    Trump says he’ll visit Pentagon, not NYC, to commemorate 25 years since 9/11

    Washington— President Trump said he will not be in New York City next month to mark 25 years since the Sept. 11, 2001, terrorist attacks because he’s going to the Pentagon instead.

    Asked by a reporter Friday why he won’t commemorate the event in his hometown of New York, Mr. Trump said, “Because I’m going to the Pentagon.” Vice President JD Vance will visit New York on Sept. 11, a White House official said.

    “The vice president is still traveling to NYC and all three sites will be represented with administration officials in attendance,” a White House official said, referring to the attack sites in Manhattan and the Pentagon and the field in Pennsylvania where United Airlines Flight 93 crashed.

    Mr. Trump, a Queens native, last attended the annual Ground Zero commemoration ceremony in 2024 while running for president, along with then-President Joe Biden and then-Vice President Kamala Harris. He didn’t attend the ceremony last year, although he attended a New York Yankees vs. Detroit Tigers game in New York City that honored the victims.

    “As a proud New Yorker, President Trump has spoken about his own experiences watching the horrific events of September 11, 2001,” White House spokeswoman Anna Kelly said. “On the 25th anniversary of this tragic day, the president will remember those who were killed at the hands of evil terrorists, honor their loved ones, and pay tribute to the brave first responders who put their lives on the line to rescue their fellow Americans.”

    The New York Times first reported the president wouldn’t attend the Manhattan ceremony.

    During his first term in office, the president didn’t attend the Manhattan ceremony, instead honoring the victims at the Pentagon or at the Flight 93 National Memorial in Shanksville, Pennsylvania, or both. In 2021, he visited New York City police officers and firefighters in Manhattan.

    Mr. Trump attended the Manhattan ceremony in other years, including in 2016, when he was running against Hillary Clinton.

    Former President Bill Clinton and former Secretary of State Hillary Clinton will attend the commemoration ceremony in Manhattan next month, a Clinton spokesperson confirmed to CBS News. Former President George W. Bush and former first lady Laura Bush also plan on attending, according to the Bush Presidential Center.

    President Donald Trump’s proposed 250-foot triumphal arch will have “adverse” effects on dozens of historical landmarks, the National Park Service found.

    Nonetheless, the agency concluded in a report released Friday that the arch must stay at the proposed site on the banks of the Potomac River as the project is “inherently location dependent” and “not interchangeable” with any other placement.

    “A relocated arch elsewhere in Washington, D.C. or Virginia would constitute a materially different commemorative project,” the report said. “For this reason, alternative locations outside Memorial Circle are not reasonable avoidance alternatives.”

    Among the adverse effects to surrounding landmarks, the 133-page report found that the arch would alter the “design continuity” of iconic Washington settings and would alter views of surrounding monuments.

    The National Parks Service is part of the Department of the Interior that oversees the land where the president wants to construct the arch.

    Its report comes as legal wrangling continues over the proposed arch. Critics, including historical conservation experts, veterans’ groups and the public have raised objections to the project due to concerns over preservation, changes to the Washington landscape and the limits of Trump’s authorities.

    The proposed site of the arch is on a traffic circle, Memorial Circle, on an island in the Potomac River directly across from Arlington National Cemetery on the Virginia side and the Lincoln Memorial on the Washington D.C. side.

    “The same characteristics that make Memorial Circle sensitive from a preservation perspective are also the characteristics that make it the historically appropriate location for the undertaking,” NPS said.

    “The project’s effects therefore could not be fully avoided without either relocating the Arch away from the historically identified site or eliminating the principal commemorative feature, both of which would fail to meet the undertaking’s purpose and need.”

    The analysis disclosed that at least three dozen historical landmarks would be affected by the arch, with the most serious “adverse” effects concentrated on six landmarks near the arch, including Arlington National Cemetery, the Lincoln Memorial corridor and Arlington House, which is a memorial to Robert E. Lee featuring the home where he lived before he left to lead the Confederate army during the Civil War.

    When completed, the arch will be seen all the way to the US Capitol, the Georgetown waterfront and the Pentagon, among other viewpoints.

    “Every time the Park Service looks harder at this site – the ceremonial gateway between Washington and Arlington National Cemetery – it finds more historic places this arch would stand in front of,” said Ed Stierli of the National Parks Conservation Association. “Widening that assessment is the right thing to do, and it makes it that much harder to justify a 250-foot arch here.”

    NPS said it did consider different alternatives – including a smaller arch, a relocation of the arch altogether, a no-build option and eliminating the proposed statues on top. But none of those alternatives were taken up because they would either have “greater impacts to historic properties or would not meet the location-dependent purpose of the undertaking,” the agency concluded.

    It also proposed a long list of efforts that could be undertaken to “mitigate” the effects of the arch including creating a meadow management program for nearby Lady Bird Johnson Park and developing an interpretive program on the Lincoln-Arlington House corridor, among others. However, the report acknowledged that “mitigation measures that document, interpret, or compensate for adverse effects after they occur do not negate an adverse effect finding.”

    Charles Birnbaum of The Cultural Landscape Foundation and among a chief critic of the project, said: “If the goal of the federal review is to ‘avoid, minimize, or mitigate’ negative impacts on designated cultural and historic resources, the administration has opted for willful blindness, knowing full well that the Arch will forever disrupt the symbolic and visual connections between the Lincoln Memorial, the Kennedy gravesite and Eternal Flame, and Arlington National Cemetery, and scores of revered sites throughout the area.”

    Birnbaum told CNN, “Congress, through its failure to act, is shamefully complicit.”

    Trump first proposed the arch in 2025, with plans released in April of this year. It has since been mired in disputes.

    A high-profile lawsuit from Vietnam veterans and preservationists has argued that the project would dishonor the service of veterans by obstructing the view to Arlington National Cemetery and “would degrade their personal experience when visiting Arlington Cemetery or traveling around Memorial Circle and on the Memorial Avenue Corridor.” It also raised concerns over potential hazards related to its location near a runway at Ronald Reagan Washington National Airport.

    However, plans for the arch have been marching their way through approvals in independent agencies stacked with Trump loyalists responsible for oversight of construction in the nation’s capital.

    The project was approved by the Commission of Fine Arts (CFA) and has a preliminary green light from the National Capital Planning Commission (NCPC), the two key federal agencies which oversee architecture and design changes in DC.

    The NCPC has not given final go ahead yet for the project.

    An upcoming September meeting of the commission was widely expected to be when the project would be reviewed for final approval, yet it is not on the September agenda.

    Judge again rejects Trump’s bid to erase his New York hush money conviction

    A federal judge on Friday once again spurned President Trump’s effort to erase his hush money conviction, rejecting the president’s bid to move the state court case to federal court and have it dismissed on presidential immunity grounds.

    U.S. District Judge Alvin K. Hellerstein said Mr. Trump’s reasons for renewing his request were “neither new nor legally sufficient,” particularly his claims that trial testimony by former aides and a lawyer, along with his social media statements, infringe on presidential immunity.

    “They do not; paying hush money to an adult film star or engaging in a cover-up of an embarrassment are not subsumed in presidential immunity,” the judge said, referring to the $130,000 payoff to adult film actor Stormy Daniels.

    At one point, Hellerstein noted that the president’s lawyers thought it was his job to merely certify the record in the state trial court to the 2nd U.S. Circuit Court of Appeals.

    “Federal district courts are not certifying clerks,” the judge wrote.

    It is the third time Hellerstein has blocked Mr. Trump from having the U.S. District Court in Manhattan seize control of the case from the New York state court where he was tried and convicted.

    By midafternoon Friday, Mr. Trump’s legal team had notified the lower court it was appealing the ruling, which a spokesperson for the team called “baseless and lawless.”

    “The Supreme Court’s historic decision on Immunity, the Federal and New York State Constitutions, and other established legal precedent mandate that the Witch Hunt perpetrated by the Manhattan DA be removed to federal court, and immediately overturned and dismissed,” read a statement issued on behalf of the legal team to The Associated Press. “President Trump will be filing a powerful appeal, and will continue defeating Democrat weaponization at every turn.”

    The president was convicted in 2024, in between his two terms, on 34 felony counts of falsifying business records for a $130,000 “hush money” payment to Daniels, who accused the president of an extramarital affair years earlier. He was given a sentence of unconditional discharge, which included no jail time or other restrictions. The president has denied both the affair with Daniels and any wrongdoing in connection with the payment to her.

    The guilty verdict made Mr. Trump the first former — and now current — U.S. president to be convicted of a crime. He is also challenging his conviction through the state court appellate process, which is pending.

    State prosecutors did not immediately respond to a request for comment.

    Hellerstein rejected Mr. Trump’s requests to move the case twice before. The first was after his March 2023 indictment. The second was after his trial, as his lawyers sought to nix his conviction in the wake of the Supreme Court’s July 2024 ruling that presidents and ex-presidents can’t be prosecuted for official acts and prosecutors can’t use official acts as evidence that unofficial actions were illegal.

    Mr. Trump appealed Hellerstein’s post-trial ruling and, last November, the 2nd Circuit ordered the judge to reconsider his decision, finding that he had failed to consider “important issues relevant” to the president’s request to move the case.

    A three-judge appellate panel said it expressed no view on how he should rule but instructed Hellerstein to closely review evidence that Mr. Trump claimed was related to official acts and whether the president could argue those actions were taken as part of his White House duties.

    On Friday, Hellerstein wrote: “There is no way that discussions regarding hush money payments to cover up the President’s relations with Stormy Daniels could be an official act. An affair, or a cover-up of an affair, is not within the ‘outer perimeter’ of the President’s official responsibilities.”

    The judges also instructed Hellerstein to determine if Mr. Trump had “diligently sought” to have the case moved to federal court and whether the case can even be moved to federal court now that the president has been convicted and sentenced in state court.

    During oral arguments in February, Hellerstein took issue with the Trump legal team’s decision-making after the Supreme Court ruling.

    Instead of immediately seeking to move the case to federal court, he noted, Mr. Trump’s lawyers first asked the trial judge in state court, Juan Merchan, to throw out the verdict on immunity grounds. Normally, such a request must be made within 30 days of an arraignment, but a federal appeals court in Washington, D.C., has ruled that exceptions can be made if “good cause” is shown.

    Trump lawyer Jeffrey Wall argued that prosecutors rushed to trial instead of waiting for the Supreme Court’s presidential immunity decision and that the president’s legal team was crunched for time after the high court’s ruling because his sentencing was scheduled for just 10 days later.

    Mr. Trump’s lawyers did not ask Hellerstein to intervene until nearly two months later, while their request to Merchan was still pending. The judge called that a “strategic decision” and suggested that by going to the state court first, his lawyers cost him the right to pursue remedies in federal court.

    President Trump announced a deal Friday to grant the United States majority control of over 65 billion barrels of proven Venezuelan oil reserves — as the Trump administration angles to get oil companies to return to the country after a U.S. military operation replaced the country’s leadership earlier this year.

    The administration has not yet released details on the arrangement, including which oil fields are covered and who will handle drilling. Mr. Trump said the deal was made “at no cost to the American Taxpayer” and was struck “through a partnership with private business.”

    “This Historic Transaction MORE THAN DOUBLES American Oil Reserves, greatly increases our Oil Supply, and will substantially lower Gas Prices for all Americans, long into the future, while helping to continue to set Venezuela on a course toward Tremendous Success and Great Prosperity,” the president wrote on Truth Social.

    President Donald Trump said Friday night the United States reached an oil agreement with Venezuela, a move he said will more than double American oil reserves, increase oil supply and lower gas prices.

    “At my direction, Secretary of State Marco Rubio, and Secretary of War Pete Hegseth, working closely with Highly Respected Interim President of Venezuela, Delcy Rodriguez, and, through a partnership with private business, have secured majority U.S. control of more than 65 BILLION BARRELS of proven Oil Reserves in Venezuela, at no cost to the American Taxpayer,” Trump said on social media.

    “This Historic Transaction MORE THAN DOUBLES American Oil Reserves, greatly increases our Oil Supply, and will substantially lower Gas Prices for all Americans, long into the future, while helping to continue to set Venezuela on a course toward Tremendous Success and Great Prosperity.     The Trump administration filed lawsuits against four states Thursday over laws allowing illegal immigrants to receive financial benefits offered to state residents, including in-state tuition, state grants and state-funded student loans.

    The Justice Department argued that laws in Oregon, Washington, New Mexico and Arizona allowing illegal immigrants to receive benefits are in violation of a federal law that states an illegal immigrant is ineligible to receive higher education in-state benefits unless those same benefits are available to every U.S. student.

    “This is a simple matter of federal law: Colleges cannot provide benefits to illegal aliens that they do not provide to U.S. citizens,” Assistant Attorney General Brett A. Shumate of the Justice Department’s Civil Division said in a statement.

    “This Department of Justice will not tolerate American students being treated like second-class citizens in their own country.”

    The latest lawsuits bring the number of states facing legal challenges over laws granting illegal immigrant students the same benefits as lawful residents to 21. The Justice Department has won its cases in Texas, Kentucky, Oklahoma, Nebraska and Illinois.

    “Our efforts will not cease until President Trump’s promise is fulfilled: Illegal aliens will not receive benefits denied to American citizens,” Associate Attorney General Stanley E. Woodward, Jr. said in a statement.

    The difference between in-state and out-of-state tuition costs at public universities in the four states is significant. The complaint showed that for the 2026-2027 school year, Washington residents would pay $13,406, compared with $44,460 for out-of-state students at the University of Washington.

    This means illegal immigrants could receive a $31,054 discount if they earned a high school diploma or equivalent in the state, lived there for at least one year for reasons other than attending college and signed an affidavit saying they would seek permanent residency when eligible.

    The Justice Department’s lawsuit against Arizona also showed a significant difference between in-state and out-of-state tuition costs, with the largest gap at Arizona State University totaling $24,448.

    The lawsuit alleged that in fall 2025, 432 illegal immigrants received in-state tuition benefits at Arizona State University amounting to $10.5 million in reduced tuition.

    The lawsuit also cites a report from the Arizona Center for Investigative Reporting that estimates more than 3,600 illegal aliens per year could qualify for in-state tuition under Arizona’s law.

    A spokesperson for the Arizona Board of Regents, a plaintiff in the lawsuit, said the school system follows state law.

    “We are reviewing the lawsuit and will work closely with Arizona leaders on the appropriate next steps,” a spokesperson said.

    The benefits extend beyond tuition costs.

    In Oregon, only in-state students enrolled at Oregon Health & Science University can receive a Rural Nurse Scholars Scholarship, which covers the full cost of tuition and a $1,500 travel stipend. The Justice Department alleges that illegal immigrants are eligible for the scholarship under state law.

    A June 2024 report estimated that roughly 408,000 illegal immigrants were enrolled in higher education, with 29.1% arriving in the United States at age 17 or older.

    Golden State Wind was planning a 2-gigawatt floating offshore wind project ​off California’s central coast and had pledged more than $30 million for workforce training, ​supply-chain development and community benefits, according to the complaint.

    California said the cancellation threatens thousands of ‌jobs ⁠and more than $100 million in state investments tied to offshore wind development, including port upgrades, transmission planning and supply-chain projects.

    The lawsuit alleges the agreement violates the Outer Continental Shelf Lands Act and the federal Judgment Fund Act because the payment ​was not tied ​to an actual ⁠lawsuit.

    An Interior Department spokesperson said the agency would not comment on ongoing litigation, but said the agreement was approved by ​the Department of Justice and went through appropriate channels.

    California first ​threatened the ⁠lawsuit in June, saying the lease buyout could set back the state’s offshore wind industry by years and undermine plans to develop 25 gigawatts of offshore wind ⁠capacity by ​2045.

    The Trump administration has reached similar agreements with ​other offshore wind developers, including TotalEnergies

    and Invenergy, requiring investments in conventional energy projects in exchange for ​terminating offshore wind leases.

    Ocean Winds was not immediately available for comment.
