    London— The United Kingdom is the latest country to announce plans to ban children under 16 from using social media apps.

    Prime Minister Keir Starmer said Monday that the U.K. would go even further than other nations, by also blocking children from accessing “harmful functions” such as livestreaming and the ability to communicate with strangers, and by extending the restrictions to gaming sites. He said the ban would protect children from content that is “designed to be addictive.”

    The proposed law would bar children under 16 from platforms such as Snapchat, TikTok, YouTube, Instagram, Facebook and X, but the government said messaging services like WhatsApp would still be accessible.

    People under 18 would also be banned from having artificial intelligence “romantic companions,” but the details of that restriction and how it might be implemented remained unclear.

    The legislation would put the onus on tech companies to ensure children aren’t using their platforms, and they could face huge fines for failing to comply. Starmer said he hoped to have the regulations passed by lawmakers by late December so the ban can come into force by the spring of 2027.

    Australia banned under-16s from social media in December 2025 — the first country to impose such a measure. But around 70% of parents polled by Australia’s internet regulator in March said their children remained on the platforms, having found ways to bypass age-gating systems.

    Starmer said he wasn’t deterred by such challenges.

    “We don’t say: ‘Oh, look, a teenager managed to get a drink somehow, so let’s not bother banning drinks from children.’ That would be utterly ridiculous!”

    Big tech companies are likely to fight the effort, and the U.S. Embassy in London published a notice about the proposed restrictions 10 days ago, voicing concern that age-gating would not work and calling for children to be protected in other ways while freedom of speech is preserved.

    The embassy called parents “the first and best line of defense” for children.

    Starmer and his government note, however, that polling shows British parents overwhelmingly support a ban for under 16s.

    In March, a Los Angeles jury ruled that Meta and YouTube were liable for creating products that led to harmful and addictive behavior by young users. The landmark decision in the U.S. could set a legal precedent for similar allegations brought against social media companies.

    More than a dozen other countries, including France, Denmark and Malaysia, were already weighing up legislation to restrict children’s access to social media platforms before the U.K. announced its plans. Ireland is among those nations, but in one small town on the Emerald Isle, residents have already gone further on their own — much further.

    Does a social media ban go far enough to protect kids?

    Overlooking the Irish Sea just south of Dublin, Greystones is one of Ireland’s most affluent and scenic towns. Its coastal views, independent shops and tight-knit community have made it one of the most desirable places to live in the country.

    In recent years, Greystones has also become known for something else: Raising children without smartphones.

    At a local youth cafe last month, CBS News asked a room of 11- and 12-year-olds if they owned smartphones, and not a single hand went up.

    “My mom probably won’t let me till I’m 22,” quipped a girl named Sienna, drawing giggles from her classmates.

    “My Mum told me scientists did this brain scan,” chimed in a boy named Sam. “It’s the same brain as people — they’re thinking the same thing if they’re scrolling and drinking alcohol.”

    Rachel Harper, a principal at St. Patrick’s National School, where our group of kids are students, said she noticed a worrying trend three years ago after children returned to in-person classes following the COVID-19 pandemic.

    “I noticed an increase in anxiety levels in my school,” she told CBS News.

    Harper organized a community-wide survey, drawing 800 responses from educators across the town. The results were striking, with 95% of teachers reporting heightened anxiety in their classrooms.

    “We started looking at what were some of the reasons for the increase in anxiety levels,” she said. “The online world was definitely having an effect on the children.”

    In response, Harper started “It Takes a Village,” a community initiative built around one central idea: Give kids their childhood back.

    The first concrete step was a voluntary code, with parents pledging not to give their children smartphones until they reached middle school. Many parents said the collective commitment made all the difference.

    “For me, it gave me the strength and the power I needed to say, ‘No, you’re not having this app, or I’m going to put that block on your phone,’” said Alex Dobbs, a mother of four who signed on early.

    Many in the community said they understood that just removing something wasn’t enough, however. Game nights at the youth cafe were organized, and kids were given alternative methods of entertainment. Dobbs even let her children get pet lambs.

    “Greystones has gotten that right,” she told CBS News. “As a parent, you’ve got to understand that you don’t just tell them ‘oh, don’t do this,’ you’ve got to give them something else. I’m not saying you have to have a lamb flock out the back. But it’s a great excuse to get out.”

    Now in its third year, the It Takes a Village initiative has introduced a mentor program at St Patrick’s National School, with 15- and 16-year-old students coming into the middle school to teach younger kids how to navigate phones and the online world responsibly, when the time comes.

    In the local high school, those older kids also have their phones locked away in pouches during the school day. The results have appeared significant, with teachers reporting students more focused during lessons and parents reporting their children are sleeping better.

    The kids say they’ve noticed a difference, too.

    “I’m talking to my friends more,” high schooler Anne told CBS News. “I’m not worried about the notifications I have.”

    “I feel like you should just be playing outside,” said Alex, 12. “Just not being on social media or having your nose stuck in a screen.”

    Marius Borg Hoiby, the eldest son of Norway’s Crown Princess Mette-Marit, was sentenced to four years in prison Monday after being convicted of two counts of rape and 32 other offenses.

    He was found guilty of two of the four rape charges he was facing and acquitted of the other two.

    He was also convicted of assault and abuse in close relationships. In addition to the prison sentence, Hoiby was ordered to pay compensation to the victims.

    Hoiby, 29, had been charged with sexually assaulting four women who were asleep or otherwise unable to resist between 2018 and 2024.

    He faced a total of 40 criminal charges, including some for lesser offenses, such as assault, drug-related crimes and violations of a restraining order.

    Hoiby had denied the rape allegations but admitted to several of the lesser offenses.

    Prosecutors had asked Oslo District Court to sentence him to seven years and seven months in prison, while defense lawyers had argued that he should be acquitted of the rape allegations and receive no more than 18 months for offenses he had admitted to.

    The sentence is not final and Hoiby can appeal.

    “It is only natural to consider appealing the serious charges for which he was convicted and which he did not admit,” defense lawyer Ellen Holager Andenaes told AFP.

    The prosecutor, Sturla Henriksbo, called the verdict “a victory for our justice system” and told AFP that it “shows that no one is beyond the law, despite who you are and who you are related to.”

    Hoiby was not present in court on Monday because of health reasons. He watched the reading of the verdict via a video link from prison.

    The six-week trial concluded in March after testimony from multiple accusers and presentation of evidence, including messages, images and videos from Hoiby’s cellphone.

    The case has generated intense international attention because of Hoiby’s connection to the royal family, who have been embarrassed by it. Hoiby is Mette-Marit’s son from a relationship she had prior to marrying Norway’s Crown Prince Haakon, the heir apparent to the country’s throne. Although he was raised by the royal couple and grew up in the household of the future king, Hoiby doesn’t have an official public role or royal title, as his step-siblings do.

    Mette-Marit’s health has deteriorated as the case has drawn on. The crown princess, who has pulmonary fibrosis and is awaiting a lung transplant, has been at the center of legal arguments over whether her son should be granted temporary release from custody before the verdict. Appeals courts ruled that Hoiby should remain detained while awaiting judgment.

    The trial has also unfolded amid renewed scrutiny of the royal family following disclosures about Mette-Marit’s past contacts with Jeffrey Epstein, the deceased sex offender. She has publicly apologized for the association and said she exercised poor judgment in maintaining contact with him. She isn’t accused of any wrongdoing.

    Democratic House candidate George Conway is pledging to pursue President Donald Trump’s third impeachment and put him “away for good” if elected to Congress.

    Conway, a longtime conservative lawyer turned vocal Trump critic, is vying for the Democratic nomination in a crowded primary to represent a deep-blue district in central Manhattan. He is promising to push for Trump’s third impeachment and his potential criminal prosecution if chosen by voters to represent New York’s 12th Congressional District ahead of the June 23 primary.

    “Hi, Donald. It’s me, George Conway. I cost you 88 f—— million dollars, and I’ve only just gotten started,” Conway said in a 60-second spot overlooking the U.S. Capitol that was rolled out on Monday. “I know you like putting your name on everything from your plane to the Kennedy Center.”

    “But the only thing your name is going to be left on when I’m done with you is the orange jumpsuit you’re going to have to wear in prison,” Conway continued.

    “And you see that building back there,” Conway added, pointing to the Capitol building. “That’s where we’re going to hold your third and final impeachment trial, the one that’s going to put you away for good, and I’m going to enjoy every minute of that.”

    The ad does not specify what conduct Conway believes warrants impeachment. The Conway campaign did not immediately respond to a request for comment seeking clarification.

    Conway’s impeachment warning comes as Democratic leadership has yet to back another effort to oust Trump if the party retakes control of the House in November, though a number of Democratic lawmakers have already called for his removal. Democrats impeached Trump twice, in 2020 and 2021, but the Republican-controlled Senate acquitted him on both occasions.

    Conway, who previously lived in Bethesda, Md., before launching his congressional campaign, faces an uphill battle in the race for the heavily Democratic seat vacated by longtime Rep. Jerrold Nadler, D-N.Y., who is retiring.

    He trails state Assembly members Micah Lasher and Alex Bores, D-N.Y., and Jack Schlossberg, a social media provocateur and grandson of former President John F. Kennedy, according to an Emerson College poll released in May.

    The survey of 425 likely Democratic primary voters found Lasher and Bores in a near dead heat at 22% and 20% of the vote, followed by Schlossberg registering 11% support and Conway clocking in at 10%. Lasher, who previously served as a Nadler aide, has the retiring congressman’s endorsement as well as those of Gov. Kathy Hochul, D-N.Y., and former New York City Mayor Mike Bloomberg.

    The primary winner is likely to cruise to the general election given the district’s overwhelming Democratic voter advantage.

    Conway became a regular anti-Trump fixture on cable news during the president’s first term and co-founded the anti-Trump organization the Lincoln Project, which opposed the president’s 2020 re-election campaign.

    WASHINGTON, June 15 (Reuters) – The U.S. Supreme Court agreed on Monday to hear an appeal by President Donald Trump’s administration in a case involving the legality of subjecting certain convicted immigrants with pending deportation proceedings to lengthy detention without bond hearings allowing ​them to seek a release on bail.

    The administration appealed a lower court’s ruling that said the U.S. Constitution’s right to due process bars “unreasonably prolonged” detention ‌without a hearing of non-U.S. citizens who face deportation after being convicted of certain crimes. That ruling involved two immigrants in New York – one who pleaded guilty to assault and the other convicted of sexually abusing a child.

    The court is expected to hear arguments in the case during its next term, which starts in October.

    The dispute stems from the government’s detention of two non-U.S. citizen men who were convicted ​of aggravated felonies while living in the United States as lawful permanent residents, also known as green-card holders.

    Federal immigration law requires authorities to detain and seek the ​deportation of non-U.S. citizens who are convicted of an aggravated felony and certain other serious crimes, or accused of terrorism.

    After several months ⁠in detention, each man filed a legal action called a habeas corpus petition in federal court challenging the legitimacy of their detention and arguing that they were entitled to ​hearings to determine whether they qualified to be released on bail. Both men were detained during Trump’s first presidential term.

    One of the green-card holders, a Dominican man identified in court ​papers as G.M., became a lawful permanent resident in 2011 and four years later pleaded guilty in New York to assault, according to court papers. He was detained in 2020.

    A federal judge in 2021 denied his habeas corpus petition. G.M. was later released in 2022, after 21 months in detention, due to concerns about the spread of COVID.

    The other man, a Jamaican citizen named Carol Black, became a lawful ​permanent resident in 1983. In 2000, he was convicted in New York of sexually abusing a child younger than 11 years old, according to court papers. Citing his criminal ​record, federal immigration authorities took Black into custody in 2019.

    A separate federal judge granted Black’s petition in 2020 and ordered a bail hearing. He was later released on a $15,000 bond.

    After initially appealing a ‌judge’s deportation order ⁠against him, Black and his wife left the United States in 2025 and have no intention of returning, according to court papers. For this reason, his lawyer argued in a filing to the Supreme Court, Black’s case should be considered moot.

    During appeals of their cases, the Manhattan-based 2nd U.S. Circuit Court of Appeals said it was unreasonable that Black was detained for seven months and G.M. for nearly two years without a chance to qualify for bail, though that court stopped short of setting a strict time limit on such detentions. ​In these two cases, the 2nd Circuit ​said, the U.S. Constitution’s Fifth Amendment guarantee ⁠of due process entitled the men to a bond hearing.

    The 2nd Circuit also said that if the government seeks to maintain its detention in these circumstances, it must prove by clear and convincing evidence that a detainee poses a risk of flight or a ​danger to the community.

    American Civil Liberties Union attorney Cecillia Wang, who represents the two men, said: “The court of appeals got it right, ​and we will defend ⁠our fundamental due process principles at the Supreme Court.”

    “The Constitution protects all of us, regardless of immigration status, from being locked away without due process,” Wang said. “(U.S. Immigration and Customs Enforcement) cannot detain immigrants – separating families and cutting people off from their communities – for months or even years on end without a bond hearing.”

    The Supreme Court has backed Trump in several immigration-related rulings ⁠issued on an ​emergency basis since his return to the presidency, including allowing him to deport migrants to countries other than ​their own and to revoke temporary legal status for hundreds of thousands of Venezuelan immigrants.

    The court also is expected to rule by the end of June on the legality of Trump’s directive to restrict birthright citizenship in the United ​States and the administration’s bid to revoke temporary legal protections for more than 350,000 Haitians and about 6,100 Syrians living in the United States.
