    Aug 6 (Reuters) – The bipartisan ethics proposal senators have pitched to President Donald Trump to get landmark crypto ​legislation over the line in Congress could trigger ‌a significant tax benefit for the president, Bloomberg News reported on Thursday.

    The benefit will include the ability to defer ​capital gains levies on his crypto holdings, ​the report said, citing people familiar with ⁠the matter.

    The ethics addendum to the crypto bill, ​which has yet to be released publicly and is ​still being negotiated between the White House and lawmakers, includes a provision requiring the president to divest from crypto-related businesses, ​Bloomberg reported.

    The White House did not immediately respond ​to a Reuters request for comment on the report.

    In June, ‌Trump reported ⁠more than $1.4 billion in income from his family’s crypto ventures last year, showing how he now derives most of his income from digital assets that ​have benefited from ​his policies.

    For Melanie Herbert, years of hospital treatments for a serious medical condition fueled an early interest in how healthcare providers communicate and address their patients’ needs.

    The experience informed her decision years later to launch Sync Labs, a health technology startup that aims to improve care for older Americans, while she was still a student at the University of Pennsylvania.

    “I feel like it’s unfortunately a very neglected space where a lot of the technology and tools are really behind,” Herbert, 23, told CBS News.

    Although such entrepreneurship is clearly unusual for young people, it is by no means unheard of these days. Research from the Bank of America Institute shows that Generation Z members are contributing “disproportionately” to a recent surge in business formation.

    In a trend that highlights how younger Americans are helping catalyze economic growth, the number of new business applications filed by Gen Zers jumped 66% in June compared with a year ago. That far outpaced applications filed by other generations, the Bank of America Institute found.

    Young Americans are helping fuel a broader jump in applications to form businesses. According to the Federal Reserve Bank of St. Louis, Americans filed more than 531,000 business applications in June, more than double the 2020 figure.

    Scott Issen, CEO of Future Founders, a nonprofit group that helps nurture entrepreneurial skills, said demand for the organization’s services is surging — a shift he attributes to a change in many young people’s attitude toward employment.

    “Macroeconomically, I think there’s less interest year over year for young people to work for others,” he told CBS News. “They would prefer to be their own bosses and create their own opportunity.”

    The burst in entrepreneurship among younger Americans isn’t limited to graduates of prestigious universities. Lower-income households now account for 25% of all new businesses getting off the ground, up from 20% in 2020, the Bank of America Institute found.

    “In a lot of ways, I think entrepreneurship is democratizing right now,” said Angela Lee, co-director of the Eugene Lang Entrepreneurship Center at Columbia Business School. “So I’m not at all surprised to see younger, lower-income founders start companies.”

    AI lowers barriers to entry

    Experts attribute part of the surge in Gen Z founders to the advent of artificial intelligence, which is helping young people get their businesses off the ground by automating basic tasks and reducing startup costs.

    “The barriers to entry are getting much lower,” Lori Rosenkopf, a professor at the Wharton School of the University of Pennsylvania, told CBS News. “It’s pretty easy for anyone to start building some content, making themselves a content creator or doing a little bit of video coding.”

    AI can also help young business founders save money. Lee, a serial entrepreneur, said she paid roughly $15,000 for a single web developer when she started her first company.

    “Now with AI, something that would have taken an app developer three months and $15,000, you can vibe code over the weekend,” she said.

    AI is integral to Herbert’s company, which uses the technology to streamline information from health providers’ notes, staff observations, lab results and other data. For example, Sync Labs’ tech can “ambiently listen” to staff meetings when activated, creating a fuller picture of patient needs and offering clinically backed recommendations from the company’s generative AI models, she said.

    Herbert also said AI has been a “game changer” for daily operations at the San Francisco-based company, noting that it helps speed up tasks and reduce expenses. “As a startup, time is everything,” she said. “We’re trying to get our product out to as many people as possible as quickly as possible.”

    “There is a lot of job dislocation right now”

    Today’s challenging economic backdrop — and the rise of AI — also helps explain why more young Americans are choosing to launch their own businesses, experts said.

    “There is a lot of job dislocation right now, and younger people are finding it hard to secure traditional employment given our current economic conditions,” Wharton’s Rosenkopf said.

    Although U.S. unemployment remains low and job growth has been solid, research shows that recent college graduates are struggling to find work, especially as AI starts to automate certain functions normally reserved for entry-level workers. A recent ZipRecruiter survey of 1,000 recruiters found that 38% of employers have shifted basic data-processing tasks away from entry-level workers and onto AI.

    Herbert said she didn’t start Sync Labs due to concerns about the labor market, but noted that the stress of finding a job has weighed heavily on her friends.

    “Being in this generation, it’s probably one of the most talked about things,” she said.

    Aug 6 (Reuters) – The U.S. Commerce Department said on Thursday it ‌will block exports of tungsten scrap and battery waste, part of a push to boost the domestic recycling industry and critical mineral production.

    The move, which was expected, comes after President Donald Trump last week signed an order giving federal officials the power to limit the overseas ​shipment of scrap containing valuable critical minerals to China and other countries.

    The order prohibits the export of so-called ​black mass, which is essentially shredded lithium-ion batteries, as well as scrap containing tungsten, a ⁠metal used to harden steel and used widely in defense applications.

    The action is the latest in a broader U.S. ​push to reduce reliance on China, which dominates global processing of critical minerals used in everything from EV batteries ​to weapons systems. Washington has increasingly used export controls, tariffs and domestic incentives to try to rebuild a U.S. supply chain, as tensions with Beijing over minerals access have escalated.

    , goes into effect on August 27 and runs for one ​year, the Commerce Department’s Bureau of Industry and Security said.

    “It’s great to see the administration recognize the importance of ​recycling recoverable critical materials from scrap,” said Zubeyde Oysul, a critical minerals policy manager at SAFE, a Washington-based think tank.

    Waivers may ‌be issued ⁠on a case-by-case basis only if companies can show “undue hardship” or “irreparable harm,” according to the order.

    The U.S. exports nearly 33,000 metric tons per month of electronic waste and other scrap, much of it filled with critical minerals that can be recycled, according to data from the environmental group Basel Action Network.

    Those exports have long irked the U.S. recycling ​industry, which has said that ​keeping the material in the ⁠country could help Washington better meet its minerals production.

    Still, the U.S. does not have enough capacity to recycle all the scrap it produces. Several recyclers have also faced economic ​challenges in the past 18 months, including Li-Cycle and Ascend Elements, both of which ​filed for ⁠bankruptcy.

    Amermin, a privately held tungsten recycling firm, praised Thursday’s move but said the country needs to do more to increase its ability to handle scrap.

    “This ban is a band-aid,” said Ryan McAdams, Amermin’s CEO. “It’s going to buy us more time, but ⁠we’ve got ​to start building up the infrastructure here stateside.”

    State Department spokesman Tommy Pigott said more than 100,000 visas have been revoked under the department’s continuous vetting program, with DUIs among the primary criminal offenses prompting action against foreign nationals.

    The Trump administration is framing visa revocations as a national security measure, arguing that removing foreign nationals who commit crimes, including under the influence driving, is essential to protecting the American public.

    “Every visa decision is a national security decision,” State Department spokesperson Tommy Pigott told Fox News Digital. “Of course, when we think of border security, we think about the Southwest border, but visa security is border security. It’s who we’re allowing into the country legally, and if they operate in a way that is grounds for revocation, we’re going to protect the American people.”

    The Trump administration has taken an aggressive approach to revoking visas, announcing in January that more than 100,000 foreign nationals’ visas were revoked in 2025 — more than double the number revoked during President Joe Biden’s final year in office.

    While a majority of those visas were revoked because travelers overstayed their visas, Pigott said many others lost their visas because of criminal activity, with drunk driving arrests accounting for many of those revocations.

    “Fundamentally, if you break the law, that is grounds for revocation,” Pigott said. “If you break law, you break terms of your visa, or you undermine the national security of the United States, that’s grounds for a revocation of your visas.”

    Pigott cited recent examples of visa revocations involving DUI offenses, including a foreign national who injured someone while driving drunk and another who showed up intoxicated to a court-mandated DUI program.

    “Driving drunk on streets is incredibly dangerous,” Pigott continued. “It’s part of a broader initiative from the Trump administration to make sure that our streets are safe. And that includes illegal immigrant drivers, that includes foreigners here on visas that are driving drunk on our streets. We’re not going to tolerate that. We are going to protect the Americans.”

    In May, Oklahoma authorities charged 27-year-old Michael Rosario-Cruz, who was living in the U.S. under DACA protections, with four counts of second-degree murder, alleging he drove drunk the wrong way and crashed into another vehicle, killing four young people. Authorities reported finding empty beer bottles inside Rosario-Cruz’s car. He also faces multiple DUI, firearm and other charges.

    The four victims were all between the ages of 18 and 20.

    “These young men and women had their whole lives ahead of them. This tragedy was completely preventable,” DHS Secretary Markwayne Mullin said in a statement. “This illegal alien should has never been in our country. Join me in praying for the families, friends, and loved ones of these victims.”

    Immigration and Customs Enforcement (ICE) has placed a detainer on Rosario-Cruz, who is currently being held at the Canadian County jail in Oklahoma.

    The State Department revoking visas is just the first step in the process to remove a foreign national, according to Pigott.

    “When that visa is revoked, there’s a couple different elements that can happen,” Pigott told Fox News Digital, explaining that whether a foreign national is deported depends on whether the Justice Department pursues criminal prosecution.

    “You could see someone leave the country after serving a prison sentence, for example,” Pigott said. “Ultimately, DHS then makes the termination about the next step of appropriate action, whether that’s deportation, whether that is deportation after serving prison sentence, so it really is a case-by-case basis.”

    “But what the revoking of the visa does is that allows us to take appropriate action as a government to remove an individual from our nation based off of the conditions that they may be in currently and taking into other considerations such as the playing out of the judicial process,” Pigott continued.

    Pigott said the administration’s visa policy is centered on continuous vetting and enforcement even after the visa is first issued.

    “We’re going to do what’s necessary to protect the American people, we’re going to enforce our immigration law and we’re gonna make clear when it comes to this visa process we are going to continuously vet people here on visas — we’re going to have an America first visa policy,” Pigott said.

    A wave of cyberattacks targeting U.S. public water systems is heightening concerns about security gaps at utilities, with government officials warning that hackers are exploiting a particularly vulnerable industrial computer, according to security experts.

    U.S. water systems in at least a dozen states have been targeted by the attacks, which officials suspect may be linked to Iran-backed hackers. Officials say the attacks have not affected drinking water, and utilities have quickly regained control of their systems.

    But cybersecurity experts said the incidents expose longstanding weaknesses in thousands of public water systems, many of which rely on poorly secured, internet-connected industrial computers.

    These components, called programmable logic controllers, or PLCs, turn industrial equipment on and off, controlling factors such as water pressure or chemicals added in treatment plants.

    PLCs are often connected to the internet, allowing hackers to gain access to their functions, the Cybersecurity & Infrastructure Security Agency (CISA) said in a July 30 notice. Sometimes PLCs have no passwords or easily guessed ones, security experts told CBS News.

    “The bottom line is there’s no one guarding these systems,” Joshua Corman, executive in residence for public safety and resilience at the Institute for Security and Technology, a security think tank, told CBS News. “These systems were directly on the internet with no firewalls or VPNs or anything, with no passwords set in most cases.”

    Water systems are being targeted specifically because they offer “low-hanging fruit” for malicious actors, said Michael Garcia, policy director of the Operational Technology Cybersecurity Coalition.

    Here’s what to know about the water system cyberattacks.

    How many U.S. water systems have been targeted?

    There are reports of cyberattacks on water systems in a dozen states, but because there’s no federal regulation requiring local utilities to report hacks, more may have gone unreported, Garcia said.

    “There’s nothing that requires [utilities] to say, ‘Here’s all the information that we have. Here’s how it happened,’” Garcia said. “This [disclosure] has really been on a goodwill basis, so we actually don’t even know the large-scale impact, if there is one.”

    Among the states with reported breaches are:

    • Georgia: The Clayton County Water Authority, which serves 300,000 customers, said it was targeted in a July 27 cyberattack.
    • Michigan: A state official said a “small number” of communities were hit in July.
    • Minnesota: More than 30 community water systems across the state were affected in late July.
    • New Jersey: At least two communities in the state were targeted in a cyberattack, with state officials declining to name the towns, according to a local ABC station.
    • South Dakota: A Rapid City wastewater plant was targeted in late July, according to local station KOTA-TV.

    What are the hackers doing, and what do they want?

    CISA said the hackers are targeting exposed PLCs, locking out operators and disconnecting the devices by changing their IP addresses. In a July 30 statement, the FBI said targeted water utilities have experienced pressure loss and flooding.

    In Georgia’s Clayton County, the disruption caused a drop in water pressure and forced the agency to issue a boil-water advisory. Service was restored within hours, however.

    Some utilities have lost critical remote-control capabilities, forcing operators to switch to manual mode. In several cases, the hackers gained remote access to pumps, valves and water pressure.

    So far, the targeted utilities have swiftly regained control of their systems, often by taking them offline and switching to manual control, security experts noted. But the worry is that hackers could cause greater disruptions, such as a surge in water pressure that could burst pipes and endanger critical facilities, including hospitals, Corman said.

    “No water means no hospital in two to four hours,” he said. “A loss of water pressure might look like an inconvenience for the water sector, but it could actually be a mass casualty event for the hospital that depends upon it.”

    Because no one has publicly claimed responsibility for the attacks, the attackers’ objectives remain unclear, security experts said.

    But with Iran-backed hackers suspected in the incidents, their efforts may be aimed at psychological revenge for the U.S.’s war with Iran, sending a message to the Trump administration or threatening to stir panic among civilians, Corman said.

    “It can also be used as a signal to the Trump administration to say, ‘Don’t mess with us because we’re in your systems,’” he said. “So it could be a deterrent.”

    Should people be worried?

    The risks are serious, but consumers shouldn’t panic, the security experts told CBS News.

    “We’re lucky that it wasn’t worse, but part of that luck is because we have good public utility workers,” Garcia said.

    Both Garcia and Corman recommended that people store some water at home in case of an emergency, whether that’s a natural disaster like a hurricane or a man-made issue like a utility hack.

    “What I always tell folks is focus on what you can control, and what you can control is being prepared,” Garcia said. “FEMA has always said that you should have one gallon of water a day for however many people are in your household for at least two or three days.”

    Consumers can also keep a water filtration device on hand, such as a LifeStraw, in case of a water disruption, Corman noted.

    “There’s a huge difference between being a prepper and being rationally prepared for occasional disruption,” he said.

    A flesh-eating bacteria found in warm coastal waters is responsible for at least five deaths so far this year in Louisiana, state health officials reported Thursday.

    There have been at least nine total cases of Vibrio vulnificus in the state in 2026, according to the Louisiana Department of Health. All nine patients were hospitalized.

    The nine patients all contracted Vibrio vulnificus through wounds that were exposed to seawater, the health department said, and all of them had underlying health conditions.

    Over the past 10 years, Louisiana has averaged seven cases of Vibrio vulnificus per year and one fatality, the health department said. In 2025, however, there were at least 26 cases and five fatalities recorded in the state.

    The Florida Department of Health has also recorded two deaths from Vibrio vulnificus so far this year. In 2024, it reported 19 deaths, and another five in 2025. The agency said Florida saw higher rates of infection after major storms, such as Hurricane Helene in 2024, that brought deluges of floodwater and standing water to communities.

    Rising water temperatures caused by climate change are also contributing to the risk of Vibrio vulnificus infections in new regions, experts say.

    This spring, Vibrio vulnificus was discovered in water samples taken in coastal areas of New York’s Long Island.

    There are about a dozen Vibrio species that can cause the illness known as vibriosis, but Vibrio vulnificus is the most serious and life-threatening. About one in five people who contract Vibrio vulnificus will die from it, per data from the U.S. Centers for Disease Control and Prevention. It can also lead to amputations.

    Vibrio infections are most commonly contracted between May and October, when ocean water temperatures are warmest, according to the CDC.

    They can be contracted when an open wound is exposed to seawater, or through the consumption of raw or undercooked shellfish, specifically oysters, the CDC said.

    Those with preexisting conditions are most susceptible to serious illness from Vibrio vulnificus, the Louisiana Health Department said. Those conditions include cancer, liver disease, HIV, thalassemia and those receiving immune-suppression treatments.

    Symptoms of a Vibrio wound infection can include fever, skin discoloration, drainage or discharge, or pain and swelling around the wound. Symptoms of a Vibrio bloodstream infection can include fever, chills, dangerously low blood pressure and skin lesions.

    Gastrointestinal symptoms of Vibrio can include diarrhea, stomach cramps, nausea and vomiting.

    To avoid infection, the Louisiana Health Department advises the public to stay out of salt or brackish water, which are areas where saltwater and freshwater mix. After a possible exposure, wash wounds with soap. When preparing seafood, cook it thoroughly and keep cooked seafood separate from raw seafood.

    Former U.S. Marine Robert Gilman, who has been held in a Russian prison since 2022, could be close to death, advocacy groups representing his family warned Thursday.

    They also say Gilman is being fed through a tube after falling into a catatonic-like state.

    Hostage advocacy groups and Gilman’s sister indicated the former service member may have been tortured and injected with mind-altering drugs before falling into a stupor in June, Reuters reported.

    Eric Lebson, chief strategy officer of Global Reach, an advocacy group representing Gilman’s family, told Fox News Digital that Gilman has been unable to eat on his own for more than six weeks.

    Gilman was transferred in late June from a prison hospital to the psychiatric ward of a civilian emergency hospital in Voronezh after entering what was assessed as a “dissociative stupor,” Lebson said.

    “For the past 46 days, he has been fed through a tube,” Lebson added.

    “The Russians have not been responsive,” he said before adding that the Russians have also “not allowed his mother to see him, which raises our level of concern that something serious has now happened.”

    Lebson said the Russian hospital also barred his mother from visiting him despite a judicial order allowing her to see her son.

    “She flew to Russia, and they are not allowing her to come and do what is needed to get him out of a stupor,” Lebson said.

    “His mother and lawyer have been prohibited from seeing him since he was moved to the civilian hospital 46 days ago.”

    According to Lebson, the White House and the State Department have urged Moscow to release Gilman so he can receive urgent medical treatment in the United States.

    “The State Department and the National Security Council have been very actively engaged in communication about the need for Robert to be released on an emergency basis,” he clarified.

    Another advocacy group following the case also expressed concern for Gilmam’s safety.

    “It doesn’t seem like he’s getting the care he needs, and we are very concerned for his life and safety,” Elizabeth Richards, director of hostage advocacy and research at the Foley Foundation, which has tracked Gilman’s case, told Reuters.

    Secretary of State Marco Rubio raised Gilman’s case with Russian Foreign Minister Sergey Lavrov during a meeting in Manila July 23, according to Reuters.

    Gilman is one of at least 10 Americans known to be imprisoned in Russia.

    “We are deeply concerned about Robert Gilman’s health and continued detention,” the State Department said in a statement.

    “I am more afraid for my brother than I have been since this horrible nightmare started,” Gilman’s sister, Lexie Hudson, said in a statement.

    “I’m worried that I may never see him again if the Russians don’t release him. I’m worried that he could die.”

    As previously reported by Fox News Digital, Gilman, of Dracut, Massachusetts, was first arrested in January 2022 after fellow train passengers reported he was intoxicated and causing a disturbance while traveling from Sochi to Moscow to replace a damaged passport.

    He was convicted later that year of assaulting a police officer and sentenced to 3½ years in prison. Gilman later told the court he believed his drink had been spiked.

    His legal troubles escalated while in custody after he was convicted in separate incidents involving altercations with prison staff and an investigator.

    In December, Russian state media reported that a regional court extended Gilman’s sentence, bringing his total prison term to 10 years.

    Vladimir Gilman, Robert’s father, previously said the family asked the State Department in March 2023 to designate his son as wrongfully detained, a status that would make securing his release a top U.S. government priority.

    In a statement, a senior administration official told Fox News Digital that President Trump’s administration is “closely tracking Mr. Gilman’s case and has made repeated, concerted outreach to the Russians calling for his return to the United States.”

    Trump unveils trade actions to compete with China on solar and chips

    WASHINGTON, Aug 6 (Reuters) – The White House on Thursday imposed a series of ​price floors and a 15% tariff on products made from polysilicon, the raw material used in semiconductors and solar panels that ‌is primarily produced by China.

    U.S. President Donald Trump’s proclamation under Section 232 of the Trade Expansion Act of 1962 is aimed at supporting domestic chip and solar supply chains needed to compete with Beijing on artificial intelligence and energy.

    “The plan of action in this proclamation will, among other things, help ensure the commercial viability of United States production ​of polysilicon and its derivatives that is necessary to meet United States economic and national security requirements,” the order said.

    Polysilicon, an ultra-pure ​form of silicon, sits at the start of the semiconductor and solar manufacturing supply chains. Manufacturers turn silicon ⁠wafers into solar cells and then assemble those into panels used in solar projects.

    American solar factories for the last decade have accused their Chinese rivals ​of dumping solar panels in the market, receiving unfair government subsidies and moving their manufacturing to other countries to dodge U.S. tariffs.

    The United States has two ​polysilicon factories. Hemlock Semiconductor, which operates a plant in Michigan, is a joint venture between Corning
    (GLW.N)
    and Japan’s Shin-Etsu Handotai
    (4063.T)
    . Munich-based Wacker Chemie
    (WCHG.DE)
    runs a factory in Tennessee.

    “Today’s decision encourages continued investment in U.S. capacity and supports long-term U.S. competitiveness,” a Corning spokesperson said.

    Wacker said it was reviewing the actions to fully understand their impact.

    “We appreciate ​the Administration’s continued engagement on the issue given the ramifications for semiconductor supply chain resilience, advanced computing infrastructure, and broader U.S. defense and security ​interests,” the company said in a statement.

    Domestic semiconductor manufacturing depends on solar because the solar industry’s larger demand for polysilicon helps support production of the material required for ‌chips. The ⁠chip industry accounts for 2.4% of global polysilicon demand, according to the Semiconductor Industry Association.

    U.S. solar manufacturing has expanded since Congress created tax incentives in 2022. Much of that growth, however, has been concentrated in panel assembly, leaving manufacturers dependent on imported wafers and cells, which require longer investment timelines.

    “This is a decisive win for advanced American ​manufacturing and investment in domestic energy ​supply chains,” Dan Barcelo, CEO of ⁠T1 Energy, said in a statement. In addition to its Texas solar panel plant, T1 is investing $510 million in a cell factory.

    The trade protections will take effect on December 4, the White House said.

    Tim Brightbill, a trade ​attorney with Wiley Rein who has brought several trade cases against Chinese solar companies, warned that the ​delayed implementation could lead ⁠to a surge of imports in the coming months.

    Companies that buy solar panels have argued that the delay is needed to adjust supply contracts to higher prices.

    According to a White House document, the president set minimum import prices of $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt ⁠for solar ​cells and $0.38 per watt for solar modules, or panels.

    The proclamation also authorizes the Commerce Department ​to create an incentive program for companies that invest in factories to produce polysilicon or derivative products.

    The administration’s plan to pursue a hybrid system combining a minimum import price with tariffs was ​first reported by Reuters.
