企业降本兼采用AI 英国就业市场低迷近两年

英国就业市场持续低迷近两年，就业疲弱持续时间已追平全球金融危机时期。调查显示，企业一方面削减成本，另一方面加快采用人工智能提高生产率，导致用人需求持续减少。

彭博社报道，标普全球采购经理指数显示，英国服务业及整体私营部门雇主7月连续第22个月削减员工人数。服务业就业连续下滑的持续时间，已与2008年至2009年全球金融危机期间相当；若以整体私营部门计算，则仅短一个月。

受访企业说，裁员主要是为了控制成本。另一些企业则指出，投资人工智能、提高生产效率后，所需人手减少。

采购经理指数反映企业增减人手的普遍程度，低于50意味着裁员企业多于增聘企业。不过，官方数据显示，英国失业率仍远低于全球金融危机后的高峰，近期也出现就业市场可能已触底的迹象。

标普调查显示，英国7月就业人数仍在减少，但降幅已放缓至去年10月以来最小。与此同时，经济活动在5月和6月大致停滞后重新扩张。

根据终值数据，尽管美伊紧张局势再度升级，英国7月综合采购经理指数仍从6月的49.3回升至52.2，略高于52.1的初值。指数高于50，意味着整体经济活动恢复增长。

Russian drone factory director seriously injured in car explosion

The director of a factory supplying drones to the Russian military was badly wounded when his car exploded, news reports said Wednesday, marking the second attack in a week on Russian drone makers.

The state Tass and RIA Novosti agencies said that Vladimir Tkachuk was hospitalized in grave condition following the explosion late Tuesday in Bolshoy Istok just outside Yekaterinburg, about 870 miles east of Moscow. The driver of the car was killed in the explosion, the Reuters news agency reported.

Images published on Russian social media channels purported to show the burned out chassis of Tkachuk’s Mercedes, surrounded by charred debris.

Tass and RIA Novosti didn’t immediately give details of the explosion or say who could be responsible. There was no immediate comment from the authorities.

Tkachuk headed the Uraldronzavod factory that manufactures Upyr (Russian for “Ghoul”) drones. Tkachuk, a small-scale entrepreneur, set up a team of engineers that developed the Upyr and organized its production near Yekaterinburg, Russia’s fourth-largest city, and a key industrial hub in the Ural Mountains

The Upyr, a cheap and simple first-person view drone, was hailed by troops for the protection it offers against jamming.

Tkachuk, who founded the firm in 2023, has been pictured showcasing his drones to President Vladimir Putin.

Last week, the director and founder of a different Russian drone manufacturer was wounded in a shooting, in what prosecutors described as an “attempted murder.”

Ukraine made no immediate comment on this latest attack.

The car explosion was reported one day after Ukrainian President Volodymyr Zelenskyy shared a video purporting to show a civilian being chased and attacked by a Russian drone in the city of Kherson. In a social media post on Tuesday, Zelenskyy said the world “must see” the footage that he said shows Russia’s soldiers “take pleasure in killing and abusing civilians.”

Moscow blames Kyiv for targeted attacks

Russian authorities have blamed Kyiv for a series of bombings and other attacks against senior military officials after Moscow sent troops into Ukraine in February 2022.

The explosion followed Saturday’s deadly bombing at an upscale Moscow restaurant, which the Russian Embassy in Rome blamed on Ukraine, describing it as an attempt to intimidate the Italian community in Russia. It said in a statement Monday that the attack on the Balzi Rossi restaurant killed five and injured 19.

The Russian Foreign Ministry reposted the embassy statement without comment, and Russia’s security agencies haven’t named the suspected culprits. Moscow Mayor Sergei Sobyanin has described the bombing as a “brutal terrorist act,” but did not say who was responsible.

Several Russian media outlets claimed the bombing targeted a Russian general who was celebrating his birthday at the restaurant. Some claimed that the general was Col.-Gen. Alexander Chaiko, who led the troops that made a botched attempt to storm the Ukrainian capital in 2022 and recently was appointed the chief of Russia’s aerospace forces. The claims could not be independently verified.

文化、社区及青年部兼人力部政务部长迪内希星期三（8月5日）回应工人党提出的动议时指出，工人党阿裕尼集选区议员莫哈默法理和毕丹星呼吁通过立法，强制企业为员工提供裁员福利，全国职工总会其实一向倡导为被裁的员工提供公平补偿。检讨《雇佣法令》的劳资政工作小组将进一步探讨这项建议。

工人党秘书长毕丹星说，新加坡的法律必须与时俱进，相较于其他立法规定最低裁员福利的国家，新加坡的法律“显得落后”。多数企业已提供裁退赔偿，多数公司的做法是，员工每服务一年，可获得相等于两周薪水的赔偿；制定最低裁员福利时，初步可以此为标准。

但官委议员李坚辉关注，强制企业提供裁员福利会否不经意地影响中小企业的成本和招聘意愿。他担心，强制提供的最低裁员福利可能变成“最高福利”，导致一些原本有能力提供更高赔偿的企业，向员工支付较低的款额。

迪内希回应时强调，关于强制裁员福利的讨论一直存在，政府过去曾研究这项建议，认为并不适宜，但仍会定期研究。

他说：“透过执行劳资政指导原则（《劳资政冗员管理和负责任裁员指导原则》），至少九成受裁员影响的员工获得赔偿。尽管如此，时局已改变，我们正在检讨，目前还没决定是否应通过立法强制。政府会贯彻咨询全国雇主联合会和工会的做法，审慎做出决定。”

迪内希也认为，莫哈默法理提出的失业保险计划，本质上与技能创前程求职援助计划没什么不同，与其制定新机制，经济策略检讨委员会建议加强求职援助计划等现有计划，尤其是帮助专业人员、经理与执行人员（PME）方面。政府也在检讨如何强化计划，以惠及更多PME，让他们更有信心寻找下一份工作。

他回应有关我国就业援助计划的成效时也说，去年有超过6万2000名求职者通过劳动力发展局的计划，找到工作。参与转业计划的人有约九成在加入计划后的24个月仍维持就业状态，约六成赚取比之前更高的薪金。

迪内希说：“这不是最完美的成果，我们会继续改进。6万2000名求职者获得实际的帮助，这显示我们应该继续强化制度，而不是否定它。”

阿裕尼集选区议员严燕松则关注，以手艺为生的工匠类行业出路受限，为此提议推出工匠技能框架（Trade Competency Framework），来拓展工匠的专业发展，包括支持他们创业，发展可持续的生意。

“要让工匠真正实现长期薪资增长，我们必须跳出一步步攀爬行政晋升梯级的框框，重塑基础市场机制，让技艺精湛者能获得与工艺水平相称的市场价值。”

Donavan McKinney, a congressional candidate backed by the Democratic Socialists of America (DSA) in Michigan’s 13th Congressional District, won his Democratic primary on Wednesday morning, unseating incumbent Rep. Shri Thanedar, D-Mich.

From primary candidates in New York like socialist Darializa Avila Chevalier and her victory over incumbent Rep. Adriano Espillat, D-N.Y., the veteran chair of the Congressional Hispanic Caucus, to Melat Kiros, another socialist in Colorado, unseating 30-year incumbent Rep. Diana DeGette, D-Colo., DSA-backed candidates have expanded their influence over the party.

They’ve even enjoyed victories over other progressives — like Thanedar.

Thanedar, while still a member of the Congressional Progressive Caucus, has broken with the DSA on a few critical areas.

Most notably, Thanedar broke off his own membership with the DSA in October 2023 over his support for Israel.

“I can no longer associate with an organization unwilling to call out terrorism in all its forms. Sunday’s hate-filled and antisemitic rally in New York City, promoted by the NYC-DSA, makes it impossible for me to continue my affiliation. I stand with Israel and its right to defend itself,” Thanedar wrote in a statement after the Oct. 7 terror attacks that left 1,200 Israelis dead.

Right before the Fourth of July, Rep. Thanedar also said he agreed with U.S. exceptionalism when asked whether he was proud to be an American.

“This is a great country. You know, we are a country of immigrants. Immigrants have contributed so much to our country, and you know this is the greatest country on earth. I am so proud to call myself an American citizen, although there are some concerns with the new administration,” Thanedar said.

McKinney, for his own part, has listed affordability, environmental and climate justice, and getting money out of politics as among his top priorities.

During his campaign, he targeted Thanedar’s personal wealth, arguing the businessman wasn’t representative of his district’s lived experience. Thanedar bought a small chemical analysis lab in 1991 for $75,000, grew it into a multimillion-dollar business with multiple acquisitions, later founding and then selling Avomeen Analytical Services, a chemical testing company.

“We deserve a Democratic Party that leads the fight against the billionaires that are robbing us blind. That stands up to corporate PACs. Our country and our children can afford nothing less,” McKinney said in a campaign video.

“People like our congressman, Shri Thanedar, are the problem. A multimillionaire who spent millions to buy a seat in Congress, who has more in common with Donald Trump and Elon Musk than people like us.”

Record-low Danube River levels put Hungary’s only nuclear plant on brink of shutting down

As the Danube River breaks new record lows across much of its nearly 1,800-mile stretch through eastern Europe, curiosities of the past — including woolly mammoth bones in Bulgaria, sunken Nazi warships in Serbia and unexploded WWII artillery in Hungary’s capital — are emerging. But there’s also an energy crisis unfolding for Hungary’s nearly 10 million people.

The country’s only nuclear power plant, known as Paks, is on the brink of completely shutting down. As of Wednesday morning, three of the plant’s four reactors are not in operation, while one continues to operate at approximately 50% power.

On normal days, the 44-year-old Soviet-designed facility, which sits on the Danube about 60 miles south of Budapest, generates roughly 50% of the country’s electricity.

But with a drought across southeast Europe now more than three months in, these are not normal days.

Unlike nuclear plants in the U.S., U.K., Germany and France — many of which sit on smaller rivers and rely on giant hourglass-shaped cooling towers to recirculate water — Paks was built to suck water in directly from the Danube, a river long assumed too mighty to run dry. Approaching the plant, there are no telltale dumb-bell silhouettes on the horizon signaling its presence.

“Several factors will determine whether Hungary’s most important power plant can avoid a complete shutdown in the coming days,” said Hungarian Prime Minister Péter Magyar, visiting the site Tuesday, attempting to balance reality while projecting optimism.

Just three months into office after his Tisza party ended Viktor Orbán’s 16-year rule in a landslide election this spring, Magyar has called on all Hungarians to unite to conserve power.

Hardly any precipitation is forecast for at least the next 10 days and the Danube’s water levels are expected to slip even lower.

“There are a few critical days left. Today and tomorrow are certainly that,” Magyar said. “I ask everyone to continue the national unity that has developed in the country. Let’s do what our country demands.”

Magyar noted there is “light at the end of the tunnel,” as forecasters predict a cold front moving in on Friday. The temperature in Budapest Wednesday and Thursday was expected to be above 100 degrees Fahrenheit.

The anxiety over Paks, Hungary’s most critical piece of infrastructure, is the first real test of Magyar’s young government.

This week, more than 300 government-linked buildings in Budapest have been ordered to turn off their lights, with the romantic spotlights on popular tourist hotspots like Buda Castle and the Chain Bridge staying dark after the late-summer sunsets.

To offset the loss of power generation, Hungary has nearly doubled its electricity imports from neighboring countries via the region’s power grid, news site Euractiv reported. Hungary’s electricity network is among Europe’s most interconnected, letting the country easily buy power from its neighbors. Costs have not hit consumers yet as the new government absorbs the difference for now.

“The electricity market is stable, and supply is problem-free,” the government said, while urging households to avoid running washing machines and tumble dryers between 5 and 10 p.m. to ease pressure on the grid.

Europe is the world’s fastest-warming continent, warming more than twice as fast as the global average, according to Copernicus, the European Union’s Earth observation and climate monitoring group.

The continent has warmed by around 4.5 degrees Fahrenheit compared to pre-industrial levels, with the fastest warming areas in eastern and parts of central Europe, as well as the European Arctic.

Disney deal with TikTok will let people use Marvel, Pixar, Star Wars characters to make videos

The Walt Disney Company and TikTok on Wednesday announced a deal that will allow content creators to make videos featuring characters from Disney brands such as Marvel, Pixar and Star Wars.

That short-form content will be shared across TikTok and on Vert, a vertical video feed on the Disney+ streaming app, the companies said in what they described as a “first-of-its-kind global deal.”

A pilot program for the videos will roll out in the coming months and then spread to other markets. TikTok creators will have access to a large library of Disney content, including hundreds of films and TV shows, the companies said.

In a statement announcing the partnership, Asad Ayaz, chief marketing and brand officer for Disney, said the deal will give “creators a bigger stage to share what they’ve made, and audiences more to discover on Disney+ every day.”

The deal highlights the growing importance of user-created content in entertainment. For Disney, it presents an opportunity to expand its audience and drive online engagement, particularly among younger Americans. In a May call with Wall Street analysts, Disney CEO Josh D’Amaro said short-form content is something the company is “actively leaning into.”

“Short-form and creative content, they’ve exploded in the past few years,” he told investors. “And it’s an area we’re focused on because we have deeply committed fans who — they love our brands and our franchises and characters, and they want to engage with them in this new way. And this is specifically important when we think about Gen Alpha, obviously the newest generation of Disney fans.”

The new partnership could also boost TikTok by offering access to content from a popular entertainment brand.

A deadline that could have determined Sen. Mitch McConnell’s future in the Senate has come and gone as the timeline for the Kentucky Republican’s return remains in the air.

Speculation swirled over Aug. 3 and its ramifications for McConnell’s winnowing tenure in the Senate, given that he’s been absent from the public eye since early June and is slated to retire at the end of this year.

Armchair election quarterbacks suggested that Monday was the day for Kentucky Gov. Andy Beshear, a Democrat, to have called a special election to replace McConnell.

But the longtime Republican has not vacated his seat, and Beshear contended that the obscure deadline had no real legal teeth.

“I know there are a lot of folks wondering about the significance of August 3 regarding a potential Senate vacancy,” Beshear said on X. “I want everyone to know that this date has no legal impact on my options should there be a vacancy this year.”

Still, Kentucky’s Senate succession law has undergone major changes in recent years. Should the Bluegrass State suddenly have a vacant seat in the upper chamber, Beshear wouldn’t be allowed to appoint a replacement as is the case in other states — this was most recently put to the test when Sen. Lindsey Graham suddenly died in South Carolina.

That means if McConnell’s seat were to become vacant, Beshear would be required to call a special election to fill his remaining time in the Senate.

When asked for comment on the matter, McConnell’s office directed Fox News Digital to the last statement from the senator, released on July 27, that detailed under doctors’ orders that he was not “medically cleared” to return to the Senate quite yet.

“I’m still working hard to get back to my full schedule of work in the Senate and in Kentucky, keeping up with intense physical therapy per my doctors’ orders,” McConnell said.

Despite the acknowledgment that Monday meant little legally when it came to replacing McConnell, Beshear noted that his absence is hindering current and future agenda items for the Trump administration.

“Worth a reminder: Right now, there’s one less vote for the SAVE Act, Trump’s war with Iran, or the potential replacement of a SCOTUS justice,” he said.

And the Senate is chugging along without the longest-serving Republican leader in history. However, his missing dozens of votes hasn’t necessarily stopped legislation so far.

But during the dizzying sprint to wrap up work ahead of a scheduled break during August, his vote could count more than ever.

There are three Republicans who are on the fence about Blanche, too.

Notably, President Donald Trump’s nomination of acting Attorney General Todd Blanche is hanging by a thread, in part, because McConnell is not there. Sen. Susan Collins, R-Maine, announced her intention to vote against him, leaving Republicans with only one vote to spare before his path to leading the Department of Justice closes.

“I don’t know what those individuals are going to do, and I just… Mitch is still out,” Sen. John Kennedy, R-La., told Fox News Digital. “But I think he’ll be confirmed. And we’ve got a lot of work to do this week.”

英国关于“单一性别空间”的新指引已经正式生效。按照新规定，公共厕所、更衣室等分男女使用的场所，将以一个人出生时的生理性别作为使用标准；跨性别人士则可使用男女都能使用的中性设施。

据英国广播公司（BBC）报道，这项指引由英国平等与人权委员会发布，适用于英格兰、威尔士和苏格兰，适用于咖啡馆、休闲中心、公共厕所、家暴庇护所、强奸危机支援中心以及会员制组织等场所。

指引表明，在设置单一性别设施或服务属于合理且合乎比例的情况下，使用者应符合有关空间规定的生理性别。也就是说，出生时生理性别为男性的跨性别女性，原则上不应使用女性专用设施；出生时生理性别为女性的跨性别男性，也不应使用男性专用设施。

不过，指引也提醒，如果强制跨性别人士使用与其生理性别相符的设施或服务，也可能构成对跨性别人士的歧视。因此，相关机构应尽量提供中性空间，作为替代选择。英国《2010年平等法》同时保护“生理性别”和“性别重置”这两类特征。

这项新指引是在英国最高法院今年4月作出裁定后制定的。最高法院当时认定，《2010年平等法》中的“性别”指的是生理性别，而不是个人认同的性别。指引草案去年提交政府审批，今年6月修订后公布，如今正式生效。

跨性别权益团体批评说，这项指引在现实中很难执行，也可能让跨性别人士更难使用公共服务。支持以生理性别作为标准的团体则认为，新规让各类机构更清楚自己的法律责任。

WASHINGTON, Aug 5 (Reuters) – The ​U.S. Justice ‌Department on Wednesday unsealed ​five ​separate indictments against ⁠alleged ​high-ranking leaders ​of Mexico’s Jalisco New Generation ​Cartel, ​acting U.S. Attorney ‌General ⁠Todd Blanche said at ​a ​news ⁠conference.
