    Washington — The House Ethics Committee released a report on Monday detailing the findings of an investigation into GOP Rep. Chuck Edwards of North Carolina, concluding that there is “substantial reason to believe” he violated House rules related to sexual harassment and hostile workplaces.

    The committee recommended that the House censure Edwards for the conduct, and said it would bring a privileged resolution before the chamber. The House is set to return from recess late this month.

    The Ethics Committee announced in May that it was investigating his conduct, after Axios first reported that Edwards, who has represented North Carolina in the House since 2023, had singled out two young staffers for special attention.

    In its report, the committee said Edwards “violated the House Code of Official Conduct by failing to adhere to the spirit of rules prohibiting sexual harassment of and unwanted advances to House staffers.” It found that Edwards engaged in “persistent unprofessional and inappropriate conduct towards two young female staffers,” while noting that Edwards denies that his conduct was sexual or romantic.

    The panel concluded that “his pattern of behavior would lead a reasonable observer to interpret it as such, including providing the young women with lavish and recurrent gifts, making comments regarding their appearance and dress, inviting them to intimate dinners and vacations, sending notes regarding his effusive affection, and inviting them to other activities as a way to spend time together.”

    The committee said it found no evidence that Edwards “engaged in sexual activity with or explicitly propositioned any individual under his employ.” But it said the North Carolina Republican was aware “that his excessive attention toward the young women had led to rumors and innuendo in the office.”

    The report describes two young women staffers who the committee said were “subject to increasingly unusual attention from the Congressman while they worked for him, creating an environment where both they and their coworkers felt uncomfortable.”

    “Both women were uncomfortable with his behavior (which they attempted to communicate) but were put in an untenable position by virtue of his status as their boss and a Member of Congress,” the committee said in the report.

    The panel added that Edwards was “at minimum blind to that reality, and at worst, dismissive of the impact his inappropriate conduct had on the careers and wellbeing of two women on his staff.”

    In its investigation, the committee said it sought documentary evidence from multiple sources, reviewed nearly 1,500 pages of evidence and conducted 16 witness interviews, including with Edwards. The committee said he agreed to waive procedures for the panel to recommend a sanction on the House floor.

    The report comes as the Ethics Committee has faced increasing pressure to improve transparency around possible misconduct by members, after former Reps. Eric Swalwell and Tony Gonzales resigned earlier this year after allegations of sexual impropriety.

    In its conclusion, the panel said the report should not only hold Edwards accountable “for his poor judgment and unbecoming conduct,” but also “serve as a caution to all Members that sexual harassment and discrimination will not be tolerated in the House.”

    Allies of Donald Trump are pushing the president to encourage embattled Republican Rep. Max Miller to drop his reelection bid, according to four sources familiar with the matter, amid claims of domestic abuse from his ex-wife and pressure from his former father-in-law, Sen. Bernie Moreno.

    As concerns have grown about Miller’s electability, some top House Republicans have phoned White House officials asking for help, one of the people told CNN. Those members specifically want Trump to ask for Miller to drop out before the deadline for him to appear on the ballot, that person said.

    Trump has privately told some allies that he doesn’t believe Miller can win the race, given the accusations, and that he should drop out, one source familiar with the internal conversations told CNN.

    Miller has insisted he will stay in his race. Over the weekend, Moreno said that his ex-son-in-law “should not serve” in Congress.

    Some in Trump’s circle lamented on Monday that Moreno waited so long to directly condemn Miller, worrying it may now be too late to convince the president and GOP leaders to mount the full-court press necessary to push him out of the race.

    “I wish he’d come out against this guy sooner,” said one Trump adviser. “(Miller) sounds like a real scumbag.”

    At an unrelated Oval Office event Monday, Trump said that he believes Miller is “a very good person” and that he’s “going to let the families figure that out.”

    “Those families, I know they’re working on it. It’s a very sad thing, especially when you know somebody so well, to be going through that, but it’s accusations,” he added.

    The controversies surrounding Miller, who represents a district in eastern Ohio, threaten to jeopardize his chances of winning what was once thought to be a safe GOP seat, and could imperil Republicans’ chances of maintaining control of the House in this year’s midterms.

    Here’s what to know about the controversies that have surrounded the Republican congressman and his relationship with his ex-wife.

    Miller married Emily Moreno, the daughter of Sen. Moreno of Ohio, at the Trump National Golf Club in New Jersey in 2022, the same year Miller was elected to Congress. They had a daughter in 2023. The next year, Miller filed for divorce, and it was finalized in 2025.

    Moreno’s father, Bernie Moreno, meanwhile, was elected to the Senate in 2024.

    Emily Moreno accused Miller of multiple instances of domestic abuse. In police videos obtained by CNN, Moreno described the abuse allegations, including an incident in which she said he held a gun to her.

    The February interviews were part of a police investigation into how Miller and Moreno’s toddler daughter suffered a broken collarbone. No charges were ultimately filed in connection with the case.

    Moreno filed a request in court to reopen their custody agreement in March, while Miller filed a defamation case against his ex-wife in May.

    In an interview with CNN in June, Miller denied allegations of abusing his ex-wife and vowed to fight to clear his name. He said the gun incident never happened and that he stores his guns in a locked safe.

    Moreno’s attorney Andrew Zashin said in a statement in June “that the court issued a restraining order to both parties and Emily is going to abide by it.”

    In a separate filing last week, a lawyer for Moreno asked a judge to issue a restraining order against the congressman, alleging that Miller grabbed him and another attorney’s bag outside an Ohio courtroom.

    Miller remains defiant, while Moreno speaks out

    Miller sought to clear his name in a Sunday livestream on X, in which he again denied allegations of abuse and vowed he would stay in his race.

    “My former wife is engaging in a pattern of reporting incredible, serious and destructive allegations with absolutely no evidence,” he said in the livestream. “Every one of these allegations was investigated … and I cooperated fully every single time because I have nothing to hide.”

    He later added: “I’m not getting out of this race, and I’m winning in November.”

    Shortly after his livestream, Bernie Moreno released his first extensive public comments on the relationship between his daughter and former son-in-law. Moreno said Miller is a “danger” to his daughter and said he is concerned every time Miller has custody of his granddaughter.

    “If there are any basic standards of character required to hold elected office, Max Miller fails them,” Moreno said. “He should not serve in the House of Representatives.”

    Miller dismissed Moreno’s statement in a later post on X, saying, “You know this isn’t true and the only reason you are speaking out now is to hide from your own media circus.”

    Miller is set to face Democrat Brian Poindexter in the midterms on November 3.

    Human remains exhumed at site of controversial World War II massacres in Ukraine: “Each of them had their dreams”

    Beneath two now-deserted villages in western Ukraine — the site of World War II-era massacres — archaeologists are uncovering the bones at the heart of a dispute that has strained relations between Warsaw and Kyiv for years.

    Disagreements over what happened and who is responsible for the Volyn massacres have long cast a shadow over ties between the otherwise now close neighbors.

    Between 1943 and 1945, tens of thousands of civilians were killed by the Ukrainian Insurgent Army (UPA) in territory occupied by Nazi Germany, according to Polish estimates of the toll.

    Warsaw calls it a “genocide” against the Polish minority, while Ukraine hails the UPA as freedom fighters, sees the events as a wartime “tragedy” and says that Ukrainians were killed in retaliation.

    The exact number of people killed at the time remains contested, but Poland’s Institute of National Remembrance (IPN) estimates that about 100,000 people died in the 1943-45 anti-Polish campaign in the Volhynia, Eastern Galicia and Lublin regions. The institute also estimates that at least 10,000 died in Polish attacks of retaliation.

    Amid sunflower fields and forests, joint Polish-Ukrainian teams of archaeologists have been carefully excavating the remains of victims.

    “We want to restore their first and last names … to fulfil the duty that rests on us as heirs of those who were murdered here,” said Karol Polejowski, deputy president of the IPN.

    The remains of over 50 people have been recovered in a series of exhumations taking place in the area, but they have yet to be identified.

    A handmade wooden cross, planted near the graves, is one of the few signs that the villages ever existed.

    Political leaders in both countries believe the exhumations can be a first step in repairing relations, which have been strained this year by a rift triggered when Ukrainian President Volodymyr Zelenskyy named a military unit after the UPA.

    “Driven to the field of death barefoot”

    In a white tent around six miles from the Polish border, experts meticulously lay out the skeletons of recovered victims, measuring bones and carefully trying to match broken skull fragments.

    A small number of other artefacts — rosaries, religious medallions and shoes — have also been unearthed under the field of yellow-and-black sunflowers, one of the national symbols of Ukraine.

    “The remains were arranged in a highly disordered manner. Most of the bodies had been brought to the burial pit and simply dumped into it,” Olga Mineiko, an anthropologist at the Ukrainian Memorial and Search Center, told AFP on the site.

    The victims were likely “driven to the field of death barefoot and without personal belongings,” said Polejowski.

    The genetic material is collected, with the IPN appealing to Poles who believe they may have lost relatives in the massacre to provide their own to help find matches.

    Forensic specialists and anthropologists will also examine the bones to determine the approximate age, sex and cause of death of each of them.

    It is believed that 30 to 40% of the 50 remains so far discovered at the site were children, according to Polejowski.

    Diplomatic spat

    The massacres have been a recurring point of contention between Warsaw and Kyiv.

    The UPA was a paramilitary organization tied to the Ukrainian independence movement that fought the Soviet Union’s Red Army.

    But it collaborated with the Nazis when they first invaded the Soviet Union, clashed with the Polish resistance and killed Poles, Jews and other civilians.

    Since Russia invaded in 2022, the UPA has been honored in Ukraine as a force that fought for independence from Moscow under the Soviet Union. Kyiv insisted Zelenskyy’s choice of name for the military unit was not directed against Warsaw.

    But Polish President Karol Nawrocki withdrew Poland’s highest national honor from him in response. Three former Ukrainian presidents later returned their White Eagle awards to Poland in solidarity with Zelenskyy, BBC News reported.

    In Poland, the issue has become even more politicized as nationalist parties seek to embolden their base ahead of parliamentary elections next year — part of a broader campaign to whip up anti-Ukrainian sentiment.

    Poland is home to hundreds of thousands of Ukrainian refugees — with a backlash against their presence having surged during a divisive presidential election campaign last year, won by the right-wing Nawrocki.

    The country is still the main hub for military and humanitarian aid deliveries to Ukraine, and Prime Minister Donald Tusk’s pro-European government has repeatedly called for a de-escalation.

    Warsaw has welcomed efforts by Zelenskyy to cool the tension, including the promise of opening classified intelligence documents.

    As Tusk and Zelenskyy try to bury the hatchet, in the Ukrainian fields near the Polish border, plans are underway for a proper farewell to those uncovered.

    “We want them to be buried here, where they lived, where each of them had their dreams and plans, and wanted their life to unfold,” said Polejowski. “In this soil they should rest.”

    Last month, Tusk announced the creation of a national memorial to the victims, BBC News reported.

    “Truth is our duty toward the victims, but also a way to overcome a painful past for the sake of a better future,” he said. “Memory cannot be the servant of hatred. The answer to nationalism cannot be more nationalism.”
