Iran launched missiles at US-UK military base in the Indian Ocean. Here’s what that says about its capabilities

    PUBLISHED Mar 21, 2026, 6:22 PM ET / CNN

Iran’s attempt to strike a US-UK base over 2,000 miles (over 3,000 kilometers) off its coast has renewed questions about Tehran’s military capabilities and how far its missiles can reach.

On Friday morning local time, Iran launched two intermediate-range ballistic missiles at Diego Garcia, a joint US-UK military base in the Indian Ocean, a US official told CNN, adding that neither of them struck the base. This marks what appears to be the first known attempt to target the base, which was deliberately built in a remote location beyond the reach of many adversaries.

While the attack was unsuccessful, it shows that Iran may not be adhering its self-imposed missile range limit of 2,000 kilometers, raising concerns about whether Tehran could hit US and European interests farther away than previously thought.

Jeffrey Lewis, distinguished scholar of global security at Middlebury College, told CNN that Iran was developing an intercontinental ballistic missile that was “reoriented to space launch” after then-Supreme Leader Ali Hosseini Khamenei “imposed a 2,000-kilometer range limit” in 2017.

“They were waiting for Khamenei to change his mind or, well, die,” Lewis said. “Now he’s dead.”

Trita Parsi, the co-founder of the Quincy Institute for Responsible Statecraft, believes the US homeland is safe from Iranian strikes, but he told CNN that the attempted attack “suggests that other bases that the US thought is outside of the range of Iran may actually be within the range,” along with American ships “that have been kept 3,000 kilometers away.”

Parsi also wonders whether this incident could cause some European countries that have allowed the US to use its military bases to reconsider.

Earlier this month, the UK agreed to a US request to allow American forces to use its military bases for operations against Iranian missile sites. Meanwhile, Romania has allowed US refueling planes, as well as US surveillance and satellite equipment, to be at its bases, according to Reuters.

“It does put certain European bases in within their range,” Parsi said, adding, “I don’t know if that’s going to cause a rethink on the European side but it definitely increases the risk for them.”

President Donald Trump has repeatedly claimed, including in his first comments after the US struck Iran late last month, that Tehran has been building missiles that “could soon reach the American homeland.”

However, an unclassified assessment from the Defense Intelligence Agency from 2025 said that Iran could develop a “militarily-viable” intercontinental ballistic missile by 2035 “should Tehran decide to pursue the capability.”

Sources also told CNN late last month that there was no intelligence to suggest that Iran is pursuing an intercontinental ballistic missile program to hit the US at this time.

Parsi said the unsuccessful strike on Diego Garcia raises “question marks whether (Iran) may also have other types of weapons that we did not believe that they have that they might be using.”

Iran has several missiles with a range of 2,000 kilometers, including the Sejjil and Khorramshahr weapons, along with the long-range Soumar cruise missile that has a range of up to 3,000 kilometers, according to the Center for Strategic and International Studies,

Sam Lair, research associate at the James Martin Center for Nonproliferation Studies, told CNN that Iran’s “space launch vehicles, including the (Islamic Revolutionary Guard Corps’) solid-propellant Ghaem-100, could clearly reach longer ranges than their regional missile force if they were used ballistically rather than as a space launch vehicle.”

“People often forget space launch is fundamentally the same technology as ballistic missiles,” he continued.

Lair also said the Iranians perhaps extended the range of a missile with lighter explosive material.

“Maybe a khorramshahr with a very small payload, like too small to do anything,” Lair said.

Meanwhile, Parsi questioned whether Iran has the “targeting intelligence” and missile accuracy to successfully strike farther targets.

“There’s large parts of that area, not Diego Garcia itself, in which the Iranians don’t have the ability to generate their own targeting intelligence because they don’t have eyes there essentially through their satellites, etc.,” Parsi said. “So that intelligence is most likely coming from the Russians and the Chinese, and this is another one of those elements of this war that apparently the administration is taken by surprise by.”

CNN reported earlier this month that Russia is providing Iran with intelligence about the locations and movements of American troops, ships and aircraft, according to multiple people familiar with US intelligence reporting on the issue.

Kevin Dietsch/Getty Images)

Bill Clark/CQ-Roll Call, Inc via Getty Images)

Aaron Schwartz/Bloomberg via Getty Images)

Dems block GOP amendment tying voter ID bill to transgender sports ban

Published March 21, 2026 1:55pm EDT / By Alex Miller, Fox News

Senate Democrats blocked a move by Senate Republicans to modify a Trump-backed voter ID bill with a provision that would halt men in women’s sports.

The amendment to the Safeguarding American Voter Eligibility (SAVE) America Act from Sen. Tommy Tuberville, R-Ala., was one of several tweaks to the legislation requested by President Donald Trump.

Tuberville’s amendment could have codified Trump’s earlier executive order from last year to ban transgender women from participating in women’s sports — a culture war flashpoint between Republicans and Democrats that, unless turned into law, will likely be reversed should a Democratic administration take over in 2028.

GOP SENATOR’S GAMBIT EXPOSES FALSE DEM CLAIMS ABOUT SUPPORTING VOTER ID

But, as expected, the add-on failed on a party-line vote in the upper chamber.

The amendment was the first of several expected to hit the floor as Republicans continue their takeover strategy to debate the bill. Saturday marked the fifth day that the SAVE America Act dominated the floor.

“I would do whatever it took to get this passed,” Tuberville told Fox News Digital. “This is probably one of the most important bills that’s come through here in a long, long time. It’s just pitting Americans versus non-Americans.”

THUNE ACCUSES CRITICS OF ‘CREATING FALSE EXPECTATIONS’ AMID BACKLASH OVER STALLED SAVE AMERICA ACT

Others on the docket include a ban on transgender surgeries on minors and halting unsolicited mail-in ballots — add-ons that Trump requested Republicans tack onto the voter ID and citizen verification bill.

And the ongoing floor takeover likely won’t result in the SAVE America Act passing, given that Senate Minority Leader Chuck Schumer, D-N.Y., and Senate Democrats are unified in their rejection of the legislation.

“So I’m like, President Trump, we need to get it done,” he continued. “But I don’t know whether we’ve got enough support, even on the Republican side, much less Democrats.”

REPUBLICANS SIGNAL NO RETREAT ON SAVE ACT AS MARATHON SENATE DEBATE KICKS OFF

US President Donald Trump walks on the South Lawn of the White House after arriving on Marine One in Washington, DC, US, on Wednesday, March 18, 2026.(Aaron Schwartz/Bloomberg via Getty Images)

The unlimited debate on the legislation is meant to mimic the talking filibuster, a strategy that would lower the threshold to pass the legislation to a simple 50-vote majority at the cost of deadlocking the Senate floor.

And Senate Democrats would be able to offer an unlimited number of amendments that could drastically change the bill, which Republicans have acknowledged they don’t have the numbers to block.

CLICK HERE TO DOWNLOAD THE FOX NEWS APP

The floor takeover they’re currently undertaking is largely meant to shift blame from Republicans to Schumer and Democrats for the bill’s expected failure, given that, in order to pass conventionally, the GOP would need 60 votes.

But others hope, like Sen. Mike Lee, R-Utah, who is the lead sponsor of the SAVE America Act in the Senate, that the constant debate will grind down Democratic resistance and flip some over to support the bill.

2 skiers killed, 5 hurt in northern Italy avalanche

    March 21, 2026 / 2:16 PM EDT / CBS/AFP

Two skiers died and five others were injured on Saturday when an avalanche rumbled down on them in the Italian Alps, in the Trentino-Alto Adige region, the mountain rescue service said.

The service’s operation centre received an alert around midday that a dozen skiers were caught up in the avalanche, a spokesman said.

“Six helicopters were dispatched,” and nearby hospitals were notified, he said.

The avalanche happened at an altitude of around 7,874 feet on the slopes of the 8,757-foot Hohe Ferse near the town of Ratschings, close to the border with Austria, the Associated Press reported.

A total of 25 skiers were on the mountainside where the avalanche occurred, but most had escaped the brunt of the slide of snow, rocks and ice.

A few days ago, in the same region, a Polish man was killed by an avalanche.

The avalanche warning given for the region on Saturday evaluated the danger as between low and moderate.

Europe has been hit by a string of avalanches this winter. Last month, at least five people, including an American, were killed in a string of avalanches in western Austria.

(Heather Diehl/Getty Images)

President Donald Trump threatened to send ICE agents to conduct airport security if Democrats don’t sign a Homeland Security deal.

NEW You can now listen to Fox News articles!

Senate Republicans blocked an attempt by Senate Minority Leader Chuck Schumer, D-N.Y., to only pay Transportation Security Administration (TSA) workers as the Homeland Security shutdown drags on.

Despite being in the minority and not controlling the Senate floor, Schumer used an arcane tactic to force a procedural vote to allow the Senate to get onto the bill in Democrats’ move to shift the narrative of the ongoing Department of Homeland Security (DHS) shutdown.

“It is unacceptable for workers and travelers and entire airports to get taken hostage in political games,” Schumer said on the Senate floor. “But that’s what the Republicans are doing. It is unacceptable to say we will only pay TSA workers if it is attached to a bill that funds ICE with no reforms, but that’s what the Republicans have been doing.”

The shutdown entered its 36th day on Saturday as the ongoing partial closure hurtles toward matching the record-breaking full government shutdown from last year. Schumer’s failed gambit follows increasingly long wait times at airports as thousands of TSA agents go without pay.

Senate Democrats have dug in deep in their demands for stringent reforms to Immigration and Customs Enforcement (ICE) and have so far refused to reopen the agency or temporarily extend funding to end the closure until they get what they want.

Senate Republicans and the White House made a new compromise offer to Democrats on Friday night after an open letter from the administration on several reforms to immigration operations was revealed earlier this week. The letter spurred two back-to-back meetings on Capitol Hill with Republicans, Democrats and administration officials.

Whether they accept that offer or counter remains in the air for now. Sen. Katie Britt, R-Ala., who was in the meeting, said that she hoped there would be another soon.

“That will be up to them, but I hope so,” Britt said.

GOP SENATOR’S GAMBIT EXPOSES FALSE DEM CLAIMS ABOUT SUPPORTING VOTER ID

Still, Republicans tried and failed for a fifth time to fully reopen the agency on Friday. In the background, there have been several attempts by Senate Democrats to move forward with standalone funding bills — like Schumer’s gambit — to open parts of DHS, save for immigration enforcement.

Time is also running out for lawmakers to find middle ground on reopening the agency, given that they are set to leave Washington, D.C., for a two-week break at the end of next week.

At a press conference earlier Saturday, Senate Majority Leader John Thune, R-S.D., told Fox News Digital that it’d be “very, very hard to explain if we leave town this next week without having funded the Department of Homeland Security.”

“At some point [the Democrats] are going to be held accountable for this,” Thune said.

“I know they think it’s, as has been described by one of their leaders, ‘very serene, very serene’ with their position,” he continued. “Well, I’m telling you something, the people who are sitting in those lines at the airports right now don’t see it as very serene. This needs to be resolved.”

March 21 (Reuters) – Federal Reserve Chair Jerome Powell on Saturday lauded former Fed Chair Paul Volcker’s “willingness to resist” political pressure as he fought inflation in the 1980s, remarks that have particular resonance as Powell presses his own defense of the Fed’s independence amid the Trump administration’s efforts to get him to lower rates.

Volcker ignored his critics and raised interest rates sharply in the early 1980s, triggering a recession but also returning the U.S. economy to price stability.

“His actions remind us that independence and integrity are inseparable—we need independence to do what is right, and we need integrity to use that independence wisely,” Powell said in a taped video accepting the Paul A. Volcker Public Integrity Award.

Over the past year Powell has fought his own political battles over Fed independence, with Trump frequently berating him for not easing policy and threatening to try to oust him.

Trump has also tried to fire Fed Governor Lisa Cook over alleged mortgage fraud, a move she is fighting in a case now before the Supreme Court.

In January, the Department of Justice opened a criminal probe into Powell’s handling of renovations to the Fed’s Washington headquarters, a development Powell says is an attempt to intimidate him into setting policy as the president wants.

On Wednesday Powell pledged not to leave the central bank until the probe is resolved, putting a wrench into Trump’s hopes of soon replacing him with a central bank chief sympathetic to his demands for lower interest rates. Fed chairs typically resign when their leadership terms are up, as Powell’s is on May 15.

A top Republican has also vowed a hold on Trump’s nominee to replace Powell, former Fed governor Kevin Warsh, as long as the DOJ probe remains open.

“Ultimately, each of us will want to look back at the arc of our lives and know that we did what was the right thing,” Powell said. “As Paul Volcker showed throughout his career, in the end, our integrity is all we have.”

Senate Majority Leader John Thune, R-S.D., accused Senate Democrats of not having “any excuses” to continue blocking Homeland Security funding as Republicans and the White House continue to make repeated offers to reopen the government.

“The opportunity to actually drive this to a conclusion is there,” Thune said at a press conference on Saturday in response to Fox News Digital. “You have to have, obviously, to negotiate a deal, you got to have two sides at the table. The White House is there, Senate Republicans are there. The question is, are Senate Democrats going to take yes for an answer?”

The Department of Homeland Security (DHS) entered its 36th day of shutdown as Senate Democrats continue to block funding for the agency in their pursuit of reforms to Immigration and Customs Enforcement (ICE).

After more than two weeks of negotiations appearing to have stalled, Democrats responded to the White House’s latest offer. That spurred two face-to-face meetings with Senate Republicans and Trump administration officials, including border czar Tom Homan, on Capitol Hill.

The latest meeting, which wrapped on Friday, saw Republicans offer Senate Democrats a compromise DHS funding bill.

Thune said the meeting went well and hoped the parties will meet again over the weekend. He characterized the GOP’s offer as filled “with a lot of reforms that have been requested and asked for by Democrats.”

It comes as lines at airports snake for blocks, tens of thousands of federal workers go without pay, and concerns about increased threats in the U.S. as the Pentagon continues Operation Epic Fury against the Iranian regime.

Still, Thune and the GOP have grown increasingly frustrated with Senate Minority Leader Chuck Schumer, D-N.Y., and Democrats’ unwillingness to engage in negotiations over the last several weeks.

“We have the Department of Homeland Security closed right now because apparently my Democratic colleagues are more afraid of ICE than they are of Iran and the challenges that we face now in the conflict internationally that we know that we have threats back in the homeland,” Sen. James Lankford, R-Okla., said at Saturday’s press conference.

Republicans tried and failed for a fifth time to fully reopen the agency on Friday. In the background, there have been several attempts by Senate Democrats to move forward with standalone funding bills to open parts of DHS, excluding immigration enforcement.

The Senate will have a full vote on a standalone funding bill for the Transportation Security Administration, pushed by Schumer, later on Saturday. It will likely fail, given Republicans’ position that the department should be completely reopened.

“I know they think it’s, as has been described by one of their leaders, ‘very serene, very serene’ with their position,” Thune said. “Well, I’m telling you something, the people who are sitting in those lines at the airports right now don’t see it as very serene. This needs to be resolved. We need a result.”

In a Truth Social post later Saturday, President Donald Trump threatened to deploy ICE agents to U.S. airports if Democrats did not accept a deal. He said ICE would handle airport security and immediately arrest illegal immigrants coming into the U.S., with a special focus on Somalians.

President Donald Trump said Saturday he will deploy Immigration and Customs Enforcement agents to US airports on Monday if an agreement isn’t reached to fund the Department of Homeland Securityamid a partial government shutdown.

“If the Democrats do not allow for Just and Proper Security at our Airports, and elsewhere throughout our Country, ICE will do the job far better than ever done before!” the president wrote on Truth Social Saturday afternoon. “I look forward to moving ICE in on Monday, and have already told them to, ‘GET READY.’ NO MORE WAITING, NO MORE GAMES!”

It is unclear what function the ICE agents would perform since they’re not trained in airport security screening. TSA screeners have a several months-long training period before they’re on the job, though airline employees and private security companies have partnered on line controlling and guarding exit doors.

    Ad Feedback

The agents could potentially help in more limited roles — like managing lines, directing passengers or helping move people through the checkpoint process — to free up trained TSA officers for critical security functions.

CNN has reached out to the Department of Homeland Security and the White House for more information.

The threat comes as a weekslong stalemate over DHS funding has led to disruptions at airports across the country, with Transportation Security Administration workers going without pay, and staffing shortages contributing to delays. Lawmakers from both parties have been working to reach an agreement to reopen the department, but a resolution remains uncertain.

Trump suggested in an earlier Truth Social post on Saturday that the ICE agents would “do Security like no one has ever seen before, including the immediate arrest of all Illegal Immigrants who have come into our Country, with heavy emphasis on those from Somalia.”

CNN’s Aaron Cooper contributed to this report.

Carolyn Kaster / AP)

Robert Mueller, who investigated allegations of Russian election meddling, dies at 81

    Updated on: March 21, 2026 / 3:32 PM EDT / CBS News

Robert Mueller, a former FBI director who led the investigation into allegations of Russian meddling in the 2016 election, has died, his family confirmed to CBS News on Saturday. He was 81.

“With deep sadness, we are sharing the news that Bob passed away” on Friday, his family said in a statement, asking for their privacy to be respected.

A cause of death was not shared. Mueller is survived by his wife of nearly 60 years, Ann Cabell Standish, their two daughters, and three grandchildren.

Mueller served as FBI director from 2001 to 2013. In 2017, the Justice Department appointed him special counsel to investigate potential coordination between Russia and the Trump team during the 2016 presidential election.

The nearly two-year investigation resulted in seven guilty pleas and charges against 34 individuals, including Trump allies Paul Manafort and Roger Stone, and three separate companies. It did not find that the Trump campaign or anyone associated with it conspired or coordinated with Russia to influence the 2016 election. The report detailed 10 instances in which President Trump may have obstructed justice, but did not conclude whether he had done so.

President Trump frequently criticized the investigation as a “witch hunt.” On Saturday, Mr. Trump addressed Mueller’s death on Truth Social.

“Robert Mueller just died. Good, I’m glad he’s dead. He can no longer hurt innocent people!” Mr. Trump wrote.

Mueller was born in New York City and grew up outside of Philadelphia. He graduated from Princeton University and served as a U.S. Marine Corps officer for three years during the Vietnam War. During his service, he led a rifle platoon and was awarded a Bronze Star, Purple Heart and two Navy Commendation Medals. He then enrolled in the University of Virginia School of Law and graduated in 1973.

In the late 1970s and through the 1980s, Mueller worked as a U.S. Attorney, rising quickly through the ranks. In 1990, he was appointed the U.S. Assistant Attorney General for the Department of Justice’s criminal division. He oversaw high-profile prosecutions, including those of Panamanian dictator Manuel Noriega and New York crime boss John Gotti.

In 2001, he was named director of the Federal Bureau of Intelligence. The September 11 attacks were a week later. Mueller oversaw a massive transformation of the bureau over the next 12 years. He was known for personally digging into the details of bureau investigations, even on minor cases, and surprising agents who suddenly found themselves on the phone with him.

“The management books will tell you that as the head of an organization, you should focus on the vision,” CBS News previously quoted Mueller as saying. But “for me, there were and are today those areas where one needs to be substantially personally involved.”

Robert Mueller, left, speaks with reporters at FBI headquarters on Thursday, Sept. 13, 2001. AP

Mueller said in 2012 that he “expected to focus on areas familiar to me as a prosecutor — drug cases, white-collar criminal cases and violent crime,” but instead “had to focus on long-term, strategic change.”

“We had to enhance our intelligence capabilities and upgrade our technology. We had to build upon strong partnerships and forge new friendships, both here at home and abroad,” he said.

The FBI Agents Association, a nonprofit and advocate of active and retired agents, called Mueller “a lifelong public servant” who led the agency “during a period of significant change and played an important role in strengthening its ability to confront evolving national security threats while maintaining its core criminal investigative mission.”

“The FBIAA extends its condolences to Director Mueller’s family and honors his commitment to public service and to the FBI’s mission,” the organization said in a statement to CBS News.

Mueller led the FBI until 2013, when he was replaced by Comey.

“Bob Mueller was a truly good and honest person and an extraordinary American patriot. May his example inspire people of integrity to serve our country,” Comey said in a statement on Saturday.

When he was named head of the Russia investigation, Republicans and Democrats alike praised Mueller as someone widely respected for his integrity and independence.

After the Russia probe ended, Mueller participated in a six-session course on the investigation at the University of Virginia School of Law. He also wrote the introduction for a book by a top prosecutor who helped lead the investigation.

In September 2025, Mueller was subpoenaed to testify in front of the House Oversight Committee about the case involving convicted sex offender Jeffrey Epstein, but the request was withdrawn due to new information on his health, a committee aide told CBS News at the time. The aide said that Mueller had “health issues that preclude him from being able to testify.”

The New York Times reported in September 2025 that Mueller had Parkinson’s disease. His family told the paper he was diagnosed with the condition in 2021.

Some U.S. lawmakers and political figures in Washington reacted to the news of Mueller’s death, remembering him for his public service to the country.

“I joined many Americans mourning the loss of Robert Mueller. He led a career of public service, always committed to the rule of law,” Sen. Mark Warner told reporters at the Capitol. “I didn’t always agree with him, but I join many and mourning is passing.”

The Virginia Democrat said he was disappointed in the tone of the president’s message, saying, “I guess I shouldn’t be shocked anymore, but it still seems shocking.”

Chip Somodevilla/Getty Images)

Robert Mueller, former FBI director and special counsel in Trump-Russia probe, dies

[Robert Mueller], the former FBI director who led the historic probe into alleged collusion between Donald Trump’s 2016 campaign and the Russian government, has died. He was 81.

“With deep sadness, we are sharing the news that Bob passed away last night,” his family said in a statement Saturday. “His family asks that their privacy be respected.”

His family announced last August that he was diagnosed with Parkinson’s disease in 2021.

For years, Mueller was highly trusted on both sides of the aisle: When he was selected as FBI director by President George W. Bush just days before September 11, 2001, he was unanimously approved, and earned full support again when he was asked to stay past his 10-year tenure by President Barack Obama. He served in the role for 12 years, becoming the longest-serving FBI director since J. Edgar Hoover.

His reputation for integrity was a key factor in his selection to handle the politically sensitive investigation into Trump. But by the time the investigation concluded in the middle of Trump’s first presidency, views of Mueller, as was the case with so much else in the American political landscape, were largely divided along party lines.

Ultimately, the investigation into Trump produced mixed results. Investigators uncovered dozens of secret and often high-level contacts between the Trump campaign and the Russian government, despite both sides denying there were any. The probe also highlighted how Trump eagerly capitalized on the Kremlin’s election-meddling and that his campaign “expected it would benefit electorally from information stolen and released through Russian efforts.”

However, Mueller did not establish that the Trump campaign conspired with Russia. He also made the controversial decision not to charge Trump with obstruction even though he had the evidence he needed, saying he was prohibited from even considering it because Trump was the sitting president at the time.

Mueller was hit with relentless — and unfounded — allegations of leading a politically biased investigation, dubbed a “witch hunt” by Trump, which tanked his pristine reputation of being highly regarded by both parties.

Mueller’s highly consequential decision to largely let the 448-page report speak for itself, instead of thoroughly explaining his conclusions to the American public, meant that his findings were drowned out by the near-constant stream of lies and conspiracy theories from Trump and the president’s allies.

“Robert Mueller just died. Good, I’m glad he’s dead,” Trump wrote on Truth Social on Saturday. “He can no longer hurt innocent people!”

The fallout from his probe lives on. Under Trump, a special counsel was appointed to look for wrongdoing within the Russia investigation itself, and that probe ran from 2019 until 2023. It remained a key issue on the 2024 campaign trail, where Trump regularly attacked what he called the “Russia hoax.”

Reflecting on his career in a 2021 MSNBC podcast, Mueller said, “Each person must determine in what way they can best serve others in a way that will leave them believing that their time has been time well spent.”

“I’ve ended up being able to spend some time in the government and private practice, as well as in various institutions, and I’ve come to believe that it really does not matter which way you choose to serve,” he said. “The only thing that we ask is that you work for your country, for your community.”

Andrew Goldstein, a deputy to Mueller in the special counsel’s office, said to CNN on Saturday, “I can say on my behalf that Bob was an extraordinary person and leader whose dedication to justice and the rule of law should serve as an example to all of us, particularly in the most challenging of times.”

Rising through the ranks at the Justice Department

Mueller was born in New York City in 1944 as the country was embroiled in World War II.

He went on to earn his undergraduate degree from Princeton University in 1966 and joined the Marines the same year. He fought in the Vietnam War and was awarded a Bronze Star, a Purple Heart, the Vietnamese Cross of Gallantry and two Navy Commendation Medals.

Mueller also earned a master’s degree from New York University, before obtaining a law degree from the University of Virginia.

Following law school, Mueller joined a law firm in California as an associate attorney before joining the US attorney’s office in the Northern District of California in 1976.

Throughout the 1980s and 1990s, Mueller oscillated between jobs at law firms and the Justice Department. In 1982, Mueller became an assistant US attorney in Massachusetts. Following a stint as a partner at a Boston law firm, Mueller returned to public service, working his way up to becoming the assistant attorney general for the criminal division at the DOJ in 1990.

During his time at the criminal division, Mueller oversaw several high-profile prosecutions, including the convictions of Panamanian dictator Manuel Noriega and New York mobster John Gotti.

But those around him described the Lockerbie bombing investigation as the case that had the biggest impact on Mueller.

In December 1988, a Pan Am flight traveling from London to New York was destroyed by a bomb over the town of Lockerbie, Scotland, leaving 270 people dead. Mueller led the investigation into the attack and brought charges against two men — one of whom was later acquitted — for making the bomb. Mueller’s former chief of staff told CNN in 2019 that even after the trial, he attended the annual memorial service for Lockerbie victims for several years.

Following the criminal division — where he also oversaw the creation of the agency’s first cyber-dedicated unit — Mueller went on to become a senior partner at a law firm in Virginia before returning to the DOJ to join the homicide section of the US attorney’s office in Washington, DC.

Mueller returned to the Golden State in 1998 to become the US attorney for the Northern District of California.

Leading the FBI in a post-9/11 world

Mueller was sworn in as FBI director in September 2001. A week into his tenure, he was thrust into shifting the department’s focus from domestic crimes to anti-terrorism efforts in the wake of the September 11, 2001, terrorist attacks.

Mueller was a key leader on post-9/11 security policy and received unprecedented domestic authority through the controversial Patriot Act signed into law by Bush. The law was used to justify the secret collection of millions of Americans’ private communication data and to expand the federal government’s use of no-fly lists, measures that have been criticized for disproportionately targeting Arab and Muslim Americans.

The director dismissed concerns that the surveillance practices infringed on Americans’ privacy, and in his final days as FBI director, he told CNN that the exchange of information between the CIA, FBI, National Security Agency and other agencies is “understandable and absolutely necessary if you want to protect the security of the United States.”

Mueller told CNN that “there’s a good chance” the surveillance programs could have “prevented at least a part of 9/11” had they been in place prior.

However, such measures could not prevent the devastating Boston Marathon bombing in April 2013, drawing further scrutiny into their effectiveness.

Mueller, second from right at the table, listens as President Barack Obama holds a meeting in Situation Room on the investigation into the Boston Marathon bombing on April 20, 2013.

Mueller admitted to a congressional panel that despite one of the suspects, Tamerlan Tsarnaev, being placed on a low-level watch list that alerted US Customs and Border Protection of his travel, no action was taken in response to his travel more than a year before the bombing to Russia, during which he reportedly met with Islamic militants, according to The Washington Post.

Mueller closed out his tenure by attempting another department overhaul and called for the agency to prioritize cyber threats, which he predicted would surpass terrorism as “the No. 1 threat to our country.”

Mueller stepped down as FBI director in September 2013.

    Trump-Russia investigation findings

In May 2017, Mueller was appointed special counsel to oversee the investigation into potential collusion between Trump’s campaign associates and Russia. After years of investigation, Mueller’s 448-page report was released in April 2019, concluding that investigators did not establish that the Trump campaign conspired with Russia.

However, the report included significant findings that eviscerated Trump’s public denials of any contacts between his campaign and Russia.

Mueller discovered that two senior Trump campaign officials, Paul Manafort and Rick Gates, shared internal campaign polling with a Russian spy they knew from previous business dealings in Ukraine. The Biden administration confirmed in 2021 that the agent passed data along to Russia’s intelligence services, which were actively meddling in the campaign to help Trump win.

The report, along with the subsequent trial of informal Trump adviser Roger Stone, also revealed that the campaign welcomed the release of stolen emails and documents damaging to Hillary Clinton by WikiLeaks and saw Stone as an access point to the leaks, which they didn’t hesitate to use.

Mueller further discovered that Trump’s son Donald Trump Jr., son-in-law Jared Kushner and Manafort eagerly met with a Kremlin-connected lawyer at Trump Tower in June 2016 and expected the meeting to deliver damaging information on Clinton, though it didn’t pan out.

Mueller makes a statement about the Russia investigation on May 29, 2019, at the Justice Department in Washington, DC.

The investigation also revealed that Trump’s company pursued a deal for Trump Tower Moscow while campaigning for president in 2016 — and that the talks included some senior Kremlin officials — even though he repeatedly claimed he had no business activities in Russia.

Overall, the report documented at least 77 specific instances where Trump’s campaign staff, administration officials and family members, Republican backers and his associates lied or made false assertions (sometimes unintentionally) to the public, Congress or authorities, according to a CNN analysis at the time.

Ultimately, charges were brought against 37 people and entities, and seven people were sentenced to prison, including Stone and Manafort, who were later pardoned by Trump. In all, Mueller secured convictions against six Trump 2016 campaign associates: Stone, Manafort, Gates, Michael Flynn, Michael Cohen and George Papadopoulos.

In his report, Mueller said Russian spy agencies were responsible for the hack-and-leak operations against Clinton’s campaign and the Democratic National Committee, which rocked the 2016 campaign with public releases of embarrassing and damaging internal emails. Mueller also confirmed that Russian hackers compromised local election systems of two Florida counties in 2016.

But the findings of the report were drowned out by attacks from the former president and his allies. Mueller chose to largely remain silent, giving then-Attorney General William Barr the opportunity to twist the report to make it look better for his boss and allowing the former president to ramp up his criticism with widely debunked lies about the investigation.

Trump and his allies also attempted to paint the picture that Mueller’s decision to not bring charges against the president exonerated him, even though Mueller explicitly said the opposite was true.

In a rare public statement, Mueller made it clear that he was constrained by Justice Department guidelines against indicting a president, and he signaled that his obstruction investigation into Trump could be picked up by Congress.

“If we had confidence that the president clearly did not commit a crime, we would have said so,” Mueller said. “We did not, however, make a determination as to whether the president did commit a crime.”

A few months later, Mueller reluctantly testified to Congress in July 2019, during which he came across as shaky and defeated, further allowing his findings to be muffled.

Mueller let Republicans speak over him and sometimes stood down when given opportunities to fight back.

Two sources close to Mueller told CNN at the time that he wanted to keep his answers as close to the report as possible. But the congressional hearing made it clear that a by-the-book approach would be no match to the intensifying attempts to discredit the work of the DOJ.

In the years since, Trump and his allies have strengthened the rhetoric used around the Mueller investigation to sow distrust in the Justice Department.

But in the divisive exchange, what was perhaps lost during Mueller’s testimony were his warnings of future election interferences from Russia and other countries.

“I hope this is not the new normal,” Mueller told Congress. “But I fear it is.”
