    Chevron plans to double oil production in Venezuela with $7 billion investment

    Chevron said on Wednesday that it plans to invest $7 billion in Venezuela over the next five years and double its oil production in the country after receiving additional acreage in the crude-rich Orinoco Belt region.

    Chevron, the only U.S. oil company operating in Venezuela, said the investment will allow it to boost production to about 600,000 barrels a day, twice its current capacity, according to a statement.

    The announcement comes after President Trump announced a deal on Aug. 28 with Venezuela to create a private joint venture to operate oil fields containing 65 billion barrels of petroleum. Chevron said on Wednesday that it costs the company about $20 per barrel to produce oil in Venezuela.

    “With improved terms and additional acreage, we are strengthening a portfolio that we believe can deliver attractive low-cost oil growth, support energy supply and create differentiated long-term value,” Chevron CEO Mike Wirth said in the statement.

    Chevron said it has been assigned rights to develop the adjacent Carabobo 1 and Carabobo-2-South-A areas in the Orinoco Belt.

    Texas Democratic Senate candidate James Talarico is set to travel to Los Angeles in September for a high-dollar fundraiser with Hollywood celebrities, according to a report.

    Politico reported that “Lost” co-creator Damon Lindelof and his wife, Heidi, will host a fundraiser for Talarico in Brentwood on Sept. 10. Tickets for the event start at $500 and go as high as $13,500, according to the outlet. This will be Talarico’s second Hollywood fundraiser in a few months. The first was held in June and was described by Page Six Hollywood as a “glitzy Dem fundraiser” at the home of Hollywood producer Peter Chernin. Fox News Digital reached out to the Lindelofs and Chernin for comment.

    Meanwhile, Talarico’s opponent, Texas Attorney General Ken Paxton, will gather in Dallas for the Republican National Committee’s midterm convention, along with President Donald Trump and other Republicans. The same night Republicans rally in Dallas, former President Barack Obama will headline a Democratic House fundraiser in New York, according to The New York Times. The events put prominent Democrats on the coasts while Republicans gather in Texas.

    Fox News Digital previously reported that donors from outside Texas accounted for roughly 50% of the funds raised by Talarico, according to first-quarter campaign finance records.

    Talarico is taking heat from Republicans for his out-of-state fundraising. RNC spokesperson Zach Kraft told Fox News Digital that “it is no surprise that James Talarico feels more comfortable in crazy liberal California than when his handlers force him to wear a fake cowboy hat and rent a pickup truck to pretend to be a ‘real’ Texan.”

    Fox News Digital reached out to Talarico’s campaign for comment but did not receive a response by the time of publication.

    Talarico currently serves as a progressive Democratic lawmaker in the Texas House of Representatives. Since winning the Democratic nomination for U.S. Senate, Republicans have continually knocked him for his record of controversial statements, including calling God “nonbinary,” saying that there are six sexes and saying that reducing meat consumption was “existential” to fight climate change.

    Despite the attacks, Talarico and Paxton are running a tight race, and many Democrats believe this could be the year Texas finally flips blue. A Fox News poll from July gave Talarico a 3-point edge over Paxton, 51% to 48%, which was within the survey’s margin of sampling error.

    Paxton, meanwhile, has told Fox News Digital that Talarico’s lead is not surprising given his head start in the general election following his particularly messy primary runoff against incumbent Sen. John Cornyn.

    Speaking with Fox News on Sunday, Sen. John Kennedy, R-La., said that “money is an issue” in the race.

    For his part, Trump has promised: “I’m going to help Ken Paxton, and I’m going to spend a lot of time in Texas.”

    Touting his history of winning the state three times on the presidential level, he said, “I’ll be going to Texas, and we’re working really hard. We want to win that race.” Trump called Paxton a “very good candidate,” while taking a jab at Talarico, saying, “‘Talafreako,’ they call him, because he is a little freaky.”

    In the aftermath of the resignation of Army Secretary Dan Driscoll, multiple sources told CNN they believe Defense Secretary Pete Hegseth is damaging the Army’s efforts to adapt to the modern battlefield as he focuses on culture wars and prioritizing his own image of the “American warfighter,” and pushes out leaders who don’t align with his vision.

    In submitting his resignation, a source familiar said Driscoll brought up “concerns with the administration surrounding Army transformation and readiness and Hegseth’s blocking those efforts specifically by firing the generals who were responsible.”

    Driscoll announced Tuesday evening that Wednesday would be his “last full day in the role.”

    “It’s conflicting because yeah he put out a memo saying this is important, but … he’s talking about muscles, dudes in dresses, testosterone,” the official said. “We don’t see a change at that level.”

    Chief Pentagon Spokesman Sean Parnell called it a “total fabrication to claim that Secretary Hegseth is not focused on modernization” and that the “entire Department is unified” behind his vision.

    “Secretary Hegseth has been a transformative leader for the Department of War and, at President Trump’s Direction, has ushered in a new era of Peace Through Strength,” Parnell said. “Standards and merit are back, our arsenal is stronger than ever before, and morale and recruitment across every service are at all time highs. Secretary Hegseth has slashed bureaucracy, unleashed innovation, and delivered for our warfighters every step of the way.”

    Driscoll said Tuesday evening in a post on X that it was the “honor of a lifetime” to serve under President Donald Trump and Hegseth, and that the Army “could not have made the progress we did without the support of Secretary Hegseth.”

    The Army currently has five active-duty four-star general officers, and while Hegseth said early on in his tenure he would seek to reduce the number of four-star generals and admirals — something others have supported historically — sources and experts told CNN the firings don’t seem to be driven by any broader strategy.

    Mike O’Hanlon, the Philip H. Knight Chair in Defense and Strategy at the Brookings Institution, voiced optimism that the Army has a deep bench of talent and the senior levels of the Pentagon broadly have people working seriously towards modernizing the military, but that Hegseth is “disrupting” and “losing momentum” by pushing out highly respected and successful officers.

    “He’s so obsessed with these false vendettas and battles,” O’Hanlon said. “If anything I think he’s pretty good on transformation, but because he wants to engage on culture wars he distracts from the real priorities.”

    Hegseth’s tenure has largely been marked by his aggressive stance on social and so-called culture war issues. He has gone after military personnel and leaders he perceives to be “woke;” some of the first steps he took as secretary included advocating for renaming the Defense Department the Department of War, and changing the names of Army bases back to Confederate-era titles, though naming them after different individuals with the same names.

    Last October, Hegseth gathered the military’s top general officers and senior enlisted leaders and lambasted them over physical fitness standards, beards, and becoming “the woke department” who celebrated “identity months, DEI offices, dudes in dresses.”

    He has repeatedly leaned on those same remarks since then. In August, while speaking to the Americas Counter Cartel Coalition in Panama, Hegseth criticized the Biden administration for “promoting priorites like gender issues, women, peace and security, or climate change and diversity — dudes in dresses.”

    “No more DEI, no more dudes in dresses, no more social engineering,” he said in January during an official visit to the Rocket Lab in California.

    Last month, Hegseth also went to campaign for Rep. Zach Nunn at the Iowa State Fair, telling the crowd the Pentagon is “restoring the warrior ethos.”

    “At the Department of War, we do training not trannies,” Hegseth said.

    Sources also pointed to the firings or forced exits of Army Chief of Staff, Randy George, former head of US Army Europe and Africa Gen. Christopher Donahue, and former commander of US Army Transformation and Training Command Gen. David Hodne as particularly concerning given their focus on adapting the Army for the future.

    In Europe, Donahue was working quickly to learn from the Ukrainians on drone warfare and how best to equip American troops with cheap but lethal technology to defeat the kind of attacks launched by Iran in the Middle East over the last several months.     Donahue held a retirement ceremony last week, a couple of months after he left command in Europe with no new role assigned to him by Hegseth. Hodne was fired in April alongside George, with no public explanation.

    “You’re taking away three of the most seasoned combat leaders of a generation who are in a unique position to articulate battlefield requirements,” the former senior Army official said. “So, I think that the concerns are very real.”

    Driscoll and Hegseth hadn’t spoken ‘for some time’

    Prior to Driscoll’s resignation, he and Hegseth had not spoken “for some time,” according to another source familiar with their relationship. Hegseth perceived both Driscoll and his deputy who also resigned, Dave Fitzgerald, as not being aligned with his priorities for the Army and the military more broadly, the source added.

    “Driscoll and Fitzgerald were focused on the modernization issues and less the social,” the source told CNN, referring to Hegseth’s well-documented emphasis on the military presenting a particular public image rather than longer-term strategic priorities.

    CNN has previously reported that Hegseth has been particularly focused on the Army as defense secretary, given his experience as an Army National Guard officer. A Pentagon official previously told CNN that Hegseth “has this deep-seeded distrust of the Army,” and was suspicious of Driscoll “from the very beginning.”

    Many within the Army and the Pentagon saw that as a primary reason for his maneuvering his senior military assistant, Gen. Christopher LaNeve, to be the vice chief of staff of the Army. Hegseth removed the widely respected vice chief at the time, Gen. James Mingus, and replaced him with LaNeve. And when Hegseth fired George in April, LaNeve was positioned to step into the role in an acting capacity.

    LaNeve’s nomination has not been officially sent to Capitol Hill for confirmation, and it is widely believed that LaNeve does not have the votes to be confirmed as the chief of staff of the Army.

    When asked for comment for this story, General LaNeve declined through a spokesperson. The Army referred questions about this story to Leneve’s Army azimuth, that was released in August.

    While LaNeve had some experience in the Pentagon before being brought in as Hegseth’s senior military assistant, reviews on his performance were mixed. Still, he rapidly rose to the Army vice chief of staff and now, the acting chief.

    Sources in and out of the Pentagon described LaNeve to CNN as “isolated,” “in over his head,” and largely unprepared for the role of the Army’s most senior general officer. The defense official said LaNeve has requested some of his staff sign nondisclosure agreements, a step Hegseth has also taken but something highly unusual for a uniformed leader to require of their subordinate service members.

    And with the Army’s push to modernize, sources said it hasn’t been clear LaNeve is up to speed and as intent on those efforts as his predecessor. His “whole shtick,” the defense official said, “is that he’s a ‘back to basics’ guy.”

    That has long been his approach, according to the defense official and another source familiar with his time at the 82nd Airborne Division. Like Hegseth, LaNeve has shown an outsized interest in individual standards that are typically delegated to more junior officers and enlisted leaders to enforce. That was put into focus more when in August, LaNeve released an Army azimuth, “outlining the way forward for the Army and establishing the Army’s focus.

    LaNeve wrote that the Army must “secure the borders” and embrace “a warrior mindset.” The Army has “aggressively pursued change to prepare for large scale combat operations,” LaNeve writes, and the “work of change continues.”

    “Today, we emphasize the fundamentals of soldiering, ensuring a strong grounding in warrior ethos, individual soldier readiness, and small unit tactical skills,” LaNeve said. “As the Army campaigns around the world, we turn our focus to operational readiness to achieve our central task: To be ready to fight and win the battles and wars of the Nation.”

    The message and LaNeve’s general “back to basics” approach is “absolutely” antithetical to the progress Donahue, George, Driscoll, and others were striving to make in modernizing the Army, a defense official in Europe said.

    “Hegseth did not come into office opposed to modernization, some of Driscoll’s reforms grew directly from Hegseth’s early direction,” the defense official said. “Driscoll kept trying to change how quickly the Army could learn, experiment, and buy. Hegseth kept returning to what soldiers look like, how they behave and who gets to lead them.”

    WASHINGTON, Sept 2 (Reuters) – After opening the door to higher interest rates last week, U.S. Federal Reserve Chairman Kevin Warsh has to decide how to follow through with actions the public and investors will see as both consistent with his own words and independent of President Donald Trump’s wishes.

    Failing those tests could be a blow to the new Fed chief’s credibility. Passing them may mean a rate hike ​later this month, a powerful signal from the U.S. central bank’s policy committee — less than two months before key congressional elections — that Trump has failed to contain inflation and will not get the Fed’s help in lowering borrowing costs on the ‌rising national debt.

    In a speech to the Kansas City Fed’s annual Jackson Hole conference in Wyoming on Friday, Warsh went further than many observers expected in agreeing that higher rates may be needed to curb inflation that is stuck above the central bank’s 2% target.

    He will face problems, however, “if the data for August do not line up well with the decision the committee makes in September,” said Robert Tetlow, a former senior policy adviser at the Fed. “Having campaigned so transparently for the job makes the scrutiny he is facing that much more intense.”

    Trump has said he believes Warsh, appointed by the president to lead the central bank, wants to cut rates but is prevented by others at the Fed whom the president ​sees as “hostile” and “political.” Trump on Monday repeated that the U.S. should have “the lowest interest rates anywhere in the world,” despite $40 trillion in outstanding government debt and high annual deficits, but said Warsh would “do what he has to” and still had his respect.

    Now that the Fed chief ​has laid down a rate-hike marker of his own, “the onus is on Warsh to deliver. … Otherwise, he risks undermining some of the credibility he gained,” Aditya Bhave and Shruti Mishra, U.S. economists at Bank of America, wrote ⁠following the Jackson Hole speech.

    Fed policymakers will meet on September 15-16. Investors now see a roughly two-to-one chance the central bank will approve a quarter-percentage-point hike in the overnight policy rate, which has been held in the 3.50%-3.75% range since December. Odds of a hike later this month jumped after Warsh’s remarks at Jackson Hole, and ​again on Monday following renewed U.S. strikes on Iran and another rise in the interest rate investors demand to hold long-term U.S. government debt.

    Three of the Fed’s 12 voting policymakers were ready to raise rates at the July 28-29 meeting and dissented against the decision to leave them unchanged.

    Before its next meeting, the ​Fed will receive closely watched job and consumer inflation data for August — important information, but an arguably thin base for Warsh, who has discouraged focusing on individual data points, to justify steering away from a rate hike after he said last week that the Fed would “have work to do” if it was not confident that underlying inflation is moving to the 2% target.

    Analysts generally credited the speech for clarifying that the Fed would use interest rates as the main weapon against rising prices.

    Warsh’s remarks “untangled much of the ambiguity left by his July press conference,” Seema Shah, chief global strategist at Principal Asset Management, wrote after the Jackson Hole speech. Shah had called Warsh’s July 29 post-meeting press conference “one of the most ​confusing … in recent memory” and said that it “raised questions about the consistency of the policy message” since the Fed chief had talked tough about inflation without saying what he would do about it.

    IN THE SHADOW OF THE MIDTERMS

    With higher rates now on the table, Warsh will have to either follow through this ​month with a rate increase weeks before the U.S. midterm elections, or risk being branded as inconsistent. The Fed also meets in late October, close to the election day, and closes out the year with a meeting in December.

    Fed officials are adamant that election schedules do not factor into the policymaking process. But a rate hike this ‌month or next could ⁠still be a difficult step, given Trump’s expectations and the president’s animosity towards the Fed.

    When the central bank cut interest rates in September of 2024, members of the Trump campaign roundly criticized it as a political move by policymakers, including then-Fed chief Jerome Powell, to boost the Democratic Party’s chances in the November presidential election.

    The headwinds for Trump’s fellow Republicans going into the upcoming November 3 vote are considerable, with the president’s approval rating stuck at the lowest level of his career and voters constantly reminded of his failure to deliver on a promise to lower the cost of living.

    The average price of gasoline in the U.S. is still above $4 a gallon, or about 40% higher than it was before the start of the U.S.-Israeli war with Iran in late February, and the average rate on a 30-year fixed-rate home mortgage has risen by more than half a percentage point in the last six months. Government debt yields, meanwhile, have been grinding ​higher to 20-year highs under Trump’s watch.

    The White House and Republican ​allies now worry a move by the Warsh-led Fed to lift ⁠borrowing costs would give Democrats one more weapon in their battle to wrest control of Congress and diminish Trump’s power in the last two years of his second term in the White House.

    ‘SOME DEMAND EROSION’

    A decision to hold rates steady again, however, risks breaking a central bank taboo against not following up words with appropriate action.

    The challenge of staying consistent over time is one of the reasons to avoid “forward guidance,” which Warsh argues ties the hands of policymakers ​and sets public expectations that may have to be changed. But ignoring guidance altogether has its own risk, with economic researchers arguing that the optimal approach is to avoid binding promises, while providing enough information and ​follow-up action that the public sees the ⁠central bank as committed to its inflation target.

    Warsh has arguments to push for a delay.

    There is still reason to think inflation will slow without a rate hike, and Warsh should not ignore the risk of a slowdown in consumer spending at a time of rising prices, said Dana Peterson, chief economist for the Conference Board, a trade group for major corporations.

    “We believe the Fed can hold,” Peterson said. “We are starting to see some demand erosion.”

    In addition, the detailed read on inflation that Warsh gave at Jackson Hole focused on a particular measure that will not be updated until after this month’s meeting — the share of items in the Personal Consumption Expenditures Price Index ⁠rising more than ​3% annually. A drop in that statistic could bolster arguments that “disinflation” is still proceeding despite ongoing oil price and geopolitical shocks. In addition, an update later this month in how the ​PCE is calculated is expected to revise inflation estimates lower.

    But absent a sharp collapse in coming employment and Consumer Price Index reports, markets are poised for a rate hike, even if there are compelling reasons to wait, said Mike Sanders, a portfolio manager and head of fixed income with Madison Investments.

    The decision “is not a slam dunk. It is a coin flip,” Sanders said. While ​delaying “may be 100% right, you would question his hawkish commentary” from then on if the Fed does keep rates on hold.

    “My first reaction would be that he is trying to make every excuse not to raise interest rates,” Sanders said.
