    Paul Whelan helps craft bill to compensate Americans wrongly detained abroad

    Rep. Haley Stevens on Thursday is expected to announce a new bill meant to help Americans detained abroad when they return to the United States.

    For Paul Whelan, who was detained for more than five years in Russia, it is an announcement that has been years in the making.

    Whelan has spoken out about the challenges he faced when he got back home to Michigan, where Stevens is his congresswoman.

    “For people like me who have come home after five-and-a-half years, we really don’t have very much. House is gone. Cars are gone. Employment’s gone. No health insurance,” he told CNN in 2025, a year after he was freed from Russia.

    He and Stevens have been working on the bill, named in Whelan’s honor, in the years since.

    The bill would provide compensation, in the form of a lump sum of money, to those who had been wrongfully detained abroad.

    Whelan called the legislation “a huge step forward in ensuring that all American citizens who are wrongfully detained in the past, present, and future will be properly taken care of once they return home.”

    Stevens said in a statement that the “legislation will make sure Americans who endure this unimaginable ordeal have the support and resources they need to regain their footing, reunite with their communities, and rebuild their lives.”

    “After enduring months or even years of wrongful detention, Americans shouldn’t have to face back taxes, late fees, lost income, and financial instability when they come home,” the Michigan Democrat said. “Paul Whelan’s experience showed our country the extraordinary toll wrongful detention takes not only during captivity, but long after someone returns home.”

    According to the legislation, the funds would be paid from “unobligated balances of the Department of Justice Assets Forfeiture Fund.”

    Individuals who travel to countries that the State Department has listed as “Level 4: Do Not Travel” or have a travel advisory with the D indicator, meaning citizens are at risk of being detained if they go there, will broadly not be eligible for compensation, the text of the bill says. There are exceptions for those who were there on official travel or in the capacity of a journalist.

    Trevor Reed, who was wrongfully detained in Russia for nearly three years, also celebrates the legislation. Both Reed and Whelan traveled to Russia before it was listed as a Level 4: Do Not Travel country.

    “When I came home, I really panicked for a while trying to find out how I was going to rebuild my life savings and I still haven’t recouped those losses,” he told CNN. Reed also said his parents emptied their retirement accounts to try to help him.

    “It’s very difficult for people in that situation and this bill allows those Americans time to get back on their feet,” he said.

    Both Whelan and Reed said they think the legislation could have a deterrent effect, with Whelan noting that “if our citizens knowingly visit a rogue nation the State Department warns against us visiting and they are taken hostage, State will work diligently to bring them home, but they would not be eligible for compensation under the Act.”

    A spokesperson for Stevens said her office worked on the legislation with both Whelan and “leading organizations that work closely with Americans who have been wrongfully detained and their families, including the Foley Foundation and Hostage US.”

    “Both organizations are supporting the legislation,” the spokesperson said, adding that they engaged with the State Department and the Office of the Special Presidential Envoy for Hostage Affairs as the legislation was being developed.

    The State Department does not comment on pending legislation.

    It is unclear when the bill being introduced in the House will come to a vote.

    “Congresswoman Stevens’ priority is building bipartisan support and moving the legislation through the legislative process as quickly as possible,” the spokesperson said. “She is working with colleagues to build support for the bill and identify opportunities to advance it.”

    9th woman’s body found in same area of South Africa, adding to fears of serial killer

    Johannesburg — South African police said Thursday a ninth woman’s body has been discovered in an area east of Johannesburg, and said it could be linked to a series of killings they are investigating.

    All nine bodies were found in the Ekurhuleni municipality over the last two months, raising concerns that they were carried out by the same person or people. Police previously said that some similarities in the killings of the first eight victims were “sufficiently concerning for the police to issue a public warning.”

    The discoveries have sent shock waves around the country, sparked a high-level investigation and highlighted the scourge of femicide and high levels of violent crime.

    Police said the discovery of the latest body early Thursday “will be added to the investigations into the deaths of women in Ekurhuleni.”

    Provincial police commissioner Fred Kekana said a passerby found the woman’s body near a construction site and alerted police.

    The unidentified woman appeared to be about 30 and had an apparent stab wound to her side, while her throat appeared to have been cut, he said. Forensic investigators had not yet determined the official cause of death.

    Kekana said police had not established whether her death was linked to the other cases and appealed for information from the public.

    He also urged people not to circulate photographs of the bodies or unverified reports on social media, warning that they were spreading fear and could encourage copycat crimes.

    A multidisciplinary team of experts has been assigned to investigate the cases and identify those responsible.

    So far, the bodies have been found across several Ekurhuleni communities including Kempton Park, Pomona, Clayville, Olifantsfontein, Rhodesfield, KwaThema and Dawn Park.

    Police have imposed a lockdown in Kempton Park, French news agency AFP reported. “We cannot continue picking up bodies,” deputy police chief Tebello Mosikili told journalists in Dawn Park, where AFP said the latest body was found.

    Gauteng Premier Panyaza Lesufi said police were pursuing leads and making progress in two or three cases, although he didn’t provide details. He urged the public to give investigators time to gather sufficient evidence.

    “They’ve declared war against the state. We’ll respond,” Lesufi told reporters at the scene. “We’re not going to surrender.”

    Missing In Southern Africa, which supports missing people and their families, urged communities and families to report immediately when they suspected something unusual.

    The organization said the discoveries had deepened the anguish of families searching for loved ones and urged people to report disappearances immediately.

    “There is no waiting period to report a missing person,” it said. “The moment you suspect that someone is missing, report it immediately to the South African Police Service.”

    Sept 17 (Reuters) – U.S. health regulators will review the scientific evidence on testosterone use in menopausal women on ‌Thursday, including its benefits, risks, dosing and role in female health, as well as perspectives from doctors and patients.

    The public meeting, which the U.S. Food and Drug Administration said could help guide future research and drug development, comes as a growing number of women are turning to testosterone to manage menopause symptoms.

    There is ​no FDA-approved testosterone therapy for women, despite years of off-label use to treat low sexual desire, known as hypoactive sexual ​desire disorder, or HSDD.

    Last year, the FDA removed the boxed warning about increased cardiovascular risk from testosterone products for ⁠men after reviewing post-marketing studies, though the products still carry warnings about increased blood pressure.

    Physicians who prescribe testosterone to women typically rely ​on low doses of products approved for men, often dividing existing products such as AbbVie’s

    ABBV.N
    AndroGel and Keenova Therapeutics’ Testim, or on compounded formulations.

    The lack of ​a female-specific product creates practical challenges for clinicians, said Dr. Diana Tordoff, an instructor in obstetrics and gynecology at Stanford, noting that an approved product could provide standardized dosing, labeling and safety-monitoring guidance and potentially improve insurance coverage.

    Still, some experts say key questions remain unresolved. More long-term safety data are needed, said Dr. ​Stephanie Faubion, director of Mayo Clinic’s Center for Women’s Health.

    The United Kingdom, Australia, New Zealand and South Africa have approved or licensed ​testosterone products specifically for women.

    The FDA’s request for public comments ahead of the meeting attracted hundreds of submissions, many from women describing improved libido, energy and ‌quality of ⁠life while using testosterone.

    EVIDENCE AND SAFETY GAPS

    Interest in testosterone among menopausal women has grown alongside claims on social media that it can improve energy, muscle mass, bone health and cognition, though specialists say the evidence is strongest for HSDD.

    “We do not have any evidence in women that it will improve muscle mass or bone density or mood or well-being or really any other metric,” Faubion said.

    Dr. Karen Adams, director ​of Stanford Medicine’s Program in Menopause ​and Healthy Aging, said testosterone ⁠has been reviewed by the FDA four times for use in women but has never been approved because of a lack of long-term safety data and concerns about cardiovascular and breast cancer risks.

    The FDA has ​approved non-testosterone options like Sprout Pharmaceuticals’ Addyi and Cosette Pharmaceuticals’ Vyleesi for certain patients with HSDD.

    Testosterone ​is generally not recommended ⁠for women with a history of breast cancer because it can be converted to estrogen in the body that can drive some cancers.

    Excessive testosterone exposure can cause acne and increased hair growth, physicians said, while rarer effects such as voice deepening and hair loss may be irreversible.

    Studies show ⁠that testosterone ​therapy is generally considered safe for men with medically diagnosed low levels of the ​hormone when prescribed and monitored by a doctor.

    pilot study, opens new tab examining how low-dose testosterone affects vaginal health and the vaginal microbiome in postmenopausal ​women. Results are expected within the next two years.

    With the midterms looming, President Donald Trump wants lower interest rates to ease the squeeze on American families. Instead, the Federal Reserve raised rates on Wednesday.

    The decision is aimed at combating stubborn inflation, but it will make borrowing more expensive for voters and delivers a big hit to Trump’s economic promises with less than two months until Americans cast their ballots and determine which party will control Congress.

    The Fed does not set the prices of groceries, cars or homes. But its decisions affect how much Americans pay to borrow money, especially when they buy a house or car. Higher rates can add hundreds of dollars to monthly payments, even when the price of the home or vehicle has not changed.

The increase — the Fed’s first in three years — was aimed at slowing inflation, which remains above the central bank’s 2% goal. Higher energy prices and tariffs have added to pressure on household budgets, and the Fed’s projections indicate that another rate increase could come later this year if inflation remains elevated.

    The rate hike puts Kevin Warsh, Trump’s pick to lead the world’s most powerful central bank, at odds with the president’s push for lower borrowing costs.

    The decision could strain their relationship and revive memories of Trump’s repeated clashes with former Fed Chair Jerome Powell.

    The richest person in your town probably isn’t a technology entrepreneur or a hedge fund manager. More likely, it’s the dentist who runs six offices or the HVAC contractor whose trucks you see everywhere, according to economists Owen Zidar and Eric Zwick.

    These “stealthy wealthy,” as the duo describes them in their new book, “The Everywhere Millionaire,” typically get rich the old-fashioned way — through hard work over many years. And there are plenty of them in the U.S., with roughly 5 million households worth at least $5 million and holding combined wealth exceeding 13 times that of the Forbes 400, their research shows.

    The findings, based on the economists’ deep dive into Treasury and IRS data that matched tax records to individual businesses and their owners, show that the path to great wealth in the U.S. typically isn’t through a regular paycheck. Instead, it’s through ordinary enterprises that often benefit from the same tax breaks and structures — “pass-through” businesses such as sole proprietorships and partnerships.

    “This is not just a story about wealth being on the coast, Silicon Valley and finance,” Zwick, an economics professor at the University of Chicago Booth School of Business, told CBS News. “This is a much broader phenomenon, and also much closer to home for a lot of Americans.”

    Economists Owen Zidar and Eric Zwick researched Treasury and IRS data to learn more about millionaires in America. They found that many own brick-and-mortar businesses like HVAC repair businesses or restaurant chains, rather than making their money in Silicon Valley or on Wall Street. Henry Holt and Co.

    To be sure, the stock market boom has also minted a growing number of 401(k) millionaires, but Zwick and Zidar are focused on people who have amassed wealth far beyond what even dedicated savers have been able to sock away. These “everywhere millionaires” include 3 million owners of private businesses, with an average wealth of about $25 million, they found.

    “Elon [Musk] is very rich, but the Forbes 400 is 3% to 5% of total household wealth in the U.S., and this group is just so much bigger, and that’s consequential for understanding the economy,” Zwick said.

    The millionaire next door?

    The new research is reminiscent of the 1990s bestseller “The Millionaire Next Door” by Thomas Stanley and William Danko, which found that many millionaires were average Americans who built their wealth through careful saving and investing. These millionaires were more likely to drive a used car than a flashy luxury car, and were less likely to live on Park Avenue than on Main Street, according to the book.

    The millionaires who are the subject of Zwick’s and Zidar’s research aren’t generally as unassuming as those studied by Stanley and Danko, with the economists finding that many of these wealthy business owners aren’t shy about enjoying the fruits of their prosperity. Yachts, large houses and other extravagances are common, they found.

    At the same time, their businesses are of the typical brick-and-mortar variety, rather than the headline-grabbing wealth associated with Silicon Valley and Wall Street.

    “You’re walking down the street, you look at a truck that’s delivering beer, and if you look on the door, you see the name of the beer distributor, and then you go look them up, and you’re like, ‘Oh, that’s an everywhere millionaire,’” Zwick said. “And you start to see them everywhere like that.”

    Who are America’s everywhere millionaires

    The research also examined the traits of the typical millionaire, tracking whether they inherited their businesses or wealth, for instance, or if they were more likely to have college degrees. The pair found that about three-quarters of these millionaires started their own businesses, while the vast majority didn’t inherit money.

    “The typical everywhere millionaire is 62, married,” Zwick said. “They’re more likely to be a college graduate, but not that much more likely than the general population.”

    Their business is also their day job, and they’re not necessarily retired even though they’re in their 50s, 60s or older, he added. “Often they’re still quite obsessed with what they’re doing,” he said.

    One typical millionaire profiled by the economists is Dick Portillo, who grew up poor in a Chicago housing project and started a hot dog stand in 1963 with a $1,100 investment. Portillo grew the business into a large regional chain, eventually selling it to Berkshire Partners for $1 billion.

    Many of these business owners are driven chiefly by a desire to be their own bosses rather than to become rich, Zwick said.

    “Freedom, independence, is almost more important to a lot of them when they’re starting — Portillo similarly — than ‘Oh, this is going to make me hugely rich,’” Zwick said.

    Pass-through businesses

    One common characteristic of many such millionaires is their use of pass-through businesses, such as LLCs or sole proprietorships, that provide a lucrative tax benefit to their owners. The tax code allows profits from these businesses to flow to the owner’s personal tax return, avoiding the double taxation of corporate taxes.

    Such arrangements also allow pass-through businesses to deduct 20% of that income from their taxes, allowing owners to avoid paying income taxes on a portion of their earnings. Those benefits help owners accumulate wealth in ways most W-2 employees can’t emulate.

    “You pay lower tax if you’re getting your income through one of these businesses, even if your labor is going into running the business,” Zwick told CBS News. “It has made them richer than they otherwise would have been, and it’s an important part of the story of their growth over the last 40 years.”

    Will AI change this path to wealth?

    Zwick said he believes his findings show that the American Dream “is more alive than most people think.”

    He added, “The prevailing narrative is very pessimistic relative to our reading of the data, but it’s not necessarily where people are looking.”

    With artificial intelligence prompting speculation about the future of work, Zwick thinks opportunities to build wealth will continue to abound in the U.S.

    “The problems that these people are solving are tactile, they’re tangible — they’re problems that people experience every day,” he said. “Technology will change what these businesses look like, but these tactile, real-world problems are still going to be there. HVAC is still going to be a need.”

    He added, “There’s a lot of room for people to take new technology but solve these old problems.”

    Kamala Harris knows other potential 2028 Democratic candidates are waiting on her decision about running for president again. She’s going to keep them waiting.

    The former vice president is running her own Malibu-based version of a Rose Garden strategy, keeping to occasional social media videos boosting Democrats generally or taking shots at President Donald Trump. Staying mostly in her recently purchased Southern California home, Harris is making calls to supporters and planning fall campaign stops but not giving a clear indication as to whether she will make a third presidential run.

    Harris tends to stick closely to her public line that she’s “thinking about it.” Her allies think she has the authority among Democrats — and the right — to decide on her own timeline, even as other contenders and many voters are convinced that Democrats need a contested primary whether or not she runs.

    “She is likely to keep her focus on the midterms and then analyze next steps after that. She is not in the same kind of hurry as other folks who seem to want to announce before 2027 even hits,” one person who has spoken to Harris in recent weeks told CNN. “She is not going to rush her deliberation to fit anyone else’s schedule.”

    Harris spokesperson Eduardo Negrón declined comment when asked about her decision-making process. But in a podcast interview with Megan Rapinoe posted last week, Harris said, “I don’t know how to live and not serve. I just don’t know a life without figuring out how I can help move the needle.”

    “Right now, midterms, midterms, midterms, full-time occupying my thoughts, my mind and my work,” she added.

    Aides are finalizing a campaign schedule that will include at least two early state stops: first next week in Michigan for Senate candidate Abdul El-Sayed, and then in Nevada for an appearance with Aaron Ford, the attorney general running for governor, who is a longtime supporter. And she’ll end her midterm push in general-election presidential battleground Georgia on the last weekend before the midterms, including an appearance with Sen. Jon Ossoff.

    But Harris has not made, nor are there plans for her to make, any major policy speeches. Former campaign aides haven’t been given any hint, including whether to hold off on talking about positions with others who are starting to think about campaign teams. Several major Democrats also looking at running haven’t heard from her, either.

    Meanwhile, at an event earlier this month featuring California Gov. Gavin Newsom in the first presidential primary state, South Carolina Democratic Party Chair Christale Spain answered a question from the crowd about wanting to see Harris by saying she hasn’t heard from the 2024 nominee in some time. And Harris hasn’t been making the kinds of introductory stops with major donors that others are.

    “Nobody’s who a serious donor looking for their presidential candidate is waiting to get a phone call from Kamala saying ‘I’m running.’ She’s just not in the conversation at all,” said one major donor who met with several potential candidates this summer.

    Harris’s last big public appearance was keynoting the Louisiana Democratic Party’s inaugural Masquerade Sneaker Ball in August, though she has popped up at points since, including Monday night on a video organizing call convened by 1 Million Black Voters Rising to mark National Voter Registration Day Rally, though her brief remarks were audio only, without a camera on.

    What Harris has been doing is working the phones, including calls to a wide array of activists and candidates, according to several familiar with the conversations. Some she calls just for chats. Some she calls to go over decisions from 2024, saying she’s trying to keep up with where the politics are moving. Some she offers advice.

    Each call sets off more chattering, more insisting from those on the other end who then insist at dinners and cocktail parties that she must be running, because why else would she call?

    Others who’ve talked to her who tell CNN that the undirected nature of her conversations and fall plans makes them doubt she’s on a trajectory to be launching another presidential campaign.

    The reality: She hasn’t landed on either yes or no.

    Newsom: “I wouldn’t run” for President against Harris

    So when Newsom, who has been taking more definitive steps toward a presidential campaign, told CNN’s Jake Tapper that he wouldn’t run if Harris did, the only real effect was among Newsom backers who worried that he’s now talked himself into needing to wait to launch until whenever she does decide, even if that drags into the spring.

    In other camps, the idea of waiting on Harris, or deferring to her at all even if she does get into the race, prompted chuckles and laughing-to-tears emojis from several people close to a range of potential presidential candidates.

    “That’s not a consideration whatsoever,” a person working with one potential candidate told CNN.

    Asked if he would wait on Harris or defer to her if she decides to run, Rep. Ro Khanna — a fellow Californian who’s made no secret of being eager to launch his 2028 run — avoided answering directly rather than saying no.

    “I believe I have a vision for how to build the future economy to work not just for the AI billionaires, but for the people I grew up with in PA. We need the biggest economic mission in generations and the question for me will be whether my vision meets the moment,” Khanna told CNN in a text message.

    Asked whether he will defer to Harris either in waiting for her to decide or not running if she does, Arizona Sen. Ruben Gallego said his answer about running is mostly bound up in thinking about what’s good for his three children.

    “Everyone’s going to make their own decisions for their own personal reasons,” Gallego told CNN.

    Donna Brazile, the former Democratic National Committee chair and an informal adviser, said she’s fine to keep waiting.

    “With no immediate filing deadlines, what’s the rush in deciding if she will run in 2028?” Brazile told CNN in an email. “For now, the former vice president is spending her time helping candidates on the 2026 ballot by raising money and helping to motivate voters to check their registration status and make a plan to vote. There’s plenty of time to talk about 2028. Let’s try the week after the Nov 3rd general election.”

    胡塞武装媒体报道称,沙特阿拉伯星期四对也门发动空袭,造成一死一伤,并击中三座电信塔。

    法新社引述胡塞媒体Almasirah电视台星期四(9月17日)报道,沙特战机袭击了塔伊兹省三座电信塔;阿布斯镇也遭到袭击,造成一名平民死亡,另有一人受伤。

    沙特星期三(16日)指责胡塞武装对伊斯兰教圣城麦加发动了“懦夫般”的袭击;胡塞否认有关指控。
