    Axios

Iran has “increased efforts to target U.S. personnel,” intel chief warns

Director of National Intelligence Jay Clayton warned Friday that Iran has “substantially increased efforts to target U.S. personnel” abroad, with plots to kill Americans reaching “advanced stages” in the Middle East and other countries.

The warning, contained in an unclassified memo that was sent to Secretary of State Marco Rubio and obtained by CBS News, comes as the State Department adjusts staffing at diplomatic posts across the Middle East, and the U.S. military pares back its footprint in the region, amid concerns about direct threats from Iran and threats from the Iranian-backed Houthi movement in Yemen.

“The lethal plotting efforts by the Iranians against U.S. citizens have reached advanced stages in both the Middle East and certain other countries,” Clayton wrote.

The memo, which was issued as the Trump administration weighs resuming military strikes against Iran, does not identify specific targets or countries where the alleged plots are underway, or indicate whether attacks may be imminent.

Clayton said the U.S. intelligence community is working to downgrade sensitive intelligence — received through various channels — so it can be shared more broadly with State Department personnel. CIA Director John Ratcliffe was copied on the memo.

Axios was first to report on the memo.

The warning follows a series of precautions at U.S. diplomatic facilities across the region. Earlier this week, the State Department ordered non-essential U.S. embassy personnel and their families to depart Saudi Arabia. Several other American embassies in the region adjusted their staffing under “restricted operations” status, which allows them to reduce the number of personnel without formally going on ordered departure, CBS News previously reported.

“When it comes to our staffing at embassies, we constantly evaluate new information about the security environment,” a U.S. official told CBS News on Friday. “The threat of Houthi attacks and of Iranian terror plots targeting U.S. officials are informing our decisions on staffing adjustments for embassies on RO [Restricted Operations] Status in the region.”

A U.S. official and a senior U.S. military official also told CBS News this week that the military has been quietly reducing its footprint at posts in the Middle East due to ongoing threats.

Houthi militants have stepped up drone and missile attacks against Saudi Arabia, targeting oil infrastructure and airports. One strike on Riyadh’s King Khalid Airport earlier this month killed at least a dozen people, including a U.S. citizen, and injured hundreds more.

Last weekend, U.S. embassies in Saudi Arabia, Bahrain, Qatar, the United Arab Emirates and other countries warned Americans to exercise caution due to Houthi attacks.

Although the U.S. and Iran have refrained from striking each other in recent weeks, President Trump has not ruled out restarting hostilities after next month’s midterm elections. Iran has also continued to take responsibility for attacks on oil tankers in the Strait of Hormuz.

At a campaign rally in Florida on Friday, Mr. Trump suggested the U.S. could launch another operation against Iran if Tehran failed to reach an agreement.

“We may do another little Epic Fury, or they’ll agree,” the president said, invoking the name of the U.S. military campaign launched in February.

More than $1.4 billion has been traded on prediction markets for the 2026 midterms

Prediction markets about the 2026 midterm elections have surpassed $1.4 billion in trading volume as Election Day fast approaches, according to a new CNN analysis.

This year has seen massive growth in the prediction industry, where people can bet on real-world events like sports, entertainment and the weather. While small-scale election markets have been around for a while, they gained traction before the 2024 presidential election and have seen huge numbers for the 2026 midterms.

Kalshi, the biggest US prediction company, has seen nearly $1.1 billion in trading volume on markets related to the midterms, according to a spokesperson. This includes markets about individual race outcomes, turnout numbers, prominent endorsements, whether candidates will debate, what will be said at campaign rallies and much more.

Its rival Polymarket has seen more than $340 million in trading volume on midterm-related markets, a spokesperson told CNN. This includes trading on Polymarket’s US-facing platform as well as its offshore site that’s popular with international users.

“It’s sizable,” said Dustin Gouker, an industry expert who writes a newsletter about prediction markets. “It’s still much less than sports and crypto markets, but it’s a lot of trading. And it’s valuable. It’s a meaningful signal that provides probabilities that aggregate polls and public sentiment.”

Gouker said trading is expected to significantly ramp up on Election Day, as professional bettors try to cash in on volatile changes in the markets while polls close across the country.

Still, as with gambling, most people who trade on prediction markets lose money.

The prediction frenzy has scrambled US political culture, with campaign staffers and donors obsessing over the odds. Federal regulators have pledged to crack downon insider trading related to the midterms, and Kalshi has already suspended six 2026 candidatesfor improperly betting on their own races.

Trading volume does not measure how much money has been wagered on a specific market. These figures capture the overall economic activity, in terms of how much money has changed hands before the market have been closed.

CNN has a partnership with Kalshi and uses its data to cover major events. But CNN editorial employees aren’t allowed to trade on prediction markets.

    ‘A completely new ball game’

PredictIt, which bills itself as the “original political prediction market,” has been around since 2014. The company declined to provide dollar figures for its 2026 midterms trading volume, but co-founder John Aristotle Phillips said business has been growing because of the favorable regulatory climate.

The Biden administration took action against PredictIt and separately tried to shut down election markets in 2024. But PredictIt prevailed in court, and other federal courts ruledthat election markets are permissible under federal law. The Trump administration has since embracedthe industry and is finalizingnew rules that protect election markets.

“There’s a hunger for information,” Phillips said. “Once the legal pathway is clear, as to how Americans can be allowed to spend a little bit of their own money to make forecasts, I think that’s going to be a good thing for everybody.”

Smaller companies are similarly seeing a boost, and some are trying to enter the US market before the 2028 presidential election, which has already drawn major betting.

ForecastEx, which is owned by Interactive Brokers, has seen more than $6.4 million in trading volume in markets about the midterms, a spokesman told CNN.

A UK-based prediction market, Smarkets, has seen about $200,000 in trading about the midterms among its British customers. It’s currently in the process of securing regulatory approval from the Trump administration to operate in the United States.

“It’s a completely new ball game,” Smarkets founder Jason Trost said. “It’s different this year because it’s legal and it’s widely available. Most of the money in prediction markets is sports. A small sliver is elections. But there’s a lot of interesting data you can get out of it.”

Mike Johnson asks Trump for more midterm money as Republicans seek to avert disaster in House races

    2026-10-23T21:13:00.646Z / https://www.cnn.com/2026/10/23/politics/mike-johnson-trump-house-races

In the final sprint to the midterms, Speaker Mike Johnson went to President Donald Trump with a crucial ask, according to a person familiar with the exchange. Johnson’s message: Could Trump spare more cash to help House Republicans in this tough political climate?

He wasn’t the only one making the case: Donors and lawmakers themselves have also been pleading with Trump’s inner orbit for more resources in key races, according to multiple people familiar with the discussion. Within days of Johnson’s ask, which was first reported by Punchbowl News, Trump’s political war chest dumped nearly $30 million into dozens of House races in a final push to help a jittery Republican Party avert disaster next month.

But as political conditions have deteriorated for House Republicans in recent weeks, GOP campaign operatives have been forced to abandon places where they usually go on offense, as they focus instead on protecting dozens of unexpectedly imperiled incumbents in traditionally red turf like Arizona, Ohio, Florida and Wisconsin.

For weeks, top Republicans have dismissed what they saw as Democrats’ long-shot attempts to oust GOP lawmakers in reliably red seats, like Reps. Brad Finstad of Minnesota, Mike Turner of Ohio or Jeff Crank in Colorado. Others, like Reps. Mike Carey of Ohio or Eli Crane of Arizona, were hardly even on Democrats’ radar.

But with just over a week to go, multiple GOP operatives told CNN there is growing uncertainty about incumbents in unexpectedly competitive seats if the party base does not turn out – a factor that Republican leaders know will determine whether the Democrats can create a real blue wave.

“This is just a ‘batten down the hatches’ situation,” one GOP operative involved in House races told CNN, noting they have not seen an incumbent in a competitive district crack the 50% threshold in any recent internal polling.

The party is also shifting resources away from several seats that were redrawn to favor Republicans in the nationwide mid-decade partisan redistricting push. In the eleventh-hour, House GOP groups and their allies are pouring in millions to defend core incumbents in an attempt to hold onto a bulwark of traditionally red seats.

GOP insiders have long feared the fate of their open seats — which have no incumbent – in places like Kentucky, Montana, Iowa and Arizona. Those places have trended toward Democrats in the last two weeks, operatives in both parties told CNN.

But now some Republicans are seeing signs of weakness in their incumbents’ polling — notably, a large chunk of undecided voters, who they fear could decide to sit out the election.

Johnson and his GOP campaign operation insist there is still a path to keeping their majority, and say they aren’t concerned about incumbents in those places that Trump won by double digits or more last cycle. But privately, party leaders are hearing an earful from rattled Republican lawmakers across the map who want more help from the national party in the final stretch, according to multiple people familiar with the discussions.

In North Carolina, numerous incumbents — including the House GOP’s campaign chief — are making last-minute moves to turn out voters in a state where national Republicans already appear to have lost hope in former RNC chairman Michael Whatley’s Senate race. In Texas, Republicans worry about the downballot effects of Senate GOP nominee Ken Paxton, as well as signs of a Latino swing toward Democrats.

There is perhaps the most panic among Florida incumbents, according to multiple Republican operatives, where GOP groups are dumping millions to help members in typically safe seats and to shore up other seats their own party specifically redrew to weaken Democrats. Privately, many are already pointing the blame at Gov. Ron DeSantis for redrawing the map, fearing the move has become a massive waste of resources — and at worst, a political disaster.

“There needs to be backlash against DeSantis over his dummy-mander,” one Florida Republican operative told CNN this week.

CNN has reached out to DeSantis’ team for comment.

Democrats, meanwhile, have gained confidence from their polling over the last two weeks. Some in the party are now seriously talking privately about winning a majority of 230 or more — a pickup of at least 16 seats, numerous operatives told CNN. Party leaders are eyeing seats that seemed out of reach just weeks earlier, like that of famously resilient moderate GOP Rep. Brian Fitzpatrick in Pennsylvania, who survived Democrats’ last blue wave in 2018.

Fitzpatrick is now one of Republicans’ biggest funding priorities in the final days: The GOP’s leading super PAC, the Congressional Leadership Fund, has more than $3.5 million worth of ad time reserved for the race for the final two weeks through Election Day, according to data from AdImpact.

Abandoning most traditional GOP offensive targets

Even in this tough environment, Johnson and his campaign arm privately believe they can still flip a half-dozen Democrat-held seats. Nearly all are in blue states where Republicans believe voters are more likely to take out their anger on local Democrats — including their member of Congress — than Trump and the GOP.

Trump’s stockpile of campaign cash, which totaled more than $400 million entering September, has also become a crucial lifeline for the party. A pair of super PACs funded by his operation has poured more than $150 million into House races since the start of September, per AdImpact. And CLF, the leading super PAC, is projected to spend more than $200 million on ads this cycle. The party has ample cash reserves and donor support.

Republicans feel most confident about a pair of Democratic-held districts in Trump country — Rep. Marie Gluesenkamp Perez’s in southern Washington state and an open seat in northern Maine. A seat in New Mexico that’s traded party control four times this decade also remains in contention.

Then there are the roughly dozen seats in North Carolina, Texas, Florida and Ohio where Republicans redrew boundaries to make it easier to oust Democrats. (Several Republicans told CNN that even on a bad night, they still believe they’ll pick up at least five seats: one each in North Carolina and Ohio, and two in Texas and Florida, on top of the redrawn seats in Tennessee, Alabama and Louisiana.)

“The fact is, as evidenced by crisscrossing the country on behalf of candidates and raising over a half billion dollars, the Speaker fervently believes Republicans can and will hold the House majority,” a senior member of Johnson’s team told CNN.

But Republicans widely acknowledge that most of their traditional battleground targets are out of reach in such a treacherous cycle. And hundreds of millions in super PAC support is contending with an expanding map.

“The money needed to go somewhere else,” one GOP operative who works on House races said, describing the party’s retreat from typical offensive seats. “A mix of the environment and candidate quality moved them away.”

The Congressional Leadership Fund pulled out of seats like New York’s 3rd District, held by Democratic Rep. Tom Suozzi, while drawing down much of its ad bookings against freshman Democratic Rep. Adam Gray in California’s 13th District. He won by just 187 votes last cycle, but his district was also redrawn as part of state Democrats’ redistricting push to counter Republicans in Texas.

Republicans also pulled money out of a South Texas seat they’ve dreamed of flipping for decades and even redrew in partisan redistricting last year: Texas’ 28th District. Democratic Rep. Henry Cuellar is facing his most serious general election contest from a celebrated GOP recruit, Webb County Judge Tano Tijerina. But after canceling $2 million in remaining ad time, CLF has less than $100,000 booked there for the final two weeks.

Even earlier, the group had abandoned two incumbents in battleground districts formerly at the top of both parties’ target lists: Reps. Mariannette Miller-Meeks in Iowa, after spending more than $6 million there, and Tom Kean in New Jersey, having already invested $2 million.

Meanwhile, money is flowing to the defense of incumbents in deep red territory. One of the Trump super PACs is set to spend more than $2 million through Election Day defending Crane in Arizona’s 2nd District, which the president carried by 15 points in 2024.

In the final weeks, top Republicans are most anxious about the huge number of open seats, a result of this cycle’s exodus of more than 40 GOP lawmakers from the House.

Ad bookings for the final weeks reflect that anxiety. CLF is spending $9 million on ads in Michigan’s 10th District, which Trump won by 6.5 points. Multiple GOP groups are moving millions to South Carolina’s 1st District, which Trump won by 13 points. And one of the president’s super PACs is spending more than $3 million in Montana’s 1st District, which he won by 10 points.

The same Trump-aligned group steered more funds into open seats like Texas’ 23rd District and Kentucky’s 6th, both of which Trump won by roughly 15 points.

Open seats in previously more competitive territory, like Arizona’s 1st and Nebraska’s 2nd Districts, are likely already gone for Republicans, as well as North Carolina’s 11th District, where party leaders had to pressure their incumbent to resign after an ethics scandal, according to multiple GOP operatives. No Going Back PAC, one of the Trump groups, exited that North Carolina race this week, cutting more than $1 million in planned ads after spending more than $4 million on the contest.

In Florida, top Republicans believe their jittery incumbents will ultimately survive. But some are nervous about one race in particular — an open seat in the Orlando area where scandal-plagued Rep. Cory Mills was ousted in a late summer primary.

“They should be nervous about this race,” Bale Dalton, the centrist Democrat running in the seat, told CNN this week. Dalton, a former NASA chief of staff and Navy captain, is battling former TV anchor Ryan Elijah, who only officially entered the race in August after the late primary.

There is some grumbling among Democrats, too, over where the money is going.

One Democratic operative — Phil Gardner, who is involved with the moderate Blue Dog Coalition’s political arm — told CNN he is furious that national Democrats have refused to spend for their endorsed candidate, Dalton, in Florida’s 7th District.

He complained Democrats have spent money to back an incumbent in a redrawn Florida seat that’s extremely difficult to win. (Other Democrats privately believe the 7th District is too difficult to flip, now that Mills is no longer their GOP opponent.)

“They are unwilling to make the tough but strategic decision to spend for Bale and admit that Darren Soto is not going to win… They are making a decision driven by caucus politics and not by the strategy of flipping the House,” Gardner said.

And perhaps no race better encapsulates the late scramble to move money around than Florida’s 25th District.

The district was also redrawn to favor Republicans earlier this year, but Democratic Rep. Jared Moskowitz remains in contention after weathering millions in attack ads.

On Monday, the Trump-aligned No Going Back PAC initially cut more than $2 million from its remaining bookings, briefly leaving it with no future ad time after spending more than $7 million on the contest.

But on Thursday, No Going Back PAC dramatically re-entered the contest, adding more than $6 million to its bookings over the final days of the midterms.

Rep. Ilhan Omar told Fox News Digital that her “real name” is “Ilhan Abdullahi Omar” after a federal court filing identified the congresswoman by a last name matching that of her ex-husband, whom reports have alleged is her brother.

“Ilhan Abdullahi Omar, you know it,” Omar told Fox News Digital when asked about her name. “It’s Ilhan Abdullahi Omar.”

Omar was spotted by Fox News Digital at the Karmel Mall of Somalia in Minnesota as she made her way into the Karmel Masjid, inside the mall, for Friday prayers.

Her comments come after two people familiar with the ongoing investigation into the Somali-born congresswoman, including a law enforcement source, said that her real name is Ilhan Nur Said Elmi. The last name is the same as her ex-husband, Ahmed Nur Said Elmi, who is alleged to be her brother.

Federal prosecutors referred to the Minnesota Democrat as “Ilhan Nur Said Elmi, a/k/a Ilhan Abdullahi Omar,” in a Wednesday filing in D.C. federal court, as first reported by Fox News Digital. One source said the language used for her name in the filing reflected the evidence that has so far been compiled in the immigration fraud investigation.

One source disputed Omar’s account of her name, telling Fox News Digital, ‘That’s not her real name.’

U.S. Attorney for the District of Columbia Jeanine Pirro filed a motion on Wednesday seeking to prevent the federal search warrant for the congresswoman’s home from being unsealed, which was requested by several media outlets. The motion says the federal government is not yet finished executing the search warrant, and that it shouldn’t be unsealed yet.

“Before the Court are three Applications to unseal ex parte materials and proceedings related to a federal search warrant for the personal residence in the District of Columbia of Congresswoman Ilhan Nur Said Elmi, a/k/a Ilhan Abdullahi Omar…” the motion begins.

If proven in court that the congresswoman was not using her “real name,” every single form she ever filled out could be subject to investigation, a former Minnesota federal immigration judge said.

Omar’s spokesperson repeatedly denied the claim, telling Fox News Digital on Thursday that the reports of her name being “Ilhan Nur Said Elmi” are “completely false,” then proceeding with an attack on Fox News. The spokesperson also denied that Omar was once married to her brother, calling the claims a “disgusting conspiracy theory.”

Omar’s residence in Washington, D.C., was raided by Homeland Security Investigations earlier this month as part of a probe into whether she or her father committed immigration fraud when becoming naturalized citizens. Federal authorities have since issued subpoenas to members of Omar’s family and seized her cellphone.

(CBS News)

ICE crackdown prompts some Texas Latinos to turn away from Trump

    October 23, 2026 / 5:00 PM EDT / CBS News

McAllen, Texas— Benny Melendez, the owner of a small construction company along this stretch of the U.S.-Mexico border, says he’s been forced to take drastic measures to protect his immigrant workers.

“If I don’t install fences, ICE is going to come into my property and take my workers away,” Melendez said as he showed CBS News the fencing he’s set up at one of the several construction sites he manages in South Texas.

Melendez says the fencing is designed to prevent U.S. Immigration and Customs Enforcement agents from arresting his workers, and to require them to have judicial warrants before entering his job sites.

Local officials say construction is one of the industries hardest hit by President Trump’s sweeping crackdown on illegal immigration. Construction company owners like Melendez say they’re struggling to find workers, with some having been detained by ICE and many scared of showing up to work and getting arrested. Building a home, he said, is now taking his team a year due to manpower issues — up from an average of four months before the Trump administration’s crackdown began.

“We’re blessed that we have two workers today,” Melendez said.

The South Texas resident, who voted for Mr. Trump in 2024 after supporting President Biden in 2020, said ICE operations have also made him rethink his vote.

“I regret my vote for Biden. Now I regret my vote for Trump,” Melendez said. “What other options do we got? They’re not working for us, neither party.”

Benny Melendez talks with CBS News’ Camilo Montoya-Galvez at a home construction site in McAllen, Texas. CBS News

Melendez’s disillusionment is emblematic of broader concerns among some Latino voters — including some who voted for Mr. Trump in 2024 — who believe his mass deportation crackdown has gone too far. A recent CBS News poll found nearly 60% of Latinos believe the Trump administration has deported more people than they expected.

Democrats are hoping those concerns will help them in key races in the midterm elections in November, as they try to retake control of Congress. That bet will be put to the test in Texas, where Mr. Trump and Republicans saw huge gains among Latinos in 2024, especially in communities along the southern border directly affected by the migration crisis there under the Biden administration.

Democratic state representative James Talarico and Ken Paxton, Texas’ Republican attorney general, are in a hotly contested race for an open Senate seat. In Texas’ 15th congressional district, Tejano singer Bobby Pulido, a Democrat, is hoping to unseat Republican Congresswoman Monica De La Cruz.

Javier Villalobos, the Republican mayor of McAllen, the largest city in that congressional district, warned that his party is now at risk of losing some of the gains it made in Latino border communities. He called concerns about ICE’s crackdown the No. 1 issue among his constituents.

“Inflation, the economy, everything is important. But what hits you immediately, what hits personally is the crackdown, when you see the ICE agents, masked, and pulling people out of vehicles,” Villalobos told CBS News. “It is not a good picture.”

Villalobos noted that local residents supported efforts to bolster border security and deport violent criminals in the U.S. illegally. But he said many now see ICE’s deportation campaign as “a crackdown on the Hispanic community,” one he believes has instilled fear in his city, including among American citizens.

CBS News has reached out to the White House for a response. Trump administration officials have routinely defended ICE’s enforcement efforts, noting the president ran on expanding deportations and cracking down on illegal immigration.

“I particularly don’t care about midterms,” White House border czar Tom Homan told CBS News earlier this month when asked about criticism of ICE by some Republicans. “My job as a border czar is to keep that border secure and enforce immigration law.”

Jessica Vuittonet, a coffee shop owner in San Benito, roughly a 45-minute drive from McAllen, said she voted for Mr. Trump two years ago, mainly because of her religious views. But she says she now regrets that decision, citing cases of local residents getting detained by ICE.

“I know he was going to start deporting people but not innocent people — not hardworking people,” she said.
