    Missouri Attorney General Catherine Hanaway on Friday filed an emergency appeal urging the U.S. Supreme Court to allow the new congressional map backed by President Donald Trump and other Republican leaders to be used in November’s midterm election.

    The appeal comes after Missouri’s high court blocked the redistricting map and ordered a statewide vote in November on whether to keep it.

    Hanaway asked the U.S. Supreme Court to halt the state high court’s decision immediately.

    “We have just appealed yesterday’s catastrophic ruling to the Supreme Court of the United States. We look forward to the Court’s prompt review of this critical matter, as our ability to hold timely and lawful congressional elections hangs in the balance,” Hanaway, a Republican, said in a statement.

    State law sets a Tuesday deadline to make changes to the November ballot. U.S. Supreme Court Justice Brett Kavanaugh, who hears appeals of cases from the region and can decide alone or refer to the full court, asked opponents of the new map to respond to the appeal by Monday.

    The Missouri high court ruling on Thursday was among the latest rulings in a national redistricting battle backed by Trump. The GOP had aimed to use Missouri’s new congressional map to help win an additional seat and hold onto its slim House majority.

    The state Supreme Court ruled that the referendum petition, filed in December after opponents submitted more than 300,000 signatures, prevented the new districts from taking effect unless approved by voters.

    Republican Secretary of State Denny Hoskins waited until primary Election Day last month to reject the petition, arguing that Missouri’s constitution does not allow referendum petitions on congressional redistricting. A lower court sided with Hoskins, but the state Supreme Court overturned his decision.

    “The referendum petition was legal, sufficient, and timely, and the secretary incorrectly concluded otherwise,” the court said in its ruling. The measure with the new districts “did not go into effect and will not go into effect unless and until approved by the voters.”

    Missouri’s new districts were used in the primaries last month, but the state Supreme Court said they cannot be used again unless voters first uphold the new districts passed by the GOP-controlled legislature and signed by Republican Gov. Mike Kehoe last September.

    Now, the congressional map adopted after the 2020 census “remains in full force and effect for the November 2026 general election,” the court said.

    Five of the seven current justices on the Missouri Supreme Court, including the chief justice, were appointed by Republican governors.

    Hanaway said no other court has ordered congressional maps after a primary but before a general election.

    “No court in American history has ever given such an extraordinary remedy, which inflicts unprecedented chaos on Missouri,” her office wrote in the appeal. “Looking forwards, the State is genuinely unsure whether it can switch its governing congressional map in time to run a timely federal election.”

    Congressional districts are typically redrawn at the start of each decade, based on new census data, but Trump’s mission to tip the scales in favor of Republicans in the midterm election sparked a mid-decade redistricting battle that spread to more than a dozen states across the nation.

    Trump called Thursday’s ruling “ridiculous” and argued it was unconstitutional, saying there will not be enough time to change the map before November’s elections. Missouri’s governor said he is “extremely disappointed” in the decision “by unelected judges and their lack of respect for the legislative process.”

    The new Missouri map targeted longtime Democratic Rep. Emanuel Cleaver’s Kansas City-area district by shifting it eastward to include rural right-leaning voters. The map was intended to make Cleaver’s district more favorable to Republicans, who hoped it would produce a 7-1 advantage in the state’s congressional delegation.

    “More than 305,000 Missourians demanded a say in who will represent them in the halls of Congress,” Cleaver said on Thursday. “Despite the cynical and deeply shameful attempt to silence many of our neighbors, the people fought back and won. This reaffirms that the people should choose their politicians, not the other way around. Democracy prevails.”

    Third worker rescued from Nepal tunnel, woman found alive in rubble 10 days after devastating floods

    Two people were rescued in separate operations in Nepal, 10 days after the devastating floods hit the country, officials said Saturday.

    A man was rescued from a hydropower tunnel, according to a social media post by the country’s prime minister’s office, bringing the total to three workers pulled alive from the Trishuli hydropower project. Two Nepalese workers were rescued from a tunnel at the Trishuli 3A hydropower plant on Friday.

    Nepal’s army said a joint rescue team of Nepalese military personnel and South Korean disaster experts rescued the man from 738-foot tunnel and that he was undergoing a health assessment. Images showed him being evacuated by helicopter, with an army medic checking on him during the flight.

    A photo released by Chinese state broadcaster CCTV showed two rescuers carrying the man out of the tunnel.

    Rescue efforts have increasingly focused on 12 hydropower projects across Nepal, where about 900 workers are missing and roughly 500 are believed to be trapped in various tunnels, authorities said. Specialized rescue teams from India, China, South Korea and the United States have been searching through debris, damaged structures and tunnels at the projects, hoping to find survivors.

    In flood-hit Nuwakot town, a woman was rescued alive from a house, Nepal’s army spokesperson said Saturday. Officials said she was being airlifted to Kathmandu.

    Images released by Nepal’s army showed rescuers finding the woman covered in mud. They gave her bottled water before pulling her to safety, wrapped in a gray blanket.

    At least 1,300 people were killed in the Aug. 26 floods, which were likely caused by a glacier collapse, and more than 5,000 remain missing, according to Nepal’s disaster management agency.

    A plain reading of the law about presidents on coins says the face of a living president should not be on currency. And yet President Donald Trump’s is, after his Treasury Department exploited a different law related to commemorative coins.

    The law says a president must not commit the US military into hostilities for longer than 60 days without congressional approval. The US has been in a conflict with Iran for more than six months, although the administration says it has taken time-outs in the war. Previous presidents from both parties have danced around this requirement, but nothing on the level of Trump’s war on Iran.

    Chief Justice John Roberts called it “likely unlawful” for Trump to tear down part of the White House and build something else. And yet construction is happening around the clock to get that White House ballroom done for Trump to enjoy.

    Laws would seem to require Congress to approve the construction of a triumphal arch adjacent to Arlington National Cemetery. The administration isn’t waiting and the Department of Interior appears primed to start excavation shortly.

    The law says suspected criminals should not be put to death without a trial. And yet the US military has taken out numerous alleged drug boats in the Caribbean and Pacific.

    The law says Congress creates agencies of the federal government, like USAID, the US Department of Education and the Consumer Financial Protection Bureau. Trump has tried to end some of them anyway, either through starvation or outright deletion.

    The law says Congress decides where money should go. That didn’t stop Trump’s administration from cutting research funding and aid money it simply disagreed with.

    The law says the government should not be entering people’s homes without a judicial warrant. But Immigration and Customs Enforcement has utilized that power.

    The law says the Federal Reserve should operate independently, but that isn’t stopping Trump from trying to pressure the Fed to lower interest rates — most recently via a threat to cease trade with top partners.

    The list goes on, and with it the complicated legal arguments the Trump administration has made – in those instances when it has had to make them.

    Even when faced with setbacks in court, Trump’s administration has brazenly looked for end-runs.

    A judge ruled Trump’s administration can’t ignore the law and put his name alongside John F. Kennedy’s on the Kennedy Center. But the administration plans to add it to the building anyway, by adding an inscription giving Trump credit for the rehab job. And if the administration can’t put the name on the building, it threatens to tear the whole thing down.

    The tearing-down of buildings the president should not be able to tear down is an apt analogy for this whole presidency. Once something is gone, it’s gone. It doesn’t matter if getting rid of it was illegal.

    Roberts sided with liberals on the court to argue – in an unsuccessful dissent – that Trump’s East Wing project should be halted because it was “likely unlawful.” In his dissent, Roberts quoted Winston Churchill during World War II.

    “We shape our buildings, and afterwards our buildings shape us,” Churchill had said. Roberts didn’t mention that Churchill made those comments to argue the British House of Commons should be rebuilt as it had stood before it was destroyed by Nazi bombs. Churchill wanted to rebuild it as a monument to the British form of government.

    Trump saw the White House East Wing as a tear-down project — a (likely) illegal tear-down in Roberts’ eyes. But Trump’s monument to himself – one of many — is getting built nonetheless. Asking Congress for the taxpayer money to help with the project came only after the walls were torn down.

    It has become a pattern during Trump’s second term that the president does something; Congress shrugs; and the Supreme Court allows him to proceed, regardless of whether what he’s doing is, strictly speaking, legal.

    A week before Roberts’ historical lament, the liberal Supreme Court Justice Ketanji Brown Jackson blasted the court’s conservatives, including Roberts, for allowing Trump’s executive order meant to cut down on mail-in voting to proceed, again on a technicality.

    The White House has a “Catch-Me-If-You-Can approach,” Jackson said.

    In the case of disrupting mail-in ballots, Trump may ultimately get caught; the executive order still faces lawsuits and a new injunction that make it seem impossible to impose, at least for this election.

    Trump also got caught on birthright citizenship, where justices rejected his attempt to set aside the Constitution’s 14th Amendment. And on tariffs, they said no, he could not exploit national emergency laws to upend the economy.

    He’s still looking for ways around that decision.

    But on so many other issues, Trump’s administration has picked the laws it wants to follow, diverted funds here or there, and said little in public about what it’s up to. Congress has shrugged. Courts have had trouble keeping up, and the Supreme Court has preferred to let Trump go about his business while things get sorted out.

    That dynamic seems likely to change, at least somewhat, come next year if Democrats win control of either the House or the Senate. They will try to restrict funding for Trump’s goals.

    But it will be an interesting question for Democrats who want to replace Trump in the White House in 2029. Should they spend even more taxpayer money to tear down the East Wing behemoth he’s building? They won’t be able to go back and take the coins with his face out of circulation. They can’t un-deport people who didn’t get a hearing. And it will take time and effort, if the next president is so inclined, to rebuild the system of scientific and medical research funding the Trump administration cut back.

    On so many of the things Trump has done, catching up may not even be an option.

    For months, Texas Republicans have anxiously awaited the arrival of national resources to help boost Ken Paxton, one of the GOP’s most vulnerable Senate candidates.

    Now, Elon Musk, the world’s richest person, has entered the scene, this week disclosing the first spending from his super PAC to benefit Paxton and raising GOP hopes that the floodgates soon will open wide to help the Texas attorney general overcome a deep financial deficit with his Democratic rival James Talarico. Other groups, including a super PAC associated with Sen. Ted Cruz, also have begun to step up their activity on Paxton’s behalf.

    Musk’s America PAC, however, stands apart because it is largely funded by the billionaire himself who has become one of the biggest individual donors shaping US politics — and a major player in Texas politics specifically.

    With its activity, the PAC has signaled the Texas contest is one of its priorities as it plans massive spending to shape the outcome of the midterms. One person who has spoken to the group in Texas says they are hiring for what they believe to be an expansive turnout operation in the state.

    Officials with the Musk super PAC have not disclosed how much they intend to spend to aid Paxton’s bid. But Texas Republican operatives who are not involved with America PAC said it makes sense that Musk, who has made Texas the base of his growing corporate empire, would want to go all in for Paxton.

    “The business interests, the long-term investment that he is making, the Musk operation politically does not need to have a Democrat in their backyard,” said Matt Langston, a GOP strategist in the state. “They will invest. They will get involved in a big way.”

    PAC officials indicated that political rather than business considerations are driving their decision-making.

    In a statement to CNN, America PAC spokesman Andrew Romeo said the Musk group “is working in full coordination with the entire GOP apparatus and investing in the states and districts that will decide control of the House and Senate.”

    “Our only priority is ensuring Republicans keep full control of Washington and stopping the lunatic left from bringing us back to the days of open borders, rampant crime and woke policies.”

    CNN also has reached out to Paxton’s campaign for comment.

    Musk has deep ties to Texas, relocating several of his businesses’ headquarters to the state. Tesla and SpaceX are part of a joint venture developing Terafab, a massive chipmaking factory outside Houston.

    As attorney general, Paxton launched an investigation of advertising boycotts on platforms such as X, several months after Musk sued a group of advertisers and major companies accusing them of illegally conspiring to pull their ads from X.

    But Musk’s allies also have sparred in court with Paxton over his orders that certain records tied to operations of Starbase, the recently incorporated Texas town that is home to SpaceX, must be publicly released under the state’s open records law.

    Musk said during a radio interview with Gov. Greg Abbott in July that he “love(s)” Texas and its friendly business climate.

    “It’s a great state to do business in. It’s super supportive and, I think, really emblematic of American values,” Musk told Abbott, who was filling in for radio host Sean Hannity. “I love being here and I love being a Texan.”

    Musk has deepened his political ties to Texas in other ways this election cycle.

    He has given $3 million to Texans for Lawsuit Reform, the state’s powerful tort reform group. He has also donated $2 million to the Judicial Fairness PAC, which works to elect GOP candidates for judicial positions. And he has made six-figure contributions to each of the state’s top three leaders: Abbott, Lt. Gov. Dan Patrick and state House Speaker Dustin Burrows.

    Meanwhile, one of his lawyers, Chris Gober, is on track to join Congress next year. Gober won a Republican primary in March for an open House seat in Central Texas that strongly favors the GOP.

    Some Republicans have voiced frustration that the cost of defending a Senate seat in deep-red Texas skyrocketed after the controversial Paxton toppled incumbent GOP Sen. John Cornyn in the primary, aided by President Donald Trump’s endorsement.

    Democrats need a net gain of just four seats to flip the US Senate.

    Paxton has confronted an array of scandals in recent years, including a 2023 impeachment by the Texas House of Representatives over allegations of bribery and corruption. He was later acquitted of all the charges by the state Senate.

    Republican leaders are openly calling for Trump to deploy some of the roughly $400 million sitting in his MAGA Inc. war chest to help Paxton.

    “I think all of our allies out there, including the president and his team and their resources, need to be brought to bear on Texas,” Senate Majority Leader John Thune said on Fox News earlier this week.

    Officials with MAGA Inc. have consistently declined to telegraph the super PAC’s midterm strategy. In remarks Friday, Trump indicated that he planned to direct some of his cash reserves to “people that I think are good Republicans” and “can win or are closing to winning.”

    Paxton’s side, however, is getting more help on the airwaves now, after weeks of lagging behind his rival.

    Republican outside groups, led by the pro-Paxton Lone Star Liberty PAC, are spending a combined $11 million on advertising this week, swamping the roughly $4 million coming from Talarico’s campaign, according to data from AdImpact, which tracks political commercials.

    That’s in sharp contrast to August when Democrats spent $13.3 million in advertising in the race to Republicans’ $4.7 million.

    James Dickey, a former Texas Republican Party chairman who now runs a government affairs firm, insists that the money concerns swirling around Paxton’s candidacy are overblown, pointing to several well-funded Democrats who have tried and fail to win statewide office in Texas in recent years.

    “History is replete with examples that money is necessary but not sufficient to win an election,” he said. “There is no reason to believe that Attorney General Paxton will not have enough funds.”

    On Thursday night, the Musk PAC reported spending roughly $840,000 to benefit 15 House and Senate candidates, a modest sum that is expected to grow dramatically in the weeks ahead, given Musk’s commitment to help Republicans retain control of Congress during Trump’s final two years in office.

    Nearly $250,000 of the sum backed Paxton, the biggest share of America PAC’s first tranche of candidate-focused spending, but those proportions could change as the committee ramps up its spending.

    On Friday night, the group disclosed spending another $2.9 million on midterm races, nearly half of it going toward the contest in Texas.

    The early Musk money across congressional races has gone to printing expenses, signaling its use for direct outreach to voters in the form of mailings or other political literature.

    Separately, America PAC also invested in digital advertising in key battlegrounds, although that spending has focused on boosting registration among targeted voters, rather than advocating for individual candidates. One such ad tells Facebook users in Texas that “your state could flip control of the Senate” and encourages them to check their registration status now.

    America PAC’s new burst of activity marks a significant Musk reengagement with Republicans, more than a year after the billionaire broke with Trump and threatened to start his own political party. He has since reconciled with the president, and the third-party idea fizzled.

    Republicans say they are eager to see the billionaire spend big across the country but privately hope he maintains a lower profile during the fall campaign. His brief tenure overseeing the federal Department of Government Efficiency made him a household name and a villain among a federal workforce affected by the DOGE cuts.

    “I think he has learned a lot from his experience at DOGE,” said one Republican strategist involved in the midterms who believes Musk will remain more in the background this fall. The person also praised Musk’s political team — headed by a Chris Young, an experienced operative who directed the PAC’s 2024 effort — as “real pros.”

    In the 2024 election, Musk spent nearly $300 million boosting Trump and Republicans, much of it aimed at building a ground game in key battlegrounds to turn out voters. But his high-profile effort last year to flip majority control of the Wisconsin Supreme Court backfired. The Republican he supported lost by 10 percentage points to the Democrat.

    “I think I got a little too involved in politics. I got carried away, frankly,” Musk said during a July interview with The Economist, reflecting on his DOGE tenure.

    Democrats say they will respond to the expected fundraising onslaught by seeking to make Musk a lightning rod in battleground races.

    “Elon Musk is toxic and one of the most unpopular figures in America,” CJ Warnke, communications director for House Majority PAC, the main House Democratic super PAC, told CNN. “As we saw in Wisconsin in 2025, he will be a drag on any Republican campaign this fall.”

    That strategy was already on display this week.

    A day after the first spending disclosures by Musk’s PAC, the Democratic Congressional Campaign Committee blasted out a news release, singling out several House Republicans benefiting from Musk’s money. Republican lawmakers, it said, were relying on billionaire donors “to rescue them.”
