    On immigration, Supreme Court accedes to Trump’s restrictive agenda

    WASHINGTON, June 26 (Reuters) – Since Donald Trump returned to the presidency last year promising to aggressively crack down on immigration and pursue a campaign of mass deportation, the conservative-majority U.S. Supreme Court has, for the most part, smoothed the way.

    In case after case, the court, which has a 6-3 conservative majority, has green-lighted the Republican president’s policies targeting both legal and illegal immigration with few exceptions, while ​its three liberal justices have objected to most of his actions.

    The latest examples came this week, when the court gave Trump and his administration three victories — all in cases decided along ideological lines — that make it easier to deport ‌people, or refuse them entry, including those who have legal status in the United States.

    ‘A RUBBER STAMP’

    “The Trump administration has turned the immigration system into a deportation machine,” said Elora Mukherjee, director of the Immigrants’ Rights Clinic at Columbia Law School in New York.

    “In most cases, the Supreme Court has been a rubber stamp for Trump’s mass deportation agenda,” Mukherjee added.

    The court in a 6-3 decision on Thursday let the administration strip hundreds of thousands of Haitian and Syrian immigrants of their Temporary Protected Status. This humanitarian designation under U.S. law lets migrants from nations stricken by war or catastrophe live and work in the United States while it is unsafe for them to ​return to their home countries.

    Legal experts said the practical effect is grim for immigrants now losing their status as they face a choice of staying and risking detention, or returning to countries that the U.S. State Department warns against any travel to due ​to widespread violence, crime, terrorism and kidnapping.

    “These are not conditions to which people should be returned,” Tirana Hassan, CEO of the group Doctors Without Borders USA, said on Thursday, referring to Haiti.

    Ahilan Arulanantham, an immigration ⁠law expert at UCLA and lawyer for the Syrian plaintiffs in the TPS dispute, said, “The Supreme Court has consistently ruled against the rights of immigrant communities in important cases in the last several years, and this case fits that pattern.”

    “The decision hands to the administration, and to ​the far right wing of the anti-immigrant movement, an important victory that they have been unable to obtain through Congress for a number of years,” Arulanantham added.

    The court also on Thursday ruled 6-3 to back the government’s authority to turn away asylum seekers when officials deem U.S.-Mexico border crossings overburdened, ​by physically blocking them from entering the United States. Trump’s administration has said it may seek to revive the policy, known as “metering,” after it was dropped by his Democratic predecessor Joe Biden.

    On Tuesday, again in a 6-3 split, the court made it easier to remove lawful permanent residents — also known as green-card holders — ruling that border agents do not need to meet the high standard of “clear and convincing evidence” that such an individual has committed a crime before refusing to allow them back into the country after a trip abroad.

    ‘THE RULE OF LAW’

    “These three rulings are all victories for the rule of law and common sense,” said Department of Homeland ​Security General Counsel James Percival, adding that Temporary Protected Status “was always supposed to be temporary.”

    “Thanks to these decisions, we now have several more important tools to continue securing our borders,” Percival added.

    Since Trump returned to office in January 2025, the court has largely acceded to his demands to implement ​policies bolstering his drive to step up deportations when they have been impeded by lower courts, while legal challenges to them play out.

    These decisions have been issued on an emergency basis on the Supreme Court’s so-called shadow docket in which the justices can make highly consequential decisions outside their regular process, without ‌extensive briefing or ⁠oral arguments.

    For instance, the court has let Trump deport migrants to countries where they have no ties, carry out aggressive immigration raids that can target individuals based on their race or language, and to end humanitarian protections including TPS and another form of protection called parole for hundreds of thousands of immigrants.

    Ashley Sanchez, director of the Immigration Clinic at the University of Notre Dame’s law school, said that while immigration laws have not substantially changed, Trump’s administration is choosing to apply them in a way to limit both legal and illegal immigration as much as possible.

    The court has had its current ideological makeup since October 2020, when Trump appointed conservative Justice Amy Coney Barrett to succeed the late liberal Justice Ruth Bader Ginsburg.

    The existence of this conservative supermajority has been pivotal in immigration rulings, Sanchez said.

    “This more conservative group appears much more willing to side with the president,” Sanchez added.

    Sanchez ​pointed to the court’s June 2020 decision, during Trump’s first term as ​president, to block his bid to end a program that protects ⁠from deportation hundreds of thousands of migrants — often called “Dreamers” — who entered the United States illegally as children.

    The court had a 5-4 conservative majority at the time, but conservative Chief Justice John Roberts joined with the court’s liberal members in the decision.

    “It’s hard to imagine this current court coming to that same decision,” Sanchez said.

    The court has pushed back against Trump in some instances. In certain cases, for example, the justices have ruled that ​the administration must treat migrants fairly, as required under the U.S. Constitution’s promise of due process.

    Last year, the justices twice placed limits on the administration’s attempt to implement Trump’s invocation of a 1798 law called the ​Alien Enemies Act, which historically has been ⁠employed only in wartime, to swiftly deport Venezuelan migrants who it accused of being members of the Tren de Aragua gang.

    BIRTHRIGHT CITIZENSHIP

    The court is almost at the end of its current term, but has not yet ruled in a major case involving perhaps the most audacious piece of Trump’s restrictive immigration agenda. Based on questions asked by the justices during arguments in the case in April, the court may hand Trump a defeat by ruling against his executive order that would deny birthright citizenship to hundreds of thousands of babies born each year on U.S. soil.

    Trump’s order instructed U.S. agencies not to recognize the citizenship ⁠of children born in ​the United States if neither parent is an American citizen or legal permanent resident, also called a “green card” holder.

    The lower court found Trump’s order to be inconsistent with ​the Constitution’s 14th Amendment, which long has been interpreted as granting citizenship to virtually anyone born on U.S. soil, with some narrow exceptions including the children of foreign diplomats or members of an enemy occupying force.

    The 14th Amendment’s provision at issue, called the Citizenship Clause, states: “All persons born or naturalized in the United States, and subject to the jurisdiction ​thereof, are citizens of the United States.”

    A decision could come as soon as Monday.

    Iranian national U.S. sought for $3.4 billion in hacking attacks arrested in Montenegro

    Podgorica, Montenegro— An Iranian national who is wanted by the United States for mass hacking attacks that caused $3.4 billion in damage was arrested in Montenegro, police in the Balkan country said late Thursday.

    The 39-year-old man, who holds both the Iranian and Turkish citizenship, is wanted by a federal court in New York on multiple charges including conspiracy to commit computer fraud, hacking, and identity theft, a statement said.

    Police said they located the man in the coastal Montenegrin resort town of Kotor, where he was arrested Thursday by request of the U.S. and the FBI, Montenegrin police added.

    “Since 2013 as an associate of a legal entity from Iran, he committed massive hacking attacks on U.S. infrastructure, including 150 universities, causing damage estimated to over $3.4 billion US dollars,” police said in a statement reported by French news agency AFP.

    The stolen data as well as the compromised university profiles were used for the “benefit of the Islamic Revolutionary Guard Corps and other Iranian beneficiaries, including universities based in Iran,” the statement added.

    A court in the capital of Podgorica will handle the extradition proceedings, the statement added.

    Montenegro is a U.S. ally and member of NATO. The small Adriatic Sea country of just 620,000 people is seen as the next in line to join the European Union.

    House Democrats offered sharply different takes Wednesday after a surge in socialism proved victorious in the Democratic Party when three far-left candidates swept the floor in key races in New York’s primary elections.

    The new wave of socialist candidates, who were backed by the Democratic Socialists of America, beat out moderate Democrats in Tuesday night’s race has fueled mixed reactions from lawmakers over whether these new ideals will be at the center of the entire Democratic Party.

    “It’s sort of dismissed as a fluke or an outlier, but whenever more moderate Democrats win, people say that that’s a blueprint for Democrats to continue winning,” Rep. Ayanna Pressley, D-Mass., said when asked about what the streak of progressive wins means for the Democratic Party.

    She continued, “So people should take heed.”

    Other Democrats quickly distanced themselves from the far-left movement, or at least the socialist identity.

    “I’m a capitalist, not a socialist,” Rep. Thomas Suozzi, D-N.Y., told Fox News Digital. “And I believe in safety, not lawlessness. And I’m proud of America. I’m not ashamed of America .”

    Rep. Gregory Meeks, D-N.Y., struck a similar note.

    “Now for me, you know, I believe in capitalism, so I’m not a socialist,” Meeks said. “So I don’t know whether that’s an issue or not.”

    The debate comes as New York City’s socialist Mayor Zohran Mamdani dominated in the primaries as he endorsed three candidates — Darializa Avila Chevalier, Brad Lander and Claire Valdez — who won their key races by promoting the same socialist agenda Mamdani has in their campaigns.

    Some Democrats attribute the trend of far-left progressive voting to only being popular in a place like New York.

    “I think what happens in New York City is sort of just what happens in New York City,” Rep. Joseph Morelle, D-N.Y. said. “I don’t think it’s necessarily an indication of anything outside New York City. Their politics is somewhat unique.”

    Progressive Democrat Rep. Pramila Jayapal, D-Wash., agreed with Pressley that the election results in New York indicate a larger movement within their party.

    “Fabulous energy, momentum, giant repudiation of special interests, including the impact of others,” Jayapal said when asked how she feels about the election results.

    She continued, “And real energy for us to continue to turn out young people and make sure that we’re getting everyone voting and committed to a government that actually works for working people.”

    The divide shows a broader ongoing debate within the Democratic Party over whether far-left ideology will take over as the blueprint for the party, and whether these progressive campaigns can be a legitimate roadmap to national success for the party.

    Suozzi used economic concerns as an example of needing to find some middle ground between extremes in both parties — calling for people to focus on solutions to better the lives of Americans rather than working to dismantle entire systems.

    “They’re saying ‘the whole system sucks, let’s tear it down,’” Suozzi said. “I don’t believe that’s the right answer. I believe that we, those of us that disagree with the DSA and those of us who disagree with MAGA, have to do a better job of saying, ‘Yes, you have reasons to have economic insecurity. We understand that.’”

    “We have to do a better job of understanding, saying that we understand what people are going through and proposing solutions that will make their lives better,” he said.

    The big news is that the United States and Iran are no longer openly at war.

    That is, in itself, a win that likely saved lives a week after President Donald Trump signed a memorandum of understanding in France to halt the fighting. That pause was never a given, considering a half-century of hatred between Washington and Tehran and a regional history of eviscerated peace deals.

    So far, the MOU, a 14-point framework for talks on a permanent peace, has also survived the suspicions of many US lawmakers that it enshrines an American defeat.

    That’s because the costs of plunging back into the conflict now are prohibitive for both the US and Iran and that comes against the backdrop of some heady domestic political winds ahead of the midterms. Trump revealed last week that he’s not prepared to pay the economic price of more war. And why would Iran break the truce now, since it’s getting an immediate flow of benefits without having to give up much of its core bargaining position?

    Although the agreement may point to an off-ramp from the war, it’s not a durable peace. It’s a classic Trumpian device to buy time while shelving tough political choices for later.

    Still, benefits for both sides are rolling out.

    Arguably, the United States’ most tangible benefit from the MOU comes from Iran reopening the strait.

    Vessel traffic through the strait has picked up dramatically in recent days, with 70 crossings on Wednesday, according to Kpler, which tracks activity using transponder and satellite data. That’s more than double Tuesday’s total, although still lower than the 100+ crossings typical before the war started.

    The strait isn’t fully reopen: Iran continues to require permits to travel along the northern corridor of the around 23-mile-wide channel, and mines in the center restrict traffic to a single shipping lane that hugs the Omani coast. In a sign of persistent tensions, a cargo vessel was struck by an Iranian drone in the strait on Thursday, a US official told CNN. The incident disrupted an operation to evacuate thousands of seafarers from vessels stuck in the Persian Gulf since the war broke out.

    But the increasing tanker traffic is an encouraging step toward normalization of global oil flows.

    The strait’s closure created the largest oil shock in history and is expected to cost the world a record 1.6 billion barrels of oil supply, according to JPMorgan. That created a double-barreled effect of high prices and dramatically reduced oil inventories that sent consumer sentiment plunging to record lows and threatened to disrupt the US economy with oil shortages – a problem that Trump last week acknowledged could have led to “economic catastrophe” that would have earned him comparisons to Depression-era President Herbert Hoover.

    Reopening the strait – which was fully open before the war – won’t immediately solve either of those problems. And the agreement to allow vessels to cross toll-free lasts just 60 days from last Thursday’s signing. Afterward, Iran (and, possibly, Oman) could charge tolls, which have amounted to around $1 to $2 a barrel – potentially giving Iran access to millions of dollars in revenue each day.

    The good news about the strait’s reopening comes with the caveat that Iran can start selling oil again. And unlike before the war, Iran can sell to literally anyone after the US Treasury waived its sanctions. Many critics worry that Iran will quickly seek to rebuild its shattered military, replenish its drone and missile programs and revive the threat of its proxy network that includes Hezbollah and the Houthis in Yemen.

    Iran has already started to ship oil again, although there’s yet scant evidence that it’s selling to anyone but China. It successfully exported 3.8 million barrels of oil from the Strait of Hormuz last week, immediately after the US agreed to end its naval blockade, according to maritime intelligence company TankerTrackers. It has ramped up its activity considerably since then.

    It can probably sell roughly 2 million barrels of oil a day – about a third more than before the war, according to Jorge León, head of geopolitical analysis at consultancy Rystad. And because those sales would be on the up-and-up, Iran would no longer need to offer steep discounts.

    Iran has insisted that it won’t agree to any long-term deal until it gains access to more than $100 billion of assets currently frozen in banks around the world. US officials told CNN last week that no frozen funds will be released until Iran makes good on its commitments.

    The MOU states that Iran’s frozen funds and assets will be made “fully available” for use by Iran’s central bank but does not detail timing or scope.

    The agreement could also establish a $300 billion investment fund, which could help the country rebuild. The details remain murky, but the investment fund would be financed privately and not by US taxpayers, according to the administration. Trump told reporters at the G7 meeting last week that other countries and financiers will be able to invest in rebuilding Iran’s economy, but he doubts foreign investors will have significant interest for quite some time.

    The agreement envisages a final deal removing sanctions on Iran to allow it to freely trade with the rest of the world.

    Some foreign financial institutions could be more willing to do business with Iran, though many will probably hesitate unless the US Treasury issues specific licenses for particular transactions. A major caveat: It’s not clear how much authority Trump has to lift sanctions unilaterally. A skeptical Congress may have to approve some sanctions relief.

    Trump said on social media this week that UN nuclear inspectors would be allowed access to Iran for “Infinity!!!” Vice President JD Vance hailed Tehran’s agreement to let inspectors in as a “major milestone.”

    The reality is more complex. It’s not clear that the Islamic Republic has agreed to anything. Iranian Foreign Ministry spokesman Esmaeil Baqaei suggested that Tehran was merely recognizing its obligations to the Non-Proliferation Treaty after it suspended cooperation with the International Atomic Energy Agency in the wake of US bombardment of its nuclear sites last year. The IAEA argues that the MOU requires it to play a key role. Iran counters that any inspections must await a final deal.

    Showdowns over international inspectors caused years of disputes between the US and Saddam Hussein’s Iraq and more recently Iran. Both sides dug in on the specific legal authority and mandates for UN teams, their make-up and whether they had freedom to visit all nuclear or weapons of mass destruction sites, including suspected undeclared locations.

    Iran is almost certain to roll out the old playbook. And a final deal that lacks stringent verification procedures to monitor Iran’s compliance will not be worth the paper that it’s printed on.

    The MOU requires the immediate and permanent halting of military operations on all fronts, including in Lebanon. But that country, repeatedly torn apart by civil war and a perpetual battleground between Israel and Iran-backed Hezbollah, could be the deal’s most vulnerable pillar. Trump’s critics, especially in Israel, worry that the agreement effectively allows Iran to repair a proxy force diminished by months of Israeli pummeling. By convincing Trump to include Lebanon, Iran can pressure Israeli Prime Minister Benjamin Netanyahu to curtail Israeli military action — or risk the collapse of a deal hugely important to Trump, symbolically, politically and economically.

    However, Israel does not consider itself bound by the deal. Past Israel-Hezbollah ceasefires in Lebanon have often failed, and, in the run-up to the MOU, Israeli forces made their deepest incursions into Lebanon in the past quarter century.

    The Trump administration and the Netanyahu team have made no secret of raw feelings over the war’s end. And Israel’s insistence that it maintains the freedom to act to protect its own security in Lebanon — and across the Middle East — will test Trump’s authority as US talks with Iran deepen.

    And Iran is virtually certain to remind everyone it’s holding a new ace — the threat of closing the strait.

    WASHINGTON, June 26 (Reuters) – The U.S. Supreme Court in a pair of new rulings has further expanded the Constitution’s Second Amendment right “to keep and bear arms,” as the justices consider whether ​to take up additional gun rights cases for their next term.

    The court, in a 6-3 ruling on Thursday powered by its conservative majority, struck down a Hawaii law that required gun ‌owners to get an owner’s permission before bringing a handgun onto private property open to the public, such as most businesses.

    The justices decided unanimously last week to limit the application of a decades-old federal law that bars firearms possession by certain drug users, narrowing a measure that had threatened the gun rights of millions of Americans who use marijuana and own firearms.

    In a nation deeply divided over how to address persistent firearms violence including frequent mass shootings, these rulings underscored the court’s generally sympathetic approach ​toward protections enshrined in the Second Amendment.

    The decisions, experts said, stiffened an already stringent legal test that gun control measures must clear in order to survive scrutiny under the amendment, ratified in ​1791, that states, “A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not ⁠be infringed.”

    ‘EXTREME SKEPTICISM’

    Pepperdine University Caruso School of Law professor Jacob Charles said, “The two cases confirm the court’s extreme skepticism about all manner of gun regulations, especially new ones.”

    “It has created and elaborated a test that ​makes it exceedingly difficult for legislatures to create gun laws to protect their citizens,” Charles said of the court.

    The rulings were issued as the justices near the end of their current term, which began last October.

    Gun rights ​advocates, fresh off their recent legal victories, expressed hope that the court would take up additional Second Amendment cases for its next term, which begins in October.

    The justices on Thursday gathered for their weekly private conference. Challenges to the legality of state restrictions on assault-style rifles, such as AR-15s, and large-capacity ammunition magazines were among the appeals up for consideration for court review. Those cases could be taken up as soon as Monday to be heard in the coming term.

    Stephen Stamboulieh, an attorney ​with the pro-Second Amendment group Gun Owners of America, said that “it’s past time for the court to enforce” its prior rulings against such measures.

    “It is critical that the Supreme Court take an AR-15 and magazine ​case and end the lower courts’ rebellion against the court’s precedents,” Stamboulieh said.

    When the Supreme Court last year turned away appeals in similar lawsuits, three of its conservative justices dissented from the decision to reject the appeals.

    A fourth conservative justice, ‌Brett Kavanaugh, ⁠expressed sympathy toward the argument by the challengers that AR-15s are in common use by “law-abiding citizens and therefore are protected by the Second Amendment.” Kavanaugh said the court “presumably will address the AR-15 issue soon.”

    The court is also considering whether to take up a challenge to a U.S. government ban on federally licensed firearms dealers selling handguns to adults under the age of 21, and similar state law measures.

    THE BRUEN TEST

    In both new gun rights rulings, the court applied a legal test that emerged from a landmark 2022 decision authored by conservative Justice Clarence Thomas in a case called New York State Rifle & Pistol Association v. Bruen.

    Under the so-called Bruen test, gun ​control measures must be “consistent with this nation’s historical tradition ​of firearm regulation” — not simply advance an ⁠important government interest — in order to comply with the Second Amendment.

    Applying that test in the 2024 case of U.S. v. Rahimi, the court in an 8-1 ruling upheld a federal law that makes it a crime for people under domestic violence restraining orders to have guns — the only law to survive the Bruen test unscathed ​at the Supreme Court to date.

    David Kopel, a Second Amendment expert at the libertarian Independence Institute think tank, said the dangerousness of domestic abusers is ​what set the Rahimi decision apart ⁠from the two recent rulings.

    “Peaceable people who use marijuana, and persons with concealed-carry permits, are not dangerous,” Kopel said, referring to the plaintiffs in the recent gun rights cases.

    “The broad historic traditions invoked by Bruen point towards a dangerousness standard as the rule for when some Americans can be disarmed,” Kopel added.

    Hawaii officials had contended that the state’s law had struck a proper balance between the right to bear arms and the right of property owners to ⁠exclude guns ​from their property.

    Liberal Justice Ketanji Brown Jackson, in a written dissent, accused the court’s conservatives of having “manipulated” the Bruen test “into a free-for-all ​that lets the judiciary thwart the will of legislatures by privileging access to firearms above all else.”

    Pepperdine’s Charles dismissed the notion advanced by some of the court’s conservatives that the right to keep and bear arms is being treated like a “second-class right.”

    “The court’s doctrine ​has elevated the Second Amendment right far above a first-class right,” Charles said.

    Former Trump White House counselor and Fox News contributor Kellyanne Conway said Tuesday’s Democratic primary results do not signal a broader political shift, arguing the victories reflect the politics of only a handful of districts.

    She told Fox News Digital that candidates she characterized as “anti-America” may find success in “very curated, specific districts” but are unlikely to win over the country at larger scale.

    The comments came after a slate of progressive and socialist candidates scored high-profile victories in Tuesday’s Democratic primaries. Those wins fueled renewed debate over whether the Democratic Party is shifting further to the left ahead of the 2026 midterm elections.

    Asked whether she expects more progressive candidates to win elections, Conway pointed to what she described as “a lot of anti-American, anti-Israel candidates winning” in Tuesday’s Democratic primaries.

    She claims their appeal to some blocs of voters would remain limited and jurisdictional.

    “I don’t think that plays everywhere,” Conway said. “That’s not aligned with the values of this country. It’ll happen in very curated, specific districts, but it won’t happen everywhere.”

    Conway made the remarks while attending a Capitol Hill ceremony commemorating the nation’s upcoming 250th anniversary, where organizers completed a time capsule to be preserved for the next 250 years.

    She said she hopes “all Americans are very excited” to celebrate the country’s milestone before weighing in on the Democratic primary results.

    Conway also cited a recent poll on patriotism, saying she was “very disturbed” in results that found 90% of Republicans say they are extremely or very proud to be American, compared to only 29% of Democrats.

    Conway said the results reinforced her belief that the Democratic Party’s activist wing is increasingly out of step with most Americans, arguing that patriotism remains a defining issue for many voters heading into the midterm elections.

    一艘集装箱船在霍尔木兹海峡航行时遭到袭击,一些船东开始重新评估撤离方案,但这条重要航道的双向通行仍在持续。

    船舶追踪数据显示,两艘满载的油轮正驶离波斯湾,而四艘空载的超大型原油运输船则正沿阿曼海岸驶入。这条南部航线由阿曼管理,并由美国协调。
