    WASHINGTON, June 24 (Reuters) – The U.S. Supreme Court’s current term is rapidly approaching a climactic finale in which some of its biggest cases yet to be decided will test Donald Trump’s aggressive efforts to expand presidential authority.

    The court ​issued five rulings on Tuesday, with more expected on Thursday. Its annual terms run from early October to around the end of June, sometimes spilling into July. The court has ‌not announced when it will wrap up its term and begin a summer recess.

    The court often waits until the end of its term to issue its most consequential rulings. This year is unusual for the number of major cases lingering that involve the critical issue of presidential power — and Trump’s particularly bold use of it.

    The cases involve his efforts to limit birthright citizenship, fire Federal Reserve Governor Lisa Cook, oust Democratic members of independent agencies and terminate a humanitarian legal status protecting hundreds of thousands of Syrian and ​Haitian immigrants from deportation.

    BLOCKBUSTER CASES

    “It’s totally normal for the most important cases of the term to come out in the last few days. What is unusual is that there are so many blockbuster ​cases,” said University of Michigan constitutional law professor Sam Erman, an expert on the Supreme Court.

    “We’ve seen a lot of novel uses of presidential power since Trump ⁠took office, and that’s produced some big questions about the nature of government and how presidential power works. So that’s produced a very active Supreme Court term, and a big bang at the end,” Erman said.

    Trump ​has pushed to expand presidential powers during his second term in office in domestic affairs and foreign policy, drawing hundreds of legal challenges on numerous fronts.

    The Supreme Court, whose 6-3 conservative majority includes three justices Trump appointed during ​his first term, has shown it is receptive, backing many of his emergency requests to implement policies impeded by lower courts while litigation over their legality continues.

    Over the years, the court’s conservative majority has increasingly embraced a legal theory called the “unitary executive” that places power over the U.S. government’s executive branch solely in the hands of the president.

    But the embrace may have its limits. Of the major Trump cases on which the justices heard arguments, many court watchers have predicted that Trump has a better ​chance of vindicating his firings of independent federal commission members than his actions on birthright citizenship or Cook.

    “They have a view of a strong executive, but it’s not an unlimited executive,” Erman said of the conservative ​justices. “So when he is essentially advancing their project, he’s pretty likely to win.”

    The court is unlikely to be sympathetic that Trump, through an executive order, can restrict birthright citizenship, Erman said.

    The Republican president’s order, a politically charged part of his ‌hardline immigration ⁠approach, would upend a longstanding interpretation of the Constitution’s 14th Amendment provision recognizing the citizenship of people born in the United States.

    A REBUKE ON TARIFFS

    The court already delivered a major rebuke of Trump’s audacious wielding of power, striking down in February sweeping global tariffs that he had imposed under a law meant for national emergencies. That ruling prompted Trump to lash out at the court in general and disparage the justices who ruled against him.

    Other major cases that do not directly involve Trump, including those that will impact elections, transgender rights, and state firearms laws, also remain to be decided.

    The court is weighing a challenge by Republicans in Mississippi to a state law that allows ​a five-day grace period for mail-in ballots received after Election ​Day to be counted — a case that could ⁠lead to stricter voting rules around the country.

    In a case involving Vice President JD Vance, the court is also set to rule on a Republican-led bid to strike down on free speech grounds federal limits on spending by political parties in coordination with candidates.

    The court’s conservative majority in April gutted a pillar of the Voting Rights ​Act, a landmark 1965 civil rights law that aimed to prevent racial discrimination in voting.

    That ruling prompted a frenzied round of redistricting across the South to ​eliminate U.S. House of Representatives districts ⁠where Black voters make up a majority or near-majority, as Republican-led states scrambled to take advantage of the decision. The Republicans are seeking to retain control of Congress in the November midterm elections. Black voters tend to support Democratic candidates.

    The court is also weighing, in cases from West Virginia and Idaho, whether to uphold state laws banning transgender athletes from female sports teams amid escalating efforts nationwide to restrict the rights of transgender people.

    On gun rights, the court ⁠is set to ​deliver its judgment on a challenge — backed by Trump’s administration — to a Hawaii law that restricts the carrying of handguns on private property ​open to the public, like most businesses, without the owner’s permission.

    The court last week unanimously rejected a position taken by Trump’s administration that had threatened the gun rights under the Constitution’s Second Amendment of millions of Americans who use marijuana and own firearms.

    Leading Latino political strategists are examining the races where Latinos could play an outsize role in this year’s midterm elections, and believe their votes will be critical in a number of House races.

    “The House map especially is very Latino,” said Carlos Odio, co-founder of Equis Research, a political data firm that specializes in Latino voters. He went on to tick off a list of competitive districts across the midterm landscape, with a high population of Hispanic voters, that could determine who wins the majority in Congress.

    At Tuesday’s Latino Vote Summit in Washington, D.C., Latino political strategists, pollsters and campaign operatives from both sides of the aisle gathered to discuss cost-of-living issues and Latino political power heading into the fall. The backdrop is Latino voters’ swing toward President Trump in 2024 — and Democrats’ efforts to win them back during a tightly contested race for control of the House and Senate.

    Odio said the high-stakes Senate race in Texas between Democrat James Talarico and Republican Ken Paxton could be heavily influenced by the state’s Latino voters, who supported Mr. Trump with a 55% majority in the 2024 election, according to CBS News exit polls. Since then, recent polls show that many Texas Hispanics have swung away from Republicans.

    “Texas’ map, in particular, is a place where, where Latinos land could be the difference between Republicans netting four Senate seats and Democrats walking away either even or walking away with one Democratic seat,” Odio said.

    Roughly one in four registered voters in Texas in 2024 were Latino, according to data compiled by UnidosUS, the nation’s largest Latino civil rights and advocacy organization. That percentage is even higher in some of the state’s most competitive House districts.

    Democratic Sen. Alex Padilla of California noted at the event that the Latino population is also rapidly growing in places like Georgia, North Carolina and Louisiana — where higher voter turnout from that critical electorate could have a significant impact in frontline congressional races.

    “Georgia, the biggest battleground state on the Senate map right now, more than a million Latinos in Georgia, that’s a surprise to us,” Padilla said, referring to a key Senate battleground race where Democratic Sen. Jon Ossoff is seeking reelection. “Look at North Carolina’s growing Latino population. Look at Louisiana, you wouldn’t think big numbers, but New Orleans now has a Latina mayor.”

    “We’re everywhere where there’s work. We’re there, and we’re growing in numbers, and we’re growing in impact, and if we collectively do our job right and put together on this, then the political impact of our community will only continue to be louder and stronger, and force the political forces of this nation’s capital to pay attention and to address it,” Padilla said.

    With fewer than five months until the elections, the main issue for Latinos continues to be affordability, according to participants from across the country, including California and Texas, who spoke to CBS News.

    “The economy, and the economy, and the economy,” said Odio, when asked about the top issue for Hispanics.

    He said recent data suggests Democrats may be regaining some of the ground they lost with Latino voters over the past several election cycles, though he’s not sure how much.

    Several experts said economic anxiety is driving Hispanic voter engagement in much the same way it did in 2018, when Democrats benefited from a “blue wave” election and gained more than 40 seats in the House.

    By comparison, in 2022, Republicans picked up a handful of seats and narrowly won control of the House, and although Democrats staved off a large-scale GOP wave, Latino voters trended away from Democrats that year. By 2024, almost half of Hispanics voted for Mr. Trump, including a majority of Hispanic men, according to exit polling data.

    “It does suggest that you’re headed not quite to 2018, but it’s getting closer to that vicinity,” Odio said of engagement by Latino voters. “That means Democrats should recover a lot of the support they’ve lost. But whether they end up closer to a 2022 scenario or a 2018 scenario is really important, because a lot of elections will be decided by the difference between those two margins.”

    Latino voters continue to view economic conditions, like inflation, as their top concern — and Mr. Trump’s ratings on his handling of the economy are weaker than they were at about the same point in 2018, Odio said.

    But Democratic Sen. Ruben Gallego of Arizona, who won his competitive Senate race in a battleground state that Mr. Trump won, said Hispanic voters cannot be taken for granted by the Democratic Party.

    “The Democratic Party still does not understand that there is no national Democratic Party without the Latino vote being part of that coalition, and part of that is that you have to answer to where the Latino voter is, not where you want the Latino voter to be,” Gallego said.

    “There has been this want by special, very liberal organizations and very liberal donors and very liberal groups that they want Latinos to be liberal, and the fact is not all of them are,” Gallego said.

    Looking beyond the midterms to 2028, Gallego fielded a question about potential GOP presidential contenders.

    “If Marco Rubio is the nominee to be president of the United States, we’re in trouble,” he said, referring to Mr. Trump’s Cuban American secretary of state. “You’re playing with a lot less territory if Rubio is on the ticket, not because his policies are going to be great — we’re going to hit him on everything we can — obviously, about how bad he is on that — but there is some voter out there without a doubt that’s just going to be excited about having the first Latino candidate running for president on a major ticket.”

    Mike Madrid, a Republican political consultant with an expertise in Hispanic voting trends and behavior, agrees with Gallego.

    “The Republican Party is much stronger with Latinos than people realize,” Madrid, who has been a critic of the Trump administration, told CBS News. “Having somebody like Marco Rubio, I think, is a huge asset, huge advantage for the Republicans.”

    Madrid added that if Republicans perform poorly in states with large Latino populations like Georgia or North Carolina in the upcoming midterms, a Latino candidate in 2028 could keep more states in play.

    “I think when they lose the House and potentially the Senate, Republicans are going to be looking at the 270 map and saying, ‘who can win this,’” Madrid said. “Having a Latino candidate is going to bring those back into contention and I think Marco Rubio emerges as one of their best advantages, and to hear Senator Gallego acknowledge that says something.”

    Previous U.S. presidents also faced challenges that clouded anniversary celebrations, including a financial panic during John ​Quincy Adams’ presidency in 1826 and anger in 1976 over inflation, unemployment, the fall of ​Saigon and a ⁠decision to pardon former President Richard Nixon.

    Many of those presidents nonetheless used the occasion to emphasize unifying themes. Gerald Ford’s top political adviser ordered speechwriters to avoid any “partisan insinuations” as they prepared for the 200th anniversary.

    Ulysses Grant, marking the 100th anniversary in 1876, ⁠criticized “errors of ​judgment” by Southern rebels during the Civil War but also held out ​an olive branch by calling them courageous in their convictions.

    Trump has often taken a different approach, turning remarks before service members, college graduates and sports teams ​into sharply political speeches, including taking swipes at his Democratic predecessors.

    Newly minted socialist congressional candidate Darializa Avila Chevalier abruptly walked out of a radio interview Tuesday after being pressed about controversial social media posts that, at times, overshadowed her campaign against New York Democratic Rep. Adriano Espaillat.

    Just hours after dramatically ending the live interview with Spanish-language station La Mega, Avila Chevalier won her race to unseat Espaillat in New York’s 13th Congressional District, a heavily blue-leaning seat covering parts of Manhattan and the Bronx. Her victory is a major upset that ousted a five-term incumbent and chair of the Congressional Hispanic Caucus.

    Avila Chevalier, backed by New York City Mayor Zohran Mamdani and the Democratic Socialists of America (DSA), didn’t want to face questioned on primary Election Day about her about past comments and now-deleted social media posts.

    The candidate, who now goes onto the general election in November where she will almost assuredly win a seat in Congress, has faced growing scrutiny in recent weeks over archived posts. She criticized Democratic leaders, called for abolishing police and prisons, opposed deportations and made inflammatory remarks about U.S. institutions and foreign policy.

    She also helped lead protests against the Israel-Hamas war at Columbia University and was part of a campus group that later called for “Death to America.”

    Another source of backlash has been Avila Chevalier’s past remarks about Dominican nationalism, including posts in which she said she did not display the Dominican flag on her social media profile because she viewed nationalism as “violent.”

    The remarks have drawn backlash in the heavily Dominican-American district she wants to represent and where some voters have questioned her views on Dominican identity and culture.

    But when multiple radio hosts attempted to let her speak on the issue before polls closed in New York, the candidate shut down the conversation.

    One host asked Avila Chevalier to take the opportunity on the show to “address the Dominican community that may feel bad for the things she has said in the past.”

    She responded by saying she felt bad about her past tweets in general but that it was time to unite and “fight for the things that are necessary for the community.”

    When another host asked her to specifically address the controversy over the Dominican flag, Avila Chevalier said she wanted to discuss the “issues that are impacting the residents of New York 13,” adding that she was focused on fighting for the people who live in the district.

    When a third host pressed her again, she interrupted and said, “I am not going to sit here and be yelled at by various people,” adding that she had already addressed the issue.

    “Have a beautiful day,” she said before removing her headphones and abruptly leaving the radio studio.

    The controversy surrounding her previous posts has emerged as one of the defining issues in the closely watched Democratic primary between Avila Chevalier and Espaillat, who has represented the district since 2017.

    Avila Chevalier has argued that the focus on old posts distracts from current policy issues and has said she has evolved since many of the comments were written, framing the criticism as part of a broader effort to undermine her campaign.

    During recent debates, Avila Chevalier has acknowledged and apologized for some of her past rhetoric, including comments directed at former Vice President Kamala Harris.

    However, she has continued to defend some of her previous positions, including her opposition to deportations. In a recent interview, Avila Chevalier said she still believes “all deportations are wrong,” a stance that has drawn criticism from opponents and become a recurring topic on the campaign trail as voters weigh competing visions for immigration policy.

    The controversy over Avila Chevalier’s past social media activity has become a recurring flashpoint in the race, testing whether voters in the heavily Democratic district are willing to look past her past rhetoric as she seeks to build support among a diverse electorate.
