    Last month, Rep. Wesley Bell and former Rep. Cori Bush sparred in a joint radio appearance over who had done the most to help St. Louis residents after a pair of devastating natural disasters ripped through the community.

    Bell described how, after a tornado hit the district in May 2025, he reached out to every member of the state’s mostly Republican delegation to get millions in funding from the Federal Emergency Management Agency. Bush said that after the district was hit with flooding in 2022, she took a different approach to draw resources: hitting TV, radio and the internet.

    “I’ve been criticized for wanting to be on TV a lot, but when I’m on TV I’m talking about St. Louis, because that’s how people know,” she said. “The more you speak about it, the more the urgency is there, and the awareness.”

    The back-and-forth highlighted a key debate between the two Missouri Democrats ahead of their Tuesday rematch, one of several races this election cycle testing what kind of fighter the party wants to see in office. In Michigan, where Democrats are hoping to hold onto a key US Senate seat, Rep. Haley Stevens has framed herself as a “workhorse” to progressive Abdul El-Sayed’s celebrity in another Tuesday primary, while her opponent has criticized the millions in outside funding helping her campaign.

    But the Missouri 1st Congressional District primary is one of the rare examples in which voters can directly compare the records of lawmakers — a progressive who relies on the bully pulpit and a more moderate Democrat who runs as a pragmatist.

    Bush, who beat 20-year incumbent Rep. Lacy Clay in 2020, made waves in her first months in office when she slept on the steps of the US Capitol to protest an expiration of a federal eviction moratorium. She also angered some Democrats and union members when she was among six progressive lawmakers who voted against a bipartisan infrastructure bill in a bid to pass President Joe Biden’s social spending legislation.

    Bell, a former St. Louis County prosecutor, defeated Bush in the 2024 primary, in which he pointed to the infrastructure vote and was boosted by $8.5 million from United Democracy Project, a super PAC allied with the American Israel Public Affairs Committee. The group has spent more than $3 million backing Bell’s reelection bid, according to campaign finance records.

    Bush’s reemergence comes as a growing number of far-left Democrats backed by the Democratic Socialists of America and Justice Democrats, which supports challenges to Democrats who accept corporate PAC money, have won upset victories in primaries across the country. Several races, including the one between Bush and Bell, have pitted staunch allies of Israel against critics of the country’s actions in the war in Gaza.

    “Cori Bush was the model for what it looks like to be a fighter for your community as a member of Congress,” Usamah Andrabi, a spokesperson for Justice Democrats, said of Bush, the group’s first recruit.

    Bush and other progressives such as Melat Kiros, who defeated Rep. Diana DeGette in Colorado and campaigned with Bush on Sunday, have argued that establishment Democrats are failing to do everything they can to defeat President Donald Trump’s agenda.

    It’s a stark turnaround from two years ago, when Bush and former Rep. Jamaal Bowman, a progressive Democrat from New York, lost to United Democracy Project-backed candidates.

    “We may have lost the seats, but we didn’t lose, because the movement grew quickly,” Bush said. “One of the things that was very tough when I was in Congress last time was that there just was not enough of us … but now we have a new team.”

    The activist and the legislator

    Both Bush’s and Bell’s political rises date to the anti-police-brutality protests in Ferguson after Michael Brown, an unarmed Black teenager, was shot and killed by a police officer in August 2014.

    Bell was elected to the Ferguson City Council in 2015. Three years later, he defeated the incumbent St. Louis County prosecutor, who declined to file charges against the police officer who killed Brown.

    Bush lost to Clay in the 2018 primary, before going on to become the first Black Lives Matter organizer elected to Congress after winning in 2020. In Congress, she quickly made her mark as an activist with her anti-evictions protest.

    Soon after, the Centers for Disease Control and Prevention issued a new order temporarily halting evictions in counties with high rates of Covid-19 transmission.

    “Thank you to everyone who kept a spotlight on this—particularly @CoriBush who understands what it’s like to lose your home and turned passion into action,” then-Senate Majority Leader Chuck Schumer posted on X, alongside a video of him hugging Bush.

    In Bush’s efforts to oppose abortion bans, she shared her own story of having an abortion after being sexually assaulted as a teenager and led a bus tour through the state ahead of the 2022 midterms.

    Supporters argue her two terms in office exemplified what Democrats mean when they say they want a lawmaker to do more than pass legislation. But her opponents argue that she at times went too far to buck the party.

    “When Cori went up there and decided that she was going to vote against the president’s infrastructure bill because she wanted to let the perfect be the enemy of good, she showed that she’s not a legislator, she’s an activist,” said Sean Fauss, the chair of the St. Louis City Democratic Party and the Greater St. Louis AFL-CIO legislative committee.

    Ella Jones, the former mayor of Ferguson, said she got to know Bell when they served together on the City Council and she finds him to be more accessible than Bush was in office. The two lawmakers’ opposing views on Israel don’t play into her decision.

    “I stay away from that politics, simply because my politics is local,” she said, adding, “I can’t get that far out when there’s so much around me that needs to be taken care of.”

    A contentious rematch

    This cycle, Bell and his allies — including the United Democracy Project — have sought to portray Bush as an ineffective leader plagued by scandals. Bell has emphasized that she missed nearly 250 House votes during her four years in Congress, accused her of being inaccessible to voters and businesses in the district, and criticized her campaign spending, including payments to her husband for security services that were the subject of a Justice Department investigation.

    “The bottom line is, elections are local, and folks here on the ground know that when she was in office, not only did she not do the job, she didn’t show up for the job,” Bell told CNN.

    Members of Congress are allowed to use campaign funds to pay family members for providing services to the campaign if the payments don’t exceed fair market value. Bush has said she entrusted her husband with her security after facing multiple threats and has denied any wrongdoing. She said “nothing came of” the Justice Department investigation and that the Office of Congressional Conduct dismissed its investigation of her campaign spending. The Justice Department has not given a public update on its investigation into the matter. Bush said she missed several votes in Congress because of two bouts of Covid-19 and a funeral.

    Some in the district have criticized Bell for not doing enough to get more funding in the wake of last year’s tornado.

    “Cori Bush would be sleeping on the steps of the White House if she needed to, to make sure that Washington, DC, understood that we had a tornado here,” said Megan Green, the president of the St. Louis Board of Aldermen. “I think because he doesn’t have that organizer background or that activist background, he’s just not willing to use the bully pulpit in the way that it needs to be used to get resources home.”

    Like other primary battles between different strains of Democrats, the Missouri rematch has at times become personal. Bush has said she felt betrayed by Bell when he decided to run against her two years ago, saying that she considered him a friend. He told CNN that was “a childish narrative that’s been put out there to gain sympathy” and that they were “colleagues at best.”

    “As I wake up every day thinking about this region, Cori wakes up every day thinking about Cori,” he said.

    Bush pushed back.

    “I think he wakes up every day thinking about Cori,” Bush said. “’Cori did this. Cori did that,’ because he thinks about Cori when he wakes up, which is OK though, because I’m his constituent.”

    现代战争的第一击,未必来自坦克或导弹,也可能是一行针对卫星系统的恶意代码。

    2022年2月24日俄罗斯全面入侵乌克兰前数小时,乌克兰和欧洲中部数以千计的卫星调制解调器突然离线。美国战略与国际研究中心专家指出,这场后来被归咎于俄罗斯的网络攻击,旨在削弱乌克兰军方和政府的通信能力。

    英国广播公司(BBC)报道,随着军队、政府和民间社会愈发依赖卫星进行通信、导航和情报搜集,太空已不再是战争中的安全地带,规模达6260亿美元(约8020亿新元)的全球太空经济也可能受到威胁。

    2022年2月24日俄罗斯全面入侵乌克兰前数小时,乌克兰和欧洲中部数以千计的卫星调制解调器突然离线。美国战略与国际研究中心专家指出,这场后来被归咎于俄罗斯的网络攻击,旨在削弱乌克兰军方和政府的通信能力。

    英国广播公司(BBC)报道,随着军队、政府和民间社会愈发依赖卫星进行通信、导航和情报搜集,太空已不再是战争中的安全地带,规模达6260亿美元(约8020亿新元)的全球太空经济也可能受到威胁。

    今年2月,有消息称,两颗俄罗斯卫星自俄乌战争爆发以来,可能已截取至少十多颗欧洲卫星的通信。这两颗名为“Luch-1”和“Luch-2”的卫星,曾多次接近欧洲重要的地球同步通信卫星。专家把这种近距离轨道交锋比作发生在太空的“空战”。

    President Donald Trump’s emergency appeal aimed at limiting the use of mail ballots is poised to test a controversial, 20-year-old Supreme Court principle that was intended to avoid chaos before elections.

    The “Purcell principle,” rooted in a 2006 Supreme Court decision, warns federal courts against making last-minute changes to voting rules. But the principle has never before been weighed in a Supreme Court case involving a federal election policy like Trump’s effort to give the US Postal Service and the Department of Homeland Security a hand in screening state voter rolls for potential non-citizen voters.

    How the 6-3 conservative majority deals with its self-created and oft-criticized rule in the Trump case could have practical implications for how the court handles the flood of litigation that will inevitably crash onto its docket this fall, and ahead of the 2028 presidential election.

    “Here we have potential federal agency action that could impact the way the 2026 election is run,” said Chad Ennis, the vice president of the Honest Elections Project, a conservative group focused on voting policies. “I think this is a novel set of facts and how SCOTUS would apply Purcell, if at all, is an open question.”

    Signed in March, the president’s executive order would require states to submit lists of eligible voters to the US Postal Service, which would be barred from sending ballots to anyone not on those lists. It would also require states to use tracking barcodes on ballot envelopes. And it would “prioritize” federal prosecution of state election officials who send or receive ballots to non-citizens or others ineligible to vote.

    The order also requires DHS to create lists of what it views as eligible, US citizen voters in each state.

    Federal courts in Boston blocked the order’s implementation. Trump filed an emergency appeal at the Supreme Court last week. That appeal doesn’t deal with the merits of the president’s order, nor does it say anything about Purcell. But if the court sides with Trump on any portion of the case, it will likely set up a showdown over the doctrine later this year.

    A group of Democratic states challenging Trump will respond to the president’s emergency appeal on Monday. The Supreme Court could then rule later this month.

    Because of the Purcell doctrine, timing almost always lurks as a central issue in federal challenges to voting rules.

    In December, the Supreme Court allowed Texas to use a congressional map that boosted the GOP’s chances of keeping control of the House, partly because the primary election was set for March.

    In 2024, the court cited Purcell when it allowed Louisiana to use a congressional map that benefited Democrats because the state argued that candidate filing deadlines were fast approaching.

    Two years earlier, roughly a month out from Alabama’s primary election, the court appeared to rely on Purcell to keep a congressional map drawn by the state’s Republicans in place, despite a lower court decision that the map diluted the political power of Black voters. The court’s brief order didn’t cite Purcell, but Justice Brett Kavanaugh wrote a lengthy concurrence defending its application in that case.

    “This court has repeatedly stated that federal courts ordinarily should not enjoin a state’s election laws in the period close to an election,” Kavanaugh wrote. “That principle — known as the Purcell principle — reflects a bedrock tenet of election law: When an election is close at hand, the rules of the road must be clear and settled.”

    Critics, however, note that a majority of the court was fine allowing Louisiana to revert immediately to a Republican-friendly congressional map in May even though absentee voting had already started for the primary under a different map that included a second Black-majority district. Justice Ketanji Brown Jackson, a liberal, questioned at the time how her colleagues could square the hurry-up approach in that case with its reticence to engage at the last minute in others.

    Jackson noted that the emergency Louisiana appeal came “in the midst of an ongoing statewide election.”

    “The court unshackles itself from both constraints today and dives into the fray,” she wrote. “And just like that, those principles give way to power.”

    Her dissent drew a sharp rebuke from Justice Samuel Alito, a conservative, who noted that the map Jackson would have left in place for this year’s election had been ruled unconstitutional by the Supreme Court days earlier. The state had also suspended voting in the House contests after the Supreme Court’s ruling in Louisiana v. Callais.

    Purcell is not currently at issue in the Trump appeal over the mail ballots, but the states are likely to ask the court to keep the doctrine in mind to head off a catch-22 scenario. That’s because Trump’s central argument is that the states and groups who are challenging his order sued too soon. If the Supreme Court agrees with Trump, then the states will have to wait to revive their litigation. And that will necessarily push the cases closer to the November election, allowing the administration to raise Purcell to bar courts from weighing in.

    Trump’s Justice Department has argued that the lawsuit against the administration isn’t “ripe” because the government hasn’t taken any steps yet to enforce its order.

    “The executive order is an intra-branch directive from the president to his subordinates — which, of its own force, does not change anything at all about elections in any state,” US Solicitor General D. John Sauer told the justices in the administration’s appeal last week.

    At the same time, the administration hasn’t ruled out trying to invoke Purcell at a later stage in the case. At a May hearing in a separate case dealing with the same executive order, US District Judge Carl Nichols, a Trump nominee, asked if the administration would try to raise that argument. The administration’s attorney, Stephen Pezzi, said he didn’t think it was likely.

    But he also didn’t rule it out.

    “I, of course, can’t and won’t take an argument off the table about what the world will look like in August from the lectern today,” Pezzi said. “But it’s far from clear to me that that sort of consideration would apply here.”

    Because the federal government has historically had an infinitesimal role in running elections, the last-minute voting cases that race up to the Supreme Court have dealt with state policies.

    Sophia Lin Lakin, director of the Voting Rights Project at the American Civil Liberties Union, described the Trump administration’s executive order on mail ballots as unprecedented. And that means the case may shed light on the court’s approach to Purcell.

    “Many of these decisions on Purcell have been handled on the shadow docket in a way that hasn’t necessarily garnered clear support of five justices, so we’ve been at times piecing together different ideas along the way to determine how it might play out,” said Lakin, whose group is challenging Trump’s executive order in a separate case pending in a federal court in Massachusetts.

    While Trump’s emergency appeal raises questions the court hasn’t directly addressed, Lakin said she believes there are clues that a majority of justices might vote to intervene to halt the administration’s order, even with Purcell on their minds. Increasingly, the court’s conservatives have framed the principle as a check on the power of federal courts to interfere in elections that are run by states.

    In that sense, the doctrine is partly about ceding control to run elections to the states — not the federal courts, nor federal agencies.

    “This mail voting executive order sits on the wrong side of the line,” Lakin said. “It’s a federal actor imposing late-breaking changes on state election systems over the objections of the states that run them.”

    Derek Muller, a law professor at Notre Dame who is an expert on election law, agreed.

    “Purcell has more weight when you are enjoining a state rule because of federalism concerns,” Muller said. “That on its own is a powerful distinction” from a federal election policy.

    The court also considers more than just Purcell when it’s weighing an elections case, Muller said. Those other factors, he said, might disfavor the federal government if courts felt it was attempting to game the system with last-minute changes.

    “I also think Purcell doesn’t really work when the rule is being enacted very close in time to the election,” Muller said. “In that circumstance, regular equitable considerations would allow courts to intervene.”

    A federal appeals court in Washington, DC, okayed Trump’s executive order in a separate case last week. In the final paragraph of that order, the court dismissed the idea that the Trump administration would be able to invoke Purcell to shut down a future challenge to its order later this year.

    “Plaintiffs’ fear has the Purcell principle backwards,” the panel of three appeals court judges said.

    If the administration were to attempt to impose “massive changes on the states’ voting systems on the threshold of the upcoming election,” then federal courts could block that — despite Purcell — because such a move would “preserve the states’ existing electoral status quo.”

    The appeals court, tellingly, didn’t cite a single Supreme Court decision to back up that conclusion.

    Untested fresh blood, lawmakers eager to ascend and candidates who have failed to launch are set to share the same stage and will get an equal opportunity to convince South Carolinians that they have what it takes to take over for Graham.

    While nearly 10 candidates have jumped into the race for the suddenly vacant seat, politicos in South Carolina contend that only a few are true contenders and have the most to prove during the televised sales pitch to voters as campaign materials darken voters’ doorsteps.

    “This debate is the opportunity for South Carolinians to have a moment to hear from these candidates directly,” Dave Wilson, a South Carolina-based political consultant, told Fox News Digital.

    “The mail is already coming in,” he continued. “The emails are already going out, but this is a time to see whether the candidates can handle the job in what is in essence the only job interview that we will see ahead of the primary.”
