South China evacuates over 340,000 and cancels flights as region braces for Typhoon Noul

Typhoon Noul is bringing winds and heavy rain to southern China, including Hong Kong, over the weekend, prompting the evacuation of hundreds of thousands of people in the province of Guangdong with the region on high alert and at least dozens of flights canceled.

Hong Kong’s Observatory said Noul, which had intensified with maximum sustained winds of 90 mph near its center, was moving on Saturday across the South China Sea and edging closer toward the coast of Guangdong.

The city’s observatory forecasts Noul could make landfall Sunday morning around the vicinity of the southern Chinese cities of Huizhou and Shanwei and then move inland, bringing strong winds and squally showers to parts of the region. China’s weather center expects Noul to make landfall in the early hours of Sunday.

China’s National Meteorological Center expects parts of southern Guangdong and southeastern Fujian provinces will experience heavy rain and strong winds over the weekend.

More than 340,000 people had been evacuated by Saturday afternoon in Guangdong province, according to state broadcaster CCTV. Train services in the province have been canceled for Sunday, according to the China News Service.

Hong Kong airport’s website showed more than 150 flights had been canceled for Saturday and Sunday, with more flights facing possible cancellations.

Mainland Chinese authorities issued their highest-tier red typhoon alert on Saturday evening, while Hong Kong’s observatory hoisted the storm signal No. 8, the third-highest under the city’s alert system.

As the storm approaches Hong Kong, parts of a large scaffolding on a high-rise building collapsed on Saturday afternoon, local police said, adding that initial reports indicated there were no injuries.

Taiwan’s Central Weather Administration said Noul was bringing rainfall to parts of southern and eastern Taiwan. It was passing over waters south of Taiwan, and was moving away from the island Saturday.

Earlier this month, Typhoon Bavi brought strong winds and rain to eastern China, leading to the evacuation of more than 2 million people. It made landfall on July 11. Another, Maysak, made landfall in southern China on July 3.

Illinois Gov. JB Pritzker was dealt a major legal blow Friday after a federal judge gutted key state laws providing in-state tuition, financial aid and scholarships to illegal immigrants, marking another win for the Trump administration’s nationwide immigration agenda.

U.S. District Judge Stephen McGlynn, a Trump appointee serving in the Southern District of Illinois, sided with the Justice Department, ruling that Illinois’ in-state tuition policies, the RISE Act and the Illinois DREAM Act are “unconstitutional and invalid” as applied to illegal immigrants.

The ruling permanently prevents Illinois from enforcing the laws, although McGlynn delayed the order from taking effect for 14 days to allow the state to ask an appeals court to intervene.

U.S. Attorney Steven Weinhoeft celebrated the ruling.

“Illinois sought to incentivize illegal immigration on the taxpayer’s dime by treating illegal aliens better than U.S. citizens living in other states, in clear violation of federal law,” Weinhoeft said in a statement. “This ruling enforces the statute Congress wrote and stops the State from putting illegal aliens ahead of American citizens.”

The decision is the latest victory for the Trump administration’s effort to dismantle state laws extending higher education benefits to illegal immigrants and comes one day after the Justice Department filed a similar lawsuit against Colorado.

NEBRASKA ENDS IN-STATE TUITION BENEFITS FOR ILLEGAL IMMIGRANTS UNDER DOJ DEAL

The Justice Department filed the lawsuit against Illinois and a handful of colleges in September 2025, arguing that Illinois violated federal law by offering in-state tuition and financial aid to illegal immigrants without making those same benefits available to all U.S. citizens regardless of where they live.

McGlynn granted the federal government’s motion for summary judgment and denied Illinois’ motion to dismiss.

The ruling invalidates Illinois’ in-state tuition rules, the RISE Act, which provides access to state financial aid for certain students ineligible for federal aid, and the Illinois DREAM Act, which established scholarship opportunities for eligible students.

The Justice Department has won or reached settlements in similar cases involving Texas, Kentucky, Oklahoma and Nebraska, with Nebraska agreeing to end in-state tuition benefits for illegal immigrants as part of a settlement. Lawsuits remain pending against Minnesota, Virginia, California, New Jersey, Kansas, Massachusetts, Rhode Island, Maryland and now Colorado.

In its lawsuit filed Thursday against Colorado, the Justice Department argued the state’s ASSET Act and related policies unlawfully provide lower tuition rates and state financial aid to illegal immigrants while denying those same benefits to out-of-state U.S. citizens.

“For three decades, Congress has made clear that Colorado cannot give education benefits to illegal aliens that it does not give to all American citizens,” Associate Attorney General Stanley Woodward said. “By granting illegal aliens in-state tuition, Colorado is not only violating federal law but subsidizing education for illegal aliens at taxpayers’ expense.”

“Our litigation efforts will not cease until we have fulfilled President Trump’s promise that illegal aliens will not obtain preferential treatment over our nation’s own citizens,” he added.

Colorado Gov. Jared Polis’ office defended the state’s policies.

“The federal government seizing control of determining in-state tuition across the country is absurd,” a Polis spokesperson previously told Fox News Digital. “In Colorado, we are expanding access to education to provide students with the skills to get good-paying jobs and doubling down on strategies to save students money.”

A Biden-appointed federal judge on Friday became the second jurist in Massachusetts to block the Trump administration’s effort to end Temporary Protected Status for migrant groups, fueling a growing clash over whether lower courts are ignoring a recent Supreme Court ruling that narrowed their authority over such decisions.

U.S. District Judge Brian Murphy of the District of Massachusetts issued an administrative stay in African Communities Together v. Mullin, temporarily preserving TPS protections for Ethiopian nationals while the court considers whether plaintiffs may pursue constitutional claims in light of the Supreme Court’s June ruling. In a 6-3 decision in Mullin v. Doe, the Supreme Court significantly narrowed lower courts’ authority to block DHS decisions designating or terminating TPS.

Murphy’s ruling drew a swift response from DHS General Counsel James Percival, who accused him of “mutiny” against the Supreme Court and revived criticism of the judge’s May 2025 order halting a deportation flight to South Sudan. DHS blamed Murphy for leaving ICE officers stranded at a U.S. military base in Djibouti, where officials said they faced malaria exposure and the threat of rocket attacks from terrorist groups in neighboring Yemen.

SUPREME COURT’S LATEST IMMIGRATION RULING WILL CAUSE AMERICANS TO ‘DIE AND SUFFER’ ATTORNEY WARNS

“Remember when that district judge rerouted a plane with child rapists headed for South Sudan? The judge made ICE land in Djibouti to face Malaria and terrorist rocket attacks from Yemen,” Percival wrote on X. “Fun fact: it was the very same Judge Brian Murphy who entered a lawless TPS order today!”

Murphy’s Friday order comes amid a months-long legal fight over the Trump administration’s effort to end Ethiopia’s TPS designation.

The litigation began after then-Department of Homeland Security Secretary Kristi Noem determined in December 2025 that conditions in Ethiopia no longer justified Temporary Protected Status and announced the designation would terminate. Under the department’s notice, Ethiopia’s TPS designation was set to expire after a 60-day wind-down period, with protections ending on Feb. 13, 2026, before Judge Brian Murphy intervened.

Earlier this year, Murphy sided with the challengers, granting their motion to postpone DHS’s termination of Ethiopia’s TPS designation after finding they were likely to succeed on claims that the department failed to follow the procedures Congress established for ending TPS.

But litigation was upended on June 25 after the Supreme Court ruled in Mullin v. Doe that lower courts generally cannot hear Administrative Procedure Act challenges to DHS decisions designating or terminating TPS. Since the Administrative Procedure Act formed the legal backbone of the plaintiffs’ challenge, the Trump administration argued Murphy’s injunction had been undermined and should be lifted.

However, the Supreme Court left open whether constitutional claims could still proceed, leading the plaintiffs to revise their complaint to focus on those arguments.

Murphy’s ruling comes just hours after another judge in the District of Massachusetts, Senior U.S. District Judge Patti Saris, temporarily halted the Trump administration’s effort to terminate TPS for South Sudan. Saris issued an administrative stay preserving protections while she considers whether plaintiffs may amend their lawsuit following the Supreme Court’s ruling. Like the Ethiopia case, the South Sudan challenge was brought by African Communities Together along with individual TPS holders.

Saris said her order was simply meant to temporarily maintain the status quo while the court considers the case and was “not a ruling on the merits.”

The tandem rulings have led to calls for the Trump administration to ignore the lower courts’ ruling.

“These Democrat operatives in robes do not have the power to do this,” Mike Davis, a conservative legal activist and founder of the Article III Project, wrote on X. “The Supreme Court just made that crystal clear. So it’s time to ignore these clearly lawless orders.”

“These puny little district court judges have been overruled so many times by the supreme court, especially on immigration, I think it’s time for the president to take his constitutional oath seriously, and ignore them,” Ann Coulter, a conservative political commentator wrote on X.

Murphy has repeatedly clashed with the Supreme Court over the Trump administration’s immigration policies, with the justices twice siding with the administration in its challenge to his orders restricting deportations of illegal aliens to countries that are not their homelands.

The Biden administration first granted Ethiopians Temporary Protected Status in 2022, declaring that war and a worsening humanitarian crisis had made it unsafe to return them to their home country. Then-DHS Secretary Alejandro Mayorkas pointed to ongoing armed conflict, widespread violence, human rights abuses, food insecurity, among the many reason as the basis for the designation. The protections took effect on Dec. 12, 2022, and were later extended through Dec. 12, 2025. DHS estimated approximately 26,700 Ethiopian nationals living in the United States could qualify for TPS.

4th firefighter dies from burn injuries battling Colorado’s Knowles wildfire

A fourth firefighter died from burn injuries battling Colorado’s Knowles wildfire in the western part of the state at the end of June.

Nathan Matthews, 43, of Lincoln, Nebraska, died from injuries sustained while battling the blaze, the U.S. Department of the Interior said in a statement.

“This is another heartbreaking loss for our wildland fire family,” said U.S. Wildland Fire Service Chief Brian Fennessy, referring to the three firefighters who died responding to the Knowles blaze. Fast-moving flames and gusty winds created unpredictable conditions for the firefighters.

Five firefighters were involved in a burnover — when a fire spreads rapidly and closes off escape routes — while engaged in initial attack operations on the Knowles Fire. The fire sparked near Knowles Canyon in Mesa County and was later overtaken by the Snyder Fire, which started in Utah and rapidly spread across the Colorado border.

The Department of the Interior said the fire is known as the Snyder Fire and has burned over 28,000 acres along the Colorado-Utah border.

Emily Barker, 38, Nick Hutcherson, 27, and Sydney Watson, 27, were assigned to the Rifle Helitack crew and engaged in initial attack operations, officials said. They died at the scene.

“We mourn the loss of Nate while continuing to grieve the deaths of Emily, Nick and Sydney. Our hearts are with their families, friends, crewmates and everyone impacted by this tragedy,” Fennessy said.

Matthews had been receiving medical care for his burns. The name of the fifth firefighter has not been released.

“We remain committed to supporting those affected and honoring the legacy of all four firefighters who made the ultimate sacrifice in service to our nation,” Fennessy said.

July 25 (Reuters) – A federal appeals court on ​Saturday declined to allow ‌U.S. President Donald Trump’s administration to implement ​in 23 states ​an executive order he signed ⁠that aims to ​tighten rules for ​mail-in voting ahead of November elections that will decide control ​of Congress.

The ​Boston-based 1st U.S. Circuit Court ‌of ⁠Appeals rejected the administration’s request to lift an injunction ​several Democratic-led ​states ⁠secured on June 25 from ​a lower-court ​judge ⁠who concluded that key parts of ⁠the ​Republican president’s ​order were unconstitutional.

Democratic lawmakers accused the Trump administration of abusing its power after officials admitted in a federal court filing they recommended terminating several billion dollars in grants for clean-energy projects based “solely” on states’ “political identity” and whether President Donald Trump won the vote there in the 2024 election.

In a July 15 filing that is part of a class action lawsuit seeking to overturn the decision, officials said the Energy Department sent to the Office of Management and Budget a list of more than 600 grants it recommended be canceled from recipients in states where former Vice President Kamala Harris won the vote, and that have two senators that caucus with Democrats. Ultimately, the Office of Management and Budget terminated 284 grants in October 2025.

The move is in line with Trump’s broader second-term push to seek retribution against a range of perceived political opponents – and with his aggressive efforts to stymie federal funding in Democratic-led states. Earlier this year, the administration tried to freeze $10 billion in funding for social services from five blue states before dropping that effort.

In February, the Federal Emergency Management Agency released more than $5 billion in long-delayed disaster aid to states, but left out several Democratic-led states where Trump had clashed with governors. The Department of Homeland Security denied politics played a role in the decision.

Those developments came during the height of an unprecedented effort by OMB Director Russell Vought to exert new authority and power over the federal spending process — a push that rapidly accelerated in the wake of sweeping fraud allegations in Minnesota late last year.

The revelation of the administration’s move to cut grants in states where Harris won the electoral votes was first reported by the New York Times. The plaintiffs in the case, a group of University of California researchers, argue the Trump administration targeted federal grants for termination based on political reasons.

In the July 15 filing, the DOE said it “accepts that the inclusion of grants in the October notice tranche was based solely on the political identity of the grant recipient’s state, i.e., whether the recipient’s location and/or place of performance was in a Blue State or a non-Blue State.”

Senate Minority Leader Chuck Schumer, a Democrat, called DOE’s admission “unprecedented Trumpism and something we should never become numb to.”

“Trump admits he’s ripping the rug out from under hardworking families so he can get revenge on the Americans who didn’t vote for him. It’s sick and deranged,” Schumer wrote on X. “His ego is so fragile, he’ll punish families already struggling to put food on the table for a little bit of vengeance.”

Maryland US Rep. Jamie Raskin said the Trump administration’s actions are a “deep betrayal of America,” adding that the funds should be restored to blue states immediately.

“This mass partisan retribution is appalling, outrageous, dangerous, lawless, unconstitutional, unpatriotic and a massive offense against the Republic,” Raskin wrote on X. “Trump knew how important these Biden-era grants were to the American people, which is why he did not cut them off to the red states, but did cut them off to the blue states.”

Ohio Rep. Marcy Kaptur and Washington Sen. Patty Murray, Democrats who sit on the appropriations committee in their respective chambers, said in a joint statement Friday, “This is an astounding admission that the President and his team corruptly abused their power to kill good jobs and punish hard-working families because of their political views.”

“Weaponizing the Federal government like this is outright un-American,” the lawmakers added.

Carey’s line of questioning, made during a Committee on House Administration hearing on Wednesday, comes as Republicans in Congress have made preserving America’s heritage a proxy for larger struggles over national identity and cultural values.

Progressive thinkers, such as Hartig, have argued that keeping the darker parts of American history in view should inform an understanding of the country’s past — and help set its policy direction in the present.

In response, many Republican lawmakers have voiced deep unrest over efforts to characterize the U.S. as marked by oppression or slavery — such as the New York Times’ 1619 Project. Many conservatives have argued that the American ideals, laid out in documents like the Declaration of Independence, transcend even the country’s most blatant failures to live up to those aspirations; that they are anything but definitive of the American experience.

The conversation has also taken on a new focus in President Donald Trump’s second term as the administration has pulled out all the stops in celebrating the country’s 250th anniversary.

With calls to “Make America great again” and put “America first,” the administration released a report called “Saving America’s Story.”

That report highlighted the American History Museum’s decision to change its mission statement and called out Hartig specifically.

“That shift from history to activism is clearly documented in this report. Anthea Hartig, NMAH’s director since 2019, has explicitly stated that she sees history as a ‘prime tool of social justice’ and one of her roles as connecting ‘research and scholarship to activism and advocacy,’” the report stated.

The report also details how Hartig had explained the change to NMAH’s mission statement in a 2024 presentation to a group of undergraduate and graduate history students.

“It’s hard to get out of the ‘America First’ mentality …It’s just that, and why we changed our mission when I first came,” Hartig said. “I think it’s a big challenge, especially going into 2026, which will be the 250th anniversary of the signing of the Declaration of Independence, the 25th year since 9/11, the fifth year since January 6th.”

Speaking before the committee on Wednesday, Hartig defended her view, claiming that she had not tried to make history a matter of activism through her leadership at NMAH.

“The museum does not take sides in America’s political debates. We preserve and document the evidence of American life in all its breadth, so that the public can encounter the past and draw their own conclusions,” she stated.

“When historians talk about reframing a traditional narrative, we do not mean erasing it. We mean adding the evidence, voices and objects that earlier tellings left out, so that more Americans can see themselves in the national story. Examining the harder chapters of our history is not the same as hostility toward America.”

But Carey, alongside other Republicans, appeared unconvinced.

“‘The most effective way to destroy people is to deny and obliterate their own understanding of their history.’” Carey cautioned, quoting George Orwell’s cautionary book on authoritarianism, 1984.

A top conservative leader in the House GOP is arguing that supporters of the Democratic Socialists of America (DSA) are pushing Democrats further left than even they are letting on.

House Freedom Caucus Chairman Andy Harris, R-Md., told Fox News Digital he’s still hopeful that Republicans have a chance of retaining their razor-thin majority in the lower chamber of Congress because Democrats’ left flank will make American voters nervous come November.

“The Democrat party is now being infiltrated with truly communist elements. I think Americans are going to realize that the Democrats are truly the crazy party now, and the country can’t tolerate that,” Harris said. “So I think that improves our chances in November.”

Republicans are facing an uphill battle to retain control of the House of Representatives as the midterm elections creep closer. House lawmakers raced out of Washington on Thursday back to their home districts, where they will spend the next five weeks making the case to their constituents as to why the GOP should keep control for the latter half of President Donald Trump’s final term.

One line that is already popping up frequently on the campaign trail references the recent slate of victories for DSA-backed candidates in Democratic primaries across the country.

In New York City, for example, two House candidates backed by Democratic socialist Mayor Zohran Mamdani defeated incumbent progressive lawmakers and will likely sail to victory in the November general election.

“I think Mr. Mamdani in New York says exactly where the party is. He wants government-run everything. That’s called communism. That’s way beyond socialism. That’s communism,” Harris said.

Harris himself is in a safe red seat after Maryland Democrats thwarted an effort by their own party to redraw congressional lines there ahead of November.

加冷汇一带的国庆庆典外场活动，自星期六（7月25日）起在国家体育场周边启动。即使天不作美下了一场短暂的大雨，也冲不走现场欢腾得犹如嘉年华会的国庆氛围。

为配合第一场国庆庆典公开预演在星期六傍晚举行，国家体育场外推出了从歌舞表演到互动体验以及拍照打卡点的五大亮点活动，进一步炒热国庆的气氛。

现场的“前进”（Majulah）专区星期六下午4时开放后，吸引了不少公众兴致勃勃到此拍照打卡，一同纪念国家信约60周年。专区由新加坡国防集思馆呈献，内部设有展览、互动活动及拍照亭。

“前进”专区位于体育场地铁站A出口不远处，现场还播放着由音乐DJ编排的历届国庆主题曲及爱国歌曲，例如国人耳熟能详的《小人物的心声》。

公众可到体育场河畔步道的“未来无限”（Go Beyond）灯光装置拍照，并在此近距离观赏国庆烟花表演。（郑一鸣摄）

再步行不到100米，就可抵达体育场河畔步道，看到一个以今年国庆主题“未来无限，前进吧，新加坡！”（Majulah Singapura, Go Beyond!）为设计灵感的“未来无限”（Go Beyond）灯光装置。

这个灯光装置即日起至8月9日全天24小时开放，让公众随时前去拍照留念。这个地点也是近距离观赏国庆烟花表演的最佳场所。

其余活动则会配合两个国庆预演（7月25日、8月1日）和国庆日当天的庆典而举行。

Months before losing re-election, former Rep. Cori Bush, D-Mo., touted the work of her non-profit to donors even though records indicate the organization may have never been registered as a tax-exempt organization.

Bush described Poltivist Power Inc. as “a new 501(c)(4) organization uniting grassroots organizing with political strategy to fight oppression,” in a fundraising email.

“My team and I are on the ground, and we could use your support. Can we count on you to donate to our tornado fund today so we can continue our relief efforts?” Bush wrote.

Bush made the same characterization in a second fundraising email sent weeks later.

But Fox News Digital could not identify any IRS record showing Poltivist Power had obtained or claimed tax-exempt status. While not proof of wrongdoing, the lack of a paper trail for Bush’s organization raises questions about whether the former “Squad” member misled donors during her time in office.

Without reporting, it’s unclear how much the group fundraised.

Bush, who first arrived to Congress in 2021, was known for her progressive stances that grouped her with fellow Democrats like Reps. Alexandria Ocasio-Cortez, Ilhan Omar, D-Minn., Ayanna Pressley, D-Mass., Rashida Tlaib, D-Mich.

Among them, Bush began taking a critical view of the U.S. relationship with Israel amid its protracted war with Hamas in Gaza. Her criticisms became a centerpiece topic in her 2024 primary against Democratic challenger Wesley Bell — a race she lost.

Now out of office, Bush has remained involved in progressive politics in her local scene.

When approached about Poltivist Power Inc., Bush did not respond to requests for comment from Fox News Digital on whether Poltivist Power had received donations, on why it hadn’t yet reported a 990 and about the nature of its activities.

The organization’s domain, Poltivistpower.com, was first purchased on April 1, 2025, records show. Bush announced the creation of the group shortly after a tornado struck the St. Louis area, killing at least four people and causing widespread damage.

“The Politivist team is on the ground, providing supplies, checking on families, and showing up for those who’ve been left behind,” Bush said.

Since then, in addition to not having a filing recorded with the Internal Revenue Service (IRS), the group seem to have wrongly filed paperwork with Delaware’s Department of State and with ActBlue Civics, a fundraising site for Democratic groups.

In its March 2025 Delaware incorporation filing, Poltivist Power was registered as an “exempt” corporation, a designation Delaware says is reserved for entities that meet the requirements of Section 501 of the Internal Revenue Code.

In both cases, the application requires tax-exempt status with the IRS. The organization is still listed on ActBlue Civics.

Notably, Bush’s fundraising emails, in which she highlighted the organization, also included a disclaimer clarifying that “Contributions to Politivist Power are not affiliated with Politivist Action PAC and are not political donations.” The note distinguishes the non-profit from a dedicated fundraising group by the same name.

Despite Bush’s departure from Congress, enough anomalies about Politivist Power have surfaced to catch the attention of Missouri Attorney General Catherine L. Hanaway earlier this month.

She announced her office would look into whether Bush had personally benefited from her fundraising efforts during the tornado recovery and the work that Politivist allegedly did at the time.

“The investigation started when a local news station reported that people had reported to it that contributions they had made for a tornado relief fund had actually gone to her political activity,” Hanaway said in a statement about the investigation.

“We do not have our own evidence of that, but that is what we are investigating,” she added.

Bush has not been formally charged with any wrongdoing.
