U.S. Immigration and Customs Enforcement officers may soon be outfitted with gloves that can deliver painful electric shocks intended to gain compliance from combative individuals.
ICE plans to spend between $10 million and $20 million to purchase “conductive distraction and de-escalation devices” for officers and agents by March, according to a notice published Monday by the Department of Homeland Security.
The devices are known as the G.L.O.V.E., which stands for Generated Low Output Voltage Emitter, and are manufactured by Compliant Technologies LLC of Lexington, Kentucky. They have been used in recent years by some jails and police departments.
The notice said the solicitation for a no-bid contract could be published as early as Friday.
CBS News has reached out to DHS and Compliant Technologies for comment.
DHS told The Associated Press on Tuesday that it was working on a response to an inquiry and offered no immediate comment. Jeff Niklaus, the founder and CEO of Compliant Technologies, told the AP: “Unfortunately, we are unable to speak on this subject.”
Civil rights advocates — including from the American Civil Liberties Union — expressed alarm at the plan, saying ICE officers already face criticism for their use of force during President Trump’s immigration crackdown.
Compliant Technologies says the devices function as a normal pair of patrol gloves until officers press a switch to activate their electrical mode. The gloves must be applied directly to someone’s skin to deliver a pain stimulus that typically helps an officer gain compliance within seconds, according to the company.
“It’s immediate and sharp, and it will distract you. I call it like a bee sting,” John Peters, president of the Institute for the Prevention of In-Custody Deaths, who is studying how the device has been used, told The AP. “If the officer is getting any type of resistance from the person, this is certainly an effective tool.”
Peters said he believed ICE’s planned purchase would likely be the largest from the company to date. He said he could envision ICE officers using the gloves to help remove uncooperative subjects from cars and houses and in and out of detention facilities.
“For smaller officers or weaker officers or older officers, I think it has a great advantage” because it can produce faster takedowns and shorten confrontations, he said.
The manufacturer warns the device should not be used as punishment, against people merely exhibiting “verbal defiance or belligerence” or on high-risk populations such as children, pregnant women or elderly or disabled people.
Jenn Rolnick Borchetta, deputy project director on policing at the ACLU, told The AP the public should have no confidence that ICE officers will use the devices appropriately. She questioned why the devices would be necessary for civil immigration enforcement and noted those getting shocked might have no advance warning.
“ICE spent the last year showing this country they are too quick to use force. Now they will be able to deploy electric shocks with the slight push of a button that maybe nobody else can see them do,” she said. “Introducing gloves that can so easily be used to deliver terrible pain in encounters is a recipe for harm to the public.”
Supporters say the devices are generally used in specific jail and transport situations, rather than broadly to patrol on the streets. They have been used to subdue violent suspects who are refusing to get into squad cars and inmates who are harming themselves and threatening officers, according to Compliant Technologies.
Peters said he expected the devices to be misused by a small number of employees, as with other policing technologies, but he said they are unlikely to cause injuries. He said it would be important for ICE to have robust policies and training in place.
To use the device, officers must complete a course and be recertified every two years, the manufacturer says.
The planned purchases come as ICE expands its crackdown on people accused of being in the U.S. illegally, amid pressure from the White House to arrest 2,000 people per day.
ICE has drawn scrutiny for its tactics during its arrest surge — including attempted vehicle stops in Maine and Texas last month that ended with ICE agents fatally shooting two immigrants.
In both of last month’s shootings, agents were not wearing body cameras. DHS has pledged to widely deploy body-worn cameras, and said last month that all ICE arrest teams will have at least one officer equipped with a camera going forward.

Rep. Tom Tiffany is one step closer to capturing the governor’s mansion in battleground Wisconsin for the Republican Party.
Tiffany, a hard-right member of the House Freedom Caucus who is backed by President Donald Trump, on Tuesday topped medical service technician Andy Manske to secure the Republican gubernatorial nomination, the Associated Press reported.
“This fight is bigger than any one party. It’s bigger than any one candidate. This fight is about Wisconsin and protecting the state we know and love. It’s about lowering property taxes, returning the surplus to you, getting utility costs under control, and letting hardworking Wisconsinites keep more of what they earn,” Tiffany said in a statement after winning the primary.
Tiffany is expected to face off in the general election against far-left state Rep. Francesca Hong, who is likely to win the Democratic nomination for governor.

Trump-backed Rhett Marques won a crowded Republican primary in Alabama’s newly drawn 2nd Congressional District on Tuesday, the Associated Press projects.
Republicans are seeking to defeat Democratic Rep. Shomari Figures, who won the seat in 2024 after the Supreme Court affirmed that the state’s GOP-drawn congressional map discriminated against Black voters.
This year, however, the Supreme Court cleared the way for Alabama to use a map more favorable to Republicans, which eliminates one of Alabama’s two majority-Black seats. Under the new boundaries, the 2nd District no longer includes Mobile, making it more difficult for Figures to win reelection.
The University of Virginia’s Center for Politics rates the race as likely Republican.
Marques has the endorsements of President Trump, House GOP leaders and Republican Sen. Katie Britt of Alabama.

美国批评中国上个月在太平洋试射洲际弹道导弹前，未给予充分通知。对此，中国裁军事务大使李驰江反驳称，中国始终安全、规范、负责任地开展洲际弹道导弹试射活动。
综合彭博社和新华社报道，美国国务院官员尼巴格在日内瓦举行的一场裁军会议上说：“北京没有提高透明度，也没有给予充分的事先通知，反而采取了令人困惑且具有挑衅性的做法。”
尼巴格指的是中国7月6日进行的潜射型、可携带核弹头的洲际弹道导弹试验。她说，中国未能通知所有可能受影响的国家，而即使是收到通知的国家，“最多也只提前两小时接到通知”。
对此，李驰江在同一场会议上指出，中国始终安全、规范、负责任地开展洲际弹道导弹试射活动，提前向美国等国家作通报，采取审慎且合理的措施，确保试射未损害任何国家利益，充分体现中国的善意和负责任态度。中国有关善意举措绝不应被地缘政治算计所绑架。

Democratic Rep. John Larson — who has represented central Connecticut since the late 1990s — lost his party’s primary Tuesday to former Hartford Mayor Luke Bronin, CBS News has projected, after a campaign dominated by debates about generational change.
With just over half of the vote counted at around 10:15 p.m. ET, Bronin led Larson by just under 20 percentage points, or nearly 7,000 votes. West Hartford state Rep. Jillian Gilchrest and Hartford Board of Education member Ruth Fortune trailed the two front-runners.
The candidates for the reliably blue Hartford-area House seat agreed on many key policy issues. Instead, the primary turned on whether Democrats should send a longtime lawmaker back to Congress or opt for a newer — and younger — candidate. Larson, 78, was seeking a 15th term in Congress, while Bronin was 31 years younger than him.
Bronin focused heavily on that theme. His campaign website promised “new energy, new ideas, and new perspectives,” and he cast Larson as a “status quo” candidate, telling voters: “The stakes are too high to keep doing the same thing.”
The Connecticut Democratic Party endorsed Bronin over Larson at its convention in May, an upset that prompted Bronin to call on his rival to “pass the torch.” Bronin was also endorsed earlier this year by Biden-era Transportation Secretary Pete Buttigieg, who ran for president in 2020 and is widely viewed as a possible 2028 contender.
Larson, meanwhile, presented his long tenure in Congress as an asset, arguing he has delivered for constituents and — as one of the longest-serving House Democrats — would have more sway.
House Minority Leader Hakeem Jeffries, a New York Democrat, campaigned for Larson.
“We are going to come in as a full committee chairman, not as some freshman in Congress with some assignment,” Larson told Hartford CBS affiliate WFSB-TV.
Bronin raised just over $3 million during the primary, ahead of Larson’s $2.7 million.
Bronin will now face Republican nominee Amy Chai, who ran for her party’s nomination unopposed.

White House officials have asked the Department of Justice (DOJ) to explore whether it would be possible to pursue a new prosecution against the man accused of vandalizing the newly renovated Lincoln Memorial Reflecting Pool, weeks after federal prosecutors moved to dismiss felony charges against him, Fox News has learned.
The previous case, which U.S. Attorney Jeanine Pirro’s office moved to dismiss on July 31, accused Olympic canoeist David Hearn of damaging the costly $14 million project after cracks, algae growth and peeling sealant were discovered.
Pirro’s office cited findings from the Department of the Interior that concluded the damage was linked to flaws in the installation process rather than vandalism.
White House officials have since reached out to the DOJ to determine whether Hearn could instead face a misdemeanor charge, as first reported by The Wall Street Journal. No final decision has been made, Fox News has learned.

In response to the move, Hearn’s attorneys said pursuing a new case would only undermine the DOJ’s credibility after prosecutors already acknowledged they lacked sufficient evidence to support the original charges.
“If true, it would mark a shocking first: a case that the DOJ lost by its own admission because it lacked the evidence to convict, returning from the dead. This would add another bizarre turn to a sad chapter in the DOJ’s history and further harass an innocent man,” the attorneys said in a joint statement.
The statement was issued by Norm Eisen of Democracy Defenders Fund, Mary Dohrmann of Washington Litigation Group, and Steve Levin of Steptoe LLP.

While Pirro’s office has moved to drop the original federal case, prosecutors sought a dismissal without prejudice, meaning the charges could potentially be brought again.
The possibility of a renewed prosecution comes as the Trump administration has repeatedly maintained that the damage was caused by vandalism.
President Donald Trump said slashes were found in the pool’s material that appeared to have been made with a knife. He also claimed people had been seen kneeling at those exact locations with their hands in the water.
U.S. Park Police identified Hearn as a suspect after he was reportedly seen grabbing and tugging on a loose section of the pool’s coating on June 19. Police said he continued to do so even after National Park Service employees urged him to stop.

The damage was estimated at about $1,000 and resulted in Hearn’s indictment on July 2 on one count of felony destruction of property.
Trump has urged Pirro to reconsider her “hastily made” decision to drop that felony charge and criticized Hearn’s alleged political connections, claiming he was a “big player” in the Democratic fundraising platform ActBlue.
“U.S. Attorney Jeanine Pirro should re-visit her hastily made decision, especially since it turned out that the ‘gentleman’ involved is a big player in ActBlue, a disgraceful fundraising SCAM, and is represented by a TRUMP DERANGED SLEAZEBAG, Political Hack Lawyer, Norm Eisen, and CREW, a group that uses ‘charity’ for political purposes which is, to the best of my knowledge, ILLEGAL!” Trump said.

Trump later said Pirro “choked” under pressure from a judge regarding the case and “folded like an umbrella.”
