OpenAI即将推出的新人工智能模型Astra，因具备发现并利用网络安全漏洞的强大能力，成为公司首个触发最高级别网络安全防护要求的模型。这意味着，过去主要停留在理论层面的AI网络攻击风险，正随着模型能力提升逐步成为现实安全挑战。

综合路透社和法新社报道，OpenAI高层星期二（9月1日）说，Astra发现网络安全漏洞的能力超过公司目前公开提供的最先进模型，而且完成同类任务所需的计算资源更少。

OpenAI负责安全事务的副总裁格莱斯（Amelia Glaese）说，如果获得适当工具和系统访问权限，Astra能够在无需人工逐步指导的情况下，发现过去未知的安全漏洞，并设计攻击手段以突破多个防护严密的系统。

OpenAI因此将Astra列为已达到“关键网络安全门槛”（critical cybersecurity threshold）。这是公司安全机制设立以来，首次有模型达到这一等级。

根据OpenAI的安全规范，如果模型能够在极少甚至无人工干预的情况下，发现并利用新的网络漏洞，同时规划和执行复杂且新颖的网络攻击策略，公司就必须在研发和发布前采取更严格的防护措施。

US may ask parents to prove citizenship or immigration status to get passports for their children

Sept 1 (Reuters) – The U.S. State Department has proposed requiring parents applying for passports for their ​children to provide proof of their own citizenship or immigration status as part of President Donald Trump’s latest effort to limit birthright ‌citizenship.

The draft guidance, reviewed by Reuters, is the first detailed look at how the State Department could enforce Trump’s August 6 executive order targeting what it calls “birth tourism” and broadening historical exceptions to birthright citizenship.

The White House referred Reuters questions to the State Department. In a statement, State Department spokesman Tommy Pigott said that “President Trump has been unequivocal that ​this Administration will protect the meaning and value of American citizenship, full stop, and that includes making sure our passport adjudication process fully ​reflects that standard.”

Limiting birthright citizenship has been one of the president’s top priorities in his far-reaching crackdown on immigration. The ⁠U.S. Supreme Court ruled his previous attempt violated the country’s Constitution.

Trump’s initial executive order would have granted automatic U.S. citizenship at birth only to children ​with at least one parent who was a U.S. citizen or a lawful permanent resident known as a green card holder.

In a 6-3 ruling, the Supreme ​Court found the order was unlawful, with a majority finding it violated the Citizenship Clause of the Constitution’s 14th Amendment.

IMPLEMENTING TRUMP’S ORDER

Trump’s August 6 order was narrower, taking particular aim at “birth tourism,” in which women travel to the United States to give birth so their children can obtain automatic citizenship. That order could still be blocked in court.

The ​new directive would withhold citizenship from children with a parent who works for a foreign government in the U.S., is engaged in fraud or a ​commercial transaction to obtain citizenship, or is classified as an “alien enemy.”

“The Department will require parental information and evidence of parental citizenship or immigration status as part of its determination ‌whether the ⁠applicant is subject to EO 14418,” the State Department draft guidance reads, citing the executive order number.

If implemented, the proposal would require all parents or legal guardians to provide proof of their citizenship, such as a valid U.S. passport or birth certificate, or evidence of their immigration status, such as an I-94 form or a legal permanent residency card, when submitting a passport application for their children. The information would be used by the government to determine if the ​child qualifies for citizenship under the ​new order, the State Department proposal ⁠says.

Currently, parents whose children were born in the U.S. only need to prove their parentage and present photo identification during this process. They are also asked to check a box on the application form indicating if they are ​U.S. citizens but are not required to file supporting documentation.

Lawyers pursuing class-action lawsuits on behalf of babies who would ​be deprived of citizenship ⁠under Trump’s initial order have asked two different federal judges to prevent his latest order from taking effect.

One of those lawsuits is before U.S. District Judge Deborah Boardman, who was appointed by Democratic President Joe Biden.

At a hearing on Friday in Greenbelt, Maryland, Boardman voiced skepticism about what she called Trump’s unprecedented order and ⁠allowed the ​plaintiffs to revise their lawsuit so she could consider whether to block it.

Justice Department attorneys have ​argued that a restraining order would be inappropriate and that the legal challenge was premature, as federal agencies had yet to issue public guidance on how the president’s directive would be implemented.

changed the name of Lake Ontario to “Lake America” on the web ​version of its Apple Maps following U.S. President Donald Trump’s executive order renaming ‌the lake.

Apple confirmed that U.S. users ​will see “Lake America” following a change to the body of water’s name in ​the U.S. Geographic Names Information System.

Users in Canada will continue to ⁠see Lake Ontario, and users in the rest of the world will see both ​names, following the same approach Apple used after Trump renamed the Gulf of Mexico as ​the Gulf of America.

The name changes illustrate how U.S. tech companies are being pulled into geopolitical disputes as the Trump administration pressures them to comply with executive orders that allies and international bodies ​have rejected.

Trump’s executive order on Lake Ontario, one of the five Great Lakes of ​North America, applies to U.S. federal usage for the lake, and does not govern what Canada, international ‌bodies ⁠or other organizations call the lake.

A majority of Americans oppose Trump’s moves last week to raise taxes on imported Canadian goods and his order to rename Lake Ontario as “Lake America,” a new Reuters/Ipsos poll found.

Within hours of Trump’s executive order, Canadian Prime Minister Mark Carney ​and New York Governor ​Kathy Hochul, a ⁠Democrat, said they would not be changing the name, which is more than 400 years old. New York borders the lake on ​the U.S. side.

About 52% of the surface area of Lake ​Ontario is ⁠in Canada, with the remainder in New York.

Since early 2025, Trump has repeatedly taunted Canada about becoming the 51st U.S. state, an idea Canadian leaders have dismissed as ridiculous.

Trump also ordered ⁠the ​Gulf of Mexico renamed to Gulf of America in ​January 2025 and both Google and Apple revised their map apps to reflect the change for U.S. users.

Allies of a former House Democrat under federal indictment are now facing potential criminal charges themselves.

The House of Representatives unanimously agreed to hold two people in contempt of Congress on Tuesday — North Miami Beach, Florida, Mayor Michael Joseph and Hector Roos, a former aide to ex-Rep. Sheila Cherfilus-McCormick, D-Fla. — for failing to work with the House Ethics Committee’s investigation into the disgraced Sunshine State Democrat.

It’s now up to the Department of Justice (DOJ) whether it pursues criminal charges against both. A contempt of Congress conviction carries a fine of up to $100,000 and up to a year in jail.

“The committee cannot fulfill its obligations to safeguard the integrity of the House for witnesses, ignore its subpoenas, and the House cannot accept such willful disregard of its authorities. Mr. Roos and Mr. Joseph willfully fail to comply with multiple subpoenas issued by the committee,” Committee Chairman Michael Guest, R-Miss., said.

“They impeded the investigative subcommittee’s investigations into the allegations concerning former Representative Cherfilus-McCormick. Those allegations were serious and included violations of federal law to which Mr. Roos and Mr. Joseph were party there. Their conduct warrants referrals to the United States Department of Justice for contempt of Congress.”

The measure passed by voice vote on Tuesday afternoon, meaning lawmakers were not individually put on the record over where they stand. Any lawmaker can stand and object to a voice vote and call for a roll call instead, which none did.

The Democrats present instead signaled they were fully in support of the bid against their fellow left-wingers.

“At a time when public confidence in Congress is at historic lows and the House’s ability to self-police member conduct is under intense scrutiny, enforcing lawful congressional process is vital to delivering swift transparency and accountability for any misconduct,” Rep. Mark DeSaulnier, D-Calif., said. “A witness who refuses to cooperate with the Ethics Committee hinders the thoroughness and swiftness of an investigation.”

Guest charged that Roos “filed inaccurate reports” with the Federal Election Commission while working for Cherfilus-McCormick. He said Roos did not provide adequate justification for not complying with the committee.

“Mr. Joseph was the president of a company that improperly provided corporate funds for the congresswoman’s campaign, influenced her staff to submit community funding project requests for entities that he supported,” Guest said of the other target.

He said Joseph cited attorney-client privilege in his decision not to comply with the committee, but that lawmakers argued it was not a valid justification to dodge the probe.

The DOJ said she and her co-defendants “conspired to steal” $5 million in emergency federal funds and used the money to bankroll her 2021 congressional campaign.

“According to the indictment, Cherfilus-McCormick, 46, and her brother Edwin Cherfilus, 51, both of Miramar, worked through their family healthcare company on a FEMA-funded COVID-19 vaccination staffing contract in 2021. In July 2021, the company received an overpayment of $5 million in FEMA funds,” the DOJ said in November 2025. “Prosecutors allege that a substantial portion of the misappropriated funds was used as candidate contributions to Cherfilus-McCormick’s 2021 congressional campaign and for the personal benefit of the defendants.”

Virginia Gov. Abigail Spanberger claimed the Trump administration was attempting to take away the ability of Americans serving overseas to vote by mail — despite the Postal Service’s final rule explicitly exempting military and overseas ballots from its new requirements.

The Postal Service’s (USPS) final rule at the center of the dispute expressly exempts ballots covered by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) from the new federal ballot-mail requirements — though an Obama-appointed federal judge temporarily stayed key provisions of the rule Thursday.

“If you are serving our country abroad, I believe that you should have the ability to cast a vote in our elections. The Trump Administration is attempting to take that ability away,” Spanberger wrote on X on Aug. 29.

The final rule says UOCAVA voters are excluded and explains that the separate treatment reflects the circumstances facing military personnel, their families and other overseas voters.

Spanberger made a similar argument during a CNN interview after anchor Wolf Blitzer raised the possibility that Virginia military personnel overseas could be affected. CNN subsequently returned on air to clarify that UOCAVA ballots are exempt from the new USPS requirements.

“The continued attacks that we’re seeing from the Trump administration [are] really just an effort to get people fearful, to get to stay home, and in many cases, to eliminate what is a valid, safe, secure way for people to be able to make their voices heard and to vote,” she said.

Blitzer added that Virginia is home to “a lot of military personnel who totally rely on mail-in ballots if they want to be able to express their opinion.”

Spanberger agreed, pointing to members of the military and diplomatic services, saying the administration’s actions were impacting them along with other Virginians who find vote-by-mail “a better option.”

Spanberger did not respond to a request for comment, but when reached, a representative for CNN said Blitzer issued an on-air correction Monday.

“On Friday, I interviewed the Democratic governor of Virginia, Abigail Spanberger. We discussed legal challenges to the Trump administration’s directives for the Postal Service on mail-in voting,” Blitzer said in the correction.

“A comment that may’ve suggested that U.S. military and overseas voters’ ballots would be impacted by these directives — I want to be clear right now, those ballots are exempt from the Postal Service’s new rules implementing the president’s March executive order. Those groups are covered under [UOCAVA], just to be specific on that point.”

An X community note added as an appendix to Spanberger’s tweet of her exchange with Blitzer also surfaced the correction.

“Military and overseas voters’ UOCAVA ballots are explicitly exempt from the USPS rules implementing the March 2026 executive order; service members abroad can still register/request absentee ballots via the Federal Post Card Application,” it read.

Several users also pushed back and cited federal statute as well as the USPS’ own rule.

Others said the governor was allegedly “lying” and suggested she should know of UOCAVA as a former CIA officer.

Sen. Mike Lee, R-Utah, picked up on her original tweet, responding that he had personally discussed overseas military voting with Trump “many times” and said Trump had consistently made clear he did not want to interfere with Americans serving abroad voting by mail.

“This is completely false,” Lee tweeted.

The Supreme Court in August handed Trump a largely favorable procedural ruling, staying an earlier injunction after finding that the states’ challenge was premature at that stage.

The ruling did not decide the legality of the administration’s mail-voting policies on the merits. America First Legal President Gene Hamilton previously told Fox News Digital that the court prevented the administration from being effectively “enjoined from thinking” before agencies had settled on concrete policies.

Sept 1 (Reuters) – President Donald Trump’s administration on Tuesday filed what it said was the first lawsuit of its kind seeking to block public schools ​in Kansas City, Kansas, from facilitating gender transitioning for transgender students.

The U.S. Department ​of Justice lawsuit claims a policy adopted by the city’s school district directs staff to develop and implement transitioning plans for children without input from parents.

The lawsuit claims the policy violates federal laws that prohibit school districts ​from barring parents’ access to their children’s records and that require parents to ​consent before schools conduct evaluations that could reveal sensitive information.

“The department will not ⁠tolerate school districts playing fast and loose with federal law in the service of radical ​gender ideology,” Harmeet Dhillon, head of the Justice Department’s Civil Rights Division, said in a statement.

The ​Kansas City, Kansas Public Schools has previously said it disagreed with accusations by the Trump administration that it violated federal law. It reiterated on Tuesday it was in full compliance with the law.

The school district said ​it was disappointed by the DOJ’s decision to sue and will respond through the legal ​process. The fifth-largest school district in Kansas serves over 20,000 students across nearly 50 school sites.

KCKPS Superintendent Anna ‌Stubblefield ⁠told an NBC News affiliate in July the district’s guidance does not ask for information to be withheld from parents and that it was only guidance and not a formal policy.

The Trump administration has threatened public school districts with federal funding cuts over their transgender policies, but the ​lawsuit is the first ​by the Justice Department ⁠accusing schools of aiding in transitions without parents’ consent.

Trump has cast the gender identity of transgender people as a lie, issued a series ​of executive actions targeting their rights and stated in a directive that ​the U.S. ⁠government will recognize male and female as the only two sexes.

His administration has also taken steps to ban gender-affirming treatment such as hormone therapy for minors and eliminate federal funding for it.

The Justice ⁠Department is ​also waging a campaign to force healthcare providers across ​the country to turn over records about transgender youth who received gender-affirming medical care. Several judges have blocked those efforts.

Speaker Mike Johnson nearly lost control of the House floor — again — because of a group of disgruntled conservatives.

Then a pair of Democrats stepped in to help.

Two centrist Democrats, Reps. Jared Golden of Maine and Marie Gluesenkamp Perez of Washington, took the unusual step Tuesday of rescuing GOP leaders’ own agenda in the face of a conservative rebellion.

Those Democrats backed a key GOP procedural vote that needed to succeed for Republicans to later bring several bills to the floor.

The reason? It helped pave the way for a priority bill for Golden supporting lobstermen, according to two people familiar with the discussion. The bill already has White House support, and Golden and others hope it can become law this year.

But their vote also allowed Johnson to proceed with messaging votes that Democrats oppose, including a resolution to condemn socialism that Republicans hope to use against Democrats on the campaign trail.

The defection of those two Democrats quickly enraged members of their own party — including some party leaders, who were shocked by the two members’ votes, several people told CNN.

Asked whether he’s disappointed in those members, House Minority Leader Hakeem Jeffries told reporters: “The two Democrats who voted for the rule did not give any member of House Democratic leadership a heads-up, and as a result, blindsided the entire caucus and created a significant breach of trust.”

Jeffries said it’s “under discussion” whether the two lawmakers will face repercussions.

Golden said in a statement, “I voted for the rule for one simple reason: It paved the way for a vote on my bill to protect Maine lobstermen from costly, burdensome new regulations that would put them out of business.”

“My constituents don’t care about the team sports of Congressional procedure,” he added.

Across the caucus, Democrats argued the defection in their ranks prevented a massive and embarrassing defeat for Republicans that could have forced Johnson to send members home for the rest of September.

Multiple conservatives were blocking their party leaders’ plans for the floor this week in an attempt to protest a separate move to pass a stopgap funding bill that’s detested by the far right.

Republicans like Rep. Chip Roy refused to support a Senate-passed funding bill that didn’t allow House conservatives to insert their own priorities, like provisions against what they call “mass surveillance” or more money for President Donald Trump’s immigration agenda.

中国国家主席习近平结束吉尔吉斯斯坦访问行程，续程前往埃及进行国事访问。习近平在书面讲话中说，访埃期间将同总统塞西就中埃两国关系、全方位合作以及共同关心的国际和地区问题深入交换意见。

据中国央视新闻报道，习近平在当地时间星期二（9月1日）晚间乘专机抵达埃及首都开罗。

习近平在抵达埃及开罗国际机场发表的书面讲话中说，两国政治互信牢固，互利合作成果丰硕，多边协作密切有力，成为发展中国家友好相处、团结协作的典范。

习近平说，当前国际和地区形势变乱交织，各类挑战层出不穷。中国和埃及同为全球南方重要成员，应当践行真正的多边主义，携手捍卫国际公平正义，维护广大发展中国家共同利益。他也说，相信在双方共同努力下，访问一定会取得丰硕成果。
