DOJ accuses Russian intelligence agents of plotting to murder U.S.-based dissident

    September 15, 2026 10:08 PM EDT / CBS News

The Justice Department is accusing several members of Russia’s intelligence services of running a “global assassination network” that targeted Kremlin critics — including one alleged murder plot on U.S. soil over the summer.

Federal prosecutors in New York unsealed an indictment Tuesday against five people who belonged to what they called the “RIS Network,” including a 63-year-old former Russian intelligence colonel named Yuri Khrameev, his son Kirill, two Cubans and one Venezuelan. All five defendants are believed to live in Russia and remain at large, the Justice Department said.

It marks the latest alleged attempt by a U.S. adversary to crack down on dissidents abroad, including in the United States and NATO-allied countries.

One of the murder-for-hire plots took place in July and August of this year, the indictment says. The Venezuelan operative and one of the Cuban operatives allegedly recruited a Brooklyn resident to take photos and videos of two locations associated with an unnamed Russian dissident, promising him $1,000 to $1,500 to carry out the “gravely serious work.” Another $40,000 was offered to “eliminate” or “disappear” the target of the surveillance.

The operatives believed the Russian dissident lived in the Washington, D.C., area, Attorney General Todd Blanche told reporters at a briefing Tuesday.

The Brooklyn resident was willing to take photos, the indictment said, but expressed unwillingness to “do the other stuff” — as in, kill the dissident. The operatives then allegedly asked the Brooklyn resident if he knew of anybody else who was interested.

“Let me know as soon as possible because I have a chain and my boss has questions,” one of the Cuban recruiters wrote, according to the indictment. “I have people in Mexico right now and theyre delayed. I only need a response to know if someone can do the work. It doesn’t have to be today or tomorrow just need to know if the[y] can.”

The indictment also accuses Yuri Khrameev (or “Colonel Yuri”) and his son of trying to recruit a U.S. citizen in Lithuania to kill somebody who was ostensibly “telling lies about Russia” last year.

The unnamed U.S. citizen met the younger Khrameev at the Estonia-Russia border, where he was asked to take photos of the target’s address, court papers say.

He was paid $200 for the surveillance. Then, Yuri Khrameev allegedly offered him $25,000 to kill the person because he was “spreading dirt about my country” and “telling the media and the common people that the Russians are the aggressors.”

When the U.S. citizen declined to kill the person, Yuri Khrameev allegedly suggested he could instead get paid to set a warehouse or electrical substation on fire. The Russian intelligence officer said he was interested in targeting pro-Ukrainian countries and was offering “serious money for serious work,” according to the indictment.

Members of the RIS Network were also accused of helping facilitate a pair of failed arson attacks in Europe in 2024, including an attempt to set fire to buses in the Czech Republic and a plot against a Lithuanian facility that supplies radio equipment to Ukraine. Both of those attacks had previously drawn media attention, and Lithuanian and Czech officials blamed Russia.

The indictment accuses one of the Cuban defendants of communicating with associates involved in the Lithuanian and Czech attacks and booking hotels and travel for them.

All five of the defendants were charged with terrorism finance conspiracy, and three of them — Yuri Khrameev and the Cuban and Venezuelan operatives linked to the alleged U.S.-based plot over the summer — were charged with murder-for-hire conspiracy.

The U.S. citizen and Brooklyn resident who were allegedly recruited to conduct surveillance of the Russian operatives’ targets weren’t charged or named in the indictment.

In a statement Tuesday, Assistant Attorney General for National Security John Eisenberg called the alleged plots “a gross violation of our sovereignty and a threat to our national security.”

“These defendants allegedly operated as part of a global assassination network that reached into the United States, attempting to recruit U.S. citizens and foreigners to carry out killings at the behest of the Kremlin,” Eisenberg said, vowing to “stamp out any foreign intelligence services’ attempt to operate freely in our great Nation.”

CBS News has reached out to the Russian Embassy in D.C. for comment.

The Russian government has long been accused of seeking to kill anti-regime figures, in some cases outside Russia’s borders. Opposition leader Alexei Navalny survived a suspected poisoning by a nerve agent in 2020, before recovering in Germany, voluntarily returning to Russia and dying in prison more than two years ago.

Before then, former Russian double agent Sergei Skripal and his daughter were poisoned by a nerve agent in the U.K. in 2018, and KGB agent-turned-Kremlin critic Alexander Litvinenko died in the U.K. from a radioactive substance in 2006. Russian President Vladimir Putin’s administration has long denied any role in poisoning critics.

In recent years, as Russia’s invasion of Ukraine grinds on, NATO states have accused Russia of plotting sabotage attacks and other operations in Europe.

American intelligence agencies assessed over the summer that Putin could be increasingly willing to authorize provocative actions on NATO territory that fall short of a war, with the likely goal of testing the alliance’s unity, CBS News has reported. When CIA Director John Ratcliffe traveled to Moscow and met with Russian officials last month, the topics under discussion included a warning not to attack NATO, according to multiple people familiar with the matter.

Other U.S. adversaries have also been accused of seeking to crack down on dissidents on American soil. Iranian American journalist Masih Alinejad has survived multiple alleged murder and kidnapping attempts, and prosecutors have alleged that agents of the Chinese government operated an illegal “police station” in New York City to monitor and harass dissidents.

Iran is deliberately targeting U.S. naval drones in the Strait of Hormuz to gather intelligence on American surveillance capabilities and learn how to evade U.S. defenses, drone experts warned Tuesday.

Tehran’s strategy is coordinated, they said, and involves exposing critical insights into U.S. Navy theater operations in the world’s most vulnerable maritime choke point even when classified data is uncompromised.

The warning came as tensions escalated in the Gulf region Sept. 14 after the U.S. military destroyed two Iranian small boats amid an attempted seizure by the Islamic Revolutionary Guard Corps (IRGC) of an American unmanned surface vessel (USV) patrolling the area, according to reports.

Iranian state media initially said the incident was a U.S. strike on civilian fishing vessels while its officials reported search-and-rescue operations off the coast of Kargan and near Larak Island, claiming local fishermen were missing.

U.S. Central Command (CENTCOM) spokesperson Capt. Tim Hawkins confirmed the attempted seizure on Tuesday.

“Iranian small boats recently attempted to take possession of a U.S. unmanned surface vessel, but they were unsuccessful after CENTCOM forcefully responded,” Hawkins said.

“The surface drone remains under U.S. operational control.”

“What’s going on with drones generally in the Strait right now—when we see all these types of intel capture missions that Iran is launching—we need to make no mistake that these are very coordinated, absolutely deliberate drone capture missions,” Cameron Chell, CEO of U.S. drone manufacturer Draganfly, told Fox News Digital.

PENTAGON JUMPS FROM $225M TO $55B ON DRONES AS CHEAP ATTACKS OVERWHELM US DEFENSES

The Sept. 8 incident involved Iran’s capture of a Dive-LD autonomous underwater drone manufactured by defense contractor Anduril.(IRGC/WANA (West Asia News Agency /Handout via REUTERS)

Chell warned that even a brief examination of a captured drone provides Tehran with a quick win by revealing how the U.S. conducts surveillance and how to counter those systems.

“If Iran captures a drone, it could give them an immediate tactical advantage,” Chell said.

“It may not yield specific classified data, but it gives insight into the theater of operations, which at any given moment offers an advantage. I wouldn’t doubt it for a heartbeat that it is escalating.”

“Just getting little tidbits of intel starts to paint a picture, giving them different attack plans, battle plans, and thoughts on what the U.S. might be doing. I would be very surprised if this wasn’t an ongoing effort.”

WHO CONTROLS THE STRAIT OF HORMUZ RIGHT NOW? HERE’S WHAT THE SHIP TRAFFIC ACTUALLY SHOWS

U.S. Marines aboard USS New Orleans (LPD 18) stand watch in the Arabian Sea during naval blockade operations against Iran. As of today, 44 commercial vessels have been directed to turn around or return to port, according to U.S. Central Command.(U.S. Central Command)

Iran’s attempts to capture drones underscore growing security volatility in the Strait of Hormuz, the vital international shipping lane where commercial transit has fallen below historic levels since the war broke out in February.

Chell emphasized that any access to captured hardware over the last six months would allow Iranian forces to evaluate sensitive onboard sensors.

“It really speaks to the bigger picture of how the whole intelligence infrastructure works of, say, the Navy, for example,” Chell said.

“The other important thing is that when they get their hands on these drones—even if they’re only able to spend some time glimpsing at them before they have to evacuate or abort a mission—is they get a real understanding of the types of sensors on them.”

IRAN SAYS ITS SMALL SUBS DEPLOYED TO STRAIT OF HORMUZ AS EXPERT EXPLAINS THREAT: ‘VULNERABLE TO DETECTION’

Two F/A-18 Super Hornets launch from the flight deck of the U.S. Navy Nimitz-class aircraft carrier USS Abraham Lincoln in support of the Operation Epic Fury attack on Iran from an undisclosed location March 3, 2026.(U.S. Navy/Handout via Reuters)

“That gives them a complete picture of how they can launch attacks and evade the type of sensing equipment out there,” Chell continued.

“They can understand how to counter or measure the intelligence being gathered, and potentially use that design offensively in their own equipment.”

The latest escalation also follows a Sept. 8 incident involving Iran’s capture of a Dive-LD autonomous underwater drone manufactured by defense contractor Anduril.

While Anduril CEO Palmer Luckey said the drone was designed to operate in “environments too dangerous for humans where capture is an expected possibility.”

“I can’t get into the details, but it provided significant value for months before capture,” Luckey added.

IRAN’S DRONE SWARMS CHALLENGE US AIR DEFENSES AS TROOPS IN MIDDLE EAST FACE RISING THREATS

“Unboxing ceremony by our reverse engineers, tomorrow morning!” Iran’s embassy in Hyderabad also wrote on X.

U.S. Navy representatives however, said the recovered drone was an older model that had malfunctioned and gone dead in the water.

“The U.S. being alert to the fact that these are high-value targets dictates where and how they use and protect them,” Chell noted.

“I don’t doubt that the captured underwater drone had sensitive information on it, but that’s not the point. Again, the point is, they want to see the type of equipment and information being gathered, or view logs to see where it has been. This all just puts the U.S. on higher alert.”

Tehran has previously leveraged captured U.S. assets—including an RQ-170 Sentinel stealth drone seized in 2011—to bolster domestic technology and regional propaganda.

Then-President Barack Obama publicly asked Tehran to return the aircraft. Iran later claimed it reverse-engineered the platform to build domestic lookalikes.

In 2022, a U.S. Navy patrol ship and an MH-60S Seahawk helicopter intercepted an Iranian naval vessel attempting to tow a Saildrone surface vessel in the Gulf.

“Iran actually has a history of attempting this in the past, and at times has been successful,” Chell said, noting Washington takes the threat “very, very seriously.”

“In other instances where they’ve gotten sail ship drones, for example, and tried to bring them into Iranian territory—” Chell said, pointing back to the RQ-170 seizure: “a number of Iranian drones look suspiciously like the RQ line.”

“Still, when the U.S. knows a drone has been captured, they adjust their tactics and operational overview accordingly,” Chell, whose firm has been awarded a five-year contract by the Government of Canada to provide low-cost tactical intelligence, surveillance and reconnaissance uncrewed aircraft systems to the Canadian Armed Forces, concluded.

“There is no question that autonomy and unmanned systems are the new standard in warfare,” Chell said.

House votes to limit Trump’s power to strike Iran for 3rd time, as 7 Republicans defect

Washington— For the third time, the House voted Tuesday to block President Trump from taking further military action against Iran, with seven Republicans breaking with the president.

The vote ended in a 220 to 204 tally, marking a symbolic rebuke of the president over the largely unpopular war.

Tuesday’s resolution drew more GOP support than the previous two efforts to limit Mr. Trump’s war powers in June and July.

Three new Republicans voted yes — Rep. Nancy Mace of South Carolina, plus Reps. Mariannette Miller-Meeks and Zach Nunn of Iowa — in addition to the four who supported the prior resolutions: Reps. Tom Barrett of Michigan, Brian Fitzpatrick of Pennsylvania, Warren Davidson of Ohio and Thomas Massie of Kentucky.

It’s unclear whether the Senate plans to take up the measure in its last two scheduled weeks of session before the November elections. A war powers resolution that cleared the House in July has yet to see any movement in the Senate. Both chambers adopted another resolution in June, though the White House has argued against its validity.

The resolution, introduced by Democratic Rep. Seth Moulton of Massachusetts, directs the president “to remove United States Armed Forces from hostilities with Iran.”

Aug. 28 marked six months since the war began, and the Trump administration has yet to lay out an exit strategy as it seeks tens of billions in additional funding for the conflict that Mr. Trump initially predicted would last four to five weeks. The Pentagon has said Operation Epic Fury — the military’s term for the initial strikes against Iran — ended in May, but the U.S. and Iran have continued to exchange fire for months, and a ceasefire intended to bring the war to an end fell apart in July. Oil shipments from the region are still constrained, keeping global energy prices high.

Mr. Trump has defended his strategy in Iran, arguing the conflict has degraded the country’s military and predicting last week “the war will end immediately after the election.”

Republicans are trying to provide up to $73 billion in new funding for the war through the party-line reconciliation process. The House adopted a budget blueprint in July to initiate the process, but it stalled in the Senate over the inclusion of funding for Mr. Trump’s voting regulations bill known as the SAVE America Act.

The nonpartisan Congressional Budget Office released an analysis Tuesday that estimated the war with Iran could cost approximately $2 billion to $3 billion per month for as long as it continues. Between Feb. 28 and Aug. 1, the war is estimated to have directly cost the U.S. about $38 billion.

“The administration has yet to demonstrate that seven months of war have produced a lasting strategic resolution to the threats posed by Iran,” Rep. Gregory Meeks of New York, the top Democrat on the House Foreign Affairs Committee, said during floor debate Monday night.

Trump keeps up attacks on mail voting, but election officials more confident

    2026-09-15T22:06:30.161Z / Reuters

Sept 15 (Reuters) – The U.S. Supreme Court’s rejection of President Donald Trump’s bid to restrict mail-in ballots is unlikely to stop his attacks on voting by mail, voting-rights advocates and election officials said on Tuesday, though they are more confident now those efforts will not disrupt November’s midterm elections.

“I was more scared a year ago than I am ‌now,” said Hannah Fried, executive director of All Voting Is Local, a voting-rights advocacy group, after the Supreme Court on Monday blocked Trump’s attempt to impose new restrictions on mail-in ballots that election officials feared would cause chaos in the run-up to the midterms.

But, she still expected Trump to falsely claim that bail-in ballots were vulnerable to widespread fraud, an assertion that election officials and the courts have repeatedly found lacks evidence.

In a Truth Social post on Tuesday lashing out at the Supreme Court ruling, Trump said the U.S. had a “totally CORRUPT and out of control Mail-in voting ‘disaster.’”

Trump’s proposed new regulation would have required states to provide voter-specific data and use Postal Service-approved mail-ballot envelopes that would be tracked using barcodes. The Postal Service could then refuse to send out ballots that did not comply with the new standards or were associated with voters who do not appear on the lists.

Mail voting is deeply embedded in how Americans cast ballots. Some 47 million people, roughly 32% of the electorate, voted by mail in the 2024 presidential election, according to the U.S. Election Assistance Commission. Nationally, mail voting skews Democratic: 37% of Democrats and 24% of Republicans voted by mail in 2024, per the MIT Election Data and Science Lab.

David Becker, executive director of the nonpartisan Center for Election Innovation and Research, said Trump’s false claims about mail-in voting have created ‌unnecessary challenges for local election officials. Still, he noted that this year’s party primaries had all gone smoothly, despite months of attacks on voting by mail.

Asked if he feared Trump’s rhetoric could inject chaos into the electoral process, Becker said “I’m actually rather confident it won’t.”

Celina Stewart, CEO of the League of Women Voters, said the organization’s staff and volunteers were speaking with voters in all 50 states and that, if anything, Trump’s attacks on mail-in voting appeared to be motivating more people to make concrete plans to cast a ballot, whether by mail or in person.

Matt Dole, a Republican strategist in Ohio, said that despite Trump’s rhetoric on the issue, he did not anticipate widespread claims of fraud in the midterms.

Lisa Brown, clerk of Michigan’s Oakland County, the chief election administrator, said voters’ main worry was simply whether mail voting would remain an option, not its legitimacy.

Asked whether she was concerned Trump had laid the groundwork to claim fraud in November should his party lose control of one or both chambers of Congress, Brown noted that his previous allegations were never substantiated.

“He made claims of fraud in 2020. There was never any proof of that. That election was accurate, secure, and fair,” she said. “He can make whatever claims he wants. It doesn’t change how secure and accurate our process is.”
