  • 美国FDA批准Juul销售带年龄验证系统的新款电子烟

    Juul can sell updated e-cigarette with age-verification system, FDA says

    Vaping company Juul Labs on Friday received federal permission to sell an updated version of its e-cigarette, which includes an optional age-verification system designed to prevent underage use.

    The decision from the Food and Drug Administration allows the company to sell a new version of its top-selling vaping device for the first time since it launched more than a decade ago. In recent years, the company has had to lay off hundreds of employees while paying roughly $3 billion to settle government and private lawsuits over teen use of its products.

    Juul plans to market the new device under the brand name Juul2, along with updated versions of its tobacco- and menthol-flavored cartridges. In 2019, the company discontinued several flavors, including mango, mint and creme, that drove most of its sales but were favored by teens.

    In a statement Friday, Juul CEO K.C. Crosthwaite said the company plans to seek authorization for “a portfolio of flavors — beyond tobacco and menthol — that are targeted to adult nicotine consumers.”

    The latest announcement is not an approval or endorsement, and people who do not smoke should not use Juul or any other e-cigarettes, according to regulators. The FDA decision means that smokers who switch completely to Juul can reduce their exposure to deadly carcinogens and other chemicals found in traditional cigarettes.

    According to company studies reviewed by the FDA, between 20% to 50% of smokers who used Juul products were able to stop smoking at the end of six weeks. The rates of quitting varied based on which flavors were used.

    The FDA says it “considers the risks and benefits to the U.S. population as a whole — including the benefits to adults who currently use tobacco products and switch to a potentially lower-risk product, as well as the risks posed to youth and non-users of tobacco products.”

    “To receive marketing authorizations, the FDA must have sufficient evidence that the new products offer greater benefits to population health than risks,” the agency said Friday in a news release announcing the authorization.

    The new device also gives users the option to require age verification via an online app before the e-cigarette can be unlocked.

    According to Juul Labs, the optional 21-and-up app pairs with the connected device and “provides adult consumers insights into their product use, device location, real-time battery and pod-level information.” The app will also allow consumers to “lock” a paired device “to prevent use by others.”

    The FDA has authorized a handful of e-cigarettes to help adult smokers quit or cut back on cigarettes. In May, the FDA OK’d the first fruit-flavored electronic cigarettes intended for adult smokers. The approval represented a major policy shift and came after months of appeals to President Trump from the vaping industry.

    Juul is no longer the top-selling e-cigarette brand in the U.S. and trails Vuse, which is sold by tobacco giant Reynolds American. Reynolds also makes Camel and Newport cigarettes.

    Teens have shifted away from Juul as part of a wider drop in vaping, according to federal figures. Teens who continue to vape mostly use unauthorized disposable e-cigarettes imported from China, which come in fruit and candy flavors.

    America’s aging population and the rising incidence of chronic health conditions such as heart disease, cancer and diabetes are projected to create millions of healthcare and social assistance jobs over the next decade, according to new government labor data.

    Employment in the sector is projected to grow 9.5%, adding 2.2 million jobs, from 2025 to 2035, the Labor Department forecasts. That accounts for roughly 37% of all new U.S. jobs over that period, the agency estimates.

    The fastest-growing U.S. industry over the next decade is likely to be utilities, driven by growing demand for energy needed to power artificial intelligence. The Labor Department projects that sector will expand by 9.8% through 2035. But that growth is projected to add only 58,800 jobs over 10 years, given the modest size of the utilities sector.

    Growing demand for AI-based systems and tools, as well as research and development in the burgeoning AI space, is also expected to create nearly 927,000 jobs in the professional, scientific and technical services sector.

    “A lot of those nearly 1 million jobs relate to AI demand. It’s your software developers, consultants and engineers,” Breyon Williams, chief labor market economist at Groundwork Collaborative, an economic think tank and advocacy group, told CBS News.

    Yet while growing demand for AI is expected to boost employment in some sectors, it will reduce demand in administrative functions and at retailers, among other industries, according to economists.

    “It’s not surprising that 752,000 administrative jobs, like office clerks, customer service reps and secretaries, are projected to be eliminated within the next 10 years,” Williams said of the Labor Department’s employment projections. “The story is mixed. There are some gains from AI demand coupled with losses in places where it’s not surprising we’d see some drop-offs.”

    The use of AI could also limit demand for some jobs in the arts, design, entertainment, sports and media occupational group, the Labor Department notes.

    Federal government jobs are expected to decline by 3.4% from 2025 to 2035.

    A federal appeals court on Friday rejected Kalshi’s efforts to stop Nevada from regulating speculation on sporting events on its platform, handing states an important win in the battle over which level of government has authority to oversee the rapidly growing prediction-markets business.

    The 9th Circuit Court of Appeals said Kalshi failed to show that the 1936 Commodity Exchange Act, which regulates commodity futures trading, preempts Nevada gambling laws and bars the state from regulating wagers related to sporting events. Those prediction market contracts are not federally regulated “swaps” but rather sports bets, the court said.

    “The substance of the sports event contracts offered on Kalshi’s DCM [designated contract market] is sports gambling, regardless of whether Kalshi calls them swaps,” Ryan Nelson, one of the 9th Circuit judges, wrote in the court’s opinion.

    State and federal turf war

    States are locked in an ongoing legal fight with the federal government over which level of government has primary regulatory oversight of prediction markets, which allow users to bet on the outcomes of sports, elections and many other events.

    Roughly 20 states are involved in litigation over prediction markets, and experts say the battle is likely to wind its way to the Supreme Court.

    A separate decision in April reached a different conclusion than Friday’s decision, with the 3rd U.S. Circuit Court of Appeals ruling that the Commodity Futures Trading Commission, a government agency that regulates derivatives markets, has exclusive control over sports-related event contracts on Kalshi.

    “The 9th Circuit agreed with the 3rd Circuit on a fundamental point: Federal law prevents states from regulating trading on a federally licensed exchange, like Kalshi,” Kalshi spokesperson Dani Lever said in an email. “Despite the 9th Circuit’s opinion, we still believe the CFTC regulations, as written, do not prohibit sports contracts, and in any event, the CFTC is working to clarify those regulations. We will be seeking further review.”

    The Nevada Gaming Control Board said the ruling “vindicates what we have been saying all along. This is sports betting and needs to be properly regulated by the state.”

    Dominick Freda, legal director of Better Markets, a nonprofit advocacy organization focused on financial reform, said in an email that the 9th Circuit’s decision is a “decisive win for the rule of law and for every state that has built a regulatory regime to protect its residents from gambling harms.”

    Nashville airport could be renamed for Dolly Parton under Tennessee Gov. Lee’s proposal

    Nashville International Airport would be renamed for Dolly Parton under a proposal announced Friday by Tennessee’s governor.

    Gov. Bill Lee proposed the name change just days after the country music icon died Tuesday of cancer at age 80.

    “At a place where Tennessee welcomes the world, it is fitting that Nashville International Airport would bear the name of our state’s favorite daughter and greet travelers with the enduring legacy of Dolly’s music, generosity, faith, and kindness,” Lee said in a statement.

    Lee said he’s already discussed the idea with representatives for Parton.

    It echoes the wishes of more than 157,000 Parton fans who have signed an online petition as of Friday to rename the airport. While the petition has been up for over a year, tens of thousands of supporters have signed it since Parton died, and it has backing from Tennessee state Rep. Todd Warner and singer Sheryl Crow.

    The change could require the Metro Nashville Airport Authority to revisit its naming policy. The policy currently states that airport properties should only be named for people who have been dead for at least two years.

    The governor’s office said his proposal and the naming policy will be discussed by the airport authority at its meeting on Sept. 17.

    Other efforts to honor Parton in her home state include legislation introduced by Tennessee state Sen. Jessie Seal to designate Sept. 25 as “9 to 5” Day, a nod to Parton’s famous anthem.

    The FBI previously refused to hire job applicants if they admitted to hiring sex workers or stealing from an employer — or engaging in acts of bestiality.

    Today, those acts, which are mostly illegal across the country, are no longer automatic deal breakers for applicants to the nation’s top law enforcement agency.

    In June, the FBI quietly lowered some of the standards it uses when it conducts background checks on would-be federal agents and other personnel. According to multiple sources briefed on the matter, the FBI did so to facilitate hiring in some cases, even if candidates acknowledged they engaged in sexually deviant activities or stole from an employer.

    The move comes as the FBI has lost scores of employees through firings, retirements and resignations since the start of the Trump administration.

    Under specific circumstances, the FBI is willing to give candidates a pass on prostitution, as long as they have not hired sex workers three or more times, the sources told CBS News. And the hiring of the sex workers must not have taken place within the last 10 years, several of the sources added.

    On this part of the guidance, the FBI spokesperson pointed out that a person may have hired a sex worker in a location where prostitution is legal.

    A person who was in a position of “trust” who solicited sex would still be automatically disqualified from FBI employment, one of the sources with direct knowledge of the changes told CBS News.

    Examples of positions of trust, according to the FBI’s new policy, are those who work in the fields of public safety, education, health, social work, finance or law. Being a member of the military was not among the listed categories, and it was not clear if they would be treated as such.

    Under the new eligibility rules, a person who stole from an employer is not automatically disqualified as long as the incident occurred more than three years ago, one of the sources with direct knowledge said.

    The new standards also specifically address applicants who have engaged in past acts of bestiality or animal cruelty – saying they may still be considered for the bureau as long as the incidents took place before the age of 18, the sources said.

    An FBI spokesperson confirmed that some changes to the eligibility requirements have taken place, but claimed they are limited to a narrow set of circumstances, such as in cases where a person was sexually abused with animals as a child.

    “Any polygraph changes reflect a clear difference between a disqualified applicant who has engaged in criminal behavior, versus an applicant who may be subject to further evaluation based on rare exigent circumstances,” the spokesperson said.

    Sources told CBS News that the new eligibility requirements do not distinguish between candidates who were coerced into sexual activity with animals, as opposed to those who engaged in such acts willingly.

    Former FBI agent James Davidson, who now leads the nonprofit FBI Integrity Project, opposes changing this standard.

    “Bestiality is clearly a potential indication of a more serious emotional issue, and even in a circumstance where it is not, the pool of candidates should be extensive enough that the criteria should certainly not be eliminated,” he said.

    Changes communicated in June

    The changes to the policy were communicated to FBI personnel who are involved in the background check process in a June 16 internal memo known as an “electronic communication,” according to sources with direct knowledge of the memo’s contents.

    An archived FBI webpage from 2023 on special agent hiring requirements shows that “engagement in prostitution or bestiality” are listed as “automatic disqualifiers” for employment.

    A similar version of that document on general eligibility rules currently posted on the FBI’s website contains no references to bestiality or prostitution as being disqualifying.

    The idea behind some of the new guidelines is to consider the whole person in the application process, as opposed to automatically disqualifying someone based on one factor, one of the sources said.

    But current and former FBI employees have concerns the changes could lead the bureau to hire people with questionable backgrounds.

    It could raise concerns about the integrity of agents who are tasked with investigating crimes such as human trafficking because those agents often have to testify in court, they said.

    The FBI’s new policy also runs counter to the views in an April 2015 memo issued to all Justice Department staff that prohibited the solicitation of prostitution. A DOJ spokesperson confirmed the memo remains in effect.

    Although the memo does not explicitly address job applicants, the restrictions apply to all employees, contractors and subcontractors.

    “This rule applies at all times during an individual’s employment, including while off duty or on personal leave, and applies regardless of whether the activity is legal or tolerated in a particular jurisdiction, foreign or domestic,” the Holder memo states.

    The memo added that soliciting sex not only “invites extortion, blackmail and leaks of sensitive or classified information,” but also “undermines the department’s efforts to eradicate the scourge of human trafficking.”

    Broader talent pool concerns

    Former FBI agents and attorneys who handle employment issues for agents told CBS News the decision to lower the standards could lead the bureau to hire people with a history of aberrant behavior and points to broader challenges in recruiting qualified applicants.

    “If they are lowering standards, it means the pool of candidates has sufficiently shrunk,” Davidson said.

    Mark Zaid, a Washington lawyer who represents FBI agents and is familiar with the bureau’s hiring practices, agreed.

    “How can this not be reflective of a recruiting problem at the FBI if you are lowering your standards on issues like bestiality and prostitution,” he said.

    In a statement, an FBI spokesperson denied that the bureau is allowing people who have a history of criminal sexual acts to work there, and said the FBI “has and always will maintain some of the highest suitability standards for its applicants and employees in the U.S. government.”

    “Over the years, the FBI has had a number of applicants who suffered sexual abuse in their past, causing polygraph questions about prostitution, bestiality, or other similar issues to affect their polygraph through zero fault of their own,” the spokesperson said.

    But former FBI officials told CBS News that candidates who are survivors of sexual abuse involving bestiality would have the opportunity to address those issues in an interview before they are hooked up to a polygraph.

    “Part of the polygraph process is a conversation with the person who is going to be polygraphed and the polygrapher to explore and explain and discuss anything in their background in a private manner that may be concerning to them,” said former Supervisory Special Agent Katherine Schweit, whose assignments over the years included serving as a supervisor for human resources.

    One of the sources familiar with the changes told CBS News that during the interview process now, applicants are asked questions about whether they have engaged in what is described as sexually deviant behavior.

    If they acknowledge hiring prostitutes or engaging in bestiality, they are then asked the additional questions about when the conduct took place or in the case of prostitution, how many times it took place. Even if a candidate technically meets the hiring criteria, it does not guarantee an employment offer.

    FBI Director Kash Patel has not publicly acknowledged the changes on prostitution or bestiality, but he has more broadly spoken about his belief that the FBI needed to update its hiring standards in general.

    In a video interview with Patel posted on July 27 with former FBI agent John Nantz, Patel discussed some of his efforts to overhaul older hiring standards to entice new recruits.

    “We are losing too many qualified candidates to the rigors of the requirements from yesteryear,” he said, citing as one example a new and more relaxed rule on hiring people with prior law enforcement experience.

    “We’ve never had recruiting numbers and application numbers this high in the history of the bureau. We’re not reducing our standards — we’re actually making it harder. You’ve got to be fit to be an FBI agent.”

    The polygraph process

    The FBI has long used polygraph tests as part of the vetting of new recruits — from agents and analysts to support staff. During the interview process, applicants are screened to ensure they have not committed certain crimes.

    Applicants are also asked about other topics, including any history of drug use and any foreign contacts. Over the years, the bureau has changed some of its standards and has, for instance, relaxed some restrictions on the use of recreational drugs like marijuana.

    Bestiality is a crime in nearly every state, while prostitution is illegal in most states with a few narrow exceptions. Prostitution is legal or decriminalized in dozens of countries around the world. It is illegal in the United States, with the exception of some counties in Nevada.

    Former FBI agents say questions about this type of behavior are also important to ask because having such a history could make an agent more vulnerable to blackmail by criminals or a foreign power.

    “I don’t think anybody who has been involved with prostitution is trustworthy. You could be compromised,” said one retired agent who specialized in polygraphs. “You can be lured in and trapped, and it can be held over your head.”

    The FBI was rocked by a prostitution scandal after the Justice Department’s Office of the Inspector General released a two-page report in 2021 saying a handful of officials had solicited sex while overseas in countries including Cambodia, the Philippines and Thailand.

    A more detailed version of the report was released several years later through public records requests from media outlets.

    Last July, the Justice Department inspector general substantiated claims that a supervisory special agent had hired prostitutes while traveling overseas on an assignment and used an FBI-issued mobile device to solicit them for sex. The report did not say whether the agent was disciplined or removed, but it noted that prosecution was declined.

    FBI lost over 1,000 special agents in 2025

    Former FBI analyst Philip Fields reviewed government personnel data and found that in 2025 alone, the FBI lost 1,139 special agents, with an average tenure of 21.8 years. His review was published by the nonprofit advocacy group Justice Connection. The FBI says it employs around 13,700 agents.

    Some of the agents and analysts who have been fired were assigned to cases that the Trump administration disliked, such as those pertaining to the investigations into President Trump’s retention of classified documents and efforts to overturn the results of the 2020 presidential election.

    “After driving out thousands of career employees, DOJ has struggled to fill those positions for many reasons — including the fact that no one wants to be ordered to conduct politically driven investigations that are often unethical, illegal or unconstitutional,” said Stacey Young, a former Justice Department attorney who now runs the nonprofit advocacy group Justice Connection.

    The Justice Department’s Civil Division has started offering signing bonuses to try to attract more lawyers. And last year, the FBI sought to entice retired agents to return to its employ.

    FBI lowered other hiring standards last year

    The New York Times reported last year that the FBI was lowering other hiring standards, removing a requirement that all agents hold a bachelor’s degree and reducing the number of weeks that agents must undergo training at Quantico from 18 weeks to eight weeks.

    The FBI’s website still states that a college degree is required to be a special agent. However, Patel has since unveiled a few other changes to hiring standards for agents.

    Previously, special agent applicants were required to have worked in law enforcement for two years after college. Patel said in the July 27 interview, the FBI will now consider applications from candidates who have worked in law enforcement for just one year.

    “If you’ve been a cop for a year and you have an interest in the FBI, no more two-year requirement window after college,” Patel said during his video interview with Nantz. “Come on in. Quantico is going to screen you out if you can’t make it. Same with members of the military. We want those folks.”

    ProPublica previously reported that some of Patel’s hires, including his personal assistant, did not clear their polygraph tests and required waivers in order to be able to work at the bureau. The FBI spokesman quoted in that article called the reporting “false” and said the bureau “follows all laws and procedures on personnel security measures.”

    The woman accused of vandalizing the World War II Memorial in Washington, D.C., was formally indicted Friday, Fox News Digital has learned.

    Melissa Farris was charged on two counts, including destruction of a veterans’ memorial and destruction of government property.

    The Kentucky woman allegedly spray-painted the words “Clean hands, dirty money” in bright pink paint and dumped bubble soap into the fountain at the center of the memorial, according to authorities.

    Federal prosecutors allege that cleanup and restoration costs already exceeded $1,000.

    Farris did a Facebook live before turning herself in and her arrest Aug. 14, in which she admitted to the alleged vandalism the day before.

    “It’s me. I am going to turn myself in,” she said. “I’m outside district federal court. I am just trying to do the right thing. … I was trying to get people to listen. … I tried to reach the media. I tried to fight back. I tried to ignore it.”

    Farris claimed she lived in a paper-thin camper that she “boarded up with cardboard in the winter to feel a little bit warmer.”

    Fox News Digital has reached out to the U.S. District Court for the District of Columbia for comment.

    “Vandalizing our World War II Memorial is a despicable attack on a sacred monument honoring the Americans who fought and died for our freedom,” U.S. Attorney for the District of Columbia Jeanine Pirro said in a statement after Farris was charged.

    “Those Americans include my father and grandfather.”

    Pirro said the charges carry penalties of up to ten years in prison.

    “Our beautiful World War II Memorial was just hit by Spray Painting Vandals,” President Donald Trump wrote earlier this month on Truth Social.

    “THERE CAN BE NO GREATER INSULT TO THOSE AMERICAN HEROES WHO DIED IN WORLD WAR II. First the Reflecting Pool, now this. We are on their trail! Where do these animals come from???”

    Several people, including Olympic canoeist David Hearn, were arrested in June for allegedly vandalizing the newly renovated Lincoln Memorial Reflecting Pool, but the charges were dropped earlier this month.

    Prosecutors cited evidence indicating the damage may have stemmed from a botched renovation rather than vandalism.

    U.S. Attorney General Todd Blanche on Aug. 16 said he “absolutely” supported Pirro’s decision to drop the charges, “as does President Trump,” he told NBC’s “Meet the Press.”

    Trump has spoken out against the decision this month, saying he “disagrees 100%” with Pirro’s decision.

    The Trump administration has asked the Supreme Court to uphold its policy banning transgender Americans from serving in the military, the latest significant case involving trans Americans to reach the conservative court in recent years.

    Days after taking office last year, Trump signed an executive order directing the Pentagon to ban transgender service members as incompatible with military service. The administration is appealing a ruling from a federal court in Washington, DC, that sided with a group of trans Americans who were already serving.

    “The authority of the US military to determine who may serve in the nation’s armed forces is a matter of exceptional importance,” US Solicitor General D. John Sauer told the Supreme Court, according to a copy of the appeal reviewed by CNN that has not yet been publicly docketed.

    The Supreme Court will likely decide this fall whether to hear arguments in the case. If it agrees to do so, a decision may land early next summer.

    Defense officials have said there are 4,240 service members across active-duty, reserve, and the National Guard ranks with a diagnosis of gender dysphoria, defined as the psychological distress an individual feels when their gender identity differs from their gender at birth. Not every transgender individual has gender dysphoria.

    Trans Americans have faced a series of significant setbacks at the 6-3 conservative Supreme Court. Earlier this year, a 6-3 majority upheld state bans on transgender students playing on girls’ sports teams. Last year, in another 6-3 ruling, the court let stand a Tennessee law that banned puberty blockers and hormone therapy for minors seeking to transition to match their gender identity.

    Trump campaigned aggressively against trans Americans in 2024 and implemented several policies once in office intended to roll back gains made by transgender people in recent years. The president also banned transgender Americans from joining the military during his first term, but former President Joe Biden repealed that policy in 2021.

    Trump’s policy reached the Supreme Court last year in an emergency case, in which the court allowed the president to enforce the ban. As is often the case in emergency rulings, the court did not explain its reasoning. The three liberal justices publicly dissented from the decision, but also did not explain their position.

    But since then lower courts have issued new rulings limiting the policy. A divided three-judge panel of the US Court of Appeals for the DC Circuit in June upheld a block on the policy for 28 service members who sued. Advocates say that the administration has been aggressively pursuing separation of other trans service members.

    “The Trump administration wants the Supreme Court to rush in and bless the expulsion of proven, decorated soldiers before a single court has issued a final judgment,” said Shannon Minter, legal director of the National Center for LGBTQ Rights. “There is no circuit split, no emergency, and no merit – only a policy that multiple courts have now found was driven by prejudice rather than military need.”
