    President Donald Trump declared in an early Wednesday morning Truth Social post that a scheduled Senate hearing on Jay Clayton’s nomination to serve as director of national intelligence would not move forward Wednesday.

    The U.S. Senate Select Committee on Intelligence has a hearing on Clayton’s nomination for DNI scheduled for Wednesday afternoon.

    But the president said the hearing will not take place until Jamie McDonald has been confirmed to fill the U.S. attorney for the Southern District of New York post.

    President Trump tied the move to an ongoing dispute over renewal of Section 702 of the Foreign Intelligence Surveillance Act, claiming Democrats backed away from an agreement to support the surveillance authority after Republicans agreed to move away from Bill Pulte as acting DNI. The provision allows U.S. intelligence agencies to collect communications of foreign targets located outside the U.S.

    WASHINGTON, June 17 (Reuters) – A Vietnamese man with cardiovascular problems collapsed and died in the “Speedway Slammer,” the repurposed Indiana maximum-security prison that’s become a symbol of the Trump administration’s immigration crackdown. In a Pennsylvania detention center, a Chinese man who had previously attempted suicide was found hanging in the shower. In a New York facility, a Honduran man with an elevated heart rate and tremors from alcohol withdrawal died in his cell with no emergency care.

    These men are among 50 people who have died in U.S. immigration detention since President Donald Trump launched his mass deportation campaign in January 2025, Immigration and Customs Enforcement records show.

    Between 2009 ​and 2024, U.S. immigration facilities had one death annually for every 3,848 detainees, based on the facilities’ average daily population, a Reuters analysis of ICE data found. That rate has more than doubled since Trump returned to office, reaching about one death for every 1,630 people based on preliminary data through early June.

    The data analyzed by Reuters was obtained by the Deportation ‌Data Project through a public records request and processed by the Vera Institute of Justice, a nonprofit organization that advocates for lower incarceration rates.

    The causes of detainee deaths can be complex and do not necessarily stem from neglect or abuse by detention-center administrators. But three experts in detention deaths who reviewed ICE records and autopsies for Reuters said the rising rate and other data points raised concerns about the quality of supervision and medical care in detention centers that have seen their populations balloon under Trump.

    The population rose in the last year of Democrat Joe Biden’s administration, which stepped up enforcement amid election-year criticism. ICE held about 40,000 immigrants when Trump took office, up from a Biden-era low of about 14,000 in February 2021 during the COVID-19 pandemic.

    Under Trump, the number shot up to about 70,000 at its January peak, during a major crackdown in Minneapolis, before falling back to about 57,000 as of early June.

    Twenty-one of the 50 deaths were discovered after the detainee was deceased or unresponsive, ICE records show. These cases, which included 10 suicides, ​are especially concerning, because they could reflect a lack of physical- and mental-health oversight and timely care, said Sanjay Basu, an associate physician at the University of California, San Francisco, who has studied ICE detention deaths, one of the three experts who reviewed the data and records for Reuters.

    Heart attacks and cardiovascular issues accounted for 16 deaths, which the medical experts said suggested potential problems with initial health screenings ​and chronic-disease management.

    Chanelle Diaz, an assistant professor of medicine at the Columbia University Irving Medical Center, said the data and records show the agency is choosing to imprison medically vulnerable people, resulting in a “spike in preventable deaths.”

    “The system is not designed for chronic-care management,” Diaz said, noting that at least two detainees who ⁠died had dementia and posed no risk to the public.

    The Department of Homeland Security did not provide detailed records of the Trump-era deaths reviewed by Reuters. The agency said that it was committed to ensuring a “safe, secure and humane” environment in detention.

    “Comprehensive medical care is provided from the moment individuals arrive and throughout the entirety of their stay,” DHS spokesperson Lauren Bis said in a statement to Reuters.

    QUESTIONS ABOUT TIMELY MEDICAL CARE

    Part of the difficulty ​in determining the factors driving the death rate stems from the scant detail in the Trump administration detention-death reports reviewed by Reuters and the three experts.

    The administration’s reports contain less detail on the circumstances surrounding each death than previously. Many omitted critical information such as the detainee’s medical history, medications, and emergency-response details, the experts said.

    Michele Heisler, medical director at nonprofit Physicians for Human Rights, singled out the ICE death report on Santos Reyes Banegas, a Honduran ​man who died in the Nassau County Correctional Center on Long Island, New York, last September.

    ICE said in the report that during intake at 11:22 a.m. on September 17, 2025, a nurse noted symptoms of alcohol withdrawal. Two hours later, a doctor who evaluated him said he was experiencing tremors and prescribed medications for withdrawal.

    The report, however, doesn’t specify any particular medicine or confirm the medicines were administered. At 6:25 a.m. the following day, Reyes was found unresponsive in his cell and was declared dead 20 minutes later, the ICE report said.

    Heisler said timely care in a hospital setting can greatly reduce life-threatening risks from withdrawal. “It raises the question of why wasn’t he immediately sent to an emergency department,” she said.

    DHS said the death remains under investigation but “the preliminary cause appears to be liver failure complicated by alcoholism.”

    An investigation by the New York State attorney general’s office found that the officer on duty did not cause Reyes’ death, a spokesperson for the office said.

    SCREAMING FOR HELP; WAITING 15 MINUTES

    Tuan Van Bui, a 55-year-old Vietnamese man, ​arrived on November 19 at the so-called Speedway Slammer, the Trump administration’s nickname for the Miami Correctional Facility in Bunker Hill, Indiana.

    Bui, who suffered a stroke in late 2023, had been prescribed medication for high blood pressure and cholesterol last August, soon after he was detained, an ICE report said.

    In February, Bui filed a federal court petition in Indiana seeking his release, saying he walked with a cane and detention was causing “his health to worsen.”

    On ​the first day of his second term, Trump rescinded Biden-era guidance instructing ICE to consider mitigating factors before detaining immigrants, including their age, health, role as a family provider or military or public service.

    In March, a physician diagnosed Bui with chronic obstructive pulmonary disease, an ICE report said, without providing further details.

    A week later, on April 1, Bui collapsed.

    Fellow detainees screamed at a nearby guard for help, three detainees told Reuters.

    Iraqi detainee Ibrahim Ibrahim started performing CPR, using skills he learned as ‌a translator during the Iraq ⁠War, he said in a phone interview.

    It took about 15 minutes for a guard to arrive, Ibrahim and the other two detainees said. Medical staff arrived 10 minutes after that.

    It was too late. Ibrahim felt no pulse.

    “By the time medical came, he was dead,” Ibrahim said.

    Federal immigration detention standards call for a four-minute medical-emergency response time. When asked by Reuters, Bis, the DHS spokesperson, did not provide a specific response time in Bui’s case but said staff “immediately initiated” life-saving measures and “immediately contacted emergency services personnel, who swiftly responded.”

    The Indiana Department of Correction, which manages the facility, referred questions to ICE.

    The ICE report on Bui’s death said that detention center staff initiated CPR, started defibrillation, and called emergency medical services before a supervising physician declared Bui dead around 6 p.m. The report did not mention Ibrahim providing CPR first.

    The local coroner attributed Bui’s death to natural causes related to cardiovascular disease.

    Ly Wang, Bui’s stepdaughter, said his family had been preparing for the possibility that he would be sent to Vietnam.

    “The worst case scenario for us was that he was going to get deported,” she said, “not that he was going to die.”

    PATIENT SHOULD BE MONITORED FOR SUICIDE RISK

    Early morning on August 5 at the Moshannon Valley Processing Center in Pennsylvania, staff discovered the body of Chinese immigrant Chaofeng Ge hanging in a shower stall.

    Ge, 32, had been transferred to the center less than a week earlier ​after spending seven months incarcerated pending trial on charges of fraud involving $154.62 in gift cards, court records show.

    Ge ​crossed the U.S. border with Mexico illegally in 2023, according to ICE. He had been working ⁠as a New York City delivery driver, his brother Yanfeng Ge said through a translator.

    Records from the Dauphin County Prison in Harrisburg, Pennsylvania, where Ge was held on fraud charges, show he attempted suicide by hanging on January 25 last year. A summary from the University of Pittsburgh Medical Center, where he was given emergency care after the attempt, noted: “Patient should be monitored for suicidal ideation/plan.”

    Two days later, a social worker at the prison reported that Ge showed signs of depression and bipolar disorder in a suicide-risk assessment. A psychiatrist assessed Ge at the prison and prescribed an antipsychotic drug and later an antidepressant.

    Tom Weber, CEO of PrimeCare Medical, which provided medical services at Dauphin County ​Prison, said the facility had supplied the records to ICE when Ge was transferred to its custody. Reuters could not independently confirm the records were delivered.

    ICE said in a press release on Ge’s death that he arrived without medical records from his previous incarceration.     The next morning at breakfast, hospital staff noticed his tongue was swollen and gave him an allergy medication. They began life-saving actions three minutes later before pronouncing him dead, according to the ICE death record.

    The experts in detention deaths consulted by Reuters found nothing in ICE records released so far to suggest the agency’s emergency response ⁠was lacking.

    Three months later, however, ​his family still awaits answers from ICE and the Dallas County medical examiner on the cause of death, said his brother, Naseer Paktiawal.

    A former Afghan special forces soldier, Paktiawal had been evacuated with his family by the U.S. military during the Taliban takeover in 2021 ​and had applied for asylum, Naseer said. He was the sole family provider and worked at a local Afghan market, he said.

    In September, Paktiawal was indicted for improper use of $200 or more in federal food stamps for business purposes, a felony. Two months later, he was arrested for attempted theft of about $220 worth of groceries, records show, and released.

    Before Trump’s second term, Paktiawal’s background would have made him a lower priority for detention. But the Laken Riley Act, enacted shortly after Trump took office, required ICE to detain anyone arrested for shoplifting and ​other crimes.

    Worried about a president who seemed to be flying by the seat of his pants as he waged war, Congress stepped in to establish a council of experts to advise the president, gathering information from across the government to consider the consequences and effects of military action.

    “There’s no doubt there were missed opportunities with a smaller NSC” ahead of Trump’s decision to attack Iran on February 28, one former Trump administration official told CNN.

    The hollowing out of the NSC has altered US foreign policy at key moments of the wars in Iran and Ukraine while catering to Trump’s shoot-from-the-hip management style, four veterans of Trump’s second term said in interviews with CNN.

    There are some benefits to a smaller NSC, including that it means there’s less bureaucracy to navigate when crises occur, two of the former officials said.

    But a larger NSC could have helped Trump better coordinate with Gulf allies over Iran’s response to US military strikes and facilitated a more “thorough” discussion of Tehran’s willingness to effectively close the Strait of Hormuz, the former official said.

    Instead, Trump told CNN in March the “biggest surprise” of the war was the ferocity with which Tehran hit Arab Gulf states with missile strikes. The administration also significantly underestimated Iran’s willingness to close the strait, despite the military having war-gammed that exact scenario for years, CNN previously reported.

    The NSC had a prime role in the deal the Obama administration reached, in 2015, to monitor Iran’s nuclear program. Robert Malley, a lead negotiator for the deal, also served as a senior NSC official. Nate Swanson, who was an Iran-focused State Department official at the time, said the NSC was “extremely involved” in shaping and implementing the deal and held numerous meetings on the subject.

    “The NSC is more effective and responsive to the President’s priorities than ever before,” White House spokesperson Anna Kelly said in a statement.

    “Any suggestion that all of the relevant entities – including the Department of War, Department of State, Department of Energy, Department of the Treasury, Central Intelligence Agency, and more – were not involved over the course of Operation Epic Fury and beyond is laughable,” Kelly added. “The President meets frequently with his national security team and listens to a variety of opinions on any given issue. Ultimately, he is the final decisionmaker.”

    While key officials from agencies including the Departments of Energy and Treasury were present for some of the early planning meetings before the US attacked Iran, sources briefed on the meetings said, the agency analyses and forecasts that would have been integral elements of the decision-making process in past administrations were secondary considerations.

    Sriprakash Kothari, whom Trump nominated to be assistant Treasury secretary for economic policy, told Senate staff that he was unaware of anyone at Treasury who conducted analysis or work related to energy markets before the US military operation against Iran, according to Sen. Ron Wyden, the top Democrat on the finance committee.

    Treasury Secretary Scott Bessent told Wyden the Treasury “relies on hundreds of career economic experts” and others to provide Bessent with advice. (Bessent did not specify whether those advisers did so in relation to the Iran war.)

    “The cabinet departments can do a lot of the heavy lifting, but the distilling of complicated information at scale is what the NSC thrives at,” the former official said.

    About a fifth of the world’s oil flows through the Strait of Hormuz, and Iran leveraged its closure to try to extract concessions from the US during negotiations to end the war. Trump announced a framework agreement between the the US and Iran Sunday ahead of a planned formal signing on Friday.

    A lack of coordination across federal agencies was evident in the Pentagon’s early decision to prioritize attacks against Iranian military targets rather than dedicating assets to deterring Iran from attempting to close the strait, two sources familiar with the planning discussions at the time said.

    While the US had significant military assets in the Middle East before the US attack on Iran, those assets weren’t suited for preventing Iran from closing the strait, one of the sources said.

    “After bombs started falling, there is nothing else the carrier strike groups could have provided that would have changed the calculus on closure,” the source told CNN.

    “Through a detailed planning process, the Department of War was prepared for any potential action taken by the Iranian regime,” said Kelly, the White House spokesperson. “Any suggestion otherwise is laughable.”

    Since its inception, the NSC has periodically frustrated some Pentagon officials who have seen it as a power grab of their war-planning duties. That was true during the Biden administration, where the NSC staff numbered well over 300 people. But few presidents have taken a sledgehammer to the NSC the way Trump has. It was the Stephen Miller-led Homeland Security Council, a body created in the wake of 9/11 to deal with threats to the US homeland, that was the hub for drawing up plans for a post-Maduro Venezuela.

    Swanson, who went on to serve as an Iran adviser at the NSC in the first Trump and Biden administrations, described the NSC in Trump’s first term as having one of the most rigorous schedules of any NSC he was aware of. That included a heavy cadence of meetings on Iran, Swanson said.

    In the second Trump term, the administration appears to have “abandoned the process altogether,” he told CNN.

    Swanson served on the State Department’s Iran negotiating team at the beginning of Trump’s second term until he was ousted after Loomer complained that he was an “Obama holdover.”

    “This [NSC now] seems to be exclusively top-down decision making and fear of bringing bad news to the president,” Swanson said.

    Before President George HW Bush ordered a US military response to Saddam Hussein’s 1990 invasion of Kuwait, Bush’s National Security Council held a flurry of meetings to debate the merits of miliary action.

    Representatives from the Pentagon, spy agencies and the State and Treasury departments were all at the table, providing updates to National Security Adviser Brent Scowcroft or his deputies. State Department officials reported on their efforts to build what would become a coalition of dozens of countries to support military action against Hussein. Treasury officials reported on their work with foreign counterparts to enforce a blockade of Iraq and stabilize the oil market.

    It was the sort of coordination that the council was designed to facilitate, in line with what Congress intended in 1947 when the NSC was created in the wake of Roosevelt’s prosecution of WWII.

    The NSC was a way of forcing people from across the federal bureaucracy into a room to produce decision-making information for the president, and to track how those policies were executed, according to historian and former Pentagon speechwriter John Gans.

    Policy experts take leave from various agencies to report to the Eisenhower Executive Office Building next to the White House.

    “The NSC was created because people were very scared during World War II that you had a president, who ended up dying in office, who was basically running a global war by the seat of his pants,” said Gans, whose book “White House Warriors” chronicles how presidents have used, and been used by, the NSC in times of war.

    There are positives and negatives to having a robust NSC able to provide ample advice.

    “A larger NSC can handle more topics simultaneously, but there’s also the danger of a bureaucracy believing it can make decisions that rightfully belong to the president,” the first former official said.

    “This is not a traditional administration,” another former Trump official said. “The president and his top officials are the ones dictating policy, so it’s a top-down approach rather than bottom-up. It certainly is way more efficient this way.”

    That former official argued that Trump was able to put together a plan to end the war in Gaza far more efficiently than if he had kept the NSC bureaucracy in place.

    But in other cases, bureaucracy, or a single bureaucrat, has arguably still gotten in the way. At the start of Trump’s second term, nearly every NSC hiring decision had to go through Sergio Gor, then the head of the White House personnel office, according to a third former US official. As the war in Gaza raged, the NSC’s Middle East directorate had only a few people because Gor was blocking some new hires, the source said.

    Since World War II, every American president has grown frustrated with the bureaucracy or press leaks and shrunk the size of their circle of advisers, according to Gans. Even President George HW Bush, who Gans called the “gold standard” for NSC management during the First Gulf War, “basically stopped” calling meetings of the formal council as the war progressed, Gans said.

    One of the clearest signs of the NSC’s removal from the national security decision-making process came last July, when Defense Secretary Pete Hegseth did not inform the White House about his decision to pause weapons shipments to Ukraine. It was the second time in 2025 that Hegseth had decided to halt the flow of US weapons to Ukraine, catching senior national security officials off guard, CNN previously reported.

    When a reporter asked during a Cabinet meeting who authorized halting the weapons shipment, Trump replied, “I don’t know, why don’t you tell me?”

    “It’s kind of a miracle we haven’t seen more” public examples like that of the NSC being blindsided by big national security decisions, the third former official said.

    特朗普的尖锐批评者、亚利桑那州民主党参议员马克·凯利周二对记者表示,对普尔特尔的担忧实际上可能有助于克莱顿在出席情报委员会听证会时获得通过。

    “[我]希望听到白宫做出保证,比尔·普尔特尔不会接任国家情报总监一职,哪怕是很短一段时间,但我预计不会得到这样的保证,”他说。

    凯利表示,普尔特尔在情报界的潜在存在可能成为“推动克莱顿以更快流程获得确认”的“激励因素”。

    参议院多数党领袖、南达科他州议员约翰·图恩表示,克莱顿在纽约南区的工作确实涉及情报事务。

    Former Securities and Exchange Commission (SEC) Chairman Walter “Jay” Clayton was set to face senators at what was expected to be a tense confirmation hearing to become director of national intelligence Wednesday. But President Donald Trump abruptly halted the proceedings, declaring in an early morning Truth Social post that Clayton’s confirmation hearing would not move forward Wednesday.

    While Trump commands a great deal of authority, he can’t cancel a hearing on the Hill on his own. But, sources familiar with the matter told Fox News Digital that it’d be “hard to have a hearing without a witness.”

    The presumably postponed hearing had been set against the backdrop of’ Democrats’ weeks-long uproar over President Donald Trump’s temporary pick for the job — homebuilder scion and Federal Housing Finance Agency Director Bill Pulte.

    Clayton is currently serving as the U.S. attorney for the Southern District of New York, which is considered the most prominent of the dozens of national posts – with alumni ranging from Rudy Giuliani to Preet Bharara.

    Sen. Mark Kelly, D-Ariz., a top Trump critic, told reporters Tuesday that concerns over Pulte could actually help push Clayton through once he appears before the Intelligence Committee.

    “[I] would love to hear some reassurance from the White House that Bill Pulte is not going to take over as DNI, even for a very short period of time, but that I don’t anticipate that coming,” he said.

    Kelly said that Pulte looming over the intelligence community might be an “incentive” to move Clayton through “on a faster timeline.”

    “But to do that, we have to have everybody in the committee,” he said.

    Democrats have accused Pulte of playing politics with his powers at FHFA and worry that his lack of intel credentials and alleged partisanship endanger the role of DNI.

    Trump dismissed such claims, saying “Dumocrats” are inordinately “afraid” of Pulte.

    Clayton, meanwhile, is expected to come before Congress with a resume that may be easier for Democrats to digest in the narrow-GOP-majority upper chamber.

    While Clayton also doesn’t come from the intel community, he does have the prosecutorial chops some critics may be assuaged by.

    As SDNY’s top federal prosecutor, Clayton has overseen cases involving violent crime, drug trafficking, Wall Street-related enforcement and national security matters, while avoiding public controversy of other Trump picks.

    Senate Majority Leader John Thune of South Dakota said that Clayton’s role as SDNY does crossover into intelligence matters.

    “Jay Clayton is an eminently qualified individual to become the new director of national intelligence. And so we are looking forward to processing him this week. Intelligence Committee Chairman Cotton will be … holding his confirmation hearing tomorrow… and hopefully reporting him out later in the week.”

    Returning to concerns over Democrat roadblocks for another Trump pick, Thune noted it would take cooperation of the minority party to fast-track the nomination.

    It remains unclear when Clayton’s confirmation hearing will be rescheduled or whether Democrats will cooperate with efforts to move his nomination quickly.
