Thomas Ross, a Republican candidate for state representative in Missouri, is facing a federal charge over allegations he instructed his former campaign manager to plant cocaine and amphetamines on a political opponent, the Justice Department announced Thursday.
Ross, 37, is charged with one count of conspiring to distribute a controlled substance in the alleged scheme to plant drugs on Louise Secker, whom he defeated by just 33 votes in the Republican primary in Missouri’s House District 161 last month.
According to the U.S. Attorney’s Office for the Western District of Missouri, the former campaign manager, who was not named, contacted the Joplin Police Department about a “public corruption” matter and gave them a black nylon glove that he said he was given by Ross. Inside the glove was a “small amount of white powder” that FBI testing confirmed to be cocaine and one capsule of the stimulant Adderall, the DOJ said.
The former campaign manager showed authorities text messages allegedly from Ross in which he told the campaign manager to plant the drugs in his opponent’s purse or car while Ross was out of the state on vacation, prosecutors said.
According to a probable cause statement, investigators believe Ross used Adderall from his own prescription in the alleged plot, CBS affiliate KOLR-TV reported.
KOLR also reported that court records show FBI agents gave the former campaign manager a recording device. During a meeting with Ross in July, the campaign manager suggested they could call in an anonymous tip about Secker having drugs in her purse or car, prosecutors said. Ross allegedly replied, “If you can pull it off … pull it off.”
Peter Kinder, the chairman of the Missouri Republican Party, said the accusations were “serious and deeply troubling,” and called on Ross to drop out of the race, The Associated Press reported.
U.S. Attorney R. Matthew Price said in a statement that his office will “continue to uphold fairness, transparency, and integrity in elections and will pursue violations of public trust when warranted.”
“Candidates are expected to conduct their campaigns with integrity, honesty, and respect for their opponents, allowing voters to make informed decisions without fear of misinformation or undue influence,” Price said.

Vice President JD Vance could provide neither a timeline for the Iran war to end nor a date when gas prices might sink below pre-war levels during a White House appearance Thursday, suggesting instead it was up to Iran to conclude the conflict that began with joint US-Israeli airstrikes six months ago.
The current hostilities shouldn’t even be called a “war,” Vance argued, since “active combat operations” ended months ago.
“Right now, there is no active shooting,” Vance insisted, despite three consecutive days this week when the US and Iran exchanged fire, including around the Strait of Hormuz.
The description of the Middle East situation as an occasional, low-grade battle was a sign the administration is trying to place the war in the rear-view mirror two months ahead of critical midterm elections, even as the US military continues actively targeting Iranian positions. Updated casualty figures from the Pentagon on Thursday showed 790 US service members have been wounded and 18 killed since the conflict began in late February.
On Tuesday, the US conducted a multi-faceted operation, hitting nearly 60 military targets around the strait — including air defense sites, radar systems, maritime assets, mine-laying capabilities and communications sites — while simultaneously escorting ships through the waterway.
The US military expects to continue conducting offensive strikes near the strait, in part because Iran has demonstrated it has the capacity to reconstitute its capabilities. Conducting those strikes amounts to “mowing the grass” or a game of “whack-a-mole,” officials said.
Although Tuesday’s operation was a success, officials are under no illusion that a swift solution to the conflict is close. And energy companies are still wary about the huge risks involved in sending their ships through the strait, even with military escorts.
The unpopular war has caused an uptick in gas prices, prompting anxiety among Republicans looking to maintain congressional majorities.
Trump insisted this week he feels no pressure to wind down hostilities before ballots are cast. But his advisers and allies all concede the further the war recedes from view in the lead-up to November, the better.
Vance, who initially opposed going to war with Iran, played a leading role earlier this summer in trying to broker a diplomatic settlement. But the ceasefire he negotiated fell apart after two weeks, and the two sides returned to a cycle of back-and-forth strikes as Iran sought to maintain control of the strait.
Calm prevailed for most of August. But the strikes resumed this week when the US took out Iranian positions near the strait it said were preparing to launch mines into the waterway. Vance said the administration is investigating reports that the latest US strikes killed four people attending a wedding celebration in a village near the Strait of Hormuz, declining to rule out that civilians were killed while insisting the military “never targets civilian in combat.”
“We never will do that, we never have done that, and unfortunately, obviously, sometimes things happen, but in this particular case, I don’t think that we have any information one way or the other,” Vance said.
Tehran retaliated against the latest US strikes by targeting American bases in the region.
Now, there are no talks underway with the Iranians, Vance said.
“The president’s been very clear,” he told reporters at Thursday’s press briefing. “We’re not talking to them, and we’re not going to talk to them unless they stop shooting at commercial shipping.”
That leaves an uncertain timeline for concluding the conflict. Vance could not say whether it would end by the elections, which fall on November 3.
“When you ask when will this end, you’re asking me a question like when will the Iranians stop shooting at ships? I think the reality is I don’t know the answer to that question,” he said. “You would have to ask the Iranians.”
The vice president would also not say when gas might become cheaper.
“I’m not going to make a promise about when it’s going to return to $3,” he said. “What I will say is that we have to remember why are we doing this? Number one, it’s so that Iran never has a nuclear weapon.”
Vance was speaking from the White House briefing room, which had gone unused by the administration for 42 days. Press secretary Karoline Leavitt left the job last week, and Trump has not named a replacement.
Vance spoke for nearly an hour, taking questions on everything from the Iran conflict to his own slimmed-down figure, which he attributed to a diet prescribed by Health and Human Services Secretary Robert F. Kennedy Jr.
“I eat a lot of high protein stuff and I eat a lot of sauerkraut,” he said, describing the regime as somewhat less than appetizing: “If you want to enjoy what you eat, do not call Bobby Kennedy.”
He also offered robust support for another Cabinet member, Defense Secretary Pete Hegseth, whose management of the Pentagon has come under scrutiny amid turmoil prompted by firings, blocked promotions and resignations of senior officers.
Army Secretary Dan Driscoll — a close friend of Vance from their days together at Yale Law School — became the latest Pentagon departure when he submitted his resignation this week. That left the Army without its top civilian leader.
Hegseth — who served in the Army National Guard for nearly 20 years — has taken particular interest in the Army and its leadership, firing or forcing out several key leaders in the service.
And even some prominent retiring Republicans have called for Hegseth to go. Sen. Thom Tillis of North Carolina, who was a crucial vote to confirm the defense secretary last year, said he had “never witnessed more inept management of the brave men and women who serve our country.” He also said Hegseth was “intimidated by competence.”
Vance, however, downplayed the departures, and said instead that Hegseth was working to reform the military.
“America has fought a lot of wars since I’ve been alive, 42 years, and we have won almost none of them until Donald J. Trump became the president of the United States,” he said.

Trump administration asks Supreme Court to allow Postal Service rules on mail ballots

Washington — The Justice Department on Thursday asked the Supreme Court to intervene in an ongoing legal battle over U.S. Postal Service rules for mail ballots just weeks before the November midterm elections and allow the agency to enforce them.
In an emergency appeal to the high court, Solicitor General D. John Sauer requested the justices halt a district court’s temporary order blocking enforcement of the Postal Service requirements.
That 14-day order, issued by U.S. District Judge Indira Talwani last week, is set to remain in place for several more days. The Justice Department has appealed that decision, but the appeals court has not yet acted.
Talwani is also considering a request for longer relief from two dozen Democratic-led states and voting rights groups challenging the legality of the mail-voting measures. She held a hearing earlier Thursday to consider their bid for a preliminary injunction.
Justice Ketanji Brown Jackson, who handles emergency appeals from the U.S. Court of Appeals for the 1st Circuit, has asked the states and voting rights organizations to respond to the Trump administration’s request by Tuesday morning.
Sauer wrote in his request to the high court that the Postal Service’s rule “imposes only modest envelope-design and addressee-information requirements for federal-election ballots sent.”
“The Rule’s regulation of the U.S. Mail—not federal elections — is plainly constitutional,” he wrote. “While the States have primary authority to regulate the manner of elections, they cannot choose to use the federal mails to carry out their elections but then insist that their election-related mail is somehow exempt from the Postal Service’s rulemaking authority, conferred by Congress, to regulate envelope design and addressee information.”
Sauer argued the judge’s block “nullifies” the Postal Service’s attempts to address the risk of voter fraud through mail voting, which he called “a particularly pernicious species of fraud that dilutes the votes of lawful voters, prevents election results from reflecting the will of the American people, and undermines ‘public confidence in the integrity of the electoral process.’”
The Trump administration has not put forth evidence of widespread voter fraud, and President Trump himself has voted by mail in elections in Florida this year.
The fast-moving legal battle is unfolding as states gear up to send mail ballots to voters. At least two municipalities in Wisconsin have already mailed ballots out, and in North Carolina, they will go out to certain voters Friday. More states will begin sending mail ballots around mid-September.
At issue in the case is a final rule issued by the Postal Service that requires states and localities to meet design requirements for mail ballots, including unique barcodes, and to submit to an online portal information about residents who will vote by mail, including their names, addresses and the individualized barcodes.
Those voters will be enrolled with the Postal Service and be included on state-specific “Mail-In and Absentee Participation Lists.”
The rule requires postal workers to review and verify ballot mail being sent to voters. Any ballot mailings that don’t comply with the requirements “will not be accepted and will be returned” to the election offices, the Postal Service said.
The Trump administration has said the rule imposes “modest informational requirements” on states and localities, and “should not prevent a single voter from voting by mail.”
“The Postal Service will not perform any verification of voter eligibility; its role is limited to ensuring that envelopes comply with the Rule’s design and informational requirements,” Sauer said in Thursday’s emergency appeal.
But state and local election officials have raised concerns about their ability to comply with the requirements so soon before the Nov. 3 midterms. They said in court filings that ballot envelopes have already been ordered and printed, and said submitting voters’ information to the portal would demand significant time and resources.
A top official with the Postal Service said in a filing Thursday that the agency continues to make “refinements” to the new Federal Ballot Mail Portal. The Postal Service anticipates the system will be available for voluntary use “by sometime next week,” Steven Monteith, executive vice president of the Postal Service, said in a filing.
The mail-voting limits were implemented by the Postal Service in response to an executive order signed by Mr. Trump in March. In addition to the new directives for the Postal Service, the executive order calls for the Department of Homeland Security to compile “State Citizenship Lists” of residents who are U.S. citizens, and instructs the attorney general to prioritize investigations and prosecutions against election officials who issue ballots of people ineligible to vote.
But a contingent of Democratic-led states filed a lawsuit challenging Mr. Trump’s executive order. While Talwani in that case had blocked the Trump administration from moving forward with the directive, the Supreme Court last week froze her decision.
The Postal Service published its new rules for mail ballots and voting just days before the Supreme Court issued its ruling.
While the high court in that case involving the executive order granted the Trump administration relief, its decision was procedural. The Supreme Court did not rule on the merits of the mail-ballot restrictions that Mr. Trump directed the Postal Service and Homeland Security Department to impose. Instead, the Supreme Court’s conservative majority said the states’ lawsuit was premature.

Sept 3 (Reuters) – The Missouri Supreme Court on Thursday blocked a Republican-drawn new congressional map from being used in November’s midterm elections, a blow to the party’s odds for maintaining its narrow U.S. House majority.
The ruling could save the House seat of longtime Democratic U.S. Representative Emanuel Cleaver. His Kansas City-based district had been dismantled under the redrawn map.

The seven-member court, which includes five Republican-appointed judges, unanimously ruled the map must be approved by voters in a November referendum before it can take effect.

The state’s Republican attorney general, Catherine Hanaway, said on X that she would appeal to the U.S. Supreme Court.
“This unprecedented decision clearly violates federal law and has thrust our state into a full‑fledged constitutional crisis,” she said.
Republican lawmakers had installed the new map as part of a broader campaign backed by President Donald Trump to redraw district lines to favor the party’s candidates.
Trump condemned the ruling in a post on Truth Social, saying it was “a Dark Day for ‘Justice’ in Missouri!”
A group formed to oppose the new map, People Not Politicians, had collected enough signatures to file for a referendum under a provision in the state constitution that authorizes a ballot measure to approve any legislative act.

Missouri’s Republican Secretary of State Denny Hoskins, the state’s top election official, rejected the petition, finding that state constitutional language does not apply to congressional redistricting. The court on Thursday dismissed that argument.
“The referendum petition was legal, sufficient, and timely, and the secretary incorrectly concluded otherwise,” Judge Ginger Gooch wrote for the court. The redrawn map “will not go into effect unless and until approved by voters,” Gooch said.
It was not immediately clear how the ruling would affect candidates running in November’s election. The state held primary elections under the new map last month, and the court did not specify how it expected nominees to be selected now that the old map is back in place.
Hoskins’ office had argued that throwing out the map so close to the general election would cause confusion and practical challenges. But the court put the blame for that squarely on Hoskins, noting that he received the signatures in December and waited nearly eight months until 4 p.m. on the final deadline day to reject them.

“The Missouri constitution says what it says, and those words matter,” Richard von Glahn, executive director of People Not Politicians, told reporters.
Missouri was among numerous states that either installed new maps or took steps to do so as part of an extraordinary mid-decade redistricting battle that began when Trump successfully urged Texas Republicans to tear up that state’s U.S. House map.
While both Republican- and Democratic-controlled states drew new maps, Republicans eventually emerged as the winners after a U.S. Supreme Court ruling permitted several conservative Southern states to eliminate districts with significant Black populations.
Overall, Republicans improved their chances in 16 districts, including Cleaver’s seat in Missouri, while Democrats secured an edge in six districts. Republicans hold a narrow 219-214 majority in the U.S. House, including one independent who caucuses with Republicans.

FIRST ON FOX: The White House is rolling out a new website Thursday that will feature classic arcade-style games with a MAGA twist.
A promotional video for the site obtained by Fox News Digital shows MAGA remakes of old favorites, including Snake, Flappy Bird, Duck Hunt and a couple of originals. Each one is uniquely Trumpian.
The MAGA version of Snake, for example, features border czar Tom Homan leading a line of illegal aliens in orange jumpsuits while he chases others on the grid. In another game, reminiscent of Duck Hunt, the user employs a net to catch gold bars and money, illustrative of putting money into a Trump Account. The Washington Monument is depicted in the background of that game.

“This is an effort to further contrast between a culture of fun and winning and the dark socialist vision Democrats have for America.”

Millions of foreigners have left the United States, either by voluntary self-deportation or by being arrested and removed, during Trump’s second term.
Those numbers are on the rise. U.S. Immigration and Customs Enforcement (ICE) recently broke its own monthly record for illegal alien arrests, topping 50,000 in July.
Parents are eligible to open Trump Accounts for their children this year, in which the federal government automatically deposits $1,000. Family members and friends can contribute up to $5,000 per year to a child’s account, which will appreciate in value until the child turns 18. The program will continue next year.

Trump administration plows ahead with groundbreaking for the president’s ‘triumphal arch’

The Trump administration plans to break ground on the president’s “triumphal arch” in the next two weeks, Interior Secretary Doug Burgum announced on Thursday.
“We are pleased to announce that after a very long wait (over 125 years!), we are preparing to start, over the next two-week period, the excavation work necessary for the Great Triumphal Arch,” Burgum wrote on X.
The project is moving forward even though a pending lawsuit aims to stop it, critics say it needs congressional approval, it hasn’t gotten the greenlight from a DC planning commission, and an FAA review of potential impact on flights hasn’t been completed.
The familiar pattern under President Donald Trump – who has plowed ahead with various “beautification” projects in the nation’s capital despite opposition and without going through normal processes – has again prompted an outcry.
“The fact that they’re moving forward on this before any of the legal steps required is egregious,” Ed Stierli, of National Parks Conservation Association told CNN.
Democratic Rep. Don Beyer, who represents a Northern Virginia district that includes Arlington National Cemetery, the historic grounds across the Potomac River from where the arch would be built, said: “This project is not even close to being ready for prime time.”
Plans to begin excavation are “plainly illegal without congressional authorization,” he added.
Nicolas Sansone, an attorney at the nonprofit Public Citizen, which is representing plaintiffs in the lawsuit, says it will act as quickly as possible to respond.
“We’re frankly befuddled as to what sorts of legal authority the government believes that has to begin on the ground construction of the arch,” Sansone told CNN.
Among the individuals suing are veterans who say the arch would disrupt the sightline from the Lincoln Memorial to the Arlington cemetery and Arlington House, the Robert E. Lee memorial.
The Department of Interior did not immediately respond to CNN’s questions, including the extent of the planned excavation.
Trump has argued that he does not need congressional approval, and the administration has cited a 1925 plan authorized by Congress to build columns close to the proposed arch site to contend that it doesn’t need further legislative oversight. Those columns were never built.
The Justice Department has asked that the arch lawsuit be rejected. In a Thursday court filing, the DOJ pointed to a recent ruling from the Supreme Court that allowed construction of the East Wing Ballroom, another Trump project, to continue.
In the 5-4 decision, the conservative justices said that courts couldn’t block ballroom construction because the legal challengers had failed to show they were being harmed in a way that would call for the judges to intervene.
Similarly, DOJ said in the arch case: “Plaintiffs cannot establish standing based on desires to view Arlington House or the Lincoln Memorial.”
The National Capital Planning Commission – one of two key federal agencies that reviews and approves major changes on government property in Washington, DC — has only given preliminary approval for the project. The earliest it could give its final approval would be October 1, the date of the commission’s next monthly meeting.
But first, an assessment of how the arch impacts historic and cultural sites – known as a Section 106 review, a key requirement under the National Historic Preservation Act – must be completed.
The Federal Aviation Authority also continues its own review of the arch, which would sit less than two miles from a runway at Washington’s Reagan National Airport, one of the busiest in the country.
A preliminary study done by the FAA determined that the arch would pose no risk to air travel but recommended that red obstruction lights be added to the arch.
FAA regulations require structures that exceed 200 feet and are in a place where they could interfere with airspace to be subject to a review.

The federal government plans to start excavation over the next two weeks on a massive triumphal arch across the Potomac River from Washington, D.C., Secretary of the Interior Doug Burgum said Thursday, launching a controversial project championed by President Trump.
Construction at the site is expected to take two to three years, with an intense 20-hour-a-day, year-round work schedule, the National Park Service has said, meaning the project could wrap up toward the end of Mr. Trump’s second term.
The 250-foot-tall arch — which will be clad in granite and topped by three golden statues plus an observation deck — is slated for a traffic circle near Arlington Memorial Cemetery and across the river from the Lincoln Memorial. The administration has said the arch will recognize the 250th anniversary of the signing of the Declaration of Independence this year, and has argued that previous architectural plans for the site have called for a monument to be built.
“This will be one of the Great Pieces of American Architecture, honoring the history and significance of Arlington Cemetery and befitting the most powerful Capital in the World,” Burgum wrote Thursday in a post on X.

The project is part of a broader effort by Mr. Trump to put his architectural stamp on the nation’s capital, with sweeping changes planned for the White House campus, the Lincoln Memorial Reflecting Pool and the Kennedy Center.
The president has taken a personal interest in the project, showing off three-dimensional renderings of the arch at White House events. Mr. Trump told donors to his White House ballroom project last fall that he was given a choice between building a “small, medium and large” arch, but concluded: “I happen to think the large looks by far the best.”
But the arch has drawn pushback from Democrats, preservation groups and veterans who argue the arch — at more than double the height of the Lincoln Memorial — could interfere with sightlines between major D.C. monuments and Arlington National Cemetery. Critics have also warned about its position just north of Ronald Reagan Washington International Airport.

One group of veterans sued over the arch earlier this year, arguing the Trump administration lacks congressional approval to build it. The Justice Department asked a judge to toss out the suit, which remains pending in federal court.
The National Park Service acknowledged last month the project could have some adverse impacts on the landscape, but said “the same characteristics that make Memorial Circle sensitive from a preservation perspective are also the characteristics that make it the historically appropriate location for the undertaking.”
Two panels led by Trump appointees that oversee construction in the D.C. area have offered support for the project. The U.S. Commission of Fine Arts granted final approval in May, and the National Capital Planning Commission voted for preliminary approval in July, though it requested some changes.
The Federal Aviation Administration is still studying the project’s impact on the congested D.C.-area airspace and collecting public comments. An earlier study by the FAA found it would not have an adverse effect on the nearby airport, but would need to be topped by red obstruction lights.

美国政府最新数据显示，受人工智能（AI）基础设施建设热潮推动进口增加，美国7月贸易逆差扩大至886亿美元，创2025年3月以来新高。
法新社报道，自特朗普去年重返白宫并对贸易伙伴和竞争对手加征关税，试图缩小贸易逆差以来，美国贸易状况一直大幅波动。
美国商务部星期四（9月3日）发布的数据显示，7月美国商品与服务出口额为3107亿美元（约3937亿新元），环比下降2.1%；进口额为3993亿美元，环比增加2.8%。商品贸易逆差增加173亿美元至1196亿美元，服务贸易顺差则增加2亿美元至310亿美元。
