4th Circuit said the state cannot grant voters over 65 unconditional absentee ballot access while restricting younger voters

A federal court in South Carolina ruled that the state’s rules for mail-in-voting violated the constitution last week.

The Fourth Circuit Court of Appeals ruling relates to South Carolina’s mail-in ballot laws and certain allowances it makes for voters over the age of 65.

Typically, voters looking to send mail-in ballots must meet certain criteria, such as being out of the country during the early voting period or being disabled.

A state law removed those requirements for all voters over the age of 65, however, and the fourth circuit’s ruling found that provision to be unconstitutional.

“By granting voters aged sixty-five and older unconditional access to absentee-by-mail voting while conditioning that same option for younger voters on eligibility categories, documentation, and a rigid deadline, the state allocates voting opportunities unequally based solely on age,” U.S. Circuit Chief Judge Roger Gregory wrote in the order.

The case arose after a group of younger voters sued the South Carolina Elections Commission in 2023, arguing the rule violated the 26th Amendment.

A lower court initially dismissed their argument, but the case continued on appeal until it appeared before the Fourth Circuit.

The new ruling sends the case back to lower courts with specific instructions on how to decide the case. Gregory wrote that either all South Carolina voters must be entitled to vote absentee without restrictions, or none of them can be.

That is unlikely to be the end of the question, however, as representatives of South Carolina say they plan to appeal further, potentially reaching the Supreme Court.

The order came the same week that the U.S. Supreme Court issued a largely favorable ruling for President Donald Trump’s effort to limit mail-in ballots across the country.

Former White House deputy counsel Gene Hamilton said federal agencies such as the Postal Service can now move forward with parts of Trump’s election-integrity order, including new ballot-mail standards and efforts involving state citizenship lists, as opposing states wait to see which concrete federal actions could form the basis of new lawsuits.

李幸鸿赛后说，自己赛前确实将全国纪录定为目标，但并没有十足把握能够做到，因此比赛时更专注于执行训练中的细节。

“我非常开心能够打破全国纪录。来参加这项比赛前，我当然已经把这个目标放在心上，但当时并没有完全的信心。

“我只是想尽力一搏，把注意力放在比赛执行上，以及训练中一直努力改善的东西，例如出发、转身和划水平衡。我想做的就是把这些训练成果发挥出来，而不是过度关注比赛本身。”

最终打破全国纪录，让李幸鸿对自己的备战方向更加肯定。

他继续说：“能够游出全国纪录让我非常满意，也证明自己正朝着正确的方向前进，尤其是在亚运会即将到来的情况下。”

虽然李幸鸿并不会在亚运会参加200米仰泳，但他认为，这个项目的训练对100米仰泳的备战仍然非常重要。

短池比赛以25米泳池进行，比赛节奏较长池更快，转身和水下动作所占的比重也更高。李幸鸿认为，这些看似细微的技术环节，同样能够帮助他提升长池100米仰泳的表现。

逾300人夜游福康宁公园，在灯光投影与立体音效中以多元语言为解锁钥匙，才能一一闯关，“穿越”历史。

名为《禁山回响：双语探索体验》（Echoes of the Forbidden Hill）的户外探索活动，星期天（8月30日）举行。与一般闯关游戏不同的是，这里的关卡谜题经过特别设计，单凭一种语言无法解开所有线索，需要队员发挥各自的母语能力通力合作，才能完成全部关卡。

这项游戏由本地沉浸式音频体验科技公司Cinewav筹办，获得国家公园局和李光耀双语基金的支持、AirAsia Move赞助。活动于星期天晚免费举行，吸引约319名公众到场参与。

活动故事取材自福康宁山的历史，参加者自行组成两人至六人队伍，从福康宁公园的香料园集合出发。沿途经过五个打卡点，手机会在每一个站点自动播放指定音频，与现场在树冠、灯塔等的灯光投影相配合，引导玩家探索。全程约四五十分钟。

活动有意思之处在于组队过程与语言规则。每支队伍必须有至少两人的母语不同，如华语、马来语或淡米尔语。

Cinewav联合创办人李绍正（59岁）受访时举例说明，某个关卡可能先用英语讲述一段历史背景，再以华语、马来语或淡米尔语传达相关的文化线索或指令；到了其他关卡，语言顺序也可能对调。队员需要将各自听到的不同语言信息结合起来，共同讨论个中含义，并应用到眼前的场景或挑战，才能成功闯关。

李绍正说，希望通过这次游戏，让参与者在一个重要的公共空间直观地感受历史，通过团队游戏体验双语的乐趣与社交功能，并展现户外科技叙事的可能性。

“双语形式是这项体验的核心设计。福康宁山承载着马来族、华族、殖民与战时历史的多层次内涵，双语形式也正是为了体现新加坡历史在多语言脉络中被记录、诠释与传承的特点。我们希望参与者充分体验到语言其实是探索与协作的工具。”

向来喜欢密室和探索类游戏的李婉嘉（35岁，培训师）在社交媒体上得知这项活动后很感兴趣，便约了两个朋友一同参加。三人中，一人熟悉马来语，两人是华语背景。

“整体体验非常好。虽然我们对福康宁公园不算特别熟悉，但活动引导非常清晰，现场的工作人员也很帮忙。”

李婉嘉希望主办方未来可设计更多需要团队协作的谜题，让参与者在解题时更多依赖母语，以增加挑战性和参与感。

West Virginia looks to AI data center boom to help eliminate state income tax

Under the seven-point plan, 50% of approved data center project revenue would fund direct tax relief for all state residents

West Virginia leaders are escalating the debate over data centers, with Gov. Patrick Morrisey unveiling a seven-point plan developed with lawmakers to reduce and eventually eliminate the state income tax while addressing concerns about natural resources and infrastructure.

The plan comes as data centers are becoming a political flashpoint nationwide, with states looking to cash in on billions of dollars in investment and new jobs while communities raise concerns about utility costs, water use and local control. The massive facilities needed to power the artificial intelligence boom are also driving electricity demand higher, putting new pressure on power grids across the country.

Under the plan, West Virginia would dedicate 50% of revenue generated by approved hyperscale data center projects to reducing and eventually eliminating the state personal income tax, while directing some remaining revenue to counties and infrastructure projects.

“Today, as the world stands on the cusp of a new digital and economic frontier, West Virginia is stepping forward once again to lead, not by repeating the mistakes of other states, but by implementing a proactive, 20-year development strategy on our terms,” Morrisey said in a statement obtained by Fox News Digital.

The second listed “principle” in Morrisey’s plan says all West Virginians should benefit from data center projects approved through Charleston’s “High Impact Data Center Designation (HIDC)” process and the revenue they generate. The process was established under a separate 2025 state law.

Morrisey’s plan includes “direct tax relief for citizens,” with none of the HIDC revenue entering the state general fund.

“By law, 50 percent of project revenue is dedicated directly to reducing and ultimately eliminating the State Personal Income Tax,” the plan reads.

Counties hosting data centers would receive 30% of the revenue for schools and local government, while 10% would be distributed to all 55 counties and another 10% would fund infrastructure upgrades, including public water systems. Water infrastructure has become a flashpoint across parts of southern West Virginia that have struggled since the coal industry’s decline.

“This shared framework gives us the exact blueprint we need to attract billions in private investment, create thousands of high-paying construction and technology jobs, lower taxes for our citizens, and revitalize economically distressed regions, all while preserving the wild and wonderful state we call home,” Morrisey said.

But the promise of tax relief comes as some West Virginians are raising concerns about who could bear the costs of the state’s data center expansion.

The bipartisan bill underpinning the governor’s plan also sought to protect utility customers from added costs — a major concern across the Eastern Panhandle, which borders the Washington, D.C. metro area.

“No Data Centers” signs are becoming common along roads in Jefferson and Berkeley counties and neighboring Clarke County, Virginia, as residents point to nearby Loudoun County, Virginia, where sprawling data center development has increasingly pushed up against residential subdivisions and commercial centers.

“We are a cautionary tale for the rest of the country,” Rep. Suhas Subramanyam, D-Va., of Ashburn said in recent remarks critical of the data center explosion. “[I]f my district were a country, it would have more data centers than almost every other country in the world.”

Back in West Virginia, some state lawmakers are pushing for additional safeguards as data center development accelerates.

West Virginia House Minority Leader Sean Hornbuckle, D-Huntington, was listed as a sponsor of the 2025 bill that helped set the plan in motion but recently said the law should be amended to allow some local control over data center development.

“We are not going to allow a hostile takeover in our communities. It’s not going to happen on our watch,” Hornbuckle said in June, according to the Steubenville Herald-Star.

“We all know what House Bill 2014 did, and it’s setting a very dangerous precedent in the state of West Virginia, [where] we all know we love our property rights,” he added.

But Morrisey emphasized in comments to Fox News Digital that “all West Virginians must directly benefit from data center revenue.”

“By statute, 50% of the proceeds … will be dedicated to directly reducing and ultimately eliminating the state income tax.”

“[It’s] very powerful [and] it’s going to benefit many, many West Virginians.”

West Virginia income taxes have already been falling. Sen. Jim Justice, R-W.V., signed a record 21% cut while serving as governor, and Morrisey followed with another 5% reduction this year. The top marginal rate stands at 4.58%.

A spokesperson for West Virginia House Speaker Roger Hanshaw said the plan came from the governor’s office but echoes what the legislature enacted in the 2025 law.

Hanshaw has supported data center development in West Virginia, previously telling the Warren Tribune-Chronicle that Charleston is “not only working with industrial partners as friends and allies to grow and diversify an economy, but also to regulate appropriately industries that are important to the communities in which they’re situated to the people of West Virginia and to the residents that we all collectively represent.”

Morrisey’s plan also focuses on power grid reliability, requiring data center developers to work directly with PJM and other interstate grid operators. The plan also casts data centers in West Virginia as strategic infrastructure with national security implications in the nation’s competition with China.

子宫颈癌是可通过预防措施有效避免的高发癌症。然而，人类乳头瘤病毒（HPV）疫苗与筛查在本地已推行数年，不少女性仍缺乏定期复查意识，或因心理障碍讳疾忌医。

为弥补这一防癌缺口，公益组织正加大外展力度，深入学校和宗教信仰场所等基层社区，通过宣导消除公众的认知盲区。

预防HPV行动联盟（Alliance for Active Action Against HPV，简称A4HPV）星期天（8月30日）首次在工艺教育西区学院举办宣导活动，旨在支持来自不同背景的年轻女孩掌控个人健康和未来。

活动在提供预防HPV知识的同时，也着力帮助学生建立自信和自主意识。

HPV是多种癌症的病因，包括本地妇女最常见的子宫颈癌。不过，不少人还因为不知道接种疫苗和筛查的重要性、羞于检查或误认为HPV和性病有关系，而不愿主动筛查。

李洁莹是联盟的一名义工，也是国际HPV相关项目研究员。她说，把HPV与提升自信等课题结合起来，可提高学生的参与兴趣。从年轻一代开始培养倡导者，有助她们未来能够主动接棒传播防癌理念。

联盟定期到社区宣讲，并提供免费筛查，抱着“与其等大家前来，不如我们先走入社区”的信念。

工艺教育学院一年级学生胡馨方（17岁）与同学们在中学时期，就已通过我国在2019年推行的在校女童HPV疫苗计划接种。她们笑言，当时大家对HPV和子宫颈癌毫无概念，只满心疑惑“为什么只有女孩需要接种”，直到今天才深入了解这个疾病和筛查的重要性。

“我们须要提高已接种HPV疫苗的人口比率，并提倡定期筛查。如果我们能实现这一目标，就能大幅降低子宫颈癌的患病率。”

他指出，目前学校已经参与这项宣导，但仍须要将目光投向校园以外的地方，例如年长者休闲聚会的场所，或是宗教信仰场所。

预防HPV行动联盟医疗顾问、专科医生艾达（Ida Ismail-Pratt）指出，本地子宫颈癌筛查率多年未见显著提升，致使子宫颈癌仍居我国女性高发癌症前列。

她强调，子宫颈癌是一种完全可以预防甚至消除的癌症。根据世界卫生组织关于根除子宫颈癌的倡议，一个国家必须为至少70%的女性进行筛查，才能实现根除的目标，而新加坡目前的筛查率仅在40%左右。

“你知道还有哪些国家的筛查率和我们处于同水平吗？都是中低收入国家。我们没有‘资源匮乏’或‘负担不起’的借口。我们拥有最顶尖的筛查工具和技术，表现可以更好。”

美国国家航空航天局（NASA）耗资43亿美元（约55亿新元）打造的南希·格雷斯·罗曼太空望远镜，星期天（8月30日）由太空探索技术公司SpaceX的“猎鹰重型”火箭送入太空，展开为期五年至10年的宇宙探索任务。

彭博社报道，罗曼太空望远镜当天从佛罗里达州卡纳维拉尔角升空，之后将前往距离地球约160万公里的轨道，最快今年12月开始观测天空，首批科学图像预计明年传回。

罗曼望远镜的主要任务之一，是研究暗物质和暗能量。这两种神秘成分被认为广泛存在于宇宙，却无法被直接观测。科学家希望通过追踪它们如何影响遥远恒星和星系，进一步了解宇宙为何持续膨胀，以及现有物理理论是否遗漏了某些关键机制。

罗曼望远镜也将搜寻太阳系以外的系外行星，包括可能与地球相似的行星，为研究宇宙其他地方是否具备生命存在条件提供更多线索。

FIRST ON FOX:Morale is said to be high as the aircraft carrier the USS George Washington has arrived in the Arabian Sea near the vital Strait of Hormuz and close to Iran.

The carrier, CVN 73, has replaced the USS Abraham Lincoln. Fresh from a visit to Vietnam three weeks ago, the 5,000 sailors aboard this mobile airfield, base to approximately nine operational squadrons of advanced strike fighters, electronic attack planes and helicopter assets are, according to senior officers, ready and willing to carry out their new mission.

“Morale aboard USS George Washington remains high among our sailors,” Capt. Nicholas DeLeo, the ship’s Commanding Officer, told Fox News Digital. He added “I see this as I walk the deck plates, seeing them take pride in their work — whether conducting flight operations, maintaining our systems or supporting one another on the ship. The dedication and teamwork I see across the ship is outstanding, and that spirit keeps us ready and resilient.”

The George Washington, a Nimitz-class carrier, is the flagship of Carrier Strike Group (CSG) 5, and is reported to be accompanied by several warships, including the guided missile cruiser USS Robert Smalls (CG 62) and the guided missile destroyer USS Shoup (DDG 86).

Commander of Carrier Strike Group Five, Rear Adm. Jeff Heames, told Fox News Digital “The teams aboard USS George Washington and Carrier Strike Group Five are ready, determined, and resourced for sustained operations. Our Sailors understand the importance of the mission and continue to execute with precision and professionalism every day.”

With the carrier group now operating in the Middle East, it falls under US Central Command (CENTCOM). The command’s former Commander, Gen. Joseph Votel, (Ret.), recently told Fox News’ America Reports about the George Washington’s expected mission, saying “Being able to continue to have credible military capability in the Middle East is really important, so the arrival of the George Washington is I think a good example of that.”

Votel continued, “We’re going to have to be prepared, because this is probably going to take some time, to continue to bring forces into the region, we want them to be at a high level of readiness.”

Flight operations continue, both day and night. Launching into the skies off Iran from the George Washington, aircraft based on board are reported to be F/A-18E/F Super Hornet multirole strike fighters, F-35C Lightning II fifth-generation stealth multirole fighters, EA-18G Growler electronic warfare aircraft and E-2D Advanced Hawkeye airborne early warning and control.

Also onboard are said to be MH-60S Seahawk & MH-60R Seahawk multi-mission helicopters for anti-submarine warfare and search-and-rescue.

This past week, a historic landing on the George Washington. Navy Lt. Steven Frazier, a pilot from Strike Fighter Squadron 147, the Argonauts, made the 200,000th trap – landing on the ship in an F-35C Lightning II fighter jet, with his stealth fighter caught by a thick, steel arresting gear cable with the jet’s tail hook.

In a laid-back understatement that could have come straight out of the movie ‘Top Gun’, Lt. The carrier can land one aircraft on deck per minute, and typically lands 70 aircraft a day.

Attention to mission is evident throughout the ship. On the bridge, Assistant Navigator Elizabeth Wayne told the ship’s communication team, “all of the time when we are navigating, we are focused outside of the ship on anything that could pose a hazard or a threat to the ship.”

Wayne continued, “When we are in special evolution, when we are conducting flight operations, the most important thing is to ensure we are lock step with (the) airboss, the captain, the command duty officer underway, everybody needs to be on the same page to execute that safely.”

As it arrived in the Middle East, Russia tried to suggest the food on the carrier was not good. Russia Today (RT) posted what are believed to be AI-generated photos of poor rations on board. However, from the videos seen by Fox News Digital of great food and even a café below decks, the truth appears to be very different. Victoria Marc, Culinary Specialist 2nd Class, talked to the communications team on the carrier, noting that “throughout the day and into the night, our sailors have all sorts of food and drink options available to them.”

Marc added, “Sailors have the opportunity to eat three meals a day, plus the night rations. Our 150 cooks work 24 hours to prepare and serve 15,000 meals a day to ensure our sailors are well-fed. From the mess deck throughout the day, there’s always something there where people feel fueled and ready for the fight.”

And the Navy intends keeping it this way. Earlier this week, CENTCOM published images of the George Washington being replenished at sea. Navy images show the ship being resupplied twice in four days this past week, an average of 2,000 pallets of supplies including fresh food and ammunition winched by helicopter from a nearby supply ship.

Fuel for the carrier’s aircraft is also transferred ship-to-ship. The carrier is nuclear-powered, so the ship itself will not need refueling at sea.

The one and only Dolly Parton: A tribute

Perhaps only Dolly Parton could dress like a flag – and still be taken seriously by a ship full of sailors. Only Dolly.

Tributes poured in from everywhere this past week for the singer-songwriter, hailed as the queen of country music, who died Tuesday at the age of 80. Jane Fonda called her “the voluptuous embodiment of empathy.” Taylor Swift said she was “true grace and true grit, all in one dazzling person.”

Everyone has a Dolly story – and her story was everyone’s in return.

“I got to be pretty famous pretty quick,” she told “Sunday Morning” in 2022. “And I was very excited about that. Before I got that job, though, I had no car, no phone, no nothing. I’ve known the pain of that, and the joy of that.”

In her nearly 70 years of entertaining, she managed to bridge just about every gap. A poll taken five months before her death revealed 70% percent of Americans had a favorable view of Dolly Parton — that was the highest approval rating for any other luminary on the list by far.

Her warmth and wit, her unshakable honesty, and that Tennessee timbre that flowed like whiskey in songs about heartache, faith and fear, made Dolly Parton a once-in-a-generation talent. She was family, whether you liked country music or not.

“9 to 5” was one of some 3,000 songs she composed over her lifetime, from country, to gospel, to bluegrass. Legend has it she wrote “Jolene” and “I Will Always Love You” back-to-back.

It’s all pretty remarkable, especially given that Parton couldn’t read sheet music. But for her, songs came from the heart, not the page, as she once told Dan Rather for “Sunday Morning” in 2004:

“People like me, especially songwriters, people that live – in order to be a writer, you’re extremely sensitive. You have to leave yourself wide open, you know, to every feeling. But by doing that, you leave yourself very vulnerable to everything. Everything I do, I feel to the nth degree. I can’t eat just a little; I have to eat the whole thing. I can’t feel just a little; I have to love all the way … everything I do, I throw myself completely into it.”

Born in a two-room log cabin in the hills of Tennessee, Dolly Rebecca Parton was the fourth of 12 children. She says they were “dirt poor” and lived a country life you’d only understand if you’d lived it yourself. She said, “I’m pretty sharp. I’m not educated and I’m not that intelligent, but I’m smart, I’m country smart. You know how they say somebody’s ‘street smart’? I feel like if I’ve got to tell you, I’m country smart.”

Music, she says, was always around – especially at church, where she started singing at only six.

“My mom’s people were all musical,” Parton said. “And so, we played and sang at every funeral, every wedding, every shindig going on in town. Everyone in my family was, you know, in that.”

For all her fame, she kept her private life extremely private. She was married only once, to Carl Dean, who ran a road and driveway paving business. He passed away in 2025 at the age of 82, after 59 years of marriage. They never had any children together. As she told “Sunday Morning” in 2019, she did not regret that: “No, absolutely not. It wasn’t meant to be, and I don’t regret it. I never regretted it. I mean, it was a choice. You make your choices. You make your sacrifices.”

Fame was indeed a sacrifice – a dangerous one, she once revealed: “I was so depressed over my weight and a lot of other things, until I just finally thought: get off your fat ass, get on with your life. But out of that, I just had to sit down, take inventory, ask God to help me, lead me out of that, and I thought: you know, this is the best thing. In a few months, I really made a comeback, and I got my weight in order. I got my stuff in order, and I really put the rest of my life together.”

That life was also full of charity. She quietly supported disaster relief efforts, medical research, and youth literacy programs.

Her Imagination Library has delivered one book a month to pre-K kids since 1995 – amounting to millions and millions of free books to children all across the country.

“We didn’t have books in the house,” she explained. “Mama had the Bible. And I loved books at school, and I would read anything I could get my hands on.”

She was as self-aware as they come, genuine to a fault. When told that God had made her pretty, Parton responded: “Yeah, he did. But I helped Him some. God’s willing to help them who help themselves. … I’ve had a lots of work done. I’ll have more done when I need it. I always said, if I see something sagging, dragging and bagging, I’m gonna nip it, tuck it and suck it, whatever needs to be done.”

Her beauty, she said, is a hillbilly version of it, but it translated into an on-screen career that made acting so attractive. She could have fled her Tennessee roots for Hollywood, but she didn’t, so much so, she created a theme park around her upbringing. It wasn’t vanity – it was a testament to how far she’d come, and inspiration for those back in the hollers dreaming of something big.

Out of all the songs she recorded, she left one behind, called “My Place in History.” It’s locked in a time capsule that she asked not be opened until her 100th birthday – January 19, 2046.

Her nephew, Bryan Seaver, said she “wanted to rest in a beautiful bed of plush cotton because, after a life wearing heavy rhinestones, she finally deserves to be comfortable and have some rest.” Rest, indeed.

Asked by Tony Dokopuil how she wanted people to remember her 100 years from now, Parton quipped, “I want them to say, God, don’t she look good for her age?”

Ferry carrying nearly 270 people capsizes off northern Cyprus, killing at least 7

At least seven people have died after a ferry carrying nearly 270 passengers and crew capsized off the coast of northern Cyprus on Sunday, Turkish media reported.

The prime minister of the breakaway north of ethnically divided Cyprus, Unal Ustel, said 237 people have been rescued. A search is underway for another 24 people, he told the Turkish state-run TRT news channel.

Ustel said the ferry faced adverse weather conditions and began taking on water just 15 minutes after departure. A call for help was issued shortly after, he said.

Turkish President Recep Tayyip Erdogan offered his condolences and said his government was coordinating with Northern Cyprus in the search and rescue effort.

“We hope we’ll be receiving positive news,” Erdogan said on Sunday in Ankara while speaking at the graduation ceremony of the Turkish Military Academy.

The catamaran-style ferry was traveling from the port of Kyrenia, also known as Girne, in the breakaway north of ethnically divided Cyprus, to the Turkish port of Tasucu in Mersin province.

Kyrenia Mayor Murat Senkul said the ship belonged to the Filo Denizcilik ferry company and sank off the coast of Diana Beach on Cyprus’ northern coast.

The ferry started taking in water about 7.5 kilometers, or 4 nautical miles, off the coast, TRT reported.

Video footage from the scene shows people with life vests floating in the waters around the capsized vessel.

Constantinos Letymbiotis, spokesman for Cyprus’ internationally recognized government, said in a post on X Sunday that the government had expressed its readiness to assist in search and rescue efforts with all available means.

“In these trying times, our thoughts are with those who lost their lives, those who were injured and all those who are living this tragedy,” Letymbiotis said.

“At such times, the protection of human life is paramount.”
