Reports of President Donald Trump’s secret move to a military jet during last month’s NATO summit in Turkey has put a rare security trade-off in focus: As officials apparently sought to shield Trump from a credible Iranian threat, White House staff, Secret Service agents, U.S. Military members and journalists remained aboard the decoy aircraft.

The White House did not return Fox News’ request for comment on whether officials assessed a separate risk to those left aboard the plane, which could have included Secretary of State Marco Rubio. It’s not clear what, if any, protective measures were in place.

Air Force One is the call sign of the plane the U.S. president is traveling aboard, not the name of a specific aircraft.

The Washington Post first reported that Trump secretly switched to a military jet after appearing to board the older Air Force One in Turkey. Journalists and White House staff traveling with the president for the trip abroad remained on the aircraft that flew to the United Kingdom. Trump later rejoined the group before continuing home, according to the report.

In a separate follow-up to that article, the Wall Street Journal reported that Israeli intelligence briefed the Trump administration on a threat to use shoulder-fired missiles against Air Force One. It also noted that Rubio was among top aides who remained aboard the older aircraft.

Former Secret Service agent Bill Gage told Fox News that the people aboard the aircraft “probably did face an elevated risk.” But he described the reported operation as a calculated response to the threat environment surrounding Trump.

“Any travel with him should be considered a risk,” Gage said. “I think some members of the government at the highest levels made a calculated risk to not tell anyone on the fake AF1.”

The key distinction in the reporting is that the threat was allegedly aimed at the aircraft believed to be carrying Trump, rather than at the older jet itself. The secret slip-away by the president left all passengers on the plane as potential collateral of any attacks, with no public accounting of whether there were additional protections in place for them in the heightened threat environment.

Reporters traveling on the older Air Force One from Turkey to the United Kingdom recount being asked to close their window shades as the plane took off. Asked later that day whether he knew why reporters were asked to close the shades, Trump replied: “You’re probably on a dangerous flight because of the sleaze bags that we have to deal with.”

“I’m number one on their list, before you,” he told a reporter. “But if I go, you go right? So perhaps some day you want to change professions.”

Gage told Fox News Digital that the reported operation was likely kept to a very small circle because of the security sensitivity. “Very few people would have been told about this plan ahead of time.”

He said the decision to actually move Trump to a different jet suggested officials were acting on serious intelligence.

“Overall, the threat must have been substantial and corroborated to conduct the switch/ruse. The highest levels of the government and intelligence agencies (CIA/NSA etc.) would have been involved in analyzing the threat and developing countermeasures.”

Robert “Bobby” McDonald, a former senior Secret Service official, said deceptive presidential movements — sometimes referred to as “shell games” — are unusual but a part of the Secret Service playbook when credible intelligence demands extraordinary measures.

McDonald said the Air Force, rather than the Secret Service, is responsible for protecting presidential aircraft and said he believed both planes were likely being monitored.

“I find it hard to believe that those two planes were not being tracked, were not being escorted by other aircraft from either allies or our Air Force,” he said. “There’s no way in the world that the Secret Service, the White House staff, and the White House military office, were going to let those two planes dangle out there and and and be fending for themselves.”

Trump’s move isn’t the first time Air Force One aircraft have been put to use to balk potential threats. During President Bill Clinton’s 2000 visit to Pakistan, a marked decoy aircraft arrived first and Secret Service agents disembarked before Clinton landed separately in an unmarked plane.

But the reported Turkey operation differs from many past surprise trips, in which a limited press pool traveled with the president and was sworn to secrecy.

Jake Tapper, who traveled with Obama on a secret trip to Afghanistan, said prior White Houses have used deception to protect presidents but that the reported Turkey operation was different.

“Obviously the life of the president is paramount, and previous White Houses have used deception to protect the president’s life. But no officials I’ve spoken to have ever before heard of using an AF1 full of WH staff and journalists as a decoy during an imminent threat,” the CNN anchor said.

Former White House press secretary Ari Fleischer defended the reported deception as a necessary protective measure if the threat was credible.

“If the WP story about Trump switching planes to return home from Turkey is true, then kudos to the Secret Service, the Air Force and the WH,” Fleischer wrote on X. “If there’s a credible threat against any POTUS, their job is to protect him. I’m sorry if the press felt deceived. In an extraordinary situation like that, what was the WH supposed to do? Announce the switch?”

WASHINGTON, Aug 11 (Reuters) – The Trump administration on Tuesday finalized a rule exempting U.S. companies and individuals from reporting beneficial ownership information ​to the Treasury Department’s financial crimes unit, rolling back reporting requirements established under ‌a 2021 law aimed at combating illicit finance.

The Treasury Department’s Financial Crimes Enforcement Network, or FinCEN, will still require foreign reporting companies to disclose beneficial ownership information for foreign individuals, the department said in ​a statement.

“Treasury is eliminating a burdensome reporting requirement for millions of law-abiding business ​owners without compromising our national security,” Treasury Secretary Scott Bessent said in ⁠the statement.

Beneficial owners are defined as anyone who has an ownership interest of at ​least 25% in a business or someone who exerts “substantial control” over the entity.

The move, first ​announced over a year ago, is part of a broader push by the administration of Republican President Donald Trump to curtail anti-corruption efforts.

Senator Elizabeth Warren, the top Democrat on the Senate Banking, Housing and ​Urban Affairs Committee, said rolling back the reporting requirements increased the risks of sanctions evasion, ​fraud and drug trafficking, as well as sex trafficking and organized criminal activity.

“This is a gift to ‌cartels, ⁠criminals, and U.S. adversaries that exploit shell companies to move millions through our financial system,” Warren said in a statement, adding that the law had required firms to fill out only basic identifying information about the true owners of a firm.

FinCEN had previously implemented rules ​requiring certain companies to ​report beneficial ownership ⁠data as part of anti-corruption and anti-money laundering efforts backed by lawmakers and the Treasury Department under former President Joe Biden.

The Treasury ​Department said that FinCEN will delete previously reported information by Americans ​from the government’s ⁠beneficial ownership information database.

Under the rule finalized on Tuesday, foreign companies would not be required to report Americans who helped those foreign companies register to do business in the United States.

Trump administration bars use of Medicaid funds for some youth transgender care

President Trump’s administration said that Medicaid will stop paying for gender-affirming surgeries and hormone treatments for transgender minors and the state Children’s Health Insurance Program won’t pay for the treatments for those under 19.

The announcement is the latest in a series of policies from the administration aimed at transgender people that began the day Mr.Trump returned to office last year.

The policy is to take effect Oct. 13.

It is not clear how much taxpayer funding is going to cover gender-affirming treatments for transgender youth now. The Centers for Medicare and Medicaid Services did not respond to questions about the policy on Tuesday.

At least 27 states have already banned gender-affirming care for those under 18. Even in states that haven’t, many major hospitals have stopped providing some of the treatments. And gender-affirming surgeries for minors are rare. Puberty blockers and hormone treatments are more common.

The policy calls for Medicaid and CHIP to continue to pay for mental health treatment for transgender minors but phase out coverage of hormone treatments that are used both to block puberty and to produce sex-related physical changes for those already receiving them as of April 2027.

Mr. Trump said in a social media post Tuesday that he directed Dr. Mehmet Oz, the CMS administrator, to make the change.

“We are not going to pay for our innocent children to undergo these barbaric surgeries and practices, which result in unthinkable and irreversible harm to their young bodies,” Mr. Trump said in his post.

Advocates for LGBTQ+ young people look at it differently.

GLBTQ Legal Advocates and Defenders legal director Josh Rovenger said the rule “is putting up barriers between parents and their ability to make the best medical decisions for their children” and would face a legal challenge.

“The Trump administration is terrorizing trans youth and their families with these kinds of actions, and it has to stop,” Human Rights Campaign President Kelley Robinson said in a statement.

HRC is already suing the administration for efforts to bar gender-affirming care coverage under federal employee benefit plans.

The American Medical Association and most other major medical organizations support access to gender-affirming care, though the American Society of Plastic Surgeons said earlier this year that it found “insufficient evidence” that the benefits of chest, genital and facial surgeries on minors experiencing gender dysphoria — or the unease a person may have because their assigned gender and gender identity don’t match — outweigh the risks.

The administration has already announced it would cut off Medicaid and Medicare funding for hospitals that provide gender-affirming care for minors, along with barring transgender athletes from sports competitions for girls and women and blocking people from being able to choose male, female or X to designate their sex on passports.

It also released a report last year urging therapy only for transgender youth and not broader gender-affirming healthcare.

Most of the changes have faced legal challenges. The U.S. Supreme Court let the administration’s passport policy stand and allowed states to enforce the sports bans. A lower court ruled against the administration’s declaration that called the treatments unsafe and ineffective. A challenge over the policy targeting hospitals is still pending.

The Trump administration on Tuesday finalized a rule that will bar Medicaid from covering gender identity healthcare for children enrolled in the government’s low-income insurance program.

The new policy prohibits states from using federal Medicaid funds to pay for any gender identity care for enrollees under 18, marking the administration’s latest effort to restrict youth access to transgender healthcare.

President Donald Trump celebrated the move in a Truth Social post, touting it as necessary to crack down on “barbaric surgeries and practices, which result in unthinkable and irreversible harm to their young bodies.”

“Just think about all the young, innocent, and perhaps confused children who will be spared!” Trump wrote on social media.

The president has sought to make transgender care a central issue in the run-up to the midterms, frequently describing such gender identity healthcare procedures in graphic terms and claiming, without evidence, that swaths of children are being pressured to secretly transition without their parents’ knowledge.

Democrats and a broad range of medical organizations have denounced the Trump administration’s efforts to restrict transgender healthcare procedures as harmful and counterproductive, warning that it will further jeopardize children’s health.

The administration last year floated the potential for a wider effort to restrict gender identity healthcare for children, including withholding federal funds from hospitals and doctors that continue to offer the procedures.

But the rule finalized Tuesday by the Centers for Medicare and Medicaid Services instead targets coverage provided to low-income enrollees that is funded in part by the federal government.

Under the new policy, states that continue to provide transgender care through Medicaid and CHIP would need to finance it themselves, without the aid of federal money that helps pay for a significant share of the insurance programs. In a statement, CMS said that the funding ban would not apply to mental health services for children.

The rule is set to take effect on October 13, according to CMS. For those children who are currently receiving gender identity care, federal funds will remain available for six months to allow for a “tapering off” period.

U.S. military operations killed 153 civilians last year, Pentagon says

Washington — The Pentagon has formally acknowledged that U.S. military operations killed more than 150 innocent civilians and injured over 240 people in 2025, with three airstrikes in Yemen accounting for every casualty the department confirmed.

The newly released tally, which did not include any deaths from airstrikes on boats in the Caribbean Sea and Pacific Ocean, comes as the Pentagon prosecutes a far broader military operation against Iran that began this year. It also follows cuts to some offices dedicated to mitigating civilian casualties during the tenure of Defense Secretary Pete Hegseth, who has vowed to focus on “lethality” rather than “tepid legality.”

A report submitted to Congress late Monday and obtained by CBS News shows military strikes during the campaign against Yemen’s Houthi militia group, named Operation Rough Rider, killed 153 civilians and injured another 243 last year.

From March to May 2025, the U.S. military bombed targets in Yemen related to the Iran-backed Houthis to prevent the group from attacking commercial ships in the Red Sea. The report found that “more likely than not,” five civilians were killed on April 6 near the Yemeni capital of Sanaa, 80 were killed on April 17 near Ras Isa Port and another 68 were killed on April 28 near Saada.

The military did not conduct site visits or interviews to make the assessments, but it relied on U.S. intelligence, imagery and public reporting, according to the report.

NBC News and The Washington Post were first to report details on the assessments.

Airwars, an organization that tracks civilian harm in conflicts, reported last year at least 258 civilians may have been killed in Operation Rough Rider. The report from the Pentagon has at least 153, but notes that as of earlier this year, there were 15 other incidents in Yemen the military was assessing in response to reports received through nongovernmental organizations.

The report is also notable for what it does not count. It does not include any of the casualties from the controversial strikes in the Caribbean and Pacific, which numbered about 120 last year and 95 this year.

The Trump administration says the boat strikes — which began in September 2025 — are intended to target drug traffickers from cartels that the administration considers terrorist groups. Some legal experts have said the strikes amount to illegal extrajudicial killings because U.S. forces are prohibited from intentionally targeting civilians, including individuals suspected of criminal activity, unless they meet the legal standard governing the use of military force.

Congress mandated in the 2018 annual defense policy bill that the Pentagon submit reports — known in military parlance as “1057 reports” — on civilian casualties during the preceding year. Nearly 500 civilians had been killed in U.S. military operations in 2017, the first year of required reporting. The number significantly decreased after the withdrawal from Afghanistan, to just one killed in 2023 and two in 2024, but climbed again with last year’s major military operation against the Houthis.

“The U.S. military is steadfastly committed to limiting harm to civilians, and DoW has a strong record of compliance with the law of war,” states a tranche of the opening statement.

Pentagon’s civilian harm office faces budget cuts

This year’s figures on civilian casualties come amid another recently released Pentagon report that paints a portrait of a small office charged with reducing civilian harm during U.S. military operations. The office has sought to preserve and advance its work as it navigates budget and personnel cuts, not only to its own operations but also to the expansive U.S. military program of civilian harm mitigation.

The Civilian Protection Center of Excellence’s annual report to Congress, released in late July, underscored its expanding training programs and partnerships across the Defense Department, while also documenting a year marked by shrinking resources and an uncertain future for the office.

The center said it continued to support military commands through such efforts as hosting collaboration workshops, running war gaming exercises and studying past operations — including Operation Rough Rider, the U.S. air and naval campaign against Houthi targets in Yemen last year. But the report also acknowledged the toll of budget cuts and organizational changes.

Staffing at the center dropped to just nine full-time employees — seven civilians and two U.S. service members — by the end of the 2025 fiscal year, down from a staff of 40 civilian, military and contractor support employees, according to the report. Separate from the center, the Pentagon cut both budgets and staffing across the U.S. military’s civilian harm mitigation program.

Hegseth has said he wants to “untie the hands of our warfighters” and emphasize “maximum lethality, not tepid legality.” In his initial months at the Pentagon, he fired the top military lawyers for the Army, Navy and Air Force, and he previously disparaged military lawyers, or judge advocates general, as “jagoffs.”

On protecting civilians, Hegseth told Congress earlier this year, “the United States military never targets civilians, and puts constructs in place to ensure that [to] the maximum extent possible, we do not harm or hit civilians.”

During Hegseth’s tenure, the Pentagon has sought to eliminate the center of excellence, arguing in documents submitted to Congress that the center duplicates many of the tasks already performed through the Defense Department’s Civilian Harm Mitigation and Response program.

But the Pentagon has also moved to gut not just the center, but the military’s larger civilian harm program, which was created in 2022. In the Trump administration’s 2026 budget request, the Defense Department described the purpose of the cuts to personnel and funding as “disestablishment of the program.” The request proposed reducing personnel funding by over $2 million and mission support by more than $9.5 million, according to Pentagon documents.

U.S. officials, who spoke to CBS News under condition of anonymity because they were not authorized to speak publicly, said cuts to the center and the larger civilian harm mitigation program amounted to roughly a 90% reduction in personnel since March 2025.

The Civilian Protection Center of Excellence was borne out of an action plan that the Pentagon rolled out in 2022 after it acknowledged several recent botched airstrikes.

“Protecting civilians from harm in connection with military operations is not only a moral imperative, it is also critical to achieving long-term success on the battlefield,” reads the opening introduction of the Civilian Harm Mitigation and Response Action Plan from August 2022.

The plan called for the Pentagon to better prevent harm to civilians during military conflict, with steps like developing standardized data collection, creating dedicated positions for civilian harm mitigation efforts and establishing the center of excellence. The center would coordinate analysis, training and lessons learned across the Defense Department.

The center was codified and signed into law by Congress in the 2023 annual defense policy bill, which also required the Pentagon to publicly release an annual report about the center’s work, like the one published last month.

But the report from the Civilian Protection Center of Excellence arrived just weeks after a Defense Department inspector general report concluded that key elements of the Pentagon’s civilian harm mitigation enterprise had already begun to erode due to cuts and inaction.

Shortly after Hegseth entered the Pentagon, senior officials proposed changes to the center of excellence and the action plan, according to the report. As of April 2026, Hegseth still had not made a decision. In the absence of action, civilian harm mitigation experts left their positions, the Army stopped funding the data management platform and the center of excellence lost large numbers of personnel and leaders.

Undersecretary of Defense for Policy Elbridge Colby told the inspector general a review of the center of excellence was due in January 2026 and a review of the Defense Department’s civilian casualty policy was due by the end of the year. The status of those reviews is unclear.

The Pentagon did not respond to a request for comment.

The Atlantic reported earlier this month that the Pentagon is considering restoring as many as half of the roles that were cut as it grapples with allegations of civilian casualties, in particular the alleged strike on a girls’ school in the opening days of the Iran war that the Iranian government says killed about 170 people.

The Pentagon has yet to release the results of its investigation into that strike, which could become the most significant test of whether the military’s post-Afghanistan civilian harm reforms functioned as intended.

More than 3,000 are reported missing in Colombia on Tuesday following a massive 7.4-magnitude earthquake, prompting a desperate search for survivors and a pledge from the Trump administration of $15.5 million in relief.

Videos and photos emerged from Colombia showing first responders combing through rubble and debris, looking for any signs of life. Mayors and governors from Cali, Pereira, Chocó and Manizales said Tuesday at least 179 people had died in those four areas, while the federal government, which last updated its estimates in the hours after earthquake hit Monday, has said at least 111 died, according to The Associated Press.

“We are united in prayer with the Colombian people and stand ready to support President Abelardo De la Espriella and his government as they assess the needs on the ground,” the State Department said on X.

It added that “the Trump Administration is committing $15.5 million in funding for emergency shelter, food, protection, and earthquake assessments.”

Around 1,600 buildings across Colombia have been reported damaged or collapsed, and more than 3,000 people are missing, the AP reported.

President Abelardo De la Espriella, who was inaugurated just days earlier, traveled to Chocó’s capital, Quibdó, on Monday night and announced he was mobilizing “the entire military and police apparatus” to respond, deploying engineers, rescue workers and search dogs.

“Chocó will never again be the ‘land of the forgotten,’” he said.

The U.S. Geological Survey said the earthquake was centered in San José del Palmar, a town located within the western Chocó region, which borders the Pacific Ocean.

In a post on X, De la Espriella, added that, “The National Government stands with the people of Chocó.”

“Immediate economic resources and humanitarian aid have already been allocated to support the more than 1,400 affected families and individuals,” he added. “The injured and those requiring priority medical attention are being transferred to Medellín with all available hospital capacity.”
