    Summary

    • Loomer repeated comments despite criticism
    • Loomer has nearly 2 million followers on X
    • She is a fervent Trump ally without official role

WASHINGTON, Aug 31 (Reuters) – Multiple lawmakers and rights advocates on Monday condemned Laura Loomer, a far-right activist and ‌ally of U.S. President Donald Trump, over racist comments attacking Democratic socialist Angie Nixon and other prominent Black U.S. politicians.

“Angie Nixon is a ghetto, black, communist,” Loomer said on X on Monday. Nixon recently scored an upset victory in Florida’s Democratic primary race for the U.S. Senate, one of a number of winning candidates that have stirred enthusiasm on the party’s left flank but been characterized by Republicans as extremists.

Loomer’s comments were similar to comments she made last week that sparked widespread criticism.

On Friday, she cast Nixon, U.S. Representatives Ilhan Omar and Ayanna Pressley, former U.S. Representative Cori Bush and U.S. Supreme Court Justice Ketanji Brown Jackson – all of whom are Black women – as “ghetto, entitled, race-obsessed, destructive black BITCHES who are completely unfit for the power they hold.”

The White House did not immediately respond to a request for comment on Loomer’s remarks. Loomer, a conspiracy theorist who has nearly 2 million X followers, has long been one of Trump’s most vocal supporters, although she has also clashed with the White House on some issues. She does not hold a formal role in the Trump administration.

When Trump left the White House after his first ‌term, she said she spoke to him about political matters and frequented his Mar-a-Lago home in Florida. During the 2024 election campaign, she flew with Trump for a presidential debate in Pennsylvania.

Loomer has said it’s her job to keep Trump on track and has claimed to be responsible for last year’s firings of former national security adviser Mike Waltz and other aides.

Her record of incendiary comments includes advocating for deporting and removing “all Muslims from America.”

“You attack and insult Black women because you believe peddling racism is good for your clicks and your business model,” Maryland Governor Wes Moore said in response to Loomer.

U.S. Representative Rashida Tlaib, a Palestinian American who herself has been attacked by Loomer, said “anti-Black racism goes unchecked,” and U.S. House of Representatives Minority Leader Hakeem Jeffries called Loomer a “stone-cold racist.”

“Black women should NEVER have to endure such hateful and degrading rhetoric for daring to lead,” prominent civil rights attorney Ben Crump said.

Former Republican Congresswoman Marjorie Taylor Greene, who has had a public fallout with Trump, condemned Loomer’s rhetoric and said on X that “the Republican Party and President Trump owns Laura Loomer and her nonstop vitriol.”

    2026-08-31T20:11:28.032Z / https://www.cnn.com/2026/08/31/politics/vance-trump-data-centers

I feel your pain vs. ‘let Data Reign’: How Trump and his VP are out of step on data centers

    2026-08-31T20:11:28.032Z / https://www.cnn.com/2026/08/31/politics/vance-trump-data-centers

President Donald Trump is doing plenty of things that must be making his party nervous ahead of the midterm elections. But high on that list is his rah-rah advocacy for much-derided AI data centers.

And his and Vice President JD Vance’s very different comments about the subject Monday underscored the GOP’s messaging problems.

While traveling to Michigan, where data centers are expected to figure significantly in races for Senate and other offices, Vance gave a very nuanced answer on the issue.

“I think probably 99% of the backlash to data centers has come in areas where building a data center means higher utilities and higher electricity for the people on the ground,” Vance said.

He added that data centers “should be putting power back into the grid, not taking it out. And if that is happening, I don’t think the data centers are that controversial. It’s when the utility bills get so much higher; that’s when it’s a real problem.”

But that nuance — and sympathy for people who might object to data centers — wasn’t part of the message when Trump talked about the issue on social media just hours earlier.

“The only reason that communities throughout the U.S.A. should not want Data Centers is if they want to end up being backwards and poor,” Trump posted.

He added: “If they want to be successful and rich, with far lower taxes and jobs all over the place, let Data Reign.”

So basically, it’s I feel your pain versus “let Data Reign.”

Vance emphasized that people might have legitimate issues with these data centers. But Trump said the only reason to object to them, basically, is because you’re a dummy.

It’s merely the latest in a string of strong Trump endorsements of data centers, which polls show as many as 7 in 10 Americans don’t want in their communities. Very few Americans share Trump’s affinity for them, which has even involved the president marveling at how attractive the massive buildings are.

The other reason Vance’s comments are so discordant with Trump’s is that Trump has basically said the problem Vance raised — data centers increasing energy costs — is a nonissue.

In fact, Trump claimed that problem was extinguished nearly six months ago.

He made that pronouncement at a March 4 event, when he rolled out a plan to get developers to voluntarily promise that data center construction wouldn’t raise people’s energy bills.

“They need some PR help, because people think that if a data center goes in there, electricity prices are going to go up,” Trump said. “And that’s not happening. It’s not going to happen. And for the areas where it did happen, it won’t happen anymore.”

Five months later, on August 4, Trump claimed data centers were “not taking” from the community and even claimed they were a net benefit on energy.

“The excess power that they have, which is substantial, they’re selling that back at a very low cost to the grid,” Trump said on Fox News. “So we’re getting more and more electric — costs us nothing.”

He even claimed on August 21 that “the data centers now are mandated by me that they build their own electricity, so they’re not taking it from the grid.”

“It’s going to lower the electric costs,” he added.

But that’s not true. Trump appeared to be referring to so-called behind-the-meter power plants, which data centers can use to produce their own energy. But there is no federal mandate; even the plan Trump rolled out in March basically amounted to asking tech companies to make a voluntary pledge.

This appears to be the latest example of an issue where Trump gets something in his head and just can’t let it go. But it’s not just that he can’t move on; it’s that he also needs to repeatedly make a hyperbolic and counterfactual case for the thing he likes. He needs to talk about how people who disagree with him must want to be “backwards and poor.”

One could argue that data centers are so vital to the growing competition with China over AI that an affirmative case for them needs to be made. You could even call it courageous to do so, given where the American people are on this issue.

But the fact that Vance — who might run for president in his own right starting in a few months — is speaking in more muted tones would seem to say plenty about the politics of this issue.

Vice President JD Vance urged Michigan Democratic Senate nominee Abdul El-Sayed during a rally on Monday to focus on substantive policy issues instead of attacking his wife.

“I actually think that the people of Michigan think it’s kind of weird when you talk about another guy’s wife,” Vance said at a metro Detroit rally organized by MAGA Inc., a super PAC aligned with the president.

“I think the people of Michigan would like you to talk about the public policy ideas …I think the people of Michigan would like you to talk about how you’re going to protect auto workers when you’re supporting every single policy that has undercut the wages and jobs of Michigan auto workers your entire life in public service.”

“But whatever you want to talk about, Abdul, keep my wife’s name the hell out of your mouth because she’s way out of your league,” the vice president added.

Vance’s quip was in response to El-Sayed saying “do we think JD is taking Usha with him back in time to meet Papaw, or no” after the vice president suggested that Sharia law would have been an alien concept to his grandfather.

Critics said the post appeared to take aim at Usha Vance’s Indian heritage. El-Sayed later said his point was that Vance seemed to be suggesting some people are “more American” than others because their families have been in the country longer, noting that Vance’s own in-laws are immigrants.

“If you’re a rural White American living in Michigan, just remember El-Sayed believes you’re a racist,” conservative commentator Ryan Girdusky said in response to the Democratic hopeful’s statement.

Earlier in his speech, Vance accused El-Sayed of undercutting his support for working people by taking liberal positions on immigration issues.

“We’re here to talk about protecting Michigan truck drivers, but also protecting the safety of every single person who drives on the road with a semi truck, which is all of us,” Vance said. “Here’s the crazy thing. Just a few years ago, Abdul El-Sayed said that we need to make sure that illegal aliens have driver’s licenses in this country. He would love to undercut the wages of American truckers.”

Vance said El-Sayed represents a “terrible evil” during his speech, prompting El-Sayed to turn the characterization back on the vice president.

“Evil is ripping healthcare away from working people in exchange for tax breaks for billionaires. Evil is making people pay more for groceries and gas while pushing for trade wars and actual war. Evil is dividing people for your own gain. Evil is selling out your morals for a little bit of power,” El-Sayed said later Monday in response to Vance’s charge.

“Michigan is better than being lectured to by sock puppets from Ohio and Florida. We understand what’s at stake, and Michiganders will show you at the ballot box this November when we send Mike Rogers packing.”

In 2018, El-Sayed expressed support for allowing illegal immigrants to obtain standard driver’s licenses, though he did not specifically push for those in the country illegally to receive the commercial driver’s licenses necessary to operate long-haul trucks.

While Vance and El-Sayed differ in their approaches to immigration, the two both agree, in principle, that tariffs should be used to benefit American industry.

Army Secretary Dan Driscoll has submitted his resignation to President Donald Trump, multiple sources familiar with the matter told CNN.

One source said the decision was unsurprising given tension between Driscoll and Secretary of Defense Pete Hegseth.

An Army official said Driscoll “spoke to the president about the current state of the Army and submitted his resignation.”

“Secretary Driscoll has been highly effective in advancing President Trump’s agenda to Make America Strong Again at the Department of the Army by providing outstanding leadership during historic military operations, restoring an emphasis on readiness and lethality, assisting with negotiations between Russia and Ukraine, and more,” White House spokesperson Anna Kelly said in a statement.

CNN has reached out to the Army for additional comment. The Wall Street Journal first reported on Driscoll’s departure.

The departure of Driscoll, an Army veteran and longtime friend of Vice President JD Vance, comes after months of friction with Hegseth. It also comes six months into the Iran war, which shows no signs of ending.

Earlier this year, Hegseth fired the Army chief of staff, Gen. Randy George, and two other generals. George and Driscoll worked closely together.

Nearly from the beginning of Hegseth’s tenure, multiple sources previously told CNN, the secretary has been distrustful of officials around him — civilian and military alike — and suspicious about their loyalties.

One of the most prominent examples of infighting throughout Hegseth’s tenure has been with Driscoll, often due to the close relationship Driscoll and Vance. CNN has reported that Hegseth has viewed Driscoll’s relationship with the White House as an effort to go around him.

Driscoll and Vance were classmates at Yale Law School and have remained close friends. The young Army secretary also formed his own relationship with Trump, which was apparent when he was tapped by the president last year to help persuade Ukraine to return to the negotiating table for talks with Russia.

Washington— The Supreme Court on Monday continued to allow construction of the new White House ballroom, clearing the way for the massive new structure that President Trump has championed.

In a 5-4 decision, the Supreme Court halted lower court rulings that would have temporarily blocked the construction of a new 90,000-square-foot ballroom where the East Wing once stood.

The high court said in an unsigned opinion that the National Trust for Historic Preservation, which filed a lawsuit to block the project, did not have the legal right to sue. It did not address the legality of Mr. Trump’s East Wing project.

Chief Justice John Roberts joined with the three liberal justices in dissent.

Roberts had temporarily allowed work on the ballroom to continue earlier this month, giving the Supreme Court more time to weigh the Trump administration’s bid for emergency relief.

In its unsigned opinion, the court ruled that lower court judges “likely exceeded” their authority by blocking the ballroom. The majority pointed to sworn declarations from top administration officials, including the director of National Intelligence and heads of the Secret Service, Army and the State Department, who said the ballroom was necessary and had warned that any significant pause in construction would harm the government because of the national security facilities being built underground.

“Today, we do not pass upon the legality of the government’s East Wing project,” the court said. “We conclude only that, based on the submissions before us, the government is likely to prevail in showing that the Trust lacks Article III standing to challenge the project in federal court and that the remaining stay factors favor relief.”

But Roberts, writing in dissent, said that construction of the ballroom is “likely unlawful.” Joined by Justices Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson, the chief justice said that Congress has not authorized the East Wing project.

Roberts also said the injuries asserted by Alison Hoagland, one of the Trust’s members, are sufficient to allow the lawsuit to go forward.

“The White House is not just any building, and — when it comes to historic preservation — Hoagland is not just any person,” he wrote. “In failing to appreciate as much, the Court misconceives the plaintiff’s injury, allowing the Executive’s likely infringement of the Legislature’s power of the purse and authority to regulate federal property in the District of Columbia to continue. Today’s decision is no victory for the separation of powers.”

Mr. Trump praised the ballroom project in response to the Supreme Court’s decision.

“We are living in the Golden Age of America, and this Building will be one of the Greatest ever constructed in Washington, D.C.,” he wrote on Truth Social. “When completed in the Summer of 2028, the magnificent Ballroom and Military Complex will be something that the entire Country is very proud of.”

The National Trust for Historic Preservation said it is “deeply disappointed in the Supreme Court’s ruling today and respectfully disagree with the majority’s opinion on standing. It is noteworthy that the majority did not weigh in on whether the ballroom project was in fact legal.”

“We are pleased with Chief Justice Robert’s strong dissent, which reiterated what we have maintained from the start of our case — that construction of the White House ballroom is unlawful,” the Trust said in a statement. “In addition, this is not the final decision on the merits of our case and does not resolve our fundamental argument — that each President is a temporary steward of the People’s House and does not have the unilateral authority to demolish and redesign it without the approval of Congress.”

We anticipate that the government will file an application for a writ of certiorari and look forward to reviewing it. We urge the Supreme Court to expeditiously consider the government’s certiorari petition, and we will continue to advocate with our partners on behalf of the American people, the democratic values of our nation, and the preservation of our country’s most historically significant places.

The Trump administration requested emergency relief from the court earlier this month after a federal appeals court ruled the White House lacked authority to build the $400 million project without congressional approval.

The divided U.S. Court of Appeals for the D.C. Circuit concluded that Congress — not Mr. Trump or the White House — has “full constitutional control over federal property and the funding of its maintenance and development,” and noted an “absence of any express or implied authorization” that grants Mr. Trump the ability to construct the ballroom.

In a filing with the court, Solicitor General D. John Sauer asked the justices to pause the lower court ruling that blocked above-ground construction while the legal battle over the project plays out. The overhaul also includes an underground bunker, medical facilities and other features, and judges have allowed that work to continue.

“This case involves an extraordinary and unlawful injunction that will halt the ongoing construction of the integrated military complex, including a totally secure ballroom space, at the East Wing of the White House, which is vitally required by national security,” Sauer wrote.

Sauer wrote that the renovations are “absolutely required and should not be enjoined” because any delay threatens Mr. Trump’s safety after recent domestic and international assassination plots against him.

Construction on the project is 65% done, Sauer wrote in the filing, because the initial district court order halting the construction has never gone into effect. He revealed that a 250-person crew is working “20 hours a day, 7 days a week.”

Described as a “superstructure” made of concrete and steel, Sauer told the high court that it rises up to 70 feet high in some places, stretches five stories deep and has a footprint of nearly 50,000 square feet. The ballroom is funded by private donations, and $335 million of an expected $400 million has been raised, Joshua Fisher, director for White House Management and Administration, said in a declaration.

“Given the current progress, the superstructure is beyond the point of return,” he said.

The White House anticipates the structure will be “substantially” completed by November, and the full project is expected to be wrapped by August 2028, when Mr. Trump will have just five months left in his term.

In April, the appellate panel granted an administrative stay sought by the Justice Department that allowed all White House ballroom construction to continue while the court considered briefs and heard arguments. Below-ground work on the presidential bunker and other security upgrades has continued as well during the legal back-and-forth. The D.C. Circuit then upheld the district court’s injunction.

Attorneys for the National Trust for Historic Preservation, which filed suit to block the ballroom project late last year, argued in their response to the Trump administration that the organization would be irreparably harmed if the ballroom construction is permitted and accused the White House of attempting to “outrun judicial review.”

“In the end, the question is not ‘whether the proposed ballroom is desirable, or not, as a matter of policy.’ Nor is it even whether Petitioners may ultimately construct the ballroom,” they wrote in a filing. “The question is simply who decides whether a ballroom can be built on federal property. Our constitutional system and federal law commits that choice to Congress.”

Lawyers for the Trust accused the White House of shifting positions regarding the nature of the project, including its stance that the ballroom was necessary for national security, when previously it said the ballroom could be built independent of the below-ground facilities. They reiterated that the lower court orders allow work on the subterranean bunker to continue.

Mr. Trump has been deeply involved in the project, frequently raising the ballroom during public events and in posts on Truth Social. In a social media post Friday, the president called the Trust “treasonists” and accused them of revealing “top military secrets.”

Portions of some legal filings submitted by the Justice Department to lower courts have been written in the style of the president’s social media postings, including with misplaced capital letters and exclamation points, raising questions as to whether Mr. Trump himself participated in the brief-writing process.

A new report from a leading think tank has revealed what it says is a partially submerged Iranian uranium facility at the Natanz nuclear compound in Iran.

The revelation of the secretive facility raises new concerns over whether Iran’s nuclear weapons apparatus was destroyed during the two American-Israeli-launched wars against the regime in 2025 and 2026.

The Washington, D.C.-based Institute for Science and International Security (ISIS) announced in late August that it has located an underground Iranian facility that is likely linked to uranium enrichment for the possible use in production of atomic weapons.

It wrote that “The facility does not appear to have been targeted in the military actions of either 2025 or 2026. Since the June 2025 war, no vehicle activity has been observed at the facility in available satellite imagery.”

According to the institute, “The Institute has identified a separately enclosed, partially below-ground, bunkered building at the Natanz Nuclear Complex that was likely intended to serve as uranium hexafluoride… storage facility to support large-scale uranium enrichment at the Natanz Fuel Enrichment Plant. The bunkered structure was constructed between 2010 and 2017, with the bulk of construction occurring between 2015 and 2017.”

It further added that “The lesson for today is that any temporary enrichment ban must include a dismantlement and dissolution of remaining capabilities and must not allow for any type of preparatory activity for the end of a ban.”

IRAN NUCLEAR DEAL HINGES ON IAEA ACCESS TO LONG-BLOCKED ATOMIC WEAPON SITES, EXPERTS SAY

Uranium is the crucial material to produce atomic weapons. Iran’s regime is vehemently opposed to the Trump administration’s demands that it stop enriching uranium and hand over its already enriched uranium.

According to another report by the Institute for Science and International Security in April,” From December 2024 to June 2025, a half-year period, Iran almost doubled its stock of 60% enriched uranium to 440 kilograms. This action dramatically increased suspicion that Iran was moving toward a decision to build nuclear weapons, significantly shortening timelines to be able to create a nuclear arsenal with up to ten nuclear weapons.”

The U.S. and Israeli strikes on Iran’s vast nuclear weapons facility during Operation Midnight Hammer in June 2025 significantly set back Iran’s ability to produce atomic weapons and enrich uranium.

OBAMA-ERA INSPECTION FLAWS IN IRAN COULD PERSIST AS EXPERTS WARN OF NUCLEAR BLIND SPOTS

Jason Brodsky, policy director at United Against Nuclear Iran (UANI), told Fox News Digital that “The report assesses the structure at the Natanz nuclear facility was not targeted during Operations Midnight Hammer and Epic Fury. This raises questions as to why the U.S. and Israel did not target the site. Given that Iran is not allowing IAEA International Atomic Energy Agency inspections of bombed facilities, in contravention of its NPT Treaty on the Non-Proliferation of Nuclear Weapons obligations, this will require Washington and Jerusalem to rely on their own intelligence estimates as to this bunkered building.”

Brodsky added, “If it is still intact and can accommodate this kind of enrichment activity, the site should be destroyed in any future strikes. The allowance of such a facility under the JCPOA Joint Comprehensive Plan of Action demonstrates the flaws of the agreement — permitting Iran to retain an industrial scale enrichment program following the sunsets of various provisions — and underscores why zero enrichment in Iran has to continue to be the international demand.”

When asked about the facility and if the IAEA plans to inspect it, Fredrik Dahl, a spokesman for the IAEA, told Fox News Digital, that “The building you are referring to is well-known to the Agency as part of the Natanz site that the IAEA regularly inspected prior to mid-2025.”

Asked about the report, Anna Kelly, a White House spokeswoman, told Fox News Digital that “First, Iran’s nuclear facilities were totally obliterated during Operation Midnight Hammer. Now, Operation Economic Outcast is severing every remaining economic lifeline sustaining the Islamic Republic of Iran. President Trump has been clear that Iran can never possess a nuclear weapon, and America is entering the endgame with the single greatest financial offensive ever mounted against an adversary.”

Successive U.S. administrations have repeatedly designated the Islamic Republic of Iran since the 1980s as a leading state-sponsor of terrorism.

U.S. Treasury Secretary Scott Bessent’s announcement last week that the U.S. imposed the economic equivalent of the military campaign that defeated Nazi Germany on the Islamic Republic of Iran could set off a series of events leading to the dissolution of the nearly 47-year-old dictatorship in Tehran, according to experts.

Bessent’s declaration of economic warfare — formally designated Operation Economic Outcast — follows President Trump’s commitment to launch an “economic D-Day” against the clerical regime. The comprehensive U.S. economic pressure point campaign also aims to isolate the regime with respect to its efforts to rebuild its nuclear weapons facility.

    Summary

    • Lower court said Congress must approve ballroom project
    • Trump emphasizes national security in defending project
    • Historic preservation group sued to challenge ballroom
    • Chief Justice Roberts calls the project “likely unlawful”
    • Roberts was the only conservative justice to dissent

WASHINGTON, Aug 31 (Reuters) – The U.S. Supreme Court in a 5-4 ruling on Monday let Donald Trump’s administration continue construction of his White House ballroom complex while the president challenges a judicial order that would halt much of the development, with Chief Justice John Roberts in a dissent calling the project “likely unlawful.”

The court granted the administration’s request to block a lower court’s ‌order halting above-ground construction of the $400 million ballroom while a lawsuit by a historic preservation group seeking to stop the project proceeds.

The nonprofit National Trust for Historic Preservation sued last year after the administration
    tore down

the White House East Wing and began building a 90,000-square-foot (8,360-square-meter) ballroom without seeking specific approval from Congress. Trump has said the ballroom will be “the greatest of its kind ever built.”

Monday’s ruling, lauded by Trump, was powered by five of the court’s six conservative justices. They wrote that the plaintiffs lacked the necessary legal standing to sue. They also said the government would likely suffer “irreparable harm” if the project were blocked, citing national security concerns.

Roberts was the only conservative justice to dissent. He was joined in his dissent by the court’s three liberal justices.

The ballroom construction is “likely unlawful,” Roberts wrote, noting that Congress has “plenary constitutional authority over the District of Columbia and federal property” and that it has prohibited structures from being built on federal government grounds in Washington, D.C., without its authorization.

“The ballroom is a building or structure being erected on federal park grounds — President’s Park — in the District of Columbia. Yet Congress has not passed any law resembling ‘express authority’ for the Executive’s construction of it,” Roberts wrote.

    ‘THE GOLDEN AGE’

Trump in a social media post welcomed the ruling and called the legal challenge baseless.

“I am pleased to report that the United States Supreme Court has just ruled in favor of the Ballroom/Military Complex being built without any further contingency, doubt, or threat. We are living in the Golden Age of America, and this Building will be one of the Greatest ever constructed in Washington, D.C.,” the Republican president wrote.

The project combines the above-ground ballroom with an extensive underground complex. Trump has said the project includes bomb shelters, medical facilities, shielding from drones and missiles and other security features that are “all tied together as one big, expensive and very complex unit.” Construction continues on the lower levels of the ballroom structure, with walls and floors visible.

Brent Leggs, president and CEO of the National Trust for Historic Preservation, expressed disappointment with the court’s ruling. Leggs said the dissent written by Roberts “reiterated what we have maintained from the start of our case — that construction of the White House ballroom is ‌unlawful.”

Leggs urged the Supreme Court to fast-track the Trump administration’s expected formal appeal, vowing that his group will “continue to advocate with our partners on behalf of the American people, the democratic values of our nation and the preservation of our country’s most historically significant places.”

In an August 14 Supreme Court filing, Justice Department lawyers echoed Trump’s contention that the project is a security necessity, citing assassination attempts against the president and other recent threats.

“This case involves an extraordinary and unlawful injunction that will halt the ongoing construction of the integrated military complex, including a totally secure ballroom space, at the East Wing of the White House, which is vitally required by national security,” they wrote.

    ‘A TEMPORARY TENANT’

On August 7, the U.S. Court of Appeals for the District of Columbia Circuit in a 2-1 ruling upheld U.S. District Judge Richard Leon’s order directing the administration to halt above-ground construction.

“Each President is a temporary tenant, not the owner, of the White House,” and cannot fundamentally reshape it without congressional approval, the D.C. Circuit’s ruling stated.

Leon’s order did not permanently bar construction of a ballroom. It blocked above-ground efforts while allowing below-ground construction to continue, as well as work deemed “strictly necessary” for the safety and security of the White House. In its ruling, the D.C. Circuit said national security arguments “are not an automatic get-out-of-law-free card.”

The Justice Department said in its August 14 filing that the overall project — including both the underground facilities and the above-ground ballroom — was 65% complete.

Trump has said the ballroom project is a security necessity, and has referred to the structure as a “military center.” Trump said the D.C. Circuit’s decision left him, other White House officials and visitors exposed to attack.

The project is part of Trump’s broader efforts to reshape the Washington landscape, including plans to build a 250-foot (76-meter) arch and revamp the Kennedy Center, a cultural landmark and performance center.

The demolished East Wing housed the first lady’s offices and the White House movie theater. It was originally built in 1902 during Theodore Roosevelt’s presidency and greatly expanded in 1942 during Franklin Roosevelt’s presidency.

The Supreme Court, with its 6-3 conservative majority, has frequently ruled in favor of Trump in his second term in office, with some notable exceptions, as he has pushed to expand his powers in domestic affairs and foreign policy.
