    Cyberattacks on U.S. water systems that officials suspect may be linked to Iran-backed hackers have been reported in at least a dozen states, sources familiar with the matter told CBS News on Wednesday.

    Those states include Michigan, Minnesota, Georgia, New Jersey and South Dakota. In Minnesota specifically, more than 30 community water systems were impacted, CBS News previously learned.

    In Georgia, the Clayton County Water Authority, which serves 300,000 customers in the Atlanta area, said cyber activity last month caused a water pressure drop and forced the agency to issue a boil water advisory. Service was restored within hours, however.

    Some utilities have lost critical remote-control capabilities, forcing operators to switch to manual mode. In several cases, the hackers gained remote access to pumps, valves and water pressure.

    So far, according to officials, the cyberattacks have had no impact on drinking water, which has remained safe.

    On July 30, the FBI, Environmental Protection Agency and the Cybersecurity and Infrastructure Security Agency all warned that cyber threat actors had remotely accessed online infrastructure for water and wastewater systems in at least seven states, “resulting in a loss of monitoring and control functionality.”

    The water agencies were advised to disconnect their operating programs from the internet and strengthen their password protections and firewalls.

    While federal investigators suspect Iran-backed hackers are behind the attacks, they have not made any formal attribution.

    The tactics resemble a 2023 campaign by the CyberAv3ngers, a group linked to the Iranian Revolutionary Guard, which tapped into water-system controllers using default passwords.

The agency has said the move stemmed from a year-long investigation into whether Disney’s diversity policies amounted to unlawful discrimination, ​an allegation the ​company denies.

    “Explain to ⁠me like you’re talking to a tenth grader, what business it is of the FCC if a television network criticizes ​a political figure?” Kennedy asked.

    Candeub said the FCC has the ​authority to ⁠regulate broadcasters in the public interest, a standard he said the agency determines based on law and past precedent.

    A cybersecurity report from the U.K. government has exposed new examples of popular AI models taking autonomous action on the live internet in ways that raise experts’ concerns.

    The AI Security Institute’s report, released Tuesday, said Anthropic’s Mythos 5 and OpenAI’s GPT-5.6-Sol were found to have created fake identities and attempted to persuade real people to approve malicious code.

    The agency said that although the attempts were unsuccessful, it had not seen such behavior before. “Some of the agents being tested had engaged in sustained, potentially harmful activity directed at real people and organisations,” the report said.

    “I think we’re going to see a lot more hacks and unauthorized actions by these models before we see a solution,” said Katie Moussouris, the founder and CEO of Luta Security, which helps organizations manage software vulnerabilities.

    That follows a stunning breach in late July, when OpenAI’s models escaped a testing environment and autonomously hacked into the AI startup Hugging Face in what the company called an “unprecedented cyber incident.”

    In response to that disclosure by OpenAI, Anthropic initiated a review of its own cybersecurity evaluations and identified incidents where its models reached the internet and were able to gain unauthorized access to the production infrastructure of three different organizations. Unlike OpenAI, Anthropic’s models did not deliberately attempt to escape their test environment; because of a “misunderstanding” with the evaluation partner, the company said internet was available during the testing.

    “Everyone who is running AI inside their systems needs to be prepared for their own AI and their own agents to do unexpected things in pursuit of goals,” Moussouris said.

    “The cleverest octopus escape artists”

    Although the Hugging Face hack was the first publicly reported incident of its kind, industry professionals like Moussouris had already suspected that AI models were capable of unauthorized hacking.

    AI models are like “the cleverest octopus escape artists,” Moussouris said, in reference to the animal’s ability to solve puzzles and escape containment. AI models will do “whatever they need to do to achieve their objective,” she said.

    In the case of the Hugging Face hack, the AI was so “hyperfocused on finding a solution” to a cybersecurity challenge, according to OpenAI, that it went to extreme lengths to achieve it.

    “The model decided that the easiest way to pass that test was go cheat and get the answers from Hugging Face,” Moussouris said. “Because they’re capable of hacking, they will turn to hacking as a possible way to achieve that objective.”

    Technologist and cryptographer Bruce Schneier calls this kind of unexpected activity “genie behavior,” where, like a genie, an AI model succeeds in granting your wish, but does so through completely unexpected — and sometimes detrimental — means.

    “We need to understand genie behavior, and we need to watch out for it,” he said. “We need to be ready for when it happens so we can undo it.”

    Sometimes, a model catches itself operating in ways it shouldn’t. Anthropic’s July review of its own cybersecurity evaluations found that one of its models became aware that it was operating on the open internet, going against a prompt that explicitly stated that the model would have no internet access during the exercise. The model stopped itself once it recognized that it was acting in an unauthorized way.

    Moussouris said this is an example of “model alignment” — when an AI model behaves in a way that is in line with the intentions set by humans.

    Unexpected outcomes can be mitigated by improving alignment, Moussouris said, something that will likely be a primary focus for the creators of AI models in the coming months.

    “How do we get it so that these models aren’t just trying to achieve the objective at whatever cost, and actually trying to perform the tasks that we are asking it to do in ways that are not destructive or harmful?” Moussouris said.

    “A really bumpy road” ahead

    Justin Cappos, a computer science professor at New York University with decades’ worth of contributions in software supply chain security, is concerned that AI’s rapid improvement will result in models behaving increasingly like computer viruses, engaging in hacking and disrupting systems.

    There’s a chance, he said, that AI models could increasingly veer further away from oversight and out of control. It’s a scenario Moussouris argues is already playing out.

    “Will we eventually get to a place where we can’t fully control them? I think we’re already there,” she said.

    Cappos, like Moussouris, anticipates more unauthorized actions in the near future.

    “There’s probably going to be a really bumpy road for over the short term, but the long term might end up better, especially if we improve more fundamental things right now,” he said.

    Some researchers view the incidents as a long-anticipated wake-up call for the AI industry, sparking a badly needed conversation about AI safety.

    Rob Lee, the chief AI officer and chief of research at SANS Institute, which provides cybersecurity resources and training, said he sees recent events as “a gift to the industry” — an opportunity to create a playbook of what autonomous attacks could look like down the road.

    “I think in the next few months, we’re going to see a lot more transparency from the model providers,” he said.

    As AI providers are confronted with rogue and deceptive incidents, Cappos said the time to act on strengthening safeguards is now.

    “We’re rapidly approaching our last chance to hit this snooze button on this,” Cappos said. “AI, once it becomes sufficiently intelligent, is going to rapidly reshape the world in ways that we cannot imagine.”

    President Donald Trump has become the most targeted U.S. leader on record among both sitting and former presidents, facing threat-related incidents roughly every two to three months in recent years.

    Trump has survived three major assassination attempts and nearly a dozen other threat-related incidents over the past two years alone. Overall, he has faced nearly 20 known threats since first taking office in 2017.

    By comparison, every other U.S. president targeted in an assassination attempt faced just one, except President Gerald R. Ford, who survived two. Those presidents include Andrew Jackson, Abraham Lincoln, James A. Garfield, William McKinley, Theodore Roosevelt, Franklin D. Roosevelt, Harry Truman, John F. Kennedy, Gerald R. Ford, Ronald Reagan, Bill Clinton, George W. Bush and Barack Obama. Four of those presidents — Lincoln, Garfield, McKinley and Kennedy — were killed.

    Seven known threat-related incidents occurred during Trump’s first presidency, while four occurred during his 2024 campaign, including two assassination attempts. His second presidency has already seen eight additional incidents, including a third assassination attempt.

    Major Assassination Attempts

    July 2024: Trump’s first assassination attempt came during a campaign rally in Butler, Pennsylvania, when a gunman opened fire from a nearby rooftop, killing one spectator and critically wounding two others. The shooter, 20-year-old Thomas Matthew Crooks, struck Trump in the upper right ear before being killed by a Secret Service sniper.

    September 2024: Two months later, Secret Service agents spotted a gunman hiding in bushes with a rifle near Trump’s Florida golf course while the then-presidential candidate was golfing. The suspect, Ryan Wesley Routh, was arrested and later sentenced to life in prison.

    April 2026: A major security breach occurred during the White House Correspondents’ Dinner while Trump was in attendance. The suspect, Cole Allen, allegedly charged a security checkpoint armed with multiple weapons, shot an officer and was later taken into custody.

    First Presidential Campaign Trail

    Trump’s first three security incidents unfolded during his 2016 campaign before he ever took office.

    March 2016:An attendee at a Trump campaign rally in Dayton, Ohio, attempted to rush the stage before being arrested. The suspect, Thomas DiMassimo, 22, told police he intended to grab the microphone and shout that Trump was a racist but reportedly did not intend to harm him. He was later sentenced to one year of probation.

    June 2016: Three months later, a British national attending a Trump campaign rally in Las Vegas attempted to grab a police officer’s handgun from her holster, according to a federal criminal complaint. The suspect, Michael Steven Sandford, initially told an officer he wanted Trump’s autograph before trying to seize the weapon and later admitting he intended to kill Trump. He was sentenced to 12 months and one day in prison.

    November 2016: Secret Service agents rushed Trump off the stage during a campaign rally in Reno, Nevada, after an attendee shouted “gun.” Authorities found no weapon but briefly detained Austyn Crites, 33, who said he had brought a sign reading “Republicans Against Trump.” Trump returned to the stage minutes later to finish his remarks.

    First Presidency (2017-2021)

    September 2017: A man stole a forklift and drove it toward Trump’s presidential motorcade in an apparent attempt to overturn the presidential limousine in North Dakota. The suspect, Gregory Lee Leingang, later pleaded guilty to federal charges and was sentenced in 2019 to time served and one year of supervised release.

    October 2018: A Navy veteran in Utah was charged after ricin-laced letters addressed to Trump and other officials were intercepted before delivery. William Clyde Allen III was charged with five federal counts but was later found incompetent to assist in his defense.

    August 2020: Trump was abruptly escorted out of a briefing room during a televised news conference after a Secret Service officer shot a man who threatened to kill people near the White House. The suspect, Myron Basil Berryman, 51, of Forestville, Maryland, was found unarmed and arrested on a charge of assaulting a law enforcement officer, according to the Metropolitan Police Department.

    September 2020: A suspect mailed a ricin-laced letter to Trump that was intercepted before reaching the White House. The sender, Pascale Cecile Veronique Ferrier, a dual citizen of Canada and France, admitted to manufacturing ricin at her residence in Canada and was later sentenced to 262 months in prison, equivalent to more than 21 years, followed by lifetime supervised release.

    Second Presidential Campaign Trail

    Trump then faced two assassination attempts and two additional threat-related incidents during his 2024 presidential campaign.

    July 2024: One day prior to the Butler assassination attempt, federal authorities arrested a Pakistani national accused of orchestrating a murder-for-hire plot targeting Trump and other U.S. officials on behalf of Iran’s Islamic Revolutionary Guard Corps. The suspect, Asif Merchant, was later convicted in federal court in March 2026.

    November 2024: Following his second assassination attempt in September 2024, the Justice Department disclosed another alleged Iranian murder-for-hire plot targeting Trump. The suspect, Farhad Shakeri, was accused of being an Iranian government asset who had been tasked with planning the assassination of Trump. Defense Secretary Pete Hegseth said in March 2026 that Shakeri had been killed in a U.S. military operation.

    Second Presidency (2025-current)

    Just one and a half years into his second presidency, Trump has faced seven additional threat-related incidents and one assassination attempt.

    May 2025: A Florida man was arraigned in federal court after allegedly writing a letter to an official at the Charlotte Correctional Institution claiming he had “orchestrated the most daring Presidential assassination that this country has ever seen” and that “Donald J. Trump must perish.” The suspect, Christopher Davies, later admitted he wanted to kill Trump and was sentenced to 27 months in federal prison.

    July 2025: Authorities arrested a Texas man after he allegedly threatened Trump on social media ahead of the president’s visit to the state following the July 4 flooding along the Guadalupe River. The suspect, Robert Herrera, was later sentenced to two years in prison.

    August 2025: Authorities arrested a Georgia man after he allegedly posted a comment on a TikTok livestream threatening to shoot Trump. The suspect, 29-year-old Jauan Rashun Porter, wrote, “So there’s only one way to make America great and that is putting a bullet in between Trump’s eyes.” He was later sentenced to more than three years in federal prison.

    February 2026: An armed man drove into the secure perimeter of Mar-a-Lago in Palm Beach as another vehicle was exiting the property. The suspect, 21-year-old Austin Tucker Martin, was fatally shot by authorities.

    April 2026: Officials unsealed a federal criminal complaint against a Kentucky man accused of posting a series of politically violent threats on Instagram between January and late March 2026. The suspect, 23-year-old Kadrioan Serainity Santiago, allegedly threatened to cut Trump with a razor blade and feed his skin to stray dogs. He also threatened to kill the next member of law enforcement who interacted with him, encouraged violence against ICE agents, and posted comments saying, “I’m filled with political violence.”

    June 2026: Law enforcement officials uncovered an alleged terrorism conspiracy targeting Trump’s UFC event at the White House just four days before the mixed martial arts event was scheduled to take place. Eight men were indicted in connection with an alleged plot to fly explosive-laden drones into the event and open fire on attendees as they fled, according to authorities.

    August 2026: Authorities arrested a suspect who was allegedly seen photographing and recording security preparations ahead of a scheduled fundraising dinner at the Trump National Golf Club in Rancho Palos Verdes, California. The suspect, Jeanine John Taele, 38, was found carrying a 16-round magazine loaded with ammunition, while investigators recovered an additional pistol and a fake “security protection agent” badge from his truck.

    The big headline out of Tuesday’s primaries was the slim victory of former public health official Abdul El-Sayed in Michigan’s Democratic Senate primary — proof that progressives are ascendant in the party, even in a key swing state.

    But two other results that barely registered in the national news chart another trend in US politics: the increasingly complicated relationship between Republican state legislatures and direct democracy.

    In Kansas, voters rejected a proposal placed on the ballot by the state’s GOP-dominated legislature that would have taken the power to appoint state Supreme Court justices away from a merit board and the state’s governor, a Democrat.

    Instead, the amendment would have given voters power to elect state Supreme Court justices, who have been a thorn in the side of the GOP-dominated legislature. That might sound like voter empowerment, but the longer-term intent was to elect judges opposed to abortion rights so the court might eventually overturn the right to abortion in the state’s constitution, which was affirmed by voters in a 2022 ballot initiative.

    Bottom line: Anti-abortion rights activists hoped to use this amendment to overrule voters’ decision to uphold abortion rights. But voters understood this and rejected the move.

    In Missouri, voters rejected a measure placed on the ballot by the state’s Republican-dominated legislature that would’ve made it much harder to pass amendments placed on the ballot by citizens gathering signatures.

    Legislators’ goal was to create a two-tiered system: Constitutional amendments proposed by voters would have had to win in every congressional district in the state to pass, while amendments proposed by the state legislature would still need just a statewide majority.

    The important additional context is that Missouri’s GOP-dominated government has already drastically gerrymandered the state’s congressional districts to benefit Republicans, including by erasing a Democratic seat earlier this year.

    Functionally, the change would’ve given conservatives veto power over constitutional amendments proposed by Democrats or progressives, even if they were broadly popular.

    It’s not just abortion rights that Missouri voters have endorsed in recent years, frustrating Republican legislators. They also expanded Medicaid and increased the state’s minimum wage.

    On taxes, Missouri voters on Tuesday rejected the legislature’s request to phase out the state’s income tax and, in theory, replace it with a sales tax, a priority of Republican legislatures elsewhere in the country.

    Missouri voters will not get the opportunity to weigh in on gerrymandering. The state’s top election official denied a citizen petition signed by hundreds of thousands of voters requesting a statewide vote on congressional districts enacted by the state’s GOP-dominated government. Supporters have promised to fight the decision in court.

    But voters will be asked to take another look at abortion rights. Missouri’s legislature is asking voters to repeal the citizen-initiated amendment they passed in 2024, but with a tweak, adding in the politically potent issue of banning transgender therapy for people under 18.

    Gerrymandering, the drawing of legislative maps for partisan gain, is frequently described as politicians picking voters instead of the other way around.

    In fact, Republicans were able to get the upper hand in the unprecedented mid-decade gerrymandering war this year in part because they did not have to consult voters about their plans to erase Democratic districts.

    In California and Virginia, Democrats redrew maps, but only after consulting voters in statewide referendums, as their laws required. Voters in both states approved the concept of new maps, but only California’s will go into effect. In Virginia, state Supreme Court justices are appointed by the state legislature and a majority made up mostly of justices appointed in years when Republicans controlled the legislature threw the voter-blessed maps out, ruling they did not adhere to a strict process.

    In Florida, there’s already a supermajority requirement (60%) for citizen-initiated amendments to pass. That’s why, in 2024, solid majorities of voters supported restoring some abortion rights (57.2%) and legalizing cannabis (55.9%), but neither became law.

    Rather than face such questions again, the state’s GOP-dominated legislature and Gov. Ron DeSantis made it much more difficult and expensive for citizens to add initiatives to the ballot. The new rules, enacted earlier this year, make it a felony to gather more than 25 signatures in support of an initiative without first registering with the state as a petition circulator.

    In the 17 states where voters have been asked to weigh in on abortion rights at the state level since Roe v. Wade was overturned, according to KFF, voters have supported abortion rights in all but three instances, in Nebraska and South Dakota, where majorities opposed abortion rights, and in Florida, where the supermajority requirement was not met.

    Five more abortion-related initiatives are currently expected to appear on statewide ballots in November.

    In many of these instances, the divide is between ballot initiatives proposed by citizens and those proposed by the state’s legislature. Citizens have the ability to place initiatives on the ballot in about half of states, according to the National Conference of State Legislatures. CNN’s Fredreka Schouten wrote last year about the surge of efforts to put new hurdles in front of these efforts, which are frequently backed by liberal groups who feel locked out of power in red states.

    South Dakota voters will vote in November on whether to impose a 60% threshold on citizen-initiated ballot initiatives. South Dakota voters will also take another crack at Medicaid. In 2022, South Dakotans voted to expand the program offering health insurance to low-income people, bringing it in line with most of the rest of the country under Obamacare. This year, the legislature is asking the voters to drop that expansion if federal funding drops.

    If the trend is for left-leaning groups to use the initiative process to counter conservative legislatures, there are exceptions. California voters in 2024 narrowly rejected a state law that would have created an $18 per hour minimum wage.

    An initiative that would have raised the minimum wage in Oklahoma was rejected by voters earlier this year. Supporters of the initiative were frustrated that the state’s leaders moved the question to the June primary rather than the November general election. Voters in most states, given the chance, have supported minimum wage hikes, including in Arkansas and Missouri. Oklahoma’s vote means it will retain the federal minimum wage of $7.25 an hour, the product of a 2007 law. Look for Democrats to try to raise that floor the next time they hold majorities in Congress.

    Voters, ultimately, hold the power. They could throw out the legislators they disagree with. But that power is muted by gerrymandered legislative maps that feed hyper-partisanship in US politics. It could all get worse if, as expected, the redistricting war restarts next year and politicians do even more to pick their voters instead of the other way around.

    Company’s safety record raises questions after massive fire at L.A. food warehouse

    The massive food warehouse fire that blanketed parts of Los Angeles in smoke in June was not an isolated event, but one in a long run of fires at properties tied to one of the world’s largest cold storage companies, a CBS News investigation has found.

    Federal records show that in the past decade there have been at least 63 fires of varying severity at properties run by Lineage, a company that operates temperature-controlled warehouses around the globe. The firm said it was aware of 34 fires at its various warehouses, including one in Finley, Washington that burned for nearly two months.

    The company’s safety record has been under renewed scrutiny since the massive June 17 fire at a food storage warehouse in the Boyle Heights neighborhood of LA, where residents say they are still dealing with lingering odors, pests, and uncertainty about what pollutants they may have been exposed to.

    “I feel that leadership at all levels — from Lineage to the city, to the state, even the federal government — has failed us,” one resident said during a contentious community town hall last month.

    Lineage was leasing and operating the Boyle Heights warehouse that burned, which was owned by Chill Build LLC.

    In a statement to CBS News, Lineage, which was leasing and operating the Boyle Heights warehouse, said that the company is working around the clock on odor control, pest control and the removal of food waste, and that it expects conditions to improve as the cleanup effort progresses.

    Several Boyle Heights residents have since filed lawsuits against Lineage and other defendants — including Chill Build LLC, rooftop solar companies and contractors — alleging they failed to safely operate and maintain the facility, resulting in a preventable fire that exposed nearby residents to toxic smoke and hazardous pollutants.

    Chill Build told news outlet The LA Local that it spent millions of dollars on the fire response, but that Lineage is “responsible for all aspects of maintaining and repairing the facility” and “in charge of the recovery efforts”.

    Lineage told CBS News that they believe the fire began on the roof while a contractor working for Altus Power, the owner of the rooftop solar array, was performing work on the system. Altus Power said that the cause of the fire and resulting damage has not yet been determined and that they would be responsive to authorities as they continue their investigation.

    The June 17 fire quickly became one of the largest industrial fires in recent Los Angeles history, burning for more than a week and leaving behind an estimated 85 million pounds of spoiled food. Environmental health experts say the incident raises concerns that extend well beyond the lingering smell.

    “When a fire burns right across the street from businesses and homes, it’s up there among significant industrial disasters in urban areas,” said Dr. Jill Johnston, an environmental health scientist at the University of California, Irvine. “It really adds to a burden that already exists around air toxics and health impacts.”

    Lineage operates more than 500 temperature-controlled warehouses worldwide and says on its website that safety is its “number one value,” describing it as part of the company’s DNA.

    But the Boyle Heights fire is not an isolated incident.

    A CBS News investigation identified at least 63 fires in and around Lineage facilities since 2016 involving the company’s buildings, vehicles or trash on its sites. The company acknowledged 34 building fires — including fires in Finley, Washington; Pasadena, Texas; Everett, Massachusetts; and a previous fire at the same Boyle Heights warehouse in 2024.

    The figures come from a national database that about 70% of U.S. fire departments report to, listing all the fires they responded to each year.

    Residents in Finley filed a class action lawsuit in April alleging pollution from the blaze contaminated surrounding air and water and contributed to illnesses and two deaths. Lineage says it “vigorously disputes” the lawsuit’s characterization of their safety record.

    Government records also show Lineage has faced repeated enforcement actions since 2014, with regulators assessing more than $4.5 million in penalties for alleged workplace safety and environmental violations, including incidents involving hazardous chemical releases, according to government watchdog data collected by the group Good Jobs First, which tracks industrial incidents.

    In January 2020, one worker died following an ammonia leak at a Lineage warehouse in Statesville, North Carolina. That incident was among several cited by federal and state regulators in enforcement actions involving Lineage facilities.

    Experts say cold storage warehouses present unique risks because many rely on anhydrous ammonia refrigeration systems.

    “What they use for cooling are very toxic chemicals,” Johnston said. “They can explode. If something goes wrong, these facilities have the potential to release massive amounts of toxic chemicals.”

    Lineage said that it is continuously monitoring air quality and sharing air-monitoring data with both local regulators and the public, and that it removed ammonia from the Boyle Heights warehouse shortly after the fire began. In a previous statement to CBS News, they said that “no measurable ammonia had been detected in the community at any time since the fire started.”

    But Johnston pointed to air data from July showing ammonia levels were over 10 times higher near the warehouse than other L.A. neighborhoods a month after the blaze was extinguished — though well below levels considered dangerous by authorities.

    The Environmental Protection Agency wrote to Lineage on July 31 demanding information on the company’s safety compliance and any releases of hazardous chemicals during the fire.

    Unlike many industrial facilities located far from neighborhoods, cold storage warehouses are often built close to homes, schools and businesses to speed up food distribution. In Boyle Heights, some residents live less than one block from the warehouse.

    “I think what we’re seeing is really an unprecedented challenge, at least here, in both understanding and containing all the toxins that are still inside,” Johnston said.

    Lineage told CBS News that it has consistently supported the community throughout the emergency response and subsequent cleanup and recovery effort. It said its workplace safety performance “outperformed the industry average.”

    It added that it will “always strive for excellence” when it comes to safety, and that it has “a team of over 200 dedicated engineering, maintenance, safety, and compliance personnel focused on meeting that standard.”
