    中国制定汽车行业境外竞争行为与合规建设指引后,中国电动车巨头比亚迪说,积极响应合规指引,承诺规范海外价格管理体系、严守公平竞争底线。

    中国商务部官网星期二(9月1日)发布由商务部、工业和信息化部、市场监管总局制定的《汽车行业境外竞争行为与合规建设指引》。

    上述三个部门介绍,制定这份指引的目的是要推动汽车行业健康有序国际化发展,引导汽车行业企业规范境外竞争行为、加强合规建设,深化汽车产业链供应链国际合作,促进全球汽车行业发展进步。

    根据这份指引,企业可建立以成本为基础、国际市场供求为导向的定价策略,依法依规做好本企业零部件、整车等产品价格合规管理,不为获得不正当竞争优势扰乱市场竞争秩序。

    指引强调,企业在境外开展品牌展示和宣传活动时,应按东道国(地区)相关规定真实完整披露相关信息,不作虚假宣传,不欺骗或误导消费者,维护中国汽车品牌形象。

    指引也提出,企业应加强境外反垄断合规建设;企业应加强产品出海评估,避免不符合目标市场和使用环境需求的产品出海;企业应遵守东道国(地区)相关劳动法规;企业应加强对东道国(地区)政治形势、宏观经济、社会安全、汽车产业等各方面风险研判。

    路透社报道,上述指引是在以比亚迪为首的中国汽车制造商迅速进行全球扩张后制定的。中国国内竞争加剧,迫使制造商在海外寻找增长机会。

    另据《经济参考报》报道,根据中国海关统计,2025年中国汽车出口832万辆,销往200多个国家地区。中国企业已在80多个国家地区投资汽车制造业。

    比亚迪星期三(8月2日)在社交平台称,积极响应合规指引,助力中国汽车产业出海高质量发展。

    比亚迪称,公司坚持长期主义,将以《汽车指引》为行动遵循,“持续完善海外全链条合规管理体系:规范海外价格管理体系、严守公平竞争底线、保障消费者合法权益;同时落实各项法规要求,夯实本地化服务,履行企业社会责任”。

    WASHINGTON, Sept 2 (Reuters) – President Donald Trump will now speak on both nights of ‌the Republican Party’s unusual midterm convention next week, a party official said on Wednesday, an expanded role that will compete for viewers with the start of the NFL season.

    Trump had originally been scheduled to deliver an address on Thursday to close out the ​September 9-10 convention in Dallas, but now will deliver the keynote speech on Wednesday and speak ​after Vice President JD Vance on Thursday evening as well, the party official said on ⁠condition of anonymity.

    “President Trump wants to set the tone for the entire convention,” the party official said, ​explaining why Trump was now going to speak on the first night.

    The change comes as some party insiders have ​told Reuters they are concerned the Republican National Committee may struggle to attract members and activists to the event.

    Trump is grappling with weak approval ratings amid voter dissatisfaction over the Iran war and persistent inflation, raising the stakes for Republican candidates fighting to ​preserve their party’s narrow congressional majorities in November.

    The convention begins just after Labor Day on Monday, when campaigns ​typically start their final sprint toward Election Day.

    Another senior Republican Party official, who asked to remain unidentified, said he has ‌heard the ⁠party is struggling to attract attendees to the convention and that the White House and Trump’s political team have stepped up efforts to encourage Republicans to attend.

    Organizers have expressed confidence that the American Airlines Center arena, where the convention is being held, will be filled.

    One Republican operative familiar with the event, however, said he had ​heard the convention will allow ​more everyday supporters than ⁠initially planned because organizers have not been able to find enough Republican officials and donors to attend.

    After months of negative headlines tied to the Iran war and ​rising living costs, party officials see the gathering as their best opportunity to rally ​voters behind ⁠Trump’s agenda ahead of the November 3 election.

    Some Republicans, however, remain skeptical it can meaningfully shift voter sentiment.

    The convention’s opening night will coincide with a Super Bowl rematch between the New England Patriots and Seattle Seahawks, airing on NBC ⁠and ​its streaming service, Peacock.

    On Thursday night, Trump and Vance will compete ​for viewers with a highly anticipated NFL rivalry matchup between the San Francisco 49ers and Los Angeles Rams in Melbourne, Australia, which will ​stream exclusively on Netflix.

    WASHINGTON, Sept 2 (Reuters) – Democrats in the U.S. House of Representatives defeated ​a constitutional amendment on Wednesday to permanently cap the Supreme Court at nine justices, voting against a Republican proposal designed ‌to make the court’s conservative majority a campaign issue ahead of November 3 elections.

    House Republicans staged the vote to highlight the potential for Democrats, angered by rulings on issues such as abortion and voting rights, to expand the court and weaken its conservative majority if they regain control of Congress in November’s midterms.

    The measure failed 212-206, far short ​of the necessary two-thirds majority to pass in the House.

    Republicans control 218 seats in the House, compared with 214 held by ​Democrats. Even had the measure passed, it faced long odds in the U.S. Senate and would have needed ⁠to then be ratified by 38 of the 50 U.S. states.

    Republicans and Democrats, when holding majority control of the House, have historically staged ​votes on bills they know will fail but are known as “messaging bills” that can be used to shore up support with voters during election ​campaigns and force political opponents into taking stands on thorny issues.

    Republican Speaker Mike Johnson’s decision to schedule the vote with few legislative days left before the November 3 elections underscored Republican concerns that Trump’s low approval ratings could cost the party its House or Senate majority.

    “Defending the integrity of the Supreme Court shouldn’t be a ​controversial vote,” Johnson said in a statement afterwards, referring to Democrats.

    House Republicans supporting Wednesday’s proposed amendment argued it was necessary to put an end to ​Democratic proposals to alter the court’s size after President Donald Trump, a Republican, appointed three justices to give the court a conservative 6-3 majority.

    “Surprise, surprise America. ‌It’s another ⁠partisan power grab by MAGA, our colleagues who fear for the results in the November election as their policies have brought us nothing but war, inflation, corruption, lawlessness and a $40 trillion debt,” Democratic Representative Jamie Raskin of Maryland said in a speech opposing the measure.

    THE NUMBER OF JUSTICES IS AN OPEN QUESTION

    The U.S. Constitution does not establish how many justices should sit on the Supreme Court, and the size has fluctuated over ​the course of U.S. history, with ​Congress reducing it to as few ⁠as five justices and expanding it to as many as 10 over the years. The Supreme Court has had nine justices since 1869.

    A failed push by Democratic President Franklin D. Roosevelt in 1937 to add up ​to six justices was widely criticized as an effort to “pack” the court after the justices struck down ​parts of his ⁠New Deal agenda. Lawmakers rejected his bid decisively.

    “That was the birth perhaps of the attempt to have an imperial executive,” Republican Representative Andy Biggs of Arizona argued during House debate. “It wasn’t about building a better courthouse … it was about changing the composition of the court for ideological purposes.”

    The court since 2021 ⁠has overturned ​the nationwide right to abortion, expanded gun rights, curtailed the power of federal agencies ​and allowed the Republican president to execute much of his second-term agenda.

    Democrats have since put forward legislation that would expand the number of justices on the court to 13 — an option ​they say Congress must maintain under Trump.

    An Obama-appointed federal judge is being branded an “activist” after she again blocked new U.S. Postal Service (USPS) mail-ballot requirements ahead of the 2026 midterm elections.

    U.S. District Judge Indira Talwani issued a 14-day temporary restraining order last week blocking key portions of a new USPS policy governing the mailing of outbound ballots. The rule, developed in response to an executive order from President Donald Trump, would require election officials to submit ballot-envelope designs for approval and upload voter information and unique tracking barcodes to a new USPS portal.

    Jason Snead, executive director of the Honest Election Project, accused Talwani of trying to “run out the clock,” arguing that the continued litigation could prevent the rule from taking effect before states begin mailing ballots for the midterms.

    “Because of the antics of the left in this case, it’s very possible that we will not be able to get this rule put in place for the 2026 midterms,” Snead told Fox News Digital. “Ballots do go out in just a couple of days, and I think, to a certain extent, their campaign to run out the clock may have succeeded.”

    North Carolina county election boards are scheduled to begin mailing absentee ballots Friday. Snead and Gregory Teufel, founder of OGC Law, LLC, both noted that election officials in the state had already taken steps toward complying with the USPS requirements.

    Talwani found that the states lacked the time and money to redesign ballot envelopes, obtain USPS approval, modify election-management systems, train officials to use the new portal and upload voter information before the midterms. She concluded that compliance was “practically impossible” for the approaching election and warned that eligible voters could be disenfranchised.

    Snead pushed back on that conclusion, arguing that the rule puts longstanding USPS recommendations into mandatory requirements.

    “It’s a fairly straightforward rule,” Snead said. “It’s largely premised on best practices that are already in place and gathering data that states already possess. The burdens are extraordinarily minimal as far as compliance is concerned, and the Postal Service is really just trying to better regulate the mail—not attempt to seize control of elections or to take away fundamental constitutional questions, like who is eligible to vote, away from the states.”

    Talwani’s June 25 permanent injunction barred USPS from completing portions of the rulemaking process for the 2026 election.

    The dispute reached the Supreme Court, which stayed Talwani’s earlier judgment on Aug. 24 after concluding that the Trump administration was likely to prevail on its argument that the original challenge was premature because USPS had not yet issued a final rule.

    The justices did not decide whether the executive order or the subsequent USPS rule was lawful. After USPS finalized the policy, the Democratic-led states amended their lawsuit to directly challenge the rule. Talwani then issued the latest temporary restraining order.

    “Ironically, the judge created that problem because her original injunction prevented the U.S. Postal Service from developing the rules earlier, months earlier, which would have allowed the states more time to prepare to follow the rule if the Supreme Court were to allow the rule to proceed,” Teufel said.

    “When the judge points to expenses and practical difficulties, those are expenses and difficulties created in part by the court itself—not by the rule and not by the attempted implementation of the rule,” he added.

    Talwani disputed that characterization in her latest order, writing that “no such delay occurred” because USPS had proceeded with publishing a proposed rule, receiving comments and issuing its final policy despite the earlier injunction.

    Despite his criticism, Teufel stopped short of accusing Talwani of acting for partisan reasons.

    “It’s hard for me to accuse the court of partisanship based on the information I have at the present time,” Teufel said. “Certainly, the court exceeded its authority in issuing the initial injunction against the executive order, which is not a good look.”

    Talwani is set to hear arguments Thursday on the challengers’ request for a preliminary injunction, which could block the USPS rule for a longer period as the litigation continues. The existing 14-day temporary restraining order remains in place in the meantime while the Trump administration’s appeal of Talwani’s earlier judgment is pending before the First Circuit.

    Snead argued that the legal dispute turns on whether USPS is regulating elections or merely setting conditions for the mail it carries.

    “What the government counters is that this is just a Postal Service rule like any other and that the Postal Service has broad authority to regulate the mail that is using the Postal Service,” Snead said. “This is essentially the same sort of rule as requiring that mail pieces be in envelopes, for instance, or have postage paid.”

    Even if the policy does not take effect for the midterms, Snead said states should have ample time to comply before the next presidential election.

    “This is a very mundane rule, very simple to comply with, especially on the kind of timeline that we’re talking about in preparation for 2028,” Snead said. “It’s not about being able to comply with this rule. It is just about resisting efforts to bring greater transparency and security to mail voting.”

    This spring’s Texas GOP Senate runoff was one of the costliest and ugliest Republican nominating contests in recent history.

    And more than three months after Attorney General Ken Paxton prevailed over Sen. John Cornyn with President Donald Trump’s backing, Republicans are still struggling mightily to move forward, despite how central the race is to the Senate majority.

    Pride appears to be winning out over common purpose, as the party engages in a high-stakes internal game of chicken.

    And things are getting increasingly testy.

    The big standoff, as CNN wrote over the weekend, is over who is going to help Paxton compete financially with Democratic state Rep. James Talarico, who is raising significantly more money than the GOP nominee.

    Senate Republicans have left Texas out of their ad spending reservations in an apparent ploy to force Trump’s political operation to bankroll Paxton. And the message to the president seems increasingly unsubtle: You defeated an incumbent with a less-electable, scandal-ridden alternative, now you get to make sure he holds this red state.

    But Trump’s operation has yet to comply. That’s left Paxton outgunned for weeks, with potentially major implications. With two months left, polls show Talarico benefitting from a significant image advantage and the state looking more competitive than it has been in decades.

    And if Democrats win Texas, they’ve moved themselves significantly close to a Senate majority.

    In recent days, we’ve seen something rather remarkable: Congressional Republicans have stepped forward to more overtly tell Trump’s operation that it needs to pony up.

    “We need help from the president,” Sen. John Kennedy of Louisiana told Fox News on Sunday. “The president says he has $850 million in his campaign accounts. That’s a lot of jack. I’m hoping that the president’s going to spend $100 or $200 million in Texas, but he hasn’t committed to it yet.”

    Paxton on the same show responded to two different questions about the race by pointing to his financial deficit.

    By Tuesday, Senate Majority Leader John Thune echoed Kennedy on Fox, casting the race as a must-win and saying that “we’re going to need the president and his team to be engaged there.”

    Then he repeated: “I think all of our allies out there, including the president and his team and their resources, need to be brought to bear on Texas.”

    Hint hint.

    On Wednesday, a Fox News host even asked Trump’s daughter-in-law, Lara Trump, when the president’s groups might spend in Texas.

    Former George W. Bush strategist Karl Rove recently told the Texas Tribune that the race will “depend mightily” on whether Trump spends hundreds of millions on the midterms.

    Rep. Troy Nehls of Texas also told CNN’s Manu Raju on Tuesday that it “would be incumbent upon [Trump] to spend some money to try to help Ken Paxton.”

    For his part, the president said last week, “I’m going to help Ken Paxton, and I’m going to spend a lot of time in Texas.” He added Wednesday that Paxton is “the best attorney general in this country for the last 10 years or more,” although he acknowledged “some people don’t like the way he dresses, or some people don’t like the way he interviews or talks.”

    Still, it’s not clear what the financial aspect of Trump’s support will look like.

    But Nehls also had some other thoughts on the race, which brings us to the other emerging dynamic. And that’s that this standoff has led to plenty of finger-pointing of late.

    Nehls accused Cornyn of rooting for the other side, so he could prove a point.

    “He goes to bed, he’s thinking, ‘I need Ken Paxton to lose, because then I can look into the cameras and tell the voters of Texas, I told you, he wasn’t electable,’” Nehls said.

    Cornyn has assured he supports the ticket, but he’s also continued to undercut Paxton.

    The senator told CNN last week that he won’t campaign for Paxton. And in comments to the Tribune, he labeled Paxton “a poor campaigner” who is “lazy and doesn’t raise money.”

    “And he basically is not offering a very compelling case for his election,” Cornyn said. “He’s making this harder than it needs to be. But so be it — we are where we are.”

    But Cornyn’s not the only one fighting over the situation the party finds itself in. Conservative commentator Erick Erickson on Tuesday posted similar criticisms of Paxton and his character. And he accused those saying Senate Republicans should spend for Paxton of asking the GOP to sacrifice more winnable races in cheaper states.

    That drew Fox News host Laura Ingraham to call Erickson “Another NeverTrump Republican rooting for Talarico”.

    Erickson responded by saying he opposes Talarico but that it’s important to be honest, and suggesting Ingraham was a sycophant who said one thing privately and another publicly. (He pointed to documents in the Dominion Voting Systems lawsuit against Fox that showed the network’s stars mocking Trump and his team’s rigged election claims.)

    There is good reason for the panic setting in among the GOP. Recent polls show the race within the margin of error, but generally with Talarico ahead by a few points.

    And it’s clear that voters just don’t like Paxton. Recent polls show him taking very few independents. He trails among them 37%-11% in one poll, 63%-23% in another and 68%-29% in another.

    His image was between 6 and 18 points underwater in those polls. And the last poll, from Fox News, also showed nearly 6 in 10 registered voters — including 66% of independents and 36% of Republicans — were “very” concerned that Paxton lacked the personal character to serve as a senator.

    The fear among some Republicans is that these perceptions are being cemented, while Talarico remains unscathed.

    But there is also a school of thought that even a modest outside investment could change things pretty quickly — especially by focusing on rather “woke” things Talarico has said. CNN’s KFile reported this week that Talarico in 2020 said Texas oil was “not gonna last” and called capitalism “oppressive.”

    Some on the right still think turning Texas blue is simply too tall a task at this point. (Democrats haven’t won a statewide race there in more than 30 years.)

    One GOP source familiar with the race said that internal polling indicates that voters in Texas do not know much about Talarico. Republican groups have been watching to see how Democrats decide to spend in the race, which will likely determine the amount of money that’s ultimately invested, another GOP source said.

    But it’s surely a gamble to wait this long. And Republicans don’t seem overly convinced Trump is going to ride to the rescue.

    You could sure be forgiven for thinking he’s largely focused on himself rather than his party right now, judging by his political operation’s first midterm ads.

    Dark money in Texas Senate race spurs Talarico complaint to FEC against Paxton

    Earlier this year, a super PAC supporting Texas Republican Senate nominee Ken Paxton received four checks totaling over $1 million from an organization called Preserve Texas, Inc.

    Preserve Texas is not registered as a political committee and has not filed paperwork with the Federal Election Commission that could reveal where the money came from. Instead, it is a Virginia-based nonprofit, incorporated by John Plishka, the treasurer for Paxton’s Senate campaign, according to corporate documents filed in Virginia.

    The arrangement, part of the dramatic uptick in American politics of anonymous, big-dollar giving, has now drawn a complaint from the campaign of Paxton’s Democratic opponent, James Talarico, which accused Paxton and his treasurer of violating federal campaign finance rules.

    The Republicans are “illegally spending dark money outside of the federal contribution limits to promote” Paxton’s candidacy, argued Seth Krasne, Talarico’s campaign manager, in a complaint submitted to the Federal Election Commission on Wednesday and reviewed by CBS News.

    The complaint states, “It appears that Mr. Paxton — via his agent Mr. Plishka — established and controls Preserve Texas Inc., a dark money entity that has spent substantial sums to influence Mr. Paxton’s election while shielding their donors from public scrutiny.”

    In the complaint, Krasne asked the FEC for an investigation, citing a provision of the 2002 Bipartisan Campaign Reform Act intended to keep candidates from using outside groups to collect money they could not lawfully accept themselves.

    Money raised under those rules is capped: Senate campaigns can accept $3,500 each from individuals for the primary and general elections, but every donor above $200 must be named in public filings, and campaigns cannot accept money from corporations or unions. Nonprofits do not face the same constraints.

    “Because the corporation appears to have been established and controlled by Mr. Paxton’s agent, it may not receive or spend any funds in connection with Mr. Paxton’s election that are not subject to the act’s source restrictions, contribution limits, and reporting requirements,” the complaint read, citing the money Preserve Texas sent to the pro-Paxton super PAC — Lone Star Liberty — from February to May.

    Greg Keller, a spokesperson for Lone Star Liberty, said in a statement shared with CBS News that the PAC “fully follows all regulations and laws.” The statement accused Talarico of “claiming to oppose money in politics” while embracing what a recent report in the news outlet NOTUS called a “loophole” to provide super PACs with campaign materials. More than a dozen Democratic candidates have embraced this loophole, called “redboxing,” the report said.

    Either way, the FEC is unlikely to act on the Talarico campaign’s complaint against Paxton before Election Day, since the independent body lacks enough commissioners to vote on opening investigations after a series of departures, including President Trump’s firing of a Democratic commissioner. Still, the lines of attack from both sides illustrate how tensions have risen in American politics over the hundreds of millions in anonymous donations flowing into the 2026 midterm elections to decide control of the House and Senate.

    Spending in the Texas Senate race has ballooned, thanks to eight-figure advertising buys and cash infusions from super PACs that may raise and spend unlimited sums. The race is widely viewed as a toss-up.

    “Ken Paxton’s campaign treasurer is the same person running one of his dark money groups,” said J.T. Ennis, a spokesman for the Talarico campaign. “That is plainly illegal. Paxton’s donors should know that he is wrapping them up in his own criminality — and Texans should know who is behind the dark money spreading Paxton’s lies.”

    This week, the Paxton-aligned Lone Star Liberty PAC launched a $15 million ad campaign that will air across 18 markets in Texas over the next two weeks, Politico first reported. To date, the largest individual donation that the group received came from Preserve Texas, according to campaign finance records.

    The Virginia-based Preserve Texas is listed in campaign finance records as having made donations to no other groups except Lone Star Liberty.

    Richard Hasen, a law professor at the University of California, Los Angeles, specializing in campaign finance regulation, said the validity of the Talarico campaign’s complaint would depend on whether Preserve Texas was “established, financed, maintained or controlled” by Plishka, and whether Plishka was acting as Paxton’s “agent” when he formed it. Federal rules define an agent as a person with “actual authority, either express or implied,” to spend or direct funds in connection with any election for a candidate.

    “These allegations raise a plausible claim that Paxton’s treasurer violated Federal Election Commission rules,” Hasen said. “That does not necessarily mean that Paxton did — the raising and spending of unregulated money would have to be at Paxton’s direction, or at least with his knowledge.”

    Preya Samsundar, a spokeswoman for Preserve Texas, said in a statement shared with CBS News that the group “is an independent social welfare organization operating fully within its primary purpose under section 501(c)(4), which is civic engagement and issue advocacy on matters affecting Texas communities.”

    She said Preserve Texas “has made all filings required of it with the IRS and other relevant authorities and is in full compliance with applicable law.”

    “Preserve Texas is not established, financed, maintained, or controlled by any federal candidate or agent of a candidate, and it makes its own decisions independently,” Samsundar said. “Services provided by John Plishka are purely administrative in nature, limited to recordkeeping, filings, and back-office support, and involve no strategic role.”

    Questions about groups embracing hard-to-trace fundraising methods have intensified as the November elections draw closer. A New York Times analysis of advertising data, campaign filings, and tax returns in late August slotted the amount of anonymous political money in 2026 at roughly $1 billion.

    The Texas Senate race, alone, is responsible for a huge chunk of that spending. Earlier this year, software company AdImpact projected a record-breaking $446 million in total ad spending in Texas. One of the largest beneficiaries of dark money in 2026 was Sen. John Cornyn, the incumbent Republican who lost in a primary runoff to Paxton. CBS News previously reported on tens of millions in pro-Cornyn PAC dollars that came from a group called Ohio Works that does not disclose its donors and listed its address as a Parcel Plus shipping and mailing store in Alexandria, Virginia.

    Saurav Ghosh, the director of federal campaign finance reform for Campaign Legal Center, a nonprofit that researches money in politics, said that transparency, ultimately, is the overarching concern amid the spending uptick. (The Paxton campaign did not respond to requests for comment).

    “Funding campaigns with dark money — including funds from undisclosed donors used to finance super PAC contributions — harms voters and can foster corruption,” Ghosh said.

    A federal judge on Wednesday blocked President Donald Trump’s renewed attempt to limit birthright citizenship, partially halting an executive order the president issued after the Supreme Court struck down his more sweeping effort last year.

    US District Judge Deborah Boardman said the administration could not enforce the new, more limited policy, but the judge is allowing the agencies to continue to work on guidance on how they would carry out.

    In the opinion accompanying the preliminary injunction, she wrote that the new policy was likely unconstitutional under the Supreme Court ruling this summer striking down Trump’s earlier attempt to end birthright citizenship.

    Her order applies to the certified class of legal challengers in the case, which are any children who would have been denied citizenship under the first executive order.

    CNN has reached out to the White House for comment.

    The more recent executive action was aimed at tightening laws already in place and narrowing recognized exceptions to birthright citizenship – the principle in the 14th Amendment that grants citizenship to anyone born on US soil, regardless of the immigration status of their parent.

    Trump’s latest order, issued in August, said that said federal agencies would not recognize the citizenship of children whose parents are not citizens if either parent is “an alien enemy,” “a foreign government employee,” or engaged in so-called birth tourism.

    “If not enjoined as to the class, the 2026 Executive Order could deny the right to citizenship by birth to children whom the Supreme Court declared were citizens,” Boardman, an appointee of President Joe Biden, wrote.

    A second case challenging the new policy is pending in New Hampshire.

    Trump has made curbing birthright citizenship a hallmark of his second term. Immediately after returning to office last year, the president issued an executive order that sought to deny citizenship to babies of parents who are unlawfully in the country or visiting under temporary status.

    But that order was rejected this summer by the Supreme Court, which concluded it was unconstitutional, prompting Trump to take the latest action that’s now the focus of the legal challenges.

    Pentagon rolls out guidelines to test service members for testosterone

    The Pentagon will begin requiring male service members ages 30 and older to get screened for testosterone deficiency, the military announced Wednesday, after Defense Secretary Pete Hegseth called for the change over the summer.

    The Defense Health Agency released a set of clinical guidelines for the tests, which will take place during service members’ regular health assessments.

    It calls for screenings and blood tests for active-duty troops and reservists ages 30 and over. Service members who are diagnosed with hypogonadism, or low testosterone, will get follow-up screenings and treatment, including testosterone replacement therapy, if needed.

    Hegseth said in July that if treatment is recommended for service members, “it’s entirely your choice to receive testosterone replacement therapy.”

    Male service members under the age of 30 will be offered optional annual screenings.

    The guidelines call for female service members to be asked if they have any symptoms of hormonal dysregulation and referred for further assessment if needed.

    In a statement, the Defense Department said its goal is to “invest in the health of its warfighters, strengthen their performance, and maximize force readiness.”

    The testing push comes two and a half months after Hegseth announced the military would be introducing mandatory testosterone screening in a social media video titled “The High-T Department of War.”

    “This initiative, it’s not about artificial enhancement. It’s about restoring and optimizing your natural capabilities, protecting your longevity and ensuring you have the biological foundation required to sustain the fight,” the defense secretary said.

    The health guidance issued Wednesday calls testosterone levels a “critical biological marker for Warfighter readiness, directly impacting physical strength, bone density, aerobic fitness, depressive symptoms, and cardiovascular health.”

    It also warns that service members may be particularly at risk of decreased testosterone.

    Medical experts have pointed to that risk in the past. Army Major Theodore Criostomo-Wynne, a Madigan Army Center urologist, said during a Food and Drug Administration panel last year that “the high operations tempo and high stress that these service members go through can actually decrease testosterone, sometimes acutely and sometimes even in the long term.”

    Some studies indicate that service members in high-stress roles — including members of the Special Operations Forces — face an especially high risk of hormone issues and other medical conditions, a condition researchers have called “Operator Syndrome.”

    Crisostomo-Wynne said last year the phenomenon may be linked to the “chronic stress, blast exposure, traumatic brain injuries and sleep disruptions” that some service members face.
