Lawyer for GOP Rep. Max Miller’s ex-wife files for restraining order as abuse allegations against congressman swirl

The ex-wife of Republican Rep. Max Miller asked a court Thursday to issue a restraining order blocking the two-term Ohio congressman from contacting her lawyer, as her allegations that he assaulted her — which Miller denies — continue to plague his contentious reelection campaign.

In court filings, ex-wife Emily Moreno alleged that Miller has repeatedly had physical and verbal altercations with her attorney, Andrew Zashin, after recent court hearings in an ongoing custody battle. The pair already have court-ordered restraining orders against each other. They share a young daughter after a brief marriage that began in 2022 and ended in June 2025.

After a May court hearing, Moreno alleged that Miller insulted Zashin’s fiancee in front of witnesses at an Ohio courthouse, and alleged that after a hearing this week the congressman physically grabbed Zashin and another attorney.

“Unless restrained,” Moreno wrote in an affidavit, Miller “will continue to harass, threaten, and communicate with my counsel directly.” Moreno said that Miller also has “harassed, threatened, and communicated directly” with her past legal teams as well.

Miller represents a Republican-leaning district in the Cleveland area and is running for a third term. Moreno is the daughter of Republican Ohio Sen. Bernie Moreno.

Thursday’s legal developments are the latest in months of court documents and public reports reviewed by CBS News that detail allegations of abuse by Miller against his ex-wife and his child. Miller has strenuously denied all of the allegations against him, pointing to the fact that he still has joint custody of his daughter, and has accused his ex-wife of defaming him and abusing their child herself.

According to court documents and police reports, on Feb. 1, Moreno alleged that Miller physically assaulted her during a custody exchange at his residence in Bay Village, Ohio, in front of their daughter.

Moreno, a police report alleges, went to pick up the child at Miller’s home, where he allegedly “threw” her “against the wall,” which “resulted in an obvious grab mark on her upper arm and bruising to her stomach and side where she hit the wall.”

The officer who wrote the report then details conversations with a county child protection specialist about another alleged incident two weeks later, resulting in the young child being diagnosed with a mid-right clavicle fracture.

The officer wrote in the report that a bruise accompanying the injury “appears to be a handprint and appears to have been inflicted.”

Moreno also told the police that after staying with Miller, the child said to her: “Daddy kill you,” according to the police report.

When Moreno emailed Miller asking about the statement, Miller denied that the child “would have heard anything like that from him,” the police report added.

Moreno told police there was another domestic incident in March 2025 between the two, and another incident in which Miller “previously held a gun to her head as well,” a police officer wrote after the Feb. 1 report.

According to the Feb. 1 report and other court filings from her legal team in the defamation suit, in 2024 Miller “threw onto Ms. Moreno hot water from a pan of eggs he’d just cooked” after she told the congressman she planned to leave him.

After that incident was reported in the media, Miller sued Moreno for defamation, citing “considerable reputational and financial harm” caused by her allegations that he was a “violent and abusive husband and father.”

Subsequently, Miller claimed to an Ohio magistrate judge that his current girlfriend was present at the house for the first alleged February incident, but an attorney for Miller later retracted the statement.

Miller filed a domestic violence case against Moreno in February, but moved to drop it three months later. The request was signed off on this week, with a judge finding that Miller “was not under any apparent infirmity and did not appear to have been threatened by or in fear of” Moreno.

According to sworn testimony from Moreno in a May hearing pertaining to Miller’s domestic violence case against his ex-wife, Moreno said that Miller admitted he was abusive to her and admitted to being abusive in writing.

Court transcripts also detail Moreno saying Miller made threatening statements against her father, a first-term senator who was elected in 2024, though there are no specifics mentioned. A spokesperson for Moreno’s Senate office did not immediately respond to a request for comment.

In an X post from May, Miller criticized his former father-in-law, calling it “unfortunate” that the senator “continues to fund and enable his daughter’s malicious campaign to ruin my life despite his knowledge of her mental health issues.”

Miller and his campaign have denied the allegations against him.

“The facts speak for themselves: the court has continued to permit him joint custody of his child. If there were credible evidence supporting these outrageous accusations, that simply would not be the case,” Abigail Angelos, a spokeswoman for Max Miller’s campaign, told CBS News in a statement. “Congressman Miller will continue to vigorously defend his reputation against false and reckless allegations designed to inflame public opinion rather than reflect reality. This narrative has gone on long enough.”

In a court transcript from after the alleged February incidents, Miller said that Moreno “is making allegations against me to not only abuse to our daughter, but she is making allegations against me to her that never happened.”

Miller added, “I have video and text message evidence showing the contrary of that. And she’s not mentally well, Your Honor.” He later said, “I was told by two separate doctors that she was diagnosed bipolar.”

“I also believe that my ex-wife is purposefully hurting my daughter,” Miller alleged, after saying a few months before the hearing that Moreno gave the daughter a black eye.

Miller said “absolutely not” when asked whether he caused a collarbone injury to the daughter, and said it was “absolutely not” true that he threw his ex-wife against a wall and grabbed her arm during a custody exchange on Feb. 1.

Moreno is not the first woman to accuse Miller of abuse. Stephanie Grisham, a former White House aide in President Trump’s first term, accused Miller of “physical abuse” in a book and a Washington Post op-ed. Miller denied the alleged abuse and filed a defamation suit against Grisham, which Miller later moved to dismiss with prejudice.

Trump gets conflicting messages as he seeks an exit ramp from the Iran war

Just past 10 a.m. on Wednesday, a delegation of Saudi officials arrived at the West Wing carrying a message for the White House.

Defense Minister Khalid bin Salman, on an unannounced visit to Washington, conveyed word to both President Donald Trump and Vice President JD Vance from his brother, the kingdom’s powerful crown prince, that Saudi Arabia wants the Iran war to deescalate — and that prolonging the conflict carries major risks, according to people familiar with the conversations.

A day earlier, another emissary had arrived through the same door with a different message. Israeli Prime Minister Benjamin Netanyahu, sitting with Trump in the Oval Office, voiced skepticism that diplomacy with Iran would prove fruitful, according to Israeli officials. Instead, the two discussed options for pressuring Iran, including renewing a full-scale war, those officials said.

The back-to-back meetings this week were scheduled coincidentally. But they nonetheless underscore the crosscurrents facing Trump as he seeks an exit ramp to a conflict that has extended well past his deadline.

As pressure mounts from fellow Republicans to wind the war down, it actually appears to be expanding, with new fronts opening up and virtually every country in the region now drawn in. Efforts at diplomacy are halting at best; a senior US official said resuming direct diplomacy with Iran does not appear imminent.

Despite Trump’s claims Iran is “begging” for a deal to end the violence, some US officials fear regime figures appear more committed than ever to wielding leverage over the Strait of Hormuz and firing missiles toward American troops.

Trump has grown frustrated at Tehran’s unwillingness to bend to his demands, leading to angry meetings behind the scenes and expletive-laced phone calls to his allies, according to US officials. He is scheduled to convene his Cabinet on Friday at Camp David, perhaps hoping to seize inspiration from the retreat’s past role in successful Middle East diplomacy.

The ongoing threats from Iran have forced Trump to alter his own plans, most notably a swap in Air Force One aircraft on his return trip from Turkey earlier this month. The change was made amid ramped up threats from neighboring Iran, according to officials, and subsequent coverage of the issue infuriated and embarrassed the president.

Many of Trump’s allies are now worried the Iran war is threatening to engulf his presidency entirely, and with it, Republicans’ chances in upcoming midterm elections, according to some GOP operatives. A CNN survey this week found only 28% of Americans approved of his handling of the war.

Options for escalating the conflict have been presented to Trump and debated at length, and more military assets flowed to the region in anticipation of a go-ahead from the president. One plan conceived by Central Command would involve heavy bombardment over the course of one or two weeks to take out Iran’s missile capabilities, US officials said.

But during a hearing on Capitol Hill last week, Chairman of the Joint Chiefs of Staff Gen. Dan Caine acknowledged that it is unlikely Trump can accomplish all his previously stated objectives for the war with air bombing alone.

“Air power has its limits,” Caine told lawmakers at the time.

And Trump has so far held off, in part after hearing concerns from Caine about dwindling supplies of air defense interceptors. Other officials have also raised worries about the risks of high civilian casualties if Trump followed through on threats to strike infrastructure sites like bridges and water desalination plants.

“Who am I hurting there? I’m hurting the people, so I’m not looking to do that,” the president said during a Fox News interview this week.

At this point, diplomatic discussions among regional players revolve around a short-term agreement focused on reopening the Strait of Hormuz, according to people familiar with the discussions, that would allow Trump to claim a win. The waterway has become the center of the conflict after the US and Iran came away with very different interpretations of how the issue was addressed in last month’s memorandum of understanding.

Republicans, who have largely supported Trump over the course of the conflict but are increasingly concerned higher gas prices could hurt their party in the midterms, have conveyed in private conversations the importance of getting the conduit reopened, the GOP operatives said.

“Obviously, we want success there. We think that we’ve achieved a high level of military success there,” Senate Majority Leader John Thune said this week. “The question on the Strait of Hormuz is something that obviously the president and his team are trying to continue to negotiate, and hopefully they’ll land an outcome or a solution there in the near future.”

The White House said Iran would “continue to pay” until they come to the table in a way Trump accepts. “The United States signed an MOU with Iran and they broke it, shot at commercial ships, and killed American soldiers. President Trump is not going to stand by and allow this terrorist behavior to occur. Iran will continue to pay until they come to the table in, what President Trump deems, a meaningful way,” press secretary Karoline Leavitt said in a statement.

While mediators including Qatar and Pakistan are hurriedly working to revive diplomatic talks, there are few signs of any active negotiations. Instead, officials now fear Iran’s powerful revolutionary guards are firmly in control of the decision making, leaving the political figures the US has been talking with as figureheads.

Complicating matters are the internal dynamics of the IRGC itself, where a handful of senior commanders are all jockeying for control. That dynamic is a leading reason why US officials and regional partners fear the conflict is likely to drag on.

In the Oval Office this week, Trump hinted at the divide, saying attempted Iranian strikes at US positions had not been the work of the interlocutors his team is trying to engage.

“It was a different group than we’re dealing with,” he insisted. “They’ve already apologized.”

Trump has complained that it’s difficult to know who is making decisions inside Iran, and he sometimes casts doubt on the ability of the US and Tehran to arrive at any agreement. Still, his top envoy Steve Witkoff and son-in-law Jared Kushner have voiced confidence a deal is possible.

During Trump’s meeting with Netanyahu this week — attended by Witkoff and other senior officials — the prime minister appeared skeptical that diplomacy with Iran would work, and told Trump as much, according to Israeli officials familiar with the meeting.

Instead, the men discussed various options for ramping up pressure on Iran, including intensifying military strikes and economic measures. Netanyahu assured Trump in the meeting that the US president was the final decision maker, one of the officials said, seeking to rebut suggestions Israel is attempting to sway Trump toward a resumption of war.

“We’re talking about what to do – you don’t have a textbook solution,” an Israeli official who attended the meeting said afterward.

The next day, Trump’s visitor from Saudi Arabia offered the kingdom’s own assessment of the conflict. The visit by Prince Khalid — a close confidant of Crown Prince Mohammed bin Salman, Saudi Arabia’s de facto ruler — was brief and initially scheduled for last week. He departed Washington soon after leaving the White House.

Despite new joint US-Saudi operations against Iran-backed militias in Iraq this week, Saudi Arabia still wants to see de-escalation in the conflict, the defense minister told Vance, according to people familiar with the conversation. The Saudi military action was meant to make clear that it will defend itself and that attacking its civilian infrastructure is a red line that will not go unanswered, the sources said. It was also meant to send the message to Iran’s proxies that this is not their war to fight.

Saudi Arabia’s assessment, according to the sources, is that Iran will seek to create leverage through escalation, and continue trying to use pro-Iranian militias in Iraq and Yemen to do so.

“The minister’s underlying message … is that it’s Netanyahu who is pushing for this escalation, whereas the Kingdom wants to de-escalate,” a source familiar with the conversation told CNN.

What Trump took away from the meetings wasn’t exactly clear, though he claimed hours later the widening conflict — now involving new players like Egypt and Saudi Arabia — would soon come to a resolution.

“It’s going to be straightening out,” he said Wednesday, going on to preview another night of retaliatory strikes: “It’s our turn, and we’ll see if we get there with an agreement at some point. But we’re going to hit them very hard.”

An Army veteran and trucking company executive who attended President Donald Trump’s Wednesday announcement about a new initiative called “Freedom Haulers” at the White House praised the new plan to provide a boost to the industry.

“I came down here to support the cause of getting into an industry that is always in need,” said Tom Jacques, the director of Department of Transportation (DOT) compliance at Waste Management. Jacques is also the chairman of the board of directors for the Pennsylvania Motor Trucking Association.

Jacques, whose biography says he enlisted in the Army and joined the 3rd U.S. Infantry as an escort to the President, called the plan “wonderful.”

TRUMP TAPS VETERANS TO FIX ILLEGAL ALIEN TRUCKING PROBLEM PLAGUING US ROADWAYS

“It’s wonderful to get skilled workers who are disciplined [and] dedicated into an industry that requires discipline and dedication,” Jacques told Fox News Digital at the White House. “You don’t get behind the wheel of a tractor-trailer — 80,000 pounds — without understanding the need to be disciplined and to be safe. So it’s nice to have that, to tap into a large workforce as they transition out of the military and into the next career field.”

Under the initiative, qualified veterans with heavy-vehicle experience gained during military service can apply to waive the CDL road-skills test, allowing them to avoid duplicating training they received in the military.

Certain veterans in participating states — 34 of them so far — may also qualify for a waiver of the written knowledge test. Veterans without military truck-driving experience will be eligible for expedited training that administration officials said could be completed in several weeks.

TRUMP PROMOTES FREEDOM HAULERS INITIATIVE TO FAST-TRACK MILITARY VETERANS INTO TRUCKING JOBS

“Data shows that truck drivers who are veterans account for 42% fewer accidents. Think of that, 42%,” Trump said at the event. “And that number, they say, is their very minimal number, even as they drive double the number of miles of non-veteran drivers.”

Jacques said the trucking industry is always in need of new drivers, and discussed the important role that truckers play in the everyday lives of Americans.

“If you take a look at the trucking industry, the behind the scenes, that’s what gets the commodities where they’re at,” he said.

He also noted that during COVID-19, when non-essential workers were furloughed and much of America worked from home, truckers didn’t have that option. Americans depended upon their work in order to have access to necessities, otherwise the country could have “shut down,” he said.

“There’s no shortage of positions for truck drivers,” said Jacques. “It’s an aging workforce. It’s something that people need to understand that we’ve got to be continually replenishing that workforce, and [it’s] a great opportunity getting our veterans … into a good, highly-paying job right out of the service. It’s going to be really nice to see more service members behind the wheel.”

That truckers are paid well is a fact not lost on Transportation Secretary Sean Duffy, who also spoke at Wednesday’s event.

“These are great paying jobs. They’re anywhere from $80 to $100,000 plus a year,” he said. “And it’s important because you have men and women who drove big rigs in the military who would then get out and have to go through a months-long training for their skills and their knowledge test to drive this vehicle over here.”

The initiative has another component — getting illegal alien truck drivers off the roads.

“For many years, American highways and roadways have been terrorized by unqualified illegal aliens dangerously driving big rigs,” Trump said, pointing out that many illegal alien drivers can’t speak English or read the road signs. “You have to have a talent for it, and these people don’t have that. They’re driving big rigs, semi trucks and tractor trailers, all because radical left maniacs at the state level have issued them commercial driver’s licenses, even though they’re not entitled to have them.”

He said that last year alone, at least 30 Americans were killed at the hands of illegal alien truck drivers, and that 24,000 illegal aliens drivers have already been taken off the streets.

“So to end this, very simply, the radical left wants more jobs for illegal aliens and more migrants in 18-wheelers, Trump said. “And the Trump administration wants safer roads and more jobs for the American veteran.”

For months, President Donald Trump has fixated on one legislative priority. Now, its repeated failure may be costing Senate Majority Leader John Thune, R-S.D., the president’s support.

Trump has badgered Republicans to pass the SAVE America Act, his missing legislative crown jewel, turning support for the bill into a loyalty test.

Thune has become the target for those irritated that the bill hasn’t moved in the Senate. For months, Trump largely spared him from criticism over the bill’s stalled progress. That appears to have changed.

The hairline fractures in their relationship stem from Thune doing what few Republicans are willing to do: tell Trump no.

“Well, that’s too bad for him,” Trump said when asked about Thune not having the votes to move the SAVE America Act. “I mean, that’s too bad for him and too bad for the Republican Party.”

“He’s got the votes,” he continued. “He should get it done. He should be able to get it done.”

And, though he’s backed him before, Trump appeared to waver in his support of Thune when asked if he was the right man for the job.

“Well, we’re going to find out, and I’ll let you know,” Trump said.

On his way to and from the Senate floor, Thune was pressed on Trump’s comments. When asked about Trump wavering on him as the leader of the Senate GOP, Thune signaled it wasn’t up to him.

“I don’t know what you say on that,” he said. “That’s a decision made by my colleagues.”

He also pushed back on the president’s assertion that Republicans could pass the SAVE America Act.

“That must be a different form of math,” Thune said.

Thune has repeatedly argued Republicans simply don’t have the votes to pass the SAVE America Act, a position that has increasingly put him at odds with Trump. A bloc of Republicans has never supported the legislation, while Senate Democrats overwhelmingly oppose it, leaving Thune without the votes.

“I think it’s wrong to blame Thune for this — Senator Thune,” Sen. Roger Marshall, R-Kan., told Fox News Digital. “This is not his fault.”

Still, Thune has moved major legislation backed by the president and has the Senate on a record pace for nominee confirmations, all while dealing with vulnerable Republicans taking tough political votes and Democrats who are bound to kneecap Trump’s agenda at every turn.

“I hope that the next Congress, the people with the election certificates as U.S. senators who actually make that decision, show some independence and courage,” Sen. Thom Tillis, R-N.C., told Fox News Digital. “And recognize that Thune has helped navigate an almost impossible scenario to navigate with this president.”

The legislation has been tested several times in a variety of forms, and has never gotten the needed votes to pass. And Thune has said the votes aren’t there to nuke the filibuster, which Trump has pushed for throughout his second term.

Even as Trump publicly questions Thune, the Senate GOP leader intends to seek another term as the top Republican.

Leadership is elected internally by Senate Republicans, not by the president. Thune came out of a crowded field to replace Sen. Mitch McConnell, R-Ky., battling Sen. John Cornyn, R-Texas, and Sen. Rick Scott, R-Fla., to get the top spot in the Senate GOP.

And his colleagues, so far, have his back.

Scott, who ran against Thune, told Fox News Digital that he had no intention of running for the top gig in the Senate again. He also noted that even though he wanted it, it’s a difficult profession to take on.

（北京／上海综合讯）中国国家发展改革委员会称，人工智能（AI）成为中国经济增长的“澎湃动力源”，上半年相关行业保持30%以上的高增长。

综合央视网、《人民日报》与财联社报道，中国国家发改委新闻发言人蒋毅星期五（7月31日）在发布会上说，中国AI自主创新步伐加快，在全产业链多环节实现快速突破，算力、模型、数据互促共进的良性循环正加速形成。

蒋毅指出，在算力底座方面，首个全国产10万卡AI超集群正式投用，截至6月底，全国智能算力规模达到去年同期的2.8倍。

至于模型能力，深度求索、月之暗面等中国AI企业先后发布多个万亿级参数开源大模型，国产大模型全球总下载量突破100亿次，而在要素流动方面，中国建成超过12万个高质量数据集。

蒋毅指出，下一步，中国将推动AI高质量发展，加快自主创新，加强基础研究和技术创新，同时加快AI立法进程，强化风险监测防控等。

中国多地目前正在加速AI布局，在各省份“十五五（2026至2030年）”规划纲要中，有23个省份提出加强算力基础设施建设或布局优化，17个省份聚焦模型算法创新，27个省份部署高质量数据集建设。

我国未来两周天气会更加干燥炎热，全岛大部分地区的总降雨量预计低于平均水平。部分日子的最高气温，可能攀升至约34摄氏度。

风向主要来自东南或南方。西南季候风季节一般持续至9月，整体气候较为干燥。

每日最高气温预计介于33摄氏度至34摄氏度。夜晚也可能持续闷热，有数天的气温将保持在27摄氏度以上。

降雨量料低于平均水平

部分地区预计会在一些日子的上午较迟时段及下午，出现局部短暂雷阵雨。整体而言，8月上半月全岛大部分地区的总降雨量，将低于同期平均水平。

回顾过去两周天气，气象署指出，新加坡及周边地区持续受西南季风影响，风向主要为东南风或南风。全岛大部分日子都出现局部短暂雷阵雨。

其中，7月22日上午较迟时分及下午早些时段，受区域风向辐合影响，多个地区下起强雷阵雨。裕廊渡头当天录得105.8毫米的降雨量，是7月下半月最高记录。

过去两周，多数日子的最高气温，介于32摄氏度至34摄氏度。7月19日，宏茂桥测得34摄氏度，是这段期间的最高气温。

同时间，东部、南部及西部部分地区，有数天夜晚也闷热，最低气温维持在27摄氏度以上。

降雨方面，过去两周全岛约半数地区的降雨量，低于同期平均水平。其中，裕廊渡头一带降雨量比平均水平高出58%，而金文泰一带则比平均水平少46%。

禁令落实三月后 澳洲仍有逾八成青少年用社媒

（悉尼综合电）澳大利亚不准16岁以下青少年使用社交媒体的禁令生效三个月后，仍有逾八成少年使用社媒，原因是科技企业未能实施有效的年龄核查措施。

澳洲互联网监管机构eSafety星期五（7月31日）发布的调查结果显示，这道禁令去年12月10日生效，到了今年3月，大多数10至15岁的少年儿童使用社媒的频率几乎没有变化，而且家长对孩子这方面的习惯的了解程度不增反退。

报告指出，拥有社媒账号的少年儿童比率从52%降至42%，其中使用YouTube、Snapchat和TikTok的降幅最为显著，但尽管如此，澳洲少年儿童仍普遍持续使用社媒。

eSafety在声明中指出：“大多数在禁令实施前就有社媒账号的16岁以下者，在禁令生效三个月后，要么保留了账号，要么创建了新账号。社媒平台未能实施有效的年龄核实措施被列为主要原因。”

报告还显示，禁令几乎没有改变儿童少年在“体育锻炼、艺术音乐、陪伴亲友与社区活动”等现实生活中的时间分配。

在保留账号的儿童当中，约一半坦承平台并没有核查他们的年龄，这是他们能够继续使用服务的最主要原因。另一些受访者透露，他们虚报自己满16岁，或利用系统误判漏洞成功“通关”。

这份报告由全球高校研究员组成的专家组撰写，对比了禁令生效前后对4000多名儿童与家庭的追踪数据。澳洲当局准备追踪调查两年，以评估禁令的成效。

New Jersey Democratic Gov. Mikie Sherrill’s recent announcement of 6,600 ineligible voters found on the state’s rolls is only the latest in a decades-long string of cases involving noncitizens registered to vote in U.S. elections, records show.

Sherrill said that the ineligible voters were registered due to a “serious software error” in New Jersey’s Motor Vehicle System. Her announcement came within a week of a major address from President Donald Trump in which he warned that digital election interference posed a “cyber threat aimed at the very heart of our democracy.”

While New Jersey is the latest documented failure, it is not an isolated anomaly. New Jersey’s error adds to a 25-year record of state reviews, software failures and prosecutions that found noncitizens on voter rolls and, in some documented cases, casting ballots. Experts say the episodes establish a recurring vulnerability. However, due to the lack of a national standard for identifying and reporting errors, reviews are sporadic and use different methods, making it impossible to determine how widespread the problem truly is.

“It’s a major vulnerability,” Jason Snead, executive director of the conservative think tank the Honest Elections Project, told Fox News Digital. “And we have seen just within the last couple of years many states that have checked their voter rolls and found non-citizens on them … So, this is a big problem.”

According to New Jersey’s preliminary findings, fewer than 400 individuals who were improperly registered ended up voting. Sherrill said they lived all across the state and mostly lacked a party affiliation, though there were some registered as Democrats or Republicans.

Fox News Digital reached out to the New Jersey Secretary of State Division of Elections, state Attorney General Dale Caldwell and the chairs of several key legislative elections’ oversight committees for clarification on which elections the 400 ineligible voters participated in and to request details on the state’s auditing protocols. Fox News Digital did not receive a response from any of the state officials mentioned above.

Snead explained that though states are required by law to ensure their voter rolls are up-to-date and accurate, there is no uniform federal requirement for a state to disclose its findings. He said that this has led to differences across states in how the law is enforced and how errors are reported.

“There are federal requirements to maintain clean and accurate voter rolls. And of course, it is a federal crime for a noncitizen to register and to vote, but there’s no requirement that a state report how many non-citizens that they have found up to the federal government. That’s entirely a state law question,” he explained.

He argued that problems involving noncitizen voting are greater in blue states due to policies he said make it easier to cheat.

“When you look at the policies that are pushed in blue states by the left, things like automatic voter registration, giving driver’s licenses to illegal aliens, banning voter identification laws, no proof of citizenship to vote on and on and, this is the inevitable outcome of all of those policies,” said Snead, adding, “This is not the first time that we’ve seen a state with automatic voter registration add potential non-citizens to the rolls.”

After the president’s speech, Homeland Security Secretary Markwayne Mullin released a statement announcing that preliminary DHS reviews of state records found “as many as” 250,000 noncitizens registered to vote in four states: 35,152 in New Jersey, 190,832 in California, 15,903 in Nevada and 14,576 in Pennsylvania.

Fox News Digital reached out to DHS for clarification on its preliminary findings. However, DHS did not answer Fox News Digital’s questions and instead sent a statement from Mullin reiterating the number.

In the statement, Mullin emphasized to Fox News Digital that “this shouldn’t be a red or blue state issue: ONLY Americans should elect American leaders.” He added that “we’ve put these governors on notice. States must work with us to ensure free, fair, and honest elections.”

Charles Stewart III, a professor of political science specializing in elections at MIT, explained that the controlling federal law governing voter registration, the National Voter Registration Act (NVRA), is “silent on the issue of noncitizens on the roll.”

He told Fox News Digital that because “this was not an issue in the early 1990s … one of the ambiguities right now and controversies is over precisely what sort of obligations states have to audit their rolls for noncitizens.”

“This is really at the crux of the matter and two of President Trump’s executive orders. It’s the crux of the matter in the Save America Act. It is the crux to the matter in the current efforts, well, back to the executive orders and a lot of the lawsuits. And the states are pointing out, when being pressed by the federal government, that yes, it is illegal for noncitizens to vote, for sure, and states should have an obligation to make sure noncitizens are not registering, but there is no federal law that compels states to do investigations, nor is there a federal law to compel them to report.

Meanwhile, states that have published review results have reported concerning findings. Besides New Jersey, state reviews conducted since 2020 have found evidence of significant numbers of noncitizens registered to vote in Louisiana, Iowa, Michigan, Ohio and Illinois, a Fox News Digital review found.

Earlier this year, the Louisiana secretary of state said that using the federal Systematic Alien Verification for Entitlements (SAVE) database, which was rolled out by the Trump administration last year, the state identified 403 noncitizens on its voter rolls, 83 of whom had voted in elections, American Press reported.

In 2025, an audit by the Iowa secretary of state confirmed that 277 noncitizens were registered to vote and that 35 successfully voted in the 2024 election while five attempted to vote but were rejected.

The same year, the Michigan Department of State published its findings from a review of the 2024 election, which it said proved that “credible cases of noncitizens casting a ballot in Michigan elections are extremely rare.” The review found that 15 people, who it said “appear to be non-U.S. citizens,” cast a ballot in the election. Additionally, the department identified a Chinese national who allegedly voted illegally.

The Ohio Secretary of State’s Office announced in 2024 and 2021 that it had identified 597 and 117 apparent noncitizen voter registrations, respectively, and referred the cases for further investigation.

According to findings cited in Illinois legislation and testimony by secretary of state officials before the general assembly, a programming error in the state’s automatic voter registration system allowed the records of 574 people who identified themselves as noncitizens to be transmitted to election officials between 2018 and 2019.

Further, officials in Pennsylvania, Texas, Maryland, Colorado, Florida and North Carolina have also reported cases of noncitizens being registered to vote as far back as 2000.

In testimony given to the Pennsylvania House State Government Committee in 2017, then elections commissioner Jonathan Marks revealed that the state had found 1,160 records of apparent noncitizens who self-reported and canceled. Marks said that a deeper analysis of the years 2000 through 2017 found 544 ballots were cast by the identified registrants.

In Texas, authorities discovered a resident alien named Rosa Ortega registered in 2002 and voted five times from 2004 through 2014, according to Attorney General Ken Paxton.

In another case, a Ghanaian national named Michael Nana Baako registered to vote in Maryland, swearing that he was a U.S. citizen in 2005 and subsequently voted in 10 federal elections between 2006 and 2018, according to the DOJ.

A 2012 report by the Colorado Department of State revealed that the state identified 3,903 registered voters whose citizenship status was “in question.” An additional 430 Colorado voters were found to have identified themselves as ineligible to vote because of citizenship requirements.

The report noted that in Colorado “no proof is required to validate the status indicated on a registration form.” It said that individuals can register to vote at a driver’s license office, state public assistance office, county office, private voter registration drive, or even online, none of which verify citizenship.

Three reviews conducted by the Florida Department of State for the years between 2013 and 2017 identified 821 noncitizen registrations and 126 people with voting histories.

Meanwhile, a 2017 state audit in North Carolina concluded that 41 legal-status noncitizens cast ballots.

Fox News Digital also reached out to the Justice Department to ask how many individuals the agency has charged with noncitizen voting or unlawful voter registration since 2000. However, a spokesperson for the DOJ did not offer specifics. Instead, the spokesperson sent Fox News Digital a statement assuring that the department’s Civil Rights Division “is investigating and will keep pressing states to clean their rolls” and is “prosecuting cases where the law and evidence support it.”

The DOJ spokesperson reiterated that “it is illegal for any noncitizen to vote in a federal election” and that “every unlawful vote dilutes the voice of American citizens.”

“Whether or not a case is prosecutable doesn’t change the fact that the wrongful vote happened — DHS found over 250,000 likely noncitizens on voter rolls nationwide, and New Jersey’s own Governor confirmed 400 noncitizens voted there,” the spokesperson said.

“The fact of the matter is that election after election after election after election happened and no one did anything about it,” remarked Gene Hamilton, president of America First Legal.

He pointed to a letter sent by the DOJ’s Civil Rights Division to election officials in all 50 states which he said, “reminded them of their obligations and the possibility of legal consequences for not taking action.”

Since President Donald Trump’s return to office, the Civil Rights Division has filed lawsuits against 30 states and the District of Columbia seeking to compel the production of full voter registration lists under the NVRA, according to the Brennan Center for Justice.

“There are ways to fix it,” said Hamilton. “It’s just a matter of desire.”
