    Rescue teams continue the desperate search for survivors, some even digging with their hands, as tens of thousands of people are still presumed to be missing in Venezuela five days after twin earthquakes struck. More than 1,400 people have died in the quakes.

    Outside of a hospital in Caracas, families scour lists of patients looking for any missing relatives.

    Fonseca said she will miss “everything” about her sister, including the love they had for each other.

    In hard hit La Guaira, a coastal city and the epicenter of a dire humanitarian crisis, there’s remnants of people’s lives in the rubble of collapsed homes and apartment buildings – from stuffed animals to a passport and a kindergarten graduation diploma.

    “We need more support”

    But amid the tragedy, there are moments of hope.

    A U.S. search team helped to rescue a mother and her 9-month-old baby from the debris of a collapsed building.

    “Against impossible odds, hope endures,” the U.S. State Department wrote in a post it shared on social media, adding that “every life saved is a victory.”

    On Saturday, Keyla Zerpa’s nephew, Kenger, was rescued. She told CBS News her two nephews and sister lived in a building that came crashing down and that 11-year-old Kenger was the only survivor.

    “We need more support, more help,” Zerpa said, directing her message to the U.S.

    U.S. diplomat John Barrett said there are more than 300 American rescuers on the ground in Venezuela.

    “We were with Venezuela before the earthquake and we’re even closer to Venezuela after, after the earthquake,” he said.

    Secretary of State Marco Rubio said last week that he spoke to Venezuela’s Acting President Delcy Rodríguez and offered the full assistance of the U.S.

    The U.S. Supreme Court on Monday ruled in favor of a Mississippi law allowing mail-in ballots to be counted in elections even if they are received after Election Day.

    The court was split 5-4 on the ruling, with Justice Amy Coney Barrett writing the majority opinion. She was joined by Chief Justice John Roberts, as well as justices Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson.

    Barrett’s opinion held that Election Day, in the context of federal law, set a deadline for when voters must make a choice regarding their preferred candidate. Relevant laws, however, impose no standard for when ballots must be received to be considered valid.

    “The electorate’s choice is made when voting is complete, not when ballots are received,” she wrote. “Election-day statutes say nothing about ballot receipt, and we cannot add to the words Congress chose.”

    Justice Samuel Alito, writing his dissent, took a different view of what it means for the electorate to have made a choice.

    “If ballots received after election day are added to the set of ballots that dictate the election’s outcome, the electorate’s choice does not occur on election day,” he wrote. “The acceptance of these late-arriving ballots effectively postpones the date on which the electorate’s choice is made.”

    If the Supreme Court had ruled that ballots received after election day were invalid, 14 states, three U.S. territories and Washington, D.C. would have been forced to change their voting laws ahead of the midterm elections.

    Military ballots, which often arrive after election day, took center stage as the case played out. The Uniformed and Overseas Citizens Absentee Voting Act, the federal law governing military and overseas absentee voting, makes repeated reference to ballot-receipt deadlines under different state laws, something the majority argued would not be the case if Congress had already established a national standard for when ballots need to be received.

    “I disagree with counting ballots after election day, but Barrett’s argument is persuasive that federal statutes recognize state leeway in counting ballots after election day and the plaintiffs themselves struggled to agree on the parameters,” conservative broadcaster Erick Erickson said of the decision.

    Eric Schmitt, R-Mo., meanwhile, called Barrett’s opinion “shockingly wrong” and “terrible for election integrity.”

    During oral arguments for the case, Alito and Justice Brett Kavanaugh, who ultimately joined the dissent, voiced concerns that counting large quantities of ballots after Election Day could shake the public’s trust in election results.

    “If the apparent winner the morning after the election ends up losing due to late arriving ballots, charges of a rigged election could explode,” Kavanaugh noted.

    Referring to this possibility, Alito argued that “confidence in election outcomes can be seriously undermined” when large numbers of later-arriving ballots impact the results of elections.

    The majority, however, did not address these arguments, stating that they were outside the scope of what the court had authority to rule on.

    “Finally, plaintiffs assert that requiring ballots to be received by election day protects election integrity and increases voter confidence in election results,” Barrett wrote. “As we have said time and again, however, policy arguments are properly directed to legislatures, not courts.”

    “The question today is not whether requiring ballots to be received by election day is a good or bad idea; the question is whether the idea has made its way into the United States Code,” she added.

    Lisa Cook’s ascension to the Federal Reserve was historic from the start.

    Appointed by former President Joe Biden in 2022, she became the first black woman to serve as a governor on the Fed board — a seven-member panel that sets national interest rates and oversees the banking system.

    Now, she stands at the center of another historic moment, as the Supreme Court ruled Monday against President Donald Trump’s effort to fire her, preserving long-standing protections around the central bank’s independence.

    Cook’s legal fight traces back to late August, when Trump said he was firing her from the Federal Reserve Board of Governors, the seven-member body that helps set monetary policy and oversee the U.S. banking system.

    He alleged she misrepresented information tied to a trio of mortgages she obtained before joining the central bank. Cook has denied any wrongdoing and has not been charged with a crime.

    She sued Trump in federal court in Washington, D.C., to block her removal from the nation’s most powerful central bank. On Sept. 9, a district court judge barred Trump from firing her while the case proceeds, a decision later upheld by a federal appeals court.

    A graduate of Spelman College, Cook has been described by American economist Barry Eichengreen as “part economist and historian,” with command of several languages, including French, Russian, Spanish and Wolof — a widely spoken language in Senegal.

    She joined the Fed board in May 2022 and was reappointed in September 2023 for a term that runs through January 2038.

    Supreme Court takes up dispute over Arizona voting restrictions

    Washington — The Supreme Court on Monday agreed to decide whether federal law bars Arizona from imposing tightened voting rules, including a measure that requires documentary proof of citizenship to register to vote on a state form.

    The case sets up a high-stakes dispute over the state’s efforts to tighten its voting requirements. It is a crime for non-U.S. citizens to vote in federal and state elections, but some states have sought to implement new restrictions aimed at ensuring noncitizens are not on their voter rolls amid claims of election fraud by President Trump.

    The Supreme Court will hear arguments in its next term, which begins in October.

    The dispute before the Supreme Court involves two Arizona laws that were adopted by the state legislature in 2022. The first requires prospective voters who are registering to vote on a state form to provide proof of citizenship, and the second involves procedures for state election officials to review voter rolls and cancel the voter registrations of noncitizens.

    Prospective voters can also register using a federal form, which does not require proof of citizenship. In Arizona, applicants completing the federal form that do not provide citizenship proof may be registered as voting in only federal elections, but are not eligible to vote for president or by mail. There were more than 19,000 Arizonans who had not supplied proof of citizenship and were registered as “federal-only” voters as of July 2023, according to court records.

    After the measures were approved by the Arizona legislature, the Democratic National Committee, the Arizona Democratic Party and nonprofit organizations filed lawsuits seeking to block their enforcement. The plaintiffs argued that the provisions violated or were preempted by the National Voting Registration Act, as well as a 2018 consent decree between Arizona’s secretary of state and the Maricopa County recorder.

    A federal district court said election officials could not reject state voter registration forms that lacked proof of citizenship, citing the consent decree, and ruled that under the NVRA, Arizona could not systematically cancel voter registrations within 90 days of a federal election.

    The U.S. Court of Appeals for the 9th Circuit considered the district court’s earlier injunction and last year, it went on to uphold that order barring enforcement of Arizona’s voter-registration laws. A divided panel of judges on the 9th Circuit agreed that the proof-of-citizenship requirement for prospective voters registering for federal elections on the state form violates the NVRA, and said the requirement for county recorders to reject state-form applicants without citizenship proof violates the 2018 consent decree.

    The court also held that the law bars county recorders from systematically cancelling the registrations of voters who they have “reason to believe” are not citizens within 90 days of a federal election.

    The Supreme Court considered Arizona’s voter-registration laws ahead of the 2024 election, when Arizona Republicans and the Republican National Committee turned to the high court for emergency relief. The high court allowed the state to enforce the proof-of-citizenship requirement for the state form but declined to allow enforcement of its rules requiring proof of citizenship to vote for president or by mail.

    Arizona has continued to enforce the citizenship rule for registering to vote on the state form while litigation has continued.

    In a separate case involving Virginia’s voter-removal program, the Supreme Court in October 2024 allowed the state to move forward with its removal of roughly 1,600 alleged noncitizens from its voter rolls. Virginia had launched its program designed to clean up its statewide voter registration lists exactly 90 days before the 2024 federal elections.

    Republicans in Arizona returned to the Supreme Court earlier this year when they appealed decisions in three different cases involving the state’s voting requirements. The Trump administration urged the high court to take up just one of the appeals, from the Republican National Committee, which involves the proof-of-citizenship requirement for the state form and the program to purge its voter rolls.
