    WASHINGTON, Aug 11 (Reuters) – U.S. President Donald Trump said on Wednesday he secretly switched planes in ‌Turkey last month at the direction of the U.S. Secret Service, but that the plane he ultimately flew on was still more vulnerable than Air Force One.

    Following a NATO summit in Ankara, Trump was transferred from Air Force One to a military ​plane via a catering truck in an extraordinary deception prompted by an Iranian assassination threat, U.S. media ​reported.

    The White House did not disclose the change and it remained a secret until ⁠the Washington Post first reported it on Monday. Some media commentators questioned whether the operation left Trump’s aides and ​journalists traveling with him at risk aboard the plane presumed to be carrying the president.

    “I think actually the ​plane that I flew on was at greater risk,” Trump told reporters on Tuesday. “I think it was at greater risk because that would be the plane I think that they would be more likely to go for.”

    After a day of social media ​memes portraying Trump as hiding out in the catering truck, the image-conscious president, who often promotes memes of ​himself as a bold and courageous leader, said he was following the direction of the Secret Service, the agency that protects ‌the ⁠president.

    “Well, it’s only up to Secret Service. I just follow what they’d like to do, so I go by Secret Service and the military,” Trump said.

    “I guess there was a threat out there. I didn’t really ask too much about it. I get a lot of threats,” Trump said.

    The White House said at the time that ​the president was flying aboard ​Air Force One from ⁠Turkey to Britain. But moments after Trump boarded the plane, he left it in secret via the catering truck and boarded another aircraft for the flight to ​Britain, the Post said on Monday, quoting unnamed sources.

    Trump had taken a newly renovated ​Qatari-donated jet ⁠to Ankara for the NATO summit but unexpectedly announced he would use an older Air Force One when departing the country, a move that prompted questions about the newer plane’s security.

    The trip to NATO was the first international travel ⁠for ​the new plane, whose speedy upgrades triggered questions over its cost ​and security, and took place as hostilities escalated with Iran, which borders Turkey.

Scott is running for a sixth two-year term steering Vermont, and if he wins the general election and completes another term, he’ll pass Dean as the northern New England state’s longest serving governor. Vermont and neighboring New Hampshire are the only two states in the nation to elect governors every two years.

    Scott is a moderate Republican and a vocal GOP critic of President Donald Trump.

    The governor endorsed former ambassador and former South Carolina Gov. Nikki Haley in the 2024 Republican presidential primaries, and voted for then-Vice President Kamala Harris, the Democratic nominee, over Trump in that year’s general election.

    Washington — Sen. Darline Graham and Rep. Ralph Norman will advance to a runoff later this month in the South Carolina special Republican primary for Senate, CBS News projects, as the two candidates aim to replace Graham’s late brother, Sen. Lindsey Graham, on the ticket in November.

    In South Carolina, if no candidate clears 50% of the vote, the top two vote-getters in the primary advance to a runoff, which will be held on Aug. 25.

    Ten candidates faced off in Tuesday’s special primary election as they aimed to secure the Republican nomination and take on Democrat Annie Andrews in November.

    The contest came after the four-term senator’s sudden death last month. South Carolina Gov. Henry McMaster quickly appointed Lindsey Graham’s sister, Darline Graham, to serve out the remainder of his term. But because the late senator had been seeking reelection and already secured the nomination in June, Republicans also needed a new candidate on the ballot.

    Darline Graham, 62, has had a career in disability services and most recently served as commissioner of the South Carolina Commission for the Blind. She announced days after she was sworn into office that she would run for a full term representing the Palmetto State, following President Trump’s encouragement and endorsement. But the president’s endorsement didn’t prevent other Republicans from jumping into the race for a full term representing South Carolina.

    Among the crowded field was Rep. Russell Fry, who’s represented South Carolina in the House since 2023, and Norman, who’s done the same since 2017, along with former South Carolina Gov. Mark Sanford and businessman Mark Lynch, who lost the June primary to the late senator.

    The candidates leapt into a weekslong sprint after Lindsey Graham’s death on July 11, with a filing period that took place from July 21 to 28, just ahead of Tuesday’s primary. For Darline Graham, that tight timeline has meant adjusting to her new role as a senator and hitting the campaign trail, while mourning the unexpected loss of her brother.

    Lindsey Graham never married and had a close relationship with his sister. After their parents died in close succession, Graham, then 22, adopted his then-13-year-old sister.

    While her opponents have expressed their respect for Darline Graham and her support of her late brother’s legacy, they’ve sought to highlight her lack of experience in elected office and cast doubt on her ability to represent the state for a full six-year term. But while the new senator has championed some of her brother’s priorities, like a Russia sanctions bill the Senate approved last week, she’s also attempted to chart her own path. She’s indicated that she’d focus more on domestic issues than her famously hawkish late brother, and could stake out more conservative positions.

    The runoff will set up the November contest for the seat, which is expected to deliver Republicans a safe victory. Lindsey Graham won his last reelection bid in 2020 with 54% of the vote, while Mr. Trump won 58% of the vote in 2024.

    U.S. Immigration and Customs Enforcement officers may soon be outfitted with gloves that can deliver painful electric shocks intended to gain compliance from combative individuals.

    ICE plans to spend between $10 million and $20 million to purchase “conductive distraction and de-escalation devices” for officers and agents by March, according to a notice published Monday by the Department of Homeland Security.

    The devices are known as the G.L.O.V.E., which stands for Generated Low Output Voltage Emitter, and are manufactured by Compliant Technologies LLC of Lexington, Kentucky. They have been used in recent years by some jails and police departments.

    The notice said the solicitation for a no-bid contract could be published as early as Friday.

    CBS News has reached out to DHS and Compliant Technologies for comment.

    DHS told The Associated Press on Tuesday that it was working on a response to an inquiry and offered no immediate comment. Jeff Niklaus, the founder and CEO of Compliant Technologies, told the AP: “Unfortunately, we are unable to speak on this subject.”

    Civil rights advocates — including from the American Civil Liberties Union — expressed alarm at the plan, saying ICE officers already face criticism for their use of force during President Trump’s immigration crackdown.

    Compliant Technologies says the devices function as a normal pair of patrol gloves until officers press a switch to activate their electrical mode. The gloves must be applied directly to someone’s skin to deliver a pain stimulus that typically helps an officer gain compliance within seconds, according to the company.

    “It’s immediate and sharp, and it will distract you. I call it like a bee sting,” John Peters, president of the Institute for the Prevention of In-Custody Deaths, who is studying how the device has been used, told The AP. “If the officer is getting any type of resistance from the person, this is certainly an effective tool.”

    Peters said he believed ICE’s planned purchase would likely be the largest from the company to date. He said he could envision ICE officers using the gloves to help remove uncooperative subjects from cars and houses and in and out of detention facilities.

    “For smaller officers or weaker officers or older officers, I think it has a great advantage” because it can produce faster takedowns and shorten confrontations, he said.

    The manufacturer warns the device should not be used as punishment, against people merely exhibiting “verbal defiance or belligerence” or on high-risk populations such as children, pregnant women or elderly or disabled people.

    Jenn Rolnick Borchetta, deputy project director on policing at the ACLU, told The AP the public should have no confidence that ICE officers will use the devices appropriately. She questioned why the devices would be necessary for civil immigration enforcement and noted those getting shocked might have no advance warning.

    “ICE spent the last year showing this country they are too quick to use force. Now they will be able to deploy electric shocks with the slight push of a button that maybe nobody else can see them do,” she said. “Introducing gloves that can so easily be used to deliver terrible pain in encounters is a recipe for harm to the public.”

    Supporters say the devices are generally used in specific jail and transport situations, rather than broadly to patrol on the streets. They have been used to subdue violent suspects who are refusing to get into squad cars and inmates who are harming themselves and threatening officers, according to Compliant Technologies.

    Peters said he expected the devices to be misused by a small number of employees, as with other policing technologies, but he said they are unlikely to cause injuries. He said it would be important for ICE to have robust policies and training in place.

    To use the device, officers must complete a course and be recertified every two years, the manufacturer says.

    The planned purchases come as ICE expands its crackdown on people accused of being in the U.S. illegally, amid pressure from the White House to arrest 2,000 people per day.

    ICE has drawn scrutiny for its tactics during its arrest surge — including attempted vehicle stops in Maine and Texas last month that ended with ICE agents fatally shooting two immigrants.

    In both of last month’s shootings, agents were not wearing body cameras. DHS has pledged to widely deploy body-worn cameras, and said last month that all ICE arrest teams will have at least one officer equipped with a camera going forward.

    Rep. Tom Tiffany is one step closer to capturing the governor’s mansion in battleground Wisconsin for the Republican Party.

    Tiffany, a hard-right member of the House Freedom Caucus who is backed by President Donald Trump, on Tuesday topped medical service technician Andy Manske to secure the Republican gubernatorial nomination, the Associated Press reported.

    “This fight is bigger than any one party. It’s bigger than any one candidate. This fight is about Wisconsin and protecting the state we know and love. It’s about lowering property taxes, returning the surplus to you, getting utility costs under control, and letting hardworking Wisconsinites keep more of what they earn,” Tiffany said in a statement after winning the primary.

    Tiffany is expected to face off in the general election against far-left state Rep. Francesca Hong, who is likely to win the Democratic nomination for governor.

    The winner in November will succeed Democratic Gov. Tony Evers, who decided against seeking a third term in office. The race is a top gubernatorial flip opportunity for the GOP.

    Hong, a member of the Democratic Socialists of America (DSA), is running on a platform that includes guaranteed paid leave, boosting the state’s minimum wage from $7.25 to $20 per hour, and a one-year moratorium in Wisconsin on building AI data centers. Hong has faced scrutiny over years-old social media posts calling for defunding and abolishing the police. But she says she no longer supports cutting police budgets or abolishing police departments.

    “I’m not defunding the police, not abolishing police. I am serious about public safety,” Hong emphasized on Saturday as she took questions from voters.

    Hong walked back her Thanksgiving comments, amid backlash, and now says that Thanksgiving is her “favorite holiday.”

    On her resurfaced tweets, Hong told reporters on Saturday that she has “evolved” and “learned.”

    In a Fox News Digital interview on the eve of the primary, Tiffany said his state would be “the firewall… We’ll be the place that stops socialism.”

    And Tiffany, who grew up on a dairy farm, added, “Some people may not agree with a few of the policies that I’m for, but they know I’m genuine. They know I’m authentic.”
