ODNI under Pulte fires 6 staff, sends 45 back to home agencies

    2026-06-23T18:24:00-0400 / CBS News

    By

    Updated on: June 23, 2026 / 6:54 PM EDT / CBS News

Just over 50 career and political intelligence staff at the Office of the Director of National Intelligence have been removed from their roles since Bill Pulte became the agency’s acting director, Friday.

Six career and political intelligence staff were terminated and 45 were sent back to their home agencies, according to three sources familiar with the personnel moves.

Pulte has been asking deputies and other directors for suggestions about cuts. Some of the ODNI deputies pushed for more cuts, but Pulte said that the 51 was enough for now, one of the sources said.

One source characterized the cuts as thoughtful and methodical. No staffers have been removed from the counterterrorism group.

No further firings are planned for now, two of the sources said.

The cuts follow hundreds of staff reductions last year by former Director of National Intelligence Tulsi Gabbard, who stepped down last week. Last year’s planned downsizing sought to bring the office’s headcount from 2,000 to around 1,300.

President Trump has pushed for further cuts, directing Pulte to “execute the immediate and needed downsizing of the office” in a Truth Social post earlier this month.

The office is charged with overseeing the country’s intelligence agencies and helping them coordinate with each other. It was created in response to the Sept. 11, 2001, terrorist attacks, which investigators widely believe was preceded by a failure of intelligence agencies to share information.

Since then, Gabbard and some lawmakers have argued the ODNI has become bloated and has added more bureaucracy to the intelligence community — worsening a problem it was created in part to resolve.

Republican Sen. Tom Cotton of Arkansas, who chairs the Senate Intelligence Committee, said earlier this month the office has “grown far beyond its original mandate.” Many of the office’s staff hail from other intelligence agencies but have been detailed to ODNI, and Cotton argued large numbers of them should be returned to their “home agencies.”

Sen. Mark Warner and Rep. Jim Himes, the top Democrats on the Senate and House intelligence panels, warned Pulte against making large-scale staff cuts, calling it an inappropriate course of action for an acting official without national security experience.

“While there is room to consider responsible reductions to ODNI’s workforce, any large cuts would follow on a substantial downsizing that has already occurred in 2025 and risk jeopardizing the mission of an organization explicitly created after 9/11 to prevent any future such terrorist attack,” the two Democrats wrote in a joint statement.

After Gabbard announced in May that she would resign from the post, Mr. Trump said he would install Pulte, a housing finance official, as acting director of national intelligence. He later nominated Jay Clayton, the top federal prosecutor in Manhattan, to serve as Senate-confirmed director.

Mr. Trump’s pick for acting director of national intelligence, who assumed the role on Friday, has sparked intense pushback in Congress. Democrats, and some Republicans, questioned the selection due to his lack of national security experience.

Democratic Rep. Jason Crow of Colorado said Sunday he’s worried that “Americans are at risk” with Pulte serving as DNI “because we have someone who’s incompetent at the head of this agency,” in an interview on “Face the Nation with Margaret Brennan.”

In addition to Pulte’s lack of national security experience, Democrats have railed against the pick for his role in investigations into Mr. Trump’s political foes. Crow, who serves on the House Intelligence Committee, said he’s “obviously concerned that this is somebody who’s a political attack dog, and his single biggest qualification is that he’s loyal to Donald Trump and is willing to go after Donald Trump’s enemies.” But he said more immediately, he’s concerned about Americans’ safety.

“This is a really important position. This sits atop our intelligence agencies, and by law, Congress mandated that this person have significant intelligence experience because they have to make sure that we’re keeping Americans safe, which is not what Bill Pulte is capable of doing,” Crow said.

Since Pulte’s selection, Democrats have declined to extend Section 702 of the Foreign Intelligence Surveillance Act, which grants intelligence agencies broad authority to spy on overseas targets, causing the legal provision to expire earlier this month.

And as Senate GOP leaders tried to bring an end to the impasse by moving to quickly confirm Clayton as permanent director of national intelligence, the president abruptly called for Clayton’s confirmation hearing to be canceled last week.

Talks on extending FISA Section 702 were already strained, with some members of both parties pushing for stricter guardrails and arguing the program can scoop up Americans’ communications without a warrant. Intelligence officials say the program is essential to national security.

Asked whether Democrats have miscalculated, Crow said “not at all.”

“I know how important it is, but I’m unwilling to trade Americans’ constitutional rights, privacy and essential civil liberties for temporary extension to this program,” Crow said.

Republican Sen. Lindsey Graham of South Carolina said on “Face the Nation” that “any Democrat that shuts down FISA at a time of great peril for the United States is making a huge mistake.”

“We’re playing with fire here, no matter what side does it,” Graham said. “America needs FISA up and running.”

Biden judge overruled on key Trump immigration policy

    June 23, 2026 7:24pm EDT / Fox News

The 2-1 ruling vacates a lower court order that had blocked the policy on due process grounds

    By Elaine Mallon, Fox News

Fox News Justice correspondent David Spunt has the details on Abraham Hermosillo Alvarez, the alleged ringleader of a plot to attack the White House UFC event, on ‘America Reports.’

The Trump administration scored a major immigration win Monday after a federal appeals court revived its nationwide expedited removal policy, clearing the way for the Department of Homeland Security to resume fast-track deportations of eligible illegal immigrants.

The ruling allows federal immigration authorities to quickly remove certain migrants found anywhere in the country if they were not lawfully admitted or paroled into the U.S. and cannot show they have continuously lived in the country for at least two years.

In a 2-1 ruling, the U.S. Court of Appeals for the District of Columbia Circuit vacated a lower court order that had blocked the policy, concluding that challengers were unlikely to succeed on their claims that the expansion violates constitutional due process protections.

“DHS thereby exercised its discretion to apply its expedited-removal authority to the maximum extent allowed by law,” Judge Justin Walker wrote for the court.

    DHS praised the ruling.

“For years, DHS has arbitrarily limited expedited removal to 14 days even though it applies to illegal aliens who entered the country illegally within the last two years,” DHS General Counsel James Percival said in a statement to Fox News Digital. “Today, the D.C. Circuit vindicated our decision to apply the law as written. It’s not too late to take a $2,600 check and a free flight home!”

The ruling reverses a nationwide stay issued by U.S. District Judge Jia Cobb, a Biden appointee, who found the policy created a significant risk that individuals could be wrongly deported before having a meaningful opportunity to prove they were exempt from expedited removal.

The Trump administration first expanded expedited removal nationwide during Trump’s first term in 2019. The Biden administration later rescinded the policy before DHS reinstated it shortly after Trump returned to office in January 2025.

The majority concluded that the Constitution requires the government to notify illegal immigrants when they are facing deportation and give them an opportunity to respond, but does not require immigration officials to explain every potential legal defense that could prevent their removal.

APPEALS COURT GRANTS TRUMP SHORT-TERM WIN OVER BOASBERG IN IMMIGRATION RULING

“The constitutional requirement is notice of the action the government is taking and the grounds for it, plus an opportunity to respond,” Walker wrote. “It is not a requirement that the government explain how the individual might prevail.”

The court rejected arguments that DHS must proactively inform individuals they can avoid expedited removal by proving they have continuously lived in the United States for at least two years.

“If due process requires the government to inform individuals of the two-year continuous-presence rule, it presumably also requires informing them of every other basis for contesting expedited removal,” Walker wrote. “Make the Road offers no limiting principle and identifies no authority for so expansive a requirement.”

The majority also dismissed claims that examples of wrongful deportations demonstrated the policy itself was unconstitutional.

“To be sure, the record contains evidence that some aliens have been erroneously subjected to expedited removal despite having been present for more than two years,” the opinion stated. “If so, that’s illegal. But the cause there would be individual officers’ failure to follow the law — not defects in the written directives under review.”

Judge Robert Wilkins dissented, arguing that DHS’s procedures do not give migrants a meaningful chance to prove they have lived in the United States for at least two years and therefore may not qualify for expedited removal.

“DHS is using procedures that do not allow a meaningful opportunity for noncitizens to demonstrate that they have been continuously present in the United States for two years,” Wilkins wrote.

House approves major housing affordability bill, sending bipartisan measure to Trump

Washington — The House on Tuesday passed a landmark housing affordability bill, marking a rare bipartisan legislative accomplishment as lawmakers seek to address rising costs ahead of the midterm elections.

House GOP leaders fast-tracked the legislation after the Senate approved it with overwhelming bipartisan support Monday. It passed the House in a 358 to 32 vote and now heads to President Trump to sign into law.

The legislation, known as the 21st Century ROAD to Housing Act, is the product of months of negotiations and aims to increase housing supply and lower prices. It places limits on corporate investors buying single-family homes, streamlines environmental reviews and removes regulatory barriers to speed up the construction process.

After months of back-and-forth, the four lawmakers spearheading the legislation announced an agreement to move forward. The push was led by GOP Sen. Tim Scott of South Carolina, the chairman of the Senate Banking Committee; Sen. Elizabeth Warren of Massachusetts, the top Democrat on the Senate Banking Committee; GOP Rep. French Hill of Arkansas, the chairman of the House Financial Services Committee; and Rep. Maxine Waters of California, the top Democrat on the House Financial Services Committee.

“This final product advances practical, bipartisan and bicameral solutions to modernize federal housing programs, reduce regulatory burdens, streamline the development process and help build more homes to meet that growing demand and keep the American dream within reach,” Hill said Tuesday on the House floor. “This bicameral bipartisan bill before us today reflects the ideas from both chambers and demonstrates what can be accomplished when Congress focuses on solving problems for the American people.”

Earlier this month, the White House called on Congress to pass the bill, noting the provision setting restrictions on corporate investors owning single-family properties. A presidential proclamation called it “the most comprehensive and consequential housing legislation in the history of our country.”

But how big of an impact the provision will have on affordability is up for debate. Large institutional investors account for just 3% of single-family rentals, or less than half a percent of the total single-family housing stock, according to the think tank Urban Institute.

“A lot of people think that if we get rid of private equity, there will be all these houses available for sale for first-time homebuyers,” said Daryl Fairweather, chief economist at the real estate firm Redfin. “But that’s not going to happen.”

Lawmakers acknowledged there’s still more work to do to address the housing crisis, but touted the legislation as a promising first step.

“Today’s vote proves that it is possible to find bipartisan, common ground on legislation that actually helps the American people. And, importantly, it proves that bipartisan legislation doesn’t have to be the weakest, most milquetoast agreement that doesn’t offend anyone or do too much to help anyone either,” Warren said in a floor speech ahead of Monday’s vote.

US House passes affordable housing bill, sending it to Trump for enactment

WASHINGTON, June 23 (Reuters) – The U.S. House of Representatives passed bipartisan legislation on Tuesday that aims to speed the construction and availability of more affordable housing, sending it to President Donald Trump to ‌be signed into law.

The measure passed the Senate on Monday by a vote of 85-5.

The Reuters Daily Briefing newsletter provides all the news you need to start your day. Sign up here.

“America is facing a housing supply shortage that’s been years in the making,” House Financial Services Committee Chairman French Hill of Arkansas, a Republican, said during House debate on the bill.

A majority of American consumers have said, for the first time since 2023, that they would prefer to buy a home rather than rent or move in with family members, according to a survey released on Tuesday.

Hill said the measure would “cut unnecessary barriers to new home construction” and modernize what he said were outdated banking regulations, to facilitate more home loans to lower-income people.

The House voted 358-32 to pass the bill.

Passage of such major legislation in the deeply divided Congress has been rare. Democratic Representative Jim Himes of Connecticut called the bill “a remarkable thing.”

There is an estimated shortage ‌of millions of affordable homes in the United States, according to housing industry groups.

The combination of high mortgage rates, rising home prices and supply chain problems over the past several years has contributed to consumers’ difficulties.

The bill, which has been written and rewritten several times by House and Senate negotiators over the past year, gives Republicans and Democrats an accomplishment to tout on the campaign trail in the run-up to November congressional elections.

The high cost of living in the U.S., with the inflation rate rising significantly during Trump’s second term in office, is ranked as a top worry by voters in public opinion polls.

Among other main provisions of the bill are waiving or speeding up environmental reviews for home construction projects and placing a cap on the number of already constructed single-family homes that big Wall Street investors can own.

Attorney General Alan Wilson wins runoff in South Carolina GOP gubernatorial primary, CBS News projects

    June 23, 2026 / 7:47 PM EDT / CBS News

    By Gabriella Biello

State Attorney General Alan Wilson will face off against Democratic state Rep. Jermaine Johnson in November’s race for South Carolina governor, as Republicans look to hold onto the governor’s office in a reliably red state.

CBS News projects Wilson won the Republican runoff in South Carolina on Tuesday night, defeating Lt. Gov. Pamela Evette. The contest went to a runoff after no candidate secured 50% of the vote in last month’s primary, where seven other candidates, including Reps. Ralph Norman and Nancy Mace and coastal businessman Rom Reddy, were eliminated.

Wilson has served as South Carolina’s attorney general since 2010, making him the longest-serving person to hold that role in history. He secured 26.2% in the initial primary, narrowly trailing Evette’s 28.9%. Along with a lengthy history as AG, Wilson also serves as a colonel in the Judge Advocate General’s Corps for the South Carolina Army National Guard. He is also known for his work on the Alex Murdaugh trial.

Tuesday’s victory came despite an earlier endorsement in May for Evette from President Trump, who called her “good friend, fighter, and WINNER.” Gov. Henry McMaster, who launched Evette’s political career by selecting her as his running mate in 2018, also backed her in the runoff.

But then last week, Mr. Trump endorsed both candidates in the runoff, writing: “I can’t hurt one of them by only endorsing the other, so, therefore, I am going to endorse, for Governor of South Carolina, both Pam Evette and Alan Wilson!”

That second endorsement came after Wilson picked up momentum in the polls, and after Mr. Trump’s endorsements in two other gubernatorial primaries did not result in wins.

Wilson also drew support from Mace, who endorsed him after conceding in the primary. Mace, who had her own fraught relationship with Mr. Trump, may have given Wilson credibility with voters skeptical of the president’s grip on the state party.

With the runoff settled, Republicans now turn their attention to November, where Wilson is considered a heavy favorite in a state that has not elected a Democratic governor since 1998. He will face Johnson, who won the Democratic primary, in the general election on Nov. 3.

Poetica Coffee owner Parviz Mukhamadkulov contributed to Maine candidate Graham Platner’s campaign, FEC records show

Fox News national correspondent Bryan Llenas reports on the New York City primary, highlighting the influence of Democratic socialists. Candidates backed by Zohran Mamdani advocate for abolishing ICE and all deportations, even for convicted murderers.

NEW You can now listen to Fox News articles!

The owner of a Brooklyn coffee shop that publicly attacked Rep. Dan Goldman, D-N.Y., over his support for Israel is reportedly facing tax and health code issues and previously donated to Maine Democratic Senate candidate Graham Platner’s campaign.

The revelations come as Poetica Coffee faces a Justice Department civil rights probe after the shop publicly targeted Goldman, a Jewish lawmaker and outspoken supporter of Israel.

Poetica Coffee is owned by Parviz Mukhamadkulov, an Uzbek immigrant, according to a report from the Washington Free Beacon.

Federal Election Commission (FEC) records show that Mukhamadkulov contributed $35 to Platner’s campaign, which has been under fire for a variety of scandals, including a Nazi-linked tattoo on his chest.

In a now-deleted social media post, Poetica Coffee raged at the Jewish congressman.

“Hey @repdangoldman, we see that you stopped by our shop today for a coffee,” the post said. “Do you see how it doesn’t taste like genocide juice? Or are you still having a hard time telling the difference? See, here at Poetica, we don’t serve racists, fascists, homophobes, genocide enablers, or anyone in between.”

After facing backlash, the coffee shop deleted its entire Instagram account.

“Too bad we didn’t recognize you right away, or we would have turned you away,” the post continued. “We issued you a refund—we don’t need your money (it’s probably coming from AIPAC anyways). Enjoy your loss on Tuesday. Don’t ever come to Poetica.”

The Department of Justice (DOJ) has opened a civil rights probe into the matter.

Further, one of the company’s locations in Brooklyn has faced health code violations each year since 2023.
