    PELZER, South Carolina — Both candidates in Tuesday’s Republican gubernatorial runoff election in this solidly red southeastern state have President Donald Trump’s blessing.

    Trump, seemingly aiming to cover his bases, made an 11th-hour endorsement ahead of the runoff and is now backing both contenders in the showdown to succeed term-limited Republican Gov. Henry McMaster.

    The South Carolina runoff had been viewed as the latest test of Trump’s immense grip over the GOP and the power of his endorsements in Republican nominating contests.

    But on Friday, just three days after the candidate Trump was backing in neighboring Georgia’s Republican gubernatorial runoff lost, the president took to social media to say that he was supporting longtime state Attorney General Alan Wilson as well as Lt.     June 23 (Reuters) – California has been sued by 17 U.S. states, which are seeking to undo a new state law designed to limit ​the use of single-use plastic and promote recycling.

    In a complaint filed ‌on Monday in the Sacramento, California federal court, the states, each with a Republican attorney general, accused California of trying to “impose its own policy preferences on the ​entire nation” with its Plastic Pollution Prevention and Packaging Producer Responsibility ​Act.

    The former roommate of the suspect accused in Charlie Kirk’s murder will not have to testify in person during a preliminary hearing in the case, a Utah judge ruled on Monday. The decision denied a request from the defense team representing the suspect, Tyler Robinson, and argued any testimony’s credibility could be challenged later if the case goes to trial.

    Judge Tony Graf made the ruling during a hearing Monday morning, saying the purpose of a preliminary hearing is to establish whether there is enough evidence to justify bringing the case to trial, not to determine whether someone is innocent or guilty.

    Graf also postponed a ruling until Friday on whether prosecutors could face sanctions for comments to the media about a bullet fragment recovered from the conservative activist’s body. The defense team had asked Graf to block the death penalty in the case, claiming the prosecutors’ comments could sway potential jurors regarding his guilt.

    Robinson, 23, has not yet entered a plea. He is charged with aggravated murder in the Sept. 10 killing of Kirk, a close ally of President Trump, who was shot in the neck while addressing a crowd of thousands at Utah Valley University.

    Prosecutors have said DNA consistent with Robinson’s was found on the trigger of the rifle, the fired cartridge casing and two unfired cartridges. They have also said Robinson reportedly texted his roommate, who was also his romantic partner, that he targeted Kirk because he “had enough of his hatred.”

    But Robinson’s defense team said in court filings in May that a bullet fragment recovered during an autopsy could not be conclusively connected to the rifle found near the scene of the shooting, citing an analysis from the Bureau of Alcohol, Tobacco, Firearms and Explosives. The defense team asked the judge to delay the preliminary hearing, originally scheduled for May, so that they could review material, including the bullet analysis.

    Robinson’s defense team asked the judge to block prosecutors from using recorded statements from the roommate in the preliminary hearing, set to begin on July 6. The roommate should be brought to testify in person, the defense attorneys said, so that Robinson can exercise his right to confront witnesses in person and challenge their credibility.     A federal judge on Monday blocked the Trump administration from allowing five states to ban the purchase of sugary drinks and candy with food stamps.

    The decision is a major setback for Health and Human Services Secretary Robert F. Kennedy Jr.’s “Make America Healthy Again” movement, which is focused on minimizing the consumption of ultraprocessed foods to reduce the prevalence of chronic diseases such as obesity and diabetes.

    Kennedy has worked closely with Agriculture Secretary Brooke Rollins, who has granted waiver requests by nearly two dozen states to restrict food purchases in the Supplemental Nutrition Assistance Program, or SNAP, the formal name for food stamps. Not all of the bans have gone into effect yet.

    US District Judge Amy Berman Jackson in the District of Columbia ruled that the US Department of Agriculture lacked the authority to approve state waivers in pilot projects in Colorado, Iowa, Nebraska, Tennessee and West Virginia.

    In their waivers, the states sought to change the federal definition of food to one that restricted certain products. The bans differed somewhat in each state, with all limiting the purchase of sugary drinks, such as soda and energy beverages, and some also restricting candy. The limits applied to all SNAP recipients, with no exceptions allowed.

    The five food stamp enrollees who brought the suit argued they need to buy the restricted items for their health and wellness — describing some of the drinks as necessary to address Type 1 diabetes, kidney issues and lack of energy.

    Jackson pointed out that her decision is not intended as a comment on whether the bans are a good idea.

    “The federal defendants and the states may have a genuine desire to improve the health of SNAP households by encouraging healthy choices at the store, and they can take lawful steps to meet those goals,” Jackson wrote. “But what they cannot do is violate the law and their own regulations along the way.”

    The judge noted the authority the USDA is relying on allows the agency to enact pilot projects to test the efficiency of the SNAP program but does not include improving the health and diet of recipients.

    CNN has reached out to the USDA and HHS for comment.

    One of the law firms that brought the case said the ruling “is a major step in restoring essential food assistance to the millions of families that rely on SNAP nationwide.”

    “This decision makes clear that the USDA cannot bypass the legal guardrails that establish how SNAP must operate across the country,” said Katharine Deabler-Meadows, senior attorney at the National Center for Law and Economic Justice. “It affirms that families deserve a program that works without confusion.”

    Supreme Court rules Rastafarian ex-inmate can’t sue prison officials for shaving dreadlocks

    Washington — The Supreme Court on Tuesday rejected a former Louisiana inmate’s effort to sue state prison officials after they shaved his dreadlocks in violation of his religious beliefs.

    The high court divided 6 to 3 along ideological lines in ruling against Damon Landor, with the three liberal justices in dissent. Justice Neil Gorsuch authored the opinion for the majority.

    Landor, who is a devout Rastafarian, sought to sue the Louisiana Department of Corrections and Public Safety and prison officials for violations of the Religious Land Use and Institutionalized Persons Act, or RLUIPA, after prison guards shaved his head. While lower courts condemned Landor’s treatment, judges on two different courts dismissed his claims. The Supreme Court’s ruling upholds the decision from the U.S. Court of Appeals for the 5th Circuit rejecting Landor’s effort to revive his suit against the officers.

    Landor, Gorsuch wrote, “does not have a federal RLUIPA cause of action against the officers. Under the Spending Clause, Congress lacks regulatory authority to impose liability on them directly and must depend instead on consent. And because they never agreed to answer suits like this one, Mr. Landor’s case cannot proceed against them any more than a breach of contract action might proceed against a defendant who never formed a contract.”

    The ruling is a rare loss for a plaintiff arguing violations of his religious rights. In recent years, the high court has repeatedly sided with religious parties, including in a 2022 decision in favor of a Texas inmate who requested his pastor lay hands on him and audibly pray during his execution.

    In a dissenting opinion joined by Justices Sonia Sotomayor and Elena Kagan, Justice Ketanji Brown Jackson rejected what she said was the majority’s “full-throated endorsement of a contract analogy,” and warned its decision will leave prisoners like Landor whose suffer violations of their religious rights while incarcerated “remediless.”

    “Encroachments on prisoners’ statutory rights are likely to happen with fair frequency, as state-empowered prison officials will have little incentive to abide by federal law, even if it is handed to them on a piece of paper,” Jackson wrote.

    The case, known as Landor v. Louisiana Department of Corrections and Public Safety, arose in 2020, when Landor had nearly completed a five-month prison sentence. As a devout Rastafarian, Landor pledged to “let the locks of the hair of his head grow,” known as the Nazarite Vow, which he had upheld for nearly 20 years.

    For the first four months of his incarceration, two prisons had permitted Landor to keep his hair long or under a “rastacap.” But that changed after Landor was transferred to the Raymond Laborde Correctional Center for the remaining three weeks of his sentence. Landor told an intake guard at the facility that he was a practicing Rastafarian and provided the guard with proof of his religious accommodations. He also gave the guard a copy of a 2017 ruling from the U.S. Court of Appeals for the 5th Circuit, which found Louisiana’s policy of cutting the hair of incarcerated Rastafarians violated the RLUIPA, according to court papers.

    But prison guards threw the decision in the trash, handcuffed Landor to a chair and shaved his head, his lawyers said.

    Landor sued the prison warden and guards under the RLUIPA, which protects the religious rights of individuals confined to institutions. A federal judge dismissed the case, finding that the law does not allow for damages against individual state officials. A three-judge panel of judges on the 5th Circuit upheld that decision.

    While the appeals court “emphatically” condemned Landor’s treatment, it said a 2009 decision in the circuit ended his case. In that earlier ruling, the 5th Circuit held that the RLUIPA doesn’t permit lawsuits against officers in their individual capacities. The full 5th Circuit then declined to rehear Landor’s case.

    The Trump administration backed Landor in the dispute, warning in court papers that if inmates could not obtain money damages in actions against government officials sued in their individual capacities, it would undermine RLUIPA’s enforcement.
