Trump picks White House adviser Heidi Overton to run FDA, source says

Aug 18 (Reuters) – U.S. President Donald Trump has chosen White House policy aide Heidi Overton to lead the Food and Drug Administration, ​a source familiar with the matter said on Tuesday, months after previous chief Marty ​Makary quit.

If approved by the Senate, Overton will take over an FDA that has lost more than 3,000 staff, including division heads, over the past year, and is under pressure to rebuild confidence among industry and public-health groups amid concerns ​the regulator has become too political.

The White House, the FDA and Overton did not immediately ​respond to Reuters’ requests for comment.

Overton, a doctor by training, is currently deputy ​director of the White House domestic policy council and has previously worked at the America First Policy ​Institute, a conservative think tank.

She received her medical degree from the University of New Mexico, trained in ​general surgery at Johns Hopkins, and pursued clinical-investigation research training at the Johns Hopkins Bloomberg School of Public Health.

Last week, Overton appeared at a White House event where Trump announced an executive order that calls for reducing the childhood vaccine ​schedule and splitting the measles, mumps and rubella vaccine into three separate shots, which could take drug ​developers years to achieve.

Overton was among three candidates, including oncologist Jeffrey Vacirca and Pentagon health official Stephen Ferrara, the administration ​focused ​on for Trump to nominate as FDA commissioner, Reuters reported earlier.

Kyle Diamantas has been running the agency as acting chief since May, when Makary resigned 13 months into the job after clashing with top White House and health advisers and drawing scrutiny for a series of controversial agency decisions.

Makary drew criticism for his ​handling of the reintroduction of ​flavored vapes into the ​U.S. market, a stalled abortion-pill review and public disagreements with drugmakers such as Replimune

(REPL.O), Sarepta

(SRPT.O) and Moderna

(MRNA.O) over reviews of potentially lifesaving medicines and vaccines.

It also launched steps aimed at speeding up drug research by pairing sponsors with qualified research institutions to shorten the time from drug identification to first-in-human studies.

Before Makary’s exit, the FDA’s biologics ​division chief ​Vinay Prasad departed in April amid controversy over vaccine trial ​revisions and rare-disease drug rejections.

Bloomberg News reported first that Trump picked Overton to lead the FDA.

Trump says he paused 50% tariffs on some Canadian goods as deal being finalized

President Trump said Tuesday he has paused the 50% tariffs on a range of Canadian goods that were set to take effect Wednesday.

“I have paused the 50% Tariffs against Canada, that were scheduled to kick in tomorrow morning for a three day period, based on the fact that Canada and the U.S.A., subject to the finalization of documents, have a DEAL!” Mr. Trump said in the Truth Social post.

On Monday, Canadian Prime Minister Mark Carney told reporters that the U.S. and Canada were “negotiating.”

“The negotiations are very intense and delicate. This is not the time to talk about negotiations in public,” Carney told reporters Monday, speaking in French.

The 50% tariffs would affect $20 billion worth of Canadian products, ranging from hockey sticks to tongue depressors.

But the political impact would likely have been bigger than the economic one. Canada had threatened to retaliate against any new tariffs with levies of its own, aggravating a trade fight between countries that sold each other $880 billion worth of goods and services last year.

Canadian officials did not immediately respond to requests for comment from The Associated Press Tuesday night.

Carney and Mr. Trump had spoken twice by phone in the past two days about the ongoing negotiations, including a call Tuesday afternoon, Carney’s office said, underscoring the last-minute push for a deal.

In announcing the tariffs last month, the White House accused Canada of taking “unreasonable, unequal, and discriminatory actions” by imposing tariffs or import restrictions on certain American goods, including measures introduced after Mr. Trump’s initial round of tariffs on Canada last year.

Both countries had reason to step back from the brink. Nearly72% of Canada’s goods exports last year went to the United States. And the Trump administration would be taking a risk by imposing a hefty new tariff — paid by U.S. importers who try to pass along the cost to consumers via higher prices — ahead of November’s midterm elections. U.S. voters are already frustrated with the high cost of living.

“I don’t think either side really wants these tariffs to come into effect,” Ryan Majerus, a partner at King & Spalding and a former U.S. trade official, said before the delay was announced. “There’s a pretty strong push on both sides to find an off-ramp here.”

The Trump administration currently imposes a 10% tariff on goods from Canada, the U.S.’s second-largest trading partner after Mexico, though most Canadian imports are exempt because they comply with the U.S.-Mexico-Canada Agreement, a trade deal signed during Mr. Trump’s first term.

Mr. Trump has had a tense relationship with Canada due to trade, NATO, a dispute over aDetroit-area bridgeand his threats to make Canada the U.S.’ 51st state.

The president has made tariffs the centerpiece of his second-term economic agenda. Last year, he imposed double-digit import taxes on almost every country, justifying them by declaring the longstanding U.S. trade deficit a national emergency. The Supreme Court in February ruled that he’d overstepped his authority, striking down those tariffs and setting the stage for the federal government to pay refunds to importers.

So Mr. Trump has looked for other legal authority to impose tariffs.

To hit Canada, he reached back to the Great Depression, invoking Section 338 of the Tariff Act of 1930 to threaten 50% tariffs on products that account for about 5% of Canadian exports to the United States.

Nearly a century ago, with the U.S. and world economies in collapse, Congress passed the 1930 tariff law, imposing taxes on imports from around the world. Known as the Smoot-Hawley tariffs, named for their congressional sponsors, they are notorious among economists and historians for limiting world commerce and making the Great Depression worse.

Section 338 tariffs have never been used before.

Section 338 authorizes the president to impose tariffs of up to 50% on imports from countries that have discriminated against U.S. businesses. No investigation is required to justify the levies. Nor is there any limit on how long the tariffs can stay in place.

The U.S. is renegotiating a North American trade pact — the US-Mexico-Canada Agreement — that Mr. Trump strong-armed America’s neighbors into accepting in his first term. The threat of Section 338 tariffs gives the U.S. leverage to seek fresh concessions from Ottawa.

A federal judge on Tuesday cleared the way for the Trump administration to end deportation protections for Ethiopian immigrants, putting into effect all of the Temporary Protected Status (TPS) terminations the Department of Homeland Security (DHS) has pursued for select countries.

U.S. District Judge Brian Murphy in Boston lifted a temporary hold on the decades-old TPS program, which allowed Ethiopian nationals to live and work legally in the U.S. as their home country was considered unsafe. Last year, DHS determined that Ethiopia no longer met the conditions for TPS, asserting that conditions in the country had improved.

The decision removes the final legal hurdle facing DHS after the U.S. Supreme Court ruled in June that the administration could terminate similar protections for thousands of people from Haiti and Syria.

“ALL TPS terminations are now IN EFFECT,” the DHS said in a post on X. “Those with terminated TPS should leave NOW. If they don’t, we will DEPORT them.”

The decision to terminate the deportation protections was part of a split ruling by Murphy, who had previously issued an administrative stay in African Communities Together v. Markwayne Mullin. In the civil case, plaintiffs argued that DHS terminated the protections due to racial and national-origin discrimination.

In the ruling, Murphy found that DHS has the authority to terminate TPS designations and that individuals were not entitled to individual hearings before the nationwide program was terminated.

Concurrently, Murphy allowed the plaintiffs’ primary claim to move forward, finding that they had presented a plausible case that the government ended the protections due to discrimination, allegedly violating the Fifth Amendment Equal Protection Clause.

Temporary Protected Status (TPS) is a humanitarian program established by Congress in 1990 that grants temporary work authorization and protection from deportation to noncitizens whose home countries are deemed unsafe due to ongoing armed conflict, natural disasters or other extraordinary conditions.

Ethiopia was first designated for the program on Dec. 12, 2022, following ongoing armed conflict and severe climatic shocks.

Last December, the Secretary of Homeland Security terminated Ethiopia’s TPS designation, setting an effective end date of Feb. 13, 2026. The termination sparked immediate legal challenges, resulting in a series of temporary court-ordered pauses that have now been dissolved by the latest ruling.

Aug 18 (Reuters) – A federal judge in Texas has declared that a regulation adopted by Democratic former President ‌Joe Biden’s administration targeting largely untraceable “ghost guns” is unconstitutional — a ruling issued after the U.S. Supreme Court last year upheld the measure.

U.S. District Judge Reed O’Connor in Fort Worth ruled on Monday that the 2022 rule violates the right to keep and bear arms under the U.S. Constitution’s Second ​Amendment and was too vague to satisfy the Fifth Amendment’s due process guarantees.

The Supreme Court in March 2025 ​overturned an earlier ruling that O’Connor had made in the case that found the rule ⁠targeting parts and kits for ghost guns to be unlawful.

The Supreme Court’s 7-2 ruling focused not on whether the rule ​comported with the Constitution but instead on whether the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives had exceeded its authority ​in adopting it.

The regulation requires manufacturers of firearms kits and parts, such as partially complete frames or receivers, to mark their products with serial numbers, obtain licenses and conduct background checks on purchasers as already required for other commercially made firearms.

The rule also specified that the ​kits and components are covered by the definition of “firearm” under the 1968 Gun Control Act and that commercial manufacturers ​of such kits must become licensed.

Following the Supreme Court’s ruling, the gun rights group Second Amendment Foundation and a manufacturer of some of ‌the ⁠targeted products, Defense Distributed, asked O’Connor to again block the rule’s enforcement on grounds that the Supreme Court did not address.

O’Connor, who was appointed by Republican former President George W. Bush, said the rule infringes on a person’s right to make or repair personal firearms by restricting access to necessary components and “contradicts the actual historical tradition of personal gunsmithing.”

“Self-manufacture of firearms ​in America was common and ​indeed foundational to establishing ⁠our Nation,” O’Connor wrote.

The judge blocked the rule from being enforced against Defense Distributed as well as the Second Amendment Foundation’s members with respect to some of the company’s products. ​The group’s executive director, Adam Kraut, hailed the ruling in a statement, calling the Biden-era ​rule “a mess.”

The U.S. ⁠Justice Department, which oversees ATF, did not immediately respond to a request for comment.

While the department under Republican President Donald Trump has been more supportive of expansive gun rights than the Biden administration, it had defended the “ghost guns” rule in court.

“There is no ⁠Second Amendment ​right to buy or sell an untraceable ghost gun kit without a ​background check. This decision is egregiously wrong, and we expect the Justice Department to promptly appeal,” Eric Tirschwell, executive director of the gun control advocacy ​group Everytown Law, said in a statement, referring to O’Connor’s ruling.

Miami attorney Arias is a former state prosecutor and SEC enforcement attorney who ran as a political outsider focused on fiscal responsibility, affordability, and government accountability.

He campaigned on reducing the federal deficit and inflation, lowering South Florida’s cost of living—including housing and property-insurance costs—and increasing funding for public safety.

Trump-backed Salazar has held the seat for more than five years, after defeating Democratic incumbent Donna Shalala in 2020 and flipping the district red.

The Cuban American, who chairs the House Foreign Affairs Western Hemisphere Subcommitteee, emerging as a key congressional ally of the Trump administration’s Latin America agenda.

Salazar pushed to cut off Venezuelan oil revenue and later backed the administration’s capture of Venezuelan leader Nicolás Maduro.

While she supports the majority of Trump’s major priority, she differs when it comes to immigration.

Salazar has taken a more moderate approach to immigration than some of her hardline GOP colleagues, pairing strong border enforcement with a pathway to legal status for qualifying immigrants living in the U.S. illegally.

While her immigration stance puts her at odds with the Trump administration’s push for widespread deportations, she still remains firmly in Trump’s corner.

Arias took a similar stance on border enforcement and deporting those here illegally, but has called for deportations to be carried out in a more “humane matter” and focused on violent criminals.

Florida’s 27th district covers major Florida counties such as Miami-Dade, Broward and Palm Beach.

WASHINGTON, Aug 18 (Reuters) – A coalition of unions and advocacy ​groups sued the federal government on Tuesday seeking to block a rule ‌that would limit how long foreign students and journalists can remain in the U.S. without applying for extensions.

The new rule from President Donald Trump’s Department of Homeland Security creates a fixed time ​period for F visas for international students, J visas that allow visitors ​on cultural exchange programs to work in the U.S., and I visas ⁠for members of the media. Those visas are currently available for the duration ​of the program or employment in the U.S.

Under the new regulations, set to take effect on ​September 15, the student and exchange visa periods would be no longer than four years. The visa for journalists, which currently can last years, would be up to 240 days or, in ​the case of Chinese nationals, 90 days.

In the lawsuit, which was filed in ​the U.S. District Court for the District of Massachusetts, the groups said the changes would be “catastrophic” ‌for ⁠universities, international students and scholars and the U.S. NewsGuild-CWA President Jon Schleuss described it as an attack on journalists. The NewsGuild represents many U.S. journalists at Reuters.

“They will discourage foreign students and other nonimmigrants from coming to the United States, repelled by ​the intolerable prospect of ​losing lawful immigration ⁠status partway through their studies,” the groups said in the lawsuit.

“Students will lose opportunities, schools will lose talent, and the public ​will lose billions of dollars of economic contributions supported by ​one of ⁠the United States’ top exports: education.”

A Department of Homeland Security spokesperson called the lawsuit “performative.”

“If the media really cared about legitimate international students, they would be thanking President Trump for ⁠cracking ​down on the rampant fraud to ensure only ​those truly intending to study in the United States are given the privilege,” the spokesperson said, without providing ​evidence for the alleged fraud.

A polling outfit that admitted surveys it released on the Los Angeles mayor’s race and the Democratic gubernatorial primary in Wisconsin were fake is now out of business.

Median Strategies, the company that released polls indicating Democratic Mayor Karen Bass of Los Angeles and Wisconsin Democratic gubernatorial candidate Francesca Hong leading their rivals by wide margins, announced this week that the surveys were a hoax and that it has closed its doors.

The fabricated polls by Median Strategies entered the political information ecosystem and were reported on social media, by some local TV newscasts, and online reporting outlets.

“Median Strategies was created as a short-term social experiment to examine how purported polling information could enter and spread through the political information ecosystem without independent verification,” the company posted on its website. “Median Strategies has concluded its polling project and will not publish additional polls.”

In addition, the company told Fox News that the organization was not affiliated with any candidate, political action committee, or party.

Median Strategies first released a poll showing Bass with a 12-point lead over Los Angeles City Council member Nithya Raman, a rival in the June mayoral primary and a Democratic Socialists of America (DSA) member. The poll cited the responses of 560 Angelenos, with a 4.1% margin of error.

Bass ended up edging Raman by 5 points in the primary, with Republican Spencer Pratt, who was running as an independent in the Democrat-dominated city, coming in third. The mayor and Raman will face off in the general election.

Meanwhile, in last week’s Democratic Senate primary in Minnesota, polls underestimated progressive Lt. Gov. Peggy Flanagan’s lead over more moderate Rep. Angie Craig. Flanagan ended up capturing the Senate nomination by roughly 20 points.

The incorrect surveys in recent weeks grabbed widespread media attention, and sparked fresh criticism of public opinion polling.

Median Strategies told the Los Angeles Times, which was first to report the story, that it was “not seeking publicity or attribution for the individuals involved and are declining interviews.”
