following centuries, Norway didn’t have a king of its own until Harald’s grandfather, Haakon VII, was elected king following the 1905 dissolution of the union between Sweden and Norway.

    Harald was 3 years old when the Nazis occupied Norway at the start of World War II. To avoid capture, his mother fled with him and his sisters, Ragnhild and Astrid, first to Sweden and then by boat to the U.S., while Harald’s father and grandfather went into exile in Britain with Norway’s government.

    Haakon’s refusal to go along with German demands garnered respect among his people.

    During their time in the U.S., the Norwegian royals were often guests at the White House. Harald was 6 when he carried out his first official duty, christening new warplanes at a Norwegian air base in Canada.

    The family was reunited in Norway in June 1945, shortly after the end of the war. Harald attended public schools, the Norwegian military college and Oxford University.

    Like his father — an Olympic champion sailor in 1928 — Harald loved the sea and sailboats. He represented Norway at several Olympics, and in 1987 he skippered his yacht to gold in the World Championships.

    As a young man, Harald was urged to find a bride among the princesses of Europe. For nine years he shunned a series of noblewomen, holding out until he finally won his father’s permission to marry his school sweetheart, Sonja Haraldsen, the daughter of a successful businessman.

    King Olav had feared the marriage would weaken Norway’s still-young monarchy. Instead, Norwegians greeted the Aug. 29, 1968, wedding with jubilation, and later embraced Sonja as their queen. The couple had two children, Haakon and his older sister, Märtha Louise.

    The Norwegian Constitution was altered in 1990 to allow the firstborn, regardless of gender, to take precedence in the line of succession. However, it was not applied retroactively, meaning that Haakon continued to take precedence over his sister.

    When Harald assumed the throne on Jan. 21, 1991, he adopted the same motto his father and grandfather had used: “All for Norway.” He spent the next years trying to modernize the monarchy.

    “It has been my experience that the monarchy stands strong,” he once said. “This is not least because my father and grandfather did most things right. That puts me under pressure, but I take it as a challenge.”

    Harald won the praise of the country with an emotional speech at a memorial service after a right-wing extremist, Anders Behring Breivik, killed 77 people in bomb and gun attacks in Norway in 2011.

    “I remain convinced that the belief in freedom is stronger than fear. I remain convinced in the belief of an open Norwegian democracy and society. I remain convinced in the belief in our ability to live freely and safely in our own country,” the king said.

    In 2016, Harald gave an unexpected and impassioned speech in support of LGBTQ+ equality, refugees and religious tolerance, saying “Norwegians are girls who love girls, boys who love boys, and girls and boys who love each other.” He added that many Norwegians have emigrated from Afghanistan, Pakistan, Poland and other countries and that they “believe in God, Allah, the universe and nothing.”

    The public speech extolled the diversity of the Scandinavian nation and was viewed on social media by millions.

    During his reign, the royal family suffered relatively few of the scandals that have plagued their peers in the Swedish and British royal families, though Harald’s daughter Märtha Louise gave up royal duties after raising eyebrows by saying she could communicate with angels and becoming engaged to an American man who identifies as a shaman.

    The Norwegian royal family did face unflattering attention in early 2026 as Harald’s daughter-in-law, Crown Princess Mette-Marit, faced renewed scrutiny over her connections with the late sex offender Jeffrey Epstein. That raised questions over her judgment, though she is not accused of any wrongdoing. Mette-Marit apologized for the situation she put the royal family in, part of a broader apology for all those she had “disappointed.”

    At around the same time, her eldest son, Marius Borg Høiby, was convicted of rape in a high-profile trial and sentenced to four years in prison. Høiby, Mette-Marit’s son from a previous relationship before she met Haakon, has no royal titles or official duties.

    In January 2024, after the abdication of Denmark’s Queen Margrethe — his second cousin — Harald said that he stood by the oath he made when ascending the throne: “It lasts for life.”

    However, he was hospitalized twice on foreign trips after that, including during a 2024 vacation in Malaysia when he was fitted with a pacemaker and while dealing with a skin infection during a February 2026 holiday on the Spanish island of Tenerife.

    A federal judge on Thursday again blocked President Donald Trump’s executive order limiting mail-in voting, halting the directive, at least for now, for a second time with only about a week before the first mail ballots are expected to be sent out for the upcoming midterm elections.

    U.S. District Court Judge Indira Talwani issued a 14-day temporary restraining order blocking enforcement of the new U.S. Postal Service rule implementing the order.

    The ruling is likely to be quickly appealed and could soon make its way back to the Supreme Court, days after the nation’s highest court handed down a procedural decision that allowed the administration to move forward.

    Thursday’s ruling comes after Democrats and voting rights groups refiled their lawsuits to comply with the recent Supreme Court decision. The high court did not address the legality of Trump’s order, only finding that Talwani had acted too soon.

    The administration has now issued a formal rule governing how states must prepare and submit mail ballots for USPS acceptance, effectively taking the legal fight back to square one.

    The case will have a significant impact on November’s midterms, as nearly one-third of Americans vote by mail and election officials argue there is not enough time to amend their systems to comply with the new directives.

    The Postal Service said it will not accept outbound mail ballots if states do not submit required recipient information through its portal and meet the rule’s envelope and barcode requirements.

    “Plaintiff states have neither time nor funds to design new mail ballots, seek approval of the new designs, order production of mail ballots, update their own election management systems, train election officials to use the USPS portal and upload citizen data to the portal, all before the midterms,” Talwani wrote in Thursday’s ruling.

    A hearing in the case is scheduled for Sept. 3.

    Democrats and voting rights groups argue that the Postal Service rule and Trump’s order are unconstitutional. They say the Constitution grants states, as well as Congress in some cases, the authority to establish election rules, noting that the president and Postal Service do not have that power. USPS, however, says the rule does not determine voter eligibility or compare submissions with state voter rolls, and that states retain control over who may vote by mail.

    “This rule is a clear attempt by the federal government to interfere in elections it has no power to control. Today, a federal court halted it before this administration could wreak havoc on our elections,” New York Attorney General Letitia James, one of two dozen Democrat attorneys general who filed one of the lawsuits, said in a statement.

    Trump’s first executive order, which was issued last year, was blocked on those grounds.

    The order attempted to change election procedures, including by requiring additional physical documentation to register to vote, such as a U.S. passport, a REAL ID or military ID indicating U.S. citizenship or a government-issued photo ID accompanied by proof of citizenship.

    Trump has long criticized mail-in voting, which he falsely attributes to his 2020 election loss to former President Joe Biden. But Trump himself uses mail-in voting to cast his ballot as a registered voter in Florida.

    According to a 2025 report by the Brookings Institution, mail-in voting fraud was recorded in only about four cases out of every 10 million mail ballots cast, contradicting claims by Trump and his allies that election fraud is widespread. The analysis covered general elections from 2016 through 2022 and relied in part on a database that its source says is not comprehensive.

    Trump issued the executive order targeting mail-in voting in March, leading to legal challenges.

    In a separate case, a federal judge in Washington declined earlier this year to block the order at that stage, finding the challenge premature because the administration had not yet implemented the directive.

    The Supreme Court struck down one of those holds earlier this week.

    Talwani removed the second injunction a short time later. The plaintiffs then refiled their challenges, pointing to the Postal Service’s publishing of its final rule, in an effort to build a stronger case.

    Kathmandu, Nepal — Authorities temporary stopped rescue efforts Friday due to fears that a newly formed, overflowing lake could trigger further flooding in areas devastated by a catastrophic flash flood along the Himalayan border between Nepal and China.

    Rescuers had been working through mud and debris, looking for hundreds of people still missing as the disaster’s death toll rose.

    Nepal police said Friday morning that the country’s death toll had risen to 469 from 390 a day earlier, as rescuers recover more bodies amid the debris. China hasn’t updated its report of just three deaths in Tibet. Together, the two countries have said more than 1,500 people are missing.

    Nepali and Chinese authorities warned of further flooding because a lake that formed upstream behind immense piles of debris after Wednesday’s disaster was already overflowing. They urged people in potentially affected areas to move to safer ground.

    China’s Ministry of Water Resources said Thursday that the lake held around 70 million cubic feet of water and was expected to receive another 106 million cubic feet over the next three days.

    Chinese state broadcaster CCTV reported Friday morning that the lake’s barrier was more than six miles from Gyirong Port, the border crossing with Nepal that was engulfed by mud and floodwater.

    CCTV said the lake was at an elevation of 9,680 feet, some 3,280 feet above Gyirong Port.

    The Nepal Army said a team was sent to the border point to inspect the Bhotekoshi River amid the potential of more floods.

    Nepal’s National Disaster Risk Reduction and Management Authority said Friday that 3,253 people had been airlifted by helicopter from the country’s disaster area.

    Flood survivors, including injured people, were taken to Kathmandu and other locations. Foreigners from multiple countries were among the missing, many of them trekkers and pilgrims.

    Nepali Army spokesperson Brig. Gen. Raja Ram Basnet told The Associated Press a team had been deployed Friday to the Upper Trishuli-1 Hydropower Project near the Nepal-China border following reports that people were trapped inside a tunnel.

    “It is complicated to find the entry and exit points of the tunnel because everything has been covered by mud,” Basnet said. “Our first priority is rescuing the stranded people.”

    Videos of the disaster showed floodwaters destroying buildings, bridges and vehicles as people ran in front of the stories-high torrent. In the aftermath, broken concrete lay upended in expanses of brown mud that also caked buildings and buried streets.

    Customs officer Karbir Gaire is among some of the survivors in Timure, the closest Nepalese village to the border with China.

    Gaire reached his office around 8 a.m. on Wednesday and was busy working on his computer when he first felt the ground shake.

    “Right after the shake, I noticed a black storm coming towards us,” he recalled from Kathmandu, where he is back with family. “We all immediately started running out and within a few seconds, we were climbing uphill on the opposite side of our office building. I think those 10 or so seconds saved some of us.”

    Gaire doesn’t remember exactly how many people were in the office when the disaster struck, but his 15 colleagues have gone missing. “It was like a Hollywood movie scene. I don’t call it a flood, it was a tsunami.”

    He described Timure as a vibrant place filled with government offices, hotels, cafes, banks, primary schools, tea shops and residential buildings, where more than 1,500 people were living.

    Rajan Tamang, a restaurant owner in New York City, said he learned from family in Kathmandu that his mother and sister were among those who died, while many other relatives and friends remained missing.

    “My family was just waking up, and they didn’t even get any information, and suddenly this flood came. Some of them are missing, some of them lost their life and only a few is alive,” he told The Associated Press after a vigil in New York.

    Vishnuram Ramaswamy works at a private company in the southern Indian city of Puducherry and said he last spoke to his mother and two sisters who were on pilgrimage to Mount Kailash on Wednesday morning at 9 o’clock.

    “My mother said they were on their way towards the border area and said they’ll reach their hotel and call us,” he said. “This was the last we spoke to them. They have been unreachable since.”

    Ramaswamy said he’s in constant contact with Nepal and Indian government officials as well as the travel agencies who arranged his family’s trip but has not received any updates about their whereabouts so far.

    “This was the first time they had gone on this pilgrimage and it was something my mother always wanted to do,” he said.

    Some of the missing may have been on a pilgrimage to Mount Kailash in Tibet, a sacred site for Hindus, Buddhists and others.

    Seventy-seven people from one pilgrimage group were caught in the floods at the immigration office at the border, according to a post on X from Indian spiritual guru Jaggi Vasudev, also known as Sadhguru.

    Nepal’s tourism board has said that among the missing are more than 500 foreigners.

    President Trump said the flooding was terrible to see, describing how “strong, well-built buildings were wiped out like they were toothpicks.”

    Speaking to reporters in the Oval Office, Mr. Trump said the U.S. spoke with Nepalese leaders and offered to provide “anything they want.”

    Scientists who’ve studied satellite images said bedrock underneath a glacier high in the Himalayan region collapsed, taking part of the glacier with it. The rocks and melted water swelled the rivers in the valleys below, causing a torrent of water that swept buildings, bridges and earth downstream.
