    People are turning to BNPL loans to pay for rent, food and other necessities

    “Buy now, pay later” loans were originally promoted as a way to help consumers afford small purchases, such as electronics and clothing. Now, financial firms are also pushing the loans as a means for people to cover essential expenses, such as rent, groceries, electricity bills and even medical costs.

    Consumer advocates warn that using BNPL loans for daily necessities and other critical expenses is risky, noting that lenders sometimes obscure the potential costs of these short-term loans. A recent poll from Protect Borrowers, a nonprofit advocacy group that investigates financial abuses, found that many BNPL users report using the loans for essentials, including for rental or housing costs.

    Ariel Nelson, senior attorney at the National Consumer Law Center, a nonprofit advocacy group that supports economic justice for low-income people, said the growing usage of BNPL loans for rent and other necessities underlines how many Americans, depleted in recent years by high inflation, are struggling with the cost of living.

    “The most helpful thing about them is what they reveal about the state of affordability — or unaffordability — in our country, which is that people are struggling to pay rent and utilities on time and in one amount,” Nelson told CBS News. “At best, [BNPL loans] can act as a temporary Band-Aid. Even then, they are not risk-free.”

    Growing dependence

    BNPL loans first became available in the 2010s before gaining traction with consumers in the early 2020s. The loans allow consumers to divide larger purchases into smaller interest-free payments, typically in four installments over a few weeks or months.

    A major reason for their popularity is that borrowers can get a loan on the spot at checkout, online or in stores by providing basic information and without a credit check.

    Most BNPL lenders make money by charging a fixed monthly fee, plus a percentage of the loan amount. Often, the products don’t charge late fees, although many lenders will decline applications for a new loan if a customer has previously been late on payments.

    As a financial innovation, BNPL loans have been a huge hit, highlighting strong consumer demand for short-term installment loans available right at the point of sale. In 2025, Americans borrowed $160 billion in BNPL loans — roughly double the amount from two years earlier, according to research by Federal Reserve economists. More than $96 billion in loans was issued without interest, according to the report.

    More than half of those borrowers — 54% — say they wouldn’t be able to make ends meet without the loans, according to a recent survey from LendingTree, an online lending marketplace.

    While users initially leaned on the loans to make “stretch” purchases like designer clothing or gaming consoles, consumers are now increasingly relying on them to cover necessities, Matt Schulz, chief credit analyst at LendingTree, told CBS News.

    “BNPL lenders have done a really good job of making these types of loans accessible to pay for almost anything,” he said.

    Nearly 30% of BNPL users said they had used the products to pay for groceries, up from 14% two years ago, according to the LendingTree survey. Another 23% of respondents reported using a BNPL loan to pay for medical, dental or veterinary expenses, or for rent.

    “Theoretically, if you can make the payment by the due date and there are no additional financing costs, sure, it could help,” Jennifer Zhang, a policy, research and data analyst at Protect Borrowers, told CBS News. “But they can be packed to the brim with late fees and junk fees that can snowball and become a source of financial distress for many people.”

    Flexibility for borrowers or risky debt trap?

    Affirm, a San Francisco-based BNPL lender, in January launched a pilot that lets renters split their monthly payments into two installments through a partnership with Esusu Pay, a flexible rent payment provider. The companies say the service gives renters flexibility while ensuring landlords are paid on time.

    Although the loans are interest-free and incur no late fees, customers who want the ability to pay their rent in two installments must purchase a membership costing between $35 and $50 per month.

    Neither Affirm nor Esusu responded to a request for comment on claims that BNPL loans can be costly for consumers.

    Consumer advocates say BNPL products can drive consumers deeper into debt, especially when borrowers take out multiple loans from different providers with overlapping repayment periods. For example, because BNPL loans are repaid through automatic withdrawals from a person’s bank account, loan payments can quickly drain a borrower’s funds and trigger an overdraft fee.

    “The products are structured so they seem like they’re low cost, but actually they’re not low cost,” said Nelson of the National Consumer Law Center. “They can include a monthly membership or subscription fee, come with late and processing fees, and users might face overdraft or insufficient funds fees.”

    “We’re selling time”

    Another lender, New York-based Flex, offers loans that allow customers to split their rent, utilities, phone, internet and car payments into smaller installments.

    Borrowers pay a standard $6 monthly fee to split their rent payment in two, plus 3% of the loan amount and a 0.5% processing fee. For example, a customer whose rent is $1,500 a month would typically pay between $30 and $40 per month for the loan, Flex told CBS News.

    Flex, in turn, pays its customers’ landlord in full on the first of the month, or whenever their rent is due. Ryan Metcalf, vice president of public affairs at Flex, described the loan as a way for consumers to buy time.

    “It is for renters who have a timing mismatch, because when they are paid doesn’t always match up with what rent or other essential bills are due,” he told CBS News. “We’re not selling money, we’re selling time.”

    Schulz of LendingTree said that, like most financial tools, BNPL loans can help with budget management, but only if consumers use them wisely.

    “It can be really good because it’s interest-free and predictable, but you can get out over your skis pretty easily,” he said, noting that the loans are easy to get, which makes it easy to overspend.

    “If you are somebody who doesn’t have a lot of experience with credit and managing these sorts of things, it can be a real challenge,” Schulz added.

    Uber to shed 10% of workers as it moves to cut costs and simplify its business

    Uber is laying off 10% of its global workforce as part of a move to streamline and simplify the ride-sharing company, CEO Dara Khosrowshahi said in an open message to employees published Wednesday on the company’s website.

    The cuts amount to roughly 3,400 jobs based on Uber’s headcount at the end of last year.

    The company said it is removing organizational layers, simplifying team structures and taking other steps to boost efficiency. The job cuts will allow Uber to invest more in its drivers, couriers and merchants, as well as to drive more innovation, including autonomous driving, Khosrowshahi said.

    “To do those things, we need to make deliberate choices about where we put our people, our time, and our capital,” he wrote in the memo.

    Wedbush Securities estimated in a report that the layoffs would save Uber roughly $1.7 billion.

    Uber also announced a new “location strategy” that effectively mandates in-person work at its major office hubs.

    “The benefits of sitting together, collaborating in person, and solving problems as a team are clearer than ever in our post-COVID world,” Khosrowshahi said. “With that in mind, we’re establishing clearer principles for where roles and teams should be based, with the goal of concentrating teams in a smaller number of key hubs.”

    Uber is requiring most of its remote employees to relocate to a geographic location where they can report to an office, stating that only about 1% of workers will be permitted to work remotely in the future.

    Uber, founded in 2009 as a rideshare company, has since expanded into other businesses, including food and retail delivery.

    Uber shares rose on Wednesday as much as 2.5%.

    In a major shift that would increase pressure on states to comply with the administration’s immigration crackdown, the DOJ’s Office of ​Legal Counsel said all states that receive funding for two key welfare programs must report people unlawfully present ​in the U.S. to the Department of Homeland Security.

    Previously, only the state agencies that administered the funding ⁠for those programs had to do so. Other state agencies that might know of such immigrants, including universities and ​departments of motor vehicles, did not.

    “Failure to comply may lead to serious consequences, including loss of program funding,” Deputy Assistant Attorney ​General Joshua Craddock, who signed the opinion, said in a statement.

    Since taking office in January 2025, President Donald Trump has carried out a sweeping crackdown on both legal and illegal immigration, including deploying immigration agents into cities around the country and increasingly partnering with state and local ​law enforcement and outside companies to track down immigration violators.

    The administration has repeatedly sought to penalize states that have tried ​to limit their cooperation with federal immigration enforcement.

    The change could face legal challenges from Democratic states, which have already sued to block DHS ‌from ⁠seeing personal details of people receiving funds under one of the programs, Temporary Assistance for Needy Families.

    Courts have also limited other Trump administration efforts requiring the sharing of information on immigrants with DHS, although in some cases judges allowed immigration authorities to receive certain information, such as Medicaid data.

    All 50 states, the District of Columbia and many U.S. territories receive funding from ​the two programs, which include ​Supplemental Security Income. Reuters ⁠contacted eight state attorneys general, who did not immediately reply to requests for comment on how they might respond.

    Federal TANF grants exceed $16.5 billion annually, and SSI federal benefits exceed $60 billion annually. ​Immigrants without legal status are not eligible for either program.

    In the DOJ opinion, which is ​not law ⁠but is binding on federal agencies, Craddock said the previous rule, issued in 1998, wrongly narrowed the scope of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act by using the word “State” to mean a specific state agency, rather than every agency in ⁠a state ​government.

    States could have knowledge of millions of people without legal immigration status ​inside their borders — at least 19 states and Washington, D.C., allow immigrants without lawful status to obtain driver’s licenses, while many state universities also admit ​such students.

    House Democrats are nuking Republicans’ effort to assuage one of President Donald Trump’s biggest concerns about the future of the federal government.

    A vote on a constitutional amendment to cap the number of Supreme Court justices failed on Wednesday afternoon after the vast majority of Democrats voted against it.

    Trump has warned for months that he believes Democrats would seek to expand the Supreme Court if they took back control of Congress, something affirmed by top progressives, including former Vice President Kamala Harris and Sen. Elizabeth Warren, D-Mass.

    House GOP leaders sought to head that off with a proposed amendment led by Rep. Andy Biggs, R-Ariz., that would mandate that just nine justices can sit on the high court.

    Speaker Mike Johnson, R-La., opted to fast-track the legislation past multiple procedural hurdles in exchange for raising the threshold for passage from a simple majority to two-thirds, a maneuver known as “suspending the rules.” But it failed to clinch that number, even though the majority of House lawmakers supported the amendment.

    The U.S. Constitution allows Congress to set the number of seats on the Supreme Court bench, which is currently occupied by eight justices and one chief justice.

    However, the Constitution itself does not dictate how many justices can exist. Republicans argued that changing that could make it much harder for a Democrat-led government to pack the court in the future to stack judicial odds in its favor.

    “Here’s the question every American should ask: If a sitting majority can change the size of the Supreme Court the moment it dislikes rulings, what happens to the next time the other side is in power?” Biggs asked Wednesday.

    “Once you go down that road, the court stops being an independent check on government power. It becomes another political institution controlled by whoever happens to hold the majority.”

    Rep. Jamie Raskin, D-Md., among the progressives calling to increase the number of justices to 13, argued that Congress has changed the number of Supreme Court justices multiple times throughout history and dismissed the current tally as arbitrary.

    “MAGA’s proposal is to strip Congress of all authority in the matter, to freeze it and cement it permanently in the constitutional architecture for all time with the suddenly magic number nine,” Raskin said.

    “It’s another partisan power grab by MAGA, our colleagues, who fear for the results of the November election as their policies have brought us nothing but war, inflation, corruption, lawlessness and a $40 trillion debt — one quarter of it’s supplied by this presidential administration. So, the MAGA party wants to cement into place a profoundly partisan and lopsided … court that was gerrymandered and engineered by Mitch McConnell.”

    HARRIS LABELED ‘INSTITUTIONAL ARSONIST’ FOR PLAN TO FUNDAMENTALLY TRANSFORM SCOTUS AND ELECTORAL COLLEGE

    He was referring to former Senate GOP Leader Mitch McConnell, R-Ky., and his critical role in helping secure the current conservative majority on the high court.

    Progressives have argued that expanding the court to 13 would mean there is one justice for every federal circuit court.

    “For decades, we have heard calls from those unhappy with the ideological balance of the Supreme Court to pack the court. The alarming rise of such calls should worry all of us, because their objective is not to uphold ethical principles or even to protect individual rights, but rather to consolidate power and intimidate the court,” Harris said.

    Later, Rep. Mary Gay Scanlon, D-Pa., said locking the number at nine would only extend the current conservative majority’s power.

    “I think it would be a grave mistake to dictate how many justices should sit on the Supreme Court in perpetuity, and thereby lock in for a generation or more a right-wing majority, which is engaged in an unprecedented assault on Supreme Court norms and our constitutional order for the past several years,” Scanlon said.

    Washington— A Republican-proposed constitutional amendment to limit the Supreme Court to nine justices failed in the House on Wednesday, coming up well short of the two-thirds majority support needed for adoption.

    The House voted 212 to 206 on a joint resolution to approve the amendment, which was proposed by GOP Rep. Andy Biggs of Arizona. The amendment would require that “the Supreme Court of the United States shall be composed of nine justices consisting of one chief justice and eight associate justices.”

    “It fixes the number of justices at nine permanently, not because nine is a magic number, but because a fixed court cannot be expanded by whoever happens to win the next election,” Biggs said during floor debate Wednesday.

    Amending the Constitution requires a two-thirds majority vote in both the House and Senate and then ratification by three-fourths of the states.

    It’s the latest vote this week that Republicans are using to target the positions of the Democratic Socialists of America as several candidates who embrace its positions are poised to become members of Congress next year. On Tuesday, the House adopted a resolution condemning socialism “in all its forms.”

    The DSA’s platform calls to replace the Supreme Court with a “judiciary chosen by and subordinate to Congress.” Some Democrats have called for an expansion of the Supreme Court in recent years, including Rep. James Clyburn of South Carolina, who on Sunday voiced his support for expanding the court to 13 justices.

    House Speaker Mike Johnson said Tuesday that limiting the high court to nine justices is “critically important.”

    “Nine justices has worked well,” the Louisiana Republican said. “If you go down the road of packing the Supreme Court it turns into a political palooza, and it would not serve the country.”

    House Democratic leadership urged members to vote against the amendment, saying it would strip Congress “of yet another constitutional authority that is meant to be controlled by the American people’s representatives.”

    “This Republican majority — which has already surrendered Congressional war powers, Congressional taxing and tariff powers, and Congressional spending powers to President Trump — would now permanently relinquish the power to set the number of Supreme Court Justices, given to Congress in Article I of the Constitution,” said a notice to members from Rep. Katherine Clark of Massachusetts, the House Democratic Whip.

    Since 1789, Congress has exercised its constitutional authority to change the total number of justices seven times. The court has had nine seats since 1869.

    Rep. Jamie Raskin of Maryland, the top Democrat on the House Judiciary Committee, argued that the vote stems from GOP fears about the November election results.

    “Trump’s followers in Congress now seek to freeze into place the political court that MAGA built, for decades to come. Thus, they urge us to give away another critical power that the framers vested in us,” Raskin said on the House floor Wednesday.

    A Maryland sheriff leading 17 of the Old Line State’s 24 counties in a lawsuit challenging Annapolis’ sanctuary city policy told Congress the lessons of the September 11, 2001, terror attacks are being forgotten as the nation prepares to mark the 25th anniversary.

    Sheriff Jeffrey Gahler of Harford County — where local women Rachel Morin and Kayla Hamilton were murdered by illegal immigrants in 2023 and 2022, respectively — is leading the suit and echoed concerns about the consequences of mandated limits on cooperation and communication between local and federal law enforcement.

    “There’s just many things that [Annapolis’] legislature has done over the past eight years or so, unfortunately, rang into that bell. But when you pass legislation in a world post-9/11 – in 9/11 we learned that we need to communicate with … all federal partners to keep our community safe,” Gahler said when questioned by Rep. Brandon Gill, R-Texas, as to why he called Maryland’s sanctuary laws as “pro-criminal.”

    “Yet, we in our state see fit to pass legislation to say we can’t communicate with this law enforcement or that law enforcement,” Gahler added. “It’s stupidity at its best.”

    Gahler also told lawmakers that Maryland’s law has changed what his deputies can do when federal immigration authorities want to take custody of someone being released from local detention. He said the restrictions can require deputies to release people they believe could pose a danger rather than hold them for federal authorities.

    Seated behind Gahler were several of the other plaintiff-sheriffs in the suit against the Moore administration.

    Gov. Wes Moore, who is locked in a gubernatorial rematch with former Del. Dan Cox, R-Frederick, signed Maryland’s ban on 287(g) agreements earlier this year while allowing a broader bill to become law without his signature.

    State Sen. Clarence Lam, D-Elkridge, authored the bill, called the Community Trust Act, which prohibits “Agents of State,” law enforcement and corrections officials from questioning immigration status, detaining suspects to investigate citizenship or immigration status, or detaining them because police believe they committed a civil immigration violation.

    The new law also bans law enforcement from notifying federal immigration authorities that a detainee is in their custody unless required by a court order, rather than just an ICE detainer.

    Gahler said it is not a burden on his job to honor detainers, contrary to Democrats who have considered whether working with ICE takes away resources from local communities.

    He answered in the affirmative when asked by Gill whether illegal immigrants who become “petty criminals” should be removed rather than limiting enforcement to cases involving more serious crimes.

    “That’s 100% what I believe,” Gahler said.

    Moore has said the Community Trust Act advances important goals by keeping law enforcement focused on crime reduction, according to Ocean City’s NPR affiliate, while citing logistical concerns that should be addressed through executive action or during the 2027 legislative session.

    Meanwhile, Gahler and the other sheriffs suing the state argue the Community Trust Act prevents them from pursuing those goals in cases involving people sought by federal immigration authorities.

    The US military escorted 40 commercial vessels carrying 18 million barrels of oil through the Strait of Hormuz, marking a wartime high as Iran and the US exchanged a new round strikes on Tuesday, two US officials familiar with the operations told CNN.

    Prior to the launch of the war just over six months ago, roughly 20 million barrels a day were passing through the strait.

    The US used a range of air, sea and space assets to not only continue hitting Iran’s capability to attack commercial vessels in the strait but simultaneously fended off waves of drone attacks as it conducted the risky escort operations for the ships carrying millions of barrels of oil, the officials said.

    US forces also neutralized anti-ship cruise missiles during the escort operation, the first official added.

    It comes as the US has focused its strategy in the war to prioritize striking targets around the strait, conducting escort operations for commercial vessels through the key waterway and maintaining its naval blockade on Iranian ports as part of a “full court press” by the Trump administration to ramp up economic pressure on the regime’s leadership, according to the officials.

    Even though Tuesday’s operation was a success, officials are under no illusion that a swift solution to the conflict is close, and energy companies are still wary about the huge risks involved in sending their ships through the strait, even with military escorts. And energy prices remain high, causing turbulence in the global bond market.

    President Donald Trump’s other stated priorities, including operations focused on eliminating elements of Iran’s nuclear program, have been effectively “backburnered,” for the time being, according to the first official, who reiterated that US Central Command has been directed to focus all of its efforts toward the strait and preventing oil exports from leaving or entering Iranian ports.

    Trump himself has recently suggested he is content to leave Iran’s stockpile of highly enriched uranium, which was not completely destroyed in last year’s US strikes on three key nuclear facilities, buried and to monitor it from satellite imagery — despite previously insisting that securing the material was a top priority in the current conflict.

    On Tuesday, the US conducted the multi-faceted operation in line with the current strategy, hitting nearly 60 military targets around the strait — including air defense sites, radar systems, maritime assets, mine-laying capabilities, and communications sites — while simultaneously escorting the ships, both officials told CNN.

    The US military expects to continue conducting offensive strikes near the strait, in part, because Iran has demonstrated it has the capacity to reconstitute its capabilities in a way that requires persistent maintenance, the second official said. Conducting those strikes amounts to “mowing the grass” or a game of “whack-a-mole,” in service of degrading Iran’s ability to threaten commercial ships.

    But they are also a critical part of the broader military strategy for systematically chipping away at Iran’s ability to leverage the strait.

    The US blockade, meanwhile, has prevented Iran from exporting any oil since July, the second US official said.

    Trump said Wednesday that the most recent round of US strikes went beyond targeting Iran’s radar systems, in an effort to eliminate the nation’s ability to track ships through the Strait of Hormuz.

    “They were trying to see the ships,” he said from the Oval Office. “They can’t see it because they have no radar, because we blew it up, and we blew up much more than their radar last night.”

    Trump did not specify what else was targeted in its attack. But he insisted again that the US maintains control over the strait and has demonstrated that it can both strike Iranian assets along the shoreline while defending ships against any incoming attacks.

    Still, it remains to be seen whether the multi-pronged military operations will ultimately force Iran to capitulate — and even if it does — how long it might take for that to happen.

    Treasury Secretary Scott Bessent alluded to an uptick in oil flowing through the strait earlier this week, amid a recent flare-up of tensions between the US and Iran, telling CNBC that those exports hit a wartime record on Monday of more than 17 million barrels per day. “That is not Iranian control of the strait,” Bessent said.

    US officials have told CNN they believe the strait is a depreciating asset for Iran, pointing to the recent progress as evidence of that assessment. But Iran, meanwhile, still likely sees its ability to negatively influence the flow of traffic through credible threats to commercial shipping as a leverage point, and shippers broadly remain skeptical that the US can implement a sustainable system.

    Trump officials have repeatedly insisted that more oil is transiting the strait than is publicly known due to ships’ increasingly routine practice of turning off their transponders to remain undetected as they move through the waterway. Most if not all of the 40 commercial vessels that moved through the Strait of Hormuz on Tuesday turned off their transponders in an effort to avoid detection, according to the first official familiar with the operation.

    In August, Energy Secretary Chris Wright claimed that oil exports from the Middle East had risen to pre-war levels for a period.

    Yet despite weeks of concerted efforts to take over the strait, the administration continues to face heavy skepticism from industry officials and analysts who say the US hasn’t yet demonstrated it can reliably back up its claims of “total control” of the shipping route.

    “Safe to say the administration has not covered itself with credibility,” said one person familiar with the industry dynamics, adding that even if the daily spikes in shipping volume are legitimate, “I don’t know anyone who thinks the average is that much.”

    In the meantime, commercial shippers that do opt to transit the strait are largely making those decisions on a case-by-case basis, two people familiar with the dynamics said. The price of chartering an oil tanker through the strait has also skyrocketed, with some estimates putting the cost at more than $500,000 per day, offering an added financial incentive for charter companies willing to risk the voyage.

    But the industry writ large is still looking for more reassurance. The cost of insuring ships, which soared at the beginning of the war, is still high, adding to the difficult calculations being made by maritime companies. And even if not successful, the continued reports of Iranian attacks on ships going through the strait remains a deterrent.

    Oil also represents just one form of energy-related cargo that moves through the waterway. Tankers carrying other energy sources, namely liquefied natural gas, appear to be demonstrating even more caution due to the potentially catastrophic consequences should vessels carrying that type of cargo be hit by an Iranian drone, mine or missile, according to the first official familiar with ongoing US military operations around Iran.

    Some US officials acknowledge that it will likely take time and persistence for the US military to not only continue working through its unfinished target list of Iranian military assets near the strait — capabilities that have been at least partially reconstituted during the recent pause in fighting — but also to convince the shipping industry that it is safe to travel.

    The latter involves conducting consistent escort operations like what took place on Tuesday where US forces shepherd commercial vessels through a passage that has been cleared of mines. By next month, the US military hopes to widen that lane through the strait to allow vessels to maneuver more freely — with the goal of steadily increasing the amount of oil flowing through the waterway.

    CNN has identified the specific inbound and outbound commercial vessels that made the trip through the strait on Tuesday — ships flagged from various foreign countries ranging from Saudi Arabia to France.

    Earlier during the conflict, the US military attempted to launch a similar escort operation — dubbed Project Freedom — which was quickly shut down after the announcement caught key Gulf allies, namely Saudi Arabia, off-guard, prompting threats to block American access to basing and overflight for operations against Iran.

    Months later, the war has appeared to enter a new phase, and with the Houthi rebels now launching attacks against Saudi Arabia, there is more support from regional partners for escort operations through the strait, the first official familiar with the operation said.

    Sept 2 (Reuters) – The U.S. Justice Department is working with Elon Musk’s X to track down those behind an attempted password-recovery attack targeting hundreds of thousands of users of the social media platform this week, U.S. Attorney General Todd Blanche said on Wednesday.

    A password-recovery attack generally refers to attempts at gaining access to online accounts through the “forgot password” or account-recovery process.

    Blanche, in a statement on X, said “sophisticated cyber criminals” attempted the attack but it was disrupted by the platform. He did not provide more details about the cyberattack.

    X did not immediately respond to a request for comment.

    Companies worldwide are grappling with a surge in AI-driven cyberattacks and ransomware that steal sensitive data and disrupt operations.

    The White House in July said it was launching a coordination group for AI developers and critical infrastructure operators to share information on cybersecurity vulnerabilities identified by AI systems.
