加拿大总理马克·卡尼上周以美方“顽固不化”为由终止了美加贸易谈判，如今他却希望重启谈判。
但他周二暗示，美国人实在太忙于搞troll（引战/招黑）操作了。
“当美国人停止制作梗图、停止阴阳怪气、停止试图摆强硬姿态，转而认真开展对话时，我们才能坐下来谈，”他哀叹道，“这毫无建设性。但这就是他们的民主。”
卡尼的言下之意是，美国领导层非但没有做出任何明显努力结束美加贸易战，反而一心——有时还弄巧成拙——要“拿捏”加拿大人。与此同时，美国对一系列加拿大商品征收的50%关税，以及加拿大对等实施的报复性关税仍在生效。
卡尼并未提及安大略省省长道格·福特也曾嘲讽特朗普，还有一个加拿大市议会正在考虑将一条以特朗普命名的街道更名，改用带有刻意挑衅意味的新名称。但此番引战操作的多数新素材均来自美国方面。
白宫曾发布一张白头鹰看似压制住一只加拿大鹅的图片（该图片此前已发布过一次），加拿大人随即指出，有照片显示这只鹅其实在对峙中占据上风。
特朗普将安大略湖更名后，随即致电苹果公司，确保这一更名能在地图上显示出来。美国境内的地图已完成更新，但加拿大境内并未同步。此后，苹果应用商店中Mapquest的下载量激增，因其拒绝为美国用户更改安大略湖的名称。
特朗普一直纠结于名称问题，而他的助手们则一直在贬低加拿大军队。
美国运输部长肖恩·达菲称加拿大是“一个没有军队的国家”。这显然与事实不符。加拿大人曾在多场战争中与美国盟友并肩作战，甚至牺牲生命。
美国财政部长斯科特·贝森特似乎不太擅长出言嘲讽，他既没有真人秀节目背景，也未在福克斯新闻供职过。但贝森特还是试图向北边的邻国发起一次嘲讽。
“我们又没和加拿大开战。怎么可能和加拿大开战呢？他们总不能把埃德蒙顿购物中心里那两艘潜艇开过来对付我们吧，”贝森特周一在北卡罗来纳州阿什维尔举办二十国集团财长会议前，接受CNBC采访时说道。
话说回来，埃德蒙顿某商场过去确实设有潜艇主题的展览。这嘲讽可真是够狠的，斯科特！
但美国国防部长皮特·赫格塞思（他更愿意被称为“战争部长”）周一在X平台上发帖时，显然是存心要搞事情。他发布了一张两名身着加拿大军装女性的照片，并搭配加拿大国旗表情符号，配文“（这是真的）”。
或许他是想借此暗示，加拿大军队不如他一直宣传的美国军队那般有男子气概。
无论如何，照片中至少有一名女性可能是加拿大青年学员计划的成员。一名美国高级官员拿一名加拿大年轻人开玩笑，这恐怕有失体面，更何况这名年轻人可能正考虑投身公共服务领域。加拿大始终是美国的军事盟友。“9·11”事件后美国遭遇袭击时，加拿大也曾伸出援手。
赫格塞思也曾是网络引战的受害者，例如他经常发布的健身视频中做引体向上和卧推的画面，就曾遭到网友嘲讽。这其实也有些过分了，一名年近五十还能做引体向上的男性，本应值得称赞。
但赫格塞思做引体向上无助于结束美国尚未取胜的伊朗战争。这场战争持续的时间已经远超特朗普最初的承诺，也严重扰乱了世界经济。
做引体向上也无法帮助美国陆军重建高层指挥体系。就在赫格塞思嘲讽加拿大青年的同一天，即将辞职的陆军部长丹·德里斯科尔前往白宫，告知特朗普，赫格塞思的领导风格导致陆军多个关键指挥职位空缺。赫格塞思提名的部分高级将领可能无法获得两党支持，难以通过参议院确认。
他本应更清楚，不该批评有志从军的学员。美国过去两年能够完成征兵目标，部分得益于旨在帮助新兵通过体能测试的入伍前训练项目。
但赫格塞瑟并不打算停止嘲讽。他一直热衷于批评多元化举措。上周末在爱荷华州博览会一场支持共和党国会议员的活动中，赫格塞思使用了针对跨性别群体的贬损性称呼，而他此前一直主张将跨性别者逐出军队。
没错，美国党派官员出席爱荷华州博览会，往往意味着他们正在考虑竞选总统。赫格塞思则表示自己并无此意。
这些官员本有更重要的事情要做，而非在加拿大身上搞troll操作。赫格塞思需要处理美国尚未取胜的战争；贝森特本可以多花些时间应对动荡的债券市场；达菲则可以聚焦于汽油价格问题。
如果这番引战操作是为了在贸易战中争取美国民众支持，那么迄今为止他们已经失败了。

Canadian Prime Minister Mark Carney, who walked away from US trade talks last week due to what he said was American intransigence, now wants to get negotiations started again.
But he suggested Tuesday the Americans are too busy trolling.
“When the Americans stop doing memes, stop throwing shade, stop trying to be tough and start being serious about having those discussions, we can have those discussions,” he said, lamenting “It’s not constructive. But that’s their democracy.”
What Carney means is that rather than making any visible efforts to end the trade war with Canada, American leaders are trying — and sometimes failing — to own the Canucks. Meanwhile, the 50% tariffs the US imposed on a host of Canadian goods and dollar-for-dollar response tariffs from Canada continue.
Carney didn’t mention that Ontario Premier Doug Ford has also trolled Trump, and a Canadian city council is considering renaming a street currently named for Trump with a deliberately taunting moniker. But much of the new material from top officials is coming from the US.
When the White House posted an image of a bald eagle appearing to hold down a Canada goose — something it has posted before — Canadians pointed out photos showing the same goose getting the better end of the fight.
After Trump renamed Lake Ontario, he then called Apple to make sure the change showed up on maps. It does in the US, but not in Canada. And interest surged in Mapquest in App stores after it refused to change the name of Lake Ontario for US users.
While Trump has focused on nomenclature, his aides have been belittling the Canadian military.
Transportation Secretary Sean Duffy said Canada is “a country that doesn’t have a military.” That’s not true, obviously. Canadians have fought and died alongside American allies in multiple wars.
Insults do not seem to come as naturally to Treasury Secretary Scott Bessent, who does not have a background in reality TV or at Fox News. But Bessent tried to land one on the neighbors to the North.
“I mean, we’re not at war with Canada. How are we going to be at war with Canada? They’re going to take their two set submarines from the Edmonton Mall and sic them on us,” Bessent said Monday during an interview on CNBC ahead of a G20 finance meeting he is hosting in Asheville, North Carolina.
Apparently there used to be a submarine attraction at a mall in Edmonton. Sick burn, Scott!
But Defense Secretary Pete Hegseth, who prefers to be called secretary of war, was clearly trying to be mean Monday on X, when he posted a photo of two women in Canadian military uniforms.
He included a Canadian flag emoji and added, “(this is real).”
Maybe he was trying to say something about how the Canadian military is not as macho as he’s tried to make the US military.
In any event, at least one of the women in the photo may have been part of a cadet program for young Canadians. It is arguably poor form for a high-ranking US official to be trying to make fun of a young Canadian, particularly one who may be considering a move into public service. Canadians remain American military allies. They responded when the US was attacked after 9/11.
Hegseth has sometimes been on the other side of internet trolling, for example, his form doing pull-ups and bench presses in the workout videos he frequently posts have been mocked online. That’s also rather harsh, since a man deep in his 40s who can do any number of pull-ups should be celebrated.
But Hegseth doing pull-ups won’t help to end the war in Iran, which has gone months longer than Trump initially promised and warped the world economy.
Pull-ups also aren’t going to help rebuild the upper ranks of the Army. The same day Hegseth was trolling the Canadian youth, Army Secretary Dan Driscoll, just before resigning, apparently went to the White House and told Trump that Hegseth’s leadership had left the Army with key leadership positions unfilled. Some of Hegseth’s picks for top generals may not have the bipartisan support to get confirmed.
And he should also know better than to criticize cadets interested in the military. The US has been able to meet recruiting goals the past two years in part because of pre-enlistment programs meant to get American recruits in shape to pass fitness tests.
But Hegseth isn’t about to sanitize his insults. He leans into criticism of diversity efforts. Appearing at an event in support of a Republican Congressman at the Iowa State Fair over the weekend, Hegseth used an epithet for transgender people, whom he has tried to boot from the military.
And yes, when a partisan US official makes an appearance at the Iowa State Fair it often means they’re considering a run for president. Hegseth says he’s not.
All of these men have arguably better things to do than troll Canada. Hegseth has a war the US has yet to win. Bessent could spend some more time on the squirrely bond market, Duffy could be focused on gas prices, say.
If the trolling was meant to help build support for the US in the trade war, they have so far failed.
A recent Reuters/Ipsos poll found a majority of Americans oppose both renaming Lake Ontario and the imposition of tariffs on Canada.
