    8月11日(路透社)——美国联邦上诉法院周二废除了拜登政府时期制定的燃气和电动炉灶烤箱能效标准规则,称该机构不当绕过了公众意见征询程序。

    Aug 11 (Reuters) – A federal appeals court on Tuesday struck down a Biden administration-era rule setting efficiency standards for gas and electric stoves and ovens, saying the agency ​improperly bypassed public comment procedures.

    In a 3-0 decision, the 5th U.S. ​Circuit Court of Appeals in New Orleans ruled in favor of seven Republican-led states — Louisiana, Mississippi, Montana, Nebraska, Tennessee, Texas and Utah — that challenged the Department of Energy’s “direct final rule” for consumer-grade stoves ​and ovens.

    The August 2024 rule was intended to limit how much energy consumers ​use in kitchen appliances, and to ban an older technology known ⁠as linear power supplies.

    Circuit Judge Andrew Oldham said the Energy Department should not have fast-tracked ​the rule, knowing that numerous states opposed a 2023 attempt to enact similar efficiency ​standards.

    He also dismissed the rule as part of a push by former President Joe Biden’s administration to make home appliances “more expensive and less useful.”

    Direct final rules are typically reserved for uncontroversial matters.

    The Energy Department ​did not immediately respond to requests for comment.

    It’s unclear whether the Trump administration would ​still defend the rule. President Donald Trump, a Republican, has long criticized energy conservation rules, and ‌Energy Secretary ⁠Chris Wright pledged last month to permanently restrict efficiency mandates for home appliances that “raise costs and disrupt consumer choice.”

    EVADING CONTROVERSY

    Oldham, a Trump appointee, said the Energy Department relied on support for its proposed rule from several industry groups, “environmental activists,” California, Massachusetts ​and New York.

    The judge ​said “it cannot be ⁠contended with a straight face” that those Democratic-led states fairly represented the entire country.

    He also said the department failed to consider ​whether making appliances more technologically complex in the name of ​efficiency would ⁠reduce reliability or increase associated costs.

    “The previous administration’s gas-stove measures were among its most controversial energy proposals,” Oldham wrote. “The idea that all that controversy could be elided using the ⁠DFR—a mechanism ​designed for consensus rulemaking—is untenable.”

    Circuit Judges Catharina Haynes ​and James Ho joined Oldham’s decision. Haynes is an appointee of Republican President George W. Bush, and Ho ​was appointed by Trump.

    With the end of summer rapidly approaching, people are getting in as much beach time as they can. But the mayor of a New Jersey beach town is worried a social media trend could be setting up a potential shark attack.

    “It’s not illegal to fish here. It’s not illegal to fish for shark, but it is bringing in predators, they’re looking for food and there’s a lot of swimmers here,” Bay Head Mayor Bill Curtis said, explaining his unease about videos showing people attracting sharks toward shore so they can take photos with them.

    In one viral video, a group of people is seen pulling an 8-foot-long bull shark onto the beach itself before snapping some photos.

    Curtis worries the bait used to reel in these apex predators is taking them dangerously close to the beach and unsuspecting swimmers.

    “Putting food in the water there for the fish to go after is just luring them closer to shore,” he said.

    To catch sharks, some anglers paddle out to deeper waters, drop the bait and then pull in the sharks from reels on the beach. A CBS News crew went out on a boat with Captain John Schaible, who took them about 100 yards from shore. There, in 15-foot-deep water, is where many shark fishermen drop their bait.

    “They are just having fun,” Schaible said of the people posting their encounters with the sharks on social media. “They’re not killing them. They’re maybe taking a couple pictures with them and letting them go.”

    Schaible said he doesn’t think what they’re doing is dangerous, but the mayor disagrees.

    “Common sense and consideration for everybody,” Curtis said. “Everybody can coexist, just be a little careful with what you are doing.”

    Sarah Trone Garriott, a Democratic candidate for Congress in Iowa’s 3rd Congressional District, is trying to reassure voters that she doesn’t support men having access to women’s locker rooms — a stance she believes her opponents have tried to obfuscate.

    “I’m a mom with two kids in Iowa public schools. Their education and safety literally keep me up at night. So, when my opponent cherry-picks and twists my record, I have to set it straight,” Trone Garriott said in a recent campaign video.

    “I oppose letting men in women’s locker rooms,” she added.

    However, Trone Garriott’s voting record from her time in the Iowa legislature is clashing with her assertions, complicating the picture for her as she attempts to flip one of the country’s most competitive House seats and topple incumbent Rep. Zach Nunn, R-Iowa.

    Even before Trone Garriott captured the Democratic nomination to run in the district earlier this year, Republicans have sought to highlight parts of her record that seem to show she has championed positions farther left than the campaign she’s currently running.

    Many have bashed a Muslim prayer she offered up on the Iowa Senate floor and how, as a Lutheran minister, she officiated a satanic wedding.

    However, it was Trone Garriott’s stance on bathroom policy that Vice President J.D. Vance zeroed in on in a campaign speech for Nunn earlier this year.

    “His opponent voted to push biological males in girls’ sports as early as kindergarten. She was voting against banning gender transition surgeries for minors,” Vance said.

    Vance, like other Republican critics, referred to two key votes Trone Garriott cast in the Iowa Senate: one, passed in 2023, prohibits elementary and secondary schools from letting someone enter a bathroom “that does not correspond with the person’s biological sex.” A second bill, which became law in 2022, sets the eligibility rules for school and college sports teams based on biological sex.

    Trone Garriott voted against both of them.

    Her votes seem consistent with previous statements she made in 2023 where she indicated bathroom policies and sports policies looking to restrict participants were based on racial and gender tensions.

    “It’s very threatening of the idea of the white, male powerful figure because it muddies the waters and makes things ambiguous and confusing,” Trone Garriott said in an address with the United Methodist Church, speaking on politics and faith.

    “We see all sorts of responses happening in legislation and in community conflict — a lot more emphasis on really funding and supporting the private schools, the parents’ rights. And within that, the parents’ rights piece is used to enact book bans, sports bans about who can play and who can compete; it’s really couched in a language of there’s a threat to women. And white men are responsible to protect women against threats.”

    Her campaign did not address how her previous votes and statements align with her current campaign positions, or whether those positions have changed. But in a statement to Fox News Digital, a spokesperson for Trone Garriott said she stood by her campaign video.

    “Sarah does not want men in women’s locker rooms. As a parent, there is nothing more important than the safety of our children, that’s why she will always stand up for a parent’s right to decide what’s best for their children,” Zach Schenkman, the spokesperson, said.

    In her campaign video, Trone Garriott said she believed too much political attention had been given to the topic.

    “Politicians have become too extreme on these issues. I’ll always put kids and families first,” Trone Garriott said.

    At least one Republican strategist isn’t buying the switch in position.

    “Even Sarah Trone Garriott’s handlers realize her radical record and insane history of woke statements is completely unelectable in Iowa. No amount of false ads or consultant lies will hide the truth about the Wicked Witch of Woke and her sinister trans-for-all obsession,” Zach Kraft, a spokesperson for the Republican National Committee (RNC) said in a statement to Fox News Digital.

    Nunn, the district’s current representative, last won re-election in a 51.8% to 47.9% victory over Democratic challenger Lanon Baccam in 2024. With the Democratic nomination in tow, Trone Garriott will face off against Nunn in the Nov. 3 general election.

    Dan Cohen sat across the table from a former classmate who had spent years antagonizing him when they were growing up together and playing baseball.

    The classmate had something he wanted to get off his chest.

    “He was newly sober and just apologizing for just being mean to me,” Cohen recalled of the conversation, which occurred around 2011.

    At the time, Cohen said “it meant a lot” because he thought the man sitting across from him had changed his ways.

    Now, he’s not so sure.

    That former classmate, Cohen said, was Max Miller, the embattled Ohio Republican congressman whose reelection bid has been dogged by allegations of domestic violence and uncontrolled anger leveled by his ex-wife.

    The claims by Miller’s ex-wife, Emily Moreno, include accusations that he held a gun to her head and threw hot water at her. Moreno’s attorney, meanwhile, is seeking a restraining order against Miller for himself, alleging in a filing last month that the congressman physically accosted him outside the courtroom and made disparaging remarks about his fiancee’s looks.

    In a fiery interview with CNN’s Jake Tapper last week, Miller denied the allegations and accused his ex-wife, the daughter of GOP Ohio Sen. Bernie Moreno, of fabricating claims for political reasons.

    Miller, 37, has rejected calls to drop out of his congressional race. Instead, he called for a House Ethics Committee investigation into his alleged conduct, which he says will exonerate him. The panel opened an investigation last week. He did not respond to requests for comment on this story.

    A CNN examination of Miller’s past conduct, which included a review of public records and interviews with more than half a dozen former classmates and acquaintances revealed that Miller has struggled – as a youth and as an adult – with volatile outbursts and was known to have made his peers uncomfortable with aggressive behavior and insulting comments, at times while intoxicated.

    “It did look like he was doing well for a little bit – at least from what I knew,” said Cohen about Miller’s apology some 15 years ago.

    “I obviously think different of him now.”

    Max Leonard Miller was born into a wealthy family with a long history in northeastern Ohio. His grandfather Samuel was a well-known real estate developer acclaimed for his extensive philanthropy, including charities that helped fund Holocaust education and remembrance.

    Miller’s parents stewarded his grandfather’s legacy, overseeing multiple charities in the Cleveland area. Friends who grew up with Miller and his younger brother Jake remember lively Shabbat dinners and involved parents – recalling Miller’s mom and dad attending sports games and cheering them on from the stands.

    “It was just a very welcoming house to be in,” said Cohen, who competed against Miller on the baseball team since they both played the same position: catcher.

    While Miller’s brother Jake was friendly and kind, acquaintances said, Max had a different reputation. Although he could be as charming at times, classmates told CNN, he tended to be confrontational.

    “He was one of those kids where he would be different one-on-one versus in a group,” Cohen said. “When he was one-on-one with you, he could be endearing and honest and let his guard down.”

    River McWilliams, who knew Miller growing up, described him as “hotheaded.” As a high school athlete, he said, Miller could throw tantrums typical of a teen player — such as slamming his helmet to the ground after a bad at-bat. But off the field, McWilliams said, “if you ran into him at a party when he had had a little too much drink, he would be quick to kind of like start fights and instigate stuff… He was that kid.”

    Another former baseball teammate who requested anonymity for fear of retaliation told CNN that even some parents “were intimidated” by Miller. “It was a combination of his family and money dynamics and also his personality and having that temper.”

    Blair Kurit, another classmate, said she remembered Miller as aggressive and sexist. “I don’t really think he was friends with any women. He was belligerent … and definitely misogynistic back then,” she told CNN.

    Another former female classmate who also requested to speak to CNN anonymously for fear of retaliation said Miller had a short temper. He “was not a gentle person” in high school, “not someone you wanted to be close with as a female,” she explained. Several former baseball teammates also told CNN they witnessed Miller brag about his sexual exploits and deride girls and women with comments about their physical appearances, particularly their weight.

    One story that has circulated widely among Miller’s former classmates stemmed from a party around spring 2006, in which a teenage girl accused Miller of pushing her down some stairs after she rebuffed his advances.

    McWilliams told CNN that the party took place at Miller’s parents’ house and that the girl’s distress remains fresh in his mind. He said he didn’t witness the incident, but that he encountered the girl right after she said it occurred. She was “hysterically crying,” he said. “I have vivid memories of walking her kind of down the street, comforting her, making sure that she was OK, checking to see if she needed, you know, medical attention or something like that.”

    Politico was the first to report about this incident in 2021. The woman declined to speak to CNN but had texted a Mother Jones reporter that the incident “was one of the more traumatic nights of my life.”

    Miller has repeatedly denied the allegation occurred when asked by reporters over the years.

    Kurit remembered a different party when they were teenagers where Miller made her uncomfortable. While she and her friend discussed their college plans, Max “said he was going to join the Army, so he could ‘shoot some Arabs.’”

    “I remember it because it really disturbed me,” she said. “It was like antithetical to the Shaker Heights ethos” – a reference to the community’s reputation as a liberal haven.

    Court and police records show that as a young man, Miller landed in troubling situations that often involved alcohol, drugs or violence.

    In 2007, records show he was charged with “disorderly conduct/intoxication” and “obstruction of official business.” The files were sealed by the Shaker Heights Municipal Court, but the public docket for the case shows that the charges were dismissed after he pleaded “no contest” as part of a program for first time offenders.

    The Washington Post, which first reported on the case, disclosed that Miller was arrested for allegedly punching a man in the back of the head and then running from police.

    The following summer, Miller was charged with underage consumption of alcohol. He pleaded no contest in that case, and the file was also sealed by the court.

    While Miller did not respond to CNN’s specific requests about these charges, when contacted by the Post at the time, he said, “Growing up, everyone makes mistakes. … Who I was in the past is not who I am now.”

    A couple of years later, in 2010, Miller was out with a group partying in the bustling Coventry neighborhood of Cleveland Heights when he got into an altercation at a hookah bar that ended with him punching through a window around 2 a.m.

    The police report, obtained by CNN, described Miller as “bleeding heavily from his left wrist” and said he was taken to the hospital. He was issued a citation for criminal mischief, a misdemeanor.

    About nine months later, Miller had another police run-in at Miami University in Oxford, Ohio. This time, he was charged with operating a vehicle while intoxicated after crashing a Jeep into a light pole. According to police records reviewed by CNN, he was discovered the next morning with “bloodshot eyes, an odor of alcohol, and an abrasion on his forehead.” Although he came in under the legal alcohol limit on his blood test, a subsequent lab test showed that Miller’s blood tested positive for drugs including MDMA and Clonazepam.

    This incident seems to have been a turning point for Miller. Around this time, he apologized to Cohen, his old baseball teammate, as part of his sobriety journey.

    Two additional sources who spoke with CNN confirmed Miller was actively in recovery and appeared to be turning a corner at this time.

    After graduating from Cleveland State University in 2013, Miller served in the Marine Corps Reserves and subsequently moved into politics. He joined Marco Rubio’s primary campaign for president before linking up with then-candidate Donald J. Trump to work on his 2016 campaign.

    After Trump’s victory, Miller served as a White House aide and entered into a relationship with press secretary Stephanie Grisham.

    Their relationship ended acrimoniously around a year later, and Grisham wrote in her memoir about a physically abusive boyfriend who was also a White House staffer.

    Although Grisham did not use his name, it seemed clear she was referring to Miller, and in 2021, he sued her for defamation. He has denied ever assaulting her. He later voluntarily dropped the lawsuit, and Grisham has not spoken publicly about the relationship since.

    After Trump left office in 2021, Miller reconnected with Emily Moreno, whom he’d met years earlier while working on Rubio’s campaign. The two married in 2022 at Trump National Golf Club in Bedminster, New Jersey.

    In November 2022, with Trump’s endorsement, Miller was elected to Congress for Ohio’s 7th District – a solidly Republican seat.

    After Miller and Moreno’s daughter was born in November 2023, their relationship became increasingly tumultuous, according to public records reviewed by CNN and a source who requested anonymity given fear of retaliation.

    The source, who is familiar with the couple, told CNN that Miller and Moreno went through significant highs and lows during their short marriage. Following the birth of their child, the source said, Miller was cruel to his wife about her weight gain. Two years after their wedding, Miller filed for divorce. Since their split, a messy custody battle over the pair’s daughter has raged, bringing to light new allegations of abuse against the congressman.

    In police videos obtained by CNN, Moreno emotionally described an incident in which she says he held a gun to her. Police interviewed Moreno and Miller as part of an investigation into a broken collarbone suffered by their daughter; no charges were filed in relation to that injury and police told CNN there are no ongoing investigations into Miller or Moreno.

    Miller, in separate police interviews, denied he ever abused her, called his ex-wife “manipulative” and alleged she struggles with mental illness.

    Scrutiny has intensified as Miller’s former father-in-law, senior GOP Sen. Bernie Moreno, addressed the issue publicly for the first time earlier this month. “As he has admitted privately, Max Miller needs serious psychological help,” Moreno said on X. “He is a danger to my daughter, and I hold my breath every minute he has custody of my granddaughter.”

    Behind the scenes, CNN has reported, GOP strategists have warned that Miller faces an uphill battle to keep his seat as Republicans prepare for a significant fight to hang onto the House in the midterms.

    The deadline for Miller to pull out of the race and be replaced by another candidate has now passed in Ohio.

    The immediate mechanics change little: parents can still request vaccines moved to the “shared clinical decision-making” list, and the White House says the order does not affect the Vaccines for Children program, which provides free shots to families who cannot afford them and is tied to CDC guidance.

Splitting shots across separate medical visits (Trump suggested five at age 1) means more appointments and potential out-of-pocket costs for families, with officials not saying how they would be covered. Pediatricians warn ‌the conflicting ⁠federal message will lead some parents to delay or skip shots.

    Some elements cannot take effect right away. Splitting MMR is not currently possible because no company sells licensed standalone measles, mumps or rubella vaccines in the United States. Officials said the federal health department would work with manufacturers on a solution within 90 days.

    Because states, not Washington, set school-entry requirements, the order pressures states to adopt the narrower schedule, backed by the Justice Department directive to sue over their exemption laws.

    WHAT DO MEDICAL EXPERTS SAY ABOUT THE ​ORDER?

    Major medical groups broadly rejected the order, ​saying no new science justifies a ⁠change.

    The American Academy of Pediatrics said it would sow parental confusion and delay vaccination. It reiterated that decades of studies show no link between vaccines and autism. It estimates replacing the combined MMR shot with single-disease versions would take about a decade.

    Several groups, ​including the Infectious Diseases Society of America and the National Foundation for Infectious Diseases, said it would expose more children ​to preventable illness and ⁠death.

    WHAT IS THE SCIENCE BEHIND THE SCHEDULE?

    Public health experts build a schedule by studying how a disease spreads and who gets sick, and at what age, to protect children at the safest, most effective times. That is why most immunizations come in the first 12 to 18 months, before likely exposure.

    The AAP says the timing and combination of shots matches when ⁠they work ​best and when children are most vulnerable, and that multiple vaccines do not overwhelm a child’s immune ​system.

    Schedules differ by country because of varying disease threats, demographics, costs and delivery systems.

    The previous U.S. schedule targeted 18 diseases versus an average of about 14 across comparable nations, with South Korea and Brazil also ​at 18, undercutting the administration’s claim that the U.S. is an outlier.

    Trump Media & Technology Group is aiming to energize growth by selling faster access to President Trump’s Truth Social posts for up to $100,000 a month.

    CEO Kevin McGurn told investors on Monday that the company has signed up “more than 10” customers for its Truth API, or Application Programming Interface, data feed, which he said was mostly from high-frequency securities trading firms seeking an edge by potentially seeing the president’s posts milliseconds before they reach the broader Truth Social audience.

    Contracts for the new service generally range from $60,000 to $100,000 a month, McGurn said. The Truth API includes access to the social media network’s top accounts, not just Mr. Trump’s, the company has said.

    Rolling access to the Truth API feed could give traders and investors a small but meaningful head start in making investment calls based on Mr. Trump’s posts, such as announcements on tariffs and foreign policy. That could raise ethical concerns, financial experts said.

    McGurn also said Trump Media is in “active conversations” with large cloud computing firms, artificial intelligence companies and news organizations about signing up for Truth API. Eventually, the company also plans to market the data feed to ordinary investors, he said.

    “We’re encouraged by the early demand for Truth API, and we look forward to rolling out the product to other sectors, including retail investors,” McGurn said in a call with Wall Street analysts to discuss the company’s most recent financial results.

    Searching for direction

    Trump Media & Technology Group, which has never turned a profit since its founding in 2021, has struggled to settle on a business strategy capable of delivering reliable revenue growth. Advertising revenue on the Truth Social platform — President Trump’s primary social media bullhorn — fell in the second quarter, according to an Aug. 10 regulatory filing, although the company didn’t provide financial details.

    To jump-start growth, Trump Media has expanded into a range of new ventures, branching into financial products such as ETFs with patriotic investment themes and buying billions in cryptocurrencies to refashion itself into a crypto treasury firm. Trump Media is also merging with fusion energy company TAE Technologies, which McGurn on Monday said will provide Trump Media with “a rare chance to play a key role in securing America’s energy independence.”

    On Monday, the company’s second-quarter revenue rose 89% to $1.67 million, but its losses ballooned 10-fold to $238 million due to the plunging value of its crypto holdings, according to Trump Media’s latest earnings report.

    The Truth API, announced in July, could boost revenue by selling what may be the company’s most valuable asset: immediate, automated access to Mr. Trump’s public statements. Truth Social continues to publish Mr. Trump’s posts, and those of other top users, so that they are available to everyone at the same time.

    But the API delivers the information directly to customers’ computers, potentially allowing them to detect the posts before a human user might notice them on their feed.

    Trump Media shares — which trade under the ticker DJT, the same as the president’s initials — slipped almost 6% on Tuesday. The stock has lost about 49% of its value over the past year, while the S&P 500 has gained 21%.

    Ethical concerns

    The Truth Social API service is drawing scrutiny from ethics experts and Democratic lawmakers over whether investors should be able to pay a company partly owned by the president for faster access to his public statements.

    Sen. Mark Warner, a Democrat from Virginia, has introduced a bill that would ban social media companies from selling special access to government employees’ accounts that share market-moving information.

    Mr. Trump frequently turns to Truth Social for major announcements, including the introduction of new tariffs and progress in diplomatic talks with Iran and other nations. The president has also been a driver of the market’s best and worst five days since his return to office, CNBC reported in May, citing research from Fundstrat.

    Fundstrat, which didn’t respond to requests for comment, found that the S&P 500’s biggest single-day jump last year came on April 9, 2025, when the president announced he would pause his tariffs, sending the index soaring 9%.

    On Monday’s investor call, McGurn defended the Truth Social API service by noting that it only provides access to public posts, albeit “milliseconds” faster. “Our customers will get published in publicly available posts fractionally faster,” he said. He called the ethical criticisms “misguided.”

    But “milliseconds make a difference” for high-frequency traders, Richard Painter, a corporate and securities law professor at the University of Minnesota who served as the chief ethics lawyer under President George W. Bush, told CBS News.

    High-frequency trading firms could face particular legal risk because their automated systems can execute trades in fractions of a second, Painter pointed out. Although Mr. Trump’s posts are publicly available when the API sends them to customers, Painter said that the source of government information, as well as customers who paid for access, are legally required to wait to trade on that info until the data has had time to be reflected in market prices, or else risk violating insider-trading laws.

    Trump Media dismissed such concerns.

    “Critics continue to mischaracterize Truth API either out of ideological opposition to free markets or a failure to grasp the distinction between public and nonpublic information,” a Trump Media spokesperson told CBS News.

    Mr. Trump’s stake

    Mr. Trump owns 41% of the media company’s shares, worth about $1 billion, according to data from financial services firm FactSet. While he doesn’t have a management role in the firm, he stands to profit from Trump Media through his shares.

    “The structure gives the president a personal financial interest in the market impact of his own official statements,” Jessica Tillipman, associate dean for government procurement law studies at The George Washington University Law School, told CBS News.

    She added: “I have made similar arguments about members of Congress and why they should not be permitted to profit from trading on information they receive in office. Unlike the congressional context, this involves a company the president beneficially owns selling access to information he creates in his official capacity.”

    A broader law is needed to keep government officials from profiting from insider information, leaks and other disclosures, Painter said, comparing the situation to the creation of Regulation Fair Disclosure, or Reg FD, in 2000 in response to public companies selectively disclosing material information to some investors and Wall Street firms. Reg FD requires public companies to disclose market-moving information publicly.

    In the meantime, Trump Media & Technology Group plans to expand Truth API to more customers, even though it has generated only a “modest amount of revenue” so far, McGurn said on Monday. He added, “We believe this can grow into a meaningful, durable contributor.”

    Reports of President Donald Trump’s secret move to a military jet during last month’s NATO summit in Turkey has put a rare security trade-off in focus: As officials apparently sought to shield Trump from a credible Iranian threat, White House staff, Secret Service agents, U.S. Military members and journalists remained aboard the decoy aircraft.

    The White House did not return Fox News’ request for comment on whether officials assessed a separate risk to those left aboard the plane, which could have included Secretary of State Marco Rubio. It’s not clear what, if any, protective measures were in place.

    Air Force One is the call sign of the plane the U.S. president is traveling aboard, not the name of a specific aircraft.

    The Washington Post first reported that Trump secretly switched to a military jet after appearing to board the older Air Force One in Turkey. Journalists and White House staff traveling with the president for the trip abroad remained on the aircraft that flew to the United Kingdom. Trump later rejoined the group before continuing home, according to the report.

    TRUMP USED CATERING TRUCK, AIR FORCE ONE DECOY TO EVADE IRAN THREAT: REPORT

    In a separate follow-up to that article, the Wall Street Journal reported that Israeli intelligence briefed the Trump administration on a threat to use shoulder-fired missiles against Air Force One. It also noted that Rubio was among top aides who remained aboard the older aircraft.

    Former Secret Service agent Bill Gage told Fox News that the people aboard the aircraft “probably did face an elevated risk.” But he described the reported operation as a calculated response to the threat environment surrounding Trump.

    “Any travel with him should be considered a risk,” Gage said. “I think some members of the government at the highest levels made a calculated risk to not tell anyone on the fake AF1.”

    The key distinction in the reporting is that the threat was allegedly aimed at the aircraft believed to be carrying Trump, rather than at the older jet itself. The secret slip-away by the president left all passengers on the plane as potential collateral of any attacks, with no public accounting of whether there were additional protections in place for them in the heightened threat environment.

    Reporters traveling on the older Air Force One from Turkey to the United Kingdom recount being asked to close their window shades as the plane took off. Asked later that day whether he knew why reporters were asked to close the shades, Trump replied: “You’re probably on a dangerous flight because of the sleaze bags that we have to deal with.”

    “I’m number one on their list, before you,” he told a reporter. “But if I go, you go right? So perhaps some day you want to change professions.”

    Gage told Fox News Digital that the reported operation was likely kept to a very small circle because of the security sensitivity. “Very few people would have been told about this plan ahead of time.”

    He said the decision to actually move Trump to a different jet suggested officials were acting on serious intelligence.

    “Overall, the threat must have been substantial and corroborated to conduct the switch/ruse. The highest levels of the government and intelligence agencies (CIA/NSA etc.) would have been involved in analyzing the threat and developing countermeasures.”

    Robert “Bobby” McDonald, a former senior Secret Service official, said deceptive presidential movements — sometimes referred to as “shell games” — are unusual but a part of the Secret Service playbook when credible intelligence demands extraordinary measures.

    McDonald said the Air Force, rather than the Secret Service, is responsible for protecting presidential aircraft and said he believed both planes were likely being monitored.

    “I find it hard to believe that those two planes were not being tracked, were not being escorted by other aircraft from either allies or our Air Force,” he said. “There’s no way in the world that the Secret Service, the White House staff, and the White House military office, were going to let those two planes dangle out there and and and be fending for themselves.”

    The Pentagon and the Air Force referred questions to the White House.

    Trump’s move isn’t the first time Air Force One aircraft have been put to use to balk potential threats. During President Bill Clinton’s 2000 visit to Pakistan, a marked decoy aircraft arrived first and Secret Service agents disembarked before Clinton landed separately in an unmarked plane.

    But the reported Turkey operation differs from many past surprise trips, in which a limited press pool traveled with the president and was sworn to secrecy.

    Jake Tapper, who traveled with Obama on a secret trip to Afghanistan, said prior White Houses have used deception to protect presidents but that the reported Turkey operation was different.

    WASHINGTON, Aug 11 (Reuters) – The Trump administration on Tuesday finalized a rule exempting U.S. companies and individuals from reporting beneficial ownership information ​to the Treasury Department’s financial crimes unit, rolling back reporting requirements established under ‌a 2021 law aimed at combating illicit finance.

    The Treasury Department’s Financial Crimes Enforcement Network, or FinCEN, will still require foreign reporting companies to disclose beneficial ownership information for foreign individuals, the department said in ​a statement.

    “Treasury is eliminating a burdensome reporting requirement for millions of law-abiding business ​owners without compromising our national security,” Treasury Secretary Scott Bessent said in ⁠the statement.

    Beneficial owners are defined as anyone who has an ownership interest of at ​least 25% in a business or someone who exerts “substantial control” over the entity.

    The move, first ​announced over a year ago, is part of a broader push by the administration of Republican President Donald Trump to curtail anti-corruption efforts.

    Senator Elizabeth Warren, the top Democrat on the Senate Banking, Housing and ​Urban Affairs Committee, said rolling back the reporting requirements increased the risks of sanctions evasion, ​fraud and drug trafficking, as well as sex trafficking and organized criminal activity.

    “This is a gift to ‌cartels, ⁠criminals, and U.S. adversaries that exploit shell companies to move millions through our financial system,” Warren said in a statement, adding that the law had required firms to fill out only basic identifying information about the true owners of a firm.

    FinCEN had previously implemented rules ​requiring certain companies to ​report beneficial ownership ⁠data as part of anti-corruption and anti-money laundering efforts backed by lawmakers and the Treasury Department under former President Joe Biden.

    The Treasury ​Department said that FinCEN will delete previously reported information by Americans ​from the government’s ⁠beneficial ownership information database.

    Under the rule finalized on Tuesday, foreign companies would not be required to report Americans who helped those foreign companies register to do business in the United States.
