    The U.S. Supreme Court ruled against the state of Hawaii, granting concealed carry holders a huge victory in the blue state in a 6-3 decision Thursday.

    The Supreme Court sided with the plaintiff in Wolford v. Lopez, who contested Hawaii’s state law requiring a property owner’s explicit permission to allow lawful gun owners to bring firearms into public businesses.

    “Hawaii’s law at issue here violates the constitutional right to keep and bear arms,” Justice Samuel Alito wrote. “This regime hobbles what the Second Amendment protects: the right of Americans to carry arms for self-defense as they go about their daily lives.”

    The ruling reverses a decision by the U.S. Court of Appeals for the Ninth Circuit, which had upheld Hawaii’s restrictions after the state enacted them in response to the Supreme Court’s 2022 Bruen decision.

    After Bruen struck down New York’s “proper cause” licensing requirement and held that Americans have a constitutional right to carry handguns outside the home for self-defense, Hawaii overhauled its firearms laws.

    Among the new provisions was a requirement that concealed-carry permit holders could not bring firearms onto another person’s private property, including businesses open to the public, unless the owner provided express authorization through signage or verbal or written permission. Among Second Amendment rights advocacy circles, the law became known as the “vampire rule.”

    Alito wrote the law could subject lawful concealed-carry permit holders to criminal liability for doing routine things like stopping at a gas station, grocery store or pharmacy while carrying a firearm.

    Supreme Court sides with Monsanto in case over cancer risks from weedkiller Roundup

    Washington — The Supreme Court on Thursday ruled that Monsanto cannot be held liable under state laws for failing to warn consumers about the alleged cancer risks of its weedkiller Roundup on its label.

    In a 7-2 decision in the case Monsanto Co. v. Durnell, the high court found that a federal law regulating the sale and labeling of pesticide products bars lawsuits in state courts alleging that Monsanto failed to include a cancer warning on Roundup’s labels.

    The Environmental Protection Agency has deemed Roundup safe to use and does not require a cancer warning on its label. In its opinion Thursday, the Supreme Court said federal law requires Monsanto to use an EPA-approved label unless the EPA approves or requires a different label.

    The decision was delivered by Supreme Court Justice Brett Kavanaugh, who was joined in the majority opinion by Chief Justice John Roberts as well as Justices Samuel Alito, Sonia Sotomayor, Elena Kagan, Amy Coney Barrett and Clarence Thomas. Justices Ketanji Brown Jackson and Neil Gorsuch dissented.

    Monsanto has faced a tidal wave of litigation in recent years over its Roundup product. Thursday’s ruling is expected to block thousands of lawsuits from consumers who claimed Monsanto failed to warn them that the product could cause cancer.

    Bayer, a German pharmaceutical company, acquired Roundup when it bought Monsanto in 2018.

    “The U.S. Supreme Court decision is good for science, farmers, and industries that depend on regulatory clarity for innovation,” Bayer said in a statement shared with CBS News. “It should help significantly contain the Roundup litigation after nearly a decade of legal battles.”

    Bayer added that it will continue to seek final approval of a $7.25 billion class settlement it proposed in February to “contain the Roundup litigation.” The proposed settlement, which would resolve current and future claims related to Roundup’s use, is now before a Missouri state court. If the plan gets a green light, Monsanto would make annual payments for up to 21 years.

    Question at the center of the Supreme Court case

    The case before the Supreme Court was brought in 2019 by John Durnell, a gardener from Missouri who is one of more than 100,000 people across the country who have sued Monsanto and alleged that the key ingredient in Roundup, glyphosate, caused them to develop cancer. Durnell said he had been exposed to Roundup for more than 20 years, leading him to develop non-Hodgkin’s lymphoma, a type of blood cancer.

    Durnell’s lawyers did not immediately respond to a request for comment.

    At the center of the dispute is a federal law called the Federal Insecticide, Fungicide, and Rodenticide Act, or FIFRA, which was enacted by Congress in 1947. The law regulates the use and sale of pesticides and sets a uniform framework for labeling of the chemicals. It also requires pesticide manufacturers to register their products with the EPA before they can be sold.

    The EPA has, for decades, evaluated whether glyphosate-based pesticides pose adverse health risks to humans, including cancer risks, and has deemed Roundup safe to use. As a result, the herbicide’s label does not include a cancer warning.

    Bayer had argued that FIFRA’s rules prohibited it from unilaterally changing its label’s “precautionary warnings” to include a cancer warning.

    While the EPA has determined that Roundup is safe when used as directed, a working group of the International Agency for Research on Cancer, which is part of the World Health Organization, classified glyphosate as “probably carcinogenic to humans” in 2015.

    Following IARC’s determinations, the EPA conducted its own examinations of glyphosate’s carcinogenic potential and found the “strongest support” for classifying the chemical as “not likely to be carcinogenic to humans.” Based on its analyses, the EPA in 2019 and 2020 concluded that a cancer warning for glyphosate was not needed, and it has continued to approve labels of glyphosate-based pesticide products that do not contain cancer warnings.

    Still, the classification from IARC sparked a slew of lawsuits from scores of plaintiffs who alleged that their use of Roundup caused their cancers and sought to hold Monsanto liable for failing to warn about the alleged carcinogenic risk.

    Among those plaintiffs was Durnell, who sued Monsanto in Missouri state court in 2019.

    A jury rejected all but one of Durnell’s claims — that Monsanto failed to warn consumers about Roundup’s alleged cancer risk — and awarded him $1.25 million in damages in 2023. Bayer says it no longer sells glyphosate-based Roundup products, but does offer other versions of the herbicide through retailers such as Home Depot and Lowe’s.

    The Missouri Court of Appeals went on to reject Monsanto’s arguments that FIFRA preempted Durnell’s lawsuit, and the state’s supreme court declined to review the decision.

    A legal victory for Trump administration

    The decision is a victory for the Trump administration, but one that could be tricky politically since allies in the Make America Healthy Again movement want to rein in pesticide use.

    The Trump administration backed Monsanto in the case, writing in a filing that federal law gives the EPA the responsibility to determine whether pesticide warnings are needed to protect human health and the environment. The Justice Department argued the EPA had reviewed extensive evidence and conducted its own analysis before determining Roundup’s labeling adequately protected users’ health.

    Separately, President Trump signed an executive order in February that aimed to boost the production of glyphosate-based herbicides, warning that the lack of access to the substance threatened agricultural productivity, putting pressure on the domestic food system.

    Washington — The Supreme Court on Thursday struck down a Hawaii restriction that prohibits concealed-carry permit holders from bringing their firearms onto private property that is open to the public.

    In a 6 to 3 decision in the case Wolford v. Lopez, the high court sided with a group of gun owners and a gun-rights group who argued that Hawaii’s rule restricting where they could carry firearms violates the Second Amendment.

    The justices found unconstitutional the Hawaii law requiring people with concealed-carry permits to receive permission before bringing their guns onto private property that is open to the public — places like gas stations, restaurants or shops.

    The ruling in favor of the gun owners follows the Supreme Court’s 2022 decision in which the high court recognized for the first time that the Second Amendment guarantees the right to carry a firearm outside the home.

    That decision laid out a new framework for courts to apply when determining the constitutionality of a gun restriction, which requires the government to show that a measure is rooted in the nation’s historical tradition of firearms regulation. The first test of that new standard came in 2024, when the Supreme Court upheld a federal law barring people subject to domestic violence restraining orders from having guns.

    The high court said last week in a case involving a federal firearms restriction that the government cannot automatically disarm people who regularly use marijuana and are not dangerous.

    The Supreme Court’s ruling does not impact Hawaii’s other restrictions on guns in places like bars, beaches or parks, which were not at issue in the case, or sensitive locations like schools or government buildings.

    Hawaii’s law, which has been dubbed the “vampire rule,” requires armed concealed-carry permit holders to seek permission before entering private property that is open to the public. Carrying a gun without that permission is a misdemeanor that is punishable by up to one year in prison.

    Hawaii is one of five states with laws presumptively restricting carry by license-holders on private property, though similar measures in New York, California and Maryland have been blocked by courts. In the remaining 45 states, licensed handgun owners can generally carry arms onto publicly-accessible private property.

    The limits on the places people in Hawaii could bring their firearms were signed into law following the Supreme Court’s 2022 landmark gun rights decision.

    The dispute before the Supreme Court dates back to 2023, when three Maui County residents and the Hawaii Firearms Coalition challenged the state’s default rule as a violation of the Second Amendment. A federal district court sided with the challengers, finding Hawaii’s restriction likely violates the Second Amendment as applied to property that is accessible to the public.

    But after the state appealed, the U.S. Court of Appeals for the 9th Circuit upheld Hawaii’s law.

    The Trump administration backed the gun owners in the case and argued that the measure was “blatantly unconstitutional” and effectively prevented public carry, as any armed permit holder risked committing a crime simply by stopping to put gas in their car or running errands at a grocery store.

    The Supreme Court heard arguments in the case in January and appeared likely to side with the gun owners.

    A federal judge on Thursday froze major parts of an executive order by President Donald Trump aimed at cracking down on mail voting, blocking the administration from taking further steps to implement it as it would affect two-dozen states that challenged the directives in court.

    US District Judge Indira Talwani, an Obama appointee who sits in Boston, is the latest judge to push back on Trump’s broader efforts to insert the federal government into election administration, a task largely designated by the Constitution to the states.

    “The Constitution does not grant the President any specific powers over elections,” she wrote.

    Her ruling partially halts a Trump directive that would have imposed new requirements on states’ mail voting programs in order for the US Postal Service to deliver the ballots. USPS cannot carry out its plan for the new regulations in the 23 Democratic-led states and the District of Columbia.

    The order also blocks for those states Trump’s order that Department of Homeland Security create lists of each state’s voting-age citizens ahead of the election. She explicitly halted the administration from “taking any steps to create a new federal program to superintend and control Plaintiff States’ maintenance of their voter rolls,” or bringing prosecutions against election officials in those states based on the executive order’s instructions

    Her ruling came in one of several lawsuits challenging Trump’s March 2026 executive order, and she agreed with the challengers that he had exceeded his authority in issuing it.

    Trump’s order contemplates giving the USPS and DHS new roles in screening the mail voting process and in the search for potential non-citizen voters.

    Under a plan proposed to comply with his instruction, USPS would require states to submit lists of their mail voters 30 days before the election in order to use the postal service for transmitting ballots. The plan also mandates that states put individualized ballot tracking barcodes on ballot envelopes — barcodes that also would be provided to the mail carrying agency.

    Critics say the plan is practically infeasible, while running afoul of both the Postal Service’s statutory obligations and the Constitution’s separation of powers.

    DHS, meanwhile, has been ordered by Trump to use federal databases to assemble lists of citizens that could be provided to states. The March executive order did not connect the DHS provisions to the instructions for USPS. But in court filings since, the administration has indicated that DHS is exploring data-sharing with the postal agency to “identify anomalies that may suggest voter fraud or misuse.”

    Even before the March 2026 order, the Trump administration was ramping up efforts to use federal immigration data to hunt for non-citizens. However, the DHS citizenship data program that has been commonly used in that exercise is known to turn up false positives, prompting fears that eligible voters will be wrongly purged from the voter rolls.

    In a separate case in Washington, DC, this week, a federal judge blocked the use of that citizenship data system for purging voter rolls.

    A group of conservatives is vowing to grind the House floor to a halt until Republicans pass the SAVE America Act.

    “There’s going to be no votes this week, and it’s going to be as long as it takes,” Rep. Anna Paulina Luna, R-Fla., who is leading the effort, told Fox News Digital in an interview.

    The hardball tactics led House Republican leadership to pull a series of votes on Wednesday. House Speaker Mike Johnson, R-La., is expected to put legislation that had already been teed up for a vote Thursday, but it is unclear whether he will be able to convince Luna and other conservatives to end their blockade, effectively freezing the House floor.

    “The president’s been very clear,” Luna told Fox News Digital. “He’s not playing these games anymore, and I’m going to fully back him, and I have the votes to do it.”

    President Donald Trump has repeatedly insisted the SAVE America Act is his top legislative priority. The sprawling legislation, which would enact voter ID requirements, crack down on mail-in voting and ban sex change procedures for minors, has stalled in the Senate amid widespread opposition from Democrats.

    House conservatives are pressuring their Senate colleagues to fight for the bill, but a version that incorporates all the president’s priorities has yet to receive a vote in their chamber.

    Johnson is scheduled to meet with Trump later Thursday in a likely attempt to break the logjam. Given the speaker’s razor-thin majority, just a few dissenting Republicans can have an outsize impact on whether legislation can be advanced through the House.

    Johnson floated Wednesday incorporating a narrow version of the SAVE America Act into a third budget reconciliation package. The provision would create a grant program encouraging states to require federally verified REAL IDs at the ballot box.

    But Luna indicated to Fox News Digital that the speaker’s proposal was an inadequate fix.

    “I want to warn the American people that you cannot get SAVE America Act on reconciliation,” Luna said, referring to a potential third party-line package. “It’s not possible to be done, so we’re not drinking the Kool-Aid on that. Unless the Senate decides to fire the parliamentarian, nothing will change.”

    The impasse is not expected to resolve soon, with the Senate leaving Wednesday to begin a two-week recess around the July 4 holiday.

    No senators objected to starting the planned break early.

    Luna also dismissed the significance of the bipartisan housing bill that passed the lower chamber this week. Republicans have pointed to the legislation — aimed at expanding the nation’s housing stock — as crucial to their affordability messaging ahead of November’s midterm elections.

    “They don’t get to go home and say that they’re getting wins for the American people when they’re not even able to deliver on that 80/20 issue,” Luna said, referring to the SAVE America Act.

    “And I really applaud the president for saying that he’s not going to sign it into law. I think that he reserves the right to veto,” the Florida lawmaker continued.

    Luna and the band of conservatives opposed the sweeping housing bill as part of their pledge to vote “no” on every piece of legislation that comes over from the Senate until the SAVE America Act passes.

    “In us shutting down the floor, it’s showing that … they’re not going to be able to get done what they want to get done,” Luna said.
