韩国首尔中央地方法院星期三（9月16日）就韩国政府针对朝鲜提起的损害赔偿诉讼作出判决，裁定朝鲜应就单方面炸毁韩朝联络办公室大楼，向韩国政府赔偿约446亿韩元（约4160万新元）。

韩联社报道，首尔中央地方法院当天就这起索赔诉讼案判决原告胜诉，但未说明判决理由。这是韩国政府首次以原告身份起诉朝鲜并胜诉。

韩朝联络办公室成立于2018年9月。2018年4月，时任韩国总统文在寅和朝鲜领导人金正恩在板门店会晤后发表《板门店宣言》，宣布双方将为实现朝鲜半岛无核化和停和机制转换而努力。

朝韩联络办公室是根据《板门店宣言》协议内容设立的朝韩历史上首个联络办公室，于2018年9月正式启动运营。联络办公室主要履行朝韩联系与交涉、政府间会谈与磋商、民间交流与援助、为双方人员往来提供便利等职能。

Sept 16 (Reuters) – With Republican control of the U.S. Senate in doubt, President Donald Trump’s White House is pushing to confirm a raft of new federal judges before the year’s end.

Trump announced he was nominating 13 new judges during a nine-day span ​in August while the Republican-led Senate was in recess. Six of those nominees will appear before the Senate Judiciary Committee on Wednesday, joining five others already pending before the full ‌chamber, which confirms judges by majority vote.

If Democrats during the November 3 midterm elections win control of the Senate from Republicans, who now hold a 53-47 majority, Trump’s ability to confirm additional nominees could evaporate once new lawmakers take office next year.

“You always go into this with the fear of losing the Senate,” said Robert Luther, a George Mason University law professor who worked on judicial nominations in the White House Counsel’s Office during Trump’s first term.

Regardless of whether Republicans keep control of the ​Senate, however, he and other experts say this round of judicial nominees may be one of Trump’s last big chances to make his mark on the courts, since the pool of vacancies ​and judges likely to retire has been shrinking.

“Supreme Court vacancy notwithstanding, I expect this to be the slowest two years for judicial nominations under Trump,” Luther said.

The ⁠scramble to confirm judges before a possible change in Senate control is not unique to Trump. Democratic President Joe Biden and Senate Democrats faced similar pressure ahead of the 2022 midterms.

Republicans failed to retake ​the Senate that year, allowing Biden to finish with 235 confirmed judges, one more than Trump was able to confirm in his first term.

NOMINEES DRAW PRAISE FROM CONSERVATIVE ACTIVISTS

Trump’s return to the White House last year has ​allowed the Republican president to continue reshaping the federal judiciary, winning confirmation of another 54 judges. His total appointments from both of his terms equate to nearly one-third of the federal bench.

Those judges helped to tilt the judiciary to the right, particularly Trump’s three appointees on the U.S. Supreme Court’s 6-3 conservative majority. Since 2021, the court has curtailed abortion access and affirmative action, expanded gun rights and backed Republican-led congressional redistricting efforts.

Judges appointed by Trump have not always ruled in his favor, though, as evidenced on ​Tuesday when he criticized his appointees on the Supreme Court for ruling against a U.S. Postal Service rule restricting mail-in ballots.

Among the nominees appearing before the Judiciary Committee on Wednesday is Zach West, who won praise ​from conservative legal activists for his work in the Oklahoma Attorney General’s Office, where he defended abortion restrictions and argued that Oklahoma could not bar religious schools from participating in its charter school program.

Another nominee to be considered this month ‌is Arkansas-based ⁠U.S. District Judge Lee Rudofsky, whom the White House wants to elevate to the St. Louis-based 8th U.S. Circuit Court of Appeals after he delivered a key ruling four years ago that weakened a landmark voting rights law.

His confirmation would give Trump appointees a majority on the court, making it the first of the nation’s 13 federal appeals courts to be dominated by his chosen judges.

Rudofsky, West and other nominees did not respond to requests for comment.

TRUMP’S MARK ON THE COURTS

Since returning to office in January 2025, Trump and his allies have frequently criticized judges who blocked administration policies amid hundreds of lawsuits challenging his actions.

At the same time, the White House ​has resumed a central first-term goal: placing conservative lawyers and ​Trump allies on federal trial and appellate ⁠courts nationwide. Many of his appointees are in their late 30s or early 40s, and could remain on the bench for decades, influencing legal disputes long after his presidency ends.

Judges appointed by Trump during his first term, particularly in Texas and North Dakota, repeatedly blocked Biden’s efforts to reshape immigration policy, forgive student debt and ​expand LGBTQ+ rights protections.

Senate Democrats have said his second-term nominees have reflected an emphasis on loyalty. They point to nominees’ answers at Senate Judiciary Committee ​hearings in which they uniformly avoided ⁠stating directly that Trump lost the 2020 presidential election, typically responding instead that Biden was “certified” the victor.

The White House said its nominees were selected based on their qualifications.

“President Trump selects highly qualified and credentialed judicial nominees who have passed the White House’s rigorous vetting process,” White House spokeswoman Lauren Bis said in a statement. “Wherever there are judicial vacancies, President Trump will select highly qualified nominees with great respect for our Constitution and rule of law to be ⁠confirmed expeditiously.”

Three ​of Trump’s 13 previous appellate nominees this term had served as his personal attorneys, including Emil Bove, now a judge on the Philadelphia-based 3rd ​U.S. Circuit Court of Appeals. The other two have likewise been confirmed.

Still, many of the president’s second-term picks have backgrounds similar to the judges he appointed during his first administration.

Several are members of the conservative Federalist Society, including West and another nominee appearing Wednesday, ​Courtney Coker, a prosecutor nominated to the U.S. District Court for the Northern District of Texas, a venue frequently sought by conservative litigants challenging Democratic policies.

One word that explains Trump’s AI denialism

Washington’s biggest question this week: Why is President Donald Trump so furiously against an AI slowdown in the wake of apocalyptic warnings from some top industry executives?

The clue is in one word — “hoax” — that he’s using to ridicule fears that computerized agents could one day seek to destroy humanity.

When Trump reaches for the H-word, two things are usually happening: He’s facing a controversy threatening his political or personal priorities, and he’s lost control of the politics.

Trump has long dismissed climate change as a “hoax.” So it was a tell that he went on social media to specifically draw an analogy between a planet that is warming despite his denials and the calls for AI controls expressed by leaders in the industry.

By changing reality, Trump frees himself from an obligation to act. In energy policy, that means “drill, baby, drill.” His administration has slashed regulation, pleasing oil industry donors. His rants against wind farms suggest he hankers for a 20th-century economy running on carbon.

The Jeffrey Epstein saga is a “Democratic hoax,” according to Trump. Searing testimonies from the accused sex offender’s victims make this a ridiculous charge. But Trump wants to end the storm over his onetime friend that periodically trips up his administration.

The same is true of another supposed “hoax”: the investigations into the Capitol riot on January 6, 2021. The outrage was the culmination of another event Trump wants America to forget: his bid to overturn the 2020 election. The hoax routine worked — it got him back to the White House to wield expansive executive power.

The president seems to hope that by simply branding fears of runaway AI as a hoax, he can make them go away.

But why?

One of a president’s jobs is to counsel a fearful nation, to examine and explain threats, and to advise whether a national effort must be summoned. “The only thing we have to fear is fear itself,” Franklin Roosevelt said at the start of a presidency deep in the Great Depression.

Every commander in chief followed suit in the Cold War. And George W. Bush corralled the country after 9/11, almost exactly 25 years ago.

That’s not Trump’s way.

But even as a political matter, Trump might be advised to take the AI freakout seriously. Americans are worried — not necessarily about extinction, but that the new technology will take their jobs. And by rejecting voter concerns about data centers, the president is leaping onto the wrong side of yet another issue as the GOP braces for tough midterm elections.

But the president’s blasé attitude to AI may be traced to a host of political, economic and personality traits that have unleashed turmoil across his two presidencies and that will shape his legacy.

One reason may be economic.

Any signal that AI development may slow would almost certainly trigger a reaction on the markets. As his Iran war sticks Americans with high gas prices and record diesel costs, Trump can’t afford any Wall Street turbulence that would hurt 401k accounts and check GDP growth.

He’s also showing philosophical objections to a slowdown. His presidency has been about unleashing business to make money, not dialing it back.

Former White House AI czar David Sacks argued over the weekend that by expressing concerns about AI’s destructive potential, industry titans were trying to pressure politicians and the public into creating their own “preferred” regulatory system.

Trump is taking a similar approach. “When, in the History of Business, did anyone see the Leaders of an Industry call for Regulation that, if strongly implemented, will drive them into oblivion and bankruptcy?” the president wrote Monday.

Trump’s governing style isn’t a good fit for this deeply complex issue. He said this week that he’s an AI user, but whether that goes beyond posting wild memes depicting himself as various superheroes is unclear. And he gets his news from the traveling printer of his aide Natalie Harp.

At the same time, there’s a possibility that’s often overlooked in the riotous Washington of the second Trump era: What if the president is going against the tide because he’s right about a few things?

This would not be the first time that a new technology has triggered warnings of doom that don’t play out. And some skeptics doubt alarmist talk from AI chiefs is genuine, suspecting that they are obliquely talking up the potential of their technology ahead of initial public offerings in the coming months.

And Trump has a serious point that even if the US slows AI development, China probably won’t, which would give it a superpower advantage.

Plenty of Democrats feel the same way, including President Joe Biden’s former national security adviser Jake Sullivan, who wrote in Foreign Affairs earlier this year that Washington “must up its game” in integrating AI across the military, warning that the US would lose leverage if it failed.

But Trump’s vision of his own power and place in history also explain his behavior.

He posted on Monday that America would be fine because it had a “STRONG AND SMART (High IQ!) PRESIDENT.” This might placate some supporters — but even if it’s true, it’s hardly a viable position. AI will be a generational issue long after he’s left office, and Trump, as the incumbent president, has a responsibility to set an early course.

Trump critics might wonder whether his views are shaped by personal considerations, including his ownership of stocks exposed to AI, as disclosed in a recent financial filing. The White House insists his accounts are independently managed by third-party institutions. But ethical questions raised by administration officials regulating industries in which their personal wealth is deeply invested has been a constant shadow over the president’s second term.

Trump’s resistance to unpleasant truths is also at work.

He’s never presented his presidency as a vehicle for confronting far-off threats or to tackle complex problems. He’s used it to enact revenge against his enemies, to troll his political foes, to boost his own fame and to invade the psyches of billions of people across the globe.

Trump would never issue the kind of dialectical statement that his first predecessor, President Barack Obama, released on Tuesday. The 44th president said he’d been agonizing over AI for a decade and that it was time for top US leaders to convene a national conversation.

“Whether this technology results in amazing breakthroughs in medicine, energy and education or unleashes huge economic disruptions, greater inequality, and potential catastrophe will depend on the choices that we make right now – choices that should be made not just by the companies involved, but by all of us,” Obama wrote.

Some Americans might have hoped from similar from Trump. But he’s a rebel and a backlash president. His anti-establishment credentials depend on being an outsider, not a unifier.

And Obama’s path ultimately points to a US-led international coalition. Trump hates multinational altruism. “America First” is about doubling down on US power, not watering it down.

If Trump refuses to lead, will Congress step in?

There’s no time for serious action before the midterms. But if AI explodes as a top campaign theme, it’s likely to drive the legislative agenda of whoever controls the House and Senate next year. And if Republicans suffer a wipeout because of Trump’s refusal to listen to voters, they may have an incentive to break with the president.

But they will be on their own.

“I am the Hoax Buster, and I’m right now breaking another Hoax — That AI is going to take over, consume, and destroy the World, and that Robots will be marching into our Cities, and getting rid of us all!” Trump wrote on Truth Social on Monday.

WASHINGTON, D.C. – CodePink co-founder Medea Benjamin and two fellow agitators entered the House Foreign Affairs Committee hearing room 2272 today, wearing camera-ready T-shirts supporting the Islamic Republic of Iran and the Communist Party of Cuba, turning themselves into a live demonstration of the “Trojan horses” for foreign influence that lawmakers had gathered to examine.

At 2:39 p.m., about 30 minutes into the hearing’s start, after Benjamin carefully photographed their T-shirt slogans appearing on the TV screen behind the witnesses, staffers on the House Foreign Affairs Subcommittee on South and Central Asia had had enough, and Capitol Hill police officers escorted Benjamin and her fellow agitators out of the room, as they protested their ejection for staging their trademark CodePink antics.

For lawmakers, CodePink’s camera-conscious performance underscored the central point of the hearing: that protest theater, messaging and social-media content can function as parts of foreign influence operations.

“It’s really about theatrics,” Subcommittee Chairman Bill Huizenga, R-Mich., later told Fox News Digital. “They’re using it not to affect policy, but really to enrich themselves because they use that then to go out on social media, to try to whip other people up, to help donations, to help get volunteers, help get some of those other folks, and to really try to go and disrupt our – not just our sense of government and processing government – but society.”

Singham network takes center stage

The hearing, “Trojan Horses: Covert Foreign Malign Influence Operations in America,” focused on the network of nonprofits, media outlets and activist groups that are promoting the interests of foreign governments and pro-communist ideologues, like Neville Roy Singham, a U.S. tech tycoon who lives in Shanghai, supporting the Chinese Communist Party. According to a Fox News Digital investigation, Singham has pumped $278 million into a far-left network of groups that have pushed anti-America, pro-China propaganda, including CodePink, which has received $1.33 million from Singham.

Outside the hearing room, Benjamin refused to answer questions from Fox News Digital about the Singham funding, and instead slipped into the hearing room with her fellow activists and positioned themselves behind the witnesses in seats that get maximum TV exposure.

Mike Gonzalez, a senior fellow at the Heritage Foundation, spotted Benjamin immediately and, in a tense back-and-forth with her, said “I’m telling Medea Benjamin that she should try to stop shilling for a communist tyranny.”

Standing on the committee hearing room floor, Benjamin defended herself as “anti-war,” and denied any direction from the Chinese Communist Party.

“A prominent example of these adversary efforts is Neville Roy Singham, who lives in China and uses his wealth and relationships with the CCP to provide millions of dollars and personnel to extremist groups like CodePink, the People’s Forum, and the Party for Socialism and Liberation to destabilize American society and promote communist ideology,” he continued.

Witnesses warn of foreign malign influence

A hub for pro-communist organizing in New York City, People’s Forum has received $22.44 million from Singham.

The first to testify, Gonzalez said a “red-green” alliance of far-left groups working with Islamist organizations channel money through intermediary organizations and donor funds before directing funds toward U.S.-based groups that organize protests and produce political messaging.

Gonzalez pointed to Cuba and China’s influence operations as the basis of a “sustained campaign of subversion against the United States.”

He described BreakThrough News as a media platform that amplifies demonstrations and promotes narratives aligned with Beijing, while arguing that the network’s causes — including Gaza, Cuba, Venezuela, the environment and social justice — provide a constantly changing set of rallying points. BreakThrough BT Media runs BreakThrough News and has received $1.098 million from Singham, according to Fox News Digital’s reporting.

The testimony also focused on Singham’s connections in Shanghai. Gonzalez cited research saying Singham shares premises with Maku Cultural Communication, a Chinese communications firm that promotes a favorable image of China, and was photographed attending a Chinese Communist Party strategic communications workshop in 2023. Gonzalez also pointed to connections between Singham-funded organizations and Chinese state-linked academic and media institutions.

Singham and CodePink have denied that the organization takes direction from the Chinese government. Singham has said he is guided by his own political beliefs, while Benjamin has said CodePink receives no money from the Chinese Communist Party. No criminal charges have been filed against Singham or the organizations in connection with the allegations.

Soon after, Sam Lyman, head of research at the Bitcoin Policy Institute, presented the network as one of three overlapping channels of influence: Chinese state media and online campaigns, nonprofits supported by Singham, and the Party for Socialism and Liberation, a Marxist-Leninist organization that works closely with CodePink, People’s Forum and BreakThrough News. Lyman said Singham-funded groups had echoed Chinese messaging on artificial intelligence, data centers and U.S. technology policy, while the Party for Socialism and Liberation organizers helped mobilize opposition to data-center projects across the country.

In the gallery, CodePink’s Benjamin stared at her phone, scrolling through messages.

Lyman said his research identified 21 campaigns linked to the Party for Socialism and Liberation in 14 states that contributed to data-center moratoriums, a permanent ban and the rejection or cancellation of several projects. He estimated that campaigns in which the Party for Socialism and Liberation played a role had delayed, reduced or blocked proposed AI infrastructure investment across the country. He cautioned, however, that opposition to data centers isn’t entirely manufactured and that many Americans had genuine concerns about electricity costs, environmental effects and local development.

Finally, among the Republican witnesses, Matthew Johnson, senior fellow at the Jamestown Foundation, a think tank, described the Singham network as an intermediary layer that translates themes associated with Beijing — including anti-imperialism, environmental harm, militarization, inequality and opposition to U.S. power — into activist language for American audiences.

His testimony identified the People’s Forum, BreakThrough News, Tricontinental, CodePink and the communist ANSWER Coalition as part of the broader ecosystem. Tricontinental Ltd. is a Massachusetts-based think tank led by a friend of Singham’s, Vijay Prashad, who led a session on the future of Marxism at Singham’s wedding to Evans. Singham provided $16.76 million to Tricontinental.

“Beijing cannot simply command an American university, company, journalist, think tank or activist,” Johnson said. “It must gain access and cultivate relationships within institutions that shape perception, expertise and decision-making.”

Democratic minority lawmakers called Donald Sherman, president of Citizens for Responsibility and Ethics in Washington, to the hearing as their witness. His opening remarks offered a dissenting opinion to the other witnesses, criticizing President Donald Trump for accepting a plane for Air Force One from Qatar and taking aim at Trump’s family’s business dealings with nations abroad.

The phrase “Trojan horse” comes from the ancient Greek story in which soldiers concealed themselves inside a wooden horse presented as a gift to the city of Troy. Once the horse was brought inside the city, the soldiers emerged and opened the gates to the invading army.

In modern foreign influence operations, lawmakers used the “Trojan horse” metaphor to describe seemingly legitimate people, organizations, media outlets, nonprofits or cultural initiatives that can provide hidden access for a foreign power’s interests. The concern is that a foreign government, foreign intelligence service, wealthy foreign actor or proxy may use that structure to gain access to American audiences, political debates, institutions, policymaking or elections.

CodePink members booted from hearing

After the last witness spoke, about 30 minutes into the hearing, Huizenga briefly suspended proceedings while U.S. Capitol Police approached Benjamin and her fellow agitators.

“We do have some folks who have not verbally disrupted the committee as of yet,” Huizenga said. “This has been deemed to be a protest by the clerk because of the nature of the shirts and what is happening.”

The shirts were still visible on the official feed of the hearing behind the witnesses.

Video from inside the hearing room shows a Capitol Police officer approaching Benjamin at her seat and asking her to leave. Benjamin complied but protested.

As the activists huddled outside with Capitol Police officers, ranking member Rep. Sydney Kamlager-Dove, D-Calif., objected to the removal, saying the activists were “exercising their freedom of speech by wearing T-shirts” and “certainly were not being disruptive.”

CHINA EXPERT WARNS BEIJING WANTS AMERICANS — NOT THE CCP — TO SPREAD ITS MESSAGE

Outside, Benjamin kept the performance going, strategically positioning herself beside the bronze committee placard and started filming a video about the political spectacle just staged, her Trader Joe bag beside her feet. Suddenly, she cut filming when she spotted Rep. Randy Fine, R-Fla., exiting the hearing room. Chasing after Fine, a strong opponent of the anti-semitism of the “red-green alliance” and a strong supporter of Israel, Benjamin hurled questions at her, her team filming the chase.

After Fine entered an office, Benjamin returned to her spot outside the Foreign Affairs Committee hearing room, pulled out a comb to straighten her hair and returned to filming her remarks about the day’s hearing. The video complete, Benjamin disappeared down the hall with her fellow CodePink agitators.

Soon after, CodePink published videos of their members disrupting a House Financial Services Committee to heckle Treasury Secretary Scott Bessent. As Fox News Digital has reported, Bessent’s Treasury Department has been investigating CodePink and other organizations for possibly violating restrictions on doing business with the Communist Party of Cuba.

Then, just about two hours after being escorted out of the hearing room, at 4:38 p.m., the CodePink team posted a carefully edited 43-second video of Benjamin standing outside the hearing room and chasing Fine, packaging the day’s confrontation into a ready-made social-media clip.

Far-left activists from the Singham network quickly shared the CodePink video.
