美国《政治报》4日引述一名匿名知情人士称，美国近期向古巴增派情报人员及其他情报资源，这是“可能为美国军事行动铺路的关键战略步骤”。另一名匿名知情人士说，此举意味着美国中央情报局加强在古巴的“存在感”，美国“将动用包括情报界资源在内的所有常规工具”向古巴施压。

报道称，美国在对他国开展军事行动前，通常先加大情报活动力度。不过，上述知情人士强调，美国对古巴的军事入侵计划“还远未成形”。

此外，美国政府近期重点是解决伊朗问题，同时也加大了对古巴的施压，包括加强能源制裁。两名知情人士称，美国无需等伊朗问题解决后再对古巴采取行动，古巴是美国国务卿鲁比奥的“高度优先事项”。

报道还说，数十年来，美国一直在古巴开展情报活动。但近年来，美国中情局等情报机构在古巴的工作受阻，部分原因是所谓“哈瓦那综合征”事件导致在古巴人员缩减。

美国长期对古巴实施经济、金融封锁和贸易禁运。今年对委内瑞拉、伊朗发起军事行动后，美国总统特朗普威胁称，“下一个是古巴”。

WASHINGTON, Aug 5 (Reuters) – Republican U.S. Representative Chuck Edwards of North Carolina said on Wednesday he was dropping his bid ​for reelection, after a House Ethics Committee recommended a ‌censure following allegations of sexual harassment.

“After much prayer and reflection, I’ve decided to withdraw from my re-election campaign. I will complete my ​current term,” Edwards wrote in an early morning ​X post that did not address the allegations ⁠or the committee report.

His announcement followed an Ethics Committee ​report that found he had “engaged in persistent unprofessional and ​inappropriate conduct towards two young female staffers.”

That included giving them lavish gifts, making comments about their appearance, inviting them to intimate dinners ​and vacations.

While the committee found no evidence that Edwards ​had sexual relations or explicitly propositioned any women he employed, the ‌report ⁠said, his behavior led to rumors and innuendo and made the two staff members uncomfortable.

Edwards denied that his conduct was intended as sexual or romantic in nature, the ​committee said.

The ​staffers, it said, “were ⁠put in an untenable position by virtue of his status as their boss and ​a Member of Congress. Representative Edwards was ​at ⁠minimum blind to that reality, and at worst, dismissive of the impact his inappropriate conduct had on the careers ⁠and wellbeing ​of two women on his ​staff.”

It was not clear who would replace Edwards on the Republican ballot ​in November’s congressional election.

美国政府过去一周接连出手制裁中国企业后，中国商务部星期三（8月5日）宣布一系列反制措施，包括加强无人机相关物项对美出口管制、将七家美国实体列入反制清单等。但受访学者预计，在下月的两国元首峰会召开前，中美经贸摩擦进一步升级的空间有限。

美国联邦通信委员会（FCC）7月28日将中国具领导地位的机器人和电力逆变器等产品，纳入进口管制清单。三天后的7月31日，美国国土安全部又将43家中企列入《防止强迫维吾尔人劳动法》实体清单，是这份黑名单历来规模最大的扩增。

中国商务部星期三宣布，即日起加强无人机及其关键零部件和技术对美出口管制，逐案从严审核；将应用DNA科学公司等六家“协助支持美国涉疆非法制裁”的美国实体，以及协助支持FCC采取“涉华消极措施”的美国合规性测试公司（Compliance Testing LLC）列入反制清单，禁止中国境内组织或个人与他们交易或合作。

中国商务部还对装有外国系统软件的进口打印复印办公设备发起对外贸易国家安全调查，这是中国首例外贸国安调查。此外，官方也暂停中国强制性产品认证（CCC认证）指定机构委托在美认证机构实施的工厂跟踪检查。

中国商务部以新闻发言人答记者问形式发表声明，谴责FCC持续泛化国家安全概念，“一而再、再而三出台涉华限制性措施”；并指美国“置中方多次交涉于不顾”，在7月30日中美经贸牵头人视频通话之后，又将40余家中国实体列入实体清单；中国只能采取必要反制措施予以回应。

发言人强调，中国的反制措施“总体上是克制的”，要求美国立即撤销有关措施，停止错误做法，回归通过协商和合作解决分歧的轨道。“如美方执意出台新的对华限制性措施，中方将进一步反制。”

彭博社本周引述消息人士报道，FCC正起草一份新禁令，禁止美国进口新机型的中国数据中心组件，包括利用光纤技术来传输和接收数据的光收发模块。

美国众议院中国问题特设委员会星期二（8月4日）发布报告，指美国电信运营商与中国电信企业间存在未受监管的连接路径，这一漏洞将美国电信系统暴露于网络安全风险中。路透社引述知情人士称，FCC的新禁令被视为对上述报告的回应。

消息引发中国A股光模块概念股星期三盘中震荡，全球最大光模块供应商之一的中际旭创股价一度下跌14%，全天滑落7.3%；另一家光模块龙头新易盛盘中跌破10%，最终收跌5.3％。

新加坡管理大学李光前商学院金融学副教授傅方剑向《联合早报》分析，中国本轮反制力度属于“可进可退”；无人机出口管制等措施将对美国造成实质性打击，“但中国会不会严格执行，要看美国接下来的反应”。

南洋理工大学拉惹勒南国际研究院副教授李明江受访时指出，中国没有祭出稀土管制等对美国威胁性更大的措施，表明北京并不希望事态升级，尤其是在中美元首峰会前夕。

李明江研判，本轮经贸摩擦不会对9月的中美高层互动产生太大负面影响。“当前中美关系就是在竞争框架下尽量管控矛盾和摩擦升级，而元首峰会是最有效的管控机制。”

傅方剑也预计，中国国家主席习近平下月底访美前，中美经贸团队还将持续谈判，为两国元首峰会达成协议铺路。“但谈判过程往往充满博弈和斗争，双方的制裁和反制也是博弈的筹码。”

House GOP divisions are erupting on the midterm campaign trail as Republicans fight an uphill battle to keep control of Congress for the latter half of President Donald Trump’s term.

The infighting touched down in Florida on Wednesday, where two House Republicans are endorsing a primary opponent to incumbent Rep. Cory Mills, R-Fla., who is facing multiple investigations into his finances and allegations of domestic abuse, among other claims. Mills has denied any wrongdoing.

Reps. Mike Haridopolos, R-Fla., and Anna Paulina Luna, R-Fla., announced they’re backing former sports reporter Ryan Elijah for Mills’ seat and said they “urge our fellow Republicans to join us in supporting him.”

“Ryan Elijah is an excellent candidate and will ensure victory for us in Florida 7,” Haridopolos told Fox News Digital.

Notably, President Donald Trump has endorsed Haridopolos, Luna and Mills for re-election.

It comes after another GOP source told Fox News Digital that some Florida Republicans were worried about the chances of keeping Mills’ seat if he won the primary on Tuesday, Aug. 18.

The nonpartisan Cook Political Report downgraded its projection for Republicans from “Solid R” to “Likely R” earlier this year. And with a Cook rating of R+5, Democrats could be within striking distance if Republicans see a tough enough cycle in November.

Mills is under investigation by the House Ethics Committee and the Department of Justice (DOJ), according to a source, though he has consistently insisted that he has not done anything wrong.

The Republican military veteran dismissed reports of a DOJ investigation as a “desperate lie” by his opponents and said on X late last month, “We are not aware of any DOJ investigation, nor has there been any confirmation of such investigation by DOJ or FBI, and would fully cooperate if there was one.”

Fox News Digital reached out to Mills for a response to Haridopolos and Luna’s endorsement.

Mills is one of several House Republicans whose allegations of misconduct are posing a headache for the GOP on the campaign trail.

Rep. Chuck Edwards, R-N.C., announced overnight that he would drop his re-election bid after an explosive report detailed sexual harassment accusations by two young female staffers. Edwards has denied those accusations but has admitted to at times making staff feel uncomfortable.

And Rep. Max Miller, R-Ohio, has been accused of domestic abuse by his ex-wife and former father-in-law, Sen. One House GOP source called the situation a “f—ing trainwreck” in comments to Fox News Digital.

Miller has denied any wrongdoing and asked the House Ethics Committee to initiate an investigation in order to clear his name. The former Trump aide has resisted calls to exit the race, insisting he will win in November and that the public accusations from his ex-wife are a bid to derail his political career.

All three House seats are on the Democratic Congressional Campaign Committee (DCCC) target list, meaning Democrats are pouring money and resources into those races.

One House Republican, who was granted anonymity to speak freely, told Fox News Digital that all three should drop out of their races, stating, “We must lead by example.”

Mills’ primary debate is Wednesday night.

Abdul El-Sayed projected to win Michigan Democratic Senate primary, defeating Haley Stevens

Washington — Former Michigan health official Abdul El-Sayed defeated Rep. Haley Stevens in the Democratic Senate primary in Michigan, CBS News projects, in a closely watched contest that represented the latest test of the party’s divisions.

El-Sayed, 41, ran on a leftist platform and secured the backing of prominent progressives like Rep. Alexandria Ocasio-Cortez and independent Sen. Bernie Sanders in the primary, which became a distinct choice between diverging factions of the Democratic Party after a third candidate, state Sen. Mallory McMorrow, dropped out of the race last month. Stevens, a 43-year-old who has represented Michigan in the House since 2019, was recruited by Senate Minority Leader Chuck Schumer and took a more moderate lane, securing an endorsement from outgoing popular Michigan Gov. Gretchen Whitmer last month.

The pivotal primary contest opened up after Democratic Sen. Gary Peters announced he wouldn’t seek reelection, setting up a competitive race in the state.

With the primary victory, El-Sayed is set to take on former Rep. Mike Rogers in November. Rogers ran unopposed in the Republican primary, after narrowly losing to Sen. Elissa Slotkin in the 2024 race for Michigan’s other Senate seat, giving him months to home in on his general election pitch while Democrats’ primary fight grew increasingly ugly.

Stevens congratulated El-Sayed on Wednesday morning, while offering her support as he prepares to take on Rogers in November.

“Donald Trump and Mike Rogers want us to come out of this primary tired and divided, so their billionaire backers can come in and let multimillionaire Mike Rogers walk away with this Senate seat,” Stevens said, while warning of the broader implications for the Senate should the GOP flip the seat. “I’m not going to let that happen.”

The seat in Michigan is considered among the most vulnerable for Democrats this cycle in a state that has flipped between supporting Democrats and Republican presidents in recent elections. National Democrats, who backed Stevens, pitched her as the more electable candidate, citing El-Sayed’s more left-leaning views and arguing that they are out of step with the battleground state.

Asked about the dynamic, El-Sayed told CBS News’ Ed O’Keefe ahead of the primary that “it’s always funny to me that people want to say that this state votes for moderates when it voted for Donald Trump twice.”

“It may just be that the better explanation is not that the state wants moderates, it’s that it’s so sick and tired of the establishment bought off by corporations on both sides of the political aisle, that it was willing to hold its nose and vote for Donald Trump twice,” he added. “Now, what happens if the alternative to the bought-off establishment happens to be instead of a narcissistic, megalomaniacal billionaire, a doctor who rebuilds health departments to eliminate medical debt and put glasses on kids’ faces? I’m willing to test that proposition.”

El-Sayed’s victory comes after a series of primary wins by insurgent Democrats in places like New York City and Colorado in recent months, as progressives and democratic socialists seek changes to the party. The dynamic has been a defining feature of the primary cycle so far. But how it will play in November — especially in battleground states like Michigan — remains to be seen.

El-Sayed, who is not a member of the Democratic Socialists of America but has welcomed its members into his coalition, has run on progressive policies like Medicare for All, and he’s been an outspoken critic of Israel’s government and the war in Gaza. The issue has been central to the campaign in the Great Lakes State, which is home to the largest concentration of Arabs in the U.S. And he hammered Stevens throughout the campaign for receiving an influx of funding from pro-Israel groups, while receiving criticism himself for campaigning with left-wing podcaster Hasan Piker.

The seat in Michigan is among a handful that Democrats are defending this cycle, while they look to flip seats elsewhere to secure control of the upper chamber. With 53 Republicans in the Senate, Democrats need to flip four seats, while fending off GOP inroads in Michigan and elsewhere to take the majority.

Schumer and Sen. Kirsten Gillibrand, the chair of the Democratic Senatorial Campaign Committee, praised El-Sayed in a joint statement following his projected victory for running an “energetic campaign that inspired thousands of Michiganders across the state.”

“Democrats are united by a common purpose: putting a check on Donald Trump by defeating his Republican enablers and taking back the Senate,” the Democrats said. “We look forward to working with Abdul and Democrats across Michigan to win this seat in November.”
